Of beating a demonstrator. We begin with several new developments. A second nurse in balance has is now infected with the virus. To make matters potentially worse, the nurse flew on an airplane before being diagnosed. Those on the flight from cleveland to dallas are urged to being monitored. Lets begin with the second nurse up effected with the virus. Higheidi zhou castro. First, tell us how shes doing. Reporter we her that shes in stable condition today. And according to the Associated Press who obtained duncans medical records. Some how she became infected with ebola. Nina pham and a coworker has tested positive for the virus. The test results came in early wednesday. This is a heroic person. A person who dedicated her life and is dedicating her life to helping others and is a servant leader. Cdc protocols do not prohibit travel for those who have been exposed to ebola, a point that will change. Meanwhile investigators are tracking down the 132 passengers who shared the flight with the worker. The worker was hospitalized in dallas and isolated the next morning. She tested positive for abel a day later. Now the plan is to transfer her to emery hospital in atlanta for treatment. Texas Health Presbyterian said that it can care for a maximum of three ebola patients at a time, and that more workers may come down with the virus. The hospital is making room. And there are still 75 more names on this list of medical workers who either dealt directly with Thomas Duncan or handled his blood samples. Those people are still being monitored. A couple of questions for you, the second nurse that were talking about here, vincent, was she told specifically not to fly . Reporter you know, thats a great question, tony, we tried to get that answered from the hospital because that would have come directly through her superiors. We have not heard back about that question yet. Now the Thomas Frieden, the cdc director said that they did not express the protocol that a person exposed to ebola may not fly, shockingly that has not addressed and he said that it will be. Nina pham, how is she doing . Shes still in good condition. Which is a great sign. She was given a blood transfusion from the First American to be infected with ebola dr. Brantley. Emory is one of four hospitals with special isolation units to care for ebola. Why are they moving this patient to emery . Reporter well, tony, the best answer to that question is its almost a surrender flag over in dallas. They clearly had a number of missteps in dallas, and at this point everybody knows, including the cdc, who built the quarantine unit behind me over ten years ago that they can take care of patients with the ebola infection successfully. Villa the protocols that they do, and there will not be any breach of protocol at this hospital. The nurse were told is on her way this evening at some point. We dont know what time or where exactly shes going to land. Definitely not going to happen at the commercial hub, the busiest airport. We have two nurses from emory who have gone to dallas who are experts in treatment. And theyre doing peertopeer training. Were working with the hospital. We have staff there around the clock. There are intensive efforts under way to train, retrain, and supervise staff. And those intensive efforts better ramp up quickly. As we heard yesterday the nurses union saying that these protocols that the cdc says were in place, they say there were no protocols at all in the dallas hospital, and that nurses around the country are calling in and asking questions about what to do, how to put on this protective gear. So much confusion right now, and incredible amount of miscommunication, and people are, frankly, very concerned about that. Its beginning to sound like nurses have never been trained on how to handle patients with infectious diseases. When you hear these complaints you wonder whats going on here. The question, robert, emory has another ebola patient. What do we know about that patients status . Reporter yes, great question. Perhaps people have forgotten about that third ebola patient who flew from sierra leone overnight into atlanta. This gentleman has been here that long. He put out a statement earlier today saying, you know, ebola is so much in the news right now, and he wanted to put everybodys questions at bay here. He was in Critical Condition shortly after he arrived here at emory on september 9th. He claims hes doing well now but he has a few weeks left here at the Emory University hospital. If that person makes it, thats three people who will make it through in the hospital behind me. And now man many wonder why mr. Duncan was not transferred to one of the facilities that can handle this case. Blasting management and the cdc saying there was no protocols in place when ebola patient Thomas Duncan came to the hospital, and to make matters worse once they arrived. Randall pinkston following this side of the story. Well, tony, a lot of blame going around. It may appear they never received training, but when it comes to ebola they have not received the training. Its such a serious disease and it requires specific training and equipment, and they say they have not gotten it. 80 of hospitals say they have not been provided training to handle the ebola patients, and managers are telling them to go to websites. Today those nurses are calling on president obama to use his executive power to require uniform standards. From the moment the first ebola patient was admitted in the United States, the Public Officials insisted that protocols be established and followed by Healthcare Workers. But a group of nurses demanding more protection. Not one more nurse, not one more patient or Healthcare Worker should be put at risk due to lack of healthcare facility appropriateness. Reporter healthcare officials insist they have issued proper personal equipment. The helmet, goggles and other devices supposed to prevent transmission from the deadly disease. In texas where Thomas Duncan decide last week and two of those who care for him now have the disease. Hospital officials defended their practices. I dont think we have a systemic institutional problem. I think the biggest challenge we have right now is first and foremost the care of the two patients we have. Reporter but Healthcare Workers in that texas hospital are raising questions, sending their concerns about duncans care to a group called National Nurses united. Among the allegations, that no one knew what the protocols were, or were able to verify what kind of personal protective equipment should be worn, and there was no training. Duncans lab specimen was spent through the system without being sealed or being hand delivered. Mr. Duncan was left for several hours not in isolation but in an area where there were other patients. We would do things different. But no one wants to get this right more than our hospital. The first to diagnose and treat this insidious disease that is now attacked two of our own. Officials for the center of Disease Control acknowledge mistakes. For example, not sending a special team to texas when the first ebola patient was diagnosed. But cdc director Thomas Frieden insist theyre doing Everything Possible to help Healthcare Workers. Were working closely with the hospital. There are intensive efforts to train, retrain and supervise staff to get consistent. Which are assured 24 7 there will be a site manager who will monitor how personal equipment is put on, taken off and whats done. There are no complaints from nurses in nebraska where the nbc cameraman is being treated because the nebraska unit has been developing protocols for nine years. The lead nurse says that the practice has pulled them through. Thank you. Politics taking a backseat to ebola. President obama canceling a fundraising trip today in order to talk about the virus. The president was supposed to speak at democratic events in new jersey and connecticut. Instead, he will meet with senior staff from agencies coordinating the governments response to the ebola infections. Lisa stark joins us now from washington. Good is to see you. What do we know about this meeting and the president s change of plans here . 7. Well, tony, the meeting is going on even as we speak. Its a cabinetlevel meeting. Were expected to be updated later. The president wanted to stay here to make sure all the resources that need to be deployed are being deployed. He also insisted that the American Public should continue to have confidence in the governments response. There are a number of steps that can be taken and the federal government is giving the tenacious response that is required to deal with what is understanding a very concerning situation. Reporter now earnest insisted that the president did not cancel this trip with political considerations, but with the second patient now being diagnosed, they need to project that theyre getting ahead of this, not behind this, and this meet willing help do that. The white house is looking at other options . Reporter well, the white house said that the travel ban, which many are calling for, is still not on the table. That is off the table, but this called this a very dynamic environment. They said if more resources, more people are needed the president will order them up. While the focus of the United States has been on the ebola infections in dallas, the virus is having a huge impact ow all over the world. According to the World Health Organization ebola has killed 4400 people, almost all of them in west a. 16 of the cases have been in the u. S. And europe. U. S. Operations against isil in iraq and syria are calling it inherit resolve. Airstrikes have failed to dislodge isil in either country, and the u. S. Said Ground Forces ared intoed, justic just not american troops. Reporter this is a previously unseen look inside an isil assault. On sunday the group hoisted their bulletridden flag outside of a village in northern iraq. Iraqi army sent in helicopters that would drop bombs on the group. Isil would fight back and the assault begins midday. The isil fighters are confident. They chant god is great. Isil remains. Isil expands. The unofficial slowing began of the group. But as the iraqi army push closer they change tactics from offensive to defensive. Using captured iraqi humvees as cover they stand their ground. They are in effect using u. S. Made weaponry and armor against iraqi forces. This isnt an amateur army. Isil is well equipped and use tactics that will be familiar to armies the world over, including making full use of the terrain. [ gunfire ] as it gets darker iraqi army seem to have beaten back the group, and it retreats to positions and villages that it still controls. This is typical of isil. Either take the town orvilleage or retreat to save heaviens when overwhelmed. Surrender is not an option. What this footage shows us is that theyre determined. The Coalition Airstrikes dont seem to be making a dent in the groups ambition leaving many to wonder whether an International Ground assault is needed but a stated position of both iraqi and u. S. Is that no boots on the ground will be here to fight isil. The man responsible for coordinating the global group, he addressed reporters for the First Time Since returning to the middle east. Rosalind jordan joins us from washington from the pentagon. Good to see you. General allen said that the focus remains on iraq, but is he telling us any more about the military strategy in syria . Well, what general allen told reporters is that they are now looking at kobane as a humanitarian situation, and thats why, for example, you saw some 22 airstrikes launched at isil targets in and around kobane in the last 24 hours. Heres more of what retired general john allen had to say about the situation in syria. This is a holistic approach. It is not just building the Additional Forces that will go into the syrian free army. It is an emphasis that i made when i met with the political echelons. That we need to build and Work Together to create a coherent political super structure which they will have a political role to play. Reporter tony, what you also heard was this motion that the coalition is really, really trying to come together, but its going to take some time. We also heard from general allen about some other parts of dealing with the threat from isil. Lets listen to a little more of what he told reporters today. Reporter id be very reluctant to attempt to assign something, a term like a strategic target or strategic strategy. There was a need. There was a need for Additional Fire support to go in and buy white space ultimately. So weve picked up the tempo, and the intensity of the airstrikes in order to provide that white space. One of the questions that came up at the Daily Press Briefing following general allen is what does white space mean . The spokesperson said that she thinks that it means that its a matter of simply helping in particular the Iraqi Security forces regain some of the territory that isil fighters have taken over, but were going to get a clarification on that because my interpretation, tony, is that its not just actually regaining territory, but also an effort to basic live bring more of iraqi citizens together to fight this common enemy. Ros jordan, thank you. A court in saudi arabia has sentenced a wellknown shia cleric to death for sparking unrest. Todays verdict is more than likely a warning against protesters. A big drop in the stock market. Huge as fears grow. And new airstrikes in libya as the government fights for control of bengahzi. Do contact tracing, and when you encouraging people to come in for care promptly. In the first patient who had ebola in the u. S. , 48 potential contacts. In the second one potential contact, and that individual had contact the nurse was severely ill. Well, the losses are piling up in wall street. Stocks had one of their worst days in years. The dow held 460 points and ened 173 points. Thats not so terrible. The s p fell 15 points. And the nasdaq was about 12 points. Patricia sawga with more. If it wasnt for the rollercoaster that would not be horrible. No, but what matters is the rollercoaster. Thats a lot of volatility. The main reason for that is the uncertain thacertainty that were seeing than and we had a very big dose of that today especially with news out of dallas. Now lets put a little perspective on this because most u. S. Businesses have not been materially affected by ebola. But what matters is the psychological impact. This news comes into a market that is very, very fragile because there are growing concerns and topping the list of those concerns with the global economy. We have germany, for example, we have data out of germany and germany is the powerhouse of the euro down. It may be skirting recession. And japan, their emerging markets are slowing more than expected. You add on top of that oil prices under pressure and geopolitical risks from isil. You have tension over ukraine, and you throw that in with uncertainty of ebola. I get the concern about ebola and the concern about germany. That has been the powerhouse keeping europe floating. Is this an oneday shock or something that will sort of even out over the next few days . There are a lot of questions right now how much the u. S. Economy is going to be insulated from this weakening demand overseas. Historically we have been because we are such a large and deep economy. But the bigger question is what impact is this going to have on Consumer Sentiment and consumer spending. Thats the engine of economic growth, and as they start to feel nervous that will impact our economy. Libyan man will be arraigned on monday on 18 charges related to the deadly attack on the u. S. Consolidat consulate in bengahzi. Libyan suspect to be arraigned on monday. And three more are in custody now. Today in bengahzi the Libyan Government launched astrikes against militias fighting for control of the city. Libyan television reports that nine people have been killed among the targets struck today are the headquarters and Ammunition Depot of two munition groups. We have reports now for the battle for bengahzi. Eastern libya is bracing for a serious escalation of violence. General haftar has announced that hell mount new offensives fro against terrorists. Theyre fully prepared to achieve their intermediate goal, mainly to liberate the city of bengahzi. There are martyrs falling victims. We will give response in the same manner. Without mercy or leniency. Youll meet the same fate as their soldiers and collaborators are seeing. This is a clear warning for you. Reporter they drove haftar forces killing dozens of fighters. Now the control is under the militias. They have seized large amounts of weapons. Theyre urging young people to carry weapons and fight the militias. Rivalries have deeply split libya. And things got worse after several groups opposed the newly elected articlement leading the country in a state of political paralysis. Nurses dealing with the ebola virus in texas said they were not receiving training. Well look at the training they are now receiving. And in Hong Kong Police beat a demonstrator. Consider this the news of the day plus so much more. We begin with the growing controversy. Answers to the questions no one else will ask. Real perspective, consider this on Al Jazeera America nurses pointing fingers at the cdc. They say guidelines in how to treat ebola patients are none existent and leaves them vulnerable to infection. They say they do not have the protective gear that they need. What are your concerns here with the cdc protocols working with ebola patients . Lets start there. Well, all nurses are concerned about the ebola disease. Were concerned that training and equipment may not be available, but our members that i talked to say that the training is underway. The equipment is there, and they are in the process of becoming prepared. Okay, so the nurses tell you that train something under way, and that they do have equipment. Is that what youre telling me . Yes, certainly the equipment is not universal, but even at the small hospital that i work at in bend, oregon, the equipment is there, and nurses are being trained at this moment. And the nurses are working in the hospital and volunteering, stepping up, and getting prepared to take care of ebola patients. As i live to some of the complaints from nurses in various places around the country im wondering whether or not nurses are trained in their training how to hand patients with infectious diseases. Is that part of training in becoming a nurse. It is part of our training. Ebola is a special disease, as were finding out, and it requires additional training and requires additional staffing as well. So hospitals needing to listening to the nurses so that additional training and the additional staffing and additional equipment is ready for when that ebola patient walks in the door. How is ebola different . Well, its contagious through contact with bodily fluids. It does not require a lot of contact to become infected. What is the criticalwhat is the critical seen . What is critical here . Its taking off the protective gear, and disposing of it properly, correct . Yes, yes. So that requires very good training to be able to do that. It also requires the right staffing to do that. Its not just one person taking off the gear. It requires the team to be working together. And thats really the key is team work up and down the line. From the staff that first meets the patient at the door all the way to the top hospital admin strayer. We need to be working as a team. Were out there asking, requiring, demanding that our administrator is proking the training there. So are you satisfied . Do you trust that the cdc is coming up, working to betterto improve the protocols, and to make sure that all of these facilities absolutely. Are you comfortable in that . That the cd is working with your interest at heart . I believe the cdc is. We need to make sure that all Healthcare Facilities across the country are concerning about taking care that have infectious patient and providing all the resources that nurses and other Healthcare Professionals need. Steve rooney, a registered nurse and president of the National Federation of nurses. And an intensive care nurse. Thank you. Thank you. Now to the midterm elections, we already told you that it will be the most expensive ever. The political ads for these mid terms are expected to sur past 1 billion. Staggering. According to the wesle wesleyan median project, they have spent monemoney 1. 8 million for federal and state races. In the past two weeks, 37 of ads for Republican Senate candidates came from independent groups compared with 17 from democratic candidates. One antiimmigration group is spending 10 million to ensure that immigration becomes an issue in the mid terms. A tv ad to be rolled out in ten states where it claims that immigrants are getting jobs where longterm residents are being shut out. Another hotbutton issue, the minimum wage, voters will decide whether to increase the minimum wage, alaska is one of them. But the debate over higher wages is different there. Reporter have you heard this before . Alaska is different. Its bigger and more expensive than your state. Basic geography dictates higher prices for almost everything, and higher wages for almost every job. Now alaska voters join a handful of other states deciding to give workers at the bottom of the pay scale a raise. In an Anchorage Kfc we find a Woman Working the only job she has ever had. Most of her time she has made the minimum but gets more now that shes working the counter. She said that her pay has not kept up with the cost of living. Yeah, you have to do what you have to do. But life could use an extra 0. 50 an hour . Yes, that helps, too. Reporter alaskas Median Income is 40 higher than the u. S. Average but its the oh fourth most expensive state to live in. On our stop we paid 7 7. 09 per gallon for case. Today th the dividend 1,884. How nice was it to get that dividend check. So lucky to get that money now to pay some bills. Mostly it pays tax. This wide open territory there is lots of food out here if you know how to hunt it down but not many jobs. Reporter the village of iliiginic is a boat ride from a narrowest paved road. It comes after some believe the demonstrations are not even working. Officers caught on a tape beating a protesters. This shows officers kicking and beating a man. Has increased tensions as you could imagine. This is a scene in hong kong right now. Hundreds of protesters we understand maintaining an overnight sit in being restrained from entering the streets so the traffic will continue. You know, there are real concerns that the protest may not be working. This footage is from a local tv station. It has prompted authorities to investigate accusations of police brutality. The officers involved are accused of beating up a man. I was retained and require to that i had already been assaulted and was later assaulted yet again in the police station. I have sought legal advice as to pursuing legal action against the police and the officer. The police are now facing accusations of using excessive force. There are reports that many protesters were blocking a heavily used underpass through the government compound. I was so shocked. I never knew that there is could do this to peaceful protesters. Im very angry. It is very inhuman for the police to do this, and it is unforgivable. Reporter so far most of the protesters complai campaign for democracy has obstructed many arteries of the citys business district. Many are now questioning how effective the Movement Really is. I think this movement has taken a turn for the worse. Some are labeling this as a revolution. Not protest. Now a revolution needs to be put down. This point of fact we all should take attacks. Beijing is watching the scenes here very closely and has repeatedly said its the hong kong governments responsibility. As Police Continue to systematically retake ground from protest sites its becoming more difficult to predict how the protesters will react. Hong kongs government under china has never faced anything like this before. Joining us now is samuel chu. And recently samuel was in hong konhong Congress Part of the protest. Welcome. Thank you. What is your reaction to the officers beating the handcuffed protesters. When i first saw the video, just as thousands in hong kong has, it was a shock. But i also think in a sense a confirmation of why this protest was important in the first place. This are the kind of things that people are fearful of under a nondemocratic elected government and police force. What do you think the reaction will be among the demonstrators to these kinds of tactics . I think that in some way it is going to continue to drive the fuel and the energy on the street. That really, i think, turned the tide of peoples opinions that this is a farfetched idea that the communist government would crackdown and take away the autonomy of hong kong. After being baptized by tear gas now theyre being open in their eyes about a police force that has become more militarized and what it can do on the streets. Samuel, a turning point, taking the movement in what direction. Its clear from our live pictures that police are restraining folks were moving in to the streets, and so there is the sitin that is happening. What happens as if moves from street to street. Where they pop up, flash demonstrations, how does this evolve . I think it is really important to see where its going by looking at where its been. This is not a spontaneous overnight protest. So i think that youre looking at a much longer evolution of where this is moving. I think that the talks have been proposed and canceled a couple of times, they were signs that there is room for negotiation, and which is where i think it would move toward. But what this has done is become dire of what is at stake now. I think some of the protests will continue, some of the Public Opinion continues to shift people of hong kong wants to negotiate for a democratic solution. And hopefully these scenes of violence becomes less and less as media puts attention on it. Samuel, are the demands the same as theyve always been . Fully free elections and the votes for the territorys leader in 2017, or are there more demands . I think what makes this a remarkable protest are the demands. I think in this process of negotiating what has arrived around Police Violence an excessive force, i think there needs to be some accountability. Thats what the protesters want. Not additional to the demand of universal suffering but as part of the democratic process there has to be accountability to this current government. I think those are some of the things that are building at least emerging, and i think all points of negotiation of what happened on the street and where that negotiation will start for the electoral reform.
