But at the southern stopping point the final destination of the pipeline, not about future risks but over the damage already done. I lost my sister back in 2003. She was just 17. My mother, she was 50, and we lost her back in 2009. And my grandmother, we lost in 2010. Cause of death cancer. Is there a history of cancer in your family . No, no. All three of these situations, these three losses were a total shock to the 15. We have a history of high Blood Pressure but cancer as far as that no. Former naval officer was born and raised in port arthur texas, a sleepy city, three miles east of houston, is part of a concentration of oil refineries. Steady stream of smoke and sulfurtinged air. It is also here that hundreds of thousands of barrels of crude oil are created to everything from gasoline to asphalt, to the petrochemicals needed to make plastic. Residents of port arthur say its making them sick. He says his family has paid the price. And when you think about that like you said your sister, your mother, your grandmother and you live here in port arthur within view of a all these refineries. In your heart of hearts, do you think its connected . I think so. I really think that i really feel like a lot of people in port arthur, including my family members that i lost, probably something the effects on their health have something to do with the refineries in this area. A lot of people Walking Around sick, dont even know theyre sick, because were disposed to exposed to these chemicals every day. According to the department of health, the rate of cancer is higher, 8 in men and 6 in twoms. He doesnt need to see any other evidence. His mothers death hit him hardest. The images still got in my head, like me talking about it now, her mouth was open and tube down her throat and her eyes was wide open and they were giving her charges to her chest. And are it was it was like a surreal feeling. The cancer took completely over. To lose my mother, my sister, my grandmother like that, it messed me up completely. We are exposed to things like ben benzene, butadiene. He helps his about community which he says is steeped in toxic fumes. I remember standing out here when i was a kid, we used to smell the stinky odors and the chemicals. I grew up thinking that was the norm. Kelly has become an advocate for the west port arthurs largely African American community. We have people on dialysis at this present time. Too many people dying from this. A disproportionate number of kids, bronchitis, asthma, skin disorders, you name it. All five of kotchma chantall yomans children have asthma. Two, three blocks down the street so like when they release us were more like exposed to it like anybody else. So they have to stay the buterol three times a day and allergy medicine at night. How do you feel about living here . I was born and raised here. Im concerned and then im not. Im concerned for my kids sake. The medications, maybe in the future i plan to move. Are you used to the smell, used to the sound, used to the noises coming from the refinery . Honestly yes. They released something and i go in the house and close the door back. Yoman lives within the sight of the refinery, last year it doubled the production of oil to 600,000 barrels a day making it the largest refinery in the United States. When kelly returned to the United States in 2000, his soul Food Restaurant doubles as a make shif office. From here he lobbied the spriernl Protection Agency and he got their attention. Already on the watch list for benzene, a known carcinogen. Selected it as a community in need of help. Theres a problem and thats why we were selected only ten communities throughout the whole United States were selected as an epa Showcase Community project in 2010. The epa invested 100,000 in the local community, to improve the environment. We are disproportionately being bombarded by this toxic waste from the refineries, chemical plants, coke dock and incinerators. We are disproportionately dumped on and disproportionate reply attacked by these toxic fumes. Joined forces with petronella carsan. She did find a higher level of asthma in port arthur. She says its difficult to prove its directly related to the viernltd. However environmentalist. However she says the environment. However, she says it is possible. That collectively if you live in the midst of that, then it may not be safe. Oil was first discovered in texas at the spindle top oil field near port arthur at the turn of the century. Why texas the still the powerhouse economically that it is. And it really is rooted in this industry in this region. By 1923, port arthur was home of the Largest Oil Refinery complex in the world. People who make their oil money off the oil business no longer live here. The oil money that was here in the 20s, proctor street was movie theaters and Department Stores and very fancy, expensive hotels. And now because of Technology Many of the people that worked in the high positions in the Petroleum Industry dont have to live here in order to do their jobs. These days downtown port arthur is a ghost of its former self. Unemployment is more than 16 . The signs of economic depression are everywhere. But residents say the town is worth saving. Port arthur is not a bad place. Its not abad place to grow up, to actually live. I love port arthur, i do. I want people to know that this area is its a good community. Its port arthur its a nice its a small town that you can actually raise your family in. But, at the same time, be aware. The oil refinery Chemical Companies around here were basically surrounded. We contacted two of the largest refineries. Motiva and valero. Neither would agree to an oncamera interview but we did get a statement from an Industry Administration saying in part air are emissions have are decreased by 15 and overall eapplications are down by 90 . Hundreds of millions of dollars in air emission projects. The epas intervention have made a difference here. Agency officials told america tonight, preliminary data from last year indicated air quality in the city now meets their standards. The Industry Groups said, including building a new Health Center for area residents. Im hopeful through this new sort of communication between the Grass Roots Organization and industry and local government, this new communication link that had been forged between us im hopeful that that can be used to where we can somehow sit down and agree to a plan to help better protect this community. Port arthur has a long way to go. Kelly says stronger measures need to be taken in a community in the shadow of one of the Worlds Largest refinery complexes. But hes staying put. Well, i say to a person who would tell me to move, when do we stop moving . When do we stop and turn and fight . These industries are cropping up all over the country. All over the world. So what were saying to the industry is this do your job. But do it responsibly. Following up now on the situation in port arthur correspondent sarah h oye is with us. These people seem determined, standing up to fight. Do they have a chance . You heard, they are doing things. They have the epa involved, studies happening. This. There is a Housing Development near these refineries, that is now closed down. Where he he was born. The buildings are dilapidated, thats why we hadto closed down. But the refineries had something to do with that. You spent some time down there. Tell us what it was like, is there something you could notice as an outsider . Absolutely, the second you got out of the car you could smell that sulfur smell, that itchy eyes, cold symptoms, after being there a week, you had headaches and hard to ignore, after that vapor coming out. Was it a colden or actually port arthur. We know the Long Term Health effects. Anniversary ra h sarah ohio. Being correspondent, thank you for joining us. Texas oil in particular, i guess its ultimately comes down to a dollars and cents question and sometimes its kind of hard to put a price on certain things but give us some understanding. Do we know that the efficiencies actually are enough of a cost savings that the pipeline would be more valuable than continuing to move oil by, say, rail . Youve really hit at what i think is sort of the key question that we need to be asking mere. At the moment the states of research is probably a bit too premature to answer that question definitively. But i think we can talk about what the tradeoffs really are. And its interesting, i think you interviewed me, about this say three years ago, the conversation would be very different. No one was even talking about crude by rail at that time. Nobody did it, it was thought to be too expensive. Thats all changed in the past few years and were seeing misunderstand of millions of barrels a day being shipped out from canada to points all over the United States by rail. Its become cheaper, not as cheap at the pipeline. And the value of crude through a pipeline is still there in the difference in transportation cost. But the costs are different than a few years ago. Sometimes there are unintended consequences in this time line that were looking at. You know theres always that sense of myths and realities in issues. What are some of the myths you see . So, some of the myths i see, particularly on sort of the economic side relate to the effects of keystone on oil prices, on u. S. Gasoline prices. You hear people talk about these things all the time. In a couple of sort of basic issues with these myths are, one, you build the Keystone Pipeline, i think the rated capacity is supposed to be about 700,000 barrels a day. In the context of the oil market, were talking about 80 to 90 Million Barrels a day. 700,000 barrels is not going to change the cost of world oil prices. Discount. When you think of whats going to happen with gasoline prices actually this is an interesting thing. Because people who support the pipeline say its going to decrease gasoline priors. People who are against the pipeline say its going to increase gasoline prices. Neither claim has a lot of merit. There might be a slight change, gasoline prices wont fall, nosh will there worry nor is there worry about gasoline prices going back up. It will increase the price of oil and then increase the price of gas and thats just not how gasoline prices are set. Those are set on a world market too. We have reported extensively about the challenges that prison authorities face with the shortage of some key drug stocks in the search for alternatives, executioners have turned to the controversial compounding pharmacies and to some untested drug alternatives. But theres been blow back and executions as well, one execution scheduled for this wednesday has been delayed so the court request decide whether its unconstitutional to put that inmate to debt with a secretlil secretly obtained cocktail. Christopher sepulvado has been on death row for 22 years for the killing of his stepson. Plns couldnt acquire pln louisiana couldnt acquire the drugs, so they decided to have a many secret cocktail. We believe theres cruel and unusual punishment on mr. Sepulvado and we believe there shouldnt be. During his execution in ohio last month mcguire was convicted in 1994 for the rape and murder of a pregnant newlywed. The prison system had run out of lethal injection drugs so ohio turned to a new combination. The sedative meds lam and the painkiller hydromorphone. Drugs no other state had ever used before. Mcguires son said his father feared what might have been done with ohios lethal cocktail. The dock store the doctors told him something away going to go wrong with the execution. That gut feeling turned out to be a valid premonition. We didnt expect to see what we saw. We expected it to look like he went to sleep. Thats what we expected. Ive seen about 18 others and this one differed dramatically from any of those others. Columbus dispatch reporter Allen Johnson one of the witnesses said he had never seen an execution anything like it. This was different because after three or four minutes Denise Mcguire began gasping for breath. He was making a snorting almost choking sound at times and i didnt notice it at first but his left hand which had been about waving at his kids had clenched into a fist. Noticed the time was about 10 31, 10 32 a. M. I had difficulty seeing because i was crying at the time. Mcguires son read from an affidavit about exactly what he saw in the death chamber. After making the first noise, my father tried to lift himself off the table by arching his back and pushing his head against the gurney. This went on for a very difficult ten minutes as he was gasping for breath, making guttural sounds. Pulling at the restraints, he prepared to be pulling trying to raise up ain some fashion. He made a noise that sounded like he was fighting for air and grunting at the same time. It was extremely loud. While this was lapping the warden and the guard in the white shirt had horrified looks on their faces and appeared that they were in shock, all the way it was happening. Mcguire told him one of his lawyers had asked him to put on a big show but he refused. A claim that ohio officials could not substantiate. Arguing that it amounts to cruel and unusual punishment. When you strap somebody to a board, deprive them of oxygen for 25 minutes as they slowly die in front of their family, it would take a good imagination to come up with a more brutal form of execution than that. And mcguires son says ohio used his father as a test subject for an experimental drug combination. I believe that my dad shouldnt have been an experiment. I believe that they shouldnt have experimented with anybody, let alone my father. That states such as ohio and louisiana are having trouble finding lethal injection drugs is no accident. Major pharmaceutical companies have stopped shipping them to american prisons. They buckled under pressure from Death Penalty opponents. Its a ethical problem. Its also a pr problem. Its also a commercial problem for them. So state prisons started acquiring the drugs in secret, sometimes overseas. In 2012 nebraska was preparing to execute michael ryan for a double murder but the prison had trouble acquiring a key drug, sodium thiopentol. For the states first scheduled execution after abolishing the electric chair. She was ordered to achieve it from outside the country which would have been a violation of fda rules. Who left her job in 2011, asked us not to show her face. What did your boss ask you to do . To inquire thiopentol by any means possible. It wasnt available here . The last manufacturer stopped making it yes. Your response . Peefn though even though you can get it, its not legal. Obtained the drug from a foreign broker. Nebraska officials would not comment. But now, more states are turning to Specialized Companies called compounding pharmacies. In louisiana, the attorney for condemned killer christopher sepulvado, session prison officials refused to reveal exactly where theyre getting their lethal drugs. The secrecy draws a curtain and says no, you dont need to look over here, its not important, move on. And were saying no, its not that simple. And that we need to see, because were killing somebody in the name of the state of louisiana, and all of the citizens. Advocates of the Death Penalty say opponents are playing political games by focusing on lethal injection drugs. Its mainly a political issue. People are putting pressure on the compounding pharmacies not to spry the drugs even though supply the drugs even though its no good reason for them not to. People who dont agree with the law looking for ways to obstruct it. The 25 minute execution of Dennis Mcguire with drugs never before tried for that purpose should be reason enough to prevent more executions like it according to the lawsuit that his family is bringing. That no other family goes through what we went through. No other family deals what we had to witness. In jan louisiana prison officials revealed a new execution protocol after acknowledging they could not get pentobarbitol. They added the combination of meds lam and hydromorphone. It is, listed in the revised execution protocol. The department has sufficient supplies of both drugs to carry out the execution of christopher sepulvado. The last minute stay of execution gives sepulvados lawyers 90 days to prove that ohios bungled execution is evidence that lethal injection too can be cruel an unusual punishment. Can you talk about what youve heard about the ohio situation, not one that you witnessed yourself but in coul context oft you know, is this typical, atypical of the ones youve seen . It was not like the ones ive seen here in texas. The ones here in texas for most part have been pretty uneventful where the inmate will take a few deep breaths, perhaps a snore, the snore gets progressively less and then there is no movement, and thats pretty much it. He or, in a few instances she, has pretty much gone to sleep, and they just dont wake up. So in texas you also must see that the prison authorities face the same challenges as other states have with shortages of particular drugs. How has that been handled there . They had some difficulty locating pent abarb tol, in town of. That supply is good only through april of this year so theyll have to go out and search for another supply once that supply date. There is controversy around compounding pharmacies, how their traditional ways, is that a problem in the use of the Death Penalty in texas . Hasnt appeared to be. Theres no noticeable change in the reaction of the inmate from the pentabarbitol from the usual commercial sources vs. The supply coming from the compounding pharmacy, the case here in texas was inundated with phone calls, from antiDeath Penalty folks and they also showed up at one point and demonstrated outside the place. Inhibited their desire to participate again. We wont really know until the current supplies is exhausted. We only have a few seconds but i want to get to something the idea that you have seen so many executions. Does it change for you . Is the experience more difficult for you over time, as a person, as a person whos witnessed so many executions . Its part of my job. Its not only thing i do, but its part of the job. Youre there to tell a story. Youre there to report, its not unlike other reporters who show up at homicide scenes, murder scenes, disasters, those of us who report see a lot of those kinds of events. And so why is heroin use becoming more common, even in suburban communities, in part it is a supply and demand issue, opium poppy production doubled last year in afghanistan, prime producer, as a result prices on the street are down. Adding to the danger, the steppedup use of synthetic use of fentanyl. Fentanyl is used by end stage cancer patients, an amount smallerrer than a grain of salt is enough to sedate a patient for hours of surgery. Dr. Gregory smith a former anesthesiologist, part of a comprehensive pain relief group, doctor tell us about this, fentanyl has a very legitimate use, for persons in a great deal of pain. Very true. Fentanyl has been around for a long time, really came out in the 1960s. I first encountered it, when i was a resident about 20 years ago. It is a very powerful opioid, used in the operating room to put people to sleep, used for chronic pain and for cancer pain in the form of patches and believe it or not, fentanyl lollipops, it is a very potent drug, 100 times more rm effective. It dissolves in fat and keeps pooh people from breathing. The use of sudafed in the use of drugs, how would the dealers get fentanyl into their heroin to begin with . Its a great question. Really, you have these labs, these sort of mack shift labs that get started makeshift labs that get started. They make these things in bootleg labs. Its cheaply made this way. You can cut heroin with its. Instead of cutting it with things that arent necessarily dangerous, when its cut with fentanyl, you can only imagine that the person injecting it or snorting it is getting getting an enormous dose that they dont expect to get. As we referred to earlier, supply and demand situation, and a price point situation. Heroin turns out to be not a very expensive high. Very true. With the Prescription Drug epidemic which has gotten very expensive, heroin has become more affordable. And when you cut heroin with certain things it becomes even more affordable. But the problem is the end user doesnt necessarily know whats inside that little packet of heroin. Again when they inject it or snort it. And its very similar if you imagine adding salt to a recipe and its the same amount of salt that you normally see but the salt is 100 times stronger. Be. This is an injection for death whether users inject this medication. I heard someone taken for an od taken to a clinic and he said my dealer told me this was extrastrong not to take alt that i purchased from him. Thats so unusual, i knew this was really strong, thats why i bought it . Again, your drug dealer is not a physician. They do know whats in it, they do knows its stronger. But when someone is abusing the substance and under the influence theyre not thinking straight. So what you have is people trying to feel better, trying to avoid to be dopesick or have a high. That advice to use less goes out the window and if a person is alone they can take this overdose and simply just stop breathing and die. Truly tragic, dr. Gregory smith, thanks so much for being with us. Thank you. After a break, an old story. But opportunity for new hope. But if he comes back another time, you can kill him. Those fighting words show just how tense this area is. Kusra villagers say settlers have attacked 28 times in the last two and a half years. This side is the palestinian village and right in between the soldiers, israeli soldiers. They are there just to prevent attacks from the settlers at the palestinian farmers. And do they prevent those attacks . No, they didnt. Across the west bank, attacks are increasing. Since 2006 the u. N. Says they have quadrupled, last year, settlers burned this mosque. The palestinians dont believe they will be protected. We dont have power to push them away, to keep them from our land. Thus we have faith. If you are getting an agreement then both sides have to own it. Whether or not Benjamin Netanyahu and mahmoud abas own this policy, he calls it an agreement on a framework, not evenly a Framework Agreement. An agreement to get to a framework. Where you can reach an agreement that can actually be implemented. Right now were living in a paper world. It is the paper world of words, documents, negotiations and negotiators. To move from that paper world to the real world, the world on the ground is part of the question about urgency though, where is the u. S. Administration . At the administration at the top level at the president s level himself how much are they vested invested in it at this moment . Well, they are not. The president is now facing the last three years of his administration. He cares more about the middle class than he does about the middle east. And the fact is, hes right. What he wants to avoid is the prospects of American Military action. Either in syria or to stop and iranian bomb. This suggests to me that barack obama will get involved in this process if john kerry brings it to the point where, in fact, the president s intercession can actually lead to an agreement. Theres no point in fighting, with a palestinians or the israelis if the fight is going to be an unproductive one about. At this point it is the area around rather than for about the president its iran numero uno. For kerry, if it succeeds, will get kerry into the secretary of state hall of fame. Middle east.
