Hearing caught up with the pressures of hosting will australia make the most of squeezing in through the playoffs, or will it be south korea, japan saudi arabia or iran progress for this world cup countdown honor georgina, running out of food and fuel as gangs control the streets the un warms haiti is close to breaking point government appealing for international hell. Will a foreign horse intervene then . Can it restore order . This is insightful. Ah. Hello and welcome to the show. Im sammys. A dan or haiti was seen as a trail blazer is the worlds 1st black lead republic, in 18 o 4, shaking off its french colonizers, but france forced it to pay reparations, and the u. S. Occupied the country for 2 decades. It then endured all to critique rule and more American Military interventions. This painful history has been invoked by many in haiti, who opposed the governments call for a Foreign Force to come and secure the streets where country still reeling from a series of shocks over the past 12 years. They include earthquakes, harlequins, choleric gang violence, and the political vacuum left by the assassination of president jovan illinois. Last year well get to our panelists shortly. But 1st, this report by omar consume sharif. Ah, another day, another road block. Protest has have been out on the streets and haiti since acting Prime Minister audio andre, and the fuel subsidies in september. And its most powerful. Gang has blocked access to its largest fuel terminal. The so called g 9 is wanting, its members will stay there until the Prime Minister resigns petra pumps are closed while banks and supermarkets have cut their ards. I got them by the way, we can sell anything. Theres no gas. We can sell to the motorcycle drivers and taxi drivers because they can front gas to work and they are my customers. The government has appeal for an International Force to combat the gangs, and we still order a call echoed by the un secretary general and the United States that we live in a absolutely dramatic situation. We have the arbor blocks by the gangs not allowing full and other who needed the materials to move or we have because of that, no full in the city. Every, no full that is in the water. But rush and china who both wheeled veto power, have voice reservations, and within haiti, any extern force is a reminder of multiple American Military interventions, including the ouster of preston shaw Bertrand Aristide in 2004. No, no, no, no, no, to the canadians, no, to the americans, your monsters, you dont have solutions, your chaos, youre behind against the reservation of crime. Youre given arms for brothers. And those were in under privileged neighborhoods. Haiti is also grappling with the resurgence of cholera. Dozens have died and only outbreak that followed the quake in 2010 kill thousands of people. We receive around 40 patients every day since the beginning of the colors are resurgence. And in total we might have received 200. 00 patients. With the fuel crisis has force hospitals to limit services and clean water is hard to find. The u. M. Secretary general is wanting of a nightmarish situation. But he has to contend with a long history of failed international efforts. Thats left many here, very of external intervention. Who may consume sharif al jazeera ah, or lets bring in our guests into the show we have in miami, lauren la maud. He was Prime Minister of haiti between 2000 and 12 am 2014. In puerto prince, we have joseph arrow, pierre. Hes an academic and consultant on latin america and haiti, and in new york, daniel foot, a former american diplomat and former us special envoy to haiti, a warm welcome to or if i could start with mr. Laural, soap, what sort of challenges . First of all, to put this all into context, what kind of challenges do people in haiti now face on a regular basis just to get through the day the, the immediate job security challenge for the security situation is dire. We are experiencing sort of a urban guerrilla warfare happening with the gangs just taking over control of the capital. 75 percent of the capital is controlled by gang, and many 8 main warlords are, are the ones creating chaos and have a canadian today the police is very weak under equipped, understaffed, and not very motivated. And basically the situation is that the, that the gangs are ruling the field, theyre calling the shots, hospitals are closed, are closing. Its very difficult to get fuel across. And then the fuel that does get is being sold out, you know, between 25. 00 to 35. 00 us for a gallup. This is creating a perfect storm and, and on top of that, the president joe, who was booley assassinated last year. There is still no answers about his assassination, and we still dont know who finance and who was behind. Yes, estimation laura, hoof arms and funds these gang. I think its a multiple stream of funding. One of it is, is simply kidnappings. Haiti has experience over 1500 kidnappings, in the past 18 months, approximately. And, and basically this activity has got them over 31000000. 00 to the gang at simply an average of 20. 00 per in some per victim. But if you calculated that, that makes you 31000000. 00 and in the country like hes 31000000. 00, is a huge sum. So thats, thats certainly one they have, you know, funders outside of the city, they have funders also in haiti. And interesting enough, there was a church that was involved also in weapons smuggling and that some of the head up that church are currently in the church. Right. And on top of that, you have a few contraband that that begins are doing. That is, you know, earning them a whole lot of revenue. But you have, you have a host of different revenues, genes. And this is why its important to have to support the police within an International Task force and International End bagging for it to come in. And rescue, and i would say liberated the people from the, from the to all right, lets bring in daniel foot. Theres been a lot of focus on the issue of gangs in haiti. International diplomacy is focused on it. The media is focused on it, is it though, the cause of the problems or one of the symptoms of the problems of haiti . At this point, i would say the gangs are one of the symptoms, but there its become that chief key to the gang spun out of the recent government in haiti. Theyve been around since the days of air stayed in late age, early ninetys. But in the past 5 or 6 years, they were politicized by the palace under president ways. And so they operated with much more impunity and no oversight and the police, when they went to cold operate against the gangs, the gang infiltration, the Police Always told the gangs that they were coming to. So sounds like youre saying, railey week governance corruption. These are some of the, the root causes of the, the problems in hate. Thats the cause. It comes from or government and i posit from international meddling throughout the years at this point, after the assassination by press release, the International Community anointed dr arial unreal defect, or Prime Minister. The current protest going on the streets in haiti are because dr. Ariel, id really raise your subsidies and is illegitimate, and i fear that an intervention and International Intervention that seen by the haitian people is backing this dictator, arial and re who is not negotiated with the opposition there. And if thats the case, the International Force may be conflict with the very people that its being sent. Were going to get into the question of International Intervention, but before we get there, i want to bring in joseph out pierre into the discussion and asked this question. You, you can see, saw, these gang members position themselves more as politicians, to what degree do they have any public support as, as daniel was, was pointing out as the all thought the legitimacy of authority. Crumbles. In the eyes of many haitians, are they looking to other forms of Authority Like some of these gangs . I dont think that the nation people are considering are the gangs members, are the leaders of your city . Are some gang members have some, some fraud in the population, especially where they are based, i think, as or we have no stadium, the gallantry and those gangs. Members, again, lets say food out of stock school, go to that community. As a result, they have some support for them, but most important ease are. Its amazingly we do these agreement with her on this statement of law. Mr. Im old. Oh, who are the finance defenders of the gang . The funders of the you, most of the additions and the stop since 2010, mostly. And this is elaine to mostly to elections. These are what additions who funded the gangs. And now we have some people and also from the private sector who will support the mostly as well for collection. And its clear that the against is the result of the non existence of haitian state because we dont have not what we call leader. We dont have no glass, no that no elite in the country. And the only way to and its clean that again doesnt do not have a huge support funding population, but most importantly, how to get out of them. How cool a. So the only problem as far as im concerned, the only way right now too. So now the insecurity pull them in haiti is in done afraid of engine. Wow. Because and hating that, the policy does not how they wanted to go. Excuse me, they havent been thinking about, they do not how they find info means. And we dont have any political will in, i know from the government and the end of the form that the position so, and deem that i cannot come in. If you do not have the one they have been thinking about. And defining means. Thats why i think the ends of it is not just just to set out the insecurity problem. Daniel wants to come in, lets give daniel chance here to get involved in this. So the idea that really into International Convention is the only hope and only solution daniel, right or wrong. I dont believe thats the case. What happens after the international and intervention when the gangs are taking care of rules haiti, then, are you ready . What do we do . I dont disagree that theres been no political world. There has been a huge, Huge Movement over the past almost 2 years and have to be Civil Society in opposition. Political parties to come up with a new dynamics or haiti and they did that. But because the United States backs and requires arial unread to be part of any agreement move forward, that has been the only obstacle to a political consensus, and it has unraveled over the past 6. Why is that, daniel . Hes there guy. He was anointed by them in a bizarre press release, and theyd have to admit that they were wrong, and i think theyre afraid of the unknown. The u. S. Has completely ignored since i resigned a year ago, and now it wants to send an International Course with no real goal. And without understanding in the right theres a lot to unpack there. Let me bring back in law into the discussion. Would it be a sensible idea to send in an International Intervention force before there is a government that has some legitimacy in the eyes of the haitians. The Current Administration in the Prime Minister, he wasnt elected. Hes delay the elections, he disbanded. The Electoral Council arent a lot of haitians going to see his coal for an International Force to come into the country that invitation itself not to be legitimate. Well, this is, this is the situation right now. And thats why its a very complicated situation because because their current Prime Minister is not legitimate and he was basically extended his men, they demanded that he had well, basically where it was pretty clear and he had 4 months to do it. And right now were 15 so, so that company gave the situation even more. So the magic one of sending an International Insight getting for it isnt alone is not going to solve the problem is going to have to be long term approached. Certainly, humanity and a package you know, to ask, just to ask when the meet with the media social crisis, thats going to unfold from this on the side of an International Force. Does it go in that way . Does it, and whats the scope . Is it simply to disarm the gangs, or does it turn into really administering and running haiti . The number one priority will be to disarm the gang and to bring back security because without security, nothing else works. People i cannot get out of there. How people cannot work. Can i call part is leaving is leaving after workers because they cannot open, there is no fuel in the country, so no country is granted to help. So everything is stopped. So the number one priority is going to be to restore security and to, to allow people to get back to their lives. Now, parallel to this, you need to fix the political situation through election. Once the security is restored, because this government is a provisional government out there and it hasnt really done much to, to organize elections as you mentioned before. So the country is, is, is basically ada at a standstill politically as well as socially. So, you know, its not an easy situation to start, but let me start and security. You said somebody interesting things that you know, the countries at a standstill, politically and socially. Joseph all pierre, the 2021. For example, transparency corruption, index puts haiti. What surprises a 100 and 64th physician out of 180. 00 countries, so you know, towards the bottom. So we talk about an Intervention Force going in to try and reboot the country politically and socially. Thats a very big challenge, right . Youre talking about restarting half most the parlance empty, isnt it . Theres got to be elections. Youve got to reform the dissolved Electoral Council when you got the problem of corruption. This is not a quick fix solution. The idea that Foreign Forces go in sorted out and theyll be out soon. But i think im going to follow the main goal and what no baby in security. So we need the time of insurance. We have our boat, we can not have these mission. Who did they . How govern . Who did they hand out to . Who did they hand power to joseph, who they were know once they, once they, once theyve disarm the gangs, whod, who does the international 4th hand power to do . They hand it back to all, do they just go there to support ariel on re all . Who did they hand power over to . Whos empowered, but i think what, what they will do, what we cannot do it with the current government, what they will do all we need for one of the government. So hang on. If they dont remove the current government, theyre not going to be very popular in the eyes of many haitians, right . Theyre going to be as here comes the evil foreigners, once again, improper dictator is not how most patients are going to see this. Not hes not able to predict government because government is not on what it is in the hands of the community when i think we need your government, which cant or yes, we can guide the engine because we the government, we had a failure. We had in 2004. So we need a new government for i think the government will not trust what they need to solve the problem. And then it will have to be on the street. We expense on the, the national community. All right, let me bring in daniel food, if i could, because that will probably take some time in the meantime, daniel does such a force enter into conflict as soon as it hits the ground. Its got to the purpose of the worse, right . 8, and im concerned that the best buy knows the Haitian Security guys and the international camp, sir. Oh, good intelligence gang. So theyre going to be faced with trying to differentiate them from protesting haitians just looking for a boys to be heard for a better life. And i think were seeing the whole problem with intervention in this conversation. Kind made mention of it, an intervention to speak. Security is not a magic pill because at the end of the day, nobody thought of what are we going to do afterwards, just like in iraq, or if we can send these guys in and kill a bunch asians, and clear the streets and restore security. But then watch, so if youre going to send in the national floors, youd better think about that than what after that forces on the ground. So i can bring back in laura go ahead joseph. They want these now i think after solving him think really all that we need Industrial Committee to give you a haitian government these. What i think because the government its not going to appear magical, you know, where and every time the venture be when the internet pose the wrong leaders. Daniel, finish the full daniel, then well come back to you very briefly, joseph, but very briefly, guys. Go ahead. Daniel, each time the International Community comes in and, and solve this new magical government for you. It doesnt work. And i get cool. And we wind up where we are now. Entry is a 1000 times worse than it was the last day. All right, very briefly. This is i want to give laurel a chance, very briefly, joseph, come back on that. But im not so busy. Mean, i dont think so, because if we, why now we have, lets say in, you know, when the government between the month on our goal and the government and those people will guide the mission to fund the in between you guys and let so all right, we can keep going of this, i want to give laura a chance to come in here. Not at the beginning. You said, you supported the idea of a foreign intervention. There is a question there. How much confidence do you have in the design of the interest of some of the International Powers that are talking about intervening, that they are actually interested in some of the Bigger Picture things you were mentioning . Because at the end of the day, were talking about International Community or, or powers in the International Community that have been criticized for looking the other way while arial entry dismissed. A chief prosecutor in september after the prosecutor sought to charge him in connection with the assassination of jovan envoys replaced the countries. Justice minister dissolve the council organizing elections. Do you really have a lot of confidence that a Foreign Force is going to be really concerned with restoring all of these issues . Well, thats why its important not to repeat the mistakes of the past. Haiti has been a senior share of International Intervention of Multinational Forces of un forces several forms of un forces. And thats why this time around, its important to get it right and haiti for security wise. Ive never been at such a situation. I mean, for the past few years, he has worked actively at this army, this equip thing and equip thing, the police and, and the gangs have been, you know, i mean themselves. And as i said, bought a brand city and hate, in general, as the highest per capita kidnapping ratio in the world. So this is a perfect storm and you know, where do you start . Where you start member one by restoring some sense of security for people to go about, you know, their lives. So thats, thats the number one step, right . Thats the number one step. So now, politically, politically, your current government thats there. We all know that its, its a legitimate government and cannot and doesnt how i would see a lot of that. You know, its too much future. Right . Right, right, for sure. So, and thats why, thats why all of this has to go live to giving the people a voice. Why the security is the story. Then the people should have their course to elect their leader or, i mean, i should not be less. And on that point, thats our homes. If i was giving people the voice to elect their own leader, gentlemen, this could go on for a lot longer. Its been a really good discussion time as far as that we didnt have enough time. I dont think to get into everything we would want to, but theres always tomorrow. For now, lets thank our guest very much, not on the mot.
