That a terrible, terrible problem and its getting worse of the sidewalks in the tenderloin are impartial and even worse at night and i think that um, this commission should be pushing San Francisco official to do something about it. We will have a hope to have an update on accessibility enforcement for shared spaces. Which i believe is what mr. Fox is talking about. Vision zero for pedestrians and elevator outrageous singleroom occupancy and increasing employment and promotion opportunities for people with disabilities in san jose and reusable food war in restaurant and Pedestrian Safety and rightofway access to San Francisco. Now those are some of the future agenda items i think we want to see happen at our Council Meetings and it took up pretty sure of our retreat in august. This is the end of my report and now sending the podium down to nicole who is to give the reports. Thank you cochair albers thats director nicole bohn the director of the Mayors Office on disability and have has been typically quite a bit to share today encourage if you have questions, choublz ask. In terms of the local legislation and resolutions to a reminder august was there are a couple of items you may want to continue to monitor. Specifically the um, the come a ration thought to mortuary to make sure we have information to happen and does happen. Related to the shared spaces legislation, just a reminder that the Outdoor Dining program expired on march 31st one had the 80 grace period was approved that conspired at the end of september critical localities continue to be prioritize but the council may wish to continue with the items on your list so that is great. And in addition to my apologize in addition to the items we need to monitor and related to state legislation the xrup california utilities voted for two Autonomous Vehicles in San Francisco. Right now the city is requesting a rehearing on that item. And as cochair albers 34e7bsz we were not able to is what we were anticipating but encourage this is a have a good interest to the community as im sure you know. As a reminder the city didnt have Regulator Authority over Autonomous Vehicles thus, the California Public works and the dmv do we can city participate through comments. In terms of federal legislation had i want to highlight for today is that as of yesterday, december 14th discrimination on the housing. Human services preamble accepted Public Comment on a proposed rule was posted on federal render or go, go to the federal website the information is there. This notice of proposed rule marking is taking comment on or before november 13th. And really had pretty substantive elements to it. Including nondiscrimination in medical treatment the accessibility of assessable of medical equipment web kiosk and help environments and clarifies the obligations as well around integrated setting and the need of accessibility a lot to comment as individuals and the organizations are courageous to comment. No news and announcements. Marks the three three anniversary on july 26th im very pleased to report the mod support for the Public Library and state of florida and rec and park and aviation podium for the coordinators and had over 60 inperson attendees and held fundraiser panels on the yearend review and 8 coordinator for best Practices Panel and then had breakdown sessions on the strategies for the city departments and the city digital accessibility and inclusion and also a status report on the citywide barrier removal efforts that was presented by the clerk a fellowship work before they came on board so that worked we hope to make this an annual thing and the council is encouraged if you want to know anything where the items thanks to testing and to Deputy DirectorDebbie Kaplan and also as mod in coordination with the policy folks in Human Services agency over the last two months submitted comments on the non sdroimgs on the yu79s for housing for regulations. So what i mentioned earlier the Human Services and health care is the one we designated to housing im glad too, so the government moving open some of those updates so we submitted comments on behalf of the city. And then a lot of the agenda items we have already mentioned and priorities for your upcoming agenda i want to highlight a few oat ones we have not mentioned. One it has been over a year since mod has provided a public report to you and so we will be happy to do that and provide to the ada coordinators and very happy to repeat that and have an engagement with the public on that and get feedback. The assessable Business Program over the last two most has had a lot of activities. We continue as a mod to work exceptionally with the department of building inspection with the citys obligation for the program and also assisting with um, efforts related to Public Outreach and training. So registration is currently under some amendments that are considered to this legislation the timing is good. Sometime in the coming months to consider requesting an update on this item. Um, as well as the golden gate participate way finding project another one with extreme interest. A few more things. Youve already mentioned the disability employment updates as one of the agenda items this one to announced that with october national segregate awareness month. There are 0 voluntary citywide Data Collection launched today is exciting you may hear from the department of Human Resources for their effort and information on reasonable accustoms for employees a interpretation support citywide for the accessibility training mod july a lot to hear from and advocate for. You mentioned that the audaciously in the legislation in the coming months and the work that um, the Comptrollers Office launched ill say a little bit more about that launched this month a drop off weeks ago the Controllers Office as agreed to the assessment and evaluation singleroom occupancy elevator assessment launched in september this month. Conversation advocated for by mod. Well be looking at over one hundred and tenacity loaned or funded elevators and with the stakeholders look for this stone complete and may you may consider placing this on your agenda. This is not in any written report but mayor that goes up to the mode distribution. The city in conjunction with the department of Emergency Management as launched and. Okay. To call Public Awareness program which in conjunction with what we heard la last month from the colleagues in Emergency Management and heart team it to engage with the public encouraging them to help by calling on behalf of 6 those in crisis so helps to clarify when you can call for three 11 for other assistance rolled to public rightofway barrier removal and other things well be sending some public support and i encourage the council to keep that on their agenda thats where ill pause for now and in the councilmembers have any questions. I do um, director one of the question is providing accessibility. A question should people who are challenged i just want to ask if you have any um, submit a motion that you can tell us todays regarding more information regarding inputs. The information im able to share is when i shared as before. I would encourage you to have them give you a more detailed update if thats something sour interested in. There currently are doing a lot of outreach and thinking how to shape and move through the program in a way that works for people with disabilities and members of the public. Were going to move on to our first discussion item on the agenda you and that is going to be on the better Market Street accessibility improvement update presented by cristina olea, San Francisco public works. And christine welcome you if you have is a power point to share i ask request that um, any illustrations be descriptive as possible. Good afternoon, everyone my name is cristina olea, San Francisco public works. And im the better Market Street project manager. I have a power point presentation. And im joined by ben petersen will be sharing his screen with the power point slide and the project manager from the mta q s. Thank you ben. First slide shows what better Market Street will look like over the inception one of the Main Improvement a back up phase in which Traffic Signals will be more visible and will have new grants that meet the ada standards as well as twice as wide as though are today. Our Standard Program is 4 feet wide and those are 18 feet wide. Were also redoing the curve intersection this shows the curve lane. That is nicole youre fading in and out and im wondering if you can get closer to the microphone. I dont think i can get closer but ben you want to take over the slides and have a better connection . Um, yes hi, im ben petersen a Public Information officer working on better Market Street project and i will take the presentation if a here. So cristina olea, San Francisco public works. Gave a presentation on the first slide im going to. Next slide, please. Where he weve aligned a little bit of accessibility going on the projects thus far. So far we have no reportable incidents regarding saeblth in and around the project area. Um, we have received some feedback before certain areas of the concern. However, prominently from the owners of businesses have not heard from my folks people with disabilities with things theyve had with controversy in the construction area. A quick list of a couple of areas have come up. One, outside of 1,000 Market Street the market fully engaged on the north side of market we are doing some work on the sidewalks and also around the curve in conjunction with Market Street so between those two projects space for pedestrians to today verse as a certain time. We have the building on market reach out to see if any additional um, space we can create. Double check the ramping to make sure they are correct slopes be as smooth as possible. Similar this came up on the block between 7 and 8 streets open market we will be doing similar types of work on the sidewalks and also construction constructing some new curb ramps in front of the market with the chimney building and where the mod office are and across the street with the theatre with the sidewalks construction and also preparing for the planting the street trees and did take up a good amount of sidewalk con restricted the pedestrian path of travel and since this was a little tireer than we initially it out and Market Street the San Francisco public works was circus at the same time as our work and temporary rambles had to shut down one of the curb rambles in the area to get that access to a evaluate underground and constructed a curb rather than adjacent to that and slop on that temporary rather than was a little bit sleepier than that should have been. And looking at our through the north side. Clerk sorry so interrupt would you mind moving the interpretation down a little bit so the councilmembers can see a little bit better. If you can make the text a little bit bigger in the presentation a little bit okay. Thank you. Thank you for bearing with me but the next slide, please. Is just a general timeline for better Market Street phase one construction. Thats the timeline is when we issued our contractor notice to proceed which is after they dropped in on their new construction and preparation measures we gave them a notice to proceed that happened in 2023 and formally broke ground in february im sorry to argue 2022 and construction what grounding in if we will be having the first shunned of Market Street into august in 2023 and the project will be complete for phase one in mid2024 were project by project may or june of 2024 and this project may have four temporary shuts down on Market Street during the construction the first is october 14th of 2023. And side pedestrians have access to all the buildings on Market Street. Will be maintained during those periods of shut down and well have more information later on in this presentation now our upcoming construction work that is complete or in the process of completing 78 were currently doing construction between 5 and 7 street right now that is take place on between 5th street and the ta legislator distribution on the north side and afterward on the northeast of Market Street and 5 and the turf distribution and accela new and improved Traffic Signals with conduits across Market Street that is actually, one of the things we need to do a shut down on Market Street and after we do the conduits construct the foundation and then ultimately be done thats the scope of work until completion. Also this is. Next slide, please. Is a little bit more and more information about upcoming construction. Um, we will be repaving the interconnections of Market Street and 5 and at the Market Street turk street they Market Street 6th golden gate and ta legislator polk and hiding well have three bulb outs at some of the north side interconnections along Market Street specifically turk and 6, golden gate and hide intersection to decrease the distance that folks need to travel to cross along those streets and finally towards the end of project new bicycle racks and i think that is 21 new street trees and species as well. So, now im going soto share information regarding the better Market Street shut down. As of october 14th and the 28 between third and 10 streets well be putting on Market Street to above ground transit with a number of mta bulb outs and the rail service substituted with the entire route and typically go along Market Street between third and tenth will be rerouted. On Mission Street and bicycle traffic will be detoured in both it in bound and out bound directions but note that all below ground will continue to operate in this period pesticide and all businesses will remain assessable and folks the sidewalks on Market Street will still have access to the sidewalks as normal and all streets that cross market the 6 and 5 and 7 and 8 center and were expecting a few more shut down s but those tap in early 2024. The next slide shows more specifically what the impacts to the fast Transit Service will be expected to be in the future shuts down and following the fta lines will be rerouted to Market Street and 5 have 6, 7 and 9 san burden and rapid. As well as additionally the following lines will experience some minor reroutes and in some locations we can also share more specifications of those after this presentation but the impacted lines more routes 19 in bound and the 21 hate out downtown bethesda and in bound on weekends and the f line laborer substituted with service around family rooms to castro street and detoured to Mission Street in the construction area as well. And um, just clear on the regardless on Market Street or not can you on the procedure why no one comes to accessibility and what is the procedure going to be that had it comes to shadows up Market Street next month . And also i want to know what is our procedure when it comes to people on and not accessibility . If you need to print my stuff let me know. Ben . Yeah. I think we have a few measures that were printing on being at the place to make it as easy as possible with people with disabilities or other considerations i think that the first step maybe for us would be to um, pick up the correspondence for the blind i know christine and i have been in conversation and meeting with her inperson to discuss the potential additional outreach for the way finding assistance will be a good next step for the Market Street project team. Um, and as for other specifics i um, defer to cristina or other folks. Cristina learn more on the specifics of like the Market Street the whole Market Street. I the president to clarify the closure of Market Street is only between 5th and 8th street so three blocks will be shut down to the 28 but because of the way our Transit System is set up the detours will go beyond a reasonable doubt beyond that area. Clarify on the Current Situation right now when it comes to right now. So im just want to clarify on that. This is alley legacy business this is nicole are you referring to Disability Access or people with mobility disabilities im not clear. I guess let me step out i want to get to that. One question is to that ben is my i want to know the procedure when it comes to right now with the cosachs side and when someone like Homeless People making noise and when it comes to okay. Let me see if i can repeat question if i got. I think youre asking about a procedure first keeping the sidewalks clear and yes. Is that correct . Yes. Yes and someone like homeless in the way . Yes. So were our construction project is in midmarket a very challenging area to work. And a challenging area to just pass through but it is difficult having the construction project in midmarket as well. Some of the issues we face with continuous graffiti and vandalism and people loitering on Construction Material your approach to keep the construction area as clean as possible. So when barricades are not needed or barriers not needed we clear them off the site so people dont use them as benches. We have tried do we hired someone for fulltime on cleanliness though clean up graffiti and make sure the storage is we also ben and i as part of the shut down will be working with the urban and the Police Department to help with some of the other social issues that come up around the construction zone. You know. Our contractors have cement and bricklayers and electricians not medical and law enforcement. So we have to partner with other departments and other um, partners to help with the other issues to keep the sidewalks clear and to, you know. Try to reduce any problems around the construction zone. Our focus 19 in keeping the sidewalks clear from Construction Materials and barricades to barriers. So the last slide ben showed with the Contact Information if you see any problems please let us know contact us or the Construction Team were going to try to clean up any Construction Materials and try to have an impact. Thank you. It does show the second question when it comes to shutdowns not access; right . I want to know if you guys plan to have a signage when it comes to especially big streets or sidewalks that might be affected by shutdowns and how someone goes out to a different street or Something Like that . If i understand your question correctly that is asking about signage during a shut down. Yes. Well be closing the roadway will be closed at each intersection but the intersection itself will be open. In the roadway well have barriers set up those barriers and close the block and well have parking control officers and Police Officers to help with Traffic Control bicyclists will be detoured and paratransit and taxis will be detoured off of Market Street. And the side streets will remain open people can be dropped out on one of the sides streets or the alleyway behind market. The sidewalks will remain open so the signage will be for people walking or taking transit will direct people to the relocated bus stop and ben mentioned most of transit will be detoured to Mission Street youll see signage directing people if Market Street to mission and well have signage at existing bus stops that are closed, and new signage at bus stops um, will be used by all of those routes that ben mentioned. And were working on having ambassadors with the Police Department and the cd cvd have information about the rerouting you can stop and ask an ambassador they can give you an answer where to go am ben mention all the businesses on Market Street will remain open and is sidewalks and the ground for market take the influenza and the elevator up to the plaza and across the street and may need to go to eight street we have asked though close the mid walk crosswalk as little as possible try to keep that up from the north side to the soedz but the detour to cross at eight and then were to provide information to mod and to mdc about the closure if you have any recommendations other questions you can photocopy with ben or me. Thank you. Denise. I dont have a question you have already addressed my concerns but. Thank you. I have a few comments. I want to reiterate that um, at or clarify at any time are the crosswalks across Market Street going to be um, blocked . By construction. Most of crosswalks will remain open. The tricky one is the mid crosswalk at union and plaza. Okay. What well be doing during the shuts down with a conduit under the crossway and trenching in the crosswalk. Those crosswalks are wide enough and theyre, you know. Multiple crosswalks at the intersection that we can route pedestrians around the trench safely and in the crosswalks. The mid block crosswalk is one. We may have to close it it. Thats the one that could be closed trying to keep it on as much as possible. But we can also try with the Construction Management team to use that crosswalk first and get it out of the way and finish that and into the intersections. Okay. Could you please make a special um, announcement or press release or whatever, however, you do that can to the public including lighthouse specifically for which crosswalks will be tender or closed at any particular time when you say were going to reroute with the public im charging down with my cane and the construction people dont see me coming you know what what is going on as blind person. Sure. We can well issue a press release at the beginning are in advance of the shut down but keep our office up to date when each intersection all we know will be trenching all 9 crosswalks and 5th and management basin and market and 6th and mart the mid block within little u. S. Plaza and every crosswalk will be trenched by no specific dates we will know later on. So cone or a this strip didnt cut it when im right on that i appreciate the for warning. Insure. Yeah. And also you committed about the Police Someone at the intersection rerouting bikes. Thats in a perfect Western High School that would be great but picturing a bike and scooters on the sidewalks because they dont want to go over to Mission Mission is a mess and there is no bike lane that really, really need to be strictly enforced easier to stay on market i need that to be stressed cant stress that enough all the bikes and scooters and who ever else shouldnt be on sidewalks it is bad enough as it is. It is challenge during construction we are working with the Bicycle Coalition to help with outreach and work with the Police Department and officers on enforcement will take both the outreach and education as well as the enforcement as thank you. I appreciate that and also when will i know we talked about this before you you were here last the placement of the furniture i love that term furniture will they be towards the street closer to the street or im trying to negotiate where the new trees are now. Like, you know. Which is the furniture be installed so know when it is happening trying to find it . Sure so we will be installing to benches and four seats one a set is a bench and two seats will be at 1028 market and the other set will be in front of 945 market so go will be the two sets. Though will be between the trees within what we consider the furbish zone in alignment with the poles that is that area bike racks within that stone and were at the end of this project so the spring of 2024. So discussion about putting benches in front of the or them and front the trinity is that no longer happening . To install 7 sets of benches but given the environment on Market Street we decided to install the two locations. Okay. So not in front of that or front trinity. Trinity has their interior incarcerated and have bicycle parking in their garage were not going to install bike racks a in front of trinity. All right. Thank you very much. Youre welcome. Not to still when there are starting it to merge on bush faces under rancher. We can check on the push buttons i can double check own that they are installed as standard but i dont know off the top of my head i can followup and get back to you. I have some um, a couple of new um, stop stop signs or what a whatever you want to call it install charges if you can double check on that. Thank you. This is a thought. And then, very glad to hear related to the rerouting were going to be working with urban and the Police Department if we are hoping to reroute buses and pedestrians using the transit back to um, mission between 7th and 8th that particular walk is pretty difficult to navigate and got a lot of activities i know the police are trying to monitor and many, many people will be here i feel safe 080 on it block behind between 7th and will 8th im hopefully we can think about how were going to be assisting and helping to maintain that space in the event we do need to reroute off Market Street a note there and finally, related to the paratransit tourists certain want to help with getting any Public Information about that. Um, this is now equity framework and plan for adults with disabilities and older adults in San Francisco presented by karla suomala, San Francisco tech council. laughter . Hi carla are you with us. Oh, youre here carla. Thank you for coming you need to speak into microphone and all times. Great. Perfect. Perfect. Glad everyone can hear me, im in front of im medicine height and blonde i like to say middleaged thats all that ill say about that. Had that to be with you today. I have a power point and i dont know if it can come back hooked up to the screen; right . Control room perfect. multiple voices. i need we need a full screen on the computer. Oh, yes, it looks like it is perfect. This is sherri as with the last present remind be as descriptive as possible. Great. I will do that ive not included any images today laughter i was in a rush as you know to do that a little bit last minute so next time have it for complete. But id like to to tell you about the tech council have been around since 2015 are program of the Community Knowledge and bridging the digital existed for older adults and people with disabilities in San Francisco we got our start in 2015 because the nonprofits, Government Agencies to businesses if San Francisco realized that no one was up holding the rights or speaking for adults with disabilities or older adults when it came to Digital Inclusion so weve been busy ive been with the tech council since 2015 a little bit over 4 years and as Everything Else we need the a pretty significant point of privilege point of privilege the few most things are online and we beamed for the pilot and activities. One of the projects im here to talk about today. So we will go ahead and get started. Control room weigh mind moving the interpreter bubble closer to the side as possible . So we can see more of the slide if all possible. Sorry about that i did it for the zoom accessibility and left the margin on the bottom i and realize how high some of those things this had been posted and ill be speaking rbo about each slide. Where this story starts in 2021 a federal initiative. The Digital Equity act provides among other things two points 75 billion to establish three Grant Programs that promotes digital, equity and inclusion all needs to reap the benefits 2. 75 billion . Never been done with before when it comes to Digital Equity not for infrastructure and wiring that is a comprehensive that mr. Get people connected and able to use um, the internet. This grant or this funding has three separate buckets. The first one is the state Digital EquityPlanning Grant in which all the states diversity 60 million. So that each one can develop a Digital Equity plan thats where were at and ill return to that in a moment. Two other aspects of this funding the Digital EquityGrant Program has one . 4 billion and for the States Territory control government and the Digital Equity competitive arrogant of one hundred and fifty funding for 5 years to implement the Digital Projects where we are is where the very the state equity Planning Grant state of california along with everyones has been building over last year a Digital Equity plan. Um, let me 23 i can if Digital Equity plan all kinds of activities have gone along with that starting last winter. And last late last fall the tech council was approached by a local funder and they came to us with a question. How can we make sure that the needs and voices of older adults adults with disabilities are heard how we can make sure that we are not overlooked and that was our challenge. Our response we providing funding to start the process has two components. Through the funding from Medicaid Foundation the tech Council Agreed to to and participate in the state of california Digital Equity prosecutes. From the very beginning. This involved participating in statewide meetings doing um, work groups and making known the organizational capacity surveys. Bringing to the attendance of organizations and Government Agencies throughout the city the consumer surveys, there was an inperson listening session in oakland 24 around the state, our regional session was oakland and the part were at right now coming up to is Public Comment on the states plan. It is not quite ready yet we can look at their website coming soon it says in our conversations with them we understand will be happening in october. So the tech council participated in over step making sure that our organizations in community is well aware we had a fabulous show at the listening section in oakland and through metro were able to bring staff and clients from sdrabt of servicing an elder adults serving organization and so in oakland and it was noted by the state. The other part of this project is to develop a Digital Equity man for older adults and adults with disabilities in San Francisco been happening at the same time as they participate in activities we have been working across San Francisco with um, Government Agencies, cbos and providers and nonprofits to really get a sense of what the needs are. So we follow the process of developing a Core Planning Group 19 different organizations. If i remember that has fontana not been too long the empowered reports and many areed in the Core Planning Group we set about this collecting San Francisco data and on we conducted interviews one of the things have not been done in many of the studies in San Francisco is really eyes and ears organizational capacity to meet the needs of clients and consumers. We need the nearly 50 in depth interviews to what organizations needs and short surveys as well. We um, have been soliciting feedback throughout the year and 6 weeks as we complete this report i want to give us in terms of data and in the interviews we need the. Before i go further what i want to emphasize is in our conversation with the state of california and with the Digital Equity plan office, um, scott adams spearheading that kept telling you k lax is clear the over lying piece we are building collaboration no organization will come in 2024 and nab all the money that is set aside for Digital Equity theyll be looking for kwongs among the organizations for many greater impact. Tech is like electricity said many years ago it is actually probably more true than when said having made it to the pandemic this is complete more real than weed ever imagined so without tech we cant participate in or thrive in todays increasing Digital World not potential. For people with disabilities and older adults we learned in the interviews last year and from the reports like the Technology Needs assessment as there are 5 areas that these target populations need technology more for they include navigating online sites and form applications and services. There often no paper form available any longer or any offices to which someone can go for assistance. Assessing healthcare services. So medicaid medical appointments and prescription we know have taken a huge point of privilege other on line during the pandemic and tell health is here to stay and conducting Public Health so it Online Banking and Grocery Shopping and ride share and transit schedules and social and confusion with friends and family and classes, group and Community Activities all of that um, all of those activities have a significant online component. Assessing vitality news and information in language. Is often online we saw that during the pandemic where do we turn to find out what was happening online without it we were left in the dark and finally, maintaining employment. It is significant aspect of the Digital World today everything from creating a resume to searching for jobs on online placements with indeed and no matter the whole process is digitally driven. In addition um, basic Digital Skills are required in almost every job even jobs that previously did not require them were starting with need not text that is most thing to do. What do we need to do and ask how do we get the tech and access that will allow us to do those things . First of all, that is a brief section on data. We have so much i tried to just trim it to the barrier bear minimum in San Francisco uptodate data on connectivity on demographics and especially looking at age and disability is not always easy. Much of the data that is out there is not um, any. And it is hard to figure out where to get the most relevant stuff. We were able to work with um, data scientists to look at San Francisco by zip code with the America Community 5 years estimate 2021 and able to focus on the older and damaged Adult Population table which included age and gesture and numbers over 60, the number of people who identify as having a disability, limited english Small Business at poverty status in the last 12 months we look at all those factors. And also looked at internet prescription and doesnt say ownership those are the kinds of things we looked at in terms of data. And doing that we wanted to see what what the availability and consumer process across the 27 San Francisco zip codes looked we determined which zip codes are the highest level of Digital Equity issues or inequity with adults with disabilities and older adults and able to do a profile of those most likely to suffer San Francisco residents with a disability is 10 percent overall those with a disability who are over the age of 65 is close to 71 percent and San Francisco residents who are 60 and over 21. 6 percent and San Francisco residents who are older than 65 live alone, 11 that is three and limit English Speaking households 10. 6 percent and among those three 2 percent speak asian and other languages population from 60 poverty 13. 4 percent. Overall 9. 3 percent of the city does not have broadband assess and include reliable facts this is just any adult would be much higher if we looked at speed and reliability without any type of Consumer Device including a smart phone is 5 percent and residents are with an annual income below 20 thousand that is where things get real. If you have an income under 20334. 6 percent have no broadband access. Theyre focused on 8 covered population. Two populations figure among those eight older adults 60 plus and people with disabilities. And so this is kind of where the focus is. We found that with factors increased did likelihood with protecting and education of high school and English Limited and geography any and lack of connectivity areas in San Francisco that have dead zones both wildlife and cellular especially black and africanamerican or asian and latino x and living alone or with a limited support system those factors are very good predators if someone is connected and have the capacity to do do kinds of things we talked about earlier. This is just a long list and as you can see with the power point is published or put other along with a note there are 15 zip codes most of risk for digital inequity for adults with disabilities and older adults. This is not just general population those two porpsz in particular im giving you a better sense of what this we are on the map. This is what we looked like in the red squares if youre can imagine San Francisco as a block this is looking at the upper northwest northeast corner; right . Tenderloin where we are now, and goes down straight south of us and some parts of west side as well. Any those areas are really significant. Because im sorry it is not showing up ideally but in traditional maps of redlining a concept it came up a century ago populations of color were system low denied housing or were barred from pretty much housing in those areas called red lining and always having less opportunity and less resources that real estate red line has translated perfectly into digital red lining the same neighborhoods have been traditionally red lined are the same ones that today suffer the most digital inequities lack of resources when it comes to participating in the Digital World. One of the key things we focused on as did the empowered Cities Technology survey what were some of the significant Consumer Needs when it came to Digital Equity . There are a couple of things i wanted to previous if his we were talking about this in the break interesting. Covid was not just a three and a half year lip were not just done with the consequences and impact of covid. What providers across the city and Community Centers and organizations told us theyre clients are not the same today as before the pandemic. This is for organizations that worked with adults with disabilities as well as for older adults theyre clients are more frail physically and and afraid to participate in activities. This is a indemnifies to reach new clients as well as to reconnect with the pandemic has exacerbated with clients with less capacity the good news is that those with tech assess already before the pandemic are doing better they were able to um, access the resources they needed to those didnt have the resources have fallen further behind. Are much harder to reach. Those with less will continue to be much more reliant on human support for the daily activities and resources and services and benefits in the city of San Francisco. So this is part of the same point the Digital Divide bell curving shifted so fewer today along the wrong side of Digital Divide but those really are itch further behind and a lot of reasons. Part of the reason is technology vacanciess to rapidly if youre behind during the pandemic now many more time behind because so many things are changed and the technology continues to advances at a separate people cant keep you were when our pretty good with technology. Also solicitation and lonelyness adults with disabilities and older adults had a twofold negative effect adversely effected their technology to use it without a support system things like that. And older adults and adults with disabilities who live alone are in a particular san joaquin from organization that we talked to duo due to the lack of a support system like connecting online, accessing health and things like that. There is a list ive got 5 pages of things were not doing these well talk about three things getting in the way of clients. Internet availability part of the assess, and internet affordability and quality of Internet Services and finally device access and ownership and really critical piece is not just the chrome book the tab lets and smart phones or the consumer it is the assistance and adaptive technologies that go along with the device to allow everyone to do what they need to do online. First of all, those things are standing in the way. Lack of those things. Adoption the thing we heard everywhere from everyone was Digital Skills. Older adults and adults with disabilities um, often lack the skills that though need accomplish their digital goals may have a smart phone or tablet or Internet Access but dont know how to do do kinds of things dont have the skills. The other aspect we heard from everyone in every corner of the city that people are not aware of the existing Digital Inclusion resources and services. They does not know what is out there and they dont know how to connect. No calpers house or had you been or center or directory where those kinds of resources can be found and finally use. We talked about those things are getting in the way of individuals ability to use Digital Technologies to accomplish their goals. And one of the unique pieces of this report and im not going on super long. One of the key pieces that sets our study apart and focused an organizational capacity a piece that anyone else has considered in depth we ask what is standing in our way of getting and hoping clients . And we also discovered not discovered but documented that Many Organizations serve vulnerable populations are themselves um, suffering from digital inequity dont have the infrastructure, dont have the stop not trading for the Staff Technology to be able to do what they need to do. Um, there is a lot i can say here im going to jump i want to jump what organizations told us they need they said they needed funding not just any funding. Funding is money is always at the core of this but flexible and adaptable funding. As noted during the pandemic many grant out theyre not suitable to a pandemic world where everything is online to the grants were kind of like putting a square up and running a peg in the round hole and what we need are flexible and adaptable they have to be consistent. So many people said oh, we have a Great Program ran out of the money had to start. Starting over is tremendously time on the resource and intensive and funding to meet their client needs. Many more people need those services then in the past. Finally diverse if i had funding depending on city fund up and down no Network Safety net and personnel times of consumers and dependents and internet for nonprofit. Some nonprofits are struggling it pay their internet bills and anything else . Probably the biggest thing that every Single Person told you they dont have the language or the funding to stay competitive salaries to who provides the services and cant recruit and maintain personnel that use the digital tech support all those kinds of and they come and go and go for a year or longer without being filled. Um, the last thing collaboration and partnerships all said we feel like were in the alone but who else is doing this stuff . Who can we collaborate with . We cant do everything the four categories and i think our important as that we look forward to the funding. We have a lot of recommendations which id like to come back at is another time they are significant and but aimed at meeting these feeds. How can we better Corporate Banking and get our ducks in order as organizations no if to be ready for this significant funding that will be coming down the pike in 2024, 2024 is when it 2. 75 billion will tart flowing to the state. Some of we need to find out how to apply and how to use it for the greatest impact. They call this ones in a generation funding not been done before we dont know if well see it in our lifetime. In terms of how to make sure the funding is going o goes to the kinds of needs were considered for with adults with disabilities and older adults the state plan mentioned at the outset go up for Public Comment in a few weeks. Pubically getting on that site and commenting is one of the most important things we can do as individuals and as organizations it goes on public record. They will look at. So the tech council is as soon as it comes out we go through a fine tooth comp were happy to report this is complicated were going to make a cheat sheet and distribute it as broadly as we know you got 10 minutes go on the site and comment in those three areas or this is what you can is or Something Like that. So that is probably the next months critical piece. This funding um, like i said is a 5year window of funding for the sustainable grant. Ill take questions a lot more i can say but give everyone the background. Thank you. Carla. So were going to start with Public Comment. First clearing throat as a reminder to the public yes. That was very interesting i thought the background was interesting but without the recommendations i ask for kind of not useful so look forward to that and seems like basically about poverty and funding for that but you make it sounds like it is so much more this is confusing as far as actually, we know what youre advocating for i understand everyone has tech problems but, you know. All of this background didnt leave us with anything. Excellent youre right it is complicated process we have a set of recommendations well be publishing along with that and to make Public Comment on the report so the state so twopiece; right . The state report which weve not seen it yet as long as we do well september the information and second the equity report were working on with the tech council those will be out there wildly and we think poverty is a big piece of that what theyre looking at is who doesnt have access that needs access. Poverty is one of the factors but not the only factor. In terms of of access so not only about poverty but resources are significant. San francisco is conducting audits on nonprofits and other groups she should be able to fund this multiple voices . Not clear why they havent so your recommendations are truly what will decide whether this is a worthy goal. Right great. Thank you for your comments. All right. And now anyone . One thing is that i understand as you mentioned property or low income is within the things that looks at the only factor why i get excited because youre on some of the people has moderate income or high income and still didnt have quote unquote resources for to technology or high speed internet. So i just curious on how would the media or the state environment those or men or people . Tracking two of the recommendations that we are forming are eda one has to do with with information. Information is something that Everybody Needs regardless of focus. Language, age disabilities status and how we get that information. We are recommending to the city and using some of the funding that is coming how do we create quickly not over years but quickly stakeholders hub or directory that are available in the city that are all ready there . And continue to a do to 2 to meet the needs where were not doing as well, we have a lot of great stuff people tell us over and over they depending on where the classes or is lab or get tech support even though there are a number of those cypress things provided that is critical and that cuts across all income levels. Another piece of this is warning should be part of this information process that impacts everybody regardless of income. And so built into the information we need to it have much better and assessable ways to communicate with the population of information especially vulnerable so they know what to do a have a connection which i say when disasters hit that happens here that is part of that package. The second piece of that is advocacy and awareness. A much more conservative campaign ageism and started energy lynching and people do the right thing by a 3rd of city in 2023 are older residents not a small pocket. And we need to make that known. Thank you i just want to this is my last question. Given that information how would you or take some outreach and bid one, those people that you considered vulnerable because vulnerable that that can be conjecture so how do you proposed the outreach for those populations . One of the things we realized is that um, communication those days that that is easier but . Not hesitate harder before we had ways of communicating. So what some of the funding were looking at needs to be directed toward a comprehensive communication plan. That is not just online. That has to be in paper, it has to be on peoples doors, has to be in communities centers. We have to get back to some of our Old School Methods of getting out the word and the first is to get people connected internet or cellular and need a device; right . And so the way to do is we have to hit the streets to make sure that people are hearing the messages where they go not where we want them to be. Thank you. Thanks alex helen. Thank you. Sherri. Thank you carla for your presentation and for a good work. First, i was surprised to hear organizations are suffering. And well, of course; right . It comes up to funding more or less; right . Capital hill and funding yeah, it is sometimes red tape a great feshgs Public Health with no wife access at all. This is San Francisco those are our clinics. Whats the information. Funding funding sometimes often told that sometimes theyre given maybe a deck top computer not relevant in a healthcare setting people in the offices are writing down the notes and going to the deck top to enter the stuff. This is the 19 hundreds. Yeah. San francisco more or less so thank you for that and what type of nonprofits or organizations are they specific or specific to people with disabilities . And older adults . Those are the ones we focused on. I should have a list of all the kinds of things and different communities for the arts independent live and work centers and Community Live and work campaigns and Golden Gate Center and Bayview Hunter point and it book man, and leths the benchmark t washington every kind of center where older adults or adults with disabilities are served or have a connection senior disabilities in action all organizations we have tried to participate mod throughout this process. So thank you for that so organizations that provide multiple services. Types. Like who provides lots of different services. Thats a good question. Before the pandemic it it was the equity now most organizations did not include Digital Equity or inclusion not central to the organization commission. We as i said the organization and 75 percent said that it was very important or important to the organizations this is post pandemic we see a sea change just part of doing business and self help for the elders it is part and parcel of the services that people not and canned cant be treated separate any longer than. I thought because of an afterthought of a Service Services provided but sounds like that is part and parcel and my last question is carla how can this council help with the Public Comment. A couple of phases well get to the Public Commenting and then at work once those funding opportunity start coming to figure out ways to Work Together in San Francisco across specialist barriers that we created ourselves as city government. Um, as local providers nonprofits, ways we can come together to pool that of the resources and what were hoping to do not that San Francisco council is designed by bring people together, you know. Figure out some of this stuff that is our next task to bring organizations together and talk to organizations hey we need to participate in this and figure out how we can collaboratively do this. And one great example i think what we or really Work Together on is building what we call a device echo system we have no system in San Francisco um, to get free or low cost devices like tablets or computers and laptops and technology over were going to benefit the city taking our old computer and refurnish them and give them to people that need them and have it all here. We dont have that. Closet thing is oakland. And up and running some smaller organizations but an immediate win for everyone. Thank you. For your help. Uhhuh. First of all, a comment and quick question and move on and carla thank you for your framework around this state plan and some of the challenges around the device access and Training Resources for people with disabilities. Some of my other fellow commissioners touched on the key point the first thing we get the recommendations from the state plan i know your plans were forwarded maybe we can get access to that and give comments on some of the topics have been addressed as well. I think so about some of the um, equity issues around affordability tech barriers access to training for seniors and people with disabilities. The original core planning i believe group you talked about was my understanding they were represented by some of the work with the first question and a Core Committee once the report comes out can they allocate or work with available resources such as council or who else to identify the key issues and layout the funding specifically needed in those areas . The next thing with the recommendation makes sense is asking further along the process i think you talked about device equity system has anyone reached out to the for lack of a better word around people limit income and accessing the services that are recommended by the committee or other resources to work with the telecommunication issues to see if montana nothing can be donated and people cant afford it or to some of the agencies and services that are currently involved i dont know if that makes sense i want to put that out there. You need to move on but your last question in terms of the of ifp the providers the tech council work working closely with them as do month of the organizations all or familiar with so organizations like comcast and verizon and at t and funded a number of initiatives to help people get connected i want to mention that quickly right now the largest internet push for connectivity is available through something called the affordable connectivity program. That provides free for low cost internet and there are lots of ways that people can qualify for this. A third of San Francisco residents i think are eligible and only about a fraction have signed up another issue going back to what youre talking about outreach and information. There have been to push to get that information out there and in language. Sign up need to all the stuff is in english a federal program you need people to help you sign you up cant do it on paper by online but if you dont have access back to the Core Planning Group. The tech council worked with those organizations kind of to set up the framework and deputy the recommendation. Sf tech council has 25 members for Mayors Office on disability so one of those we are going to be vigilant to figure out how to give people responsibility for the Digital Equity in the city and private partners. To the Public Comment when the plan comes out so the public will have some say in molding or maybe tweaking some of the plan formulated by the state. Yeah. I think that nicole and deb have benefited a long, long time you know how those work the government right they build a huge report and spend millions and comes out and im hoping not going to be like a, you know. An elephant size they tend tobacco and each section will focus on different recommendations for Digital Equity. What this Public Comment period allows us to do is say are at the missing anything . Any populations that are not there . Missing some possible solutions we can think of theyre not recommending so when the opportunities come theyre part of the rfp. Complicated but, yes hospital missing from that table and in what way . Thank you. Then when the funds are available the plan will drive the requirement for the grants that will become available. Yes. Yes. Okay. Perfect. Sorry that is really complicated as all federal and government funding is. I apologize for that but youre right thats how it is going to work. Thank you very much. I poke about the Human Services role and 60 days for that and so its i want to make sure i know we will coordinate to get information out and have an opportunity to comment and know, you know. What the comment on i appreciate your enthuse do you have a sense of also how the funding mechanism distribution will be considered . Yes. Briefly a sense of how in the various areas and so forth. In terms of it actually is statewide two stream. One is statewide, and in terms of grants the other is federal. Okay. So theyre not competitive so put in our rfp the statewide are the Capacity Building grants and apply directly to the state thats good news. Thats great, great wonderful. So i think it is what it is were happy i want to announce you brought up the endingable lynching are excited will be kick started this is great and a great effort to the thanks. Trees are widely planted in San Francisco. With good reason. They are workhorses when it comes to urban forestry. We have begun to see our ficustrees are too big and dangerous in San Francisco. We have a lot of tree failures with this species in particular. This is a perfect example of the challenges with the structure of the ficustrees. You can see four very large stems that are all coming from the same main truck. You can see the two branches attached to one another at a really sharp angle. In between you cant it is a lot of strong wood. They are attached so sharply together. This is a much weaker union of a branch than if you had a wide angel. This is what it looks like after the fi c. The other big challenge is the root system of the tree are aggressive and can impact nearby utilities, and we can fix the sidewalk around the tree in many cases. We dont want to cuts the roots too severely because we can destabilize the tree. In a city like San Francisco our walks are not that wide. We have had to clear the branches away from the properties. Most of the canopy is on the street side and that is heavyweight on those branches out over the street. That can be a factor in tree limb failures. A lot of people wonder since these trees have a lot of issues. Why did we plant them in the first place . They provided the city with benefits for decades. They are big and provide storage for carbon which is important to fight Climate Change and they provide shade and really i think many people think they are a beautiful asset. When we identify trees like this for removal and people protest our decision, we really understand where they are coming from. I got into this job because i love trees. It just breaks my heart to cut down trees, particularly if they are healthy and the issue is a structural flaw. I have also seen first hand what happens when we have failures. We have had a couple of injuries due to tree failures. That is something we cant live with either. It is a challenging situation.
