There are questions about the gunman. Why did he receive security clearance despite his past trouble with the law. And were learning more about the is it innocent victims. We learned new details as this investigation transitions from that active shooter incident we saw yesterday and all day long authorities for hours after the incident at 8 is 8 15 in washington, d. C. Yesterday morning held out that there may have been a second shooter, but today they announ announced that aaron alexis acted alone. He used a valid i. D. Card that he obtained as a naval contractor. He entered the navy grounds and then entered the build 197 whereupon he took out a shotgun. A shotgun that he legally purchased just days ago and began that murderous rampage that ended with 12 employees of the navy yard dead. And others wounded. Hi heard from the police chief. She has become a familiar face over the last 24 hours. She said the shootout lasted more than a half hour. I dont have the exact time. Its just before the final engagement, that will come much later after the forensic isess e done. I would say that there was a pretty good period of time with multiple engagements before that. I cant give you an example time in. Authorities also add, john, that the shooter may have had access to a handgun possibly taken from a fallen Law Enforcement officer during the course that have shoot out. Authorities heard yesterday and over the course of the last several hours that alexis had in his position a semiautomatic rifle, an ar15, that is not the case. Thank you. Joining us now from washington is retired lt. Col. Tony shaver. He has worked with military intelligence for more than 20 years, and now hes a senior fellow of advanced studies. What do you make of the news. Its clear that the system didnt work. As much as we talk about the process of security clearance something went wrong. I was on capitol hill talking to congressional investigators about this, one of the things that has been revealed he was chaptered out after eight adverse incidents in the navy chaptered out . Thats an administrative terms for kicking him out. This individual had a record perhaps not severe, but tough that they should have warranted some level of scrutiny. And more importantly he was able to manipulate the system in such a way that he was able to purchase a gun legally and then he went into a weaponsfree environment, meaning that nobody had weapons other than the security guards at the gate. Does this make a mockery of naval spac base security . Its a mockery. People like me should be able to carry weapons if they show chews. I can carry a weapon wherever i feel i need to. Its not restricted. What weve done, navies have done this. They say, create a free area where there is no weapon on anyone of any consequence. People who are crazy or criminals who do not follow the law. You have a number of people dead. Had one individual be armed, to have stopped this rapidly. Frankly the thats the problem. Theyve gone so far to make the gun free zones. The public thinks this is full of weapons, theyre not. It happens i. How long would this kind of review take . Well, theyre reluctant to go and redo everybodys security clearance. 5,000 people who have security clearance in some form. They say we cant get enough in everybodys background to be correct. This is the nations security at stake and theyre saying they cant check everybody out. Thats part of the problem. It statistics me that security is as tough as it comes, yet it sounds like there is some damage that has been done to the image of security on bases worldwide . Well, thats true. This is the thing. Its good to have an appearance of good security. But john as pointed out with this individual, they had the Security Card to give him access. Once you infiltrate the system there is no amount of security that will stop an insider. We better have better safeguards to betteto prevent that. You cannot search everybody every day. We do everybodys security clarence. There has to be a better way to do it. You called it a mockery of the security system. I mean, how seriesobviously the deaths of 12 people and the injuries of so many people are syrias. How about the flaw in the system . The flaw has been there. Its been covered over. Right before i retired i was an anticipate terrorism, and we were asked to do something to increase security and theres nothing more you can do. The policy was to shelter in place and hope that someone responds rapidly enough to mitigate the event. This is the best base. Most military bases cannot respond this quick. The police have released the names of the 12 killed in the shooting. We have more. Many victims of mondays attacks have spent years and some decades searching their country. Michael arnold was a 2yearold navy veteran. His mother said he was a wonderful son, husband and father. This is not real. Its just not possible. Richard worked as a Security Office at the navy yard. And vishnu pandit. I know myself its going to take me years to really come to terms with it. Arthur daniels, was shot in the back. Kenneth proctor worked as a foreman. And kathy gaarde worked as a financial analyst. So were Sylvia Frasier and frank kohler. People will remember dad for the incredible father he was, the incredible man that he was. Well go back to work when the base is open again. Well do what we do each day to the best of our ability. In honor of these victims flags to fly at half stop until friday. We turn to the gunman, aaron alexis we learned today he bought a shotgun used in the tack legally last week. He then went to the shooting range to practice. We also know that he dealt with mental illness. We talk to his friends in fort worth, texas. We spoke with a former roommate and friend of aaron alexis. She showed me a picture of the Navy Yard Shooter with a wide smile before he moved out of her fast. He said that he wasnt getting paid on tomorrow nor the right amount of money. People would get frustrated, but i dont know what this is about, honestly. I still cant imagine that he did this. I still cant imagine that hes gone and took 12 people with him. Friends say that lex citizen struggled. He worked at a restaurant and lived free with the people who owned it. But none of his friends suggested he had mental illness. I never saw anything, or red flags. Aaron was very peaceful, very friendly, and very willing to help. One day after the rampage friends are still stunned. It hit me earlier today. I lost it a little bit. Hes like a brother to me. I dont want to think about it because i dont understand why he would do it. We used to check. He being my brother from another mother. Reporter he said that he misses his friend but hes mad at him for what he did. He wonders what he might have been able to do had he known what alexis is planning. Now we turn to syria where the u. N. Security councils have begun negotiations on resolutions. It would hold syrias pledge to get rid of chemical weapons, what is happening on the diplomatic front. Tonight the headline is there is no headline. Rock solid behind the scenes, methodical diplomacy while they bring in 15 members, but particularly the five on board regarding syria. Theyre examining contractors and employees across federal agencies. So this is obviously a matter the president believes and has believed merits review. More than 4. 9 million federal government workers and contractors hold security clearances. Officials conducting background checks, Police Reports and credit reports and employment and financial histories. Whether a person is trustworthy is subjective, and clearance has given to people with backgrounds of alcoholism drug abuse and criminal conduct. Its just a very difficult process and its not getting easier with new source of information coming online and peoples growing sophistication at evading exposure if they know they have something that might prevent them from getting the position they want. The five permanent members of the u. N. Security council are meeting behind closed doors to discuss the situation in syria. Representatives from the u. S. Russia, britain, france and china are meeting in new york to review frances draft resolution on chemical weapons in syria. Russia recently helped broke arrest deal with the Syrian Government to hand over control of its chemical weapon arsenal. U. N. Investigators say they have concluded that chemical weapons were used august 21st in the syrian conflict, but the report did not say which side had used them. Most americans say they support president obamas decision to push for a diplomatic solution with syria. A new pole from the Pew Research Center found 67 of americans approve the president s decision to postpone a military strike. And 23 of those surveyed said they do not approve. But most of those polled, 57 , say they think the plan will not work. 26 say they think syria will give up control of its weapons. Are you surprised by those poll numbers . Oh, i dont know what to make of them, really. People have been very wary getting involved militarily. Im not surprised they support diplomatic and political approach. Of course all the world thinks that the desired outcome is a politically negotiated end to the civil war. But im really not sure what to make of those poll numbers. So given your experience with the state department, with the government, do you think this is the right direction . Oh sure, sure. The idea of a military strike that would have been perceived to be unilateral would not have accomplished either of the major aims, an those major aims are to enforce International Standards against barbaric behavior, the use of chemical weapons, and to prevent their use further by the assad forces. So a military strike probably would not have done either of those things. Now Truly International participation, u. N. Participation, or at least the possibility of it, lets hope that it works, with involvement of russia, lets hope there is involvement of iran, also, and this holds out the prospect of actually curtailing, preventing the use of chemical weapons in syria. It goes further towards enforcing these International Standards, and in fact, it might even lead over the longer term to a reduction in hostilities, maybe a settlement in the civil war. Congressman you just saw the poll. Most americans dont believe the plan will work. And what if syria wont give up its chemical weapons. Of course there are a lot of ifs. What if russia doesnt exert its influence. What it if iran plays a disruptive rather than a cooperative role in this . What if assad doesnt disclose and goes on to use, you know, there are a lot of ifs. And you know, i think americans would be quick to say theyre not in that room with the five parties of the Security Council as major members, theyre not on the ground in syria. You know, they understand that this will be difficult, but i do think that they are hopeful. They find this a much more attractive alternative than a military strike that they fear, i believe, would turn into a more prolonged war, deeper american involvement. Well, i guess i just probed a little closer, we dont know why americans said what they said, but theyre clearly pessimistic that this will work. Why do you think so . Well, there is a feeling that syria is just a disaster area, that neither side is admirable. Americans dont want to root for the rebel forces that are seen to be extropica extremists, id, brutes. They dont want to root for assad, who has been poisoning his own people. So they dont know, understandably, what to think. But we cant let the use of chemical weapons go unnoticed, uncommented on. We cant let the International Standards go uninforced, and i think americans, even with skepticism, even distrust of russia, are glad to have people involved to have the opportunity, the chance, the possibility, of influencing assad, and perhaps with the arab peninsula folks, maybe influencing the rebels. Five former new Orleans Police officers are facing a new trial on charge listeninged to the aftermath of hurricane katrina. Attorneys say that prosecutors leaked information through news outlets that prevented their client from getting a fair tri trial. Like many youth the world over showing off comes naturally. This loosely affiliated group of young men call themselves the baghdad knights. In this city full of checkpoints, lock downs and car bombs. Their leader called amarah jackie chan, reference to the superstar. By weekday hes a photographer. But the weekend its all about the bike, and finding something for him and his friends to do. We set up the club because there is nothing else to do. This provides us with chance to get together and enjoy our work bikes. Some of the bikes can reach high speed, and all the tricks are selftaught. Its not just a Risky Business safety wise but legally as well. Informal activities like these have becoming more and more popular. But using the roads like this is illegally, and the authorities have been harassing the baghdad knights which means they have to change locations. Despite what the group calls harassment. Theyll never give up the bikes. It runs in my blood. Its been a hobby since i was a child. No matter what the police do to us ill never quit.
