I am very supportive of access to records and as you i hope saw on my application i served on the task force 3 times before. I to the issue of working with city departments. I did work fair low closely with a number of city departments that earned some support and opposition in other quarters. I understand this there is a letter in the file opposing my application that person has consistent low opposed my service and may hear from that individual and perhaps others today. I certainly have been very engaged in Public Policy and the politics of city and that does not get you 100 support you all know that we dont elect people based on 100 support just a majority. I think the time is due and over due to reexamine the sunshine ordinance it has been 25 years since prop g was on the ballot. Passage of time that change in state luto recod fight public records act. My First Experience with local government when i was a teen and apointsed a task force in my small rural home town. This task force addressed the number of hate crimes. Tackled how to support my Public High School as they addressed the number of confederate energyos students personal items when the northwest chapter of the kkk came knock we thought what can we do to report residents should the group establish a headquarters in our town. I learned lieu experience to bring in community organizations, leaders and my peers to address complex deep rooted issues. You i carry third degree experience and lessons i learned on this task force in battleground, washington throughout nile life. The issues in San Francisco may be differents this experience made mow curious and eatingtory listen to others to reach conclusions. I everas a graduate stount nightmy policy research experienced by dave cortez in san jose and focus on california star welfare. Focused on policies extensions but identifies the states legislative open records act. I see transparency and, counselability in government critical to addressing inequity. I would be thrilled to serve on the Sunshine Task force. I believe my expert eelsd be helpful in the task force i have reviewed Government Transparency models and research on the subject i would provide to be used by the task force. And as a former legislative star and public pol analyst i understand the considerations needed to address the issues and implementation challenges. He has not served for going on 15 years for good 13 is the board of supervisors have consistent low found him to be deceptive for any city policy body or advisory body. He was not appointed to 2 different committees. Not appointed the task force and i urge you to reject his application today. And send a recommendation to appoint Ruth Ferguson. And various departments i know about the sfmta. There were issues regarding finances. And it is various ways of how it approves various rules and regulations and different changes to the street scape and muni service. I think now you need somebody who knows how to go through public records and obtain them. Nought opinion needs all the help it can get to access why something came about the mta has been secretive at times. I think we need someone whoness how to require this transparency and supervisor dorsey is correct we need to help and coax city agencies how to be miles an hour transparent and could in the think of i better individual than david pilpel. I have known david for many years special he is the first person i call if i have a question as an attorney about issues pertaining to the San Francisco municipal code. He has been instrumental in advocating for civil rights and the rights of individuals in San Francisco e inthl it miss to matters open meetings, brown act and other documents that people have a right to listen to and see and obtain. I urge this committee to speak if there are occurrence you may have. I could not think of anybody better and poised at this time when everybody in the city needs to come together to bring our city out of the pandemic malaise and urge you to appoint him he will be a productive member of the task force. Conscientious, he is very focused on citizen access to governments. Community participation. He has been stayed informed not only about San Francisco but something that i think mrs. Ferguson brought up in her case her ability to bring in outside perspectives which is important. David in my experience being researches that is helping in other cities and states as points of reference. Im always amazed. Not only San Francisco but of the entire country in related issues he tracks. It is mentioned he is a disruptor and we have seen in the bay area it is the disruptors who make a difference. I think mrs. Ferguson brings a tremendous amount of education and Evidence Based Research and transparency and a terrific candidate in the future when she has more experience and i do note the conflict of interests with the City Attorney. This is in strong support david pilpel who advocates for San Francisco the last 30 years. Thank you. What i was hope to do was move to appoint david pill foal seat 9 and allow member hill to fulfill seat 10 and appoint Ruth Ferguson to seat 11 i was advised by council doing so require steps with noticing if possible i like to ask the City Attorney to walk us through that i dont know if im doing justice in explaining it. Upon deputy City Attorney. Supervisor dorsey, i think when you proposed was that to the extent there is an existing member who might be able to fill the qualification of somebody with a physical handy cap the committee take action today to move them in that seat. And i explained that the committee may not do that today this has not been noticed. And in any event this questions of law sifkz not attached to a seat. That is the requirement of the sunshine ordinance is that all times some member have a physical handy capful but this person should being the committee should know as make a finding a person has meets that qualification at the time of appointment. I think what the committee can do is to have another opportunity to post the open vaccance and hes female who feel they may meet apply for it Society Committee can make that finding. I desire to be a part of a body that makes a positive impact and allows me to engage in discussions and decisions that shape the workforce policy and strategies in San Francisco. Some of my goals for the future in discussing with Committee Members workforce programs. Earn and learn creating a colocated services where people get assistance with a job and house negligent same place. And more collaboration with Community Based organizations and city departments. In my decade, of working in Workforce Development i built a freshman that bridges the gaps between job seek and employers and providing direct impactful services to the communities. Every month for the last 5 years i managed to host employer spotlight event. The events highlight employer job openings. And gives the space for direct communication with employers and job seekers. Once a year the past 3 i hosted annual career job fair at the San Francisco public library. Bring nothing 65 employers and 500 job seek and service providers. I also fostered reps with employers they call me directly before firing or disciplining employees. On the other hand my leadership my Program Impacts the lives of 3400 people in a year. Half of the population homeless reentry are facing a barrier. Thank you for your support earlier i spoke on this matter left week i wanted reminds the committee it is my view you could add, regular so that regular meetings of prosac are held at city hall giving the xhintee to hold special meetings outside facilities. In the Committee Discretion you could duplicate the file again and trailing whatever. There are a lot of ways but the sooner you get this piece of legislation the first changes the better. I dont think i said in my previous comments about prosac it is Important Committee uneven relationship with the Rec Park Department and i hope this will reini havingerate the work so it can provide meaningful recommendations to both rec park as a department and commission. Ultimately to the mayor and the board of supervisors as well to you know really get information and thoughts from the communities about how our rec and p facility and programs are run.
