The republican governor asa hutchen aside originally said he would sign t but then he said that changes needed to be made first. Its been my intention all along that house bill 1228, the religious freedom restoration act be crafted in a way that mirrors the federal religious freedom and restoration act. That was passed in 1993, and it was signed by president clinton. I came to congress after that, but i sat on the judiciary committee, the house of representatives that considered these amendments, had hearings on this federal religious freedom restoration act. And so im somewhat familiar with it. And how its played out across the country. Its my intention because the federal law does not cover state causative action that we have a similar law in arkansas. And we wanted to have it crafted similar to what we have at the federal level. And to do that, though, changes need to be made. The bill that is on my desk at the present time does not precisely mirror the federal law. It doesnt mirror it in a couple of ways, particularly allowing the First Amendment to be inserted in the private litigation between parties or reliance on the state law and those claims. Therefore i ask that changes be made in the legislation. And ive asked that the leaders of the General Assembly to recall the bill so that it could be amended to reflect the terms of the federal recommendation freedom and restoration act. In the alternative it can be simply have language changes so that those accommodations and changes can be made. We need to recall the legislation or having additional legislation that would accomplish those changes. The major businesses in arkansas including walmart, the states largest employer had urged hutchinson to veto the measure. The arkansas bill is very similar to one that is already law in indiana. But politicians are working to fix it. Its already impacting this weekends final four basketball tournament in indianapolis. Reporter it is clear that talks in lausanne from tuesday to wednesday morning has made progress on key issues but it is not clear that there has been an enough progress for a full framework of agreement. Leaving the talks the Iranian Foreign minister spoke of his optimism. Weve been working since 7 30 in the morning and it has been a very long day for all delegations. We have accomplished quite a bit, but people need to get some rest and start over early in the morning. I hope that we can finalize the work on wednesday and hopefully start the process of drafting tomorrow. The Russian Foreign minister Sergei Lavrov was also upbeat as he headed out of the hotel in the early hours. He and the chinese and French Foreign ministers are no longer participating directly in the negotiations. On wednesday morning there was a greater degree of caution from the French Foreign minister and warning there is difficult work to do. We have a broad framework of understanding, but there are key issues that need to be worked through. Some of them are quite detailled and technical. So there is quite a bit of work to do. Were on it now and well keep going at it. Negotiations to conclude some kind of Framework Agreement has continued on wednesday and secretary of state john kerry made oneonone with his iranian counterpart with the sense that talks are entering their final crucial hours. It seems that on balance the sides are going to fall short on the kind of agreement they really wanted to achieve here. The iranian Deputy Foreign minister speaking to his media indicate that the said are now working towards the release of some kind of press statement for wednesday but he said there are key dinners on sanctions and irans right to research and development of key nuclear technologies. It holds women responsible for their conduct and we hope that it deters future behavior. Women can avoid jail by getting treatment but Treatment Centers often cant or wont treat pregnant addicts. Daughter know when you call up Treatment Centers, treatment programs one of the questions that youre asked are you pregnant or could you be pregnant . And a positive answer to that question will screen you out of the program. They will not take you if youre pregnant. There are plenty of others programs. What im telling you when we go through our child protective investigative meetings well find programs that we can to put these women in. If there are programs the numbers suggest it is hard for women to access them. According to the latest figures available from the department of health and human services, only 129 pregnant women in the entire state received Addiction Treatment in 2013. That year nearly 1,000 babies were born with drug dependency. Why sing out women and pregnant women in particular. This is an effort to get women into programs and alleviate the problem and bring the problems down. But so far that hasnt happened.
