Surat, Gujarat: In a major embarrassment for the civic authorities in Gujarat's Surat, at least three persons have received Covid-19 inoculation certificates without getting the actual vaccine dose.
According to the news agency PTI, a senior civic official played down the incident saying that it was a "technical glitch" and they were trying to fix it.
