I think we need to consider the height of it. Most housing is two stories, this is four stories. Its a complete mismatch. Im a resident of San Francisco in d8 and a renter. I strongly support this project. I think if you look at it replacing a gas station with environmentally Family Friendly housing just a few blocks from a light rail station is exactl exy representative of the steps San Francisco needs to take to be a Family Friendly city. Were in San Francisco, the second densest city in the United States and a five Story Building should not be controversial. When we talk about this project we must talk about the racial history of the sun set which in the plaf past excluded ain an pe as well as black people. One way to remedy that is look at building more buildings and market rate buildings. This housing with below market rate units will be a gift and asset to the sun set district. There are a number of taller churches right around here. I feel like the project has made a goodest to se good effort to e height. Im excited to get the retail strip thats developing there. Im excited about more low market rate housing. We certainly need it. I went to high school in the sun set. I couldnt be more excited about this project. Seems to fit in nicely with some ground floor retail. A lot of Affordable Housing. It seems like it fits all the boxes. Thanks. I support this housing. Im a sun set resident. Im been in the sun set since 1987. This is a great opportunity to build Affordable Housing on the west side. The west side has not built its share of Affordable Housing. This will be 25 Affordable Housing. I like the idea of ground floor retail spaces. If were going to make retail work, it needs to be in spaces like this. Thats good for both the Business Community having more people around as customers. This is a poster childthis is a good project for the sun set. If you cant approve this, im afraid no housing is ever going to get buil built here. This is martin. I am in strong support of this project. Im happy to call in because home sf was a project that was litigated for years. The board of supervisors came to a unanimous consensus about it. Its a project we should support. Its going to be replacing a fossil fuel, a gas station that we know we need to move forward with more environmentally friendly projects especially replacing fossil fuel developments like a gas station. Twenty five affordable on site which is incredible for the neighborhood. To have 25 affordable in a Development Like this is really incredible. I urge you to look at the west side for more housing opportunities. I a Richmond District resident. Im calling to voice my support of the project. This is a great project. Residents will be very fortunate to have 25 affordable. I would like to see many many many more projects submitted and proposed across the city. Thank you very much. Commissioners that will conclude Public Comment. The matter is now before you. Seeing as though im a resident out in the sun set district im really pleased to see this project in front of us today. Whenever weve seen a corner lot gas station theres a likelihood thats a development for residential properties. I like the size of the smaller more flexible retail spaces on the ground floor and in support today. Im also in support today. I really appreciate the design of this project. I think its a relief from some of the gray boxes that we see around the city. I also like the mix of unit sizes. And i alsoits just the cherry on top that we hear from so Many Community members that support this project as well. We want to see more home sf projects. I know the richmond and sun set and west side can take this type of density and can really b beprojects like this can be an example of how we have a nice mix of density while also having the neighborhood feel that so many of us would really like to enjoy. For those reasons, im in support of the project. Im in support of the project. There are a couple of comments id like to add. I think this project allows us to learn something and take a more discerning eye on some issues which ill get to in a minute. Replacing a gas station with housing is a good site just by nature of location brings in more density. I think its in support of the site and its in support of receiving the project of a lower height than it actually is. The next point id like to make is that the increase of units from originally 13 to fou 41 isn additional stretch even if we add an additional floor. I believe that particularly on the fourth floor, we have unit 31, 32, 33, 34, the number count is working against what we should be supporting as equity design liveable units. I think the units are too narrow and too long in order to be really quality units and more in line of what the rest of the project provides. I like us to go beyond numbers and we equity by design. These are one bedroom units provide slightly better unit quality. I would like staff to spend a little more time looking particularly at that floor and those units. The next point id like to make is the ground floor. Im very much in support of trying to animate part of the ground floor is commercial units, im concerned with sharing a four foot three corridor with 41 units and five merchants is lowering quality of residential life. The back of house entries are not exatable for equitable to f a obscured lobby. Normally units of this size have a slightly more generous entry lobby. If theres not a doorman, at least there is a drop off for packages. I dont see much of those types of amenities which i would think we should be looking for when we look at higher density Apartment Building. I would suggest while im in support of the project that the department sends a little more time tweaking those particular two elements of what is proposed here. Thank you. Looking into this particular building where there are more one bedrooms. There are 27 one bedrooms out of 41 buildings. If were going to take into consideration as well the inclusionary housing there are[indiscernible]. I understand that the home sf with the legislation that was passed, i believe probably three years ago. However, i feel thats something that we need to relook in terms because home sf is something that applies in the west side. Who are the people who are going to live here . Are we having more family units . Thats something that is disturbing to me that there are more one bedroom units instead of more two bedroom or three bedroom units. Especially seeing that sun set or we need to build more family units or Family Friendly units. Also i would like to see more comments when we look into design. I think this is becoming an issue when we look into more affordability or just Housing Units being built in the city. We dont really take into consideration the liveablity, whether the hallways or big enough for people. I think there needs to be some sort of minimum requirement or threshold as to how do we design the type of units that we think is going to be liveable especially if there are Affordable Housing units on site. Those are my critical comments. My comments about this project, i generally support this. Im not sure if actually if director can answer in terms of home sf projectwas there any requirements on housing unit sizes or that is not something that is included in the home sf . Commissioner, i believe they need to follow the rules that the city has and the Building Department has on unit sizes. I dont think theres anything specific in home sf that controls that. Okay. The affordable units need to meet the minimum unit sizes for the California Tax Credit Committee sizes. Those are set forth in section 415. Seven hundred square foot for a two bedroom. We would make sure that at least the affordable units would meet that as well. Any language on the percentage of the types of units like more5 or 12 percent on one bedroom oris there something included in that in the home sf . There are two specific ways that can you meet unit mix for home sf. One is 40 two bedroom or greater unit mix. 40 twos, that includes 10 threes. Or 50 of the bedrooms in the development have to be in units that are at least two bedroom or larger. And the development has to include at least one three bedroom unit. I believe this project meets the second criteria. Sounds like this is something that if something proposed an amendment in home sf especially if were looking at Family Friendly units wondering if thats something that planning can look into. Yeah. I would like to say my support but break through the glass ceiling. We have codes and regulations regarding size. I would like for the department to take a more critical eye at unit layout for the proportionality of the units with width to length. We had controversial units last week as well. Its only guiding applicants to do things slightly different. Its not reducing unit numbers its just spending a little more skill on what units are desirable and what one rs are n. I ask everybody else and pose themselves a question, would you like to live in that unit. That is a determinant for equity and design equity. Im making a motion to approve the project with conditions that the applicant work with staff in improving the common corridor on the ground floor and the particular unit layouts on the fourth floor. Second. Commissioners. There is a motion and a second to approve the project with conditions. This is to reconstruct a rear deck and extend a garage at the rear without the benefit of a permit. And since this work is in the required rear yard, it requires a deed requester of 147 and 153 missouri, adjacent neighbor to the east. This is the shared Property Line into the dr requests yard and acts for privacy. The proposed alternative are to one, restore the deck and two, remove the horizonal garage extension and three, remove the work into the dr requesters yard and four, replace Property Line windows with fixed fire rated assembly and obscured lacing. To date, the department has received seven letters in opposition of this project and no letters in support. The notice of the violation to legalize the addition did not recognise that a portion of the structure extended over the neighbors Property Line and buildings are not permitted to extend over neighboring Property Lines and it is the responsibility of the project sponsor to correct this condition. It is anticipated any Building Code deficiencies specifically related to fire condition would also be corrected with the permit to correct, that the Good Neighbor gesture, the project sponsor proposed a sixfoot high screen on the deck to ensure adequate privacy between the two properties. And therefore, staff recommends taking the dr and approving with modifications of the sixfoot high privacy screen to be within the rear Property Line as determined by the survey and this concludes my presentation and i am available to answer questions. This is adjacent to and behind the project sponsor, Craig Johnson who owns 145 missouri. David, slide one, please. As you can see in the aerial photo, the project sponsors rear Property Line runs the entire length of miss oskanozis front Property Line and to make matter more challenge, the structure not only encroaches within 100 of his rear yard, he has constructed it without permits over the Property Line. Slide two. Mr. Johnson built the deck and tendeextended the deck over the frontyard and this situation created by the project sponsor resulted in privacy impacts and news onoise and other problems r over 20 years. Slide three, please. Slide three is a photograph of the rear of 145 missouri, the project site, as it existed with enclosed porch before the project sponsor demolished it in 1998 without permit. Slide four, please. After demolishing the enclosed porch, mr. Johnson illegally constructed the rear detective d extended the garage. Slide five, please. Slide five shows the deck and the garage as they exist today and in addition to the illegal rear yard construction and construction over the Property Line, there are two other reasons that this project is exceptional and extraordinary and why you should take the dr and that the variance should not be approved. David, slide six, please. The project conflicts with key elements the residential Design Guidelines, especially those protecting privacy. Slide seven, please. And like the former condition with the enclosed porch and the rear, as you can see in the slide, the deck has direct views into the bedroom and home office office. It requires a variance and that cannot be supported. For example, variance finding four, that the granting of such variance will not be materially detrimental to the Public Welfare or injurious to the property or building. The building was constructed and does not meet current life safety codes, including seismic and fire codes and subjects mist threaten her welfare. Thank you for your time and ill hand this over to my client describing the plan modifications to mitigate the health and safety violations that have been created by the project sponsors illegal work. I experienced the problems by his noncompliant problems on a daily basis. Could you turn to page 3 of mr. Winslows report which he spoke with you about earlier and the first one is regarding the encroachment issues, that the deck is reconstructed, extends into the dr requesters yard, my frontyard. They did not recognise this and it is the responsibility of project sponsor to correct this condition and must be included in a revision. I request the project sponsor remove the construction from my property. Two, regarding the life safety issue problems, they state Building Code deficiencies related to Fire Protection on the lot line condition be corrected with the permit to correct and i request that all life safety be included in the revised plans. David, slide eight, the privacy screen picture. Regarding the privacy screen issue, planning staff States Project sponsor proposes a sevenhigh privacy screen. This week i emailed the dib for codes and my sketch is cocompliant. While the ones in your packet are not. I request the privacy screen be seven feet high and fire rated and coclient as i have sketched. Slide 9, ive added a fourth item. Additionally when the project sponsor illegally remodeled his bathroom, he add aded a window d this looks directly on to my front door and walkway. I request to have that window replaced with a fixed fire rated window and glazing that is sandblasting and obscured. Theres another that allows for fresh air. Dr requester, that concludes your time. Im Amber Johnson and we own 145 missouri street and have owned the property for 25 years and rented it as a onebedroom unit for ten years and the dr requester has lived at her house the entire time. The rear porch has existed on that property for over 50 years and its been in the current uncovered configuration for 23 years. The porch dimensions are and have always been four feet wide four feet seven inches deep and 17 feet, nine and three quarters in length. And so slide one shows the porch from over the years in the earliest photos we have. This process began when we sought to perform repairs to the porch, found additional issues and it became a more extensive renovation. At the time we were doing the work, the dr supported the work and we incorporated her designs into the porch and she praised the quality of work and we were not aware this required a variance. We in no way intended to harm the drs property and we do not believe we have damaged this Property Owner in any way. No one, including the dr requester, knew that the porch encroached over the Property Line and the dr requester had a survey completed after it was complete and after her first complaint to the city in 2018. We rebuilt it to the exact dimensions as before and the new footing was on ton o top of thed foundation and doesnt encroach into the neighbors yard. If you can show slide two, please. This is the porch as it is today and as it lines up with the property next door and slide three, please, the new footing on the existing foundation and you see that the Old Foundation was painted green and then the new footing would lay directly on top of that and we built the same dimensions. In slide four, youll see an image of the survey that we had completed. So the dr requester survey showed it wassen coaching two wo feet of the line and it angles back crossing back on to our property at the four foot, six inch mark. A toll encroachment of one tenth of one square foot along the foundation and the siding has an encroachment of 7. 5 feet and crossing over the Property Line at 10 feet, fine inches. Theres a trim that causes air encroachments that we could remove. We find this to be minimal and we did try to come to an agreement, we are willing to pull that foundation and siding off the Property Line as recommended by the staff. And regarding the drs privacy concerns, as mentioned, the porch has been opened since 1997 in its current configuration and the covered porch prior had a wall of windows along the Property Line and the porch faces the neighbors front yard at 147 and this is just the unique fronttoback split yard and her backyard is our frontyard and has been this way for man a decade. Slide 5, you see down below, this is her office and you see the neurologica natural privacyd and thi really, this porch exisd many years before her office. The second is her bedroom windows and these are the top of the wall and so one can in the see in her bedroom from the porch. And one would really have to strain to the height of windows to see out of them on to the porch. And as stated, you know, she has never come to us with these privacy issues in the past and says now there have been noise issues, but dr is the first we heard of them. The deck is quite small and would not allow for more than a few people and she did not mention any nuisance issues at the preapplication meeting or in her response to the variance application. So while we think that these are nothing more than sort of typical sounds that you here in closesitting housing, we would be willing to address them and so we have we would agree to a sevenfoot screen and we propose five and half feet because the light from the porch comes into the kitchen and provides our kitchen light but, again, were willing to go into six feet as suggested by staff and we would, of course, ensure all code compliance in the Design Department and with all of these reasons, we would ask the commission approve the project as recommended by the staff. Ive witnessed continued development and modifications in every corner of our neighborhood. Often with little regard to the correct process. So although i think that at 145, theyre trying to make changes, its important theres a discretionary review first is people go and see how close these little houses are. You know, our neighborhood is full of properties that arent exactly 25 by 100 or whatever the regular dimensions are. And so, i think that keppa has good reason to want to have a higher screen and other changes because the area is so small and the light and the air is very important. And so, i agree that i think that the variance should be denied because its illegal action. Weve had changes here just around the corner that we had to go through all of the channels to make simple changes to our properties. And so, thank you for your consideration. And so, i just want to impress upon you the importance of the privacy issue and the reason for the sevenfoot screen and slide six shows that the deck is quite visible, someone standing on the deck can see right in the window and more importantly, please, for the dr requester, keppa, take dr and require the modifications that both we and mr. Winslow have recommended so that the long history of illegal and substandard demolition and construction can be remedied and so my clients privacy and safety can be protected. The person m who spoke for the project sponsor may not have firsthand knowledge of the entire history that has occurred, but there my client has called in many complaints over the years and it wasnt until this was offensely brought to the attention of planning in 2018 that the violations were addressed. There was the notice of enforcement, notice of violation and even a notice of penalty issued by planning and it wasnt until those actions were taken that my client could get any traction on the issues and problems. It really is a very small lot on this rear porch that has existed for many decades and it really is the only quality open space for this home on the unique lot. We know its a unique situation. The concerns that the requester just brought up, those were all in regard to this porch and this variance and, again, weve met those in the permits we filed to have the porch initially legalized. And, of course, we would go forward with planning and building compliance codes, as well, and so we would just ask that you would approve the variance based on the findings. Thank you. I would like to make a quick point, which is that because the rear enclosed porch structure was essentially demolished, doing anything back there at this point is going to trigger the variance. So i know there were some comments about dont support a variance at all here and i dont know thats necessarily appropriate but i think there is justification for putting Something Back here. But anything that would be replaced in the rear would require a variance because of the unique nature of these two lots and how small they are. I think, obviously, its just going to come down what is appropriate there in the rear, considering this unique lot configuration and a little thankful this is also a dr because i think these are the types of situations that the Planning Commission can usually get right and you have a lot of experience dealing with these types of situations. So im definitely very open to hearing commissionerss comments on this issue. Commissioner moore . I am inclined to support staffs recommendation. Is that a motion . Yes. Second. Good afternoon, im the staff architect and the item before you is a pub initiated request for a discretionary review of Building Permit application 0807. 6659. To demolish an existing garage, storage shed and garbage enclosure at the front and middle of the lot and construct and approximately 40foot tall, 260 residential building with rear few knits a units. No modifications are proposed to that structure. The dr requester, jenna smith of 3227 16th street, apartment number one, the adjacent neighbor to the east of this proposed project is concerned that the project will impact light and privacy and is out of scale with the existing context. Her proposed alternatives are to lower the height by limiting the building to three floors and to provide larger indiscernible . There are no letters in support of this project. The departments urban design revisory team reviewed this is found that the proposed addition does not create extraordinary impacts to light and privacy to the adjacent property and found that the proposed building matches the light wells above the ground floors and does not extend passed the rear walls and thereby maintains light and privacy to the adjacent privacys site wells. The rear roof decks on the third and fourth floors located where the building massing steps back are modest in side and setback from Property Lines not to have impact to privacy. And the project is a codeconforming infill on a transit corridor and replaces a onestory parking garage and provides an active use of a groundlevel residential unit that conforms to the residential Design Guidelines. Therefore staff recommends not taking discretionary review and approving. Thank you. This concludes my presentation and im available to answer questions. This is a visualization of the proposed property and i live next door representing the 14 neighbors that live to the left and the right. Next slide, please. And the current property has a twounit property separated by a yard and singlestory garage in the front and the new build would add a fourstory, five microunit residential building to their front. Next slide, please. And so while on paper, this looks great, we ask you review the details a little more closely. It completely covers some windows and blocks a lot of light to the existing apartment. Theres still an unresolved privacy and security concern and ill touch on the impacts this could have on affordability projections in our neighborhood. Next slide, please this shows the expected had deon to and over light wells from the added height and also the large trees blocking northern and southern exposure. Im hoping you can see from the illustration, we dont see how sufficient light will be able to enter those apartments. This is showing the height of the new building and you can see in the middle of the photo just how narrow the existing lightwell is. Next slide, please. This is another angle toward the back of the property, meant to be like youre looking through the new building and even though the new build will be recessed at each floor, the light walls and windows are still covered. Next slide, please. This is the other Apartment Building to the east that i live in, looking down into the light well and theres a restaurant on the ground floor with a large exhaust pipe that comes up to roost and this is hard to quickly explain, but because the wall of the new building will extend all the way up, it will box in windows with the exhaust pipe and the wall. Next slide, please. And so security and privacy, the second floor terrace is connected to our building which i can show better on the next slide, please. And this is planned to be a deck from the second floor apartment and we have had several breakins and feel this could allow someone to hop over and campaign access to the building. The architect agreed to admit the covering, but theres a door with roof terrace access and we dont feel this fully addresses the security concern. Next slide, please. The neighborhood impact. These apartments are very small microapartments and ive done a lot of research and we just dont feel this is in line with current Housing Needs and it shows that without affordability mandates, it has a negative effect on housing shortages and affordability which are two things we struggle with here in sf. Next slide, please. So what solutions do we propose . The architect didnt respond when i asked whether it was considered to redevelop the back building instead, the two existing units and you could add height to that building without affecting any of the existing units and you could put a onestory retail space on the front with the foot traffic on 16th street, it seems this would work better on this lot. We suggest opening up the light wells and not having door access to the apartment attached to the building or recessing that building away from the wall. I understand this may mean completely resigning this, but we feel its the right thing to do. Last, please consider the longterm impacts your approvals have on the neighborhood. Research from other cities that have already done this show these microapartments are not the way to go if theyre built for microrate rentals. Thank you. Dr presenter. You can see this is the same orientation as or floor plan exposplansand you see the propod building is 3227 the dr requester at the bottom which has 100 lot coverage on the ground floor and a setback on the rear yard and it has four units with a garage and groundfloor commercial. The upper building which is the 3237 has five units and it has its three stories high with a ground floor commercial and theres no midblock open space as you can see because of the Mission Complex buildings and we wanted to create a midblock open space between the buildings. Can i have the second slide, please. On the second slide, what you see is the rendering that we provide the staff of the new building along with the existing conditions with the onestory garage to your left. As you can see, we work with about three major revisions with the udad committee to, one, make the ground floor very commercial and proportioned of the look on the street scene and slide three, please. On slide three, what you see is a blownup version of the proportions of the building and it is its a 40foot high structure and we decided to slope the building with the ridge going eastwest and so from the street, the building spring point is approximately 3s within proportion of the adjacent buildings on the street and, again, we have more of the commercial look, high base thats staff asked us to do and you can see that both buildings on either side are three stories high. And next slide, please. This is the comparison, as you can see, on the colored floor plans how the Building Steps back and to your right, we did a 3d diagram and inserted it into the site. This should give you the relative proportions how each floor steps back. As you can see, theres a ten foot ten by three and a half notch away from the adjacent light well on the second and third floor and it steps back two feet and the fourth floor eight feet, ten inches and slide five, please. As you look at slide five, its a zoomin of that right image we showed you previously and there you can see the dr requesters building to the right at 322 16th street and here again, we have the notch on the second and third level that steps away from there light well is three and a half feet deep by 10 feet and 10inches and the third floor, again, twofoot setback and fourth floor, eight foot setback. On side six, quickly you see a blue line shows the second floor setback and the ground floor, theyre both the adjacent buildings have 100 lot coverage and so our setbacks start at the light well level on the second floor. If you go to slide seven, youll see, again, the green line shows the setback on the second floor and then the orange line shows the eight fea foot ten and then youll see the fourth floor setback. Speaker a lot of my coworkers will share kitchens and bathrooms with other people and these units are a good solution and we shouldnt be viewing them with suspicion and we should welcome small units. Theyre a good thing and reduce the cost of housing in San Francisco. And in addition, they are more efficient and use less land, less floor area per unit and this is a good part of the solution towards addressing the housing crisis. Thank you. This is a classic case for more housing on an infill underutilized site versus the wants and needs of the existing neighborhoods and neighborhoods sometimes. But given the cost of housing, given the need for housing and the demand for housing, especially in a transitrich area like this one, i believe this project has reached that balance. The project sponsor has modified the design at the request staff and makes further changes at the request of you. These neighbors felt very strongly that the large tree in the middle of the site needs to be protected and the building needs to maintain a safe distance from it. That means creating a deeper building a bit problematic. This is in two directions to mitigate the impact of this building. Having said that, the project sponsor is willing to take further steps, neighborly steps to mitigate this project and it would be easy to make the thirdfloor decorating adjacent to the dr requester either with a cable or nontransparent glass and sometimes thats creates an issue with birds and i know we can do something. It would be easy to paint the wall on that lightwell of the new building a reflective bright color to mitigate this and the third thing is to paint their lightwell, a reflective nonbright color to soften the impact of this. And i feel this is the type of project that if were ever going to achieve our housing goals and objectives, we need more projects like this. Thank you. Operator you have three questions remaining. As a point of information, i wanted to point out on the agenda, its actually between gerraro and deloris. We are basically told the building would be about the same size as ours, very slightly higher and the improvabl the imn beinger taller. I feel that was misrepresented to us and the thing about this building, it will be the tallest residential building on our stretch of 16th street as mentioned in the dr and it would severely impact the light that we received. Our morning sun is lovely light, plants thrive, especially this time of year and that will be pretty much gone with this project. Critical Natural Light in the kitchen will be adversely impacted and i know that the architect said that theres adjacent windows facing a lightwell, but we do have an interior wall that blocks that light from going into the kitchen and at this time, we have children at home during their schoolwork and regardless of the hammer and power tools and the construction impacts, theyre stuck inside and we sometimes have to work in the kitchen where we need a lot of light. And what were asking what we would love to see, to have a floor lower, several feet lower. I know that the contractor did say that he would be amenable to not having a patio on the west side and we would definitely prefer that. Now, i dont begrudge anybody turning a project in difficult times, but this would have a dildeleterious effect on our li. To my find, this is an issue of social equity for families which are a vulnerable and vanishing population in San Francisco as it becomes much harder to live here economically. I work for the city of San Francisco as an essential worker for dph and my wife is a teacher. Please help to protect our familys home and quality of life and take the discretion on this project. I would like to recommend that this project not be or at least be postponed through covid. There are 14 people are protesting it and neighbors that realize it will affect the quality of our life whil life. While at home, we see theres a gigantic problem on 16t 16th street. We see neighbors and people leaving all of the time and does not seem to be the same rental market need, especially for microhousing that will be geared for airbnb clients or people there for shortterm rentals and i would appreciate it it as somebody who teaches in the area and somebody thats a parent and knowing we have families, this seems to be profit over concern for the community. In terms of housing, i just want to say that we are not antidevelopment, we are not antihousing, but the design as it stands just needs to be revised to accommodate a i feele this is of Development Code and planning by skirting through details that have a really negative impact both on the existing residents and also the residents that will be occupying these apartments, as well. As it stands, it will make at minimum 14 residents with dark living quarters. And then, Touching Base on the microapartments to the callers that pointed out that it was welcome, i really urge you to look at maybe some of the studies out of new york and seattle and additionally, we have some microunit Apartment Buildings here in San Francisco that have not alleviated the housing crisis and the affordability concerns. In fact, within years, theyre renting at or above the equally sized use knit units they were g to replace. Its having a negative impact on afford ability anability and a e impact to the east and west and blocking the light and the security concerns that even though theres small modifications, the issue still stands and even with the cutbacks in the small lightwell that the architect has included, its just not sufficient to ameaameiliorate or concerns. A a letter to the commission, we talk about a lot of the requests from the neighbors, that they want certain things to be done and these included, like, a a sixfoot high barrier, a new fence along the Property Line. We talked about retaining an exterminator which she has already to put out traps during demolition on whats going on with the rodents. The project sponsor did a lot of things to agree to accommodate the neighbors. We have two letters of support and we have made a presentation to the mission to the deloris association and they were receptive to the project, along with the deja vu pizza people, along with the building at 3227 16th, they had a letter of support, too. One of the things we want to emphasize, too, is that the project sponsor wanted to do a sloped roof to avoid a stair penthouse. We tried to lower the profile of the building as it sits right now and hes committed to keep these as rental units and also, in the previous emails with the neighbors, they ask if it was going to be used for airbnb and we said, no, thats illegal, theyre going to be longterm rentals and, also, we had agreed they were concerned about people with pets and we put a limit on the size of the pets and to make sure there arent any yapping dogs. So i think the project sponsor has gone and done many things that the neighbors had requested and we also removed the deck that they talk about on unit 202 in the back, that was facing the east adjacent lightwell. And that is now going to be just a single hung window and nobody will be able to walk. Project sponsor, your time is up. Thank you very much. Thank you. Commissioners, the matter is now before you. My question regards what i read being a groundfloor residential unit and the residential unit, we are asking for 36inch operation for privacy and in order to avoid the drawn curtains take away from what is animation to the sidewalk. And i dont quite read that the ground floor is, indeed, 36inches above grade. Could you speak to that, please . The ground floor has two steps, like a porch entry, ok, and the ceiling height at the front of the studio is nine feet. As you move to the back, it drops to ten feet and it has a porch entry. It steps up. And a stoop ep industry entry. And thats what the committee encouraged us to do and thats why it is recessed and theres two entrances. Theres the entrance at the street, making it the stoop entry and then trans i the entre corridor. Wouldnt that be better in terms of privacy to have another door there. That door is not required, correct . No, its not. And i think there was we put the door there to create, sort of the street entrance to residential unit with a stoop entry, but it could also be removed. I think it would be better to have, indeed, for reasons of privacy the separation which gives you more use of your room, but also lets the window in itself create more privacy and has the entrance where it is. That would be my preference because two steps or 24inches are not what we normally require. Youre not having a sloped room. [ laughter ] particularly, i do see any line where that transition in height would be. You would have a step inside your unit to have leveled floors. Otherwise, youre having a sloped floor by one foot and things start rolling with one foot difference front to back. Paii would prefer to have a full properly sized window instead of the door. please stand by . I have light wells in my apartment. It can be scary to have things change next to us. It can let in ambient light and light light. In looking at this project and were always looking at whether the circumstances are exceptional and extraordinary. No doubt, i hear there might be an impact how you perceive it, we look at how we see it across the city. In this case, i think the divide has beedesignhas been thoughtfu. For those reasons im going to go with staffs recommendation and a approve. Second. Incorporate the change from the side to a window i thought that was a thoughtful addition and well incorporate it. I assume youre speaking about a level unit rather than a there is a transition internally with two stairs that lead down to the kitchen and barge area in back. That was my understanding as well. The existing three inch set back from the south side Property Line. And the north Property Line. Does not extend further than the either of the adjacent properties to the south or to the north to maintain adequate access to both mid block open space and light to both a adjacent neighbors. The two proposed windows to the front to side are scaled to be proportionate and compatible with the surrounding context. If not, double hung windows. Im just completing a similar remodel to what is proposed at 246 eureka. I had also had some design aspects which werehad encroached into the residential Design Guidelines and that works with the Planning Department to correct those. Those same type of issues have shown up at 246 eureka. Its my hope they will be corrected there as well. If we can go toi note here on page five that everything here as ive stated in the dr application is related to the residential Design Guidelines. He did encapsulate what i proposed except double hung window n in the front, thats incorrect. They were proposed in the rear. Here is on page six, the boxthese boxes contain extracts from the residential Design Guidelines which i think everyone is familiar with just if we needed any reference. I hadas i said i worked with my planner and had an addition at this level and was told that that addition needed to be deemphasized. Having this much extension up and this much demonstration of a different style at the front took away from the original architecture of the house. And, in fact, he had noted an example and said that this is on page seven now, this type of structure would not be allowed on his watch. Having the larger addition. Okay. Thats why i said deemphasize that third floor addition. Moving onto page eight we get into the building scape and format the mid block open space. Basically thats the third floor. On my project, my projects right next door. The two houses are exactly the same except for a very small change to a back porch at one time. Which both are to be demolished. If you see here, the residential Design Guidelines discuss an addition at three levels. Youll note that the three acceptable alternatives, none of them allow the third floor extension. We have the nopdr that came to my project with a similar addition that that extension needed to be basically removed except for very small. The two problems there are the extension at the third floor and also because all floor rs are coming out at 246 at the same level, it looks very monolithic to have them all same. It doesnt soften the encroachment into the rear. Here i have a note Residential Design Team claim that the proposed plan does not extend further than the adjacent properties. When in fact, the third floor at 246 extends over 16 an 17 and af feet further than either of the adjacent properties. Talk about amassing study that i requested and was not granted. Again, 246 is pr proposed to exd beyond the neighbors to give a total of 22 feet beyond the current structure. On page ten, we see what the rear addition at 238 eureka looks like on the left. Im the architect for this project and im here today with robert marks project sponsor. The proposed project is an a addition to 246 eureka. Its a two story with a garage and one story pop out in the rear. Typical of houses in the area. We thought to keep the scang scn as compact as possible. The third floor is set back from the front per the residential Design Guidelines for scwai scad decorum. The rear addition is held back so the proposed rear yard is[indiscernible]. It illustrates what the rear yard is supposed to be by planning code and where weve kept it. Where we kept the back line. Next slide, please. Instead we use the principle of averaging as outlined in the planning code the further point back is the average depth of the two adjacent structures. Please note also that the deepest point is just a skinny deck hanging off the building like an awning. The rear i facade aligns and ths facade is restored, but weve aligned and set back pretty amplly. Weve maintained adequate head clearance while keeping the top of the peak down. In response to comments from planning staff, we made that extra thick to give the appearance of a further set back and deep shadow lines. You can see that the peak is only six feet eight higher than the original peak. If you could please advance to slide seven, eight, and nine. We did some visibility studies that were sketches over a model put into photographs of a site from down the hill, across the street, and up the hill. You can see which view from the street. Please advance to my final slide which is the view from the rear. You can see that the rear addition is kept narrow. It not only honors the open space but is subservient found the rear of the houses found on the block. Were not doing heroic architecture here. When we work on sites out side the city we have those opportunities. In San Francisco the goal is to expand and modernize in a way thats compared to context. It allows Natural Light inside the house. This is an approach that really benefits everybody. Planning had minimal comments in their original letter. They asked us to provide more architectural separation between the roof and the wings. This is Department Staff before you this evening, the central soma clean up legislation. This legislation does a few things which i will step through for you. It addresses inadvertent areas which you will find in complex legislation such as misplaced references an the like. It also addresses and clarifies some of the previous language and organizes and articulates some of the policy thats were found in the other document thats you found in the plan. There was one substantive amendment. Before describing further i should just bring to your attention that the staff report and the original motion that were sent in your package last friday described three provisions that were actually not in the ordinance that are before you at this time. Staff did a little more work on them. We ask that the motion if you decide to initiate reflects those changes. I did forward a revised motion just before the meeting that reflects those changes. Besides the unit inadvertent clean up that we want to do, some of the other things were hoping to clarify through this legislation is requiring operation strategy so there is an operation plan when they are approved by the Planning Department. It clarifies lot planning limitations within the central somasud. The solar plane set back requirements that were expanded as part of the original plan. A new type that were incorporated in the plan. It also clarifies where exceptions to open space requirements can be made clarifying that if you have a Square Footage and youre looking to seek an exception to that that can be taken care of. The one that i would call a substantive change is the provision that allows some developments to provide their open space for a project. It limits it to eight hundred feet. We wanted to encourage open space next to and under the freeway. This would allow a greater distance so they could meet open space by providing open space in some of those lots. This is open to visitors and neighbors on the island which is growing with several housing projects under way. Next id like to convey our Transportation Authority support to the operator who was viciously attacked by a passenger after asking three passengers to wear face coverings. This may have been a hate crime as evidenced by the passenger accusing the driver of asian descent of having corona virus. Ive already made inquiries to the sfpd and District Attorneys Office and will work with them to ensure a thorough investigation and followup. No arrests have been made yet. The board stands with all of our drivers and all of our front line workers during this pandemic. We will absolutely not tolerate hate or abuse as a sacrifice to serve our city. I dont want to put words in commissioners mouth but i think we both remain hopeful that representatives will support us in advancing the voter consideration and if passed sets up an immediate and long term set of funds with a near term discussion of cal tran governance support. These are key to support that San Francisco and santa clara which together provide 80 of anticipated tax proceeds have an equal say at the table which is critical given the progressive nature of the tax and the many important decisions before us particularly as they relate to equity. I want it reiterate that we believe cal tran is a fe phenomenally criticalits never a good time to deal with governance but we cant keep kicking the can down the tracks. San franciscos projects received one hundred thirty Million Dollars for Affordable Housing and ri infrastructure grants. Affordable housing and Community Projects are comment to relieve Greenhouse Gas Emission Reductions and support Affordable Housing. On the infill infrastructure grant side received three grants. Three and a half million. Hope sf received seven point seven million. Honey vil six and a half mill. A fourth project our own Treasure Island Development Project for the pedestrian and bike path improvement. Congratulation to all the recipients. Together across all of these projects San Francisco received 17 percent of the state wise available funds. I start of a new program that is a Regional News based program initiated in mid july. Marked the start of an 18 month project that is a pilot to demonstrate the news based fare program for low income residents. Households with incomes no more than two times the Poverty Level a discount on the fare. Plan pa bay area has an update t the federal level. Inclusion of the draft blue print of that plan. The commission which commissioner ronan sits, thank you for your representation there. Approved draft projects. All of our priorities did make it in to be recommended for the plan. It has not yet been adopted, that will happen next year. This is a significant mile stone to ensure certain projects are in at this point and will be worked on over the coming year for valuation and environmental review. Downtown extension project was placed in the first half of the plan period which positions it well for the endeavor to meet the six party mou project party team. This will help the project be scet active for the coming years. Next ill turn to it the regional measure three bridge toll update. As you know, its been in litigation but it has cleared a legal hurdle on june 29th the state appeal confirmed findings for the bridge toll increase. This is the progrm tha program s approved in 2018 2018. The plaintive is stillwell be sure to be ready to go should that be resolved soon. Youll recall that board approved case funds for the sf environment ride home environment. I wanted to pre vie provide a qk update here. Following the initial period which prioritized trips home in the late evening hours. Capacity for the program, sf environment staff decided they are able to expand eligibility to workers commuting home as well. The eligibility here will also be accompanied by a multi lingual Marketing Campaign to communities with concern for essential workers who commute into San Francisco. Many of these applications were received in an initial spike of interest. Theres hope that we canlast summer, the board allocated prep k funds that is lower cost reversible traffic controls such as signage to implement safety improvements faster than traditional improvements. The california Street Project between 18th. Additional segments such as the third street bridge with protected bike lanes. A two way protected bike way. Thank you sfta for your hard work. We look forward to tipping to support you there. Turning now to bart. Theres a lot of updates this month. Im going to keep going. The construction project is also under way. The street station including the Construction Public station rest rooms. A Million Dollars in prop k funds was contributed to this comprehensive station safety project. Improve circulation on the station. In addition to the rest rooms the ticket vending machines. Bart anticipates the project will be completed in 2021. The elevator attendant initiative is taking a bit of a new configuration. Bart and sfmta update the attendant services at the service stations. Two poinlt six million in lifeline funds for civic center funs back in april. Due to the impacts of covid 19 were work withing stafing witho maintain the program across the four stations by showing a financial contributions a across all four stations. Providing necessary match for lifeline. Given that cost is shietl slighy lower than anticipated first year cost and evening hours due to Covid Service changes, this is working out well. Bart is veryturpinturning to te local issues on my report. The Community District Transportation Plan is stake holder and community review. Were partnering here. Theres a plan in addition to the one just approved and we discussed, this is the next phase plansome of the solutions for the square itself will compliment the rebuild of the park thats funded as well from the recovery bond. Circulation as well as some changes to parking and other facilities. We anticipate bringing that to the community and out reach meeting here in august. A final report to you all in the board in september. District four, the study there is moving along. The survey is coming out for members of the public to tell us more been b their experience in choosing transit, walking, and biking. What vehicle trips they think could be approved with vehicle options. At the request of commissioner mar, weve been exploring ways of walking and biking with the highest ride share rates in the city. Out reach began at the end of may with a presentation by staff. Followup to that, we are launching Online Survey to get feedback from more residents in district four. You referenced some of theyour update on the federal action and were watching closely to see what kind of federal money comes in in addition to what already came in. I wanted to ask you about those funds and other federal funds and how were deciding what is alkayed foallocated for capitald what is for operating. Mta is using the funds to back fill the operating budget, entirely understandable especially with all the immediate losses with covid 19. I hope i have this correct and am looking to you to see if my understanding is correct, i believe that beyond just the cares act money or any further funds that are authorized that we are freer right now to use Federal Capital funds to cover operating expenses during a state of emergency. Obviously my consti constituentd many around the city are concerned around the loss of bus lines around the city. Were eager for solution it bring these lines back as soon as possible. We hear regularly and understandable about the lack of revenue to do this. Im curious if there are other federal funds other than the cares act money to come in. That are for Capital Projects that some portion of those funds can be used on operating expenses or not. If so, how are we making decisions around whether to allocate for Capital Projects or expanded operations. yes. Thank you so much for the question. Its a very good question. Indeed the sta provides each transit operator on an annual basis funds for capital. This has been going on forever. Each operator gets that funding based on mileage sm thos. Those funds are only to be used for capital. However in march due to the stress and strain due to the pandemic. There was permission for operators and permission it use the capital monies for operations. Million now not many of them had done so because of this covid 19 cares act funds and many are doing so now. Going forward many of them do see after this calendar year and perhaps into early next, if there are no further federal relief funs say from the heros act, they really would be faced with very desire situations to either use those capital formula funds or perhaps face further service reductions. Now youre starting to see the bart board this past week approved a budget that maintained some Service Levels but did take some of their expansion Vehicle Projects that had been funded from these formula grant money it close their budget. Youre starting to see agencies look to that source which is under their control. These decisions are happening at each individual transit agencies management and board and their discussions about the budget and priorities. Its a tougher decision to make with trade off because they may not have as much expansion money to trade off. Whether that trade off is with capital maintenance. Certainly they wouldnt want to dip into safety projects. Cal train for example, can do that. Bart has already i believe begun to do that in a limited way in using their expansion capital vehicle funds. how that decision is made, i think when it gets to the maybe hood level this impack whrz we caimpactswhether we canr bus line or not. There are trade offs here and there are opportunities to use some of the capital formula funs in this way. Safety zone, bike lanes, and so on. We have a safe streets category. This is intenned fo intended fog term requirements. This is an open call for projects. Were also recommending a signals category and maintenance. Were also developing prioritization criteria as part of the Program Guidelines sm just tguidelines. Just to highli, communities of concern have Proven Community engagement and support. Limited other funding option optionsprioritizing what funding we have for quick build projects for fiscal year 2021 and 2022 and we only allocate what revenues we have in hand at that time. For this fall were expecting to have revenues from january through june in hand and so that would allow us to allocate just under 2 million for quick build projects. Its porp important to provide a steady stream of funding. Tax revenues with programs, prop k funning in order to meet that need. Here we go. Try this. Better . Okay. Thank you all. Thank you for the opportunity. Im here to tell you today about the 15 third bus study which was part of our Planning Project series. Its meant to be a short Technical Evaluation of returning the 15 third street bus to service. The reasons for this project really emerge from Prior Community feedback that has noted challenges with the t third service, including delays, train switching, the slow implementation tied to the subway and other factors. The purpose of this was really to look at how can we improve access from bay viewpoints in particular but where the third operates now to the 15 service. We focused this survey entirely on the analysis of which before the pandemic began, reflecting what the service was prior to the pandemic, well talk a little about what mpa is doing with this information at the end. Theres quite a bit of scheduled delays not to mention actual performances and lower head ways on the t third or there were prepandemic. Theres also been a lot of changes within the corridor and tremendous number of changes anticipated to come in the future with major developments along the eastern water front. We do want to take a quick look as we start out the study at when people travel. We know thats an issue thats been raised. There is in fact reasonably typical travel patterns. Mid day travel to and from downtown. When we took a look at this, there were four key elements of the corridor that we wanted to look at. Part of it is the downtown element. We looked at this primarily as an express service, compliment the t as a service traveling on the new 15 and bay view and connection to visitation of the valley. Two options were evaluated for this study. Both of them circulate on third and Fourth Street potentially downtown. Both provide the express service on mission bay and the dog patch. The first of which is directly paralleling what the t provides today. The second of which provides a loop through hunters point. These are two items that had emerged from prior planning studies we wanted to evaluate. We used head ways that are approximately equivalent to the type of express services that were provided by muni, the ax and bx which ran more frequently. We looked at the bulk of folks who traveled during that time of day just to cover our bye bases. Travel to downtown, we were looking at transit access type metrics. Who the total ridership is and net ripership and were in the midst of looking at the Cost Effectiveness of the service. Just quickly we did look at speeds. We looked at total travel time which is consistent with what we saw on prior 15 services. This is resolute route for up hunters point. From a modeling perspective stnl ridership on these lines. Seven thousand riders on each andwhich is a fairly substantial number of riders. We did compare that as i say to net riders and note that there is a big chunk at the bottom of the chart. About two thousand riders on the route that would travel along third street. When you combine both of the two routes together theres 4800. Theres the bay view. The alignment that aligned significantly with that. This is a more detailed look at the specific numbers that we can return to if there are questions. We do see ridership throughout the day as well. Thats some useful information for mta as they think about what to do with this in terms of implementation. We also did a comparison to the details of the other express bus services that operated today. These types of services you can see the dark green bars show the two services. Thewhat were calling the 15ax which is the third street express. And 15bx have similar ridership. This is peak riders. Just those traveling during the peak period and peak direction which is typically how the express bus system operates. Where do we go from here. We have to complete our Cost Effective analysis and writeup a final report which well be bringing back to the board for final adoption. I also want to report and wre do have support from mta if you have questions about this about potential short term implementation as part of the return of the metro rail system in august. This is planned for august. Given all the changes being made with that return theres an interest in implementing a 15 express service to compliment that work. Mta is working with stake holders to define potential route options for what that express service would look like going out to the public as a set of options and review and modify that as needed. This is something that mta has been looking at for a while. Were aligning well in being able to present to them findings that look promising. They can take that and do a more robust process and take it for further evaluation. With that ill take any questions. commissioner walton. thank you so much. I would encourage you guys to look into improving the t line whether that means getting it out of mixed traffic along some portions of third street, timing the signals better, running the trains more frequently, whatever that looks like, i think that is the better alternative here rather than bringing back the bus that is going to be stuck in the same traffic and signals. The bus is very dangerous because they are close to side wiping people or taking up both lanes. I have a lot of concerns with this. thank you. As you know as part of our one bay area Grant Funding we were asked to provide quarterly updates. This quarters update although the last time we presented was in december. We have several updates that we wanted to share with you today. Weve made the most progress in our environmental clearance at the federal level, were getting clearance. It closed on july 14th. We held a public hearing in june to collect comment from the public. We received comments around ten to twelve comments from the public which were now addressing and responding to. Our schedule is to have final approval by august 24th. This is a quick diagram of the nepa process. The draft document with the environmental assessment. We have section 106 for historic preservation. Park land and historic site. Were currently in this middle level where were working with comments, a memorandum of agreement. Were drafting our final 4s evaluation. Our target for final signature from cal trans is august 24th. This is low allows us to allocae our federal funds build fund dollars by the end of august. Our schedule has changed a little bit as a result of covid 19. Primarily advertising the first phase of construction between fifth to eighth street to 2021. Our design is continue to go that time. We implemented quick build back in january. We have a Pilot Project as a sidewalk level bike way. We plan to begin construction in 2021. Were assuming a two year construction duration. Followed by construction of the f loop. Im sure you all remember that Market Street went car free january 29th. We saw significant increase in bicycling. In the eastbound direction market to main. Turn restrictions from the side street prevented any vehicles from getting onto market other than delivery vehicle and para transit and taxis. I also wanted to update you on our funding plan. Were excited to share that we were selected as part of a accessible housing an sustainable communities grant in the amount of two point seven Million Dollars. Its added to the middle of this chart which youve seen before. That selection was made in june. It will be added to the construction of the first phase between fifth and eighth street. The rest of the funding plan looks very sam similar. Weve been working to fill the first phase of the gap of construction. Weve also looked at other calls for projects and Funding Sources to help fill the gap for the full corridor. I wanted to give you an ow updae on the other changes and steps were taking during the pandemic. Our schedule is delayed about six months for fifth to eighth street. Were taking this time to reevaluate implementation of the project to reduce impacts to businesses. We met with commissioners in march and spoke in detail about reteusing impacts to businesses. How we phase in the project. Minimizing or limiting the am of sidewalk replacement which would directly impact businesses since its in front of their entrances. Looking at way to accommodate the i increase bike volume. Were looking at ways we can provide more space for bicycles. The last thing is were also looking at designing parts of the project, getting it shovel ready for stimulus funds that may become available in the near future. I just dont know that you can find a neighborhood in the city where you can hear music stands and take a ride on the low rider down the street. It is an experience that you cant have anywhere else in San Francisco. [ ] [ ] district nine is a in the southeast portion of the city. We have four neighborhoods that i represent. St. Marys park has a completely unique architecture. Very distinct feel, and it is a very close to holly park which is another beautiful park in San Francisco. The Bernal Heights district is unique in that we have the hell which has one of the best views in all of San Francisco. There is a swinging hanging from a tree at the top. It is as if you are swinging over the entire city. There are two unique aspects. It is considered the fourth chinatown in San Francisco. Sixty of the residents are of chinese ancestry. The second unique, and fun aspect about this area is it is the garden district. There is a lot of urban agriculture and it was where the city grew the majority of the flowers. Not only for San Francisco but for the region. And of course, it is the location in mclaren park which is the citys second biggest park after golden gate. Many people dont know the neighborhood in the first place if they havent been there. We call it the best neighborhood nobody has ever heard our. Every neighborhood in district nine has a very special aspect. Where we are right now is the Mission District. The Mission District is a very special part of our city. You smell the tacos at the [speaking spanish] and they have the best latin pastries. They have these shortbread cookies with caramel in the middle. And then you walk further down and you have sunrise cafe. It is a place that you come for the incredible food, but also to learn about what is happening in the neighborhood and how you can help and support your community. TwentyFourth Street is the birthplace of the movement. We have over 620 murals. It is the largest outdoor Public Gallery in the country and possibly the world. You can find so much Political Engagement park next to so much incredible art. Its another reason why we think this is a cultural district that we must preserve. [ ] it was formed in 2014. We had been an organization that had been around for over 20 years. We worked a lot in the neighborhood around life issues. Most recently, in 2012, there were issues around gentrification in the neighborhood. So the idea of forming the cultural district was to help preserve the history and the culture that is in this neighborhood for the future of families and generations. In the past decade, 8,000 latino residents in the Mission District have been displaced from their community. We all know that the rising cost of living in San Francisco has led to many people being displaced. Lower and middle income all over the city. Because it there is richness in this neighborhood that i also mentioned the fact it is flat and so accessible by trip public transportation, has, has made it very popular. Its a struggle for us right now, you know, when you get a lot of development coming to an area, a lot of new people coming to the area with different sets of values and different culture. There is a lot of struggle between the existing community and the newness coming in. There are some things that we do to try to slow it down so it doesnt completely erase the communities. We try to have developments that is more in tune with the community and more Equitable Development in the area. You need to meet with and gain the support and find out the needs of the neighborhoods. The people on the businesses that came before you. You need to dialogue and show respect. And then figure out how to bring in the new, without displacing the old. [ ] i hope we can reset a lot of the mission that we have lost in the last 20 years. So we will be bringing in a lot of folks into the neighborhoods pick when we do that, there is a demand or, you know, certain types of services that pertain more to the local community and workingclass. Back in the day, we looked at mission street, and now it does not look and feel anything like mission street. This is the last stand of the latino concentrated arts, culture and cuisine and people. We created a cultural district to do our best to conserve that feeling. That is what makes our city so cosmopolitan and diverse and makes us the envy of the world. We have these unique neighborhoods with so much cultural presence and learnings, that we want to preserve. [ ] good morningi know many of you have n tuning into the press conferences and reading releases for updates on covid in San Francisco and status every opening. Often those dont give us the chance to talk in depth about the complex issues we are facing. This is why talks like this today are so important. Today i am joined by dr. Grant colfax, director of department of Public Health to dive into one of the most complicated issues that we have focused on including information about the data. Today dr. Colfax and i are going to talk about the data the department of Public Health is tracking and what it means for San Francisco in our ongoing response to covid. We know there are a lot of numbers out there. Like the Key Health Indicators Available Online and it can be difficult to keep track what it all means. I know at the end of the day Everyone Wants to understand exactly what this means and when will we open . This is so fundamental to the decisions we make forral of you every day. We want to explain it to make it easier to understand. The data shows where we have been in San Francisco. It gives us insight into where we are going. It gives us the ability to change course if we see a concerning spike like recently. We had to pause the reopening activities and businesses as a result. With data we can model what the future might look like if we take action or dont take action. By makes decisions on data, science and fax, we will make decisions that slow the spread of the virus and save lives. We know that we are going to be living with covid for some time and the goal is to use this data to adapt to our new normal. Lets get started, dr. Colfax. Thank you and welcome. Can you fleacan you please prove where we are in San Francisco as it relates to the numbers. Thank you for your leadership during this time and really supporting all of us as we focus on the data, science and facts. I have a presentation with a lot of data i would like to go through. If there are questions that you would like to share during the presentation, please let me know. I will just give us a snapshot where we are today, talk about what we can all do to bend the curve, reduce infections across San Francisco and talk about what the future may hold if we do not wear face masks, practice social distancing and good hygiene. Can we go to the slide presentation, please. First slide is number of cases in San Francisco. All the way back, please. Okay. We have a preview. This is where we stand right now in San Francisco. Anybody can follow these data on a daily basis at our San Francisco data tracker sf. Gov and follow to see where we stand. Today we have nearly 4600 cases of covid19 diagnosed in San Francisco. I think it is important to also realize that nearly 1,000 cases have been diagnosed just in the last two weeks. We continue to see a high level of diagnosis. Two weeks is when people are infectious. 1,000 people in the last two weeks. 50 people have died of covid19 related illnesses in the city. While any one death from covid19 is too many, a few pieces of promising data here is that our death rate has leveled off for a number of weeks. Our clinicians are doing a better job using science how to manage the disease. This could change at any moment, especially if the Healthcare Systems are overwhelmed and people are not able to get the clinical medical attention they need. There is a lot of information on this slide. You can go to sf. Gov to see this. The big graph with the green line is number of tests done in San Francisco over june and into july. You can see those gray bars are the number of tests done every day. I will say that we have exceeded our goal in San Francisco. We set a goal of 1800 tests each day in San Francisco. For the last week we have been averaging 2600 tests each day in San Francisco. You can see from that jagged green line that is the Positivity Rate. That is of all of the people tested on that day what is the Positivity Rate . That has been gradually increasing over time. It is now 3 overall time. We have recently seen a large spike in the Positivity Rate, which is indicative of the virus spreading throughout the community. You can also see from the yellow bars in terms of cases in terms of race that we have a disproportionate number of people of color diagnosed with covid19 compared with the population in San Francisco overall. The latin x accounts for half of all the dyeagnosed cases. We also see large numbers from black Africanamerican Community and asian community. This is why we are working with stakeholders across neighborhoods to ensure that Community Leaders and neighborhoods and Community Members and families are actively engaged in the response, know where to get tested and care and where to access the other services needed during this very challenging time. Things like having access to food. Food security, behavioral and Mental Health services and counseling, is very important going forward. Mayor breed do you want me to talk specifically . I want to clarify something so we have about less than a 6 africanamerican population but seeing about 5. 4 of the cases africanamerican. We dont see disproportionately the number of cases in th the bk Community Like throughout the country. We clearly see disproportionat disproportionately the Latino Community cases. The question i have is because that in comparison to any other race in San Francisco is where the biggest challenge is. My question is what are we as the city doing . What is the department of Public Health doing to address this significant disparity . Thank you, mayor. We have been working from day one with regard to preparing and anticipating Health Inequities in the covid19 epidemic largely because we know that the virus spreads unconditions in which we have seen in San Francisco that have affected Health Inequities for a long time. With regard to the disproportionate impact in Latin X Community we have been working with your Latino Task Force on covid19 to ensure that education, community engagement, testing access is strong and also that we are ensuring that when people do test positive that they not only have access to the medical care but the Behavioral Health support, social services support, food access and not only they have that but their families have that. If people are not able to isolate and quarantine and not able to do that in their living situation we are also ensuring people have access at hotels as alternatives to their Living Conditions so they can isolate safely and not put others at risk for transmitting the disease, acquiring the disease. We are also ensuring with the Contact Tracing, which is such an important tool in this pandemic we have culturally appropriate Contact Tracing being done. Half of the Contact Tracing is done in spanish right now. We have culturally competent contact tasers. It is not just about ensuring that people feel comfortable talking to us about who they may have been in contact with and put at risk for disease. We want to support the individual. Supporting the individual, linking to those services. We ensure people get access to care for covid19 and medical care in general. Under no circumstances will people be identified by immigration status. This process is very confidential. Some challenging around the inequities that exist with the city respond. From day one we operated an equity team through Emergency Operations center but unfortunately what we are seeing in San Francisco is significant number of people diagnosed with covid19 are mostly in the southeast, eastern part of the city. The Testing Capacity is in the center of the city, and we are seeing disparity in terms of Testing Capacity. Why havent we done more other than pop up locations on a regular basis in the various neighborhoods. Why have we not done more for stationary locations so it is easier to access testing . From day one when we scaled up the Testing Centers we had Southeast Health center first. Then we established a testing site outside the zuckerberg hospital as well as the Mission Neighborhood health center. We are also expanding testing sites in sunnydale, potrero hill and we have just recently started testing at the hub and mission. It is a key priority of ours to continue to ensure people have access to testing, particularly if they are in the neighborhoods where we see the highest prevalence of covid19. The one opened in the mission this weekend they expected 100 people and tested over 200. We have to take the testing where people are. I will turn it back to you to finish up your presentation. Thank you, maam. Mayor, you talked about equity and Covid Response. I will reinforce this slide emphasizes we had our equity front and center of our Covid Response from beginning and continue to ensure we make investments as we move forward. I also wanted just to point out where San Francisco is relative to other communities that are dealing with this pandemic. This is looking at San Francisco compared to other cities and jurisdictions across the country. As you can see so far our case rate is relatively low to other places. Our death rate is quite a bit lower at 5. 8 per 100,000 people. Compared to other jurisdictions we are significantly lower than other places. Our testing rates while we continue to expand testing, our testing average is 2. 92 tests per 1,000 and that compares to other places. We needsh to expand testing. Thithis is a regional and natiol issue. There is a lot of demand for testing now and delays in test results. I would emphasize here in San Francisco our Public Health lab was one of the first to offer testing. We continue to expand that and work with private providers, kaiser and others to ensure low barrier testing is available to people. Promising news. We are in a vulnerable situation. The mayor spoke about indicators right now. This is the slide looking at the hospitalizations in the city from march into july. You can see that our hospitalization rates are starting to increase. The dark bars are the number of patients in intensive care. Light are the people in acute care, medical surgical beds that are sick enough to be in the hospital. Those numbers are significantly increasing. This is very concerning. We got up to a high of 94 in april in terms of hospitalization rate. That was the first surge. Thanks to everybody in San Francisco we flattened the curve and crushed it. Now it is going up. We in another surge. We are in another surge and we expect to see these hospitalization numbers to continue to go up. The yellow bars in this graph also show the number of people in the hospital who have been transferred from other jurisdictions because other jurisdictions are in serious trouble as well. Many of these include patients transferred from the outbreak in san quentin. We are in a surge even taking into account those transfers. You talked about indicators. This is one of the key indicators in the city. People can go to sf. Gov to see the indicators. This is the change in covid hospitalizations by week. This is number of people in the hospital with covid 19. That rate of change. As you can see for a long period of time we were doing really well in the city. We were in the green zone. That is the green dots here. That increase was less than 10 . Then we saw a big jump consistent with the surge in the graph i just showed you. We continue to be in the red zone with a double rate of 20 compared to our target rate of 10 . This is reflective of the surge. This is why we made the very difficult decision to put reopenings on pause. Similarly, we are seeing a big increase in the Positivity Rates of people who are testing. This is the number of cases diagnosed per 100,000 population over seven days. You can see we were in the yellow zone for a long time, and our goal was to get to 1. 8 per 100,000. We are now above 6 per 100,000. You can see that on the right. This slide is updated to july 11. We are at 7. 8 per 100,000. This indicates that the virus is spreading throughout the city. Particularly in the areas that you mentioned southeast part of the city. This is a complicated slide. I will take a minute to describe it. This is looking at the reproductive number of the virus. What is the reproductive number of the virus . That is how fast the virus is is transmitting through the population. Reproductive rate of two means for every person infected with the virus, two people get infected with the virus. That is a very high transmission rate. Reproductive rate of. 5 so half means for every two people infected with the virus, only one new person gets infected. That is really good. For every two people infected only one new person is infected. That means is virus is going down in the population. Reproductive rate of one in the dotted line across this graph means for everyone person infected with the virus, one more person is getting infected. What we really want in a situation we are this is get that reproductive number below one, which means for every person infected with the virus less than one other person is getting infected. That is key. What does this graph actually show . These are scenarios modeled at u c berkeley. We asked given the dates take we gave you to analyze what are the best estimates for the reproductive rate. That is shown o on blue across time. We were doing well in San Francisco. The rate was below one as low as. 85. If that had stayed the virus would have burned out in the city. Unfortunately, you can see here that starting in early june we started to cross that one. Right now we estimate that reproductive rate of virus is as high as on average 1. 25. It could be even higher. That is what the blue fuzzy leans. They are estimates of the model. Most likely it is 1 point 25. It could be higher or lower. Right now our best estimate is 1. 25. That doesnt sound like that much different, right . That is half a decimal point from where we were. Why is that a big deal . This is what keeps me up at night. This is what happens if the reproductive rate stays at 11point owes 1. 25 with the current surge. That dark line most likely scenario if everything is the same at 1. 25 we would hit 830 hospitalizations in the city. Think about that for a minute. In april we peaked at 94. Thanks to all of the work people did in San Francisco we sheltered in place, drove that number down. It is now plausible that we hit hospitalizations at 830 if we do not do more to stop the spread. Those lighter blue peaks are plausible scenarios as well. We could get up to 6,000 hospitalizations. It reflects the challenges that new york had. We hope this doesnt happen. It is so key here. We have a window to do better. B. Next slide. And again, another very concerning situation. This related to the reproductive rate of 1. 25, so this means that we will have more people die, and if you follow that blue line, this means we would average, excuse me, 890 deaths from covid19 in 2020. Were at 50 right now, and by the end of the year, we could be at 890 with a reproductive rate of 1. 25, and again, unfortunately, those white shaded blue lines show we could get much higher scenarios, approaching 2,000, and even 3,000. So this is this is serious. This is a we are in a very concerning time right now with this reproductive rate of 1. 25, and we need to drive down below 1 as soon as possible. Next slide. But there is hope, and this is looking as of july 4, because we were looking at the july 4 weekend and asking everyone to do their part. If we could reduce that rate by half, we could dramatically reduce our hospitalizations and our death. We could go from the hundreds that we talked about to as few as 50 and 70. And even the scenarios that i showed you with those light blue shaded areas, we could see more deaths through 2020. So if we do our part, we could save lives and keep people out of the hospital. Again, even in the next two weeks, if we could all do our part, we could really make a difference. You see in the next two weeks, we wait for the reproductive number to reduce by 50 , we still have peak hospitalization at 340 and an estimated 220 deaths in 2020, so time really makes a difference. Next slide. So key introduction to reducing r. P. E. This the reproductive rate. This has real socioeconomic and other consequences, as well. Discouraging gatherings, especially inside, and i just want to emphasize right now that, really, please do not gather with people outside of your immediate household, and especially do not gather indoors, it is very dangerous to do that. Please, it is literally saving lives. And then, continuing to offer testing, expanding our testing, and Contact Tracing. Such key tools to our efforts going forward. Next slide. So i alluded to this, but really, riskiness of the activity, we know that outdoors is safer than indoors. Its at this point that, based on the latest data, its 10 to 20 times safer than being indoors. Its risking out to be involved in gatherings with people outside of your immediate household. Half of the people who transmit covid19 are asymptomatic. And you can get covid19 right after you test. So dont think that just because you test negative, you can get it from people that you hangout with or you can transmit it back to older people in your household. We continue to emphasize wearing face coverings, 6 feet of social distancing, and washing your hands. The frequency, the more people go out, the more they are putting themselves and their loved ones at risk. The duration, the longer people spend time together, the more risk it is for transmission, and then, the distance. This is why we are focused on the social distancing and the importance of that going forward. Next slide. And then, i did want to talk a little bit about hope going forward, and talk about vaccines are being looked at and developed, and unfortunately, theres not likely to be any vaccines soon. Key experts estimate it could be 12 to 18 months before a vaccine is widely available. Thats very different from saying a vaccine is going to be available in six months to a year. But im hopeful, according to mayor breed, that we will be testing extensively across the city and also at zuckerberg San Francisco general hospital, and we will be focusing on engaging communities most at risk for covid19 to support them in participating in vaccine trials as soon as august. Thank you, mayor, and thats my completed presentation. The hon. London breed well, thank you, dr. Colfax. I know were at the end of our time here, but i do want to take this opportunity to just speak to the people in San Francisco who are struggling. There are some people who are struggling, who have no paychecks coming in, and its really hard. And what happens, in addition to the loss of your financial ability to take care of yourself and even your family, Mental Health becomes a whole other issue. And it seems as without our churches, our religious services, our ability to congregate and come together with one another, our spirituality as well as our coming together in the world, and our ability to socialize as we do on a regular basis, its almost as if were trading one Public Health crisis for another. We know, for example, Domestic Violence has gone up, suicides have gone up, people are more stressed in trying to figure out what to do with their lives. We see some of the Violent Crimes going up in the city. How do we justify that . The fact is you and i know were going to be living with covid for the 12 to 18 months or even longer, and so this is hitting in various ways as we try and keep people safe and try to prevent the surge in the hospitals and even deaths. But theres only so much we can emotionally handle as human beings, so ktell us how were supposed to deal with all of that . Thank you, mayor. I appreciate this, and again, this is such a challenging time, i would say the risks the downsides to the shelter in place and the slow reopening are very real and very concerning from a health standpoint and an economic standpoint. I think the Counter Point is no one has said, were going to go ahead and open quickly. As you see across the country, the Mental Health consequences of opening and having a surge, many people are struggling in San Francisco, but if we have a surge like we saw in new york or unfortunately like we saw in houston and parts of florida, we would have all of those concerns that youre talking about on top of the overwhelming the Hospital Systems due to covid19 plus the covid19 pandemic and everything that were dealing with and managing today. Unfortunately, theres downsides to where we are today, but theyre even worse. And we just want people to understand that these times are hard, but we have a pandemic in our city, and it could be much worse. Mayor, i have some numbers, and id like to give them. May i give them . The hon. London breed yes. So our warm number is 8558457415. And then, we also have mobile crisis, so for acute situations. Our number is 4159704000, and the last thing is if you see businesses that are violating the Health Orders around social distancing and good hygiene, please let us know. Please call 311. We will send inspectors out, and if people are violating those orders, we will take steps to aggressively make sure that they do. The hon. London breed and also, i want to push back a little bit. Outdoor activities are permissible in certain circumstances with guidelines, and i do think with regards to religious services, if people have the ability to have Outdoor Services or if there are ways that we can get creative with allowing other things to happen because i know your religion plays a role in things like this. I think its going to be important as we see changes in the number, we want to provide people with opportunities to deal with the challenges of what were facing over the next 12 to 18 months at least. Just think about whats going to happen with our kids and the schools and a number of other things. The fact that we have all of these playgrounds, and kids cant even play in playgrounds. It is heartbreaking for me that we cant even provide these opportunities, so i do want to think of these creative ways that we can support people. If youre one of these people that need help, mental help, testing, please call 311. We have a lot of city resources. Weve developed a lot of publicprivate partnerships to provide support you want. We know its not going to be everything that you want, but we do our best to support folks that are struggling in San Francisco. And the sad reality is its not just San Francisco, but its all over the country where we see this impacting our country, we see it impacting our economy, and the goal is to keep everybody safe, so this is our new normal.
