He said introducing a law like Australia's was not something the government considered.
"[Australia] passed their law in 2016. It's not something that the [New Zealand] government then thought that they should also do and this government doesn't think it should do either.
"And I think it potentially sets up a very ugly, brutal race between countries to strip citizenship of people they just don't want. That is not in keeping, I think, with our international obligations and our obligations as a country that wants to be a good nation-state citizen."
Middle East scholar and economist Karam Shaar was also against bringing in laws to revoke citizenships, saying international governments had a responsibility in the current situation in Syria.
