And republicans accusing the cia of spying on the United States senate. And the director answers the charges. Im off the coast of california, the lingering concerns and the Lessons Learned three years after the disaster at fukushima. We begin with a story thats growing more mysterious by the day. Still no sign of Malaysia Flight 270 or the 230 people onboard, but today, reports that the plane changed course, flying hundreds of miles offcourse after its final contact with air Traffic Controllers. Richelle is here. The story is changing by the day. Were in the fourth day of a massive search and rescue operation involving dozens of teams. Its possible that they may be looking in the wrong place. The beijing jet was last heard of saturday, and it was thought to have disappeared between the gulf of thailand. But now radar evidence that the plane changed course and made it all the way to the strait of malaka, 350 miles away. It was last detected at 240 am, and it may have been flying 3,000 feet lower than its thought altitude. First t. Rules out a mechanical explosion or mechanical failure, and it means that the responder or tracking systems were turned off or malfunctioned or that the plane was flying below radar. And finally, it expanded the plane or wreckage. Today an official said that hes not certain what happened. Just that it turned this is a possibility. And thats why authorities are dramatically broadening their search over the strait. Today, also, two passengers who boarded the plane with stolen passports. They are iranian, but may have been Asylum Seekers with no known links to terrorist plots. They are looking for more information about other passengers. The family and friends of the passengers are obviously desperate for answers. Interpreter i really hope that all of the passengers are safe. Especially my little brother. Let me start with this new information, and by the way, there are plenty of questions still about exactly where the plane was and where it was last seen, but how do you read this new information . Its hard to read it. It might as well be in seven different language thats i dont understand, because every time i turn around, they have a brandnew scenario. This is really whats going on. So much conflicting evidence about what really happened until its just utterly confusing. I mean, at one point the airplane fell off radar just as it was about to cross into vietnamese airspace, and the next thing, it looks like it did a uturn and it was going back from where it came from. And no, it wasnt a u turn, it was almost a uturn and it flew for an hour over the southwest and over a small island. And then no, it didnt make that kind of turn. Come on, guys, how about some factual information that you can document and trust to be the straight skinny. Other than that, dont tell us anything. And im sure that the family members, who were literally screaming at the Malaysian Airlines today about the questions that they have, and simply not getting answers, what happens when i mean, this is about controlling the information, Malaysian Airlines has as much information, we summas anyone, and how have they handled this . They have handled it very badly. I have to tell you that. And i can understand how the family members are really upset, theyre on an emotional rollercoaster. We dont even know that the airplane crashed. We dont have any evidence to that. All we have are the reports that we have been getting and the reports have been unreliable at best. I have to tell you that i can understand their frustration. We have a lot more to talk about with captain tillman. We have a special report in half han hour, and thank you very much. The chair of the Senate Intelligence committee accusing the cia of hacking into the Senate Computers. Mike, serious accusations and whats behind this . John, this really exploded this morning. The five senators coming out of the Senate Intelligence committee and it deals with one of the most controversial accesses of the bush war on terror, what does the public have the right to know . The senator from california. Good morning. Taking to the senate floor, dianne feinstein, the democrat chairman of the Senate IntelligenceCommittee Going public with an accusation, they were spying on her. After a series of meetings, i learned that on two occasions, cia personnel electronically removed Committee Access to cia documents after providing them to the committee. The subject of her panels five year inquiry, the five year bush era program, fienstein said the cia turned over an internal review of that program only to remove and later search through the same documents on committee computers for possible material they were not authorized to get. What was unique and interesting about the internal documents was not the classification level, but rather their analysis and acknowledgment of significant cia wrongdoing. In 2002, the program, which included water boarding, began in secret. Four years later it was divulged publicly. After a four year inquiry, the senate panel began a full investigation in 2009, and it was in 2010, fienstein said, that the documents area removed from files. And two years ago, the cia director informed her of the document search. Cia director, john brennan, issued a strong denial. Theres nothing further from the trut. We wouldnt do that. Thats beyond the scope of reason. Brennan also cautioned that the full story has not yet been told. When the facts come out on this, i think that a lot of people claiming that there has been this tremendous spying and hacking will be proved wrong. After the dispute, some experts say that its the basic right of congress to veg the ective branch. They interfere with oversight by withholding information, that really is the executive branch stepping on the Congress Constitutional sphere of authority and thats a problem. Now, there are two competing investigations, john, the Inspector General of the cia is referring to the Justice Department to investigate cia actions, and the cia wants the Justice Department to look at what the committee is reporting and its ultimately up to president obama to decide what gets classified and what stays secret. Mike viqueira at the white house, and joining us this evening, a reporter, welcome. Thank you for having me. The most interesting thing that ive heard so far, the response in the cia, which questions the truthfulness of a u. S. Never, and why. Certainly, this has been the latest in an escalating battle between the two sides. And last week, there were reports that came out in the press that suggested that Intelligence Committee staffers had removed documents from the cia with unauthorized access, and had moved the classified documents, perhaps something that they suggested was criminal. And they have had the trickle reports coming out, accusing the Senate Intelligence committee of wrongdoing, and today you saw senator fienstein fire back on the floor. Why today . Why now . Its interesting, on the one hand, she was responding to some of the pressure that came out last week, and she said that thethey she wanted to correct te record and you saw cia director, john brennon, who had this investigation an hour before she closed her remarks, and you had the juxtaposition today on the topic. This is obviously unusual, right. This is certainly out of the ordinary. You dont often see one of the interesting things about the Intelligence Committee, it has a different clearance level than the other members of the senate. They are specifically given the right to look at these intelligence classified documents, so normally we dont know about the actions between the Oversight Committee and congress, and the Intelligence Community on the other hand. So to see them not just fighting but taking their fights public and calling each other out is highly unusual. What happens next . Its interesting. As you heard in the package, they have dual referrals to the Justice Department. So on the other hand, the Inspector General is accusing the cia of possibly criminal conduct. Senator fienstein cougs them of violating the constitution and several laws, and staffers who may have removed documents. So you were going to see some possible decision from the Justice Department on whether to investigate, and i think well see this war of words continue in the court of public opinion. Right now, theres a dark cloud hanging over u. S. Intelligence with all of the revelations that have come out about surveillance and the National Security agency, and nobody wants to lose more face right now, so theres a fight to prove to the public that theyre on the right side of this space. Thank you. And now to the latest developments in ukraine. In just five days, crimea will vote on whether to be part of russia. Ukrainians taking to the streets streets, the Prime Minister says that he must protect them. A man is arrested, suspected of being a russian intelligence officer, and seeking to stir up unrest. Jennifer is in crimea, and whats happening there right now . Reporter well, john, a lot going on, but not a lot of movement here. We had secretary of state, john kerry, speak with his russian counterpart, Sergei Lavrov today on the phone, and the two have been talking about this problem for a week. They met twice in europe and today, and they spoke again, but the United States wants russia to recognize the government in kiev, and they want them to pull their forces out of crimea and disband the kremlinbacked militias here, and moscow says that the United States is wrong on this, that it has the right to defend the people here, and that the crimeaian people have the right to their own interest, to vote on their own interest, and it will recognize sundays referendum. We also heard from the ousted ukrainian president , victor yanokovych, speaking from russia, a few hundred miles from here. And he says that he remains the rightful president , but here in crimea, things are moving very quickly as this referendum is happening sunday and the crimeaians are preparing for this historic vote. The campaign is sponsored by russian organizations like peoples unit. The posters saying no to nato and why russia is the only choice in sundays referendum, why crimea should breakaway from ukraine. Interpreter all of us know how to answer the question, where to go and why. We dont want to stay with ukraine and with the current government. We simply wouldnt survive. What they offer us is not life or existence. Its much worse. Reporter lina hands out newspapers, to get voters to choose ces session, interpreter the tv says russians are occupiers, but theyre really protectors. If the russians werent here, the enemies of kiev would be here suppressing us. Reporter the majority of russians here want to join russia. Even though they havent had time to prepare, they will be ready for sundays referendum. Then it will request to be part of russia. They use kosovo as a precedent. Expanded right in russian crimea. The community now is pretty much aware of the situation,. He is familiar with the break up of nations. This is the lavadia palace, once home to russian czars. It was here in 1945, and Franklin Roosevelt and Winston Churchill and stalin carved up europe after world war ii. The transfer of crimea is expected to be more straightforward as they return to their russian roots. Though the rote is five days away, crimea continues to assert its sovereignty. Today, john, all nights were stopped to anywhere except moscow. Venezuelas National Guard launched yet another assault on the upscale neighborhood of crist boll. The protest has been gripping the country for five weeks. One protester was killed overnight been troops and demonstrators. Paul is where the at i government protest first broke out and paul, is it any quieter there tonight . Good evening, john, it is quite quiet here on the streets for now, but as you mentioned, this has been a flashpoint for the last weeks. There are hotels and apartment buildings, and today, as we arrived here, about six hours ago, was in the middle of an assault by the National Guard on these barricades. They smashed through them with troop carriers and moved down the streets and pushed the troops several blocks away. But they rebuilt the barricades. We spent the teenagers spend the afternoon making case loads of molotov cocktails, and theyre gearing up for more tonight. What do you hear from the people of San Cristobal . Well, john, we have had the chance to talk to some of the protesters, and they are telling us, its an act of desperation. They have been backed into a corner. They have not been able to protest peacefully. When they did five weeks ago, the government responded with a very heavy hand and cracked down, so this has evolved from a Sexual Assault on an University Campus to protesting shortages and crime. And now its about the right to protest. And the cycle, its hard to imagine how its going to be broken. There are families out here, and people serving coffee to the people on the barricade. So theres a disjointed effort between deadly serious business, and business as usual. Its hard to hit your head around it, john. All right, paul continues his report from venezuela. Thanks, paul. And three years later. Im jake ward off of the coast of california where scientists are studying the signs of radiation from fuk shim a. But the danger may be a lot closer to shore. Congress demands from General Motors withabout a faulty ignition switch. Its like the third hangover movie. President obama laughs with funny man, zach galifianakis, and gets serious about healthcare. General motors is now facing a congressional investigation over the deadly ignition problem. And the House Committee wants to know why it took gm almost a full decade to issue a recall on 1. 6 million cars. Ignition problem can turn off the engine while driving, and it has been linked to 13 deaths to far. It wait knew of the problem in , but it didnt issue the recall until last month. It has been three years since fukushima in japan. And Buddhist Monks remembered it today in the deslated ground near the fukushima power atlanta radiated water went into the pacific, and jake, they years later, people still worry about what they dont know might be in the pacific, right . Well, thats right, john, and scientists have been studying two things. One, the content of the water, and two, the content of the seafood that moves bort. The pacific blue fin tuna has been of particular concern, it lives off of the coast of fukushima and comes to the coast of california. But scientists have found that eating an entire fish would leave you with less radiation than taking a flight. They sit on the bottom much the ocean right now with their reactors exposed. And since 1968, they have gone down in crashes, but the real questions that most scientists have have to do with these incredible amounts of radiation. And its a handful of scientists. And jake, so what are the do we have any sense of what the real dangers are to the United States some. Well, really the dangers in the United States may very well be on our shores. Im parked right now in front of the san onofre power plant, it was decommissioned last year, but the Radioactive Material thats fuel t. The actual fuel is still onsite. They keep it in pools just like the ones in fukushima and the parallels dont end there. The 30foot tsunami pals are there. And this was meant to withstand a 7. 0 earthquake. And just the other day, we had a 6. 3 off of the shores of northern california, just a few miles away from here. Its not a question of what fukushima may bring to us, but the dangers of a slipshod industry, one thats always trying to cut costs here in the United States. Thank you, jake ward in california. If. Now with the search area expanding, the questions and the frustrations are growing. We take a closer look at the mystery that unfolded at 39,000 feet. Tonight, the aljazeera special. What happened to flight 370 . Im john seigenthaler, and ahead in this half hour, the search for Malaysian Airlines 370 expanded. Dozens of planes and ships combing a new part of the ocean. Were going to talk to an airline expert. And the passengers o families, theyre not getting answers. Were learning more minutebyminute in the last 24 hours about the flight path and the people onboard. But the new information brings more questions than answers. The beijing jet was last heard of saturday morning, and then they lost contact, thinking that the plane disappeared here. But the final course while en route to beijing. The malaysian military said that its possible that it turned around and traveled 350 miles in a completely different direction over malaka. They cant explain why it changed course, and if thats the case, it would rule out explosion or mechanical failure. The transponders either malfunctioned or were turned off, making the jet invisible to tracking systems. The course could add complexity to misses, while drastically changing the suspected flashdown site. None of these new developments brought comfort to the families of those onboard. I really hope that all of the passengers are safe, especially my little brother. At the focused on two passengers, men who boarded the plane with stolen passports. And meantime, they are combing through information about all passengers while the loved ones wait for answers. This is a massive search, and the families dont think enough is being done, and likely, they have spent days looking in the wrong place, john. Very unusual case, and of course the boeing 737 is considered one of the safest planes there is. Allen is in washington and what does boeing say in response to this mystery . John, theyre saying what the rest of the world is saying right now, waiting, watching, and their thoughts and prayers are with the passengers on the flight. And their relatives. Boeing has joined the u. S. National Transportation Safety team as a technical adviser. Team is organizationed in the region to offer assistance, and that means that they will be there to answer any questions about this aircraft, the 777200. Or about the plane, flight 370. Anything about its range, anything about its capabilities as it was configured and loaded down with those passengers and with that fuel load. Anything about its Communications Capabilities and the redundancies built in. Anything about the black boxes. Thinking that the investigators need it know about that model plane and that specific plane as the Investigation Continues so the 777 has a pretty impressive Safety Record, right . Uhhuh. Very impressive. This is a very popular airplane. It has flown 18 million miles since it was introduced commercially in 1995. There are 1100 of them flying out there. And about 300 of them more on order. And in all of that time, all of those flights and air miles, just one accident involving fatalities, and that was the asiana crash last year. So its a reliable, long haul airplane, very popular with airlines all over the world and a Safety Record to match just about any plane in the sky. So is boing doing anything around the world . You know, its an interesting question about the worldwide fleet. At this point, i had to specifically address that statement. But in terms of grounding and inspecting 1100 airplanes around the world. And especially since we had no idea whether this was a mechanical failure or catastrophic failure of some kind. If they find a debris field or something on that airplane, that could change. But at this point, its wait and see what happened. Joining us now is captain mark weiss, a former captain with American Airlines, and he has flown the boeing 777, the same model of the plane that disappeared xman weiss, welcome. John, thank you. So do you get a sense that this plane was in communication with air Traffic Control centers . Well, at least it was for the first hour of its flight. And the intended flight path would have taken it, at least it points to continue that to talk to air Traffic Control centers in various countries along its path so what happens if theres a problem . Well, it depends on the nature of the problem, really. You know, if you think about this, you break it down into components. It depends on the phase of the flight where youll have a problem. Lets take this particular situation. They were en route and they were at altitude. If they had a problem at altitude that caused them to deviate from the altitude and the flight path, Protocol Training would dictate that somebody handles the emergency first. You fly the airplane. Theres a protocol in aviation, in flying, that pilots live by. You aveiate, you navigate and you communicate. So if there was a problem, somebody was always going to be in charge of flying the airplane. And you want to make sure that thats your primary job, and you get the airplane safely out of harms way or on the ground to a safe landing to an airport thats suitable to handle your airport. You want to navigate it, and you want to communicate what youre doing. This is a threedimensional environment. So you have to be aware of other aircraft around you, if you go off of your route of flight, if you go off of the planned flight, you have to let somebody know so that you dont violate somebodys airspace and become a major accident. Speaking of communication, in what situation would the pilot turn off the transresponder of the plane . He wouldnt, or she wouldnt. Theres really no reason. Because the transresponder is a layer of protection. If you think of it that way, what the transresponder is doing, and again, ive flown this airplane. And its a very sophisticated airplane. And the type of transonder it has onboard is sending out a signal thats interrogated from the ground system. And its telling the radar that im image 370, im at 35,000 feet, this is my air speed. This is my direction of flight. And what you really are doing, if you think about that, is youre putting a little bit of protection. Youre putting yourself in a bubble so that the air Traffic Controllers know that that airspace is your, and they can see if youre deviating from that. And its a safety layer and a layer of protection, and why would you degrade that in. So reports today that came out, saying that this flight was maybe hundreds of miles offcourse, and it was in a different area that needs to be searched. Does this make it any clearer to you or not . No, first of all, im not sure if thats a definitive response from the government or something that theyre still investigating, but lets say that it did turn offcourse. Really, thats even more perplexing, particularly since the transponder was off. It seems awfully coincidental, if in fact the reports are true, which we dont know, but if they turned offcourse, why did the transponder offcourse at that time, and why was nothing being annunciated . The plane through for an hour without any distress messages or anything from the aircraft. So if it was a mechanical problem, the pilot could have turned it off under duress, correct . Well, when you say duress. Hijacker. Does that indicate in fact, absolutely. You know, what you dont know, what you wont know until you get the voice, the cockpit voice recorder, and the flight data recorder, the voice recorder will tell you how many pilots were in the cockpit when this occurred. And who was that pilot . Was there a meltdown of one of the crew members . Was there somebody without authorization in the cockpit . That really is the key. Certainly, if there were a struggle, you could see an airplane changing altitude. You could see an airplane changing hitting, being taken offcourse with an auto pilot being disconnected, and a heading change. Yes. In fact, you could turn off the transponder and make the airplane going off of its flight path. Clear, its a change, and captain weiss, thank you. Now, the search for flight 370 involves at least 1,000 people from 10 countries, and the search area covers more than 100 nautical miles. David gallow is an oceanographer frowho discovered the remains of air France Flight 447 and he joins us from boston. Its good to have you on the show, and thank you. We heard so much about the search, where it was, first of all, it was located in one area, and now it may be spread to a larger area. And i heard people say that its like a needle in the haystack, but how do you find the haystack . Yeah, thats important. And normally the way you would do it is start with the evidence, which is typically the last known position derived from radar or transponder, and i thought that we had a last good known position, but apparently not. Because you want to find the x on the sea surface where the plane hit the water, and then the trick is to find the bits of plane you find floating on the water, and that gives you the center of that haystack. In this case, its a huge search area because you have no evidence, and in fact, theres no shred of evidence to say that the plane landed anywhere on the ocean. But in that room, in that command center, there have to be an awfuan awful lot of emotionsg over, wondering if they did the right thing, and the passengers families, what a horrible situation. Those are not emotion thats we deal with in science, but when those start to build, it has a real impact on you. So when you say, whether or not they did the right thing, what youre talking about is whether or not they chose the right area to start looking. Is that correct . To me, its do you have the right team, do we have the right technology, or the right Operational Plan . And then you have to have a little bit of luck and a lot of prayer, but if you dont have those first three things, youre swimming upstream. How long did it take to find the air France Flight . Well, it was from the time that the plane, the tragedy occurred, to the time that we actually found the flight data recorder and the voice recorder, it was almost two years, but it was not continuous search. There were several phases, and two of those phases, looking in the wrong haystack. What kind of technology do you use. Typically, in the past, and in this case, if the water is shallow, you can use a sonar to identify the website. Thats a system that uses sound, and the sound bounces back, and it covers a lot of ground fairly quickly. In our case, with air france, because it was a mountainous region, very remote, we use underwater vehicles, almost like drones for the undersea world, carrying sonars, and we had three of those on the same ship, and they covered a lot of ground at the same time. You talked about the families and the pressure that the team must be feeling, and what sort of pressure did you feel . You know, we have a lot of this. The initial phase by the french and the brazilians with a little bit of help from the u. S. , they didnt have time to think about what was going on. We got involved about a year later and spent about two months on that site. And after talking about new technology, and we could see the sea floor like never before, after two months, we came up with nothing, and at that point, the media pressure started to build. And the families were notably upset, and it was coming on to the years anniversary, and it was ugly. And the question was, did we know what we were doing . Do these technologies really work . So every single day, you hope for some breakthrough, and that was tough. And luckily, we had the confidence of the french and the brazilian governments and the agencies responsible. We had the confidence of the families, and that went a long way to getting us to the third phase, and then it was a matter of a few days before we found the wreck. Obviously this was a difficult one, david gallow, thank you for being on the program. Kevin is standing by, and youve been looking at the weather conditions in the new part of the region where they may be searching, and tell us about it. Thats right, john, if this was a couple of months later, we would be talking about the monsoon season, but were talking about very dry conditions in the area. A little bit of activity to the southwest. But here across the gulf of thailand and the strait, its clear, and thats good news in terms of searching. They have a lot of good clear skies there. And in terms of the depth, for the gulf of thailand, the average depth is 120 feet. And here, its less shallow. 120 feet. If it went to the south china sea, were talking about thousands of feet deep. So theyre working with fairly Shallow Water in this area. And the other thing is ther currents. Where the plane ended up, some of these currents could be coming to the northwest or out here towards the west. If they did land in the water and people did survive, water temperature was one of the beneficial things, because if we get below 80, were talking about hypothermia, but the water temperature, 85 in the south china sea, and a little bit more to the west, were talking about 86. So they could basically stay in the water indefinitely. But considering that it has been about four days, i dont think that the water temperature is a consideration here. But in terms of weather, were looking at the best weather they could have. Thank you, and when our special report continues, what happened to flight 370. Who was onboard . Some new information. You more than four days after the flight disappeared, there are so many questions much lets turn to former American Airlines captain, tim tillman, who joins us from arizona, why do you think that the jetliner stopped communicating with civilian radar . If the crew did change course, why . Thats the major question right now. About whether the crew really did that on their own, or if someone else kind of coerced them to make those changes. This is very bizarre, because the activities that were describing here are very uncommon to a commercial airline crew. If the flight was in trouble, the big question is, why were there no distress calls . I would say that there have been so many confusing and conflicting details that have come out of this incident until its very difficult to understand and certainly to compare it to something that has happened in the past without going way over the line in terms of speculation. But you know, we dont even know if the airplane crashed. Theres no way to be certain that it did. I mean, we know that it certainly couldnt have flown beyond the 7 and a half hours of fuel that it had. But we dont know where it went down, we just know that it went down. Theres a lot that has to be worked on. Theres no question about this. And since last week, we have been talking about what we dont know. I just want to the new information that came out today. All of the other things that were talking about are unusual. For the transponders to be turned off for whatever reason, for an electrical problem, it would be so severe and sudden that not on the did it knock off the transponders but created problems for communications with the airplane, and then for the authorities to say, okay, well, were in the wrong observation, and were now going over here to the other side, it sounds like the airplane took a turn, theres nothing normal about any of those things. Everything that we have described has been unusual. Have you ever seen anything quite like this . No, no. We have accidents where, like the air france where the airplane goes in the water, and there have been a number of those. We have had airplanes that have broken up in the air for one reason or another. We have had bombs go off, and an airplane near new york city that came down because of a shortcircuit in the fuel tank. We have had all of those things, but those, when you talk about routine or normal or unusual, those, as bizarre as it might sound, those are far more easily understood than this one. This one has gotten one thing after another that throws the whole attitude from one direction to the other. Were not talking about an airplane breaking up in the air at 35,000 feet. Not according to the last information. Were not talking about a lot of other kinds of issues right now. If, in fact, the airplane made these turns and that sort of thing, and if the transponder wend off because of manually turning them off, which i find very very difficult to understand, were talking about everything that happened after the airplane reached 35,000 feet asking unusual.
