Arnie duncan, education secretary call it with so much violence occurring at schools across the nation, how do we ensure the safe environment regardless of the weapon. Joining us now is patrick tomasi, the attorney for the suspect reigned as an adult on wednesday, facing four counts of attempted homicide. 21 counts of aggravated assault and one of a weapon on school grounds. You met with your client. What condition is he in, and what do i think happened . He is obviously depressed. This is a young kid. If you look at him, he looks 12 years old, very small stature. The family is devastated by this. They are send their best to all the alleged victims here. There was no warning for this. This young man, if you meet him, hes stable. He has no history of any kind of psychiatric problem. Hes never been in trouble. Hes not a loner, hes not a kid that others would say is a wooerto. Hes a student weirdo. Hes a student. He interacts well. My job is to get to the bottom of this and figure out what happened here, why it happened. And well figure it out. As usual, as the news breaks, there are reports. Some said that he was bullied. And some said that there was a threatening phone call. Do you know anything about any of that. Well, the fleetening. I met with john for a long time before the arraignment this evening. And he didnt know of any of those facts, and im not aware of anything about bullying. Of course, you know, we are just Getting Started on this. It will take a long time to figure this out. I have spent this evening, less than an hour with the young man, im not sure where it will all come out. There are reports that he said after he was arrested, that he wanted to die. Did he give you any idea of what could have happened here. Well he did say that. You know, but keep in mind this is a young man going through a horrible scenario. What he did, its not excusable. And hes coping with what he did right now. Its not unusual for a young man of that age to say what he said. They say things like, you know i dont ever want to see my parents again, because hes disappointed them so much. These this is a good family. Its unexplainable. Well get to the bottom of it. Good to have you with us. Once again, we are wondering how Something Like this could happen. You heard the suspects lawyer, that he was a good kid, no problem with the law, no mental problems. What can we do in a case like this. How do we possibility stop this. Well, yes, absolutely. These are very, very difficult questions to be answered the day after a tragedy like this. We really have to look at the way we address School Safety and security. We are so focused on the active shooter and guns on the campus. We have been trying to train schools to look at active threats, whether a gun or any other that may impact students and staff. Its hard to look at the incident in peninsula, and we are aware theres a lot of in pennsylvania, and are aware theres a lot of information coming out, and saying its not a Mental Health issue. Thats where the key it, it is all part of the puzzle. We have to hone in on the Mental Health aspect, the school psychologist, counsellors, playing a vital role in this. Thats where well find a lot of these answers in the days to come. We dont know what happened here, and the fact that there hadnt been clear mental problems doesnt mean they werent there. Do you have School Psychologists and others at School Trained to identify things very early . Absolutely. You know, the two indicators, when we look back at postcolumbine and sandy hook, and a number of shootings, we find indicators that stand out in most of the cases across the country, and they are communicated about the issue prior to them happening. Therein lies the key. Kids talk about these things, we need avenues for things to report them. Good communication on the schools. Not necessarily walking into an office. And having anonymous texting. Thats the which kids communicate. Have you to bring the style of communication, and reinforce that in bullying victimisation. Its 24 7 with social media. Its inherent that schools have to have strong partnerships with First Responders and Police Departments and research officers. This school did a lot of things right. Two security guards were involved in stopping this boy. One hurt gravely. Is there anything other than early identification of Mental Health issues to protect against someone who decides to be violent, be it with a gun or a knife or a bomb of. I heard so many parents that went to the school saying they just doesnt think it would happen here. Thats the mind frame we have to get away from. It can happen at any school any time. We administrators, have to get away from that. We have to look every single day and make sure we are aware what to do when these things happen. What do you think in this case. We are used to seeing horrors happen because of guns. Now we have a case where a boy used two kitchen knives, a psychologist analysing this said it was a disorganised homicide attempt and using a knife shows deep anger, wanting to inflict pain. How does Something Like this happen, if there havent been clear indicators in the past . The whole mindset has to change in the schooling and move away from the school shooter. We are focussed on that and the gun. We need to get away from the mindset. And in days to come, i guarantee you are going to see issues come out that are going to be Mental Health related here in this case, as in all the other cases of School Shooters and threats. Again, i think that we mains the best opportunity to move away from focussing on the gun and Mental Health. Knives as guns can be identified as metal detectors. Theres not much point use metal detectors, because multiple schools have multiple entrances and its not practical when you have 1,000, 2,000 kids coming to school at the same time. Absolutely, and what we found in the School Safety assessments across the country, its a false sense of security and an expensive process to create airport environments where checkins and bags are screened. The human elements, having from the first time a student hops on a bus, to the time they arrive, we go to schools. We may not see an administrator or guidance counsellor grating kids as they arrive. Its the lowcost things, making sure we greet kids, knowing who they are, whats going on in their lives, in their communities, that can have the greatest thing to stop some of these tragedies from occurring in the last several years. Lets talk about the military situation. You went out with Ukrainian Forces on wednesday. The message is that ukraine will use troops, and will defend itself. With the Russian Troops on the border, how big a fear is it in an area that the russians will invade . It seems they are hoping it wont happen. They dont have a means to defend themselves. Ive been at a number of bases near the border and other places that will see a participation invasion. They rushed forces to the border, brought new recruits, but have limited supplying of weapons. Their thanks are no action and mann power and training is no match. People are not expecting an invasion, and that russia is trying to influence the region and unsettle them, to legitimize the elections and exert control. I think they are hoping it ends at that and it wont become an invasion. What do they think russia wants. The New York Times said wednesday that what the russians want is for ukraine to have some sort of federal system of government that has strong regional gorst that russia can influence. This is what the authorities now are saying they believe russia wants. If you speak to the protesters, which i have done, they are clear. They want russia to send troops. They want a referendum on sebbing session and they want it to lead to joining russia as happened in crimea. If spoke to young people bussed in. They were there to make sure what happened at home happened in donetsk as well. Ukrainians are concerned that ukraine becomes a federal system and what the russians will do is try to pick off one province after another as in ukraine and crimea. Right. Proukrainians see federalism as a trojan horse for russia to exother as much control as if the region were to join russia. You have a weakened government, Central Authority and room for russian influence to sway the region as they see fit. As opposed to crimea, there are more native ukrainians in that part of ukraine. The question is if the Ukrainian Forces are not Strong Enough to fight a russian invasion, what makes the or more dangerous for the russians is there could be a resistance and they wouldnt have an easy take over as in crimea. As russians troops die, vladimir putin, who is popular for the take over in russia would have soars problems. Right. I have spoken to a number of ukrainians here who are planning guerilla warfare and gathering for selfdefence and collecting weapons. Saying if Russian Troops come, well defend ourselves. They call it a partisan war. Some of the more levelheaded prorussian protest leaders that i have spoken to made the same point this is not crimea. There are a few thousand, maybe, aggressive prorussia protesters occupying the building. The Wider Population does not necessarily support accession to russia. Even among ethnic russians, theres resistance. I think russia knows that, and that is why you are seeing confidence from authorities here, than in crimea, that an invasion will not happen, that they cant see russia making the decision, which would be drastic, having serious repercussions, and why they are guessing that the unrest here is more for politicalened and to destabilize the elections than it is as a precursor. Well have to see how this plays out. The ukrainians say theyll talk to the russians, and the russians havent recognised the new ukrainian government. And searchers are confident they are honing in on the planes location. Im now optimistic that we will find the aircraft, or what is left of the aircraft in the not too distant future. The signals from first picked up over the weekend in the southern indian ocean. About 1400 miles away from perth on the western coast of australia, before contact was lost. On tuesday signals were detected, giving hope that the search areas may uncover the location. Lost plane. Joining us from seattle is mike williamson, a marine physicist. He is a founder of williams and associates. Planes and shipwrecks. Searchers have heard four series of pings in the 17 mile area, yet they cant say for ascertain that its the right spot. How much more will it take, do you think, before they know for sure that this is where the plane went down . This is a positive development. The pings have been detectived and over a large area. It detected and over a large area. It would be helpful if more pings could be used to limit the search area. Its a large area to try to search with sonar. Its still a large area, as you said, but it narrowed dramatically. As we heard, angus houston, head of the joint Agency Coordinating the search, said it has not narrowed enough to use the submersible vehicles to search for the wreckage. At what point will those be able to be used or will it make sense for them to be used . As long as they can detect pings from what is thought to be pingers in the voice recorder and data recorder, they should continue to refine the location of those devices. Its much more efficient to do that with the pinger locator bluefin. The bluefin works with sonar. Theres report that theres deep silt on the ocean floor. Would that be an issue for the sonar, in finding whatever wreckage is there . I would be surprised if there was a silt problem. The southern ocean, theres no direct rivers that could input a lot of sediment. I think the silt would be very minimal in these areas and these water depths. How about the depths. Submersible have a range of about three miles, the ocean floor is bigger in some areas. How big a problem would that be. At this location they are at the depth limit of the bluefin, but other assets are operating to 6,000 metres and could handle the depth easily. The bluefin could probably handle the depth that they think the wreckage may be in right now. Whats if it is found that the plane is there. Begin . Locating the wreckage would be the first stage to then set up for actually finding these pingers within the wreck. And that would be done with an rov. That would bring in more assets, other ships, and might take weeks to go through the debris to find the individual recorders. And then based on information that may come from that, there might be pieces of the wreckage that would be needed for forensic analysis, and there are again that could take longer, maybe months worth of work on located. If the black boxes are in a significant side of wreckage, would the whole sections have to be brought up before they could be accessed. Thats not usually the case. Usually the wreckage is pretty well scattered around, and its a matter of sifting through small pieces of debris to find the wellbuilt, solidly constructed recorders. And, of course, the problem is that the battery life on the pingers may be dying quickly as span. Good to have you on the show. Thank you for your time and expertise. Others, the mississippi, and the colorado, are listed for a host of problems. Christopher Williams Joins us from washington d. C. , the Senior Vice President of conservation at american rivers, the group that put out the list. How endangered are the rivers now, compared to the past . Well, we have seen some improvements since the past. Its been a long time since we have seen a river catch fire like the cowahoga. Water quality is better. In many cases connectivity and flow is better. Rivers face challenges, particularly with Climate Change and Drought Conditions becoming worse and worse. Theres steers problems with pollution as the spills in west virginia, and in carl carolina, toxic chemicals and coal ash. Rivers are chopped apart by dams and infrastructure, impacting fish and wildlife. They face uj challenges. Huge challenge. The samwaking provide water for the city and for farm land. Drought is part of the problem. In addition to that, are human actions to blame . Yes, they are. The sa mm hm oking river suffers from an outdated management regime. Under good conditions, about 70 of the no is diverted for agriculture, industrial, domestic uses, supplies during water for millions of people, supports agriculture across the valley. As a result the river faces problems water quality, habitat for fish and wildlife. Flow and interruptions. So these diversions are really damaging the river and have for a long time. Draught is a phenomenon. There have been droughts before and in the future of the the way to deal with them is to put in place a modern management regime emphasising conservation, aquifer recharge and other 21st century tools. You think it can be managed. Many of the things you pointed out a human needs, we need waters for. There are ways of satisfying the needs and managing a river so it stayed healthy. Its through conservation and efficiency and storage of water in times of plenty. In a place like this, theres a lot of things that can be done to improve water use, efficiency of water in domestic use, and we should mind the conservation principles at all times. In years of plenty, we need to store the water through aquifer recharge, where we can store water in aquifers in the ground, infrastructure. Problems with rivers means problems for fish and wildlife, people that may think they are unaffected. What is the consequences for problems with rivers. For americans that love fish and wildlife, they have to care about the rivers. The majority of animals on the endangered species list, if you love wildlife and nature, riff are essential to that. But theres also an incredible economic value to rivers. The fishing industry produces billions a year from anglers, and fishing enthusiasts. Theres a recreation industry as far as rafting and hiking that produces millions ever dollars and hundreds of thousands of jobs, never mind how much we depend on rivers as water sources. We depend on riff to dispose of our waste, and to transport our goods. The economic value is almost beyond imagining, and the way to preserve that economic value is to preserve healthy, rivers. Can rivers be saved . Have they been saved in the past when attention has been called to problems like we are seeing, with the Mississippi River and the upper colorado river. They can be saved, and well give you examples from the most endangered list. One of the biggest removals is up in the elwa, and that was listed as an endangered river, and the hoback river threatened by oil and gas extraction was put into permanent application as a result of the listing. We are seeing now in bristal bay alaska. We listed the rivers and brought attention to that. As a result the epa is looking at trying to prevent further damage to the rivers of bristal bay. We have seen rivers polluti pollution. Protected under the wild rivers act. Management of stormwater in cities improved to reduce polluted runoff into rivers. Theres all sorts of tools available.
