In all that help is very much needed, last year there 49 million americans living in households without food security. Tonight well look at Charitable Giving and the Holiday Season. We begin with this report from courtney keely. Black friday got its name because on this unofficial start to the holiday buying season, most retailers finally get out of the red and turn a profit. But while malls and stores swell with Holiday Shoppers its not just the season to shop. For many its the season to give. Now the tuesday after black friday and cyber monday has also been given a new name. Giving tuesday was set several years ago, to inspire people to make a difference. The Salvation Army is in its 125th year with its Red Kettle Campaign already underway. Last year it collected 136 million in private donations. With Salvation Army between thanksgiving and the end of the year, anywhere from 25 to as much as 40 of the income would come in during that five to six week period. Salvation Army Volunteers are a ubiquit ubiquitous site. While the cold weather may make some americans more generous, its the holiday spirit rather than the temperatures that has an impact. I served in florida for 13 years and can i tell you people responded just as well down there. The end of the tax year also brings in large donations. What you see at the end of the year the week after christmas before new years you see some large gifts people who are making large gifts because of tax implication. But before that, people realize that this is the season of giving. Last year was the first year since the end of the recession according to the black bout index to see an increase in donations. Nationwide increase in Charitable Giving had fall many are banking that this Holiday Season will bring tidings of comfort and joy to many. Courtney keely, lnches. People have been al jazeera. There are about a million charities in the United States. The most popular types include education based Human Services and health charities. The average household gives just under 3,000 every year. Surprisingly middle to low income people are giving at a higher percentage than those of wealthy individuals. Yet here in the United States there are still more than 600,000 Homeless People including many families. Those in need are not just struggling with food but shelter in the coming news. Im id like to welcome joel berg, and ken stern. Whos joining us from washington, d. C. Gentlemen, thanks for being with us. Thanks for having us. Telling us how we give mr. Berg. Most americans give in the ways theyre used to giving. The wealthy give less in aggregate and they tend to give to institutions that benefit themselves and their families. Such as big hospitals big cultural institutions big museums. Thats our message that charity isnt the answer, higher wages more equitable tax system like the wealth and middle class and habit also tells us that if you give to the organizations you have given to in the past and if you give to an Effective Coalition like mine new York City Coalition against hunger, dont know whether its effective or not. Its the brand name syndrome. About how and why we give do most americans do their research before they give . No, in fact the social Science Research which youre citing shows that the average american puts in exactly zero hours and zero minutes. As joel says hes exactly right, people give out of habit. They give to the brand names, they give to the charities that their friends or family recommends. They dont do it based upon effectiveness research. And mr. Berg people are generous this time of year but the charities know it. Are its run as a business. We see the ads we see direct mailers. A lot of groups spend a lot of money. My group only has one full Time Development person but some organizations practically spend more moin on development than they do on services. Theres this inside baseball discussion within the Nonprofit Community about what percentage of overhead makes sense but in general a lot of people use that as the one and only way to determine how much they donate to organizations a lot of people say wait a minute 60 cents on the dollar is going to overhead, paying for this and that. Thats not a good way to judge it is not a good way to judge. If you look at microsoft or google, they have a lot of overhead. What you should really be look at is whether theyve reduced the problem or not. If you are fighting hunger and you consider yourself an antihunger organization, you should be judged by whether you are building the movement to many eliminate hunger. Is it time money or canned food . I think thats a rather personal decision, money is the most useful, they can put he against the highest and greatest need. As you said, americans do give generously, and that money not given just at the end of the air, given over the course of the year can be used by a good charity for the highest and best needs and that could be in direct services, or could be in things like sometimes categorized as overhead. Infrastructure, all the things that are needed to build a good organization, a for profit or not for profit organization. A give cash instead of food, you can feel good about yourself donating food but most Charities Work far more effectively than you can buying retail at a grocery store. But volunteering year round, and if you have professional skills volunteering with those professional skills. We have a national website, www. Hungehungervolunteer. Org. You can find out house to engage in Public Policy advocacy. Congress along the years along with the president unfortunately, cut food snap benefits by 14 billion. All the Food Charities in america distribute at most 5 billion in food. These federal cuts equal three times all the food distributed by every charity in america. So we want people to donate to groups like ours, we want them to volunteer but we also want them to elect officials who can speak out and support serious support not just Ribbon Cutting around thanksgiving. Mr. Stern how much is the government actually pitching in, are they doing enough . So lets also talk, first talk about the relationship between the Nonprofit Sector and the government. The government is actually the biggest source of revenue and support for the social sector. But as joel said a lot of the programs that nonprofits work on have been cut by the government. And it really is up to individuals to make up the difference. He so lets talk about these charities. What are charities mr. Stern doing wrong this timing of year . I dont know its that charities are doing something particularly wrong during this time of year. The charities, 1. 3 million you described earlier this year and the question is for donors, how do you get the resources to the most Effective Charities . The obligation is for donors to step back and across the year not just in the last weeks of the year what are the best charities how do i support the best charities, how do i make sure that the organizations that are the most effective get the bulk of the support and not just the familiar ones. Mr. Berg, 1. 1 million charities out there. How is it to cry for dollar . Which charities are effective, are not necessarily charitable. What questions should they be asking . What they should ask, what do the executives make . Do they make more than the president of the United States . You the most effective are executive does not have to make the calm acknowledge send a drone to be. See whether theyre making the biggest difference in the fight or whether its Just Marketing window dressing. And you get that information from the clarity . They can go to the state attorney generals office. If your charity does not have its tax form and its Financial Information on its website you should be very, very wary. I consider ourselves public agencies because we are subsidized by tax dollars. The vast majority of nonprofits in some way shape or form get subsidized by tax dollars. I think every organization should be transparent about their being being funding. Make the easy for people. Mr. Stern your thoughts . I would agree with the vast majority of that but i would actually add to it, the thing i look for first, there arent a lot of resources for donors and its up to each individual donor sort of selfhelp. I always urge people to go to the website and see if theres research in effect, how do they set their goals . How doths they know them how doz know theyre effective or not quj being exactly the reason stated before acknowledge they need able to to put it out there, and show whether theyre effective or not. Surprisingly few charities, ive looked at probably over time thousands of websites really do much in the way of showing their standards and showing the results. The only problem is that most of the metrics and reporting and deliverable outcomes and all the jargon we use in our world is selfreporting. The truth of the matter, theres far more effective oversight of Government Programs than there is over the Nonprofit Sector. So the truth of the matter also is that the government food snrins programs are generally more economically efficient than charities are. Thats not what people believe but it happens to be true because theres overcast and theres virtual no oversight of the Nonprofit Sector and there is no way every american can be an expert of Charitable Giving, thats why in the Eisenhower Administration the wealthiest paid 94 of their income the tamps and now its 39 and many dont pay that. Im not suggest we go back to that but if the billionaires in america paid even close to the fair share of taxes we would have more than enough revenue to provide these vitals social services and wed have our elected officials if you dont like you can boot out making fact based determinations of which needs are more important. Mr. Stern pointed out theres a charitable roller derby charity in america, they wouldnt use their scarce tax dollars for that they would for homeless shelters and feeding programs. Most americans will give between now and christmas, what about the end of the year . Its down the rest of the year, particularly volunteer services needed most not on thanksgiving and christmas but the other 363 days of the year. Your thoughts . Its hard to disagree with that. In fact its not just between now and christmas. Actually the biggest giving season christmas and the end of the year. About 25 of all online donation are made in the last 48 hours of the year. More tax driven i think than anything else. And its really hard to run a business whether you dont know until the last 48 hours how much money is coming in. I always urge people to not just focus on the last week of the year but really on the needs and your needs to support your community throughout the whole year. More americans will dig deep we hope. Well leave it there, thanks for joining us on the week ahead. Thank you. Before we go lets take olook at some other events coming up in the week ahead. On monday u. N. Climate change talks begins in lima piru. Tuesday the French National assembly will vote to recognize the state of palestine. In monday, president obama will host the tribal groups. Shopping numbers are out, and has some wondering if black friday is losing its appeal. Plus rebecca joining us for forecast. Major weather pattern, you may know the chill on the east coast turned owarmth and cold air blasted into the west, but today it was rain. Ill show where you a significant storm could bring more rock slides and mudslides, thats next. You you youing you you you you you you you you you you you you you you you you you you you you ughing you ughing you you yo. Hoiferlt back home from all your hld travel flg. What ask we expect weather wise . They had quite the weekend. When we look at how much rain california got today and think that its just to the north that theyve had that freezing cold with the snow, lets go to some video we had today. Because of the heavy rain in california we had mudslides and is around malibu and people are watching this and seeing this happen, so far, so good, crews clearing it out and we havent seen any major destruction at this point but we had so much rainfall in california today. Beverly hills, Beverly Hills california they had over an inch of rainfall. Then in topanga into the hills we had half an inch to an inch and three quarters. It was an intense amount. You can see that storm moving in. Winter weather advisory in place. Snow level around 6,000 feet here. And we get a second storm coming in and all eyes on tuesday, the powerful wind it will have and the amount of rain it is going to dump. Already we had San Francisco 4 10 of an inch. Downtowns, Central California we were hit by this first storm second storm can you see gearing up on the satellite, tightly wound a lot of moisture and that is going to hit again on tuesday. We expect about two to five inches of rainfall in the foothills and into the hills. That means its going to be running down fast in the hills and that would cause more mudslides. Meanwhile its going to be slow warm up, being Single Digits with wind chills. Were going to be watching california definitely. People still have shopping to do. Got to be a few weeks. Apparently black friday sales may be losing its appeals. Numbers indicate fewer being shoppers hit the stores, early shopping and a mixed economies may have kept people away from the malls. 133. 7 Million People shopped at stores and online over the weekend. Thats actually down over 5 from last year. Total spending for the weekend is expected to be over 50 billion. I know it sounds like a strong number but its actually down 11 and each shopper is expected to spend 380 over the long weekend. Down nearly 6. 5 . Low oil prices have led to lower gas prices in many states. Some experts predict that the price for regular could be well blows 2 inful states, louisiana, texas, oklahoma, south carolina, missouri and tennessee. Go down those states for you. All states close to refineries. But a drop in the priet of gleefprice ofgasoline may not my in your pockets. Mary snow tells us why. Its a cash bonus most people werent expecting. The average price of gasoline across the country is 2. 81 per gallon thats a 14 drop from a year ago. One rule of thumb estimate is that every 10 cent decline in gas prices equals 3 billion more being pumped to consumers. One analyst crunched the numbers this way. Lets say youre afamil a familg 97 gallons a month. What economists say not so visible are higher food prices that are eating into some of those savings at the pump. Food prices do sort of matter but it seems like pump prices matter a whole lot more just because they are more visible. And food accounts for more of the Family Budget than filling up a gas tank. One group tracking Consumer Spending estimates 5 billion will be saved in november and december from cheaper gas but it expects higher food prices to cost consumers roughly 10 billion compared to a year ago. Beef for one is jacking up consumer bills. Its hit record highs this year with a pound of ground beef up nearly 23 at 4. 15 a pound. Economists say the cause is simple. Low supply and high demand. Drought particularly in temp and california has taken a toll on supply, and consumer demand has been growing. Dare yeah products also cost more. A gallon of milk is up nearly 9 from a year ago and costs an average of 3. 76. That is more tha more than a gaf milk. Two and a half and three and a a half percents. And economists say lower income families get hit the most. Everyone has to eat but everyone doesnt own a car and that makes a big difference. Mary snow, al jazeera.
