We havent seen any actions by Ukrainian Government at this point as far as we know everybody still remains in detention at this hour. Things have moved so quickly here tony. Yesterday president Vladimir Putin made clear that crimea would be part of russia. Ukrainian forces thought there was a truce in place until friday, but early this morning clearly that was not the case. What was until today headquarters of Ukrainian Navy here. Reporter ukrainian sailors leaving their base. Go home, say the people. This is now russia. This naval headquarters that was ukrainian this morning belongs to moscow. Pro russian arms started the charge tearing down the gate and taking down the ukrainian flag and taking down anything associated with the ukraine. We had to go in. We were afraid they were going to give out guns and god for bid someone start shooting. But they havent done anything, i said to him. But thank god, they could have, they were given an order to shoot. Ukrainian forces were give order to fire in self defense after an ukrainian officer was killed on tuesday. But most of these men were unarmed when the base was stormed 37 the russians told them that they just ran ou out f patience. They came in and said its over. Go away. Kiev has threatened to do something, but he dont know what theyll do. Theyre trying to negotiate safe passage for the sailors and their families but they would not allow kiev officials into crimea. Crimea remains for ukrainians, for ethnic tatars as well as russians. But a lot of people are very threatening saying certainly the ukrainian soldiers and sailors should go home. There has been an campaign of intimidation here certainly anyone who says that theyre loyal to kiev rather than loyal to crimea, they are told to leave. I think it will be a difficult time for crimeans to died if they want to live here or if they want to go to ukraine proper. Asked to end al release all e hostages. Reporter well, tony, in the announcement that the president of ukraine put out, he said that they would face appropriate steps, that the ukrainians would use both technological and technical means to respond to the storming of that naval base, but leaving a rather ambiguous. Now we havent seen any reaction after that deadline has passed, but i have to say, tony, this entire day has been very interesting to try to make contact with the government here in kiev. We repeatedly have been pursuing them with questions and trying to get information, setting up interviews, that sort of thing that journalists do on a daily basis, and they have been clear disarray. This government is under intense pressure. Yes, well set up an interview, please come see us in an hour. Then is a minutes later theyll say no, were in an emergency meeting. The government here in kiev is clearly feeling the stress from this crisis. Jennifer glasse reporting that they originally did send a delegation out to crimea, there was an emergency Cabinet Meeting this morning, and immediately after that the Prime Minister said im going to send vice Prime Minister out to try to deescalate crimea and start negotiations. They started that journey, but crimean authorities said no, were not going to let them land. This is another instance of how much this government in kiev is having to be reactive rather than protive. Pro active. The ukraine is now asking to declare crimea as a demilitarized zone. Tell us more about that. Reporter yes, theyre trying to make it a demilitarized zone. I think the general consensus is that that is a pretty long shot. They want to see all of the Russian Forces and those home guards, the self defense groups off of the peninsula. But russia is unlikely to accommodate them in that. There is another thing that happened today as well that the Ukrainian Government has imposed a visa travel restriction on russian citizens, formerlythey would be able to travel back and forth freely. Ukrainians, russians, they would have vacation homes and very easy travel amongst the boards, buboarders. But the ukrainians are now saying you have to apply for a visa. Supporters are already taking down ukrainian signs, flags, colors in crimea. Reporter prorussians have wasted no time in taking down ukrainian flags and symbols on buildings. First stop is the parliament. It used to say ukrainian autonomy crimea. Now look at this. The naval base. This now has russian flags on it. They also tore down this gate with the emblem for the Ukrainian Navy base. Youll see this. This was a safe taken out of the navy base, and this was sent out by shawn walker, he this is a Health Ministry building, and we looked at the photo of this before this was tweeted out. This used to have a sign here. This work seems to have taken down that sign, and hes painting over it. This is the ukrainian emblem. Its been covered up by the russian flag. This used to say ukraine, and that has also been taken down. A record 1. 2 billion for toyota announced after the results of an investigation into safety issues. Were approaching the acceleration. Hold on, pray. The next sound was the crash that killed everyone in that lexus. Over the next few weeks there were reports of over acceleration accidents. Toyota recalled eight models known as a limited recall for potential floor mat problems. From then to january 2010 they assured that the floor mat greeced the root cause of the acceleration. But there were internal tests that revealed other models not recalled bore design features just as susceptible as floor mat entrapment. Toyota discovered a sticky medal problem in some models. There was a Design Change, and they described it as urgent. But at the end of october 2009 toyota executives decided to cancel the Design Change and ordered the engineers not to put anything about it in writing. Then starting in january 2010 toyota executives and representatives misled congress and federal regulators who were beginning investigators and hearings into the company. From 2010 through 2012 toyota paid fines with reporting delays with accelerating problems. Toyota settled lawsuit with relatives of those died in crashes as a result of the acceleration. Reporter friends of the captain continue to defend the veteran pilot and his homemade simulator. When asked why he was building the simulator in his home, it is because that is his hobby. He enjoys flying, and he wants to share the joy of flying with his friends. Having a simulator at home is a perfect way to do it. Reporter the copilot is also under the microscope. As are flight attends and ground crew. They are still waiting for information about passenger who may have any ties to terrorism. So far no information of significance on any passenger has been found. Reporter military planes from a host of countries including from the united states, continue to search for the jumbo jet. Now that search area near australia has been cut in half based on an analysis from the ntsb. The area at the end of theof those analysis has been refined by work done by the National Transportation board on the fuel reserves of the aircraft, and how far it could have flown. You will see that its also made a little way east. Its not as far to perth as yesterdays search. It will take weeks just to cover that one area to look for anything from the missing flight. Reporter yes, everyone has a theory. The thought that perhaps this was a big accident. The theory is a fire broke out on the plane. The pilot turns left to a nearby airport. Perhaps he was headed here to aisland that knocks off transponder. But before he can land, hes over come by smoke and the plane keeps flying and crashes into the indian ocean. Others ignore this theory. Another idea, perhaps it landed on a Remote Island in the indian association. Diego garcia is tiny, it is remote, and there is an airport there but also an American Navy facility. But maybe the plane landed on a beach or a desert in central asia. Its possible, but extremely difficult because surely as much would have noticed or at least some radar would have picked up the jumbo jet. Keep in mind the skies over pakistan, afghanistan, india are very closely watched. Another theory, maybe the plane was stolen by terrorist in cahoots with the country or just the countrys radar operators. Israel is reportedly worried about that case. But thats a lot of what ifs. The plane would have to sneak past other countries. It would require a lot of people working together and so farfetched, but this case is so puzzling investigators are not ruling out anything. Its closing in on the number, yet there is still a lot of weakness in the jobs market. Thats why as yellen explain the fed ditched that hard number and embraced it with indicators such as reading on the labor market and inflation. In the labor market and infliction near pressures, or dedflation. The fed announced it will wind down its program of bond buying. But the markets were rattled when yellen was pressed in raising Interest Rates. This is the kind of term that is hard to define, but probably means something on the order of six months. Reporter now those three words around six months. They were enough to force the market to drop. The markets are dealing with the basket of information as opposed to a hard target. Weve gone from that very clear, that hard number, now were looking at more information. And its really sort of exposing the inner workings of how monetary policies are determined and its messy. That report is at the center of a political fight between the Intelligence Community and those who have oversight over that community. Investigative reporter jason giants us now. What do we learn for the first time in your reporting. You did the digging. What did you find . Reporter well, we find out that many of the techniques, the enhanced interrogation techniques used on prisoners and one in particular was the first high value detainee captured after 9 11 that many of these techniques were not authorized through the Justice Department through that legal memo that bass originally authored by john yu. There were many techniques that we had never heard about before. And this report will set the record straight on what those techniques were, and when they were used. Okay, so in the black banner, from one of the two agencies that interrogated in that sort of c. I. A. Black site prison. He suggested that the enhanced interrogation techniques were an experiment. Was he in essence a guinea pig on these techniques . Yes, they use the word experiment many times in his book and the Senate Report details some of the techniques particularly waterboarding and the fact that they used water in his waterboarding was later changed when they used it on other prisoners to saline solution at the advice of medical personnel. Waterboarded 83 times . Reporter 83 times in a similar month as far as what we can tell from the c. I. A. And the mastermind o was waterboarded over 180 times. 183 times. Again, in a single month. Okay, why hasnt the Senate Report been released . For a number of reasons. One, it has to go through a declassification review. The c. I. A. Is the original classification authority. Their report is based on documents that the c. I. A. Provided to them there is fierce disagreement as weve ready, as weve heard about from the Senate Reports conclusions between the c. I. A. Has determined is a fullon report. So it needing to through a declassification review. But it is not at that stage yet simply because they are still butting heads over the final document and what the final document should say. They still dont know what was done in thes to these them. Does the senate have a fuller picture of what was done here . Oh, yes, the senate has an amazing picture of what was done. After the conversations ive had with several sources its very clear why the c. I. A. Is worried about this report. Why, why would it be worried . Its worried about what it will reveal. For more than a decade the c. I. A. Defended this enhanced interrogation program. They said that these techniques did not go u above and beyond te legal limits and it did not mislead the senate or the public. But the Senate Report said that it did. These techniques were not approved and went beyond the legal limit, and lied to the public and congress when seeking authorization for the use of these techniques. Waterboarding, loud musk, sleep debr depravation, was thee more going on than that . I was told that waterboarding was the least worst technique that they found in their investigation. The c. I. A. Has the inspector generals report that is part of this final Senate Report showing the use of mindaltering substances at times were used. That has never been reported before. But they have reported that its still classified, as a matter of fact, but that play as part in it as well. I have no idea what those substances are. Taken as a whole you get a better understanding as to why the c. I. A. Is so concerned. So ive got one more question for you, jason, and then well bring in our Congressional Correspondent libby casey, on this conversation. What is the penietta review. Again, the c. I. A. Will disagree on what the actual document is. Its a series of documents. Theres no real formal review, but its critical to the Senate Report because the review itself supports the senates conclusions. Back in 2010 the na senate found documents that totally supports their findings and conclusion abouts this program. Last june when they delivered the c. I. A. Response to the Senate Report, thats when the fighting started to happen because the senators were saying, wait a minute. Youre an earlier review lines up with what we found. Gotcha. Jason, stand by. Im going to bring libby into the conversation in just a moment here. How does the panetta review factor into the war of words between the c. I. A. And senator dianne feinstein. At the heart of the controversy is the claim by senator fine design that c. I. A. Monitored computers. Libby casey is here to discuss what an inquiry could mean. You lets take a look. The c. I. A. Has still not asked the committee any questions about how the committee arequired the panetta review. The c. I. A. s unauthorized search of the committee computers was followed by an allegation, which we now have seen repeated anonymously in the press. That the Committee Staff had some how obtained the documents through unauthorized or criminal means. Perhaps to include hacking into the c. I. A. s computer network. Wait a minute. I heard the word hacking there. This is really extraordinary. Dianne feinstein, defender in many ways of the c. I. A. And senate committee. Where things stand right now, both these accusations that the c. I. A. Rooted around in these computers that Senate Staffers have access to, as well as the counter complaint that the Senate Staffers got access to the panetta report. They were not supposed to get their hands on. So that is the concern that the c. I. A. Has. Senator feinstein said that the director of the c. I. A. Admitted that the c. I. A. Was digging around in the computers. The c. I. A. Said because the staffers were touching stuff they were not supposed to. And they did not hack into computers he flatly said we wouldnt do that. He said that the c. I. A. Respects separation of powers between legislative Branch Congress and the executive branch. Two questions come to mind at this point. What does your gut tell you whether or not well get a fullblown investigation of what happened here . What does your gut tell you . Well, its so interesting because senator feinstein is making this very public. The timing she chose to do it was a bombshell because director brennan was about to make a public speech talking about his first year as c. I. A. Director. She launched this and this completely pivots and changes what he was going to talk about. Now senator feinstein has a lot of power. She can start pulling high ranking c. I. A. Members before the committee. It can shed a lot of light and glaring light on the things c. I. A. Would rather not talk about. So maybe the bottom line is this question. Does this whole episode lead you to believe that it will usher in a period, an era of even grater oversight, more stringent oversight of the Intelligence Community. It may push it that way. Now theyve pushed back 5 00 said lets see all thpusd back saying lets look at all the facts and lets not jump to conclusions. Now the big question of course is when will we finally see this report. What are your thoughts on that . Even the white house has called for it to come out at this point. Senator feinstein can push forward to get it released. She may have a vote to call for it to be released, but the big question of when and whats going to happen next. Any thought on that . When we might see this report, if we will see this report . I think if we see the report the only thing well see in the immediate future is the 300 page executive summary. That will be an important document because it goes into the senates findings and conclusions, certainly about the efficacy of the techniques that were used. The entire report would take time to declassify if it is ever released publicly but at the same time its important to note that its still unclear whether or not senator feinstein has enough votes to support the release of this report.
