Item 12 ordinance to amend the admint strative code to require the controller to prepare an initial base budget to guide each city agency to preparation of proposed two year budget to provide the base budget must include Cost Increases and agreements with non profit organizations to reflect inflation and to adopt the city policy that departments will enter into multiyear grants when the need for a Grant Program will extend beyond a single year. As a former budget chair and as a supervisor that sat on the Budget Committee five years in a row and has been through 14 budget processes in these halls, i can tell you that 3 in the morning on the last night of the budget all most every year we are battling around this issue whether or not to give cost increase to non profits and collectively it is a big ticket item because we rely on non profits for meeting the basic needs of our residents in major major ways. So, this legislation fixes this problem so it is no longer part of the 3 a. M. Negotiation every budget year and does so in two ways. One, it requires departments to make multiyear contracts with non profits if the service is expected to continue. There might be pilot projects only a year or special funding only for a year, but in general we contract for Ongoing Services so contractsso, departments are expected to create multiyear contracts. Two, departments are supposed to include the cost of living increasescost of doing business increases within that contract, so that non profit can rely on that increase that comes in their expenses and payroll every year but not funded by the city and often dont find out until 3 a. M. In the morning the last minute on budget day whether or not that will happen. That means it is very hard to plan, very hard to hire and insure you can retain the staff you need to provide the Excellent Services happening all over the city. So, it is just a very simple piece of legislation. I want to thank so much our incredible controller, Ben Rosenfeld who convened a non Profit Working Group and his wonderful staff who came up with these two items as potential options for making the process more streamlined and make a lot more sense, and i also want to thank santiago [indiscernible] from my office who has been working on this piece of legislation for quite some time. Item 13, ordinance to amend ordinance 14523. This is annual salary ordinance for fiscal years 20232024 and 2425 to reflect the deletion of two positions in fiscal year 2324 and addition of 4 positions in fiscal year 2324 in the Police Department. Item 14 is ordinance to amend the business and tax regulation code to add provisions to administer the empty homes tax and to make conforming nonsubstunative changes. Supervisor preston. Thank you. Colleagues, before us today is the trailing legislation to implement the empty homes tax, november 2022 ballot measure approved by 55 percent of San Francisco voters. The tax, which will apply to buildings of three or more units that are vacant for more then half the year with exceptions takes effect january 1, 2024. I wanted to take the opportunity to remind non exempt Property Owners with vacant units that now is the time to take steps to fill empty homes, which has been the intent of this effort from the start. Prolonged vacancies after january 1, 2024 may be subject to this voter approved tax. Also, wanted to extend sincere thanks to our treasurer, sis nar osand his team at the office of the treasurer Tax Collector for all their work on helping to shape the policy and take the lead on the implementing ordinance before us today. Lastly, want to thank faith in action bay area for working closely with our office on this effort and including making sure that the revenue from this measure is used as intended by the voters of San Francisco. Item 19 is resolution to approve the 4th modification to a contract with Dignity Health doing business as Saint Marys Medical Center for the operation of sfo Medical Clinic to increase not to exceed 12. 7 million with no change to the Contract Term through june 30, 2024. Item 20, resolution to approve the second modification to lease between the United States government and the city for two year Term Extension from october 1, 2023 for total term of october 1, 2015 through september 30, 2025 and to increase the annual rent to approximately 620 thousand for offices occupied by the u. Items 4245 considered by the Homelessness Behavioral Health select committee at regular meeting on friday october 13 and forwarded as Committee Reports. Item 42, this item approves the third amendment for services at the cova shelter for 10 month extension and total term december 18, 2021 through august 31, 2024 to increase agreement amount for new total of 15 million. Thank youism before we vote on this, i noted that the budget and legislative analyst called this out as a policy matter for the board of supervisors as opposed to the other two Grant Agreements amendments with Community Service item 43 and 44 and wanted the budget legislative analyst to tell us why and what is being done about the concerns expressed in their report. You are asking about 42. This resolution approves extension of the hsh Grant Agreement with ecs to operate a shelter at the cova hotel which was a shelter in place site that is now used as a shelter and when we look at any contract we look at the performance on that contract and the contract is compliant with various requirements that are in that contract and in this case, there was essentially a complete failure of ecs to live up to the operational and agreement. They were not doing staff training or [indiscernible] or wellness checks or making sure people entering housing were document ready, and resulted in the site manager that was a ecs staff person replaced. Typically, when there is a low performance we would only recommend a one year extension, but this isnt a multiyear agreement, this is extended through august 2024, which is when the city booking agreement for that site expires, so i actually think it makes sense to still given the scale of the shortcomings to have a check in during the budget process because hsh is going into that site january to do a midyear review, but still check in at the budget process to see if it makes sense to continue funding this service in the new budget year, which is particularly important because the funding for this service is now moving from a state source to the general fund, so this is now a primarily locally funded program, and i think if the performance has not improved and there hasnt been a alternative provider identified i recommend terminating funding for this service during the budget process. I just wanted to mention that we had a good discussion about this at committee that one of the major changes is they hired a new site manager for the building, and they are already noticing changes. They are also going to come and give us regular updates on this particular site and especially give us an extensive update before the budget process. Thank you supervisor ronan. Madam clerk can you read item 43 and 44 . Item 43, approves the third amendment for Property Management and Supportive Services at the henry hotel, permanent Supportive Housing site to extend grant by 20 months for total term of july 1, 2019 through june 30, 2025 to increase agreement amount by 4. 8 million for new total of 14. 6 million. Item 44, approves the First Amendment to the Grant Agreement for Property Management and Supportive Services at 5 permanent Supportive Housing buildings to extend the grant term by 16 months for new term through june 30, 2025 and to increase the agreement amount by 20. 8 million for new amount of approximately 47 million. Item 45, resolution to authorize the office of the mayor and department of homelessness and Supportive Housing to solicit donations from the various private entities and organizations to support the expansion of the temporary shelter and other Homeless Services to support people experiencing homelessness notwithstanding behested payment ordinance. Motion to amend the rules of order revising rule 1. 3. 3 in person and remote Public Comment to discontinue remote Public Comment by members of the public at meetings of the board and committees accept as legally required to enable people with disabilities to participate in such meetings and pursuant to board rules this item must be adopted by 8 affirmative votes. Thank youism colleagues you are in attendance with a number of we call them white supremacist participated remote ly as those cowardly individuals like to hide in the internet and remote Public Comment as they unleashed a torrents of racist comments we thought we were immune in San Francisco but are not which lead me to introduce this change to our board rules and reverse my previous position that i expressed when the covid19 emergency was ended and we had to take a vote on what we wanted to do with the relatively recent 3 year old advent of remote Public Comment. I do this with a heavy heart and as i said in committee, am more then open to exploring alternative legal and functional measures that might allow the return of Public Comment, which could be changes to the brown act at the state level that allow us to block numbers from the sources of this hateful speech or technological changes that right now are not practical and too costly relative to achieving some delays, so those speakers can be weeded out, but neither of those things are before us today, but i remain committed to exploring that. With that, i will turn it over to supervisor preston. Thank you president peskin. I think we all share a goal of trying to screen out the hate speech that you described, which is not only irrelevant to the proceedings and jurisdiction before the board, but really has no place in our discourse, so i share the goal of trying to screen that out. Im not convinced that the only avenue to doing that is this proposal to eliminate accept in narrow circumstances remote Public Comment and i think on the other side of the scale, we all know are the constituents who i heard loud and clear from who are working people calling in from their jobs, seniors, parents with Young Children who are not able to be here and sit for hours through our proceedings to be able to speak, so i recognize the complexity trying to balance that with us having our hands a bet tied by state law in not being able to do some things that would be common sense as you describe for example, blocking the known number that is hate speech or just anonymous numbers and things of that nature. We are limited under state law in what we can do, but i am concerned about the process. This was just heard in committee yesterday. I think with more time and if there were interest among colleagues i think we could explore alternatives, including possibly a delay from when the Public Comment remote Public Comment is given to when it is broadcast, and so that would be my preference would be to continue doing that rather then eliminating most of the Public Comment until the state law changes. I wont be supporting this today and look forward hearing the views of colleagues. Thank you supervisor preston. Supervisor engardio. Thank you president peskin. Colleagues, remote Public Comment helps many people who couldnt be here to have a voice and helps people disabled, have difficulty traveling the city hall, helps parents who never are able to attend a meeting while tending to kids but can call in while making dinner. Helps people who work during the day and cant take time off to come to city hall. As we experienced, remote Public Comment has a horrible dark side, anonymous callers yelling ugly and racist words. Now we are faced with a choice to end Public Comment because of a few hateful people. I heard from many san franciscansthey do not want us to end it for all. They point out that many ugly things have been said during inperson Public Comment. They point out that the clerks are vigilant cutting people off who cross the line. One sunset resident among many i represent suggested workarounds. A time delay. If the law allows requiring remote callers to register in advance, but the point is, we should try different ideas and see what works before giving up remote Public Comment. Lets be creative how to make government more accessible. We need to find ways to Foster Health y Civic Engagement not limit it. Easier access benefit parents, seniors and disabled people. We need to hear their voices so ill vote no on this item. Thank you. Thank you. Supervisor melgar. Thank you president peskin. Colleagues, while i appreciate the intent behind this legislation to protect against hate speech we have been subjected to, i also do not believe that this is the solution and i will remain consistent with my position on this issue, which is that remote Public Comment provides a opportunity for many residents to engage that would not otherwise be able to. It is not just people with disabilities, but also people who have caregiving responsibilities to seniors to folks in their homes. People unable to take the hours off of their work day to be at city hall or cannot afford to. People with mobility issues that may be temporary in nature and yes are, new parents, new mothers in particular who are breastfeeding. The few that have abused the system should not be the reason to limit the ability for every day residents to engage in the policy making process, and as such i will not be able to support the change of the rules and i hope we can find a way to strike a balance, because i believe that as department one, the board of supervisors, we are the most forward facing Public Entity in the city and county of San Francisco, so i also want to take time to commend the clerk of the board for her and her extraordinary staff along with a team at sfgovtv and department of technology for having taken us through the pandemic and for now implementing a system and having gone above and beyond to take us into the era of these remote meetings with elegance, with grace and with [indiscernible] i really appreciate you madam clerk. I do believe it is our duty to increase engagement, opportunity and transparency as part of a open accessible government, so i do hope we can find a better path forward. Thank you. Thank you supervisor melgar. I think we all concur in your remarks about the clerk and the clerk staff. Supervisor walton. Thank you so much president peskin. I just wanted to really repeat what i said in committee and i want to thank for proposing this change and want to be clear that this will not have a negative effect on people with disabilities. Not have a negative effect on seniors and not just about the racist and demonizing comments people make when they call in, but for me also about the fact i dont want to represent people from florida or texas and their opinions here in the board of supervisors and people have taken advantsage of that through remote Public Comment and very unfortunate so 100 percent in support of this and want to make sure people understand, we are not eliminating remote Public Comment for people who have disabilities and people who are seniors and people not capable of coming into the chambers, so i want to be clear and want to make sure anyone who creates that narrative, everyone understands it is not factual. I will start with the first one highly deserved and some of you may know of a constituent of mine, a writer and a New York Times cross word puzzle creator Andrea Carla Michaels as the pizza lady for one woman crusade over many years to obtain and reheat and redistribute unsold pizzas from the polk street corridor and beyond to unhoused. Neighbors on the street throughout the Lower Nob Hill and lower polk area. Apitomize the spirit of Civic Engagement and Neighborhood Community building and at a time when the relentless turn of cynical politics, negative press release and toxic sound bites dampered grass new organizing community building, andrea is the grounded neighborhood leader that believes the solutions to the city problems lie with positive and good faith collaboration. When she organizes a Community Cleanup our neighborhood event it isnt because she needs a vote or money or press plug or 501c4, she just loves her neighborhood and the city and she says, i dont think there is anyone who is not willing to help a neighbor and her Actions Prove it. Her Civic Engagement doesnt stop there, and are i think some of you may have seen this article recently. So many of us have sadly seen the aftermath of a burglary or car breakin with ids and papers and photos and backpack on a sidewalk. When andrea found that police were not accepting those stolen items or able to pursue the time intensive effort of finding who the owners of those items are, given their workload, andrea decided to take matters in her hands. When the various city departments were not able to help focus the effort entered a 10 Week Community Police Academy force in 2018 helping to identify how she could be essential part of apparatus to initiate sfpd citizen lost and Found Program and when that didnt work, i do note assistant chief lazar is taking active interest, she set up a simple website, lost and found San Francisco. Com to centralize her math making efforts and sleuthing efforts to collect theetum and stores them and at her home or at a friends home where she meticulous catalogs them, looking for any identifying information that can point her towards the original owner of the stolen often irrelaceable property often of sentimental and personal value. Truly her puzzle solving mind has been a perfect fit for this work. Work she cheerfully disposes with. Her successes have included reunited a miami family with luggage that included a 8 grade graduation card and 6 year old collection of rocks from the grand canyon. Latest brilliant idea creating centralized dmv hotline for passers by to report smash and grabs so victims respond in a timely manner given now a random citizen cannot report a breakin by license plate and neither can our own sfmta with supervisor safai and i were talking aboutsorry, that was a tangent. Her simple ideas to have the hotline,b quickly send an email there is a breakin to at least attend to their vehicle and report the crime sooner to the police. We know that the dmv is having issues communicating with the sfmta around stolen carsactually that is the state department of justice, but there is still hope that one citizen pragmatic idea can catch hold and help in real time. Andrea you are a delight and phenomenon and grateful to have you. Your optimistic outlook on the future of the city and desire to seek out the best in everyone makes us better and stronger. Your Solutions Based approach to Public Safety not only make sense but inspire more cando attitude on behalf of everyone in City Government and for that i want to thank you and celebrate you. Come on up. [applause] may i have a one minute rebuttal . Yes, please. I just want to say thank you president peskin and the board. Im touched to get accommodation and just want to say that in the summer of 77, right before i turned 18 i was traveling from my home in minneapolis, alone on a grayhound bus seeing the United States and when i arrived in San Francisco, the clouds parted, my head exploded. I couldnt believe this place existed. I thought it was gorgeous. Everybody was doing their own thing and i felt i had found a home and a place in the world and there was that postcard shop on grant street in north beach that sold these neon postcards that red, there may not be a heaven, but there is a San Francisco and like many folks who came here, San Francisco gave me life and the reason i wanted to address you today is to say, i could just be and honesty 99 percent of that was due to rent control. I could live on top of nob hill, i still do. I could temp, teach english, do comedy for 50 a night and live a very life. In all honesty i never thought i would respond my 50 and 60 in alleys redistributing food and clothes, but these are my neighbors. By the way, i want to say, i couldnt be the lady without the woman who makes and es me the pizza to distribute and she is here today and so i like to very much share this commendation with [indiscernible] who is nob hill pizza. [applause] i walked in there one day years ago, it was lifechanging and especially in the fraught times, i like to point out [indiscernible] who works full time and a wife and mother and devote muslim and im a jew with [indiscernible] we are very different women who live very different lives but we share San Francisco and San Francisco has provided both of us with the life we only dreamed of, and thank you for thanking me, but i want to say what i do is not a thankless job. I get an outpouring of love and gratitude every day, but usually from tourists and folks lying in the alleys, not folks in [indiscernible] here in city hall. I am not an ernest dogooder. Some sort of unsung hero. I feel very sung. Im just a resident of San Francisco with rent control, so i can literally afford to be out there helping. Rent control supervisor preston for example is fighting for so fiercely is such a important thing. We got to do everything we can please to protect it. The point is, i can do what i do because i can like everyone on this board. Im just trying to right the ship and all i can say is San Francisco gave me my life and i want the folks in the alleys or tourist to be reminded why they came here to begin with. I just want their heads and hearts to explode like mine did 45 years ago and recapture that feeling that there may not be a heaven, but there still is a San Francisco. Thank you. Before i present this to you, i also want to say, thanks for having the fortitude to stand up to a landlord who did everything he could to try to get you out and i am delighted that you had the courage of standing up and fighting and still in your home. President. Thank you everyone. With that, we will go to our Second Special remarkably special commendation,b which is being presented i believe by supervisor stefani. Are you ready . You want me to do it . Yes, okay. We will do it together, but are you ready to stand up and say words about our friend . [indiscernible] okay. We are honoring carl nulte. Nice to see him in the audience. [applause] i love the last one, especially the sentiment there might not be a heaven but there is San Francisco and the treasures we have in the city include people like carl nulte and i want to thank him and his wife darlene for joining us today. I also want to extend appreciation to supervisor peskin bringing forth this commendation. We talked about it last week and said we have to do something in the board for recognizing a figure whos impact on San Francisco is immeasurableism we know for years of reporting at the San Francisco chronicle, but i always been intrigued by his deep family roots here in San Francisco. With my own family having a history here since 1906, i can appreciate carls strong ties to his german and irish ancestry. Carls career spanned over 60 years of journalism here in San Francisco. He has seen our city through ups and downs and been there to report on all of it. During his time at the chronicle, carl served as journalist and editor and spent time as a war cor spawnant writing about the gulf war invasion of iraq and sf jur mia obrien. Won several awards including distinguished career award and Maritime Heritage award from the San Francisco Maritime Park Association and holds Honorary Degree from university of San Francisco and California State University maritime acaed omy. In recognition of exceptional career and commitment to principles of journalism express deepest appreciation to contribution to the field and look forward honoring you tomorrow at the iii luncheon. Ill turn it back to you supervisor peskin. Thank you. Carl started working at the chronicle before supervisor mandelman was born but before i was born and got a decade on supervisor mandelman, so that is a long career at the San Francisco chronicle. I wanted to [indiscernible] a couple personal stories about carl. Some 15 years ago, we actually went on a backpacking trip to yosmite. Carl regaled me with prussia and prussian war without taking a breath over 8 hours, but his knowledge isnt only international, his knowledge is not only about the bay and particularly about all things maritime that we read, carl has a remarkable understanding of the history of our first peoples and about 23 years ago carl on behalf of the chronicle actually covered work that i was doing then to acquire water rights on behalf of the pyramid lake piuttribe of indians in northern nevada and amazed how much he knew about the Indigenous People of california but the american west. I have to say that if there is a video of his 90 Birthday Party where he was [indiscernible] everybody from willie brown to many reporters and friends, it was quite a gathering to his so called sailor girl darlene. We salute you for putting up with carl these many years and for your shared interest in all things maritime and with that, supervisor stefani, on the occasion of your being honored at the iii tomorrow and on your 90 birthday want to present you with the board of supervisors higher honor. [applause] thank you very much. Im both surprised and honored. Im surprised because earlier in my checkered career, i spent some time in the chronicle City Hall Bureau covering the proceedings of the board of supervisors, and matter of fact, today i ran into a former supervisor whos name i wont mention. He said, you seem to be in a hurry, where are you going . I told him and he said, i wouldnt do that because some things we said were not entirely complement to the board. [indiscernible] [indiscernible] im honored because one thing supervisor peskin and supervisor stefani mentioned is the iii which stands for irish italian israeli society, which represents three of the many tribes of San Francisco. In a way it is kind of a old school organization. There is only three tribes in San Francisco. But there are many many more. My great grandfather who came from germany in 1850s lived in San Francisco all that time. What made San Francisco great is the addition of other people from over place in the world. People who came here in the gold russian, asian people who came before the gold rush and everyone since. There is a book about that called the world rush in and this is where the world rushed into. We have all kinds of tribes in San Francisco. Many more then we can count and i think it is one of our strengths. One of the strengths of the city and county of San Francisco is not just people born and raised here, but people who came here later, including my own mother who left ireland during civil war and strife and came to San Francisco to start a new life. A story about tribes includes my charming wife darlene who is part italian, part bohemian, part irish. I have a japanese brother in law. A hispanic son in law and my hispanic grandson, not old enough to have grandchildren, that is just a trick. He presented me with a great grandchild and his name is marcos lopez iii. There is a real california name if there was one. That is my story and i leave you to wrestle with the problems of the city for now, and are if you need any advice, you know where to call. Thank you. First, i will begin with something that president peskin and i actually were discussing earlier and it has to do with the resolution we are introducing today urging the mta to stop ticketing and wave tickets that have been issued immediately to stolen vehicles. This is a practice that has gone on for many years. It is something that it is all most adds insult to injury when you are victim of having your car stolen. One of the only ways you find out and one way many people found out their car is stolen is to go on to the mta website to find that they have been issued ticketed and having those tickets piled up and some cases towed and impounded which happened to one of my own staffers. They are promised they will be refunded those dollars and never came to fruition. Also, we know that many of the cars that are stolen in the city are often then used in other crimes and sometimes Violent Crimes in the city. This is something that the mta funded a department in the technology we have available and the ability they have to coordinate with the sfpd is something that should happen immediately. They have the ability to do it, they have the technology in the past, they stopped using that technology. There is no excuse for this department not to be doing this work today and immediately should begin refunding people who cars were stolen and ticketed at the same time. I will also hand it over to president peskin who will speak on this. Thank you for your cosponsorship. This is something that needs to stop and needs to happen not in 45 days, but should happen immediately. I dont know president peskin if you want to speak now or come back because i have another resolution. Okay. Second folks, i have a resolution today filling in on behalf of my colleague and also again with president peskin, supervisor stefani who had to recuse herself on a item in her district that has to do with the marina harbor project. Introducing resolution today urging the recreation and Park Department to stop their plans and move forward on a project of remediation. They have only gone down one path. Had some Community Meetings but predetermined in many ways before getting Community Input on what would happen, so asking for a more transparent process that provides the opportunity for community to weigh in. There is is a lot of good use that happens along the marina harbor and marina green and the idea of taking that and s hp rinking it and expanding the footprint of larger ships versing smaller ships and doing only 15 percent of the remediation work when you have the ability to do up to 40 percent. If you remember colleagues, there was a settlement with pg e that allowed the city to work with pg e to spend up to 190 million to rebuild, reimagine and remediate the area. Asking rec and Park Department to slow down, listen to the community and get genuine Community Input. We think it will have a Significant Impact to have a good and robust process and until the community has had the ability to weigh in and have a more transparent outcome. I want to thank president peskin for partnership on this. We went the other night, met with about 200 Community Members and they said this is the first time they had hope their voices were going to be listened to, and we also explained to them and apologized their own supervisor was recused because of conflict. Colleagues, i like to remind everyone in 2021 we unanimously passed resolution to declare each october Domestic Violence awareness which was launched nation wide in 1987 for individuals and organizations to connect and raise awareness relating to Domestic Violence which is Public Health crisis causing physical, emotional and economic harm to victims families and community as a whole. According to the national Domestic Violence hotline, on average nearly 24 percent per minute are physically abused by a intimate partner in the United States. California has higher rates of men and women experiencing Domestic Violence then the National Average with 33 percent of women and 25 percent of men having been victims. The National Average is 30 percent of women and 10 percent of men. We are not immune to the epidemic in San Francisco. In 2021 the Family Violence council found that in 2020 more then 7 thousand domestic violent 911 calls were made and more then 3,000 incidents responded to by the police. We also cannot ignore the effect access to guns has on the issue of Domestic Violence. The presence of a gun in a domestic violent situation increases the risk of homicide for women by 500 percent. Every 16 hours a woman is shot and kill ed by a spouse or intimate partner in the United States. Nearly half of all women killed in the United States are murdered by a current or former intimate partner. With our high rates of Domestic Violence related gun violence, the u. S. Is the most dangerous country in the developed world with women and guns. Women in the u. S. Are 21 times more likely to be killed with a gun then women in other high income countries. Domestic violence plays a major role in the lives of women living on our streets and recent survey conducted by community forward, 106 unhoused women responded to the simple question, where in San Francisco would you feel safe . The two primary responses were, no where and with other women. The effects of Domestic Violence perminate through the city priorities and communities. I hope you will join me in reaffirming our city and county commitment to supporting efforts to raise awareness about Domestic Violence, prevent occurrence and provide resources for survivors. Colleagues, toed i have one in memoriam. At the end of september the hunter view formally known as west Point Community and Hunters Point lost a important pillar. Turelporter senior. If you knew him he loved where he came from, it made him who he was and build the strong character needed to survive in his community. Terel was family and community oriented. Loved to put together family gatherings with the help of big brothers and held Community Cookouts and fish fries consistently wanted everyone to love each other and build each other up. There are so many people who can tell he made sure people did not go hungry, even if that minute make agplate from his own grandmothers kitchen. What made him smile is watching the younger kids play basketball in the community. He hopes and dreams for his neighborhood including the park in west point, now known as hunters view, which used to be known as youth park. He wanted to see it cleaned up i and remodeled so the children had a safe place to play and spend time productively. Terel never moved out of his community and stayed up until his passing. Express support for soma gateway design and urge Arts Commission and department of public works to build and own the gateway. The Filipino Community has a long ringe history. Established in 2016. While most other cultural district and historically significant neighborhoods has physical markers like dragon gate in china town [indiscernible] so in 2019 soma began the process of selecting an artist for creation of cultural gateway or arch for their cultural district. This process involved extensive outreach including Community Meetings and public opportunities for input. I saw some of the early designs for the district when i was new in mew tenure on the board and i was very pleased to see the design they ultimately arrived upon. The gateway draws inspiration and incorporated art, creating a arch over rus street at folsom and encourage everyone to visit the website to learn more about it. Soma is also working with city agencies to insure there is proper fire clearance, does not impede utility lines align with the street scape projects soma west [indiscernible] 10 months planner director rich hillis work [indiscernible] of the gateway. Given the structure will be in public right of way and enrich the public realm. There seems to be agreement among city leaders this is a excellent and worthwhile project but mechanics of getting it done still include challenges. This resolution sends a message from the board of supervisors this is a important project. That elevate the contributions of our Filipino American community to the rightful place in San Francisco public realm and this new addition to our city arts and culture should be prioritized. Thank planning director hillis who is a great partner working with city agencies and of course soma philippinea and execive director for years of work and everything done to enrich the city. No better time then Filipino American History Month to call attention to this and propose the resolution and hope i earn your support for this and rest i submit. Thank you madam chair and thanks everyone for the birthday wishes. I have a brief announcement of ordinance we are introducing. Short ordinance to extend through 2026 the temporary cannabis events permit pilot. Folks maythere isnt a lot of you left, may remember back in 2019 we passed legislation to allow to create permits for the consumption and sale of cannabis at temporary events. That pilot has been successful in some regards. I think we have things we learned and i think we are hoping over the next several years we can make some changes to the pilot to make it more useful. We are working with oewd and cannabis industry operators to try to identify locations that work for more events under existing state reg ulation and explore opportunities in the way we implement state regulations and think of different kinds of events that might work under state law. I want to thank Sophie Hayward in office of city administrator. Cannabis Oversight Committee for their recommendsation and sarah crouly and City Attorney office. This legislation would simply extend the pilot through december 31, 2026 and the other stuff well try to figure out and introduce later on. The rest i submit. Thank you. Supervisor melgar. Colleagues, today i am introducing a resolution urging the sfmta and hsh to develop a joint plan to resolve the large number of inhabitsed recreational vehicles on lake merced and winston avenue. As you may know, im desperate to find a safe parking spot to help relocate the large number of vehicles near the lake, which is our secondary Drinking Water source for the entire city. Most of these recreational vehicles do not have access to sewer and we need to guide these families to permanent affordable housing. Our office has been begging for help for three years now and the process has been excrutatingly slow. Never the less, we have been able to place 18 families from those rvs to permanent housing. However, the number of rvs has not gone down. It is not just inhabited vehicles, we had a problem with commercial companies parking large carrier semicaps, landscape dump trucks longterm because of lack of Parking Enforcement and restrictions. The issue around the rvs not going down despite families housed is that we have a number of these vehicles that are not owned by the people who inhabit them, so there are landlords in these vehicles that are taking up the public right of way and making a collecting rent from desperate folks while taking up our public right of way for free. At this point, we have had no choice but to relocate these vehicles, because we have a important safety quick build project on lake merced. Since i have been supervisor since 2021 there have been two deaths of lake merced boulevard because of high speeds. We are hopeful we will get a safe parking site and we do need to prepare for a efficient transition as moving people from living in their vehicles into permanent housing. We know that hsh has been doing coordinated entry and also moving people in rapid rehousing, however there is no coordination between mta and hsh, so when a family is placed in housing, no one will tow the vehicle after it is vacated. There is no point in the process where mta and hsh collaborate and this is what im asking them to do. When we move one rv family into housing, or another large vehicle an rv takes it place. We are just doing a deservice to both the folks who are living on these streets and our communities. I am urging the mta to work in tandem with the department of homelessness to develop a plan for a efficient transition with these resolutions. Thank you and the rest i submit. Colleagues, today i like to adjourn our Board Meeting in memory of a business man pill anth ropest, billion air named charles known as chuck feney a global lion of social and equitable giving. For those who do not know about mr. Feney enlisted in the United States airport [indiscernible] got a ba from cornell and started by selling sandwiches to fraternity houses and then traveled in europe and eventually cofounded a little duty free business selling luxury goods to tourists, which became Duty Free Shoppers in airports all over the globe that got him to be a billionair. He founded the atlantic philanthropy 40 years ago and gave away 8 billion. He used to advance knowledge and promote health and equity and dignity all around the world. I had the pleasure of meeting him once. He actually resided much of the time in a apartment in San Francisco and i do want to express our condolences to his survivors. I also thought it was worthy of adjourning the Board Meeting noting he did not put his money into politics, he did not put his money into 501c4 and i say that in a city that is home to some 84 individual billionair s and i just want to say, if every single one of them did what chuck feney did we could systematically tackle homelessness and poverty and access to basic resources. Bill gates called him the ultimate example of giving while living. In his biography feney said i have one idea that never changed, you should use your wealth to help people. I wanted to adjourn todays Board Meeting in his memory. There are a couple pieces of legislation ill submit. I want to associate myself with the two pieces of legislation that supervisor safai spoke to. I want to speak to them in a larger way. One, around the recreation and Parks Department and it is predetermination without any meaningful public input. Not only from the neighborhood that adjoins the proposed project at Gas House Cove and the west marina along the waterfront, but with effected users and neighbors throughout the city and visitors as well. The marina green is kind of like the district of columbia. It is a area for all peoples and if you stroll there you will see everybody from every part of the city all ethnicities, all income levels enjoying unimpeded views of the bay. I was frankly taken aback that after two meetings with the public where the recreation and Park Department just said heres what we are going to do. We dont really care about what the public wants. That is antetical to rec and park where it is part of everyone living room and there is work that has to be done whether a dog park that conflicts with a playground and rec and park has done a good job of that up until recently. Their behavior around United Nation plaza,b i said at the time, wow, this is insulting, it is mistreatment of a low Income Neighborhood that is a food desert. This would never happen in the marina or pacific heights. Well, i was wrong, because they are actually treating everybody shablly. I attended with supervisor safai a meeting that had hundreds of people who are all rightfully outraged. My hope is we dont have to legislate, that we dont have to amend the annual appropriations ordinance, but that the rec and Park Commission will slow down, look at a range of meaningful alternatives and let me just say the statements that have come from the rec and Park Department we all voted on this in 2018 is absolute hogwash. What this board for those who were on it in 2018 voted for was the settlement of litigation with pacific gas and electric which had been going on for a generation about the Environmental Remediation hazardous toxic cleanup on the sea floor, bay floor of Gas House Cove. It had nothing to do with building a facility for yachts on the marina green. That is true. Council shares those views because we did not vote on a project, we voted on accepting 130 million up to 190 million for Environmental Remediation so dont spread falsehoods to the public. We can have policy disagreements, but cannot have disagreements on fact and that is fact and the fact that the general manager is a former deputy City Attorney should not spread this to the public. Let me be abundantly clear, it is in that same vain and i want to say i appreciate that about an hour ago the director of the sfmta clarified before the mta board another mistruth that has been disseminated which is that, the administrative code is what has resulted in the mta issuing tickets to stolen cars in San Francisco. Now, this has been exacerbated by 501c4 organizations that are funded by billionairs and it is untrue. Now, that started with misinformation that iminated from the m it a, but lets be clear, the problem is a Software Problem. The problem is a Software Problem the mta knew about or should have known about and should have corrected so that they can communicate between databases. A legacy piece of software that could no longer be serviced stopped functioning a number of years ago. It has nothing to do with the administrative code and i am tired of scapegoating of good pieces of law, including chapter 19b of the administrative code. I understand there is a mayor race happening. I understand people are going to do things in the mayor race, but it is incumbent on all of us, all of you and our mayor to tell the truth and not in a time of disinformation to perpet wait untruths. My name is Christopher Cline and want to share information about Public Health and safety that impact San Francisco. Last week i submitted a cdc declaration that states the issues and concerns facing San Francisco. I forward this information to sfpd, sheriff mayor and board of supervisors. I am giving authority to request a copy from the ones that have the document. Waiving the hipaa rights as the documents explain fully. Public Health Intervention place people on digital surveillance or police investigation. The number one issue is credentials were given out illegally and unethically with people with no business or credentials in Public Health or Public Safety. The synergy of surveillance is causing uptick in violence as it disturbed the illegally allowed. One or two officials used this to attempt to influence a automobile and distract the [indiscernible] approximately 1020 hours reported to the Police Department. We want to thank the mayor office for lighting city hall purple. This is about our 10th year having a purple city hall. Then i also want to say as we are seeing on the news, 7, 8, 9 heinous murders domestic violent related homicides throughout the bay area, one including a golden gate law student who came into the city every day, shes ours, we gather with you to help us end this and raise awareness. When i startsed this job 23 years ago, we were losing about 15 or 16 women and children a year. Because of the work we have all done together, some years we are down to zero. We like to keep it zero this year and the coming years and the way we can do that is to stand together. 20 thousand people Call Community based organizations about Domestic Violence and over 50 languages from every region of the city every year. The numbers we see from 7 thousand 911 calls, 5 thousand to the Police Department, of course, but most people in danger are coming to the community so this is a opportunity for us all to stand together in all languages from every district and say, lets celebrate healthy relationships in San Francisco, lets keep people say and keep thes down to zero. This board Second Nature from failure is to signal, but today calling on this board to put forth and pass a resolution condemning antisemitism happening in orcity and the world and stand in support of israel. I stood here back in 2017 and i asked you to please ask then director of the department of homelessness and housing Supportive Services jeff to help me with housing and he never did and nobody ever did. I have gone to each of your offices asking you for help and no one ever really did help. When it comes to helping the homeless issue, you havent really helped me or many people. Anyway, one thing i like to share with you and like to ask you to address is the inability of the San Francisco Police Department to protect us and how they are failing to protect us. In june of this year, back june this year around the 1 or 2 of june, i was viciously attacked at 7th and market and are then the nextall most killed from the blow i sustained to my head while i was sitting on the ground i still have 20 seconds, sitting on the ground trying to make a call and encourage a girl fentanyl user to go back home. I was making a call to [indiscernible] when i was attacked. Anyway, the officers that came to the scene failed to give chase to the assailant and he got away. Anyway, the next day i came to some of your offices with bandages and what not and you were able to see the damage that i have. Thank you merlin. Thank you merlin. Long it was in fashion, oshaughnessy water system has been sustainable. In addition to providing water for the bay area, it also generates clean hydroelectric power to run city buildings and services. And more recently, some San Francisco homes and businesses. Satellite electricity is Greenhouse Gas free, so we see a tremendous benefit from that. We really are proud of the fact that, weve put our water to work. Even with the system as well coon received as hetch hetchy, Climate Change has made the supply of water from the sierra vulnerable. And requires new thinking about where and how we use water. We have five hundred million gallons a day of wastewater being dumped out into San Francisco bay and the ocean from the bay area alone. And that water could be recycled and should be recycled for reuse through out the bay area. Were looking at taking wastewater and reading it to drink watering standards. Were also looking at our generation and looking at onsite water reuse looking at the technology and strategies we have available to us today. The very First Recycling plant in the state of california for landscape irrigation was built in San Francisco. Weve just developed a new recycled water plant in the ocean side wastewater facility for irrigation purposes in golden gate park, lincoln park and the panhandle. A century ago, San Francisco built a dam to create bunched znswer of fresh water to ensure the future and ensure the taps will flow for future generations, it will take as much vision when it reflects a fundamental change about how we think about water. I think we recognize theres going to be change in the future. So were going to have to have the flexibility and the creativity to deal with that future as its presented to us, its a matter of how to see it and say, okay, lets make wise use of everything we have. This oshaughnessy centennial i went through a lot of struggles in my life, and i am blessed to be part of this. I am familiar with what people are going through to relate and empathy and compassion to their struggle so they can see i came out of the struggle, it gives them hope to come up and do something positive. I am a community ambassador. We work a lot with homeless, visitors, a lot of people in the area. What i like doing is posting up at hotspots to let people see visibility. They ask you questions, ask you directions, they might have a question about what services are available. Checking in, you guys. Wellness check. We walk by to see any individual, you know may be sitting on the sidewalk, we make sure they are okay, alive. You never know. Somebody might walk by and they are laying there for hours. You never know if they are alive. We let them know we are in the area and we are here to promote safety, and if they have somebody that is, you know, hanging around that they dont want to call the police on, they dont have to call the police. They can call us. We can direct them to the services they might need. We do the three one one to keep the city neighborhoods clean. There are people dumping, waste on the ground and needles on the ground. It is unsafe for children and adults to commute through the streets. When we see them we take a picture dispatch to 311. They give us a tracking number and they come later on to pick it up. We take pride. When we come back later in the day and we see the loose trash or debris is picked up it makes you feel good about what you are doing. It makes you feel did about escorting kids and having them feel safe walking to the play area and back. The stuff we do as ambassadors makes us feel proud to help keep the city clean, helping the residents. You can see the community ambassadors. I used to be on the streets. I didnt think i could become a community ambassador. It was too far out there for me to grab, you know. Doing this job makes me feel good. Because i came from where a lot of them are, homeless and on the street, i feel like i can give them hope because i was once there. I am not afraid to tell them i used to be here. I used to be like this, you know. I have compassion for people that are on the streets like the homeless and people that are caught up with their addiction because now, i feel like i can give them hope. It reminds you every day of where i used to be and where i am at now. All right. Well, thank you all so much for being here. Im San Francisco mayor, london breed. And today im joined by trent rohrer, who is the executive director of Human Service agency. Matt dorsey, a supervisor from district six. And cedric akbar, the cofounder of positive directions, along with a number of other members from project positive direction. Positive direction is one of our really amazing programs. It focuses on abstinence based, provide housing and wraparound support for people who have suffered from Substance Use disorder. Theyve been very effective in helping people get their lives on the right path. And thats why were here today. We are here to focus on getting peoples lives on the right path. San francisco is a known, compassionate city, and when you think about the amount of service and resources that we offer to the public, we lead with our hearts or we lead with a desire to help people. For so many folks who have family members who suffer from addiction, this sometimes can be really personal. Wanting to see the city do more to help people get into treatment. It should not be any more convenient to get access to drugs than it is to get access to treatment. And what we are trying to do with a number of our changes and initiatives that i realize are a bit controversial. Were trying to get people into treatment. This is where we are. We see something a lot different with what the drugs are doing to people today than ever before. We see so many more people dying young, dying, not just are going through a situation and getting better, dying on our streets of San Francisco, were seeing more lives lost to this than covid. And with covid, we shut the whole world down. And with these drugs and how potent potent they are, this is poison. This is killing people. And were on track in this city this year to exceed had the highest number of Overdose Deaths than we have since this thing has really taken over, dominated, destroyed and taken away lives. And we need to do something about it. And we need to get uncomfortable with being uncomfortable. We need to get comfortable with being uncomfortable. Al and so why are we here today . Were here because we need to make a significant change. And one of those changes is to require treatment for those suffering with Substance Use disorder when they are seeking to get support from the city and county of San Francisco. General assistance. Ga. It has a lot of different names, but no more. Anything goes without accountability, no more handouts without accountability. So in order to get resources from our city, you will need to be in a Substance Use Disorder Program and consistently seeking treatment. Int and that is really why were here today to make that move, to get people into treatment and get them the support that they need. Our city workers, our street medicine teams, our street Crisis Response team, our Overdose Response team. We have a number of people who are working every day out on our streets to provide to support, to provide programs to lead with compassion. And last week alone , 80 people were contacted and touched out on the streets, asked if they wanted services, provided treatment on demand, and only one agreed. And as you can see with some of the arrests that were making for public intoxication, when people are not accepting help. And so now its time to make sure that we are cutting off resources that continue to allow this behavior for to occur without the accountability, without someone involved in a Treatment Program that could lead to a better life. Its time for us to get serious with treatment and with support for those suffering from addiction in in light of what has happened with the number of people who are dying, were seeing the headlines. Were talking about it. Everyones talking about it now its time to do Something Different about it. This legislation will have to go through the board of supervisors, and i am grateful to have supervisor matt dorsey here in support. And im looking forward to seeing other members of the board board support this very impactful legislation. And to be clear, this will be a fight. This will not be easy, but it is necessary. And ultimately i understand and very challenging and difficult of a decision. It is to make. I am more concerned about the lives that we will save and the people that we will get help in order to deliver this effectively for the public. We want change. Mothers want their children to be healthy and safe. Families want their brothers and sisters back in their homes. And people want to see the folks that are suffering from addiction get clean and sober and get on the right path with like so many people, all that positive direction has helped directly with not only wraparound services, but with housing, with food, with support, with love, with compassion. But not in anything goes approach. And thats why were here today, because its important that this program is implemented as aggressively as possible. We cant say we want to see change and not be willing to make the hard decisions to get there. And today its a hard decision. It helps with the other work that were doing where we are making arrests and were trying to get people into Treatment Court and the folks who are refusing, well, this is an incentive to get them into Treatment Program , into a program that will help save their life and thats what this is about. So i am looking forward to sending this legislation to the board of supervisors. And my hope and my prayer is that as a result, we will then begin to see more people in treatment. And that is the goal of what were trying to accomplish here today to explain a lot more about the program and to go into more depth will be the director of the Human Service agency for the city and county of San Francisco, trent rohrer. Thank you, mayor breed good morning, everyone. As the mayor said, im trent rohrer. Im the executive director of the Human Services agency in San Francisco. Were the agency that administers dozens of Public Benefit programs to benefit over 250,000 san franciscans every year. Its important to note that this change only applies to one of those programs and the program that that it applies to is called the county adult assistance program. In other counties, its referred to as general assistance or ga. This is a program that is mandated by the state of california in all 58 counties to provide cash, aid and other supports to single adults who have no children under the age of 18. So were not talking about families with kids. Were not talking about seniors who are receiving inhome care. Were talking about single adults between the ages of 18 and 65 who have no dependents. Right now in San Francisco, there are about 5200 people in this program. This is the program that provides cash assistance to Homeless Individuals. It provides cash assistance to many formerly Homeless Individuals who are living in our Supportive Housing , along with other other populations means what were proposing to do is to require every one who is receiving cash assistance through this program. So 5200 people to first go through an assessment and screening to determine if they suffer from Substance Use disorder subsequent to the screening for those who who we have confirmed, they have a Substance Use disorder, they will be required to enter into Substance Abuse treatment and successfully participate in that treatment, which we will be monitoring in order to receive that cash assistance. Those who choose not to be assessed or screened, those who choose not to enter into treatment, should they should theyre screened, be positive. Will no longer receive cash assistance. And how much are we talking about . The majority of the individuals who are receiving assistance receive 697 a month. If you are homeless because of care, not cash, you receive 105 a month and a guaranteed shelter bed. Individuals again who did not seek treatment when treatment is called for based on the assessment will lose that cash. Important to note that if someone is in homeless shelter or someone is in support of housing, a large majority of individuals in this program were formerly homeless. They have been housed successfully through care, not cash and through other interventions by the department of homelessness. They will not lose their housing, but they will lose their 697 a month. Why are we doing this . Weve been looking at this data along with with mayor staff and others for really for a number of years. But but there are three data points that really i think, calls for this pretty significant change. One one is about 20 of individuals who receive county assistance have self declared that they have a Substance Use disorder. Now, this is a self declaration and those in the field will agree with me that generally a self declaration is an undercount or underrepresentation of those who actually suffer from Substance Use disorder or addiction. The second data point the department of homelessness and Supportive Housing did a survey in in 2020 to along with their homeless count, where 52 of Homeless Individuals surveyed self disclosed that they had a Substance Use disorder, that they considered a disabling condition. The third data point , the chief medical examiners office, did a report from 2020 to 2022 that showed that 25 of Overdose Deaths during that period were people who had no fixed address. In other words, they were homeless. The data is clear. This is a population that disproportionately suffers from Substance Use disorder. Its a population that is not available, availing themselves of treatment. We have the treatment resources, the Human Services agency will ensure that we fund the additional slots needed to provide them to individuals who want to seek treatment. And again, if they dont seek that treatment, they will no longer be receiving cash aid. We anticipate the process going through the board should it be successful, we will take some months to put the program in place to secure the contracts with providers in order to do both the screening and assessment as well as the treatment, and are really looking forward to making positive change for a population that is too long suffered from addiction in and specifically from opioid addiction. And fentanyl use. So now ill turn it back, i think either to the mayor or to supervisor dorsey, to say a few words. Thank you so much. My name is matt dorsey. I am the supervisor for district six in San Francisco. And it was the conversion of a Public Health crisis in drug Overdose Deaths. And my own journey in recovery from addiction. That moved me to ask mayor london breed and then voters to consider me for a job on the board of supervisors that quite candidly, i never thought i would want, let alone have. But this issue is why i asked for this job and this approach, this initiative is why i am so grateful for the leadership of mayor london breed. I am proud to be here and to support this initiative. I believe it will better incentivize treatment and recovery for a population that is at wildly disproportionate risk for drug addiction and Drug Overdose fatalities. I dont need to remind everybody that we are facing an unprecedented loss of life in San Francisco. San francisco is not alone in that. But we know that we have got it worse here. We also know that coercive interventions can work. This approach reflects a key principle in the National Institute on drug abuse that treatment doesnt need to be voluntary to work. And i just want to repeat that. Please get this guide. This is the National Institute on drug abuse treat coercive interventions can work. Coercive interventions can save lives. Sanctions and incentives like those mayor breed is proposing today are evidence based. And according to nida, can significantly increase treatment entry retention rates and the ultimate success of drug treatment interventions. One additional point i want to make is that i think too much and for too long in the crisis that we have seen in our city, we have been leaving the strongest ally in this crisis on the sidelines. And that ally is represented very well here today. And that is the Recovery Community itself. As a member of the Recovery Community, i will tell you, the people who are going to save my life when i need it, when im at the end of my rope, its going to be my brothers and sisters and nonbinary siblings and the Recovery Community. And San Francisco can oftentimes be a bad influence. But i will tell you, the flip side of that is that we have a Recovery Community that is phenomenal and we need them in the game. This this program will do that. This is going to be something that i think will not only save lives, but give people a chance at a better life. There is a better life on the other side of addiction. And that is true if you are an individual struggling with Substance Use disorder or a city struggling with a crisis. And one representative who i think is just extraordinary at that is the person whos going to speak next. And thats cedric akbar. All right, good morning, everyone, and welcome. Um, you have some people that are here and some people that are doers and mayor breed right now is being a doer and making the changes in San Francisco of accountability. We look at her and we as a city have to hold her accountable. And when we hold her accountable, well, what does she have to do with us . Hold us accountable so when i look at this situation of how how this is going to happen and transfer her and as she said, were still doing this with love and kindness, but its at some point that the people on the streets, the people in San Francisco, we all have to take accountability for our actions and for our consequences. And once we accept those, we can move forward. Im a true believer of everybody staying in their own lane and do what they do best and work for a better San Francisco. So we, the Recovery Community city positive directions equals change and truly support. Mayor london breed on this particular issue and we will support her all the way to the end of this to see it through. So i ask and encourage the citizens of San Francisco, the voters of San Francisco, the people of San Francisco. So whether you land on the ground or you at the top of the pop to be able to support this together and together we can make the change. Thank you. Thank you, cedric, and thank you again for being here and just for some perspective, San Francisco. Spends 650 Million Dollars for Behavior Health programs that help at least 4000 people with a number of services and programs , whether its Behavioral Health, Substance Use disorder. Weve recently added another 350 Behavior Health beds. And our goal, as i said, is consistently to get people into treatment and support that they need. So the public is wondering if were spending all this money, this is just for Behavioral Health. This is not even included in homeless shelter and all the other amounts of money, the millions. And in a two year period, over 1 billion for various homeless shelter beds and other resources to try and help folks. We have seen in the amount of money increased significantly. But what we have not seen is changes to what is happening on the streets. And in fact, you can attribute the based on the number of deaths that weve that weve seen that why is it getting absolutely worse . S why are we losing more people to Drug Overdose just in august alone, 84. And as i said, on track to surpass any of the numbers that weve had in the past post and during covid, we shut the whole world down. We have to attack this program, gram. And the work thats necessary to turn peoples lives around in a way that is going to truly lead to positive change, truly lead to peoples lives being saved. So thats why we are here today. Thats why were grateful. I want to also say that even though we cant compel anyone into treatment, im really grateful for the work thats being done at the state level that is going to add some Additional Resources for Behavioral Health conservatorship and other things that we can use to help get people into treatment. I am grateful for the clarification from the City Attorney around and the work were doing to clear encampments in San Francisco and just for clarity on that. But again, leading with service or leading with offers of help, leading with support, but there can no longer be a climate of anything goes. There has to be an accountability piece attached to that. And thats what this piece of legislation, ann, will bring to the work that we are doing on the streets and with that, i think i will take a few questions from the press. A city or a state that has implemented similar screening requirements that you would point to as a model or example of this. I dont know if i would point to them as a model of or being effective, but i know there are other places that do this, and so we can get you that information at another time. There were Public Health leaders consulted on this policy shift at all, and they think itll be effective. Yes what do you say to them . What do you say to voters and people in San Francisco who are being frustrated by the seemingly intractable problem . I think that it still ranks as homelessness street issues still rank as one of the most frustrating issues for people in san. Well what ill say is and i think, christian, you might have did this story last week about the financial incentives that were given to people to stay clean and how that program was working and seemed to be effective. We need to make sure that were doing everything we can and lets just put this into perspective, because i know people are really frustrated, but weve done some great work since ive been mayor. Weve helped almost 10,000 people exit homeless since these would be people that would otherwise be on our streets and the numbers in San Francisco between 2019 and 2022, we saw the only county in the bay area saw 15 reduction in unsheltered, unsheltered homelessness and on top of that, you know, folks keep talking about the numbers. Theres 7000 people on the street at any given day. Thats not entirely accurate. And the point is, you know, we got a lot of work to do, but we know before the pandemic, during the pandemic, things were way more problems stick in terms of the number of people who are homeless in encampments on the streets. The difference now that were seeing is the Overdose Deaths are of significant proportions. You know, people are dying at large. Alarming rates. And what i say is, you know, because when i made the decision to make arrest of people for public intoxication and there was, well, we want you to arrest the drug dealers and not the drug users, its like we cant have it both ways. We got to put everything at this problem in order to deal with it. And it requires, as i said, time and time again, tough love. You know, we dont want to see people on the streets. Our heart , you know, i know my heart when i see this. I think of these people as my people. I know people that are out there living and using drugs in those tents who i grew up with, who had never used drugs in their lives. And theyre out there on the streets in these tents. And the possibility of death is just a serious possibility. So i would say that we have to make it we have to get as i said earlier, comfortable with being uncomfortable and making really hard decisions, scenes like this one, in order to get our city into a better place and in order to prevent people from dying from Drug Overdoses on our streets. Well, what happens . What happens with those people . Many are like, i dont want to get off drugs. And, you know, they might say, i just rather not get the money from the city. That welfare that im getting and still be in the streets. And they have other means to get money, either stealing or asking or whatever. So what happens with those and i dont want. Well all were not suggesting that everyone is going to accept treatment. Thats just not realistic. For those of you who have either suffered from addiction or know people who suffer from addiction, people do it when theyre ready. And this is a way for us to provide an incentive and to continue to implement the various programs and resources that we are providing. Were not going to give up on sending our wellness teams out on the streets and continue to offer help. But my goal is to make it more uncomfortable and more inconvenient for them to be out on the streets, especially when we offer them help to the point where they will hopefully accept what were offering and know that its easy to access. As mayor, how will you judge success of this program . Weve seen, as some of these Law Enforcement initiatives have rolled out, overdoses have been , you know, at very staggering rate. Im wondering how are you gauging the success of this program and those previous Law Enforcement initiatives . What we keep track of the data. The data means nothing. If you still see the conditions and you still see people dying. I think the big indicator of this is, you know, making sure that were able to get people into treatment and looking at the data there, i think part of the solution also is, of course, seeing fewer people die from Drug Overdoses. So all the data that we keep track of the goal is get people into treatment, save lives and our hope is that we will see this begin to reverse this mayor, these sorts of proposals or earlier versions of them decades ago actually attracted a ton of criticism on civil libertarian grounds. And that the cost of drug testing, for example, far outweighed the benefits given. And im wondering if you could just respond to the criticism. And they have to get tested. And so its happening and it can happen. I think the goal is to get people into treatment to potential early look at diverting resources to make sure we have whats necessary in order to provide testing and other things that we need to do to make sure our that our organizations have the capacity to administer the program. But everyones going to have an excuse for why we shouldnt do this. And at the end of the day, at this point, as far as im concerned, were going to do everything we can to move forward and to get people into treatment. Controversial or not. But, you know, whats their solution other than we should not you know, im tired of people telling me no and saying what we cant do and pushing back on things yet they want to complain about the number of people who are dying on our streets and want to see us do something. Well, this is something and this is better than nothing at all. And once the sort of universe of the money for the benefits that would potentially be impacted or its 100 a user who is unhoused. So we are looking at the im sorry, i think your information might not be entirely accurate. Can you repeat the question differently . You know, how many you have, what, about 5000 people receiving 5000. 200 . Yeah and so its certain number of those receive the 697. And then the unhoused people getting that money get about 105. And so im just wondering, how much do you think how much money in total is this potentially at stake here . If you were to remove those benefits . Well, to be clear, as trent rhorer just stated, you know, many of these people who we provide general assistance to , you may not even fit in this category, but we are still requiring treatment for those who have Substance Use disorder and we dont know what those numbers are. And what he said is that selfreporting about 20, i think it was like 20, 25. And those are usually under reported numbers. So we dont have a specific number at this time. The goal is really not to take anything away. The goal is to require something. And in addition to receiving the money that theyre theyre getting. And so i think we wont have a number until we go through the process of analyzing each particular individual case because ultimately the goal is treatment. How do you know who has i mean, you can see whos hiring up, but how would you know whos receiving the money that has a Substance Abuse just because of the behavior . And they need, you know, trent, do you want to talk about this . Okay. Thanks, mayor. Thank you, mayor. Um, so the program will be initiated by by requiring everyone whos receiving county assistance to go through a screening and an assessment for Substance Use disorder. So well be consulting with experts in the field to figure out what are the best assessment and screening tools include, including potentially testing to reveal who has a Substance Use disorder and who does not. And that will be able to bifurcate the caseload that way, offer the treatment to those who are positive and showing signs that they have Substance Use disorder. And just want to go back to your question when youre talking about numbers. So we have a about 20 of those 5200 at any given time are homeless and receiving 105. About 1700 of individuals on cap are formerly homeless who are in our Supportive Housing sites receiving the 697. And we know that theyre given the data that were looking at where we see 52 of homeless have self disclosed, that they have a Substance Use disorder that they consider disabling. 1700 people were formerly homeless. We can assume they were in that category. They are now receiving 700. We also know from our data that people are who are being arrested and offered treatment on the street. Many of them are housed in those buildings that we are funding to the homeless department. So there is a very a significant number of individuals receiving that 700 who have a Substance Use disorder. Have one more question. All right, phil, do you have the votes for this . I hope i do. Thats where the public comes in, putting political pressure on their board of supervisor members to support. This is definitely going to be a fight. It wont be easy, but ultimately, my hope is that the board sees this for what it is, and this is a part of the solution to help us get to a better place with the number of people who are dying from Drug Overdose in our city. Over all. The legislative session concluded september 14th and Governor Newsom had to act the bills on his desk. Up until october 13th the left day he had dealt with a thussand bills. Signed 890. Vetoed 156. 15 veto rate. Similar to had he did in the previous years. He maintaining a folk you gos the Common Threads for vetos the fact the bill did may not or not had funding in the budget that was approved. He was not red to accept the fiscal impact of the legislation that he may have favored the policy. We will have to see how this works out next year with the new budget in january. You probable know he come from the coast of california and a supervisor in san benito county. So far no major changes to composition of committee or chair assignments. Good morning chair mandelman amillia, Program Analyst at the ta and im excited present our second round of 5ypp i will not go in depth you have seen them before the plan does require board approval of 5 year prioritization programs or ypps to allocation of fundses from a program with adoption of the prop l Strategic Plan. The board [inaudible] we have 8 for you. This shoes the process we go through every 5 years. Strategic baseline for most of the programs approve in the july. We are work to identify the specific projects to fund in the next 5 years. In addition to the project list the 5 include other sections which are out lined here. The 5 include enclosures to the item and section are detail in the the memo in june. Important part of the 5ypp the guidance how to select the projects which we use prioritization criteria for. These are that are required by the plans for every 5ypp or need of urgency tied to meeting and Fund Requirements and there are Program Criteria safety. We used most of these before and the Plan Committee provided feed become on the third and fourth criteria reflected importance of support and considerations to the committee. We conduct third degree to help inform development and Community Engagement from the plan and the San Francisco Transportation Plan and connect sf well publish a report this fall with our findings and pulling from this out reach. Speak very fast. First up the bart Core Capacity Program one of the major transit projects in the plan. It is a 5 billion dollars plus program to relieve crowding increase ridership and reduce Green House Gas emissions. There are 4 Main Elements in the program. New communication based train control, rail car storage and traction power substations with 306 feet of future rail cars special prop well funds requested recommending for programming today are requested it support the purchase of 54 new rail cars. Advance 35 Million Dollars in the base line to allow bart to [inaudible] [speak very fast]. And contare costa ta is considering a 100 Million Dollars commitment in future ballot measure. A risk review of the program and bart provide updates to the board. Allocation requests for review next month. Next, the bart Maintenance Program. Bart highest priority system project is to replace the 700 gates in the system roached their life. It costs 90 Million Dollars and recommending part of the 5 to prosecute void 12 and a half on update the gates at all 8 stations. The project [inaudible] from [inaudible] and bart capitol funds leverage prop l and red to begin installation in west oak lands. There are benefitos this slide and my colleague will be presenting an allocation request he gallon more in the benefits in the next item. The caltrain Maintenance Programful advanced funds in the baseline pay go to 5 Million Dollars a year to support caltrain dj budgeting. [inaudible] want to note that per project leverage the prospect well contributions to over all capitol Maintenance Program and leveraged as far as transit formula funds. The port will be using all 473 thousand dollars pay go to replace the floating passenger loading deck at ferry gate d. Next Bayview Caltrain. Are there 2 in this prospectful well for Early Development to make them competitive for future phases. Both need to leverage nonprop l in the future. The quint [inaudible] the prop circumstance legacy. Will recommending programming the full 4. 73 Million Dollars in legacy fund for rightofway and design. Stalled for rightofway and need to advance [inaudible] the need to be ready to acquire the rightofway to leverage nonprop l Funding Sources and avoid further costs. Second in this [inaudible] that we report is Bayview Caltrain 3. 8 Million Dollars for environmental and design. The ta leading a study seeks clarity from the community about the preferred election for a new station to serve the bay vow we will wrap it up soon and advance funds to keep momentum. Curb ramps a program by public works. We funds in the prospect k around a Million Dollars a year. We are recommending fund in thes first 5 to stay consistent with the prop k funding levels and expect advancing next period minimal since pay go is expected to increase with the fulfill am of carry ford prop k [inaudible]. There are locations all over the city and backlog public w system wing on leveraging for fiscal 24 is strategy and future years reevaluated when we know the general fund contribution. Tree pleasanting, public works and fund bide prop k a Million Dollars a year. Like curb ramps recommending advance am in the firefighter 5ypp to main taint funding levels. Leveraging is good. Public works awarded 12 Million Dollars in federal inflation act funds. An allocation request presented part of the next item as well. And finally the vision zero ramps. This has several projects to improve safety freeway touchdown points. The first is a local match for a federal grant freeway on and off ramps. We covered the locations of soma and prior phase. Phase 3 will study location in southeast and western areas. And will incorporate efforts in progress the i280 project that are in this. And will be presenting allocation request in the next item. 5ypp a place holder for follow up that miarise from the study. 13th Street Project recommendations from phase 2, number of bike and Street Safety improvements. Sfmta project and the 2 [inaudible] projects the first is i280 off ramp at geneva signal work to improve traffic and safety. Environmental and design phases and the second the off ramp at ocean avenue. Design funds to realign the off ramp for safety. And [inaudible] is strong 94 . That is the over view of the 85ypps recommending for approval. We are recommend to amend the Strategic Plan base line incorporate the recommendations out lined within the 5 which are requesting advance am over the pay go amounts. This [inaudible] dent cost 4. 7 . Under scores we have to be thoughtful about which projects we recommend advancing funds and pay close attention to which projects are red and look at full funding plans, leverage. Capacity deliver and all we have been doing. So. Looking ahead we will bring a third round in november. So first up, i will try not to repeat amillia much the request for 12, 525,000. We want to emphasize bart is matching with other funds. These will replace the fair gates all 8 bart stations reached the end of useful life am and they have been consistent low identified by ride and stake holders as a prior for replacement. The benefits included increased reliability, access to transand i improved ride areship experience and reduced maintenance costs. This is per of an upon 90 Million Dollars project to replace at all bart stations and we understand this with the funds bart will construct them at San Francisco station prior to other counties. Next up again, is one you heard b. A mission to plant and establish 408 phrose water for 3 years. The public works use the tree canopy. Once these are planted they will receive lifetime maintenance and care through the general fund. In september public ws awarded a federal Inflation Reduction Act funds from to help plant and establish trees the next 5 years we are awaiting more details where the funds will be spent over the next few years to understand the leverage of the project. You heard a reference. This there have been previously 2 study in San Francisco focusing in soma on the vision zero ramp locations. The next is from the Transportation Authority. Rachel were you going to cover this. I will cover it. These funds for phase 3 which is going to focus on the map here. The prop well will match a federal safe streets for all grant. And develop near term and longterm recommendations for these locations. And able to located in equity prior communities. The project team will update the board and cac as the project progress and export final report by june of 25. The last 2 projects are part of the Transportation Authority neighborhood Transportation Program the board approved in june. Today im here to talk about the 20 torrenaling until transportation improvement recommendation. The improvement program. 5 year victim plan for state transportation funds. There is about 36 Million Dollars available for program negligent cycle divideed 2 categories a million for administering state grant and forming oversight split with the Transportation Authority and Metro Transportation commission or mtc. Of that 35 million is rib for to the projects upon 1. 2 from San Franciscos new 2024 funds and 13. 8 million of that miss from 2018 funds allocate today trin control upgrade project phase 1 and 2 lapsed in march of 23 because sfmta was in the able to meet the timely use of funds deadlines. This slide is showing you our current long standing art tip priorities based on major capitol projects in prop k. In the 2024 r tip recommending priority iegz the portal project caltrain downtown extension. Portal lead by the trans bay joint Powers Authority is w to submit the Financial Plan and request to enter engineering. But to answer your questions directly, the we sprnlsd 11 months delay in the project push back ntp from february 2024 to january of 25. And the reason for that was the projects had we had the mt aboard approve the rfp in january of 2023. We got the rfp out late february of 23. Had a month delay out due to review from the City Attorneys office. Requested 3 extensions 5 months of time extended by 5 months bring its to sick months. Knowing this we had that interest in that level of negotiations we took a look at our procure am schedule and added time for best and final offers. And for negotiations knowing this this is the come plex negotiation. Than we had envisioned. As a result we pushed back this time line by 11 month. Thats reflected on the schedule up in front of us . Correct. Is this schedule in front, assumed the new ntp date of 2025. The remaining sections of the project remain unchanged at this point in time of upon begin we are now just received the bids last week. We are embarking on the proposal review press and scoring press. We have a chance to read and understand the proposals. We may make adjust ams to the schedule based on when we hear. At this time we are assuming 18 mont design period. About a 3 year pilot period. With the First Benefits coming in mid 2028 to the t line. And then the subi way rae place am affect market and cented roll subway 2027. The remaining will happen and now we expect project will end mid 2032. In time for my 60th birthday. If we looked the the prior version what would identified the notice to proceed date . Would have been january of 24. And prior to pandemic going back to fwent 19 when would that be . And you know i had interests in middle and high schools thats the time when kids get around on their own. We should support them to do it safely and build good habits like taking transit and walking and biking. We do a good job once a year and roll and bike to school we have been to the events and we should make sure our infrastructure supports that every day. To show that is focused on restarting, rebuilding, and reimagining our city. Our guest today is the director transportation of the sfmta and hes with us to talk about the agencys 2324 budget with the muni equity strategy and new projects across the city. Welcome to the show. Thank you it is good to be here. I see the sfmtas budget for 2023 and 2024 has been approved. How will it help provide a strong recovery during the next few years for our riders, operators and staff . It has been a challenging couple of years. Covid wiped out the basic finances. Our agency is funded primarily from transit fares, parking fees and a fixed set aside for a general fund and covid has meant we have lost more than half of our parking and transit for revenue. We are not expected to recover them until 2027. This budget takes a onetime federal release funding and spreads that out between now and 2025. And our task is to rebuild trust with the voters that sfmta can actually deliver on their goals and that includes things like making muni faster, more frequent, and more reliable. Includes making our streets safer and making everyone feel safe riding the bus. It means taking advantage of the amount of change were going to experience in order to advance equity so that we invents invest the most amount of money in communities that need our services the most. It also means supporting San Francisco in its larger economic recovery. Basically two years between now and 2024 in order to build trust with the voters and figure out how are we going to find muni moving forward because it is in 2024 and 2025 when the onetime federal release fund went out. Are you planning on starting up . As a result of covid, we have 1,000 vacancies in the organization. That is why muni service is not fully recovered. This budget allows us to fully staff through 2024, which means we can restore muni service, invest in safety, and invest in other programs in order to make the Transportation System work better for everyone. Can you talk about the mooney Service Equity strategies . As you move out of the pandemic, how has that plan been updated . I have heard there are elevator upgrades in progress. We have been working a lot on equity during munis recovery. We have been basing our work on the muni equity strategy. This is the plan we update every two years that looks at the changing demographics of San Francisco and helps us direct our transit resources where people need it the most. That means people with low income, people of color, seniors, people with disability, children, all the folks who have the fewest choices. During covid, when we had to strip back the transit system, 13 quarters of the workforce were in quarantine, we directed all of the agencys resources to the equity neighborhoods. Places like the bayview, chinatown, the mission, the valley, and even through our recovery, we have continued to deliver the best Muni Services so to the neighborhoods that need it the most. Right now we are still operating more frequent service in core lines in equity neighborhoods than we did precovid. And the result of that is extraordinarily high ridership. We are finding, for example, by investing in the frequency and reliability on lines like the 22 fillmore, that we are getting 133 of precovid ridership, even when the overall system is only at about half of the ridership recovery. That is 133 . That is on weekends. We are at about 96 of precovid ridership on our main equity lines on weekdays. Were also investing a whole variety of Infrastructure Projects aimed at making transit work better, particularly for people with disabilities. On the Market Street corridor, our elevators to the subway station date back to the 1970s and need significant renovation. Right now we are busy working on renovating the elevators at the station. We have completed the elevator upgrade for the eastbound platform. We are now working on the westbound platform. That will modernize the elevators and make them a lot more reliable, and make sure that we can continue to prioritize people with the fewest mobility choices. Thats great. Changing topics slightly, i understand the Improvement Project is halfway completed. Have shared spaces made the product project more complicated . Yes. Lots of things have made the terminal project more complicated, including things like covid and supply chain issues. We learned a lot on the first phase of the terra vale project, which rebuilt the street from sunset boulevard to the zoo, including rebuilding all the infrastructure of the streets, the underground utilities, to modernize all that infrastructure and make it more resilient, and make sure that we do not have to rebuild the street, hopefully in any of our lifetimes. We also learned about the importance of collaborating, particularly with neighborhood businesses and residents. We want to make sure that we are constructing the citys infrastructure in a time that the city is suffering and we are not adding to suffering. Were doing things like partnering with the Mayors Office of Economic Workforce Development to support neighborhood businesses through programming during this time. We are also making sure that businesses that create shared spaces in the parking lane, some of those need to be moved out of the way while the utility work is done underneath them. We are making sure that we will either move those platforms and outdoor eating areas back as they were, or help local merchants rebuild them so that we are not adding to the burden of local businesses and that we help everyone recover in this challenging time. Quite right. Finally, many of the sfmta vision zero quick build projects have been well received. Can you talk about the evans Street Project . One of the things we did during covid was dramatically expand the rate of what we call quick build projects, which are fastmoving projects using simple and cheap materials in order to redesign streets and test out new ideas and see how they work, as well as get a lot of feedback from community before moving into a larger Capital Project that converts all of that plastic stuff into concrete and trees and, you know, curb extensions. What we have been finding is that our quick build safety projects are able to cut severe injury and fatalities between 25 and 75 , depending upon the location on the techniques that we use. So we are targeting streets that have the highest rate of traffic crashes, particularly injury crashes and fatalities. We focused on evans, which is really important connector for all modes of transportation between the bayview and the central neighborhoods of San Francisco. Also a street with a terrible track record of severe crashes. On evans, what we are doing, again using paint and plastic posts for the time being, is taking the lanes that are out there right now, and converting them to one lane in each direction plus turn pockets. What we found on streets like valencia or south bend this, or south van nass, is a street with one lane in each direction plus a term pocket can move just as much traffic as a street with two lanes in each direction. Left turning vehicles mean the two lanes of traffic are never really available for through traffic. These road diets that we do have been tremendously effective for improving safety outcomes for all road users, without exacerbating traffic. They do make all cars slow down to the speed of the most prudent driver. This week we are Getting Started in partnership with the department of public works on work to restripe all of evans between third and cesar chavez, and as part of this work will be collecting a lot of data, talking to industrial users in the Industrial District and talking to folks in the bayview commercial district and in the mission about how it is working. We will make some adjustments along the way and if it is successful, then we will start another project that is more capitalintensive to make it permanent. If it is not successful, we will turn it back the way that it was, having spent very little money. Thank you so much. I really appreciate you coming on the show. We are off in a corner of the city against the San Francisco county line 101 on one side. Vis station valley is still one of the last blue color neighborhoods in San Francisco. A lot of working class families out here. It is unusual. Not a lot of apartment buildings. A lot of Single Family homes. Great business corridor. So much traffic coming through here and stopping off to grab coffee or sandwich or pick up food before going home. A lot of customers are from the neighborhood. They are painters or mechanics. They are like blue color workers, a lot of them. The community is lovely. Multiracial and hopefully we can look out for each other. There is a variety of businesses on the block. You think of buffalo kitchen, chinese food, pork buns, sandwich. Library, bank of america with a parking lot. The market where you can grab anything. Amazing food choices, nail salons. Basically everything you need is here. A lot of these businesses up and down leland are family owned. People running them are family. When you come here and you have an uncle and nephew and go across the street and have the guy and his dad. Lisa and her daughter in the dog parlor and pam. It is very cool. Is Small Businesses make the neighborhood unique. New businesses coming. In mission blue, gourmet chocolate manufacturing. The corridor has changed and is continuing to change. We hope to see more businesses coming in the near future. This is what is needed. First, stay home. Unless it is absoluteliness scary. Social distancing is the most important step right now to limit spread of virus. Cancel all nonessential gather everythings. When the pandemic litly land avenue suffered like other corridors. A few nail salons couldnt operate. They shut down. Restaurants that had to adapt to more of a take out model. They havent totally brought back indoor seating. It is heartbreaking to see the businesses that have closed down and shut because of the pandemic. When the pandemic first hit it got really slow. We had to change our hours. We never had to close, which is a blessing. Thank god. We stayed open the whole time. We were kind of nervous and anxious to see what was going to come next hoping we will not have to close down. During covid we would go outside and look on both sides of the street. It looked like old western town. Nobody on the street. No cars. It was a hard eight or nine months. When they opened up half the people couldnt afford a haircut. During that time we kept saying the coffee shop was the living room of the valley. People would come to make sure they were okay. We checked on each other and patronized each other. I would get a cup of coffee, shirt, they would get a haircut. This is a generous and kind community. People would be like i am getting the toffee for the guy behind me and some days it went on and on. It was amazing to watch. We saw a perfect picture of community. We are all in this together. Since we began to reopen one year later, we will emerge stronger. We will emerge better as a city because we are still here and we stand in solidarity with one another. When we opened up august 1st. I will not say it was all good. We are still struggling due to covid. It affected a lot of people. We are still in the pandemic right now. Things are opening up a little bit. It is great to have space to come together. I did a three painting series of visitation valley and the businesses on leland. It felt good to drop off the paintings and hung them. My business is picking up. The city is opening up. We have mask requirements. I check temperatures. I ask for vaccination card and or recent test. The older folks they want to feel safe here. I feel like there is a sense of unity happening. What got us through the pandemic was our customers. Their dogs needed groomed, we have to cut their nails so they dont over grow. This is only going to push us forward. I sense a spirit of community and just belief in one another. We are trying to see if we can help all Small Businesses around here. There is a Cannabis Club lounge next to the dog parlor to bring foot traffic. My business is not going to work if the business across the street is not getting help. In hit us hard. I see a Bright Future to get the storefronts full. Once people come here i think they really like it.
