Councillor Colin Pickthall raised the controversial idea at Ulverston Town Council's meeting on Monday.
He said it was 'not to debate the pros and cons of cleaner air and business impacts', but to ask council members if they could agree to writing a letter to Cumbria County Council to ask them to conduct a survey on the issue.
He said it was important to see a council representative addressing the people of the town on the issue and give residents the chance to offer their opinions.
Conclusion could then be drawn from the consultation, Cllr Pickthall said.
He admitted to the meeting the issue 'had been raised umpteen times before' but believed that the public were raising this for a reason.
