THERE ARE new faces filling Downtown Lowell stores and streets as newly arrived migrant families to the Inn & Conference Center are exploring their new city. Even as the initial fervor over the migrants’ arrival has settled down, it looks like at least one candidate may make migrants and migrations a campaign issue.
