Thats when spacex learned they could not rely on external and needs to test every component internally. So as muni performed tests on the remaining batch of failing splices and if not, why not . The second point is that the picture of the failing splice showed that it failed at this weakest point, which is the tread for the clamping bolt. So the failure of the splice could have been cured by an overtightening of the bolt and it resulted to the failure. So the question for muni is whether muni used specific bolt specifications to tighten splices and if not, why not . The last point is about subway cars is that Battery Technology has gotten to the point where a real train can travel up to 60 miles. Four, i did not hear in the presentation if staff believes that the new l. R. V. 4 vehicles caused more stress on overhead wire and splices compared to the previous fleet. Five, on august 22, 2020, the first day of the rail restart, i did travel the system and i did not see that all of the overhead lights have been replaced and the subway stations or the subway station track and walls have been pressure washed to remove debris and grime. Program 4308164. 00 in prop aa vehicle Registration Fee funds to three projects and amend the 2017 prop aa strategic plan. Prop aa is a 10 vehicle Registration Fee. That funds transportation projects. Its small compared to prop k. It focuses on quick to deliver projects that provide tangible benefits. It can fund the design and construction spaces for the voter approved proposition over the 30 year life of the program. We ensure funds are allocated to a 50 , 25 , 25 split between the three categories of prop aa. So we released a call forren pros in june of this year, with the amount available split between those 30 categories i mentioned. There are large amounts available in the transit category due to the cancel muni metro enhancement phase two project that we discussed in june. We have the screening and prioritization criteria, which does place a heavy emphasis on project readiness and coordination. So getting into the recommendations, since we didnt receive any applications in our street repair categories, we recommend using the Funds Available to Fund Additional projects in the Pedestrian Safety category. This means that in the future, we need to Program Additional projects in that street repair category to make sure we meet that 50 requirement. Our first is joyce alley lighting which would install four pedestrian lights in joyce alley between clay and sacramento street. Its an alternative to walking on crowded sidewalks, which are on the high injury network. Given the lack of other funding options, were recommending fully funding this project. Pave street alley way would include six sidewalks, and the citys first raised intersection at buchanan street near the elementary. In order to make sure that both Pedestrian Safety projects can advance, our recommendation is to partially fund the project and then work to fund the remaining amount with prop k funds from the bicycle category that our program, in phase two of the project which hasnt moved forward yet. The transit category, we recommend fully funding the request, which would replace track and overhead wires between west and sunset boulevard. This is part of a much larger comprehensive project with everything from paving to stop optimization, new sewer, all that stuff. Because this property is project is ready to go, there are prop k funds contingent on the board approving them. And were not recommending funds for next generation united barrier project. We know upgrading it will be a priority with bart and we will work to identify funds so they can be admit in the future. With that, i can take any questions and we have project managers on the phone. This is to increase the safety and to reduce future Maintenance Cost of this bridge structure. The next question was in the enhancement project. So we were told this is not going to be available for the duration of this projects advertisement. We are recommending them on the project, prop k. The board approved 11 million in prop k funds for the property and project and allocate the 4 million that is being recommended as part of this allocation. The first of two projects from district one, this is the fulton Street Safety project and its for improved 3 miles along fulton street along the border of Golden Gate Park. These are recommendations that have stemmed from the project that was recently completed and were expecting that this work will be done by spring. Stockton, this is a signal upgrade or signal Infrastructure Project Municipal Transportation Agency is taking advantage of the coordination opportunities to tag along to a curb ramp project that the Public Works Department is engaging in and this will work will require larger signal faces at these intersections. The Community Based transportation plan. This is the designed phase of some of the high priority recommendations that ematerierg from this Planning Project that was completed. It includes two rectangular rapid flashing beacons as you can see on your screen and an example of. And the locations, the universe of the list of locations that emerged as friethe planning pro and they will work to identify nine of those locations. The six street Pedestrian Safety project, this prop k request will leverage state grants and impact fees. This is really to transform the corridor, including widening sidewalks and new signals at stevenson, which are on alleys. Im looking forward to seeing that work come in. Shortterm bicycle parking. This is the prop k portion of the funding plan that the board approved when it programed transportation funds for clean air. This will be across the city. Members of the public can call 311 to request locations and if merchants are interested in bike parking car r corrals. Thats an opportunity as well. The funding request, you heard about this request during the c. A. C. Chairs report. There are no streets included in district 6 and 7. District 7 is not well requested. The m. T. A. And the tenderloin in the same manner as a slow street and requiring m. T. A. To identify slow streets or similar treatments in district 6 and 7. The improvements that are included in this request are more durable materials. These are flexible delineaters and signage, to indicate the shared nature of the street. The motion said this would replace the temporary barricades and implement measures on these streets that are shown in the enclosure. In response to the conversations at the c. A. C. , m. T. A. Has prepared a memorandum and we have distributed that memo to board members. Its also poested on our websit under this item. I do anticipate that there will be some discussion about this item so let me quickly present my last slide, which is for the golden gates travel study. This is at the request of commissioner mar and fewer, to convene Interest Groups and stakeholders to assess whether they will determine the with that, i can answer any questions. And to be able to access institutions that serve all visitors. We are fortunate to have this gem of open space, a stone throw away but i recognize Golden Gate Park is a citywide treasure as well. This study will aim to convenience our stakeholders in a working group, which bring a unique voice, advocates community organizations, business businesses adjacent to the park and thank you commissioner mar for your connections to golden gate factpark. The Traffic Safety project will bring changes to this high injury corridor in my district. Daylighting at intersections to improve visibility, a. This project will put people first. Seniors who cross fulton to access Senior Centers and families that cross to access the park. Thank you to Bicycle Coalition and my 1,500 neighbors who participate in this process, via surveys, audits, open houses to amplify the vision for a safer fulton street. Thank. Meeting that occurred that the concerns about the lack of slow streets in district 6 are very strong from the representative on the c. A. C. , danielle, as well as residents, organizations, leaders in district six and me and my office. They gotten to a level now whereas you heard the representative on the c. A. C. Actually called for defunding the street more broadly to be put on hold and on district six and seven as well. It included you know, i feel very strongly that we should have made a lot more progress in district six during covid with emergency responses on our street. We do not have slow streets in district six. We are being treated differently in many ways. We have an entirely different category of emergency Streets Program that exist in district six, but has also been inadequate. So, i want to ask the sfmta staff and i appreciate the memo that was sent this morning on this particular issue. If you could describe the next steps for district six as it relates to slow streets, either securing funding to make some of the emergency street changes permanent in district six. Its been difficult for us to be, to have a sense of what sort of changes are going to happen in district six when we have been excluded entirely from the slow Streets Program. So, i appreciate that and i have some rather than holding up the funding for the whole thing, which i say i am strongly supportive of the slow streets funds being released and for the program more broadly in other districts, but i do want to have a sense of how we will fix this for my district, which has a majority of the streets in district six on the high injury corridor. Good morning commissioners, and thank you commissioner haney. Livable streets director. So, we absolutely appreciate the unique needs of district six and appreciate your leadership commissioner haney. What we seen with slow streets specifically is that its one of many tools that we tried to use as part of our covid response. That particular tool may not be as applicable to a lot of the streets in district six. So where we have seen for instance a request for fulton street, we werent able to do that. We were able to move forward a play street there. And we can get to a very specific list. Id say it was probably around ten or so. A lot of those weve been able to supervisor haney ill follow up with a memo, if that makes sense. Perhaps, you can return with an update. I will support the funding for the polk street, as is, but i continue to share the concern about my representative from the slow Streets Program and the fact that were treated separately, but the way that were treated separately has been inadequate, as well. We would be happy to return at any time with an update on the district or the tenderloin more specifically. Chair peskin thank you. And finally, just want to comment on the golden gate sustainable market travel study, we look forward to this event and a process that helps ensure access to the park and all of the amenities in it for something that has become a treasured space in San Francisco. That will extend the work of the San Francisco Bicycle Coalition and advocates like walk sf have been engaged in for over two years, working with senior and Disability Advocates and other stakeholders to ensure that access is preserved to the parks particularly for seniors and those with disabilities while we realize that the access on j. I understand the challenges that staff has faced. The community will continue to be here to fight for more space, particularly in the portions of the city with the most dangerous streets. Today, i just wanted to provide some context and background about the project, the Community Engagement process at the time, the feedback with you, as well as the recommendations and next steps moving forward. I also want to thank supervisor safai for his leadership in allocating this funding for [inaudible]. Next slide, please. [inaudible] and reducing the number of collisions among those who walk, bike, and drive on the corridor. Next slide, please. Based off of the collision analysis, over a five year period, we found that there were 145 collisions [inaudible] segment of alemany [inaudible] about 80 of collisions were between vehicles, 14 were between pedestrians and vehicles, and 8 were between pedestrians and bikes. The locations here are the locations that had the highest number of collisions, and collisions happened at the intersections. [inaudible] but this process helped in reaffirming some of the community concerns. We held the First Community open house in december 2018 where Community Members were able to come and share their thoughts on areas that did and didnt work in the corridor. Next slide, please. Some of the main things that came up are included here on this slide, that some included not crossing at crosswalks. Intersection buildability, and others. As we began reviewing this feedback, our team developed a number of near, mid, and longterm Safety Improvements. We decided that sharing the materials via mail was appropriate. Safety recommendations that were shared via mail and email are still in line with the recommendations that are being suggested today, and this included three categories of improvements. Near term improvements, midterm improvements, and longterm improvements. The near term improvements which will take six months to a year to facilitate [inaudible] signage, as well as pedestrian [inaudible] the midterm improvements which will take anywhere from one to three years to install include [inaudible] upgrading signal lenses to a larger size as well as signal timing changes, and the longterm changes that will take three to more years include new Traffic Signals and left turn signal treatments at areas where left turns are more challenging. Overall from that outreach process, we received about 70 responses, where two thirds of the responses were in agreement to the recommendations, 30 somewhat agreed, and 3 were opposed. The survey was available to take during the month of june 2020. The information and recommendations are available in the report as well as in the appendices. Commissioner safai, any comments . Supervisor safai yes. So im really happy today that we were able to move this as quickly as we could during even with covid. This information is extremely important. The alemany corridor is one of the most dangerous roadways in our city, as miss chung was pointing out. There are literally consistently collisions on this corridor, almost on a weekly basis, and many of our Community Members are marked with the trauma of the high speed collisions. We get calls consistently with teresa and alemany. People go through quickly and smash through people. Weve consistently been told about people speeding there, with damage to home and property on a consistent basis. This corridor has been negligented for years. We were able to reduce it and neglected for years. We were able to reduce it and reduce the collisions, but its designed for an older period of time. Its designed for when it was a small freeway and cutthrough, but now is the time for it to slow down, for us to add additional signals. Theyve done a lot of daylighting already, so its not necessarily about daylighting, its about changing traffic patterns, and we have a commitment from sfmta, they committed to putting money in this years budget for a traffic signal at theresa and alemany, but these are going to be improvements all throughout the corridor. Were going to be adding crosswalks, daylighting, all the types of things that will make a Significant Impact, and i want to thank victoria for all her work. I want to thank the commission for expediting the study because it will save lives and prevent for harm. I want to thank the sfmta for being creative. I want to get this signal installed and move quickly, and how we can create more safety for pedestrians, bicyclists and motors. I want to thank everyone who participated in this process. Were going to continue to do some additional work to lineup some additional funding, but at least in the near term, we have some ability to do the longterm work. A. , and the next three contracts are competitively bid and paid for by the board. We have sttj who is the producers behind all of our virtual meets. We have will moore who helps us with a requirement by the state to monitor congestion, and last, we have the on call oversight management and general Engineering Consulting contract. This contract includes 28 preserve consultant contracts, and in addition, the work has gone to 15 of the 28 firms, and of that work, 43 of that work has been passed through to approximately 24 consultants. As you can see on the screen, this is the type of work that we anticipate or starting in the next fiscal year, and what id also like to add is the last three contracts ive mentioned. All have had d. I will make an Opening Statement and then hand it over to Deputy Director cordova. 1. 5 million obligate we anticipate using more federal funds this year and less local funds than in the prior year. My next slide, we expect 2. 5 million of expenditures to be incurred in this coming fiscal year, and this is a 27. 5 increase from the prior year. 75 will go towards professional services, and 2. 3 for nonpersonnel costs. [inaudible] on the personnel costs representing 1. 6 f. T. E. , and the nonpersonnel costs include commissioner fees and legal costs. At this point, let me pass the mic over to eric cordova to walk you through the remainder of the slide. Great. Thank you, cynthia. Want to walk you through the slides so you get a feeling on the milestones here. On the equity policy, we understand this here. Our plan is to come with you over the next six months to come to you with complete comprehensive recommendations no later than the early spring of last year, so thats something i wanted to make sure i highlighted with the committee here in terms of our process moving forward. Hopefully, you all are aware that the south gate project is under construction, and we are leading the effort. That does include three tolling locations for the overall program, so those are important Infrastructure Improvements that will be put into play as you see in the timeline there. The other items are Network Communications and what we also call toll System Integration where we basically hire the vendor that comes in to install the critical equipment, cameras, as well as sensors for the tolling infrastructure. This is all leading to who we call the what we call the phase one go live approximately two years from now, so weve got a Robust Program that we need to move forward on in terms of getting that implemented, but what we need to focus on is getting new service from the east bay, new intraisland Shuttle Service and shutting service from the east bay. Were working the approvals for the transit programs and the partner program, were working with the sfmta in that regards. So that encapsulates phase one, which brings you about two years out. But thats not the completion of the program. The west side bridges program, starting next summer, well start to move into construction. Well go ahead and construct the final two toll points, and with that, comes phase two of that integration contract, and then the final go live for the system in the fall of 2024, and lets not forget about the 80 shuttle pilots because thats a shuttle pilot study that were pursuing and well be bringing you new information as we go to the next year. Lets go to the next couple of slides. The next slide is the items that weve discussed in terms of management, etc. I did want to emphasize on the financing side you can go to the next slide, please. Whats really important for us to take a look at and make sure that you understand is the work that were doing to go ahead and pursue additional funds, particularly from the federal government as it relates to an existing grant for sfmta, were seeking additional funds for that grant, and we want to thank sfmta for that. Were also going to go ahead, and i want to talk about, as much as we can, about the Ferry Service project. Were going to go ahead with the ferry providers and implement Ferry Service and seek funding for vessels from state and local sources. Another project is the bicycle and pedestrian Planning Efforts that were working on. Our plan is to build a location from the eastern span drop off and bringing a basic path along the western side of the island down to the ferry terminal. So thats the vision that we have, and were actively pursuing funds to make that a reality here. Last slide should be coming forth, which really just an overview of the fact that the infrastructure itself, as i indicated, is implemented in phases. There are environmental approvals that frankly are being documented as we speak in terms of the actual physical infrastructure. One reminder that the actual totaling concept and the actual operations of tolling was approved in 2011 as part of the island. Were doing the Civil Engineering for the foundations and the poles, the physical infrastructure, as i mentioned, and finalizing, our intent is to finalize an r. F. P. And put it out to market in spring of next year for the existing integration contract, and funding and Grant Management is probably as important as anything for us right now to continue to pursue funding for the items that are part of this program. And were going to be doing a Robust Program for the next five or six months. That completes my presentation. Thank you. Supervisor haney thank you, director fung and Deputy Director cordova. There are a number of different populations on the island currently, and i want to make sure that we are providing outreach and information and counseling as to how this will impact them. My office has heard from residents who live in some of the Supportive Housing on the island and what this will mean to them, for them, so as were thinking about outreach, i think we also need to think about how were educating and informing both current residents and future residents. One one one thing i wanted to ask, i saw that for tida, i saw there was a pretty significant drop in revenue for tida. Do you know what accounts for that . The tida, what were working with for tida is a revenue stream, flat revenue stream consistent over the next five years. The fact that there may have been a drop in revenue really is just an indication that were not spending as much as was available, so we went ahead but now, we frankly envision an increase in not only this fiscal year, but significantly over the next two fiscal years in terms of overall funding need in that regard, commissioner. [ ] [ ] so i grew up in cambridge, massachusetts and i was very fortunate to meet my future wife, now my wife while we were both attending graduate school at m. I. T. , studying urban planning. So this is her hometown. So, we fell in love and moved to her city. [ ] [ ] i was introduced to this part of town while working on a campaign for gavin, who is running for mayor. I was one of the organizers out here and i met the people and i fell in love with them in the neighborhood. So it also was a place in the city that at the time that i could afford to buy a home and i wanted to own my own home. This is where we laid down our roots like many people in this neighborhood and we started our family and this is where we are going to be. I mean we are the part of San Francisco. Its the two neighborhoods with the most children under the age of 18. Everybody likes to talk about how San Francisco is not familyfriendly, there are not a lot of children and families. We have predominately Single Family homes. As i said, people move here to buy their first home, maybe with multiple family members or multiple families in the same home and they laid down their roots. [ ] its different because again, we have little small storefronts. We dont have Light Industrial space or space where you can build highrises or large office buildings. So the tech boom will never hit our neighborhood in that way when it comes to jobs. Turkey, cheddar, avocado, lettuce and mayo, and little bit of mustard. Thats my usual. Mike is the owner, born and bred in the neighborhood. He worked in the drugstore forever. He saved his money and opened up his own spot. Were always going to support home grown businesses and he spent generations living in this part of town, focusing on the family, and the vibe is great and people feel at home. Its like a Little Community gathering spot. This is the part of the city with a small town feel. A lot of mom and pop businesses, a lot of family run businesses. There is a conversation on whether starbucks would come in. I think there are some people that would embrace that. I think there are others that would prefer that not to be. I think we moved beyond that conversation. I think where we are now, we really want to enhance and embrace and encourage the businesses and Small Businesses that we have here. In fact, its more of a mom and pop style business. I think at the end of the day, what were really trying to do is encourage and embrace the diversity and enhance that diversity of businesses we already have. Were the only supervisor in the city that has a permanent district office. A lot of folks use cafes or use offices or different places, but i want out and was able to raise money and open up a spot that we could pay for. Im very fortunate to have that. Hi, good to see you. Just wanted to say hi, hi to the owner, see how hes doing. Everything okay . Yeah. Good. We spend the entire day in the district so we can talk to constituents and talk to Small Businesses. We put money in the budget so you guys could be out here. This is like a commercial corridor, so they focus on cleaning the streets and it made a Significant Impact as you can see. What an improvement it has made to have you guys out here. For sure. We have a significantly diverse neighborhood and population. So i think thats the richness of the mission and it always has been. Its what made me fall in love with this neighborhood and why i love it so much. The San Francisco playgrounds hitsvery dates back to 1927 when the area where the present playground and center is today was purchased by the city for 27,000. In the 1950s, the sen consider was expanded by then mayor robinson and the old gym was built. Thanks to the passage of the 2008 clean and safe Neighborhood Parks bond, the Sunset Playground has undergone extensive renovation to its four acres of fields, courts, play grounds, community rooms, and historic gymnasium. Here we are. 60 years and 14 million later, and we have got this beautiful, brandnew rec center completely accessible to the entire neighborhood. The new rec center houses multipurpose rooms for all kinds of activities including basketball, line dancing, playing pingpong and arts can crafts. You can use it for whatever you want to do, you can do it here. On friday, november 16, the dedication and Ribbon Cutting took place at the Sunset Playground and recreation center, celebrating its renovation. It was raining, but the rain clearly did not dampen the spirits of the dignitaries, Community Members and children in attendance. [cheering and applauding] the hon. London breed what that means is we cant relax. With the unhealthy air quality and the number of challenges that we face, that in the midst of all of this, we are still living with covid. Now as of today, our status as far as our air quality, is yellow. Were not in the green yet, but it is so much better than what we were in the past, and we are fortunate in that people can go outside and breathe a little better, and we hopefully will see the air quality improve over the next couple of days.
