We start this news hour in iraq and deteriorating security situation. Earlier fighters from the islamic stat Islamic State in iraq and the levant attack iraqs biggest oil refinery. In another video purporting to be sunni fighters, rebel forces parading in the town. We have reports. Reporter iraqs war against the sunni rebels is just a weak old and already families like these mourn their dead. An infantry man in iraqs army. His family is shia. His job was to deliver food to soldiers. Last thursday he was delivered breakfast when he women under attack and was killed by the Islamic State in iraq and the levant. His brother said that the people who killed him arent muslims. According to the prophet mohammed to ali he didnt deservali we are not to kill other muslims. He didnt deserve to die. Reporter the high cleric said it was the duty of iraqis to join the army. Theyre not giving out exact numbers but say hundreds of thousands want to be recruited. The majority are shia from the shiadominated south in the country. Its not just the young. A grandfather answered the call and registered. His grandsons are too young to join but say they want to fight. After giving details to the army, he waits and says hell do anything. This is our duty, its our jihad to fight. Ill do anything they ask of me. My sons are the same. If i loss them or my grandsons then its a blessing. I only wish i had more sons to give. Reporter despite religious authorities and the government to say the call to fight is the duty of all iraqis sectarian parties are an issue. Sunnies are predominantly shia baghdad are robberysunniessunnwr its pro or anti, they dont want to speak out because they see it as dangerous. Were live from baghdad. We can see in that report that so many are willing to take up arms like the Iraqi Government wants them, too. But the Iraqi Government does not think its enough. They now want u. S. Air support. Tell us more about how the government got to that point. Reporter well, the government wanted to bolster its forces. They want to have their power against the in coming fighters. They were taken by surprise. The Prime Minister said it was a bitter defeat. It was taking them by surprise, and also nobody was expecting the advancements of rebels into different areas. Now the foreign minister speaking at the press conference, and he said that iraq iraq has officially requested the u. S. To launch airstrikes in different parts of the country. Now remember, iraqi army has been fighting rebels in western iraq since january. And since then the Iraqi Government requested the americans to give them more weaponry such as gunships, f16s, as well as missiles. The americans did not give them all of that. They gave them shipments o shipments. Now the government is also trying to rely on the volunteers of the iraqi youth to come up and join the Iraqi Security forces. That is what led the government to make that decision because they know probably by their own they cant defeat the in coming fighters. Live for news baghdad. Omar, thank you. Lets get more now on that call from the Iraqi Government from the u. S. To launch airstrikes on sunni rebels. Were live now from the state department in washington, d. C. First of all, any official reaction from the u. S. To that call by the Iraqi Government . Well, there hasnt been any official decision made, but the chairman of the joint chiefs of staff did confirm here in washington on wednesday that the Iraqi Government has made a request for that sort of air support, the airstrike, and what form they would take, thats not been figured out. And the u. S. Is still debating whether or not any sort of military option should even be considered. Recall president obama has already ruled out the possibility of sending u. S. Combat forces back into iraq. Because the administrations view, barbara, is that at the heart of it a political dispute that has turned violent. And unless the politics have been fixed primarily by the leadership of Prime Minister Nouri Almaliki any sort of military intervention would eventually not do anything to change the situation on the ground. And as you were mentioning there, there is debate on governmental level. Just across the u. S. The ordinary people o. What is the feeling about the u. S. Getting involved in iraq when actually they seemingly manage to get out. Well, first when you look at the polls, americans are extremely warweary. Theyre not particularly inclined to do anything about iraq. In fact, they would rather that u. S. Forces pull out of afghanistan sooner rather than at the end of the year. But that said the debate is picking up here in the United States. You are hearing from many more people who are suggesting that after an estimated three to five trillion dollars spent on the iraq war that the u. S. Is not going to get anything more out of being involved in another countrys political affairs. There are those who primarily supported the war back in 2002 and 2003, who are suggesting the Obama Administration has missed opportunities, has ignored the Intelligence Community in this country, and has ignored requests in from the Iraqi Government in previous months to intervene more forcefully. Have we reached a moment yet . That depends. President obama is leading with top congressional leaders in about 90 minutes time. We dont know if anything concrete will be revealed about that meeting, but certainly when you get to the legal of the executive branch briefing the legislative branch, certainly this is a very active discussion. Absolutely. Well check in with you after that meeting happens for the latest. For the moment roz jordan from the state department, thank you. A syrian Army Helicopter has fired on people in a refugee camp nery the border of jordan. 12 people have been killed. Most of the victims have been children who need the violence. Thats according to a monitoring group. Seven people were also wounded. Israeli troops have rearrested former palestinian prisoners in their search for three missing teenagers. More than 200 palestinians have now been detained since theville students vanished six days ago on their way home from classes in the occupied west bank. Israel said hamas abducted the teens but has not provided proof. Hamas has denied any involvement. Lets go to ukraine where the new president has outlined the peace plan for the troubled east of the country. The temporary truce would allow pro russian separatists to lay down their weapons. His announcement coincides with a release of the u. N. Report in ukraine. From the eastern city of doneskt, paul brennan has more. Reporter ukraines new president first floated the idea of a ceasefire on monday. The prospect of an unilateral gesture came as a surprise. This will be a limited opportunity for the pro russians to grasp. I can say that the period of ceasefire will be short. We suspect that the illegal armed groups will immediately disarm. All will be achieved including the ma lauders, criminals and bandits who have destabilized in the east. That instability in the worsening human rights crisis is described in the latest u. N. Report published on wednesday. It said the presence of armed people and weapons has increased. The escalation is no longer limited to targeting journalists, local politicians and activists. Abductions, ill treatment and torture are now affecting the broader population. Leading the congregation in a prayer in united ukraine a month ago, he was seized and beaten for three hours. His experience was not an isolated one. Unfortunately, human rights are not observed here. Here the rights go to those who hold the guns. They do whatever they want. They think that someone is a threat to them they arrest him. If they think he is an enemy, they beat him. What is most striking about this u. N. Report is page after page details the chronic effects of the conflict of the ordinary civilians here in eastern ukraine. It talks about the delivery of supplies and medicines are becoming more complicated by the day. Humanitarian deliveries such as being organized here help but its just a drop in the ocean. These bags of clothes, nappies and other essentials are being collected by prorussian activists and headed to the separatists in the slovyansk town. There is a human catastrophe. People there cannot buy food or hygiene supplies. The stuff we send is absolutely essential. The hope is unilateral ceasefire could create a window of opportunity. A pause for thought in a relentless and increasing conflict. There is no conflict at all that the separatist leaders would gray to take part. Well speak to paul brennan. So no guarantees that the separatist leaderrers will take part. The government has said its a shortlived offer. How long do the separatist leaders have to either accept or refuse this offer . Well, the president has not given any formal notice of exactly when the ceasefire will take place nor how long it will last. Those are Big Questions because is it going to be as the president said a shortlived ceasefire, a day, maybe two days, they could argue will that be long enough to provoke reaction to have effectiveness on the ground . It may take longer than two days for the militia to comply if they wish to comply. So the question mark about how long it will last is certainly important. But what the president has done with this announcement today is put the on newus very much on the separatists. It challenges the separatist leaders to come up with an alternate plan or be seen rejecting the total idea of peace. On that point of view, even though there are difficulties ahead. This 14point plan is by no means a walk in the park. There are some points in it that should be quite easy to achieve. There will be others that will be difficult to make stick. At least its a beginning of a process. Just 11 days into his presidency thats exactly what the president promised when he was running for election. And we saw in your report on the u. N. How terrible the situation is becoming for many of the civilian there is. Do you think that this ceasefire is coming into effect . It will have an positive impact on their lives . I think it certainly has the potential to, yes. In areas north of doneskt at the moment the army is surrounding pro russian enclaves. Now the civilian population which remains there, with unable an to evacuate is suffer an acute hardship. There is shortage of food. There are difficulties delivering medicines to those areas. Badly needed medicines, and probably the worse of the situation, the worse situation is the water situation. There was a pumping station, a water pumping station near slovyansk by the fighting. That means slovansk has no running water. Paul brennan in doneskt, thank you. Plenty more to come in this news hour. In madrid where at some point on thursday the new king of spain will step out onto that balcony over there. Plus, Japans Parliament votes to outlaw the possession of child pornography, but does it go far enough . I believe everything will get better. Soon well have freedom of movement. We believe things will improve. This leads to bitter things. It must be better for all the nations regardless of their nation. It must be better for all. King juan carlos of spain has signed the act, confirming his abdication. We have reports from madrid. Reporter mention elephants and the king in the same sentence as i did in a madrid taxi and you get instant reaction. Maybe if our monarchy were closer to the scandinavian monarchies, and things like hunting elephants in africa where people here cry for food, maybe i would like my monarchy, but this not scandinavia. Reporter the people were appalled by the kings hunting in africa, some question whether the monarchy still has a role to play. When juan carlos announced his intention to step down thousands demonstrated in favor of a republic. Polls show that the holy house does have majority support but activists who have launched their own informal referendum this week say spaniards should be allowed to choose. When King Philippe vi steps out on that balcony. He will do s so knowing there is little room for error. Philippe and the new queen inherit a kingdom much reduced in Public Wealth and tolerance of how public money is spent. He will need to be transparent, discrete, and one more thing. He has to be lucky, i think, because a lot will depend on how the Economic Situation and also the political situation evolved in the coming months. If hes lucky enough to see some improvement, well, people will be happy. Theyll be happy with everything and the monarchy as well. Back in the taxi its clear that there are weighty expectations of the new king. The king is head of state, but he does not run the state. He will manage the expectation of those who hope for better things. Japans parliament has criminalized the possession of child pornography. The ban is a victory for campaigners who have spent years fighting for it. But as harry faucet now reports. Saturday afternoon in tokyo, and a scene that is depressingly easy to find. Dressed up, made up children chatting with older men. Promoting school girl clubs, where massages are for sale all within meters of police. Japan has had permissiveness when it tomorrows to the Sexual Exploitation of children. Simply possessing child pornography was perfectly legaluntil now. This is a great step for japan, but now were in 2014, and if you look at other countries they passed this law a long time ago. We are the last nation to pass this law. Reporter the new law bans possession of child abuse but it does not prevent the publication of pictures of young girls be they real or drawn. Aanime is full of exploitation of children. Still, part of an industrywide campaign against any move to outlaw them. I do want the artists to reprimand themselves but the law should not play that role. If there is a law it will spread its net largely and will have deep effects. Reporter abducted an abused by a stranger when she was six. She has since interviewed and written about pedophiles. She believes allowing such men through fantasy world can prevent them from acting on their impulses. What is common among those who committed a crime was that they were isolated and psychologically cornered and desperate. They were alone in their delusions and then crossed the line. But some Child Protection campaigners take the opposite view. The normalization of such images can make it easier for a man to take it further in real life. Iraq has asked the United States to carry out airstrikes against sunni fighters who are leading a nationwide rebellion. They have been blamed for attacking iraqs biggest refineries. Ukraines new president outlined an unilateral ceasefire in the east. Pro russia separatists could lay down their weapons or leave the country. And the afghan president ial candidates Abdullah Abdullah has warned there has been widespread fraud. He has called for the vote counting to be stopped. There are fierce of how nightic i fighting in iraq could increase crisis. Reporter isil could count on the support of a wide range of sunni tribal leaders who lost faith in nouri al. He turned out to be a shiite leader marginnizin marginalizing the kurds and the sunnies. Alienating the kurds and alienating the sunnies. That has been a recipe for disaster. Reporter maliki has been leader for eight years fighting he said to preserve iraqs unity against supporters of the old regime and terrorists, many of whom now have a safe haven over the border in syria. But mr. Maliki is coming under unprecedented criticism not just at home but also abroad. In london Oil Executives gather to discuss the iraqi situation and the mood is somber. People have come to this conference because of the huge profits to be made in iraqi oil. Most of the people here want a peaceful united iraq. Many of them are worried that the country is, in fact, in danger of breaking up. This man was once the United States ambassador in baghdad. He sat down with Nouri Almaliki many times in the past. If he could do so again right now what would he tell him . Act immediately to repair relations with the kurds, reach out to the sunnies. This isnt a question now of meeting people halfway. Hes going to have to take most of the initiatives and do it quickly. Is iraq salvageable as a state . Iraq is in serious trouble. Do you think it will break upper retrievebly . I think we should base our our decisions on the last 4 hours. Outside intervention above all from the United States and iran has rarely been helpful. Mr. Mal maliki may well succeed keeping sunni rebels out of baghdad, but the National Interest will prove more difficult. Well, for more on this lets go live to washington, d. C. And speak to former chief of staff of the u. S. Army and defense analysts general jack keane. Thank you for joining us on al jazeera. That report showing us how divided iraq is. I know Nouri Almaliki has asked the u. S. For intervention, for airstrikes. Do you think the u. S. Should agree . Yes, most definitely i do. I think your previous comments about maliki, sectarianism, this disaster we see falling before our eyes is at his door step. He created most of it. Some of the u. S. Policies have created it, instead of wringing our hands over the past, where we are now we need to assist iraq. They need planners to help with the defense of baghdad but a muchneeded counter defensive to take back the areas they lost. To assist with both of those air power would be useful. Not the air power that you saw in a sustained campaign to take down its taliban or saddam hussein, were not talking about that. Were tying about isr surveillance reconnaissance, and limit it to special aircraft and conduct inter diction against those target, and support the troops on the ground when fighting isis. That may push back the isil. Its not just the isil. There are a lot of sunnies in iraq who are angry. But what would the aftermath be . We have already seen u. S. Intervention in iraq, and we dont want to dwell on the past, but what would be different now that wasnt done after 2003. In 2011 alqaeda had been defeated. Violence was down 90 . It was well in malikis hands. As i indicated. He brought some of this on by exclusion. We do have an opportunity here. The fact of the matter is maliki a month ago did not get all the votes necessary to form a government. His opponents together have enough votes. Thats sunnies, shia and kurds. We need leverage to move in that direction. The United States is not going to have any leverage by using rhetoric out of the white house. Leverage means to a system tangibly with a crisis and move others in that direction. Maliki has got to go. The only one who wants maliki there is maliki and the iranians. Even people in his own party recognize that maliki has put the entire nation at risk. That is the reason to sues some military power to assist that political movement. Jack keane former chief of staff. Thank you. Thank you. A court in egypt has sentenced 12 people to death for the killing of a Police Officer. 11 other people were acquitted. The Police Officer was shot dead in september of last year during a raid in cairo. The judge has deferred the sentences to egypts grand mufti for review. An al jazeera journalist who has been freed after ten months in an egyptian prison has vowed to keep fighting for the release of his colleagues. Mohamed fahmy, bader mohammed, and peter greste remain in prison. We have the details. Reporter scenes of jubilation at the entrance of a cairo Police Station as friends, family, and other journa journalists welcomed the release of abdullah elshamy. For ten months he was held in prison without charge. For all that time he maintained he had done nothing wrong. Everybody who is a freedom fighter, journalist or anyone doing his work with honesty has won. This specific experience has changed my life. Im not the person i was any more. Im more determined than before to carry on with this struggle not just because of me, but because of everyone to be able to do their jobs. Reporter the change in his physical appearance was dramatic. Compared with when he was detained in august, while reporting on protests following the removal of mohammed morsi. Five months into his detention elshamy went on hunger strike. Just days before this video was broadcast he said he was placed in solitary confinement and force fed, but he said he would not stop his protest until he was freed. As his health declined his family pleaded for his freedom. On monday a Court Ordered his release saying there were no legal grounds to keep him in prison. In a statement al jazeera says elshamys release was a relief rather than a cause for celebration, and that he had been through a terrible ordeal. There are still al jazeera journalists behind bars. Mohamed fahmy, bader mohammed, and peter greste have all been in jail for six months. They are falsely accused of supporting the muslim brotherhood. Al jazeera strongly rejects all charges. The egyptian prosecution is asking for the maximum jail terms. The verdict on their case is due on monday. But they say elshamys release has lifted their spirits. He is at hospital to receive treatment for shoulder injury, they say they feel they are next. Elshamy said the fight is not over. That will happen when all detained journalists are released. Now his voice will join the chorus of protest as al jazeera continues to call for the Immediate Release of its staff still behind bars. Al jazeera. The kenyan government said it has arrested three people in connection with the violence and the countrys southeast. Its a thorny issue. Peter said he managed to escape after gunmen took him and other laborers in the bush. The next morning he found the others found dead and their eyes gouged out. They talked to each other in somali. They told us this was their land, we should leave. They knew the area and asked for specific homes and names. Whoever were behind the attacks, the gunmen asked about peoples religion and ethnic background. It was quite a rough ride trying to get to this remote spot in the forest. The path was bumpy, covered in trees. Imagine what it must have been like for people who had to walk from several villages hours away. Emotions ran high as space became limits. The few buses still operating were taking people to mbasa, a ninehour drive. Not everyone could get a ride. Dominick and his pregnant wife and family have to wait.
