Talking Through Disasters: The Federal Role in Emergency Communications

Creating the kind of emergency communication systems needed torespond to national disasters will include (1) adhering to policiesthat promote effective public-private sharing of the emergencymanagement electromagnetic spectrum, (2) creating a nationalcapability to deploy a wide-area emergency managementcommunications network for catastrophic disasters, and (3)establishing coherent national leadership for emergency responsecommunications.
