This is al jazeera ah. Hello, im rob matheson, this is the news i live from doha, coming up in the next 60 minutes. European Union Leaders hold talks on how to contain soaring energy costs. Were going to be alive from prague. This years Nobel Peace Prize is awarded to a jailed bellow, ocean activist, and to human rights organizations. One russian and one ukranian. This is lori is heather revitalized. Im on it, alfred nobel, vision of peace and fraternity. Ah, mourning in thailand, the Prime Minister meets the families of those killed and a mass shooting on thursday. And were going to take you to the london film festival, or producers are experimenting with new technologies to tell those stories. And on pete, a cemetery of sport linelle may see makes a decision on his future saying this months will come in cutter will be, hes lost. Ah, its just up to 1500 g m t 5 pm in prague were european Union Leaders are meeting to tackle the continents Energy Crisis and the war in ukraine. Theyre focusing on Energy Supplies as the northern winter approaches, bills have sort. As e u. Countries slash supplies of russian gas. Well step wasik is joining us live now from prior step. There is a lot of pressure on those leaders to get this done because as we were just talking about, winter is approaching. The heating bills are going to go up. Absolutely, and the heating bills are already up. Some people here in europe are paying 4 times 3 times higher than their last year for their gas prices. So it is a lot of pressure on the lead us here in prague to come up with the common solution. But what were hearing now, we still waiting for the presidency of the European Commission to come out there for a statements and also the, the check Prime Minister who is organizing this summit. We are still waiting for them. But we, what we are hearing is there is still no resolution on this price cap on the gas price thats been on the table the whole day. Price kept no price gap, what kind of price gap, but it is a lot of this union about this. People here the lead us, im not agreeing on this price gap because the richer countries is specifically germany. The largest market in europe is against it. It says that it, it starts the market. It also could endanger supplies, the poor countries of poland, italy agrees. They want some kind of price gap, so they have been negotiating the whole day. But this is not the 1st time to have been talking about is for months already to find a solution to bring these prices down because thats what they definitely agree on. These prices have to come down because its really affecting not only the people in europe pro struggling with their bills, but also businesses are going bankrupt. And it actually threatens to put the whole continent through a recession. So theres a lot at stake here and theres so many different proposals that have been discussed. Everyone is trying to find a way out of this to find some kind of unity, but this specific issue on the gas price is seen as really divisive inside of europe. And the president of the European Commissioners left on the lion early, also stress that definitely leads to europe needs to come together on this because she says its russia, russia, strategy put in strategy to divide europe. And especially on this issue to play with this air gas prices and also to use gas as a weapon in this war. So she a really urges on all the lead us to come up with a common solution. But as we heard, its not going to be to day, it might be coming up in the next few weeks. The discussions are still ongoing on this very sensitive topic. The about serve. As you mentioned, we are waiting for that post functions. Were going to be bringing it to live as, as soon as it happens. But of course, the pressure isnt just coming because of the timing is that theres also pressure within individual countries as well because people are getting very concerned that their governments are not doing enough to be able to solve this problem. As exactly. And especially here in the eastern part of europe in the Czech Republic, weve seen in the last couple of weeks, some very large protests against the government against the Energy Policies. And what you see is that the issue is really politicized. That right wing groups are coming together with extreme left wing groups here and there in the Czech Republic to go on to the streets of the man, the government, or the Prime Minister to step down. So this issue is, is going to be as snowballing around here of, thats what the people expect in the next coming months, or when the winter kicks in. And the prices are really going to be so high that people are simply cant afford their energy bills anymore. I know of people who had their bills 4 times higher than before, paying up to a 1000 viewers a month only for their gas. So its really a very tough topic here in their, in europe right now. Stuff. Thank you very much. Indeed, were probably gonna be coming back to when we hear that press conference, good to get some reaction, but for no st. Vasa in prague. Thank you very much indeed. Well, lets devin to some of the details that step was talking about those different plans. 15 members of the European Union want gas prices to be kept across the u, but others dont agree including a step mentioned germany and the netherlands. One proposal is to set up a so called corridor of prices for gas imports from suppliers like norway and the us that were the stablish, upper and lower price limits, which would be lower than kong rates. Poland, belgium, italy, and greece. One what theyre calling a dynamic corridor that would apply to all wholesale gas deals, not just those agreed with the main suppliers. Another proposal is a price cap only on gas used for generating electricity. Spain and portugal have been trying that since june. Germany has gone ahead with a subsidy package worth nearly 200000000000. 00 to help businesses and consumers. Well, lets bring an id and salvage. Hes a Senior Research fellow, the Oxford Institute for Energy Studies. Hes joining us from oxford in the united kingdom. Very good to have you with us on al jazeera, im guessing one of the problems is not only to try to get everybody to agree on one plan. But the fact that some countries, as weve just been talking about already have plans in place on making the work and might have to unpack them absolutely robin good to be back. Listen, i, she, this, this thing of a dream or not agreeing is, is kind of very strange because these are, these are european need us try some leaders of europe that important by gas of in it, from the international market. So we imported primarily now outside russia from norway, united states, from west africa, from, from guitar, australia. We are inputting this stat from the world markets. So how on earth, good bunch of bias, consumers suddenly cap prices on other peoples products . Its impossible. Its not going to work and the countries that are gave the cap are doing that for a very good reason. Theyre saying, well, if you put a cap, put our prices, we just wont get the goods. And well have shortages on i right in thinking that if prices are kept, there is a strong possibility that gas suppliers might think. Well, if im not going to be able to get the price, depending on the, on the kind of plan that they go with a, for example, the, you set a price to suppliers and says, this is as much as were going to pay. And that youre gonna have to take it or leave it. There is a risk, isnt it . Of course that business being what it is though, suppliers are going to go elsewhere and say, well, i can get a better price from someone else. Well, well exactly. Weve been extremely lucky actually in the last few months that china has been buying very little liquefied natural gas. Well and g, so it hasnt been that hard to attract the barrel. I think if youll excuse me just for a 2nd, i want to go away. Go to this meeting that this press conference, rather thats being held at the, that meeting of your leaders. Theyve been discussing the continents Energy Crisis. This is charles michelle, who is the president of the european council. Look for july with 44. 00 countries that have been constant sharing the same ambition to Work Together towards prosperity instability maps. This is the 1st time over dinner yesterday evening. It was decided that next meetings have been on target, spain, and the u. K. And this is mission accomplished. We listened to each other, identifying areas of agreement in connection with the challenges we face. We want to understand each other Better Service to converge and complaints. Rationally, on countries with on equal footing is not to institutionalize these events, but to remain frank, suppose that we are as effective as possible. This was demonstration of unity at a time when the european continent and the world in general need this unity with your tension again to listen to the present of ukraine veneers. And he had to your children to address for all of us and to share with us the priorities of your credit, your children for us to we need to read our full support for ukraine, disease and aggression disease. Next, an unacceptable war. And we are determined to mobilize, or placebo tooth in nice, you know, the, to support ukraine. We financial means with military support with you monitoring support. And of course, political support. At the same time, you know that we took decisions in order to strengthen the sanctions against russia because we seem to need to put pressure agenda kremlin. But also the children today, and yesterday, to mention importance to reach out to 3rd countries, you know, to counter the russian narrative. We know that this war decided by russia has huge consequences, not only for the european continent, but also for the word, the fortitude to try and the Energy Crisis. And you know that yall determined to support our partners across the world when it comes to the 42 tribes. But we had also the occasion to do this. The 3rd point i would like to mention, to address the Energy Crisis, energy situation. And each an image and social consequences of this crisis. Why dont you look as usual . Do we double opportunity today . This informal meeting of the with pin council. We had opportunity to discuss the anxious duration fundamental issue. Russia has launched a war against ukrainian. People are fighting courageously for the values which we share and for the their own future in the future, you have been project this. No doubt left russia has weaponized orland gas sag it, sir, launched the missile against turn our continent, so to speak. Now we need to act in the following areas. The indispensable 1st need to reduce the consumption of demand. Initial decisions have been taken at west done by the commission and under the check presidency, we shall seek to reduce consumption. This is one lever which we have, each of us has this lever so that we rise to the challenge together. Secondly, the security of supply for several months now weve worked to ensure that stocks are as full as possible. Thats important before the summer. And we said that we needed to organize public procurement of Energy Supplies and we came back to the subject today. And there is an increasing support for this idea. The idea would be to fill the stocks when that becomes necessary again. And its read that the commission has made proposals on the subject is a 3rd aspect prices. This is a painful impact for families for how cells potentially for companies to and this has mechanic impact today. I want to assert that there is shad determination of your vendors to be mobilized. Our common ambition is to reduce Energy Prices. We want to work with the council and European Union to ensure that we move towards the next your pin council and make progress on the measures which are necessary. So thats what i wanted to share with you. One last point in this position was formalized for loop and counsel a few months ago at the sector general post, it has been vacant since yet, this departure for the tenure civil service. I made a proposal to has glossy, at the current head of the Legal Service is to be the next secretary general colleagues agreed, and this will be formalized next week by current. Thank you. Michelle. I asked the floor to president on the line. Thank you very much. Festival, i would like to thank our host, the Prime Minister, the effect the for the outstanding reception and the warmth with which we have been welcomed here in this fantastic environment. These were 2 very impressive days and we will keep them in best memory for many, many thanks for that to the presidency. We had, of course, yesterday, the European Political Community for the very 1st time. I think the composition was telling. There were 44 countries united discussing the challenge herself today. And it showed how much rushes isolated by now. But it also showed how strong the support for ukraine is. The Prime Minister was present, or is it insulin ski joined us via video conference. And it was an Important Message and signal to show that the European Countries are determined to defend the rule of law, the international right, the charger that we all hold. So do, of course we had today also then the discussion on ukraine and how we can support ukraine as long as it takes. Im very encouraged that we managed yesterday to close the latest rounds of hard biting sanctions against russia in record time. Once again, weve moved fast and we have moved with force. Weve made progress on the Oil Price Cap with our enhance export band. We continue to undermine put his ability to wage war in ukraine. And with our widened import van, we deprive him further of important revenues. This shows put him that the European Union is determined to continue making him pay for his war of aggression. And in parallel, we continued to stand firmly with ukraine, steam, europe, that is the you and the Member States, is ukraines most important support alongside the united states. We are providing by now since the beginning of the war, 19000000000 euros for ukraine. This is without counting military assistance, and this includes that a further 2000000000. 00 euros and Macro Financial assistance will be released in the coming days. Of course, we will not only have to look at the immediate relief with Financial Support, but also at the midterm. The reconstruction supporting ukraine in this endeavor is the purpose of a joint conference that the commission and the g 7 president s. He will hold at the end of this month in berlin. It was very good to hear the other leaders on this very important issue on reconstruction of ukraine. What is already clear is that we will have to identify new financing sources because this is a massive amount that will be needed. And we will have to establish a very structured approach to ensure predictability for the financing, transparency on the how its going to be done, and of course, sustainability of funding for ukraine. Then the 2nd point weve been discussing was energy. Todays 7 months into the war that russia has unleashed against ukraine. We are much better prepared for the winter than it was the case before. Just to give you a figure at the beginning of the war on the overall imported gas, 41 percent was russian gas. Today were down to 7. 5 percent. And that shows so how much we have progressed in diversifying away from russia, getting rid of our dependency on russian fossil fuels and turning towards more reliable supplier. Our storage is our field by 90 percent by now. This is compared to last year. Same time. 15 percent more. So we are in a very good state what that is concerned. And therefore the discussion focused on the question of the high gas prices over all and the high electricity prices. As you know, i have sent a letter to detail out a road map out to approach these topics. So the question of negotiating a corridor for decent prices with our reliable suppliers. Org, for example, looking at how to limit prices in the mark a gaps market overall. And to look at how to limit the influence of gas in the price formation of electricity. All these topics have been discussed with the view that with in the road map, more detailed proposals will come from the commission for the next weeks ahead of us. One thing is very clear as a broad support that next spring at the end of the winter when our storage is, will be depleted. It is of paramount importance that we have a join for. She is a chastened procurement of gas so that we avoid 2 out a bit each other, but that we have a collective bargaining power. And that we put that in place. All these views on the gas market, the electricity prices are so important because we have to keep our Single Market together. And we have to avoid fragmentation. I emphasize once again how crucial that is. And this is an opinion that was widely shared time and again, the Single Market has proven to be our single best asset in times of crisis. Therefore, we need to preserve it is of paramount importance that we have a level Playing Field and that we avoid fragmentation and distortion. On the contrary, we have to make possible that their investments, we have to double down on investments in home grown renewables. Not only for the climate, but also because the transition to the clean energy is the best way to again independence and to have security of energy supply. This is why we will be looking at additional funding to be channeled through re power issue. We need all countries to have the necessary resources to invest in clean energy. Finally, last but not least, a word on the protection of Critical Infrastructure. What happened with north stream one and not stream to is clearly the type of threats. We will have to get used to, but more importantly, be prepared for and as you know, the commission presented to 5 point plan on preparedness on stress testing on response, on International Coordination and on information exchange. Our work starts now. It is very good that we have already legislation in place during the french presidency. It was developed. So we are anticipating now the entry into force of these new rules rules on the resilience of critical entities and cybersecurity, and thus strengthening our Critical Infrastructure. Of course, we will also be reaching out to international partners, 1st and foremost, nato. The resilience of Critical Infrastructure is bound to become a crucial aspect of our e u. Natal cooperation. Thank you very much. I will be ringing you coverage us conference that has been coming from the european Union Leaders meeting in prague where theyve been trying to tackle the continents Energy Crisis as well as the more in ukraine. You heard ursula on the land. Theyre the president of the European Commission before heard charles michelle, president of the european council, both setting out what the agenda had been for the day. You are currently looking at pictures of piazza fiala is the Prime Minister of czechoslovakia, czechoslovakia, who is hosting the conference. I want to bring in, at step vos in to talk to us about this is our co corresponded in the prague step earlier on in the show. You were telling us that the wasnt really an expectation that we were going to get any major result meant any major announcements with regards to, particularly with regards to capping gas prices and so on. Seems that you are dead on the money. It sounds as though theyre just giving up some of whats been happening today, but saying youre gonna have to wait until we hear something tangible out of this. Well, absolutely. As of and the lawyer made this very strong appeal for unity as you heard among the 27 Member States of the you. And now she said there is progress. She called the progress on the discussions about a possible price cap, but she hasnt said any details about where this discussion is at. We know that there is a Strong Division within the e u, the richer nations, germany than alans denmark really opposing such a controlled price, a maximum price for gas. But also the other than on the other hand, the poor nations are really, are hoping that there will be some kind of price mechanism because that countries within that you are struggling in a different way. They have different gas supplies, they have different problems in their domestic market. So thats why its very difficult to come up with a clear solution. And as ursula found elaine was hopefully saying, hope in the next few weeks there might be some kind of resolution on this. But she was also saying the gas reserves are really full, 90 percent of field, and its still this strong unity among all the members to st Financial Support to ukraine. She was talking about 2000000000. 00 euros that will immediately be released and she said, are we make within pay for his prize . But, you know, europe is also paying a high price and we dont know when these Energy Prices are going to come down. So thank you very much indeed diverse and talking to us from prague. I want to go back to our guest audience for robot. Shes a Senior Research fellow at the Oxford Institute for Energy Studies whos been waiting patiently with us during that press conference. I want to come back to the question i was asking you before the in, in a moment. But 1st of all, i just want to ask you about that. The press conference su vondell and theyre saying that so the e u is much more prepared. Now for the coming winter before she said, 41 percent of of imports of gas were coming from russia. Now its down to 7. 4 percent. Thats still not enough. Isnt it . Its trying to delete essentially that remaining 7. 4 percent. That is really proving a sticking problem. Well it, well it is rob, but i think i think shes right in the fact that originally the big yukon across one range as you get there at the moment, often as bridge and an other big big problem was they swinton and i think most people would agree that the best when to we are okay. Now the next step will be as soon as began to spring. And when the storage is empty, upping is going to be, you know, a big problem. What, what, what, where do we go from there . And i think the suggestion was some sort of one of the proposal rosa to negotiate a with a gas supply as a joint gas purchases on behalf of europe. Which, which, which is an interesting proposal. But i think youve only probably applied for some storage, a gas which would be difficult. So yes, for this winter, rob, i think were okay. But absolutely. Are we out of the woods . No. I want to come back to as a say, the question that i was asking you before we went to the press conference, you were talking to us about the possibility or the risk. I suppose that in the event that the, you decided to set i, i not a barrier if youre like a top level barrier in terms of the price it was gonna pay for wholesale gas. That was always the risk that sellers are going to go elsewhere. Because they can get a better price elsewhere. Well, absolutely. Rob with were buying, were buying gas in the international lockets determined by sellers from all over the world of europe is just to buy. So for us to god and tell somebody what price a product their product should be or is, is, is a little bit arrogant. So im not quite sure where these colds. Ready for a price kept coming from that coming obviously from most likely ignorance. And thats why countries like germany hollands of belgium i think are against the plan. The problem is that, you know, the best Energy Policies essentially starts by avoiding a bad energy policy. And this would be bad energy policy. What would happen is that weve, weve actually been able, im glad you asked me the other question. First. Weve been able to sort out our storage and have 90 percent full Storage Capacity now ready for the winter. Because our europe was able to beat up higher prices in each National Markets and divert gas away from asia. We were in the process very lucky because china and chinese economy have been very stagnant due to cupboard and various other reasons that we dont have to go into right now. A. So china hasnt been buying that much, but weve been able to divert all that liquefied natural gas into. Ready and fill up our storage. If we kept those prices from other people that, that gas will go back somewhere else and not to europe. Really good to get your thoughts on this idea. Im sort of, its thank you very much indeed. As always for being with us on august here youre welcome. Ah, well, this years Nobel Peace Prize has been awarded to a jail beller ocean rights activists. The russian rights group, memorial under Ukrainian Center for Civil Liberties. For nearly 30 years, alice bernacki has been campaigning for democracy and human rights in ballard spiked. Now, ill just do this International Solidarity and support. Many things to the community and people supported and best. Obviously it was one of the media organizations. Of course that covered the, the protests that we saw starting in 2020. And bella was, can you talk to us about the state of human rights and democracy and freedoms that exist in bella luce at the moment . Of course, the situation was human rights. All which was difficult and bad, but from august 2020 mentally Graham Dahlan and social and political crisis. Until today monica put him on the situation of the human rights of the worse and worse. And we see that any public for people to exercise their rights, blocked by authorities. So to continue to regress people every month, new Political Prisoners are recognized every month every day. But i thought just embarrassed because of decided then the question and machine natalia aside from taylor to thank you very much indeed for being with us and to 0. Thank you. What were right now is a need for whats called the middle court, or the goes from china through central asia, across the caspian, crosses by john george out black c, and then to west to your armies. To be part of that, this corridor is increasingly important for trade or prosperity in the northern hemisphere. Finally, i think energy is another factor in this, as well. Centuries ago. Arsenic is a naturally occurring toxic substance used as an insecticide. And in some manufacturing process is a large doses. It can be deadly. Rob reynolds visited one California Community dealing with high concentrations of arsenic, where they want at least in their water. When farmer Dennis Hudson pumps water from his well in allens worth california, he knows theres danger lurking. Even though the water looks clean, its contaminated with high amounts of arsenic. The way we feel about the water is it cant be trusted there carcinogens in the water. Arsenic is a carcinogen, it will cause cancer. It, it effect it fixes itself to the fatty tissues in the by the toxic substance leaches into the water supply from underground rock formations. The u. S. Government says the safe level of arsenic is 10 parts per 1000000000. Hudsons well, water has more than 300. 00 parts per 1000000000, and many other wells in the community are similar. Arsenic is colorless in his odorless. You cant see you cant taste it. And in fact, people before we really realize the extent of the arsenic in our water, there are people who visit allens worth and say, wow, this water really taste good. Allens worth is an impoverished town of about 600 people founded by black settlers over 100 years ago. Because people dont trust the safety of their water. Many travel to other towns to buy filtered water for cooking and drinking. Its a problem that extends far beyond this small california farming town across the united states. Its estimated that 2100000 people draw their water from wells contaminated with high levels of arsenic. Scientists from the university of california have set up an experimental filtering project on Dennis Hudsons farm. So the implant groundwater has about 200. 00 parts per 1000000, arsenic. And by the time it reaches the end of achievement training, weve treated this water. Its coming out consistently below 10 parts per 1000000. Similar Filtration Systems have succeeded in countries with high arsenic concentrations like india and bangladesh. This promise is to me, one of the lowest, if not go lowest cost ways, who reliably remove arsenic from gun water at a price that local communities can afford. The researchers hope the equipment can solve arsenic problems in other communities, and Dennis Hudson is praying. It will, what would it mean if you could live with clean water . It would mean the world to this community and to california, it would just mean life and life abundantly clean water in a time of Climate Change and drought, more precious than ever.
