Coffers bare, ukraine got a bail out, not by looking west to the European Union, but by looking north to Vladimir Putins moscow. 15 billion helped president victor save off disaster short term, but it isnt a permanent solution. The demonstrators controlling the streets at the heart of the capitol have not given in, or given up. After weeks of pressure from ryon police, and water hoses dousing them in the sub freezing cold. Big opposition parties got an audience, after threatens to throw their weight behind the protests, which have begun to spread to other regions. A country almost as big as texas brimming east and west europe, is locks in a tug of war over its future. Now for the first time, protestors have been killed today the Prime Minister accused the opposition of trying to stage a coupe. Amido the violence, and heated rhetoric, the two sides continue to talk. The Opposition Leader and former heavy weight championship boxer has called on the president to call snap elections and diffuse the crisis. Ahead of meeting the president , he was optimistic. What is your main call for the president . Right now, i stop our goal. The conflict in the streets. And the power has to stop the aggression against activists and all activists have to be free. It is the main points where it is the base points where we can start the negotiations. He has responded by calling for an emergency session next week. The situation required urgent resolution. First of all, we all need to act within the law, and second, there is a political space. The parliament. He is under pressure from protestor whose have been hit by new laws enacted to clear the gathering. Police have begun making arrests. Two protestors were shot to dead, the circumstances unclear, another is believed to have fallen to his death from the top of the soccer stadium, where some have gone to throw rocks at police. The government is sunting on the fact that it can scare the people, as you can see it has the opposite effect. We are waiting for the victory, we are waiting for everything to end. When the government did not sign a trade deal with the European Union, instead creating closer economic ties with russia. Western nations have spoken out to condemn the later violence, the u. S. Embassy revoked a number of visas people the embassy said were linked to the violence. The Obama Administration is considering sanctions against the Ukrainian Government. We urged continue to urge the president and his government to protect the democratic rights of all including the rights of peaceful protections. In one of the many dramatic moments protestors were able to force a governor to resign. The supporter quickly rescinded his resignation, say it came under duress. Joining us now from the ukrainian capital is al jazeeras americas jennifer glass. Jennifer, has the time limit on the trues passed and if it has, has there been any movement on the square. You know, ray, the time limit has passed and it actually pass add couple of hours ago here, and as it was as it was the time for it approach, orthodox priests went on to that street that has been the battleground here. Thats the road that runs between the Parliament Building here in kiev, they went to keep the peace, and so far that truce has held just a few minutes ago, we saw one of the Opposition Leaders talking to the protestors there with a megaphone talking to both the protestors and the Police Telling the police be patient, calm down, they feel they have made progress, after their talks this afternoon with president victor. You know, developments have been carrying on throughout the day, and such rapid succession, i wonder whether the large group of people is able to keep up with what is going on and be aware of what is being done in their name . Everybody here is very connected. Its been a very twentyfirst essential revolution. Mrs. A young lady as we were with watching the Opposition Leader speak last night, here on independent square behind me, she is everyone is live tweeting what is going on, a lot of the protestors are connected not only by their cell phones but also with a lot of social media, they have some of the protestors have a walkky talksy system over their phones so they are very connected and aware of what is going on. Really watching every move, and i think thats why its been such a fluid movement. So we see there are thousands of people out here, tonight and last night as well, because they know this is a critical time this is the time that the decisions will be made and it is a tipping point, i think people are wondering what will happen next, what their leaders are going to say. And whether they have made any progress. Thursday is about to become friday, it is a dead of the night in a part of the world where it gets pretty cold, how do they sustain themselves if they intend to stay there overnight . Theres a tent catch here, inside the tent it is quite warm, and a lot of the people have been rotating. They have been getting keeping themselves warm, around drums you know, heating oil drums filled with wood. And open fires ukrainians are used to the cold, they say oh this isnt very cold, wait until it gets minus 15, but they have been very resilient. A lot say because there is so much at stake. Orr occupy wall street, when you get a long term encampment, sometimes the demands morph and change, and the reasons why people say they are out there, seem to change. Has that happened in this case . With with something thats been going on since the autumn. A long anticipated trade deal, a trade deal that many had really pinned their hopes on, they thought it would help bring change. Corruption is a big problem in many peoples lives here. Transparency International Named this the most corrupt country in europe, and ukrainians has hoped that a deal would bring some European Values here that might tackle that. So thats how this all started. And thats why they took to the square. And little by little as they were ignored it has grown and grown, and now we have really a full grown revolution. Stay warm, stay safe, thats al jazeera americas jennifer glass in kiev. We are going to take a short break, and when we with come back, we will take a closer look at the demands of the opposition, and the prospects for a political settlement to the crisis, this is inside story. Clashes betweent days the opposition demonstrators and the government have taken a violent turn. For the rest of the program, we will be getting more observation and analysis from the former u. S. Ambassador. From toronto, we with are joined Researchers Association at is Canadian Institute of ukrainian studies. Executive director of the congress of National Minorities of ukraine. Ambassador, let me start with you, we heard your reportner the square, over time the demonstrators have upped their demans. Shay tee the possibility for getting even a greater political prize, diddian that coif itch miss afternoon opportunity. I am not sure that they have upped their demands. In the first days in lace november, people in the square were with calling for the president , to step down. And they are doing it again now. Im not sure that those demands are realistic. I think that there are many steps that he has to take to try and quell the unrest. But i think it is unlikely that he will step down from power. What we with have seen over the past few months is a regularly handed effort, to persuade the protestors to come off the square, without giving them anything. And thats why, of course, the protest has not gone away. He mace takenly thought if he was given a present, they would be pleased not realizing that the protestors were not interested they were interested in a government that was with not corrupt. They were interested in a government that bro moted democracy. Would they see the president s now jet stream to talk to leaders of the opposition, to open a new session of parliament, as progress . As a kind of victory . We with seem to be having audio problems. You are in regular contact with with people who are, is there a sense thattian that is at least meeting them part way . No, i dont think so. I dont think anybody especially after the deaths of what the ukraines are saying is seven people, the after those deaths i dont think anybody really or very few people in ukraine, i am sure it is the same in the west, among experts and western governments trust a word that he says. And, therefore, we with will be over skeptical that he is going to be willing to form some form of compromise. The demands of the protestors are a culmination of years of prust ration. Since he came to power in 2010. And the reason why there is so much anger on the streets and far greater anger than in the orange revolution, when ambassador was there. Is that the president has attacked the fundamental basis of what the state was built upon, which is the demockization, and the future home in europe. He has destroyed those three things. And the two straws that broke the camels back were first in november, of course, we with have already alluded to and certainly black thursday. When ukraine became a democracy in the shape of 21 minutes. Plus on top of that was this incredible anger. Far greater than the 1990s which was already bad enough. In effect, most ukrainians believe al capone is running the country, not a corrupt politician of say thats the way it is put to me by ukrainians, they do believe these guys have gone way too far, now, if you add to that the blood shut that has happened this week, none of those protestors, i am sure, believe that victor has a future in the ukraine. And thats the problem that he has today. He is supposed to be a president under the constitution, who guaranteed ukraines democratic rights. Well, he gave that away last thursday when he signed those draconian laws into power. Let me try again to speak to anna lee in kiev. I know you are in a very noisy place, so i will hope you can hear me. Is there a sense in the crowd that they are starting to at least be heard by the leaders of the country . The truce ended and they were not pushed out by police. The president has met the leaders of the opposition, and has promised to open an emergency session of parliament. Yes, i think it is important for the crowd. Because first the decision of the parliament is enrolled only for january 28th. Which is in five days and as for today, they have five persons dead. We have many people in the clinics. And we with have many arrests activists and people who are on the investigation trials and who can be imprisoned for 15 years for participation in the demonstrations. So it is not enough that the president is saying now to the only six, absolutely not enough. And the people should stay on the street, until the government will go away. Do you think that thats a safe thing to do . Does it appear that the army and the police are not going to use force to try to make you leave . I would love to believe it, you know. But i i could not answer you positively. Im sure it is a very tough thing to decide. They might use yeah. Especially when people have already died. What they are doing that yeah. And also what they are doing they are also taking people tonight on the street or in their place, or from their cars, and torturing them. And putting taking them to the forrest, kid p thatting them, and torturing them there. And this is not investigated absolutely. And nobody was banished from police, or from special troops so i dont believe any word of minister saying unfortunately. Anna limb is in kiev. We will take a short break, and when we come back, we will talk about the way forward, both for ukraine, and the countrys in europe and the rest of the world that are watching this drama unfold. This is inside story. Attacked. The mourners have been refu story. Come back to inside we arent cooing our conversation now on the turmoil in ukraine. The government needed financial help and turns to russia, not the European Union to get it. The political protests ignites by that move are spreading, still with us in toronto, and you heard anna leave just before the break. Whats the next move for everybody involved or are there desires irreconcilable whether you are in the president ial palace, or a demonstrator on the streets . I think you have a verydy. Situation, you have a president who is afraid of leaving power. He was already afraid of leaving power before this crisis, because he didnt imprison Opposition Leaders and now the constitutional duties. And now the bloodshed. So you have a president on one side who doesnt want to compromise, and especially doesnt want preterm elections that he would lose, because of his fear of leaving power, and on the other side, you have protestors who dont see him any more as a legitimate ruler. So you have two very entrenched positions. I dont see how this can move forward without International Mediation of the time that took place during the orange revolution. When people behind the scenes such as the ambassador also play as very important role. Because ukrainians by themselveses are in two deep trenches on both sides. Ambassador, is victor in effect squeezed now between moscow and the street . I think the role of moscow in this has been overplayed. I think this is largely a ukrainian matter. It has made his position more difficult, but he has not used full force, because he knowed that would be the end of his position internationally, and ukraine itself. Ukraine is a political culture that will not tolerate that type of massive force, so he has used smaller force. I think there is a possible of a compromise. I think it will be useful if the United States was enganged. I think ukraine themselveses have the basic of a compromise, that would be that he take steps to ensure a free and fair election. He releases from jail. He guaranteed that he can run for the presidency. He removes all those laws those antidemocratic laws he signed last week. He released from jail all the protestors picked up in the middle of the night, as your correspondent pointed out. Those are serious gestures. So far he has done nothing. His willing to talk is not important. But he has stepped he could take short of leaving power. Which could lead to a compromise. Who stood up for democratic. With all of his flaws to not crack down during the revolution, which is to his yet. You just heard the ambassador talk about how the president hasnt done anything, is that whats pushing these protests beyond and out into other parts of the country . I must say that the first push for bidding off of november 30th of peaceful students and Peaceful Demonstrations have beaten them, and that was i think the first biggest push. Because then people came not to europe in the integration, but against the beating of innocent Peaceful Demonstrations. We are told that ukraine is a divided country. Ed that no all feel the same way about these issues. As the protections begin to go to other provinces are ukrainians pull together . Will there be a regional nature to in revolution that separates the country. Whether might be a difference, but i would also like to state that it is not only the regional difference but its difference in the world view of people, and yes, if we have elections now they also could have some vote and some chances because there are some 20 of people who support these quiteds. That he is politically saying about stability, and first of all people are afraid of losing their jobs what belong to russia for example, or they still have the soviet way of thinking. But the people of ukraine, i think that we are able to reconcile, and that already shown the whole peaceful protest, and people who came and there are no fights between these people. I think thats important, that we could at least talk with the charters. Eshould point out that we invite add representative of the Ukrainian Government to join us for this program. They declined, ambassador in the short time that we have left, is this are we now settling in for a long siege . Or and this something that can be wrapped up . Its already been a long time. It is now almost two months. And i suspect it will take at minimum several months more. So far we havent seen that. Doesnt the president still have some support in the more industrial russian speaking areas that supported him when he was first elected . So the east is not as solidly behind him. Quickly before we with go. Is the rest of the world too much distracted by other matters . They are not pointing to the my dan right now . Yes, theres been far Less International engangment now say to 2004. Then the e. U. Was brought into the equation, and plays a very positive role. It did so yesterday. But the e. U. Is slow. Far too slow, and we understand today is different 2004, the eu has tremendous internal brocks. But i think the bloodshed crossed the line. In toronto, in kiev, and ambassador, in washington, thank you all. That brings us to the end of this edition of inside story, thank you for being with with us, we will stale on this one in washington. Im ray swarez.
