Is it OK for dogs to be off-lease if “under the direct and continuous control of the owner or a competent person,” or should they always be on a leash?
That was the question the Town’s services committee asked Nanton’s council to answer at its May 3 meeting before a legal review of the draft animal ownership bylaw occurs.
