It's near the end of her fifth week in the job, and if new Napier City Council chief executive Dr Stephanie Rotarangi has any views on her council's past performances, or performers, she isn't giving
anything away.
That is, other than to say that among the challenges is that facing most city and district councils across the country, the consequences of not keeping up with investment in a range of infrastructure that in Napier dates back at least to when the council was established, as a borough council in 1874.
