As you know, sean had his life taken from him from him by a valejo Police Officer in 2020. He not only touched the lives of district 9 residents in the burnle height communities but entire bay area. Our office has been working with seans incredible sisters who have okayeder tirelessly to honor seans memory. This street naming is located where seans family grew up and where his family still resides today. Empowering young people to learn about social justice and leadings. The passing of this item will help the Community Heal for black and brown youth for who sean was a mentor. Good afternoon, ashley, its nice seeing you. Thank you for allowing us to make this presentation. Since 2020 of losing sean on june 2, our family has found so much purpose in our pain and how they continue seans wleg see, sean being a son of San Francisco and how do we implement his life and legacy is here in the city and not a reminding of his tragic life. I want to present what it means to our community. So next slide. Who is sean . Sean was a valiant Community Member and a beloved son of San Francisco through his lived experiences he prioritizes his active involvement within his community and ment order other atrisk youth in San Francisco. His friends and colleagues are at horizon a Youth Organization where sean worked described him as a natural born leader. In this picture, you can see who sean was in his early time in San Francisco. Sean was a youth that really believed in taking advantage of all the resource thats our city provides to young people. So through the work ashley and i have done, its about who this was. What are the things that he was able to do. And many of the dis en franchised people dont have access to the nature and the woods and he was one of the Planning Committee members and taking kids from San Francisco in the bay view daift to i believe it was big basin, so giving them an opportunity to give them an opportunity outside of our concrete jungle close to four years there is been a widespread of art, more recently we have a permanent mural is that basically honoring the life and legacy of sean but also a place where folks and community can gather and spark conversations about who sean was but also what happened to him and how a Large Population in our youth can see themselves as sean. Sean was a labor and youth worker. A lot of community can also see themselves in sean. We also have had a Community Quilt made by mission practices on 20 4 th and street that a bunch of folks from around the city have contributed to a piece of this quilt. On the bottom line we have the library, where we have the little tree houses where folks come and drop off cat ral social justice radical. Sean was also a artist so we showcase all of the art that sean had created during his short life span and even having a billboard in Campaign Calling for justice for our brother. And these are some of the other art installation that weve had over the last three years. And what you can see at the bottom left corner is where were hoping that the commemorative plaque right in front of the fire station and across the street, Elementary School where we grew up but where the knowledge of library rest. So the kids often see ashley and i, they say, you guys are the sisters, my dad takes me to pick up books. Knowing that people are getting inspired by his story. What happens if you lose your life the way sean did. Its gauging but also sad its about human eyesing who sean was and ensuring that the young people know the story and spark conversation about what safety means to us. We only have 30 seconds. So from block parties to shifting policies, the commemorative street naming will be a beacon of honor for sean. So with that, thank you for the time, thank you for hearing us. Sean was more than a San Francisco son, he was part of the fabric that makes the city great. He contributed to the city in so many different ways. He left a long legacy of Community Leadership and stewart ship and his love for art. And this will be another way of lifting that up for him in his name this. Honor belongs to him and so many others that have had an impact in San Francisco which makes this city so culturally rich. Im so excited to gather in that corner in his honor. It will be my personal alter where i can go and reminisce with my time with him. Im grateful this is happening for him. Thank you, nancy good to see you. Speaker its hard for me to realize that sean was taken when the youths should not be introduced to this but should have been prevented from the start. Im so glad to see this family continuously fighting for something that should have never needed to be fought. Im so glad to see this family fight the fight, this is why we need the renaming done. To allow recognition not only for Sean Monterosa but for the rest that were taken from our communities and families. Because of damage and pain is a hole too big for anyone to refill. To show this family you heard what they asked for and fulfill it, show what you can do for them. Speaker good afternoon, Carlos Molina with brown issues. Often times its taught of that adults should raise children right, and thats normally how it goes. But what the history has shown, many times the youth raise the consciousness of adults and thats the one thing sean was aiming to do. You know, sean was only 22 years old, if he died of cancer, many of us in this room would say he had his whole life ahead of him. And the reality is, he did die of cancer, a social cancer who are trigger happy and take the lives of our community in our community. My mom tells me, no matter how old i get, she sees me as baby. I even believe her when she says im her angel despite all the mistakes ive made. Im sure seans parents see him like that and this block where he was raids, unfortunately they will never see him again. And when tragedy strikes, we often asked, who cares. But not in a rhetorical but in a serious question. Who cares. I hope today for the family, for the community, San Francisco can show it cares. Today we cant bring sean back in physical form but what we can do is support the monterosa family in the renaming of this street, it should be respected and honored and im in strong support of this. Dedicating this infrastructure to public use for street and roadway purposes as applicant accepting the Public Infrastructure for liability purposes subject to certain limitations within street grades. Amending ordinance number 1061 acceptance various action improvements. Amending the public works to assign responsibility for sidewalk maintenance and liability from the ports of San Francisco to its long term leases in the port 70 special use districts. As defined in connection with the ordinance. Agenda item number 3 is revokable to maintain encroachments to the public rightofway and a Historic Building frame structure. Del gaigt authority to the public works director in consultation to assign responsibility for sidewalk maintenance to various entities. Granting revokable permit to llc to maintain an excess conduit in the public right away and to authorize the director of public works to enter in associated permits that do not increase that are necessary to effectuate the purposes and resolution both agenda numbers items 2 and 3 accept ~ mouthful thank you very much mr. Clerk. We now, i will turn it over to cathal and we also have missy marfrom the port who will present. Good afternoon, madam chair, i do have a presentation if you can show it on the tv please. Again my name is cahen with department of public works infrastructure works group. And im here with various members of the port staff as well. So yes, were here to of Mission Bay Area but more specifically for today were talking about this 35site acre which has the ability to up 3000 residential units along with the various commercial and open spaces as well as Light Industrial use. The 35 acre site, into various phases. And the fourth phase is phase 1 to the north, illinois to the east, sorry to the west, 22 to the south and maryland to the east. The construction on the site started, sorry. Later on that year, they conditioned the construction with the installation of all the required infrastructure which the inspection was overseen by public work stuff and cooperation with port. And to have successful required all the works. Those that was infrastructure include new streets, new sidewalks, new curves, utilities such as sewer water line and street lights and Traffic Signals and entries across as well. As was mentioning at the beginning, they were not to assume the of Department Improvement to declare phase 1, public right away open space for the public streets and roadway use, to establish the streets with grades and also a delegation of small portion of sidewalk which is needed of building of e2 and the future construction of their foundation. That is approximately 1 foot segment of sidewalk but the remainer is ada compliant. The second portion and that being brought forward today is in relation to the resolution which as was mentioned is a math encroachment but inter environmental and which talks about a mount encroachment. So as part of the environmental port, will be maintaining various elements which are not standard these include various benches, there is a very significant building frame and buildings cobble stones and i have a few slides showing what they are. This is the example of frame. Here on the side, the building around 218 and throughout the course of construction, this frame was tripped back to its original elemented and on the future on 22 street would look like. Again, these are pavers on maryland street along the cobble stone looking towards illinois. Some of the bike racks as well which is specific to the pier. And the final element will be some interruptive signs. Along with direction in the site. As i mentioned, other element is master encroachment element. Various communications unfortunately, they Third Party Firms have not completed all the contracts to the point where we are right now. Will terminate. Just to summarize port file 240087 is to accept infrastructure of these improvements. The clarity open right away and offering the delegation and requesting delegation to the board to the public work director for a small segment. And then the resolution would be to approve the en approachment as described earlier between the area wide ieap. Joined by various port staff and members of the partners. Clerk ordinance amending the ordinance special use district that tobacco paraphernalia and to establish that after 18 months of non use a legal non conforming tobacco establishment in the special use districts will be deemed a manned ond, accept as a new tobacco establishment a. Firming the Planning Department sect determination with a general plan private code section and making findings of necessity convenience and welfare. Okay, thank you mr. Clerk. Iblz vice chair, okay, please vice chair preston, go ahead. Thank you, chair melgar and thank you for calendaring this critical item for the tenderloin. Of tobacco paraphernalia. And we submitted to partnering and before us is one such solution, predicated on legislation past over decade ago and that from all accounts appears to have been affective in the neighborhood commercial district to the, to the north. The ordinance here seeks to limit tpes in the north of market special use by clarifying the definition Going Forward rather than a percentage or lien yor foot threshold, the presence of any tobacco tara paraphernalia and this matches for the tpeas in other areas. When this item came before the Planning Commission earlier this month, planning staff made a number of suggested modifications and the Commission Members made additional suggestions and in since the staff report was published we received a number of letters and heard in support of the commission recommendation. So i would like to propose to a dop detailed amendment on this. But they are first to make tpe establishment not permitted in the north market special use district to be clear. This would be for new tpe establishment. The second is to expand the north market to also apply to the lower polk street. Third is to apply the same quarter mile that polk street also possesses. And the fourth is to shorten the proposed ordinance 18 month abandonment period for non conforming ppes in the special use list. District. And just on that one, we worked with planning staff to look at shorter abandonment which is more standard. And this is an abandon to reopen tpe. We looked at other districts and other controls for shorter abandonment periods. A period that is currently operating for Liquor Stores in the advisedero corridor. So the north market and lower pole being scd, we want to reduce the abandonment period to 180 days. So those are reflected in the amendments that weve circulated. I do in closing want to thank the organizations and advocates in the tenderloin and lower pole being in particular i would like to thank central city sro robinson of the tlcbd and also i want to acknowledge that were in receipt of a letter dated march 18th from the sro collaborative, lower pole being neighbors, local 2, la vos latina and uc law also supporting these amendments. And also want to thank staff maloney for her time and dedication and also meeting for the Community Members to better understand the concerns and make sure this ordinance was strong as it can be. I appreciate all the collaboration from kyle and now lee and also the Planning Commissioners who worked with us who listened to our concerns, we level support it, you have it in front of you, we support the amendments and looking forward to working more closely and looking to see how we can keep tenderloin safe even in the 9th. This is on behalf of the Tenderloin Community we urge you to support all the Planning Departments recommendation sxz modifications as outlined in that letter to the board of supervisors, a proposed ordinance to extend the special definition of tpe and that allies to pole being street and cd and hate street and cds. Is would like to state, at night it becomes a war zone. We dont believe that businesses like this is helping our community by posing more of a problem to the Public Safety as well as the neighbors there. Were looking to do something more. Im speaking in my personal Merchant Organization today to support the legislation you have before you and it is an effort that we appreciate the invitation for merchants to be at the table for and in my other capacity we look forward to seeing this at the other capacity as well. To give you a little context, the Grocers Association and the original Tenderloin Merchants Association with historical parts of what we now have as the Business Alliance and its a trade association that incompasses a lot of license businesses including those under tobacco and tobacco paraphernalia permits. While weve seen past legislation address these issues with the licenses in a paoun la tiff way and now we see the results of those prohibitions and bans in black market and illegal store approach, we see this as a being a compliance one and trying to work with all the stakeholders together to get to a safer environment and we look forward to participating around merchant effort to support this. The over saturation and the policy reasons for this ordinance. Staff for working with us, the planning report is a good job and it articulates the need and the recommendations. Senior citizens, families, people in wheelchairs, people in walkers, we cannot get through our streets any longer because our streets are being blocked. These stores need to be closed by 10 00 or shut down. Theyre creating a dangerous situation for all of us. Drug dealers congregate. The residents are not out buying chips and soda pops at 3 00 oclock in the morning. There is no reason that these stores are being open that late and theyre popping up like daisies within a matter of weeks, there is three on one block. It confuses my brain who is overseeing this. And its very dangerous especially when they open early in the afternoon, you know, kids coming out of school. They see, you know people doing stuff in front of the stores. And i see a lot of people going back and forth. I would like to see families have better access to some Grocery Stores where they can get fresh vegetable and fresh stuff. And i also want to assure folks that while this addresses the zoning issue around new tpe establishment or existing ones that abandoned their use with a shortened and now shortened abandonment period that were also well aware and appreciate the out reach around particular locationers that are extremely problematic in the late night hours. And i want to ensure folks that were in consultation with the City Attorneys Office that is working addressing what is essentially a nuisance being maintained outside of these businesses. While thats beyond the scope directly of this ordinance, i just wanted to note that because its a very serious issue in the Early Morning hours that some of the commenters spoke to. Fourth create regulations for Music Entertainment venues and nonprofit theaters. 5th allow limited corner use thats are not formula retail. 6th, amend section 311 to remove neighborhood requirement for changes of use mix use districts and to require neighborhood notice for changes of use in residential districts. 7th, expand business types that qualify for the Planning DepartmentPriority Review Program and establish that the program will not apply in special use districts. 8 clarify that multiple allowable uses and specified in cds. 111 restaurant sub district. 12, modify requirement for lited uses sud. Sxl 14th, ex sem approximately eligible project from all impact fees with exception of inclusion and affirming appropriate findings throughout the ordinance. Thank you very much, mr. Clerk. We have kerry from the office of Small Business along with director katie on stand by. Before you start your presentation, president peskin wanted make a couple of remarks. You will recall that we wrestled with this piece of legislation some four months ago and duplicated the file and i want to thank and acknowledge the office of Small Business and katie tang for working closely with me and the Planning Department on this duplicated file. And we are very nearly in total agreement about this file. And many changes were made for example, i think there were some 20 plus suggestions to an earlier version of this file, the vas majority of which were accepted and put forward by the office of Small Business and we talked through the changes closely. So thank you to katie for that. Of the handful of changes that remained, ive dropped most of those and there is only a couple of minor changes that are before you where we are still a part. And i wanted to make a pitch for those 231 subsection, these amendments ensure that permitted uses and use sizes conform to the use limitation thats are set out in the nearest neighborhood commercial district or special use district if that neighborhood commercial district is within a half a mile. And the timing of this is pretty important cause we just took that up in supervisor prestons item around tobacco paraphernalia and ncds and fuds have created certain uses in order to response to the over saturation of the business type and protected balance of services and without these amendments, some use thats are not permitted in particular ncd would have located in an ncd which is why this half mile provision has always existed which would be taken out by this legislation. I think thats the only place where we disagree. So i would like to make a case for keeping the old language. I know that, there is been an argument that this is difficult for the Planning Department to apply but its spread, there are provisions like this throughout the code, as a as a matter of fact the quarter mile is an example of that. There is other example, submission alcoholic beverage since 1987 is another perfect example. And thed bottom line is if youre creating acorner district, it makes more sense for to you consider yourself part of that ncd as far as the regulation of commercial uses is concerned. So, but other than that, we are in total agreement and thats my pitch for the one place where we remain apart. Okay, go ahead. Thank you. I have a power point, i dont know. Today ill be reviewing amendment to file 331221 there is a duplicate file of the allowable restaurant and retail legislation which became law last december. First, just a quick review of the goals of the original ordinance, aimed to reduce the experience when trying to open or expand to a new space. Allow more business to see open without going through the much long conditional use permit reducing the ability for appeals to cause even longer delays and allow more business type to provide more options in filling vacant commercial vacant spaces. The amendment before you today, reflect the feedback we heard from this committee and we ask that you move these amendments forward. The first set of amendment address non fon forming uses and limited commercial uses. Nrudlcus and lccus will be able to extend hours of operation to 12 p. M. With a conditional use authorization. And rto district. Formula in lccus would not be permitted in our districts. This file would also amend our direct activities common areas. Outdoor activities would only be permitted at the front of lcus and lccus. Next up, this file would amend northbeach commercial districts would require a conditional use authorization on the ground floor. This came at the request of the committee and there are two amendments that we are making based on community feedback. First, night Time Entertainment continually permitted on the second floor and not permitted on the third floor above. And next Health Services would be prohibited on the ground floor of properties with frontages on california street, pole being street and hide street and this ads hide street to footnote 3 and 12. Last week when dr. Tang presented, she reviewed some amendments for change of use projects that language has been removed and no longer a part of this proposal. And with that, we would be happy to answer any questions. Thank you. So i do have a question based on the comments by president peskin. How does this interact with prop h . Good afternoon Committee Members, for the most part where ever were loosening the controls around zoning its consistent with h. I know member peskin spoke about the amendments and thats the only reason were in disagreement here. Okay, thank you. I will add as a legal matter were completely within our rights. Yes. Speaker good afternoon, supervisors christian cbd and im going to stay in my lane and comment on what applies to the Community District in my role which is changes to the pole being street in cd. And i would like to direct director tang and stakeholders including supervisor peskin for working with the community on these, what i believe are very important amendments. You know, lower pole pole polk and it is a barrier. And i confidently believe that the Entertainment Commission can regulate entertainment in a very good manner. And removing this is why its pragmatic and it will be a vibrancy driver for lower polk. And i urge your support for this amendment. As for high street and services. There is two block that is an absolute gem on hide street california and bush or bush or pine. Its active, its got restaurants, its got retail, its got, its got florist, its just a wonderful block. We need to keep that active. And i believe that is another important amendment. And i appreciate all the stakeholders that worked with us to move these amendments and i ask that you support them and the ordinance. So thank you so much. Thank you for sharing your comments. So i would like to say, thank you so much for all the work that the department has put into this and thank you president peskin for your engagement and your offices work on it. You know, i would really like to understand what the impact is of, if you would come back please director. You know area of disagreement on reestablishing the controls. I particularly want to know how it impacts the west side. I was a strong supporter of prop h for a reason before i became a member of the board of supervisors, i worked at the Mission Economic agency with Small Businesses, Corner Stores are almost exclusively the per view of small immigrant, you know, entrepreneurs. And you know, what i had need today do in supporting prop h is to be more flexible because people dont understand these complex rules and i wanted to make it easier not more difficult but i dont know really what the full scope is. Like you know, i have not memorized every ncdsud in the city, so if i can just get clarification on that. If its just like you know, a small number of possibilities you know, attached to a tobacco sud, i can i can live with that, but if its bigger, im not sure, if thats okay. If we can get clarification. Thank you, chair melgar, staff, so ill first comment on the change to the use controls and basing that off the nearest ncd or sud within a half mile. I want to take a step back that through prop h, the use controls for the limited corner will be based off the nc1 Zoning District and that is more permissive than what would be in a number of the named ncds. I also do not have all of those controls memorized. But really the approach has been that named ncds have been created when especially the neighborhood want to see or not see specific uses within the district. So it was a departure from nc1 and that resulted, in front of me i see castro street as two examples of named specific ncds. So the proposed amendment would be more restrictive in terms of what uses to be allowed and on top of that prior to prop h, the use controls or the uses allowed for lccus will be on the ncs within a quarter mile, this reverses the use controls implemented under prop h and expand the radius through which were looking at the nearest suds. Both of those, things . Yeah. So that is kind of a general description of the changes or proposed amendments to the use controls. Again i dont have these memorized so i would have to give a full comparison to all the districts but i hope that clarifies enough for all the proposed uses. In terms of the proposed amendments to the use sizes, i took a look at planning code section 121. 2, i may be off a code section and 121. 4 and all of the use size maximum lists there are greater than the 1200 square foot cap that is included as kind of the, the medium between the two proposals. So i am not aware of any ncd or sud that within results in a use size cap less than the 1200. So commission did note that this change seemed to result in the same use size of what is already in the cold and felt it would be confusing to include this. Again, im not aware of any suds that are less but if there is a special use district, it would be very rare to have maximum use capsize less than the 1200 under code today. So let me ask you a specifically question to the west side because we just created, you know, you know, an opportunity for corner lots to dense fie and create that ground floor retail that is so missing in so many blocks in the sunset and district 7. So would this amendment apply to that in terms of making it more restrictive as to the uses that could be allowed on the ground floor of those potential projects . Yes. The proposed amendments would make it restrictive for what uses would be allowed. And again this is looking at corner buildings and residential districts if the corner building is within another commercial district than those controls would already apply. Okay, thank you. Ms. Flores. So i, i just have to say im not crazy about that. Because you know, we, we did that on purpose to try to create amenities in neighborhood that dont have them. And i realize that there are existing muds that the communities have fought hard for, i need to wrap my head around this a little bit. Just seems counter to something that we already recently done. But with that, ill go to supervisor preston and you can respond. Thank you, chair melgar. I was curious on the one half mile and the sinking of a half mile versus something for limited . This is, id be happy to do a quarter mile through the chair but im looking at the previous language, i think the previous language said one mile. Im just looking at the strike out, 23020 feet which is a quaert of a mile would be consistent with what we just did in tpe and also at base, at a high level, i think the city is grappling with two very Different Things that are running counter to each other. Which is and this is why i sided the tobacco paraphernalia and this is why i sited the mission alcoholic beverage sud. Because if you look at the fundamental differences between nc1 and what happens in commercial districts, the fundamental difference is alcohol. Which is permitted in nc1 and capped in ncs. And so, one part of the city is trying to make things more per miss sif. And the other is Public Safety. That to me, if were being consistent is why, and a quarter of a mile makes sense. But it does not make sense to have restrictions over things that a neighborhood over an over concentration and have the exact thing that you dont have there. A quarter of a mile makes sense but these restrictions came through districts of neighborhoods determining what was going right and what was going wrong and coming to supervisors that enacted those into law and it becomes rather arbitrary when you say, you can use nc1 and maybe a quarter mile is a way to compromise it. Under permitted uses, a neighborhood commercial district or special use districts within one quarter mile of the use or if the use is more than one quarter mile from nearest ncd or sud so get rid of the one before you and take those used size limitations because i cannot take ncs that have below 1200 feet including northbeach. And then the other only other changes are that and deputy City Attorney pierson and our good Council Heather good man recommended in green are not necessary because there is no use for duplication of the file. Thats right. Those would be the only changes that i just spoke to on page 10, so i would take all the yellow from osb and that change with regard to the quarter mile of ncd and then while my changes is not substantive i believe some of katie tangs are so it would require one week continuance. Okay, were continuing the whole thing. Yeah, if we take them. To next week. Being, i do like i still want, ill still trying to come back, come back ms. Flores, im still trying to wrap my head around this language that says lccs are limited those users allowed and nearest sud or or nc1 district so when there is not a ncd or sud terribly near like it is on the west side . That is something that we would like you to consider with that descriptor without that, this does present that vagueness of what control they would use. So if were looking at page 10, depending on where you would want to place the geographic distance. If there is no, ncd within a quarter mile, it just automatically is nc1, right . If like, i mean. If you are an lccu on sloet and 19 and there is not an ncd within a quarter mile, then your nc one, right . For the permitted uses under 231 subsection c, 4 and 5, that is where it says within a half mile and that is what we request to be amended to within a quarter mile. Thats what i did. Okay. This location, 7 acres, identified a very important place to make a park for the community. The park was used very much for ship building. It was a very important location in the citys history. Iot best part of the water front was heavy industrial and did in the have opportunity for the public to get in and enjoy will bay and connected to the bay. They incorporated the historical value of the area people can learn what was here before, what is here now and then really be able to understand the community that they live in. This was a vibrant ship building area here for years and years. And you know here we got a slip away and for us to have an opportunity to teach our children the old way specials incorporate them in the new ways, it is endless. This will be an upon upon wonder uponful addition to the southeast sector of San Francisco it is green and clean and beautiful and access to the bay from a park is just going to be incredible. Jot things planned is going to make this a destination for the folkless in the upon community. Ability to come out and have a picnic on the grass. And to come out and use the picnic area with the tables and bbq pit and movie night and food trucks has an open space is exciting. We dont are much of it in dog patch. I think this will be a family and Community Based type park. The port is good about talking with the local people about things they might like. The whole place is a play ground they will not see anything like this before. I feel blessed have been part of the commission and the process of bringing this park to the community. This has been a Long Community lead process. Open space is something we have been doing in San Francisco for a long time. Connectivity we have to the waterfront and San Francisco is important. I cant wait to experience it as a residents and district supervisor. Sic] shared spaces have transformed San Franciscos streets and sidewalks. Local business communities are more resilient and our Neighborhood Centers are more vibrant and lively. Fire blocks and parking lanes can be for seating and merchandising and other community activities. Were counting on operators of shared spaces to ensure their sites are safe and accessible for all. When pair mets, firefighters and other First Responders arrive at a scene, they need clear visual access to see the building entrances, exits and storefront windows from the street. That means parklets should be transfer in the areas above inches above the sidewalk level. Its best if these areas are totally unobstructed by transparent materials may be okay. You can check with Fire Department staff to make sure your site meets visibility requirements. Emergency response crews and their equipment need to be move easily between streets, sidewalks and buildings, especially when they are using medical gurneys, ladders and other Fire Fighting tools. That means that parklet structures need a three foot wide emergency feet every 20 feet and 3 feet from marked Parking Spaces and emergency access gaps need to be open to the sky, without obstructions, like canopies, roofs, or cables and should always be clear of tables, chairs, planters and other furnishings. Emergency responders need to use ladders to reach windows and roofs to buildings and the ladders need unobstructed overhead clearance and room to be placed at a 72degree angle against the building. Clearances needed around the ladders to move equipment and people safely up and down. So not all parklets can have roofs ask canopies depending on the width of the sidewalk in your area. Please make sure that your electric cables are hung so they are out of the way and indiscernible to the structure, they can be pulled down by firefighters. Cable connections need to be powered from an outdoor reciprocal in the building facade because hard wire connections are much more difficult to disconnect quickly. Commissioner collins is joining me at city hall this week to this week, combachl you are joying me to talk about our infrastructure with the city add administrator. Just, you know, all sorts of things you show up for. Thank you for all your support. I want to let you know you are appreciated by me and by the command staff. First off, on thursday the 29th we had a toast tendser demonstration out at twin peeks reservoir. Thank you, commissioner nakajo for joining us. And we had member phil ping there president of supervisors supervisor peskin was there. Supervisor engardio was there and his office put out a video on social media about it. And supervisor chans office was present and present and it just showed a real incredible capability the host tenders have to deliver massive quality of water for when we need it. Thank you, for that. On friday march first we had h3 level 2 paramedic gaugz we brought 5 new paramedics in the field and a group of new employees. Everybody helped there at ems. And president morgan and commissioner fraser joined myself and the command staff. It was an inspirational state of the city begin by the mayor. And really, really great energy in the room. I am meeting up warriorsed of 130 people with my command staff. And i think it is just really important that we choose wisely for the next class. Most will be here for the next 25 years. Maureenful City Attorney, command staff im Darius Luttropp deputy chief operation and this is my report for february. Slide 4 suppression statistics for february, there were no greater alarm fires. In fact it was a quiet month. I come for you and say month over month it is may maintained the status quo. There were few fire in february. In the set of statistic there is is a fire that could have been pulled out and leveled a second alarm and told a wonderful story about an explosion in a shed that lit 3 buildingos fire this is the w they do but Operations Division is fantastic they feign tained the fire on Treasure Island to single alarm and same last night with chief yee i thought it would go to second alarm tell not be one i will report next month temperature came close. The work in bad conditions is fantastic. But with that in minds, i did pull another single day from february statistics on the next slide. So, it is going to be a difficult budget cycle. It is a time when the Fire Department will find itself under pressure to show its work. Difficult when we have to wish harm on the citizenry and say, you know, it is not a good thing there were not fires i will claim it is a good thing there were no great alarm fire in San Francisco thanks to the work of the fire marshall and work of operations people. So lets pull this day. 2424 was a storm day. From this slide you see that on that day. We ran 733 calls for service as the firefighter in the city of San Francisco. Which is over our baseline, nonstorm related calls 373 is a normal day and added 360 calls to this. The Fire Department serves as the department of left resort for all. Not just from the emergency medical point of view and some suffering from a medical crisis not just from a Fire Suppression when there is a fire this needs to put out that does not extend to other parts of the city. When our per nirs at public works and the department of Emergency Management and with any other city agency find themselves against the wall and need help as in the case of this storm day, with wires and trees down, flooding, extra vehicular accidents in the street. Where they find resource stretched. We find them stretches the Fire Department answer the call. Doubled our volume in a day it was difficult day for membership that is the resourcing that is required and will continue to be required for the eventual bad day. The earthquake. For the fire that nobody saw coming. Spreading throughout richmond district. I just wanted highlight this day to you. And remind everyone that it is not only the second alarm fires that show the worth of the agency or work of defining the division that show worth we are here every day doing this work. Next slide. So, the other thing is something the chief covered. Which was the demonstration of a new piece of Operations Equipment this. Is a tough direction i can steel thunder of administration and bureau and support service because they built it and acquired it. I will track about the operations piece. On 22924 on a splashy day. The dueiest of mornings we were out and kaenlsed it twice for wind and rain and went on with the demonstration and some of the stall works were there commissioner nakajo was there. President supervisor peskin was there. And member ting was there. Supervisor engardio was there. Many showed and put on a great show. So the capabilities that the new host tender brings it is replacing what you see below it. The old style hose tendser was the hose cart with 6,000 feet of hose and appliances necessary to do above ground portable water supply system. An augment to the emergency firefighter watering system or High Pressure hide rasystem. Now they got a new and improved. We have gone from the moss of hose cart to a quite substantial pumper and the ability to move water. The hoses coming off of the hose tendser this dem strigz, there are 8 inch suction hoses. Ability to draw in the range of 8,000 gallons a minute using that. Can push about 5,000 gallons a minute. The yellow box next to it, that is a portable submersible pump that will pump 3,000 gallons by itself. Once this is put in operation, you can see that the stroll it is able to deploy from the device. It can put out a tremendous amount of fire use immediate a single warehouse fire in that mode as long as it had a water supply. If you look at the large hose next to it in the ground. It becomes a supply for this large above ground system. For the demonstration we were able to employ the monitor nozzle on the hose tender and able to put in to operation above grounds system and flow 3 devices from two engines and one ladder pipe and demonstrated its worth. This system allows us from a water source to have a radius of over a mile from that spot this we can supply effectively. The advantage of this, is this is a mobile resource can be used in the city. Talk about quartered initial low versus pipes in the street, which is risen so dramatically in cost we addressed with chief mill and merge response, they gone from 15 Million Dollars a mile of pipe to 43 Million Dollars a mile of pipe essential in a year period of time that is going to be a tremendous stricken on resource. If we can augment or replace with a more flexible system, the Fire Department is always about flexibility. Hose tend are one is in service at station 18. Third had delivered will go in service in bayview at station 17. Gives good coverage of the areas of the city not served by the High Pressure hide rasystem. And if any are need they deploy to the same location and the value of all 3 in the same place. That was another thing we did this month. Back to my basic report. I will go to bureau of Fire Prevention and investigation. Our busiest bureaus and divisions. On page 11, the fire marshall was nice enough to put the sunshine record in for the last year. The fire marshall and i had an interesting experience left week in february. I will call it february. Called before the Sunshine Ordinance Task force. We were only there for 4 hours. Ken . 4 hours . Something like that. Anyway, gave us insight into the reporting requirements and how city agencies interact with the body they had 838 Public Information requests last year. It is a burden on the agency. City attorney gave us a lot of great guidance. I dont see this problem diminishing. I see it accelerating over time there are more requests for interactions with mt a and companies and baseline interactions with medical and fire reports employmented highlight that this mont. On page 14. Pulling out of the community out reach. There was an item i wanted highlight, which is a Public Education banned for lithium ion batteries. This is part of the ordinance that fire marshall prepared. Beyond just prescribe being new rules for storage. Charging, what types of batteries can be approved and inside in the city. It is a Public Educational campaign to make sure everybody is aware of it. This is being rolled out as we speak. On page 16 and 17, the fire marshall add a new project to the report. And this is dot map of outside fire reports includes just the month reporting on february 2024 and has last year. It is in the a surprising pap. You see the concentration of the outside fires. Coding for the fires has been in flux between encampment fire, outside fire, trash, we are working on the reporting system. Attach is be updated. We are try to get our numbers to make more sense so we have better reporting to the board of supervisors the fire marshall and i have been in meetings with the board to discuss this issue. There is talk changing portions of the fire code, which would be helpful. But it is understandable that all of the supervisors are looking for insight into president fire the outside fire in their district. This map will be a product that will be deployed at the meetings also and i give it to you. If you finds yourself in conversation with anybody like that. There are a significant number. When takeing job in july, i was surprised by the amount of time that was going to be dedicated to Autonomous Vehicles i thought tuesday be mt a work now it is back to mt a work. Go through page 20 and 21 the current rep with mt a, which we are trying to have more meetings and collaboration with the majors office and trying to find more points of agreement. But we are out of alignment on a number of projects they are in the report i will not read them. Division of training can very busy as usual. They just graduated and h3 class. H3 level 2 class. Very excited join the field. There are interviews i will let you look at this. 103 members in the field, it is substantial. And they managed to also be conducting the 133rd cabinet the same time of i will not go through the numbers from this report. We will lose more people from this class than we lost in recent classes. We are trying to address it with them. I visited the class unusual move to try to gauge where we were. I think they will right the ship we already lost a substantial number out of this class. So we are trying to remedy this and bring them back to their desk and figure out a way to staff the nert position. They are valuable to us and we appreciate the work that everyone has done so far. I wanted take this opportunity to ask you two questions that i probably should have known the answer to, two years ago. I will take advantage of it in light of your sheet that is the suppression statistics on the february 4 storms the quell be easy for you to answer but heard for me to figure out but if you notice, i think everybody notices weather predictions are just always wrong. They are always wrong. Every day they are wrong. And it was poseed pour yesterday. And was certainly nice i was throughout the city and the weather was quite nice. How how do you know that you are going to have to deploy who the number of people you will have to deploy because of storm come up . May be a storm that is in the predicted . How is that figured out you are asking two questions. I am. First for this day for the day in question, there were no Additional Resources on this day. Wow. This is utilizing a model that is basically for half a decade or a century, existed. Same staffing and physical locations and companies. Same response patterns. Except for the mscp side. Chief baker is in the room he is chief darcy are included in California Emergency Service calls regarding weather. And prepositioning. Chief baker was very intent on following the weather. And seeing because left year we did ewize oes resource effectively. They gave us permission to stand up with the strike team. I talked about mutual aid. We had a mutual aid resource made up of our members with oes equipment. Prepositioned in the city to augment our runs. That was successful. For 24 it highlights what you say. It was not predicted to be our worse day of weather of the year. And you seen other days go by where it was supposed to be the worse day of weather and it not pan out weather is tough. Did you have to call people in. People who were off in firefighters. No. No. Impressive. I money the number of incidents is staggering to me. If you look at the final line on this page, it shows that in an hour and a half period there were 123 calls for service. There is not time to call people at home and bring them in. Right staff up we prestaff but obviously well is a limit to that budgetaryly we have to have the capacity in our normal response capability to weather this. Not all these were answered prompt low. I guarantee. There were units to follow for many of these but they were all answered eventually. I commend everybody this workd that day and was able to handle this. And my second question again, i should know the answer to, but when you come upon a scene of downed live wires, what do you do . We warn everybody in the area. Contact pg and e and they have a Response Partnership with us and if it is the reason we are there is we can identify that as downed power lined and take the guess work out for some of them. You know if a person calls in a downed wire and it is an old phone line not in service or a cable wire which they often are our membership is trained to identify that. Spare the pg and e resource. Know often we get substantial amounts of wires down in the street brought down by a pole or tree and our job is to make the area safe and stand by for pg and e we will not address the electric problem. You answered a good part of my question i did not know that firefighters were trained in identifying wires that you know might be old cable wires, phone wires and somehow nothing that is out of use every seems to get taken down. It just gets added to. There are certain countries that well look like one day with so many wires all over the place. I really gotta commend the folks out dealing with that. Because im sure it can be dangerous. Need to use a lot of caution issue yes. These numbers are staggering and really i must commend those who were working that day. On their good fortune and being able to respond to all these incidents. But, doing such a fine job. I know that you did. So i thank everybody. Thats my question. Thank you. President. Thank you, chief luttropp. Interesting and Important Information you shared. I have a couple questions for you. My sister commissioner here 300 calls above normal on this day is impressive. It is still blinking at the sheer volume. Congratulations and for keeping all of San Francisco safe. So, you did say all other agencies call San Francisco fire when well is accidents and floods and wires down. I think that is important to emphasize that all other agencies call san fan fire. That is a lot of people to be depending on you and agencies. So i commend you for that. I loved the picture from thes hose tendser. I loved the one it is going off toward the big tower that could be a postcard t is beautiful. About the water supply. And then a mobile source of water. It is terrific. The other thing is you mentioned at the beginning the budget and later told us that it is better than pipe at 43 million a mile. Under line, yes, outrageous increase in cost we are all facing in the coming budget for the Fire Department as well as other City Departments. So. If there is anything i know we can do to help with this, i know everyone on this commissionments to support those efforts. And making sure we have the budget to sustained everrespond to every City Department what calls us for help. My other question is, related to the lithium bat row safety flyer, this is something im interested in and i know you said there will be a Public Safety effort . Or educational effort . Perhaps . I dont know if this is our job or somebody elses job. It is all of our i have been telling my neighbor this is who have stuff stuff in the their garages with lithium ion battery vehicles, bikes what have you. I like to hear more if we know what and when the Public Safety effort is going to be for lithium ion batteries. Good morning president morgan. Vice president frazer. Commissioners feinstein and collins and nakajo. That campaign i worked on with the legislation. It became effective march 7. We got ahead television. We have done our community out reach and education team. Has been on it. They did work with the citys video team. And have a psa. With our pio speaking on 2 minutes long. And we have a web page on this on our website that out lines the legislation. Has a link or the video on that. It is part of our community out reach and education. The fire safety and home series is part of that. Our po roached out and put out a news release this week. It went over limp got phone calls from all over california and back east. Inquiring the campaign started. We met our part of the agreement we evercontinuing education as we go out. We do fire safety in home we go to apartment buildings and try to get moment amount of people to do a presentation. Community groups on all of that out there. So thats the campaign we worked with department of environment they were part of it. When do you do with used batteries. That is the final thing that says to call the number that gives a number for ricology you can dispose of those. Thats great. It is never too soon to address this i know it has been causing problems. I think that this commission will be interested in results of your discussion with division of training in terms of the academy classes. We would be interested i would be interested as to when is the result of that are whatever measures that you feel will occur to counter that. I wanted to say that as well with the fellow commissioners. I also perked up when you said something about chief baker, mt a cap street. Is there something more about that . Chief . So the status quo with the bollards was considered a Pilot Program and temporary. They are soliciting comment from us, fire and residents mt a, public works. To for an extension of the program and whether we think the program is successful. Can you talk about the temporary barrier yes at one end of castro intersections between 16th and 21st street. We are trying to resolve that with mt a in terms of when you said if it work system this had you said. Fire departments position is that it does not. They are not maintained they are collapsed had they are collapsed they get ad hoc or temporary planters or another obstruction placed in front and there is significant parking that occurs with this bollard protection. It presents the hazzard that all the chiefs said it would present. It was not hard to predict. We are trying to come up with an alternative with mt a. Okay. One more detail. Once it collapsed it stays collapsed until somebody manualy lift its up. Yes, has a nan needs to be replaced they did not issue them to the companies as we asked. So we are in the maintaining them. The mt a and public works dot removal of objects or maintenance of the bollards. Okay. Hate to do this one more time when we are engines approach the barriers they are supposed to collapse and engines can go through or do we need to get out and pull a pin this is secret information but no they are designd that if the engines strikes them they will collapse out of the way. In terms of how much time we am deploy am prevention deals with compliance and sunshine requests in he has it detailed by number of requests i dont have that broken by hours. Okay. I think that again that pickd that up within our reports i know that well is a certain amount of requests med by the public or whoever. And may be this is obvious that falls in our jurisdiction of supplying that information, chief . Yea. City attorney here can tell you. As a City Department, it is our responsibility for requests of public requests for information we provide it. We have 3 civilian employees working full time and overwhelmed. Okay. I will be curious as to the numbers. Because i think that is a heck of a lot of work. To me. Commissioner nakajo. In the sense that i know that the public has the right to request forms and requests sunshine ordinance, et cetera. But when it come down to who does the work that is where my concern is. I want to mention that. And i will knock this off here. The other thing i locked at as i Department Top acknowledge the news letter if the airport. Chief dorsey is informative. And i think that is good and positive. And that when well is a news letter this says, Welcome New Members that is pretty good. This makes somebody feel invited. Fringely and i continuing is good for the rest of us. The last of question. Page 16, 17 i know we got something called the dot chart. I knew what 16 looked like in the sense of january 2024 outside fires and 17, february 23 and 24 this is more accumulation looks like from the Previous Year on top. What is the definition of outside fires. That is inside of the fire reporting furthermore. There are a number of ways to report the fires. It can be we aggregate them as the dispatch will small outside fire. But when they are reported out some of them are just rubbish and small grass sdpiers somewhere encampment fires. Like tents and garbage cans. Yea. Car fires are general low dispatched as a car fire a lot of the outside fires do end up. Chief. February 20 torpage 16 the dots mean this is occur in the february of 24, page 17 does in the have this diagram but a lot of dots out there february 2324. Does this mean for us in the department to indicate the occurrence of severe areas in San Francisco this repeated low have fires . That is a good way to read it. Our conversations with supervisors in their districts the Fire Departments answer to a fire is getting called and going and putting it out. That is our guidance. Call 9 scompleven they are reporting them and we go and do what the Fire Department does. Chief is here i believe we look at a 6 fold increase in small outside fires in the last decade. What was that again, chief . We got what. Im sorry our adjustment is so, chief luttropp over 5 years since covid started we had more people on the street and significant increase of fires outside fires. People call nothing and reports thats the numbers they represent a call for an outside that was not a vehiclor structure fire. Did not have another cause. So chief page 17 a year accumulation. I will continue on the report and the last 12 months will be march the previous 12 months together hope to see a downward trend you will see the last month and then the cumulative of the last 12. For better description in terms of observation the dots diagram there are areas in downtown San Francisco or whatever the area is, thank you for the map. So dotted there is solid colors. Again for mow it is like what neighborhood is that. And what does this say . Thank you very much for this clarification, chief. Thank you fire marshall and mr. President. Chief luttropp. One question, i dont know i remember last month, with all the you spoke of no greater alarm fires. In february. Raining cats and dogs felt like only getting from it. The storms i guess had created other stuff with related with pg and e and power outages. How much of that can you go in detail how much of that was might have been a burden on the fire houses around the city or any affected by that. Our chief is here he would have had reports it was intermittent. Yea. Pg and e trucks all around the city that one day. In the storm. And were they a burden on you as well . No we work cooperateively with pg and e and need each other to resoft incidents we respond to. It it is a resource and question. If there is a large storm in the state California North south they have to decide where they will deploy and we may have just their regular staffing on the busiest day with the expectation that nappal be worse or they have to make the same decisions for prestaffing and aid in their resource. I will say that february i dont want to speak for any other agency but was a rablely slow month for a lot of city averages well take that win was not just the Fire Department. I know they had a lot of power outages. I guess none affected you that is good to know. Thats all i very much thank you for your report. Chief luttropp and i guess we have one more question. Commissioner collins. Im sorry. Thank you. Chief luttropp i have general question and a specific question. In the report. In general, do we track, we own a lot of real estate. The Fire Department owns a lot of real estate. Do we track damage to that real estate from the big storms . And do get a sense of that, where is the best place to go . In the report . So that would be in the Department Administrations report in support service. Chief mullin would have that and i do a survey after every large storm for you very large storms last year this time for costs recoverying and offering cost recovery. It was minimal but we do track all the damages in aggregate, are we able to make the statement that Fire Department real estate has had this amount of damage from storms in any given year . Im not asking for that answer now. Fiwere to follow and up get that answer, the answerure requesting me is yes or no. The answer is yes and to quantify we get that. Yes. Trying to get smart go our infrastructure. And then on page 9, there is the fire alarm sleeping area up great project. I want to make sure i understand what that is. I have the best man here. But this does go to i will let him speak. It was legislation from 2016 from supervisor campos after the mission of burning. And people stayd and could not hear fire alarms. Building r2 buildings and apartments begin 5 years to upgrade the alarms some older buildings were grandfather in the and does not have sounds in the sleeping rooms 5 years you have to upgrade. Everybody sleeping rooms in the units could heart alarm. It was begin 2 years that fell in the covid years of 2021. Owners said this people would not allow the contractors to get in they were given until 23. Unfortunately when you give it that long what happened 10 of the Building Owners did the up great. And so we are going through a phase now of documenting who has and who has not and said violations and now degree it in waves sent 1500 violations to people who have not notifieds. You need to ghet done. Let us know if you have or have in the this. Is an on Going Program that i dont know when will end but following up with owners to ensure. It was increasing the level and if you did replace your alarm it had to have a certain sound that came up with the newer code. The low frequency. It is to put sounders in every sloping your so everybody hearsay the alarms. That is different from the high rise inspection and other inspections or a subset . That is a separate program. I have a couple people working on that part of it. Okay. Fire alarm upgrade the sprinkler upgrade for the residential high rises. Each the new in addition creates a new pocket of Fire Prevention. Good morning sandy tong of Community Paramedicine my report for february. Vehicle from ems and division. 5 members of the department successful low complete academy. These are emts that are transitioning to pair medicine. A 3 week academy 3 are emts from the division and 2 were firefighters from suppression. We have not had firefighters crossover to paramedic for a time but now had two additional firefighters that are now firefighter paramedics. The suppression members will work on the ambulance for another 500 hours that day can get the experience on woth rig. Being the patient care priority. So, we have them starting the 500 hours and probably in a few months they will get a spot on an engine as a firefighter paramedic. During february, we received chairs stair chairs that will significantly help our members in terms of moving patients up and down stairs. One of the primary causes of injuries back is the stair chairs carrying people of you know through stair case. You know heavy folks. T is just have been an upon challenge to maneuver these stair chairs we have which are manual and trying to help move them down the stairs. There is a track that follows the step and can be operated with two bheem can just maneuver the chair without having somebody to carry it. And bring a person down the stairs. We are had been to have been able to invest in the device. Tell improve our health of our members. So looking at the last few month in terms of dataasm everything has the same the call volume is the same at 366 calls. Or dns balance did decrease a bit by 3 minutes per average that core sponlds directly to the a pot decrease in times at the hospital. With that improved a pot times which is the balance off load times. That has translated on the amount of time decrease in the time our crews are on rigs and on a patient. That has been a notable decrease. Moving on to Community Paramedicine. On february 20, you see chief of operations april sloan was interviewed to discuss how the city works with unhoused individuals. Spoke about Community Paramedicine and the work that they do. On february 28, section chief sloan and mason attended the bridge kickoff session. We talked before the civic brich bridge with private companies the city agencies are partnered with a private entity. And are working on issues. So the community pair medicine submitted an application which was approved and we are now working with adobe. This is to determine how to engage with our members use our members to engage with individuals what the best way to have the greatest impact with the callers that are frequent and how to better address equity with of dealing with the clients. Well looking forward to working with adobe folks. We are partnering with zf associates. A project will be including with street over doze team and our dph to match the journey of someone Substance Use disand ared how they engage with service. Look how we can better track and how somebody guess through the process of engaging with the City Services through our street over dose Response Team and dph engage am team. We work with both organizations for 16 weeks and hopeful low by the weendz will provide a report to show the findings we found. On february 27th, chief tang and sloan and neighs mason participated in a workshop by Mayors Office of innovation to develop carries for the city multiagency street response system cross data sharing and teach [inaudible] around system goals and metrics. On february 13, 14 and 15, there was an open house by the San Francisco serving center. Where our ambulances can transport somebody who is in the needs detox for alcohol. And alternative to a hospital destination. They wanted to host the open house and familiarize our members of the use of the serving center and they are still there and relocated during covid and relocated back to the old facility on mission. So this is a Good Opportunity for our people to be remind it is there. Here we see the data from ems and the street crisis teams. One thing we increased 150s during february by 83 42 compared to 23 in the month of january. This may be we think, in part due to the sb43 legislation. Which then expanded the definition of gravely disabled to include those who are gravely disabled due to Substance Use. We will look at that data and see if we can determine if that has had an impact on the increase. Also, happy to report that our ambulance paramedics from january 5 to 11 in the month of february. This event other thanning as you may know is the top 10 in the world. As defined by festivals of Events Association and the largest celebration of Lunar New Year outside of asia. As we do in many of the parades we have em circumstance coverage with the Lunar New Year we had ambulances. Rescue captains and our medical medical director . Another fellow physician that attended to work on the mct a transit bus. This furnl is last run. We have been told that begin its age and the cost of repair or even the inavailability of finding replacement parts; our bus are going to no longer be operable they are retired. We are going to be push gean find funds to replace those bus. They are a Significant Resource not only in being as a first aid station and stand by unit but also in the case of disaster of which they are able to deal 20 plus individuals. So we are going to miss those bus and hopefully with advocacy this will be manage we ask from the commission to see how we can better support the funding of this valuable resource. And finally as i promised we say goodbye to doctor brown, the emsa medical director after 28 years. He is going to retiefrment our ems command staff presented him with a gift and the gift we presented was the helmet. As well as a shield that will be designed and presented to him again. But doctor brown was the only medical director we have known. He has been in the ems agency for 28 years and heel be missed we wish him a long and healthy retirement. Thats my report. Thank you. I think people do take advantage of that and not necessarily in the right state to kind of as we drop them off jump up and leave. I think this many of them do stay sober and up than i can go. Well deserved. I guess that the other thing that really stood out to me was the the duplications on some of our people. For example, on page 11 successes and challenges the 42 year old family with 67ems contacts. And 42 in the following month. In spice of places to take people for follow up care, which is not the job of the San FranciscoFire Department, although i know alegality of that is done to the best your ability. People care and want to make a difference. But i think that is really an important number for our commission. And the city to understand how many contacts one person can create in our ems services. Im not trying to shame or blame. Him or her or they, but to notice that is the a lot of volume of calls for one person. Where saturday place . The solution . I know we are looking for it. So whenever we can do. We all see it every day around our city all the time and you did final low you said the a pot is better . Yes. It was. I think call volume went down for the hospitals but it did improve. At times. If there is anything we can do i will about that or appearances or letters or meetings or testimony, more than happy to assist. I know that has been a problem for our department. And our city. Yes. It can be research through universities. Just general volunteer work that people have interests in. Or can be with private sump there is is preestablished relationships throughout Mayors Office that are then matched up appropriate low to departments request.
