Teacher Kevin Kirkland could have gotten more jail time had Redlands Unified reported student complaints, attorney says

Two students claim to have told Redlands High administrators of being fondled and sexually harassed by former special-education teacher Kevin Kirkland, but an attorney says the allegations were never reported to police.
