In less then month we will host Asian PacificEconomic Cooperation in San Francisco so many city staff have been putting in tremendous amount of time to make plans for apec and i want to recognize all of them for their hard work. We also received tremendous amount of support from our business community. We set a goal of raising 20 million and we achieved that goal. We put out a call to get volunteers to help. We received over 1200 volunteers who are interested in helping us. People are excited for apec because it means the city we know and love will be on the world stage. Now, of course putting on Major International economic conference means there will be impacts to certain parts of our city. Last week the secret service along with ourpolice department discussed the areas directly impacted by apec and how we should be planning to manage this. There will be enhanced security in parts of downtown, especially around muconey sent r. Our office of economic and Workforce Development is leading Small Business and resident outreach in these efforts. They already started holding organizational Community Meeting and starting today they are going door to door. In fact, especially with many seniors who live in the area to insure that they have access to paratransit vehicle jz other resources they need to continue to go about their daily lives with minimal disruption. The department of Emergency Management will be running a joint Information Center to get information to our residents and the media on a continual basis. The important thing for people to remember is they can check the website, sf. Gov apec to find up to date information. Lets not lose sight of the fact this is a major major opportunity for our city. The first topic submitted by the member representing district 5, supervisor dean preston is Housing Element. Thank youed madam clerk and good afternoon madam mayor. My question concerns Affordable Housing and reaching our housing goals under the Housing Element and specifically, i arept to ask about Affordable Housing opportunity in my district stalled for nearly two decades. Parcel k, a paved lot at corner of hayes and octavia was transferred from the state to the city in 2003 with express purpose of developing 100 percent of Affordable Housing there. It has the capacity to create nearly 100 homes for low income san franciscans in a neighborhood where working People Struggle to find Affordable Housing. March this year following extensive advocacy by our office your office of housing and Community Development published a timeline for development with a public commitment to start the Development Process by issuing an rfq by august this year. Despite this promise, no rfq was issued in august and when we followed up with your office of housing we were informed there was no longer a timeline on this site, which is rather stunning given the previous promise. My question madam mayor, given our requirement under the Housing Element to produce 46 thousand Affordable Housing units in the next 8 years and given this is a city owned site that has been designated for Affordable Housing development more then 20 years, will you commit today to issuing the rfq for Affordable Housing on parcel k, the so called proxy site by thend of this calendar year . Madam mayor. Thank you for your question supervisor preston. I dont have all the clear facts on this particular case and as i say every time during question time, when you ask a question, my office is open and available to talk about these particular things, but im not go toog answer a question on the spot until i have information clearly from my department and have a better understanding of exactly what happened with this project. Im happy to do follow through and to get the answer back to you at a later time, but unfortunately i just dont have the information necessary to make any commitments. Thank you mayor breed. We have been engaged regularly for over 3 years now with your office of housing and have elevated this repeatedly and i want to give a little more background and ask a followup question. For more then 2 decades this site has been designated for Affordable Housing. Earlier this year your office of housing promised the rfq by august and now mohcd has withdrawn any timeline. The original plan which currently operates the space was for the use to last 2 or 3 years. When you were district 5 supervisor you pushed for a 7 and a half year lease extension for that interim use for proxy in 2013. Blocking this from becoming Affordable Housing for years. When i talk office your Administration Proposed another longterm extension for the interim use to come i objected on grounds this was and is a site for desperately needed Affordable Housing. Since i took office i have convened many productive conversations with neighbors, with oewd, mohcd and at a previous question time i asked you about this in may of 2022 and i asked you about the timeline for creating Affordable Housing on this site at that time and you said you were not familiar with that site. That was about a year and a half ago. All these efforts culminated in office of housing finally publishing in march the timeline for development with commitment by issuing rfq by august this year and there is no revised timeline impt this commitment was made to our office which elevated this monthly three years now but also public presentations by office of housing to the community and still no rfq has been issued. I understand your invitation to provide still more information about this, but i justwe are in urgent situation needing Affordable Housing, this is city owned Affordable Housing site you are very familiar with from your time as supervisor and mayor and im asking for a commitment that the rfq is forthcoming and what the timeline is for that. Thank you supervisor. First of all, let me just say that you are saying to me that my office promised something that i have not gotten communication from this office that they promised anything, so i do think it is appropriate that i have a conversation with the office of housing to understand what the facts are, not what you are saying, because you cant speak for them. You can only speak for yourself and your own experience as it relates to your office. On the one hand you said im not familiar with the project. Im very familiar i used to represent the district and i understand the decisions i made based on the surrounding community and what they wanted to see. There was in fact housing including Affordable Housing that has been built in this Community Already and there will continue to be additional Housing Units i believe from my understanding based on the commitments we made from this project to make it so. I want to get the facts of where things are and get a better understanding before i answer a question or provide a commitment, but separately from this particular project, there are a number of policy directives that i as mayor have pushed through the board of supervisors you serve on land use committee. The question is why isnt the mayor and mayor staff here and it should bow about the policy and what we are try toog push to meet the Housing Element. We need aggressive changes. It isnt just about this one project, it is about many projeblths including many Affordable Housing projeths all over the sit a eand county of San Francisco and my hope is that we dont use these projects as a opportunity to imply something that isnt necessarily the case. This is just an excuse for why we are not being more aggressive in passing changes to our housing policies that are truly going to help us reach a goal that we committed to that every member of the board of supervisors voted to support, so lets not speak out of both sides of our mouth. Letss polk make such in addition to this project and any other project and any other policy change necessary to move us forward with the Housing Element is also equally a part of the discussion. Yes, the next topic submitted by the member representing district 7, supervisor melgar is the Behavioral Health and Homeless Service for west side neighborhood. Please ask your opening question. Thank you president peskin. Good afternoon madam mayor. I would like to discuss Behavioral Health and homelessness in the west side of town. The bulk of services are concentrated downtown and on the east side of the city. We have seen a significant increase in people experiencing drug addiction and homelessinize on the west side, particularly on west portal avenue and other commercial corridors. We have all most no non profits that connect people to help and no regular outreach by the various city teams that address these issues. Some of the same people have been on the streets in the same spot sin i took office in 2021 and know by name. Would you please help us by dedicating staff to be assisting the Homeless People get off the streets and people with Behavioral Health needs on the west side of town and coordinate with other departments for badly needed support services . Madam mayor. Can i ask for clarification on a question . Sure. And, when you say significant increase, can you give me a ball park of where you were and where you are now . So, west portal avenue, which has seen the steepest increase, we had 2, 3 folks before the pandemic who were known and we know and know their stories. Now we are seeing between 15 and 20 folks regularly sleeping on the streets in the growth of addiction, which are very visible. Thank you supervisor. So, i am in touch withwe had this discussion about some of the challenges you face and one of the most recent incidents that occurred in west portal where a shop owner was attacked and the concern in terms of a elevation of the amount of violence that is occurring as a result of people who unfortunately suffer from Behavioral Health and Substance Use disorder. The city treats about 16. 500 people for Mental Health disorder and over 4500 individuals for Substance Use disorder. We know many of those services are cons traitsed in the center part of the city where we have sadly hundreds and thousands of people who suffer from these particular issues. I do want to work with you because i think working together is doable to try to combat some of these problems. I will tell you one of the Biggest Challenges that the teams wesent out to the area to deal with some of these issues is you know we cant force people to move, but we can try to continue to make sure we are doing a better job around outreach to the constituency to try to at least try to get them into services or treatment. If is complex, but im really grateful for the new tool that well have that well be able to use in january to really push for conservatorship for Behavioral Health challenges, which also now includes Substance Use disorder and our goal is to try and be a little more aggressive and pushing people into treatment and services. Right now the tool is not in effect, it should be january 1 and i already issued a executive directive so we can prepare for what may come when we try to address people who struggle from these two things so look forward working with you to try to address these challenges in the area. Okay. Madam clerk. Are yes, the topic submitted by member representing district 8, supervisor mandelman is senate bill 43 implementation. Supervisor mandelman. Thank you madam clerk. We started the conversation about sb43. You supported it and it passed senator susan eggman has been a champion around this and as you explained sb43 changes the Eligibility Criteria for conservatorship for the first time include Substance Use disorder and also to add inability to care for ones medical needs or personal safety as potential criteria that could be the basis for a conservatorship. As you know, more then half unhoused folks in San Francisco suffer from Mental Illness or Substance Use disorders. It is my hope and know yours as well, sb43 expansion of conservatorship will allow the city to provide treatment and service to people deteriorating only our streets and require involuntary care. I have a specific question about implementation but you referenced the directive you already given. I wanted to see if you had anything else you wanted to say about sb43 implementation before i ask the followup . First of all, supervisor mandelman, i want to thank you for your hard work and advocacy both thon local and state level to help us deal with the challenges around behavioral helt health in San Francisco especially those dual diagnosed with Behavioral Health and substoons use disorder. People see what is happening on the streets, see city workforce and folks out there trying to get people to help and support they need and often times we have to walk away because in some cases unless a crime is committed we cant force anyone into treatment, and i think with what senator scott wiener tried to do and now senator susan eggman who carried it over the finish line this is extraordinary. Between this and care courts, i truly believe that it will help us make a dent in some of the challenges that we are experiencing around behavioral helt health in San Francisco. Sb43 goes into effect january 1. I issued executive directive to departments to prepare and they include three things to immediately device policies and procedures to implement the law so we are alreadywe have those things in place and can move forward once the law goes into effect. To remove any barriers and avoid delays in submitting referrals. We know there is sometimes a lot of confusion of different programs and where the beds are and where they arent and who should be here and there. We need to be on the same page and this needs to be done a lot more efficiently then it has in the pass. And also require data, because it is important that we know where we are now and where we are going and whether or not this is a effective a tool as we hope it will be. We are preparing for it, it is great tool i think will be very helpful for us and my hope is well be able to implement it and get people struggling on the streets the help and support they need, so this is just one of some really great options that happened just the housing bills and the Behavioral Health support. I feel as though the tide is changing around what we have been living in and dealing with in San Francisco and we finally instead of trying to explain why we cant do something, we are finally able to get to people and actually do something and my hope is they will start to see and feel the difference with the work we are putting in to prepare for it and execute it. Thank you again for your work and advocacy. I again in no way doubt your commitment to solving this problem and know for your as personal for me and anyone who has someone with severe Mental Illness in their family, i think we tend to have low tolerance for people who imagine they are protecting autonomy of folks to slowly die on our streets. That being said, i think one of the biggest impediments to expanded application of conservatorship law is lack of appropriate placement in facilities and the need for these type of facilities has been obvious and growing for years, and yet our department of Public Health has struggled to expand the supply of accessible beds for san franciscans who may need these type of beds over an extended period of time. In deed, dph struggled to come up with a method of analyzing our need for such beds, much less proposing a plan to get there. Given that, do you have confidence that dph can rise to the occasion and opportunity presented by sb43 and if not, what needs to change at dph to allow the department to do what we all agree needswe dont all agree, but many agree needs to be done in terms of expanding access to beds for sb43 should allow us to finally reach. Thank you for that question supervisor mandelman and this is a longer discussion but start from high level. First of all, these beds on any different level, whether a locked bed or a bed where people can move in and out at their leasure are very very very expensive, and in fact, we added about 350 beds of the 400 bed goal recently and we need it continue to do more. About 12 percent of people conserve succeeded in some of our Community Based settings, so there is a lot of different layers to these beds and ill tell you, the locked beds are very expensive. My hope is with what is happening on the statewide level with additional resources, i love to see the state take a little more responsibility in helping us with state facilities that can operate in different ways other then what we are expected to do here locally. We dont necessarily have the capacity we truly need right now, but i think that what we are doing and investments we are making are leading to better results, but any given night our beds are not at full capacity and that is a problem, but it st. Not a problem because we are not asking the questions to get people into treatment, it is a problem because now we have the tools where through conservatorship laws beginning january 1, we will be able to use the court system in order to compel somebody into treatment and those beds may or may not be locked, but it is very complicated, very expensive, and my hope is that our system will become a lot more efficient so it is a lot easier once we go through the court system or once we are out on the streets trying to help people indoors that were able to move people right away, and it is expensive and it is going to continue to go up with this law if we are able to implement it right, we will need more beds then we do have. Tony has been a incredible friend and incredible member of our Italian American community in San Francisco, but hes more then that. Tony has been at the for front advocating for rights and wellbeing opworking men and women in San Francisco. Just want to add a couple things. I dont think there is anyone that has more pride in Italian Culture then tony. Anything and everything that has to do with Italian Culture, i get a text, i get a call, i get a image, reminder, i will be held accountable and i really appreciate that and it goes to show how much of a leader you are for your community. Obviously the work weve done with working people over the years and all the things supervisor stefani mentioned but you walk in the footsteps of the great italian leaders in the city that put people first and what i have seen in everything you do and embody in your commitment to San Francisco and greater bay area and working people. Being a teamster and Italian American, people that know me i embrace the stereo types, all in. Third generation teamster. However many generations italian. At a young age, had all the qualities what it meant to be and feel it ties into together. Being a teamster is about family, being italian is about food. Food is very important to us. It is about hugging, kissing, embraces. If you held my hands i wouldnt beable to speak. All seriousness, the Italian American community hit a little of a speed bump with the Christopher Columbus stuff and i have never shied away from it. It has been under attack the last few years but as a fellow Italian American it wasnt about columbus, it was that our day to celebrate being italian. I remember four years ago Catherine Stefani took the lead, ahsha safai, shamann walton, taking down the statute so there will be violence and that was the right move to do. Since then, we havent put up a new statue and we could do saint francis, we could do [indiscernible] or take president peskins recommendation of putting a statue of me up there, but i think i have to pass away first probably before we did that. The work that catherine did that was important again was never about the man Christopher Columbus and people that were Italian American didnt understand. On september 27, the owner the manager and 85 year old customer of shaws ice cream and candy on west portal avenue were brutally physically attacked that sent the three of them to the hospital and would have been much worse were it not for vernon ang. In a era where hesitancy and fear often dictate ones actions where individuals might prioritize personal safety over intervening for the welfare of others, mr. Ang, if you could come up, your bravery and your fortitude shine as beacons of hope and inspiration. There are those who speak of valor and there are those like you who embody it. The incidents on september 27 at shaws candy was not just a testament to your physical strength and training, but more importantly a demonstration of your unwavering spirit and the commitment to the safety and wellbeing of your community. Despite being faced with overwhelming odds and outweighed by about a hundred pounds, you rose to occasion displaying gallantry. [indiscernible] three indant individuals not only requires skill but a heart that values justice of humanity over personal risk. Such acts reverberate beyond the immediate moment. They leave an indelible mark on our community reminding each of the potential for goodness that resides within all of us. Waiting for the moment to shine, so your actions mr. I learned yesterday the attacker before this incident happened was arrested for indecent exposure in front of children and he end up on the street, attacked three victims, so diane is the owner of shaws and suffered concushion. Her life will never be the same. Nina the manager takes punches to the head. The third victim mentioned was 85 years old. Gracey, 85 years old. Concushion, last week fainted at the local school fair because of the injury. Thats not right. The whole incident never should have happened if you just locked him up and put these people away. Great, i was there, great. I was able to subdue an attacker twice my weight class and height, so thank you to my professor, instructor black belt third degree from brazil and teammates and coach and teammates from the academy in the sunset district. Also ritchie jon from asians are strong. These are combat gyms and organizations creating warriors right now, and no one is coming to help us. I like to thank the San Francisco police department. These are men and women out on the streets dealing with this evil every single day. Every single day. Yet, they have been defunded, the rules of engagement are crippled, and their resources have been depleted. To my San Francisco natives, my fellow neighbors, my San Francisco citizens, no one will help us. Our elders are being attacked, adults hurt, children threatened. It bullies. We have to take back our streets and dangerous and learn how to fight, control the energy, learn how to be relentless, be a monster and control the energy on the training mats if we take back our streets. Castro street fair folks, come on up. We are at the beginning of the castro street fair 50th anniversary year. Colleagues, im offering a special commendation forecast row street fair board of directors. Harvey melic organized the first crast row street fair in 1974. Since then, the fair has grown from 5 thousand attendees at the first event to 1 of San Franciscos largest lgbtq plus events other then pride. Some things remained constant. Cruising. Food. Fun. Music and drag. The castro street fair draws together castro residents merchants and visitors from the city and across the world. Whether you want to dance in the streets, hang out with friends and neighbors, browse for art or contact with Community Fair organizations there is something for everyone. There is a rich history of giving back. The fair raised more then 1. 6 million for non profit schools queer sports teams, spiritual communities and more. The gathering long stood for Diversity Inclusion and unity bringing together people from all backgrounds orientations and walks of life. And none of this would be possible without the 200 volunteers but especially the fairs board of directors lead by chair jen myer, vice chair alfred lopez, george ridgely, [indiscernible] in addition, each year a small army of organizations individuals help out with the fair. This year these include bd plus 20 events. It takes countless hours to prepare for every year and all of that work is absolutely worth it. When the streets are full of happiness and smiles, the shops in the castro are full of people and shoppers, and so many necessary funds are raised by local non profits. Raised for local non profits. Especially local schools and sports teams in the castro. Earlier today i asked the mayor about implementation of sb43 and i do believe that the challenge we will experience with implementation of sb43 is we just dont have the right placements for folks with severe Mental Illness. There is a lot of conversation in this meeting even about Behavioral Health needs of had city and plain people who need lock facilities or board and care and those facilities are getting scarceer and scarceer and the need is growing. For the last 3 or 4 years all of us, but i think especially chair ronan behavioral homelessness and Health Committee have been tracking along with dph their proposal to implement bed study from 2020 and as i have pointed out a number of times, i think [indiscernible] intended for the 2020 bed study to be a point in time analysis of flow, not the end all be all direction to the city in moving forward with the creation of beds for people with severe Mental Illness, none the less that is the target dph has been directing energy and last year, thank you chair ronan for calling for a hearing to check how they were doing. This year they appear based on the chart they have posted on the website appear to be closing in on the 400 bed number and the mayor cited the progress that has been made getting those beds up and running but i point out, the vast majority of the beds are not the beds that would be appropriate for someone with severe Mental Illness and that i think is an ongoing challenge. I think that chart raising a lot of questions. I think we are still waiting on the beds Optimization Study long promised and we have been told that they are within a month. Dph will be ready to give us the results of their update on the use of lands now 4 year old work. I think there are new questions raised by the reduction in capacity at laguna honda in what we learned about the non use of some of those beds in the 400 because of inadequate staffing, and i think if we are successful with sb43, we desperately need to figure out a plan to get more of the right kind of beds. Not to mention, getting the folks stuck in the jails or hospitals inappropriately placed there or just on the streets into care. I want to thank the chair ronan for her cosponsorship as well as supervisor stefani and i am looking forward to continuing this conversation with dph at this hearing. The rest i submit. I wanted to comment on the question addressed to the mayor in reference to the hayes valley freeway there used for Affordable Housing and how important that is. I was born in the fillmore, 1969 where i lived for 18 years. Ill never forget the big contversery of taking the freeway down and the promise as usual how much that project would benefit the community, get jobs and take care of blight and solve so many problems and it is to the point where it is ridiculous now with these projects that promises are not met and what the community is told, 20, 30 years ago never prevails, and then we want to wonder why people are homeless. I personally was homeless for three years here in San Francisco. I would have been deemed one of those people who refused help because refuse to stay in two shelters i was sent to and it took 9 months in transitional housing in Treasure Island to finally get a unit in San Francisco. We need to be forward thinking that decisions we make effect the future. You think things are bad now, pay now or pay later, it will get worse and worse and worse. The market rate housing availability and vacancy is through the roof. Needs help getting the market rate unit i can find you hundreds of them sitting empty. We need more Affordable Housing and im not naive enough to think it will trickle down to the community that used to be here, but at least it will help someone and prevent them being homeless, so please support the mayor and use your influence to get a project like Affordable Housing completed at hayes valley. Not just in meals, they gave us 3 meals a day. Good meals. These Homeless People, they dont have those meals. [indiscernible] i was so depressed and sad, i [indiscernible] the homelessthey are homeless. A lot have a lot of health problems, and so they turn to [indiscernible] the cheapest thing around. Have sympathy and understanding for their plight. I dont think Mental Health is the only solution. I think we got to address the issues that face not only the city, but the whole country. The issues of lot of money versus people with no money. Most people have had a health emergency,erant raised, lost a job, they lost a loved one. [indiscernible] they want housing. Housing and meeting all their needs. I dont know, to me this conservatorship, i dont know if anybody can call, but to me it is [indiscernible] they need housing. The other thing i wanted to talk about is that rv. I talked with people that live in the rvs and they want housing also and they want a collective. [indiscernible] helping each other is what is needed. The other thing is, israel was not a country. Israel [indiscernible] bible says the bible was [indiscernible] thank you for your comments. Next speaker, please. Hello. Im tomar. We live in [indiscernible] im here to speak about the tiny cabin project and also from israel and support israel. I have a family there. Lets focus on the tiny cabins. We have 68 tiny cabins approved through emergency approval process. My issue is that we already suffer from events of drug use open in the streets. Mental breakdowns once a week. It evolved to assault or close to assault not every time, but definitely not present to live there the homet. [indiscernible] k5 Elementary School, marshal. I have a 7 year old. The other kids that are young and constantly as parents watch constantly to maybe there is something dangerous around us. I dont feel there was enough Due Diligence of the impact with us the neighborhood cht there was a meeting public, but flooded with a lot of non profit organizations that have a stake for such a facility to take place next to a school and residents. I dont feel our voices were heard. Even though hillary had a meeting in her office and did listen to us, but still there is [indiscernible] Impact Review and option for us to have discussion review and usual cases. This was approved under the ordinance of urgency setting taking place in 2019, so i call here again, please reconsider, please involve us. Get our feedback. Im also a resident of district 9. Im here to voice support for the efforts to get those in need of services off the streets. People need to be housed, clothed, fed and cared for, but im also here to voice my concern and dismay at the process and what i believe is likely outcome of intended placement of 60 or 70 minihouses at 16 and mission. Represent many memberoffs the Mission Community worried about the likely consequence and unintended consequence of placing these minicabins behind the walgreens. We believe the area will suffer from increased blight, trash, violence and fires. If you look at the safe sleeping site at there bottom of south van ness, the city promised there is patrol and safety patrols and hasnt happened. There is fire, violence and crime. Same at the gough street minicabin. There was never a Community Involvement process. Even by the state articles of notification, we were not given 72 hours notification for meetings. There was a post24 hour before a meeting that there was going to be review of this, and it was only on hillary ronans email list so not everybody in the community was notified. In addition the minicabins are poposed to go, there is no posting or notification, but if you walk one block away and have photos to prove it, on corner of 15th and south van ness both corners where there are several large project there have been notifications posted over a year. At the moment, there is a 7 million budget to place 70 minicabins. That is 100 thousand per unit and as i understand the unit are 65 square feet. That is 1545 square foot. I have a house, if i can get 1545 square foot i would sell my house in a minute. We are very concerned and feel this is being placed in our community because our community is a community of lower income people who feel they dont have a voice and not being heard. Operate a small restaurant called fresh roll between mission and howard. Apec will more then likely necessitate a shut down of our restaurant. We dont have the ability to stock cold or room temp food for a week. Our vendors are not able to deliver between 10 p. M. And 6 a. M. In the middle of the night. Even if they were able to do that, how would our employees get the food from pier 27 all the way to 4th and mission . There hasnt been a lot of information about how we are actually going to get food to our restaurant at 4th and mission in the middle of all this. The fencing and security is going to discourage locals from walking 4th street, but thirdly, if we have to shut down, more then likely we will have to toss food. 80 percent of the revenue comes from corporate caterings and third party deliveries. If we cant get vehicles and dont mean scooters, if we cant get larger vehicles to our restaurant, then we lose 80 percent of revenue during the day, plus whatever walkin traffic is left. Im here to talk about the apec resolution that is before you today and speak in favor of it. Apec is going to have a huge impact on so many people and particularly working families. The amount of money apec will wind up costing the city, even though i hear projections we know it will cost the city a ton of money. It is bazaar because most will be spent on money keeping san franciscans away from apec and they are charging 4 thousand a ticket. It isnt like normal working people can go to this thing. Sure, you can apply for a pass at 4 thousand a ticket, it is kind of absurd so much money will be spent to keep san franciscans away from the event and trying to say it is a gamechangeer event and deis not. It is hurting more san franciscans then it will help. If it continues and apec continues, which it will, we will find probably at some point wind up with a nasty trade deal staff to nafta which is problematic. It is all aimed at corporations making a lot of money at this thing, at the expense of the citizens of San Francisco. So, i stand in support of this resolution, and i really really really want you all to keep track of the amount of money that will be spent on apec and how much it will cost the citizens and the fact that they will not have a voice at the summit at all. You will hear from some others in labor. It is really tragic what is happening. The Small Businesses are not the only ones kept away from their businesses. We have grave concerns as billionairs, Global Corporations and all their political minions are coming to San Francisco to [indiscernible] meanwhile working people our members in particular are required to submit security clearance information over 3 and a half 4 weeks ined a vance of the event. We have scores of members who will not be able to work. Maybe hundreds who dont feel comfortable about filling out forms in order to do their job. The secret service and this apec thing is superseding collective bargaining agreements. It is superseding past practices. All the rules that exist and i want to remind somebody in our union missing one shift. That can mean the difference between a pension and health and welfare contribution for their family. That is the effect what apec is. I want to thank supervisors chan, preston and ronan for driving this and encourage all to support this. This might be great for those who have a lot of wealth and money, but this is going to further highlight yet again the huge gaps between those with all the power and money and those of us just try ing to get by in the city. We are opposed to the apec because of a parallel process taking place negotiating the Pacific Economic frameworkismt this is taking place behind closed doors with only access to corporate lobbyists. At this point it doesnt have the minimal protections of the u. S. Mexico canada agreement. Isthe is going to be a race to the bottom. This is a trade strategy of pitting the vietnam [indiscernible] philippines against each other to race to the bottom to replace china of workshop to the world. With that, also downward pressure on wages in mexico and Central America where the Central American Free Trade Agreement has not been renegotiated with any worker protections. This is going to be dev straighting to the economy, particularly in latin america where we see that root cause of the force miigation of people. We dont need a instagram moment to sell real estate in San Francisco, we need to protect the right to protest. We are supporting supervisor chans resolution because it affirm San Francisco values. The right to protest. Protecting immigrants in our city and instead of the federal authority if they want to declare San Francisco a National Security event, they should pay it. Back in 2022, they backed down on surveillance and privacy lab and noted that it was invasive from the graduate Student Perspective and emitted radio frequency noise that interfered with research. What do you think it does to a person that does drugs on the streets putting surveillance on a person emits a radio frequency that cause anxiety so we need to rethink our strategy on surveillance and political surveillance because that increases the hate, discrimination and each other attacking each other so that is what we need to focus on, but i want to thank the board of supervisors for denouncing hate and discrimination. We were informed last week the decision is made even though there was a Committee Meeting held several days later. Learning the deal is done we told why waste your time going. We wanted to see what it was like and turned out the entire non profit apparatus, that run Mission Politics was there to go ahead and shut down the voices of residents in our community. Which meant that our tax dollars were financing operations to come in and aggregate residents political speech. Intimidation was high. Personally my hoz told me somebody was standing behind me with their hands on my chair making motions toward coming at me. I was too [indiscernible] other non profit urged me to pipe it down because i called our supervisor a liar, which is [indiscernible] and mr. Dodge a nimby. We have a bunch of people that dont live near us saying we are nimbys. Our neighborhood welcomed Affordable Housing, 4, a 5 is on the way. We want more, but when you put a homeless cabin village adjacent to a Elementary School that populated by young people of color immigrants some homeless and people call you on that, thats how you get the reaction we saw. We call out for the racism they engage in and their only response is darvo. I dont expect this to change. When you get this collapse you see where everyone stands. The naked lunch where everyone sees the [indiscernible] so, we recommended you do this at the ucsf parking lot. That is a much larger facility, permanent and 2 3 disused but we asked the supervisor and she said we talked to ucsf. [indiscernible] not to be the case. If sincere about land acknowledgment we would not host apec. False solutions that allow Foreign Mining Companies to exploit and profit 100 percent from the plundering of Indigenous Peoples lands. Through the philippine mining act of 1995, it has exacerbated Climate Crisis through its environmental destruction and displaced countless indigenous community. When people protest they are met with the wrath of the state. The communities are militarized with artillery fire and bombed. Activists are threatened and harassed, placed on surveillance, slapped with bogus charges, arrested, obducted, tortured and silenced. The itisy lack of transparency how apec will impact undocumented works is a big concern for me. Here to express my concern on how apec Leaders Summit will impact the immigrant community and trying to echo what all the seniors and also imMigrant Workers shared with you all so far. There has been a lack of transparency on the planning of apec and the only way people know apec is coming here is through the sf muni buses and all the ads that have beenlike going around the city. But it doesnt show how big this conference is and how it will bring many police, secret service and other Law Enforcement on the week of the leader summit. Additionally, there will be checkpoints around moscone where many immigrants workers travel to frequently. They already dont knowdont feel comfortable having police around and having the checkpoints and will continue to scare them, especially those undocumented. And because of had lack of transparency the community cannot prepare themselves during this week which is a big concern. I work with high school migrant youth and strive to equip with essential Services LikeYoung Workers rights, Food Security, culturally relevant education and urge to develop Leadership Community organizing [indiscernible] the voices of the future the youth can insure a balance sustainable inclusive future through science, invasion and technology. What concerns me is apec vision and [indiscernible] is fundamentally at the expense of working class youth and rights and wellbeing exploited access to education stunted and will cause negative ripple effects regarding continued forced miigation [indiscernible] undocumented migrant youth home lsds youth are frightened by risk of militarized policing and street sweeps throughout San Francisco. The practices are proven to traumatize young people who face the same ill treatment they tried tew scape in home lands so confused angry and prepared to protest and the right to do so should be protected. Allow the community to express the grief against apec without fear of retaliation, especially different the different World Leaders who caused economic crisis and environmental plunder and ruined the lives of our people overseas through violent policy. I urge you to reallocate the 10 million to Community Service and paying workers livable wages to make city college run efficiently and that you protect our rights to protest leading up to apec. Today our team is writing to wholeheartedly endorse connie chans resolution to provide vital support to our Small Businesses during the summit. Our Small Businesses have been through trials in recent times many say are intensity and pace impossible to process. The pandemic inflicted economic blows many are still struggling to recover from. The Small Businesses demonstrated adaptability they showcase and generosity they provide despite the loss is nothing short of remarkable. There is reason Small Businesses stuck it out to care for their teams. Small business care for their city and defend the city from all the criticism and doom loop headlines. These businesses are confronted with a multifaceted crisis and this selfinflicted by our beloved cities and told to make the most of it. As we prepare for the apec summit which is less then 3 weeks away and with no clarity, we must acknowledge the disruption it will bring that threatens to tip the balance for these Small Businesses. The additional strain of road closures [indiscernible] exacerbate the fragile situation many of them find themselves in. As we have checked with other Small Businesses it is difference between survival and bankruptcy. What troubles is they are asking to do so while cutting off acsess to regular local Customer Base and access to Third Party Platform delivery drivers, door dash, uber eats, corporate catering. Amount to 40 percent of the total revenue stream. The city comments apec only effect for 72 hours is a gross misrepresentation. While the convention is 3 days, the set up and take down of the perimeter limit traffic to area for minimum of 5. To operate for 5 days with minimal access to Customer Base while accruing normal rent cost and retaining staff hurt our businesses significantly. For the many soma businesses struggling the past few years and already behind in rent to the landlord it could be a potential death blow. While the world is watching, the city needs to show it will support the pillars of our community in our time of need with as much vigorwe support today resolution to subsidize Small Business owners. Our freedom to move around the city as you heard today has been directly impeded by the International Conference that plans to negotiate agreements on trade. Which just exist as a way to consolidate power within big businesses, take away power from the community and turn Vulnerable Countries into servants of large corporations. Trade agreements have done and continue to do harmful things like preventing pay raises for workers, overruling local and environmental regulations and their ability to transition away from polluting Industries Like fossil fuels. Similar to what nafta did in the 90 which my generation will deal with for the rest of our lives, the framework known as [indiscernible] being negotiated at apec will set finding rules governing 40 percent of the Global Economy and will have major impacts on climate policy, Worker Rights and more for decades to come. Past trade deals have all most always been horrible for workers and communities and the planet. We are told apec will bring prestige to the city. A city that know how to take care of people not just [indiscernible] where our elders and people with disabilities live in peace, not worry about their next meal and well taken care of even when hundreds are located in the center where National Security event takes place while having Small Business able to thrive in it. A city where robust system that house the homeless and people with Addictions Health needs are met rather then politicize and people criminalized. There is a police force that fulfills its job and oath rather then politicizing policies to hold it accountable and not lose job because of extra paperwork or focus in protecting the wealthy. A city with clean streets and sidewalk free of urine feces and garbage. [indiscernible] doing things shortterm for foreigners and corporations visiting for a week. And we repeatedly ask for more funds for direct services, dolores street Community Service recently had to cut our Food Distribution programs and think interesting when the city prioritizes certain activities they can find the funds internally and externally, so i do believe this is the least the city could do. Robin here, urt the year resident of hayes valley following up on supervisor prestons comments earlier today with the mayor to urge the city to move forward with the development of Affordable Housing on former central free way lot on parcel k. That development is installed for all most 20 years since the freeway came down in 2003. A little background, in 1999, after several years of ballot measures, voters approved proposition i put on the ballot by supervisor [indiscernible]. Called for the replacement of central free way and mandated housing, much affordable be constructed on 22 former freeway parcels. Since then, much of the promised Housing Development has occurred, however decades later several parcels along the east side remain empty, in some cases garbage and lined with encampments. The mayor office of housing controls those parcel. Include parcel k purchased in 2005 by former San FranciscoRedevelopment Agency with Affordable Housing funds. Several months ago, mayor office announced some time in august an rfq would be issued for development of Affordable Housing there, but unknown reasons that has been put on hold. The Affordable Housing crisis looms more acute and the city falls behind on the housing goals. Parcel k could support all most 100 Housing Units. It is ready to go. So few available sites, it is astounding the construction of Affordable Housing didnt occur there long ago and shamefully embarrassing it continues to be delayed. Im here today to urge you to join colleague supervisor preston, convene a hearing to press the mayor office to honor the San Francisco voters and expedite parcel k. Thank you very much. My name is andrew signer, resident of district 5 and live in hayes valley and also here to advocate for development of Affordable Housing on parcel k also known as proxy. Couple months ago, myself and neighbors realized the timeline of that project is at risk and motivated some to create a group called hayes valley fl all and start petition to ask the mayor office of Housing Community development to move the project. Since then gotten over 450 signatures in about 2 months and there is a lot of enthusiasm in the neighborhood for this. We feel like we called ourselves hayes valley for all nots because we want hayes valley for all people, but think we can have all things. We think it is false choice between public space for people, retail and housing what is there now is a coffee shop i go to all most every day. Ioacan get ice cream, there is a gym, juice shop. These are all things that can be exist in a Affordable Housing complex. Myself, i live on parcel h. Developed mostly market rate about 10 years ago. The only reason i can afford there because i worked in the right industry and just the right time. A Lottery Ticket like that should not be the price of admission to our neighborhood. My name is natalie burdick, a twechbl year neighbor in hayes valley and San Francisco taxpayer and voter and going to read the statement into the public record. Our housing shortage hurts our residents. Our economy, our communities. The shortage wasnt createdane year and will be solved in that short a time. But, we have to act with a sense of urgency to make fundamental changes to meet our ambishish housing goals to allow 82 thousand new homes to be built in the next 8 years. To be fair, that is not my statement. Those are not my words, however, i wholeheartedly agree with them and i hope that you do as well. In truth, these are mayor breeds words. She shared them when she gave a 3 month update on her housing for all executive directive. Yet, despite this directive as we heard, there is a site that was already owned by the city. There is a site that was already approved for Affordable Housing going back as far as 1999 and this site despite that has no timeline for building up to a hundred Affordable Housing units and adding more much needed public open space. The Mayors Office of Housing Community development missed the deadline to act with urgency. It was a deadline they set in august but today we have no idea when or if they will start that rfq process. When mayor breed issued housing for all directive, she challenged all city departments with the responsibility for achieving the goals of the San FranciscoHousing Element.
