But just in the context of this hearing, id like to point out that the board has been so far, from what ive heard, asking a lot of questions about identifying sort of superfluous elements of the Police Budget such that can be cut, particularly in the light of this budget deficit. And these are only symptoms of a much broader problem, and lets not forget that the Biggest Issue with the police is that this is an institution that directly targets black and brown people and that the time has concluded. Thank you for your comments. Next speaker, please. Hello. My name is ryan. I live in district 4. I urge for divestment of the sfpd. [indiscernible] and how education and Community Empowerment are how societies grow whereas reaction during punitive and literally oppresses people and holds bias for those struggling in so many areas in the city that needs massive homelessness, education, come full front. That is essentially all i have to say. Thank you. Thank you. Next speaker, please. Good afternoon, supervisors. My name is can iara lafayetter. Im a San Francisco native and in my 23 years of living in this city ive never had a positive experience with the sfpd. Now is the time for you to take responsibility and defund, disarm and disband the sfpd. Im asking that you take drastic measures to defund the sfpd in this years budget and redirect those funds towards Public Health, education, housing and reparations for communities of color. Black people make up just 5 of San Franciscos population but account for 35 of our Homeless Population, 54 of our jail population and 40 of the people who are killed by police. The sfpd is clearly antiblack, and that is not something that you can reform or train away. The only way is to provide Public Safety for all by moving the armed agents taxed with arresting and killing my black and brown neighbors. Thank you. Thank you for your comments. Next speaker, please. Hi, my name is melissa hogan. I live in district 5. Im calling to urge you to make our city safer by replacing policing with Community Programs. The vast majority of calls are not for Violent Crimes, instead traffic stops, noise complaints, complications of homelessness, the list goes on. Involving the police does not solve the situations, but it does introduce violence. We need intervention system that is full of well trained experts, not heavily armed Law Enforcement, and we could invest in Service Services that prevent crises in the first place. All of this can and should be paid for by the funding of sfpd. Thank you. Thank you for your comments. Next speaker, please. Hello, caller . Hello . Yes, we can hear you. Good afternoon. My name is pamela. Im a proud latino woman and a San Francisco resident. I think its clear to see that the city is speaking loud and clear that the time to defund, disarm and disband sfpd. We need Public Safety for all and that means defunding sfpds budget this year and redirecting it towards Public Health and communities including black, indigenous, people of colour and trans and communities make the right choice, defund sfpd and show your community that you actually care about them. I know that black lives matter, but your decisions on this budget will show what you truly believe. Thank you. Thank you for your comments. Next speaker, please. My name is ben. Im a teacher in sfusd. We are currently facing a 27 million budget cut. This will primarily be taken from the special Ed Department affecting our neediest students. Sfpd has 3,000 homeless children. Any cuts you are taking from that will hurt them. Take it from the Police Department. They are the ones that are not protecting our children and are harassing homeless families. Defund the sfpd as much as humanly possible, if not get rid of them all together. Thank you. Thank you for your comments. Next speaker, please. Hello. Yes, we can hear you. Okay. Hello, i live in district 5. I am calling to demand the defunding of the sfpd and ask that the money be put towards education, Public Health, housing and specifically youth to aid communities of color. Sfpd search arrest and kill people people of colour in our city. This is not something we can ignore or expect to change. This is how the police have always acted, what they were designed for, and without radical changes it is how they will continue to act. We need to use this moment to redefine our priorities as a city, and we should start with the budget. My hope is that you take every dollar possible from the Police Budget, drastically reduce the size of the police force and use that to Fund Communities that police have been harassing for years. Reforms are not enough. Policies are not enough. We need to disarm the police, defund the police and give that money to the community. Thank you. Thank you for your comments. Before i call the next speaker, we do appreciate your patience, there are approximately 184 callers in the queue, so if you have not already done so, please press star 3 to be added to the queue. For those already on hold, please continue to wait until the system indicates that you have been unmuted and you may begin your comments then. The next caller, please. Hello. My name is sam. I live in district one. Im calling on this committee to defund and disband San Francisco police and redirect the funds towards Public Health, housing and reparations for xhubts that have been most targeted by policing and imprisonment, including black, indigenous and people of color, trans communities and the unhoused. With the majority of police calls being for nonViolent Crimes, the calls should be handled by different public departments. San francisco does not need Armed Dangerous police roaming the street harming its citizens. Defund sfpd now. Thank you. And i yield my time. Thank you for your comments. Next speaker, please. Im a resident of d10 and im calling to demand that you defund, disarm and disband the sfpd. First let me say we have 200 patiently listening to you all for hours, cutting our speaking time to one minute and then blanking out your cameras during comment. Thats frankly cowardly. The fact that defunding the police more than 30 years ago it was said everyone is out to get the gay vote. Politicians want our votes, but its Just Lip Service as long as we remain criminals and nothing is done to change it. The board of supervisors say they cant do anything about it, but they can cut the balls off the Police Department of course harvey was murdered by an officer after which there were also reform and then when sfpd beat down labor leaders, breaking a rib, there were calls for reform, and when they murdered mario wood, there were calls for reform, but these reforms never change the fundamental nature of policing of sfpd. They know they never need to change. After all they will keep getting funding for more reforms. In minneapolis we had to burn down time is concluded. Thank you for your comments. Next speaker, please. Im a citizen in San Francisco county. The citizens of San Francisco have spoken. The time is now to defund, disarm and disband sfpd. The Police Department is at this meeting referencing Band Aid Solutions for policies built in the 70s, grasping for evidence to defend Police Presence and their jobs. Were here to defend our lives and the wellbeing of our community. You are not hearing us. Your platitudes are stale and your words are tone deaf. The policies were written at the height of the criminal justice shift mass incarcerations. They are designed White Supremacy. You cant use those tools to defend yourself and tell them that racism is fixed, that youre here for us. Your department is built on violence. Nearly half the force cases involved black persons yet they make up just 5 of the citys population. Black and brown people are not criminals. Police are seeing criminals where they are told to. This is not a coincidence. These are numbers, facts and this is just one of them. The most vulnerable parts of this community have suffered institutionally sanctioned violence for long enough. We demand defunding of sfpd in this years budget, and we ask that it be redirected towards Public Health your time is concluded. Thank you for your comments. Next speaker, please. Hi, my name is mika modelano. Im with an action group and the justice coalition. As a latino woman im angry to see year after year city budget cuts to funding for schools, parks, library, Affordable Housing and other social programs while increasing funding for police. Why dont you care for our communities . Do you really think that a Community Engagement commander will make San Francisco safer . We are at a turning point in our history, and you can make the right decision and commit to equity. We need housing, health care, education and employment for all. Defund sfpd now. Thank you. Thank you for your comments. Next speaker, please. Defund, disarm and disband sfpd now in this years budget and redirect it towards Public Health, reparations for communities that have been most targeted by policing, including black, indigenous and people of colour, trans communities and unhoused. Weve identified cuts you can make right now. Police dont keep us safe and harm our communities. American policing begins with race patrols and and today less than 5 of sfpd calls for service are in response to violence crimes. Most are for Public Health and traffic. When the police talk about Public Safety, they are speaking in code. The words are not referring to [indiscernible] mario woods or louise its refers tol slave owners, the wealthy homeowners. Policing cant be reformed. All five officers who murdered woods had undergone crisis intervention training. Were not asking for chaos but Public Safety for all. Defund sfpd and refund our communities. Thank you. Thank you for your comments. Next speaker, please. The people of my community demand the sfpd is defunded, disarmed and disbanded. The year they stopped and searched 735 trans and nonbinary people in the same year they announced that the officers who murdered mario woods were acting within the policy. These officers include charles d. August, antonio santos, nicolas kuvs, and scott phillips. We cannot fund a department who publicly execute black people. As long as the sfpd continues to terrorize the city we will continue to fight back. May mario woods rest in peace. Defund, disarm and disband. Thank you for your comments. Next speaker, please. Hi, can you hear me . Yes, we can. Hi, [indiscernible] increased sfpd over the past decade and the city is unsafe. We give money to teachers, people dont continue to be uneducated. When we put money towards Health Care People dont continue to feel sick. Im sure sfpd a couple years back because the officers for reasons and [indiscernible] investigated those people would still be on the force and funding individuals called them monkeys and halfbreeds and other racial slurs. A reason that they all feel comfortable sharing those ideologies and it speaks to the culture of the entire department. [indiscernible] have never and will never fix racism. We need a complete change, a complete defunding. [indiscernible] just because it is uncharted territory. People are dying while we wait. Thank you. Thank you for your comments. Next speaker, please. Hi, ive lived in San Francisco for 35 years and im a member of dsa San Francisco justice community. I want to say i agree with the previous speaker who said it was unconscionable that we couldnt see any of the supervisors. How do we even know that youre listening to us . You must stop the abuse of meet and confer or the poa will use it to delay the defunding of San Francisco police for years. The people have spoken. It is time to defund sfpd now. Do not let either the p. O. A. , which is not a legitimate labor union, or d. H. R. , derail the intent of the people. Dedo not want cops realigned to other activities. [indiscernible] defunding sfpd in this years budget and we ask that it be redirected towards Public Health housing and reparations for communities that have been most targeted apply policing and imprisonment speakers time is concluded. Thank you for your comments. Next speaker, please. Hi, can you hear me . Yes, please begin. I live in district 1 and i work for nonprofits. As a San Francisco resident im calling for the defunding of the sfpd and ask that the funds be redirected towards Public Health, housing and reparations for communities that are the most targeted by Police Including black, indigenous, people of colour, trans communities and the unhoused. The sfpd budget has grown in the last years. We could house every unhoused person in the city with the budget. Defund sfpd now. Thank you for your comments. Next speaker, please. Good afternoon, i live and work in south africa San Francisco, and i ek echo the xhondz to defund sfpd now. Why should they get an increase while schools are facing cuts. What does that say about our values . Which do you think is more important to a healthy city . Educating children or harassing poor people . Less than half of the sfpd budget, 320 million, we can help every unhoused person in San Francisco while still having money left over to invest in health care, free Public Transit, education, universal child care and alternative safety programs that actually keep us all safe. Black and indigenous residents make up 20 of the population but accounted for 78 of all individuals [indiscernible] in 2017. Meanwhile, sales force is celebrated boosting the profits of whiteowned pharmaceutical companies. We spend 6. 6 million a year on a District Housing unit that specifically patrols the time is concluded. Thank you for your comments. Next speaker, please. Im born and raised in district 10. Im a Public Health service collector and also an Educator Service Provider for lowincome youth in San Francisco not only rejected the budget but raised an end to defund, demilitarize and abolish sfpd. This historical moment shows that we as a city cannot and will not allow our city budgets to be balanced on the backs of working class families. We know sfpd has about 736 million to continue to traumatize, criminalize and kill members of our communities. Let me say this loud and clear, cops are not essential and are a huge threat to our safety and neglect the Public Health needs of our most marginalized communities. We just heard chief scott repeat reform about a hundred times. We dont just want cuts and divestment from sfpd. We want to abolish sfpd. Its unacceptable that this budget has ballooned in the last two years by more than a hundred million speakers time has concluded. Thank you for your comments. Next speaker, please. Hello, can you hear me . Yes, we can. Please begin. Hello . Hello. Umm, my name is Denise Coleman and i work in San Francisco. Im calling to urge you to defund sfpd and invest in our communities. By reimagining the 700 million proposed budget that the police have, we can do so much for our communities of color, our young people, our seniors and the unhoused folks. This includes investing in Affordable Housing, health care, communityled Safety Measures and more. Each of these stand in stark contrast to the ways sfpd has unjustly targeted people of color. Why should sfpd get a 43 million increase when our schools are facing a 26 million in cuts . I mean, what does that say about what is and what is not important to us . I join thank you for your comments. Next speaker, please. Hi, there. I just wanted to pretty much reiterate what everybody else is saying. I think the sfpd should be defunded and i think that something around 50 million is not nearly enough. It needs to be around somewhere like 50 of their existing budget because when you defund that thing and then you put it into other pieces of this local economy, say putting it into education, putting it into social services, making sure that people dont, you know, sleep on the streets, then crime will go down. So thats it. Have a good day. Thank you. Next caller, please . Hi name is tory erhardt. I live in district three. Reforms to prisons have been inefficient and ineffective. The complete abolition is the only route to go. The police exist to hinder selfsufficient, personal choice and mass incarceration which all results in overfunding of the police and underfunding of everything else. Sfpds budget has increased by 76 over the last 12 years. Imagine if we invested that in housing, transit, education and child care. Beyond the official bust the last year alone we have had to pay out slr 14. 7 in lawsuits. We can all say a lot of pretty words about San Francisco values, but the proof is in the budget. The top paid in the city are Police Officers and what does it say about our values that the highest paid San Francisco employee in 2018 was former officer claude mor gotta who was fired for racist behavior. What does that budget say about our values . Thank you nor your comments. Next speaker, please. Hi, can you hear me . Yes, we can. Please provide yur comments. Hi, hi name is anna krazmer and im a member of indivisible San Francisco. Im shocked that the amended budget increases funding for the police by 43 million by cutting 40 million from the homelessness, among with other cuts. This is a betrayal, one that comes in the midst of a pandemic, after weeks of protests from san franciscans. I want the board to consider that the city is wasting the money allocated to them. People are dying. How are these processes a good use of taxpayer money. When the Police Commission last week voted to amend the use of force policy to prevent police from using chokeholds, the p. O. A. Is now planning to sue them. How are these lawsuits an acceptable use of taxpayer money. When chief scott presented data last week on pointing guns at people, the commissioner quickly discovered that the data was being manipulated. How is that an acceptable use of taxpayer money . It is clear that sfpd and thank you for your comments. Next speaker, please. Hello. Hello, we hear you. Hi, my name is sarah and im a district 4 resident. I wanted to call attention to the arrest of brian comedy this year to make a larger point about the police, brian carmdy was a journalist illegally arrested in his apartment and was illegally searched in order to find a leaker within the sfpd. Officers involved in the arrest were ordered by a superior to turn off their body cameras. This is one of the many examples that shows that police in general and sfpd specifically cannot be reformed. Police know the law and will fully break it anyway because they know they wont be held accountable. There are a whole host of measures that intend to hold Police Accountable and rendered useless because police will cheat and lie in order to avoid accountability. The sfpd must be defunded and disbanded. At this point its clear that policing does nothing to deter violence in the community. As a resident of San Francisco, i support the amendment to remove the minimum surfacing requirements and really, just again, i dont want my tax money to go to the pd at all. Yeah, thats it. Thanks. Thank you for your comments. Next speaker, please. Hello . Hello. We hear you. My name is mickey, and im a student at sfsu. Im demanding for defunding, redirected towards Public Health, Affordable Housing and transportation and the Homeless Population who dont need to be policed in the first place. The police cannot keep black people safe and uphold models of White Supremacy, which is shown by Police Brutality in San Francisco. Its ridiculous how the hours of discussion proposals have not been directly and explicitly focused on racism and neither [indiscernible] when its time for us to speak. Reform is not enough, and you said yourself that the department of justice recommended 2 [indiscernible] the reforms and only 60 have been completed and im not convinced that the department is now going to follow through on reform. And San Francisco is employing more officers per capita compared to oakland and los angeles. Thank you for your comments. Next speaker, please. Hi, supervisors, im calling to ask you to defund, disarm and disband the sfpd. The Police Budget of 736 Million Dollars is more perfect on policing than most major u. S. Cities while our education per capita is less than half of that of other major cities. [indiscernible] our budget and financial priorities do not prioritize our youth from the cutting from cutting our schools budget by 26 million in favor of the police to the fact of the starting salary for an sfpd teacher is 26,398 less than the [indiscernible] officer. It shows that reform does not work and that police harm our communities more than they protect them. It is past time to defund and redistribute the budget for sfpd into our community to reflect San Franciscos real values. Looking at you, gordon mar. Youre my supervisor. Actually listen and act on your thank you for your comments. Next speaker, please. Hello . Hello, caller. Please continue. My name is kyly mclaughlin, a resident of district 6 calling to demand the defunding, disarming and disbanding of sfpd. I heard chief scott claim today that he hears the community. If this were true, he would know that reform is not what we are asking for. We know that reform does not work. We know that police do not keep us safe, and were demanding the defunding and disbanding of the sfpd starting with this years budget. The budget is enormous, and what it says about our values is disgraceful, with less than half of the the sfpd budget, we could house every unhoused person in San Francisco which would meaningfully address to what is a human rights disaster, disproportionately affecting black, brown and disabled communities and we would have left overs to invest in other social services that keep our communities safe. Defund sfpd because black lives matter, because reform does not work, because we absolutely have the resources in this city to lead on equity and reparation if our leaders would just step up and do it. Thank you. Thank you for your comments. Next speaker, please. Hi, good afternoon, supervisors, my name is jessica lee and im a resident of sf district 1 and work in the city. Im calling with the same message as so many folks have expressed. Defund and disband sfpd this year. Redirect the funds into housing, education, Public Health, indigenous communities, communities of color and trans communities and the unhoused. Specifically i want to speak to when chief scott said they were reframing their roles from warriors to guardians of the community and the supervisor praised that language. I ask guard, you know,s of what communities . The white wealthy homeowners . It speaks to the White Supremacy inherent to policing. Communities are not the children of guardian police. Lets not forget that enslaveries framed themselves as the guardians of enslaved people. In this time of deep economic strain and budget short falstaff its imperative that the city spend the peoples money on things that dress root causes rather than the values of policing. Thank you. Thank you for your comments. Next speaker, please. Hi, supervisors, im a San Francisco district 3 resident. In his presentation, chief scott described the us very them warrior mentalitity that he did was relegated to yesteryear. Thats a yolk that its a thing of the past. [indiscernible] journalists and disproportionately targets our black and brown residents. Police dont keep us safe. What keeps us safe is meaningful and popular social programs like housing, education, health care and transportation. The budget is massively overinflated. Divest from this institution and invest in our most vulnerable communities. Thank you. Thank you for your comments. Next speaker, please. My name is stan rubin and i am representing the socialist party. We have an opportunity to dramatically change the way we protect our communities and slashing the Police Budget is an important way to accomplish this goal. The main goal and purpose of the police is to protect private property of the rich. Drastically slashing the budget we can transfer and Fund Services that currently fall under the police to other departments that can better handle areas, such as Mental Health and Domestic Violence. Disarming and demilitarizing the police would redirect funds to Vital Services for the citys most underserved community. We need to stop using taxpayers money to weapon niez the police and recall their weapons immediately. We also need to make the department accountable to the people during the review board and the accomplishment of an independent establishment of an independent prosecutor to deal with crimes of the prees and for the budget, we need to put the working class first. Listen to the communities that are demanding an end of Police Budget. Thank you. Thank you for your comments. Next speaker, please. Hello, im a San Francisco resident and speaking today echoing the calls to xund defund sfpd this year, direct it towards Public Health, education, Affordable Housing and concrete reparations for communities that have been terrorized by sfpd. We must reimagine systems of Community Safety and care that dont rely on incarceration and the creation of more violence and redistribute funding in order to [indiscernible] these values. American policing was created to [indiscernible] protecting the Material Interests of the ruling class. The system itself is racist and classist and cannot be reformed. Even if every bad apple were removed from the force, the laws sfpd is required to enforce are racist to the core. Police contribute to more trauma when they are called. The money is there and just needs to be redistributed. Defund sfpd now. Thank you. Thank you for your comments. Next speaker, please. Hi, my name is jasper and im a native to district nine. I would just like to say that police are toxic to our communities. They are not providing safety for the majorities of the community, especially black, indigenous and people of colour. Reform is not working. The Police Budgets continue to increase, but have Police Violence or crime rates decrease . Thats no. Policing is just attacking the effects of this nations failures investing in the community would fix the root problem. We live in a world where [indiscernible] and untrained civilians must remain calm with a gun in their face. Why should sfpd get a 43 million increase while schools are facing 26 million in cuts . What do you think is more important to a healthy city . Educating children or housing poor people . The safest communities dont have the most cops. They have the most resources. Thank you for your time. Thank you for your comments. Next speaker, please. Hello . Hello, caller. You may begin. My name is janna and i live in district 9. Like everyone else, im calling to urge you to defund sfpd and invest that funding into our communities. Police budget funds should be instead used to support communities. Less than 5 of calls are responding to Violent Crimes, the other 95 should be reallocated to Community Resources that would be better equipped and not rooted in systemic racism. Lets start funding actual solutions. Thank you. Thank you for your comments. Next speaker, please. Hello. My name is ari and i live and work in San Francisco. The sfpd must be defunded. For an organization that claims to protect san franciscans, even one murder by Police Officers would be unacceptable. Id ask when it became acceptable for the protection of some to require the acts of murder of others but we all know the answer to this question. It comes from the polices origins in patrols. It comes from modern policing history. When the sfpd specifically is one of corruption, scandal and racial subscription. The only budget is one that [indiscernible] slashes the budget and prevents them from continuing to target the most marginalized. When sfpd officers can receive crisis intervention training and still murder mario woods, training is not enough. Police reform is not enough. I agree with the abolition proposal outlined. Supervisors, please choose abolition. Thank you. Thank you for your comments. Next speaker, please. Hello, can you hear me . Yes, caller, please begin. Hi, im calling today demanding that we say no to the sfpd and we work towards defunding the entire city. Thank you, dean, for bringing up the topic of defunding sfpd. We all need to follow that lead. Ive heard a lot of bullshit language around reform today, and honestly its not going to cut it. We have tried reforms with the genesis of the solution that shit is just not working, period. Im a scientist. Trust me. I know when i see one, and this experiment was never meant to in the first place but its racist and oppressive origins are controlling labor movements. We need to stop associating the word safety with the concept of police. Police actually [indiscernible] about the city and its residents [indiscernible]. You can be on the right side of history or the wrong side. We want you to defund [indiscernible] reasons why already a thousand times and im [indiscernible] action internalizing facts about an incredibly toxic and damaging system. We dont need thank you for your comments. Before i call the next speaker, your participation is important to us. Please know that there are 240 listeners and 183 of which are in the queue. We do appreciate your patience. If you have not already done so, please press star 3 to be added to the queue. For those already on hold, please wait until the system indicates you have been unmuted and you may make your comments. Please keep it civil. Thank you. Next caller, please. Hello . Yes, we can hear you. Please begin. Thank you. Hi, good afternoon, supervisors. [indiscernible] while still having money left over [indiscernible] thank you for your time. Thank you for your comments. Next speaker, please. no audio . Hello, caller . Hi, my name is emily badgerin. I live in district 8 where i was born and raised, and im calling to urge you to completely defund sfpd. In my neighborhood, until recently, there was a homeless man named peter who was suffering from the deterioration of his Mental Health, and he had the Police Called on him eight times for verbally threatening people. And sfpd say they offered help, but its hard to imagine what they should possibly offer. What were they going to do . Refer someone who didnt trust them to social services . They are understood funded, overwhelmed and inaccessible. Last month in a state of paranoia, peter struck an elderly man on the head and that man died and honourable now that peter is in a criminal Mental Illness ward waiting to be deemed mentally well enough to a hearing does he have access to housing and something resembling Mental Health supports, that is backwards. We need money reallocated to our communities of color, libraries and nonviolent, nonconservativeship Mental Health support that needs the time is concluded. Thank you for your comments. Next speaker, please. Hello, caller. Can you her mae . [indiscernible] to every call because there are more than enough of them and theres not enough crime to justify their numbers. Retroactive reform does not work. I would sr that reform. We allocate funds, retrain all the officers and hire psychologists and the peace officer department that you talked about recruiting. Civilians as a new company. Not everyone stays with a new rehiring. We have 15,000 people on the street. 8 million a year. Stop wasting our money. Defund the police. Yes, reimagine. Thank you for your comments. Next speaker, please. Hello, my name is katherine walter, and im a resident of San Franciscos district 10. Im an epidemiologist and a member of the dsasf justice committee. Vibrant Police Presence in a city and [indiscernible] devastating. Police violence here is also a preventable Public Health issue. The board of supervisors has the power to make us all safer by immediately defunding, disarming and disbanding the sfpd now. Instead of paying for military grade weapons used on our neighbors, we can fund Public Health, housing and education. Find reparations for communities that have been most targeted by policing and imprisonment, including black, indigenous and people of colour, trans communities and unhoused. Racism and violence cannot be trained away. Its clear that the people of San Francisco do not want to continue to pay for a militarized thank you for your comments. Im speaking on behalf of many of my colleagues that could not be present. Im a firm advocate for the defund, disarm and disband of the sfpd and ask that it be redirected towards Public Health, housing, education, transportation and reparations for communities of color that have been targeted most by policing and imprisonment. We must imagine what Public Safety for all looks like. I hope the anecdotes that have been brought up today are truly considered. Any increase to the Police Budget is the action that should be taken by the city. We as a country and city are at an inflection point. If the the universal demand for justice and to do so we must defund the Police Departments and reinvest this money into our communities. Thank you for your time and i hope that the words spoken today inspire legitimate change that aligns San Francisco with our values as a progressive city. I just moved here from the southeast to witness the same unnecessary and policing. Thank you. Thank you for your comments. Next speaker, please. Hi, my name is sarah and i live in the neighborhood in San Francisco. I like everybody else on the line in the hour before me am calling to request that significant cuts be made to the sfpd. These funds could be better redistributed to our communities to better care for our citys residents. I wanted to highlight a case study out of new jersey in which 2012 they completely defunded and be rebuilt their police force. As a result, the crime rate was lowered by 40 and saw rates of murder from 16 to 61. We are not asking for chaos but Public Safety for all, and that can be achieved in a variety of ways, not just through our police. Defunding sounds intimidating until you realize we have defunded schools, health care, Social Security and public transport. We must defund sfpd and refund our communities. Thank you. Thank you, ms. Mattinea. Next caller, please. Hi. I live in sf and i am homeless. I just want to say that San Francisco needs to be defunded, demilitarized and use much more sclaigs. There is so much unneeded excessive force, and every penny that is not used in sfpd should be going towards reparations for the black and colored neighborhoods, housing, education and health. I am absolutely ununderstanding of how much resources are being used during covid towards Homeless Housing right now that could always be used, continuously used. And for the fact that there are so many [indiscernible] based off of color, you need to use sensitivity training for your officers. There are so many acts that need to be implemented, including affirmative action and the care and action that can be decided. Thank you for your time. Thank you for your comments. Next speaker, please. Hi, can you hear me . Yes, i can. Hi, i live in district 9. [indiscernible] now is the time to defund, gaid the defund, disarm and disband the sfpd. I agree with the previous callers. The defunding of sfpd in this years budget, we ask that it be directed towards Public Health, housing and reparations for communities most targeted by policing and imprisonment, including black, indigenous and people of colour, trans communities and unhoused. We have identified specific cuts that you can make right now that defund sfpd now. Com. [indiscernible] Police Systems are rooted in racism. Police dont keep us safe. Police harm our community. This board is considering making racially motivated 11 calls illegal. Thank you for your comments. Next speaker, please. Hello, can you hear me . Yes, we can. Hello . Hello, my name is camilla and i live in district 11. The demands on your constituents are loud and clear so you better with taking note and turn on your cameras so that we know you are listening to us. Defund, disarm and disband sfpd. This years budget, not next year, now. Police reform does not work. Attempts to reform the sfpd have filed. Since 2016, the u. S. Department justice, followed by the california d. O. J. , has been trying to reform sfpd following several shootings and multiple incidents of use of force of those racist, sexist and homophobic behavior and Text Messages between officers. To date, sfpd has concluded only six of the 54 reforms meant to address bias. Last year despite black san franciscans making up only 5 of the citys population, black people accounted for almost 40 of all police searches. 735 thank you for your comments. Next speaker, please. Hi, my name is grace. I am a sixth generation san franciscan, i live in distribution 3 and work in health care. Immediately defund, disarm and disband in this years budget. Please predirect it towards housing and communities targeted by policing including black, indigenous, people of color, trans communities and the unhoused. Public safety must include all of us. Especially considering the budget deficits the city faces this year, this is an opportunity to commit to the values as a city and invest in our communities. We must defund sfpd and refund our communities. Thank you. I yield my time. Thank you, grace. Next caller, please. Hello . Yes, we can hear you. Hi. Its time yeah. Hi. Its time to defund, disarm and disband the sfpd. This entire last month thousands of sf residents have made their voices clear to you. You can distance yourself with as many shady tactics as you like, cutting down everyones speaking time today and once again delaying our chance to speak, hiding your cameras or attempting to disable your phone lines. You can continue to turn a blind eye to the violence of the sfpd and the violence of neglect the city imparts on your communities. We all think you arent listening to us today, and as for officials, thats a really, really bad look. Im asking you to each put out lost audio 200 people who are here today will take note and spread the word. We arent going anywhere, and this movement is only growing. I yield my time. Thank you for your comments. Next speaker, please. Good amp, supervisors. Im a resident of district 9. Im calling in to echo the demand to defund the sfpd in this budget. As a black person living in San Francisco, i would feel safer without the police. The reality is one the officers are targeting and murdering innocent people of color. That reality is one with multiple scandals of racist text messaging between officers. Officers are emboldened enough to openly express their racist views with each other. Think about the payouts of lawsuits related to police misconduct, brutality and discrimination. Its a waste of resources. Racism is deeply rooted in sf Police Culture and it cant be reformed or trained away. All the attempts at reform have failed and cost people lives. Weve given sfpd enough chances. The only option is to defund, disarm and disband. Black lives matter. Thank you for your comments. Next speaker, please. I live in district 10. Dpleel defund sfpd and reinvest that money in Public Health, education, transportation, social services. Policing is inherently racist. Its an institution that cannot and will not be reformed. [indiscernible] sfpd can show that their only interested in harassment, surveillance and committing harm against our black, latinx, trans and other communities. After the george floyd incident its insulting, disrespectful and a proof of the encapsulation of why police cannot be reformed. Were not asking for chaos. Were asking for your communities to be invested in. Supervisors, do your jobs and listen to your communities. Thank you. I field my time. Thank you for your comments. Next speaker, please. I live in district 4. I also agree that you guys should turn your cameras back on. Its disrespectful to all of us who are waiting that they did not even have the knowledge that youre listening to us. But as others im calling on you to defund, disarm and disband sfpd and redirect the funds towards Public Health, housing, recreation, communities targeted by imprisonment and policing. If you look at the history of policing, its never been an Institution Designed to keep us safe and used as a tool for those in power to keep the marginalized people from rising up, going all the way back to the slave patrol. Sharing im the policing unfairly targets marginalized communities, injects massive amounts of people into the prison system. We heard about reform from chief scott today, but all those measures ignore the fact that reform is not effective. We need to defund and sfpd and invest in our communities immediately. I yield my time. Thank you for your comments. It cannot force you to create money in a budget. Cut the budget and cut the numbers of police and Fund Services that help humans. End the violence against black and brown people that is built into policing. I disagree with supervisors assessment of what his constituents want. We want services, not Police Officers. I have heard on this call that over time sfpd at the airport, the focus of sfpd and the mandated reforms are not well understood by sfpd in the city. We all know the rest of the city budget is severely underfunded. We can defund education. We can defund supportive housing, the unhoused population, but we need to hold the line on sfpds budget . No. Cut this budget and focus on human health and safety. Thank you. Thank you for your comments. Next speaker, please. Hello, can you hear me . Yes, we can, caller. Please begin. Hi name is daniel and im a Software Engineer living in district 6. Research shows that a living wage Educational Opportunities and housing are far more successful at reducing crime than police or prisons. As much, i demand more financial supports be directed to those aids. Many Community Organizations can serve as alternatives to policing. Do not forget our poor communities and communities of color who are disproportionate targets to Police Violence. Justice will only be served when the police are reformed, and this will not be possible until we defund them. I would like to take a moment of silence for those slain by cops in an unjust system. Please reflect on who and why we are fighting. Thank you. Thank you for your comments. Next speaker, please. Hello, this is shaun pack, and im a resident of San Francisco district 1. I just want to reiterate basically whats been said on the line previously. I want to mention that basically the fact that were actually here discussing this today speaks a lot to the tone deafness of our Political Leadership here in this city. The fact that were talking about draconian cuts to the School Budget and budgets to assist the unhoused while adding more money to the Police Budget is just mind blowing. Id like to say and support that we immediately defund and divest from the San Francisco Police Department, and again, investing in communities, particularly communities of color, black, indigenous and people of color, the trans communities, and the unhoused that we step up our funding for schools in this city, stepped up our supports for the unhoused, assisting these populations. Thank you. Thank you for your comments. Next speaker, please. Hello, supervisors, hi name is kaelin rushknorr and i live in district five. I like everyone else on this call have been waiting for five hours since the start of this hearing to leave a oneminute comment demanding that sfpd be defunded. I truly hope our demands are not going ignored. The city must defund sfpd in this years budget and instead invest in Public Health, education and social services. Resources that actually uplift our Community Members. While reforms may be well intentioned, antiblackness is not something we can reform or train away. The city has implemented in the past and sfpd continues to disproportionately target black and brown communities. The supervisor already mentioned [indiscernible] from last year about sfpd such as a use of force against black and brown residents. It is evident that Police Reforms are a flimsy band aid on top of the deadly infection of the Police System and the only true remedy is to defund and disband sfpd. Thank you for your comments. Next speaker, please. Hi, im calling along with the 400 other people on line. Moderator, can you let us know if the supervisors are, in fact, on the call . I find it, like, complete and utter bullshit that weve all been waiting on the call for five hours and we cannot see any of them, or the police chief. Moderator, im speaking directly to you in this moment. To the caller, this is Public Comment. This is your opportunity to help provide us with your insight. Im pausing your time. There is no dialogue in the middle of Public Comment. So ill be restarting your time. Im leaving my Public Comment for the people on this call, and i have no idea if they are actually there or listening. We are here and we are listening. We have been waiting for five hours. We are here and we are listening to every single caller. We are here. Thank you. Supervisor ronenan, were all here. This is supervisor lee. Were all here. Thank you. Supervisor fewer, are you still there . [indiscernible] 200 people [beeping]. Thank you for your comments. Hello . Next caller, please. Hi, my name is michael. I live in district 3. Im calling to echo the demands to defund the police and refund Public Health and Public Housing. The unjustified killings and brute liesations of unarmed people is entirely predictable. A police force is operating under these current rules and responsibilities. Some percentage is going to be overtly racist. 100 are going to be subject to unconscious biases. These cannot be trained away. Under the Current Conditions it is inevitable that the killing of people of color is going to continue. The budget you put forward reflects your values and it should reflect the values of your constituents. Currently its not doing that. Defund the police this year, reinvest in Public Housing, Public Education and the unhoused. Thank you. Thank you for your comments. Next speaker, please hello, caller . Caller, are you there . Oh, hello. Hi. My name is brittany. I live in hi. Im an rn with the department of health. I know the city has been planning cuts to funding to all the departments and yet the sfpd is exempt. I think that is unacceptable. Yes, our communities are not safe, but safety does not come from more policing. We know that safety comes from having our basic needs met. Shelter, food, health care for a start. Working for the city i have seen far too much suffering. It needs to stop. We must first fund our priorities. Once our health care and educational systems are funded, once everyone has secure housing and affordable, free, accessible Public Transit, once the streets are free of needles and human feces, once everyone has food and a living wage, once every child has a beautiful park to play in, then sfpd can have what is left over. If the sfpds goal is truly safety in our communities, then of course they will agree. I yield my time. Thank you for your comments. Next speaker, please. Hello, my name is camilla, and ive lived in San Francisco my whole life. Sfpds chief scott spoke a lot about building a 21st century Police Department with institutionalized reforms. This will not stop street violence we are witnessing in our communities. We do not want reforms. They have not worked. Reforms is what has created this system in the first place. Not a Single Person in the Public Comment has asked for Police Reforms. Every Single Person has zd to defund, disarm and disband, and to be clear we didnt want to replace it with a model of Community Policing. The Police Department just calls themselves the guardians of our community. Nearly half of the sfpd use of force cases last year involved black people. Violence and weapons will not keep us safe. Supervisor, i am your constituent, and listening to your comments today to completely overlook we will vote you out. Defund the police now. These alternatives already exist. Thank you for your comments. Next speaker, please. Hi, my name is natalie, and i study and work in San Francisco. First off, i just want to say the sfpd is the most useless asset of this city. It makes me want to throw up knowing that the tax money being taken from a poor learn like me goes directly to racist murderers. How is it that the average sfpd compensation is almost 200,000 a year . That can easily put 433 children in Daycare Services. Youre telling me that sfpd will receive a 43 million increase when schools are facing 26 million in cuts . Alone had over 300 classes cut. This budget issue has been prevalent ever since. To the officers that can make a change but refuse to do so, and even bigger you all. Youre all going to burn in hell. Donald trump. None of you deserve anything nice in this life. Defund, disband and dismantle sfpd. Bye. I am a graduate San Francisco state Public Health program. I am calling like everyone else to demand the defunding of the police and in addition to that we need to do criminal [indiscernible] in the first place and prioritize Harm Reduction and safe injection sites. Our priority should be to support families. [indiscernible] issues if we address the upstream issues and prioritize housing, education, Mental Health and Public Transportation, we will eliminate the need for a police force in the first place. We need to police only protect racial capitalism and the needs of the elite classes. We need to Defund Police and reallocate resources so that black and brown people can thrive. Thank you. Thank you for your comments. Next speaker, please. Hello, speaker. Hi. Im a part of a resident of district 8, and im asking to redirect the funds from sfpds budget to go to Public Health, housing and other targets of policing. Im asking for the funds that would be allocated to sfpd to be allocated to communities and other organizations that are trained to be able to handle the issues. Sfpds budget does not correlate to our values. Sfpds budget comes at the expense of housing and social services, resources that create Public Safety. [indiscernible] policing in most cities, but at the same time our education spending per capita is half or less than other major cities, and it makes not any sense for sfpd to get an increase at all while schools are facing 26 million in cuts. As discussion of this meeting. Sfpd officer compensation, 188,000, hundreds of children can get Daycare Services with the same amount of money as one officers salary. Thank you for your comments. Next speaker, please. Yes, can you hear me . Yes, we can. Please begin. Can you hear me . Yes, speaker. You may begin. Hello. Thank you. Thank you very much. I just want to say hello to all the people that have diligently waited on the line to share their view that it is time to defund, disband, abolish the San Francisco Police Department and redirect these wasted funds to things that the community in San Francisco actually needs. My name is jeremy miller. Im a district 11 resident. I echo this, and i also, despite the fact that we would support a complete defunding now, [indiscernible] our elected representatives are wanting more incremental approach. So i will say this four years ago in 2016, former Supervisor John Avalos put candidate introduced an ordinance to put on hold thank you for your comments. Next speaker, please. Hi, im calling because its time for San Francisco to be a leader, and we the people have been telling you that all of us here on this call, San Francisco residents, like myself, i grew up here, dont want or need police and that reform doesnt work when the reforming had an origin had the intention of controlling slaves. So we dont want to reform the police, and we have the right to reimagine it, which means getting rid of police and starting over completely, creating a new system. And so if youre not on board, ask yourself why and what racist ideas youre too afraid of to let go. All cops are bad not because they are bad people but because it is impossible to have a position of being a cop and be good because in itself cops were originally created for patrolling police. So its thats all i have to say. I yield my time. Thank you. Thank you for your comments. Next speaker, please. Hi, my name is natalia and i live, work and study in district 4 of San Francisco. I urge the board to make racially motivated 911 calls illegal. These calls are so dangerous because the sfpd is juriously violent towards brak people. The hearings to reform and how you brush off ethnic cleansing, murder and exorbitant costs of specialized units such as mounted, motorcycle, marine, homeless, narcotic and gang units, all of which have failed to address homelessness and have only succeeding in tracking, controlling and incarcerating black and brown youth. Recently Text Messages between the mayor and the police chief show the mayor to tell them to clean clear and fix areas of unhoused people. They dont have the empathy or training. We must reimagine what Public Safety for all looks like. You can find our complete concerns at thank you for your comments. Next speaker, please. Hi, supervisor mandelman, and everyone on the board of supervisors, thank you. Im a Public Health researcher, educator and esf member. Im calling to urge you to work with the San Francisco board of education and uesf to reallocate funds from sf Law Enforcement agencies to San Franciscos unified. They are taking 3 cuts off health and supportive services, we look forward to a 3 cut of sfpd, which is over 20 million, and would be allocated to aur 27 million deficit. In 2018, american Public Health Association Found investment to reforms, including implicit bias, do not mitigate harm or increase accountability. However, Public Health interventions to address policing in marginalized communities include divestment and investment in Public Education and [indiscernible] communities, as well as implementing communitybased alternatives to addressing interpersonal harms and preventing trauma, including Crisis Response thank you for your comments. Next speaker, please. Hi, i live in district 1. A couple of weeks ago i was sitting in my car at a red light and someone wandered into the street. They were lifting their shirt, disoriented, perhaps under the influence, and they didnt have a mask. They walked towards my car and tried to open the door, and i didnt let them in my car, but i also wanted to help them, so when i asked myself who can i call, the only Public Service option available to call is the police, and i was afraid to call the police because of the history of Police Brutality and racism. I wanted to call someone who could find this person a safe place to be and give them access to services. Its heartbreaking that there are no Public Services i can call without fear to help someone in my community. Please listen to what your Community Needs. They dont need reforms. They dont need police. They need access to services. Please defund the police and invest in your community. I cede my time. Thank you for your comments. Next speaker, please. Good evening, supervisors. My name is ali. I live in district nine and i work for the city. Im calling for defunding the San Francisco Police Department this year in the interests of Public Safety. As a city resident, like the previous caller, i am afraid to call 911 because i have witnessed enough Police Violence and harassment towards black neighbors that i know Police Presence actually threatening their safety. As a city employee, i am outraged to know that San Francisco spends more money per capita on policing than most major cities. Because, as sfpds budget has risen astronomically and promised reforms that havent materialized, certify workers in other departments are increasingly being classified as temporary workers. Child care, youth programming and health care. We have caps on our hours, limiting us to parttime status, unlike police who do not receive overtime, health care or retirement benefits. This includes and classified as essential. The outbreak at laguna hospital earlier this year. Many of these workers are bipoc and because they are also poor thank you for your comments. Next speaker, please. Hello. My name is heidi. Im from district 5. [indiscernible] we specifically need money on housing and muni and services that are more appropriate than our current situation, including the coronavirus emergency. Things like parks and rec, libraries and entrylevel jobs for our many unemployed. We have been transit first since 1973, visions of 2014 and the Police Department hasnt enforced either of those. Ive spent years asking for better enforcement of the focus on the five and vision zero, and now im asking no enforcement. Im asking for defund because it doesnt work. Weve been asking for accountability. Weve been asking for reform. It hasnt happened. Traffic enforcement should go to muni. Libraries are providing Necessary Services right now. We should ask Police Officers to be contact tracers but thank you for your comments. Next speaker, please. Hello . Hello. Hi, my name is anna and im a resident of district five. Im calling to demand the defunding of sfpd in this years budget and ask that it be redirected towards Public Health, Public Housing and reparations to communities that have been more sfpds budget is about 736 Million Dollars and social services, resources that create real Public Safety for all. Why should sfpd get a 43 million increase while schools are facing 26 million in cuts. What does this budget say about our values . Which do you think is more important to a healthy city . Educating children or policing poor people. For less than half of the sfpd budget, 320 million, we can house every single unhoused person in San Francisco while still having money left over to invest in health care, free Public Transit, education, universal child care and alternative safety programs that actually keep us all safe. Defund sfpd and refund our communities. Your time is up, thank you. Thank you for your comments. Next speaker, please. Hello, im calling to urge the supervisors to defund sfpd. Sfpds history of behavior has been unacceptable. They have had more than enough time to address this and dragged their feet every step of the way. Four years after receiving the recommendation to reform, sfpd has completed a mere 22 of them. By this standard, it would take at least another 18 years to address all the recommendations which will have been almost 25 years old by that time. This is absolutely unacceptable and gives me no faith that chief scott promises of reform will yield any results especially since past reforms have failed many communities again and again. As they have been disproportionately stopped, arrested and killed by the police. Sfpds over 7 million of funds should be redistributed to other measures that address the root of the major problems of Public Safety in sf as opposed to responding merely to the symptoms of violence. Thank you. Thank you for your comments. Next speaker, please. Thank you for the opportunity to speak. I am calling to advocate that we replace Police Funding for funding for Public Safety and social services, and as a result defund the sfpd may have been trying to scare us when they said not cops but social workers should respond to crisis on the street. Thats exactly the future we deserve. We could invest in Real Solutions with the money we save by defunding police. A 43 million increase for sfpd is obscene, especially in this moment as many of my colleagues on the phone have decried. Black and brown people are heavily overrepresented among those arrested, cited and killed by police, despite being underrepresented in our community here in San Francisco. I was disgusted and ashamed by the racist Text Messages that have been discussed earlier and horrified by every innocent life taken by the sfpd. We deserve better as a community, and i expect that our supervisors will deliver a Better Community for us. Thank you. Thank you for your comments. Before i call the next speaker, lets see, there are 205 listeners and 148 in the queue. Your participation is important to us, so we do appreciate your patience. If you have not already done so, please press star 3 to be added to the queue. For those already on hold, please continue to wait until the system indicates that you have been unmuted and you may begin your comments. Next speaker, please, hello, caller . [please stand by] eight minutes and 46 seconds as an incident and not as murder is exactly why reform will do nothing and why the sfpd should be defunded and disbanded immediately. If we are talking about the infrastructure needed for crime prevention, lets talk about funding our schools, instead of cutting their budgets by 26 million. Lets direct city funds to the Small Businesses in our black and brown communities that are holding the most. Lets fund organizations by t. L. C. Thank you for your time. Clerk thank you for your comments. Next speaker, please. Caller hello, supervisor, i am Kaitlyn Galloway in district nine. I wish i could see your video feed, i know this is a long meeting. I care a lot about this city and i want to child in to demand the defunding of sfpd, not incrementally but now. The budget increase proposed is unacceptable. Its honestly wildly inappropriate given not only the budget disaster our School District is facing, for example, but also given the racialized violence that is foundational to police, this department included. And given the lack of alternative services available. And i am hearing argument that reform is expensive and i find that unacceptable. A nationwide demand for police defunding, not expensive Police Reform is here. Its not going away. We need s. F. To be a bold leader here. We are your constituents and we want a visionary rethinking of Public Safety. Were counting on you. Thank you, supervisors. Clerk thank you, miss galloway. Next speaker, please. Hello, caller . Caller hello . Clerk yes, we can hear you. Caller ah, yes. Yes, thanks for listening to me. My name is brian, im in district district 6. Yeah, and im also calling to ask for the vote to reject the sfpd budget. I understand that the sfpd have a really hard job, a difficult job in general, and i also think that chief scott and the sfpds intent intentions for reform are legitimate, however, i think that a better and safer approach would be to pursue restorative justice. If we were to allocate that to communities instead and to build them up, it would result in a safer situation for the community as well as for the police, and black lives, and i think if we were to reduce that funding and focus on nonescalating approaches to our daily emergencies that happen in the city, that i think that in general it would be a better place for all of us. Yeah, thank you very much for hearing us. Clerk thank you for your comments. Next speaker, please. Hello, caller . Caller hello . Can you hear me . Clerk yes, we can hear you. Caller hi, i am ionni, and i live here in San Francisco. And all over the city and on this phone call, hundreds of people have said what i am about to say. The time is now to Defund Police throughout the city. We demand the defunding of the Police Department in this budget and to redirect it towards trust and housing and for communities, including black and indigenous and people of color, trans needs and these marginalized communities will not be indiscernible and we must consider all of us. So we must defund sfpd and refund our community. Thank you. Clerk thank you for your comments. Next speaker, please. Caller hello, im eric douglas, a renter in district 5. Im calling in to demand that sfpd be defunded and that the money be redirected towards muni housing and other Public Services. Events around the country have shown that police are not concerned about all of the public when thinking about safety, in general just property owners. And policing wont feed the hungry or find people jobs. Muni is to have a revenue loss of 500 million over the next four years as reported in the chronicle. Theyll likely have to cut most transit lines which essential workers and the rest of us need. It is essential to a clean and healthy city and the Police Budget has enough to pay for munis losses. Please redirect the budget to save our buses, thank you. Clerk thank you for your comments. Next speaker, please. Caller hello. My name is anise, im a resident of district 11 and an alumna of sfpd. I demand that you completely defund sfpd in this years budget and to redirect towards Public Health and education and transportation and reparations for communities that have been most targeted by imprisonment. Its clear that the countless reforms made in the past do not work. Sfpd ped goes towards violence h results in the murder of our most vulnerable citizens and residents, which is unacceptable. We must defund the police now. Clerk thank you for your comments. Next speaker, please. Caller my name is mateena and im the executive director of eviction programs. And i think that the messages that you have heard are clear. The question is really not if, but how how does the city reinvest these funds into the community . Last year the city invested more in settling civil rights lawsuits involving police than the representation act, a law that guarantees the right to counsel for every San Francisco tenant facing eviction. As you know, African Americans only make up 5 of San Franciscos population and yet represent 30 of the people seeking our services during shelterinplace. And yet represent 69 of the people seeking our services during shelterinplace. It would take half of the sfpd budget, and wed still have money left over for health care, free Public Transit, education, universal child care and alternative safety programs that keep us all safe. Clerk the speaker time has elapsed. Thank you. Thank you for your comments. Next speaker, please. Caller hello . Clerk yes, we can hear you. Caller good morning, supervisors. I am jen and i live in San Francisco. As someone who has personally experienced Police Brutality firsthand, a few weeks ago sfpd a few weeks ago i say that the wrath has been indiscriminate. I have heard a lot of talk about reform and policy changes in this meeting and to be quite frank, thats not enough. How many times must history repeat itself before you learn . Police tactics are based off fear and oppression and hurt black and t. O. C. They are rooted in racism and cannot be reformed. They lack accountability and they need to be defunded and disbanded and should not be given any budget increase. I dont know why this is up for discussion. Thank you, i yield my time. Clerk thank you for your comments. Next speaker, please. Caller caller can you hea . Clerk yes, we can. Caller hello . Hi. Good evening, supervisors. I live in district 5. I am echoing everything that everyone else said, calling to defund and disarm and dismantle the sfpd. Its ridiculous that we spend over 700 million on sfpd last year alone. There was over 11 million spent on policing, and i think is absolutely ridiculous. And so im calling on you to not talk about more reforms or anything of that nature. We know that doesnt work. We need to completely abolish the sfpd. Thank you. Clerk thank you for your comments. Next speaker, please. Caller good evening, supervisors. My name is tori liceon and im a lawyer for the civil rights in the San Francisco bay area. And San Francisco and nationwide need to disfund and disband the police. My record as an attorney supports the rights of those with homelessness. Sfpd should not be part of it, and its a way to ensure that citys unhoused communities are not indiscernible and so for the noncriminal activity of being poor. Further, the sfpd spends time and resources towing cars, and the driver owes the debt to the city for unpaid tickets and unpaid registration. It stems from poverty and yet results in the loss of their own shelter. The sfpd does not keep our community safe. We call on the board of supervisors to cut the budget and to restore the justice model that prioritizes the safety and health and for communities of color clerk the speaker time has elapsed. Thank you. Thank you for your comments. Next speaker, please. Caller hi, my name is kailee and i work in San Francisco. Were demanding sfpds budget to be defunded and go towards Mental Health and housing and reparations for our black, brown and trans and unhoused communities. Most targeted by police and imprisonment. Blacks account for 35 of our unhoused population, 54 of our jail population and 40 of people who are killed by police. Police and prisons exist to uphold White Supremacy and not to keep us safe. 320 million could help every unhoused person in San Francisco. We could have money left over for education and universal child care and alternative safety programs that actually keep us all safe. We know that reforms are infective. We want the sfpd disbanded. I yield my time. Clerk thank you for your comments. Next speaker, please. Hello, caller . Caller hello. Hi, my name is brena marktello and im a resident in district 5 and i work here as well. And im calling like so many others to defund, disarm and disband sfpd now in this years budget. I find it absolutely ridiculous that black people make up 5 of San Franciscos population, but account for 35 of our Homeless Population and 54 of our jail population. This is absolutely insane when we live in one eve of the wealtt and progressive cities in america that we cannot find a way to defund the police and redirect that money to housing People Living on the street, especially during a pandemic. This is something that we need to figure out immediately, and it is inhumane and it is disgusting. And i demand that we defund sfpd immediately and redirect this redirect the budget to housing our most vulnerable communities which tend to be black and brown people. Black lives matter. I yield my time. Clerk thank you for your comments. Next speaker, please. Caller good afternoon, supervisors. My name is johnny cothier and i work for the city and county of San Francisco. I have a privilege to be a member of 121. Police dont protect our communities, they harm them. Police reform does not work and balloons our citys budget during a time when our city is struggling. The time is now to defund sfpd, and reinvest that money interest a Just Recovery for our communities around economic justice. Thank you. Clerk thank you for your comments. Next speaker, please. Hello, caller . Caller oh, hello. Good afternoon. My name is Matilda Moore and im a resident of district 9. I vote in local elections and pay property taxes here in San Francisco. I stand behind those who have spoken early on this call for abolishing the sfpd. As often said, a budget is a moral document and sfpds budget, over 700 million, comes at the expense of housing and social services. Today less than 5 of sfpd calls are in response to Violent Crimes. Most are related to unhoused people, traffic and noise complaints. Sfpd is not a tool to address these issues. The time is now to defund, disarm and disband sfpd. This is what the people are calling for. This is not a time for mitigation or further attempts at reform. We demand that defunding of sfpd in this years budget. The funds must be directed towards health and housing and reparations for communities clerk the callers time has elapsed. Thank you, thank you for your comments. Next speaker, please. Caller good afternoon, supervisors. Im a constituent in your district. And im here like all of the other callers today to say that i dont think that sfpd makes me safer. I dont think one cent of their money makes me safer. And heres the reason why i would like to articulate why. I think that the priority is entirely out of order. I think that they beat and politically oppress us. I think they show up in protests in rapid order, but i dont think they have the money for masks and i dont think they have the priority or the care to deal with a dead 6yearold. Certainly, not the Homeless People. They dont do their jobs. But what they do do is politically oppress us. They show up at the protests, they beat us mercilessly. They are brutal, they are part of the police state that is in this country and destroying what it means to be an american. Their brutality is evil. Clerk speaker time has elapsed. Thank you, thank you for your comments. Next speaker, please. Caller hi. Can you hear me . Clerk yes, caller, you may begin. Caller hello. Hi, my name is sabinna shaw and i work in San Francisco and im here representing the trans advocates for justice and accountability. Im speaking today because black trans women and trans women of color have been harmed by sfb, and ticketed and jailed on trumped up charges. Trans women of color have never relied on police for our safety and they have assaulted and outed and harmed our community. We live in a city where Police Receive a larger portion of the budget than any other vital city service. Whereas the other services serve our community and help to keep us safe. The budget cuts being proposed for sfpd are actually 23. 2 million increase over last year. We need investment in trans communities and we need investment in black communities and we need investments in communities of color, not police. We demand that at least 50 of the sfpd budget to be reallocated and into services that our city needs, with violence prevention clerk thank you, the speaker time has elapsed. Thank you for your comments. Next speaker, please. Caller good evening, supervisors. Im in district 9. We demand the defunding of sfpd and to be redirected towards Public Health and housing and reparations for communities. Less than 5 of the sfpd calls are for protection, it is clear and evident that sfpd has been called to many situations and only 5 are in response to Violent Crimes. And the response from everyone who raided this question continues to advocate the fact that sf pd are not equipped and not subject Matter Experts in Mental Health and deescalation and everyone who continues to highlight this extremely important fact, they have all pointed to the solution of defundinfunding and reallocatine budget back into the community, especially black and brown marginalized communities. We are asking for Public Safety for all. We must defund sfpd and refund the communities. I yield my time. Thank you. Clerk thank you for your comments. Next caller, please. Caller hello . Clerk yes, caller. Caller hello. Clerk we can hear you. Caller hi. Clerk hello, caller, you may begin. Caller sorry, i was muted. Hello, my name is jessica and im a resident of district 5. I live and work in San Francisco. The sfpd disproportionately harms black communities. Black people make up just 5 of San Franciscos population but account for 35 of our Homeless Population. 54 of our jailed population. And 40 of people who are killed by police. If black lives matter, lets house black families, not murder them. Thank you. I yield my time. Clerk thank you for your comments. Next speaker, please. Caller hello, my name is lawrence jinker and i work near bernal hill where Police Killed alex. Im calling for the complete defunding of the sfpd and to use these funds for Critical Services that s. F. Residents need. Its clear that the supervisors are merely paying lip service to the act of protecting the budget instead of needing to focus on protecting the city from the sfpd. Our Police Department is a racist organization and they protect those in power and the wealthy and the white. An organization like this will never provide actual Public Safety. Again, defunding sfpd and to vote out any elected officials who do not support this mission. Its also ridiculous to see the supervisors confirm they are listening but havent turned on their cameras. Thats just a cowardly act. Thank you. Clerk thank you for your comments. Next speaker, please. Hello, caller . Caller never in history has violence been initiated by the oppressed. How they be the initiate yailtors if they themselves are the sponsors of violence. There would be no oppressed had there been no prior situation of violence. We have a simple message, we are the working poor. We run this kitchen. Come cook with us. Or be eaten. I yield my time. Clerk thank you for your comments. Next speaker, please. Caller hi, my name is bonnie fisk and im a resident and i work in San Francisco. Im calling with the rest of my colleagues on the line to demand that we defund San Francisco Police Department in this years budget. And im askin asking that we ret the funds towards Public Health and housing and reparations for communities that have been most targeted by policing. The proposed budget for sfpd is an awful reflection of our values, for less than half of that money we could give every unhoused person in San Francisco a home while still having money left over to invest in health care, free Public Transit and education and universal health care. Excuse me, universal child care and alternative safety programs. The sfpds budget has increased by 76 over the past 12 years and i want you to imagine what the impacts on our beautiful city would be if we had invested in other things. But as weve also heard from so many clerk speaker time has elapsed. Thank you. Thank you for your call. Next speaker, please. Caller indiscernible and redirect indiscernible for the communities most affected by policing. indiscernible sfpd budget allows. indiscernible 43 million increase. indiscernible so less than half of the sfpd budget could house every unhoused person in San Francisco. Free Public Transit. indiscernible . Clerk speaker time has elapsed. Thank you. Thank you for your comments. Next caller, please. Caller i live in San Francisco in district 5. The current budget should be reevaluated to defund and disarm and redirect the funds towards housing and social services, hit an health and edu. I agree with the comment that we must reimagine Public Safety for all by scrutinizing this budget and evaluating what the needs are for San Francisco. The current Budget Allocation and the funding allocation of sfpd versus health, Education Systems and social services exposes disparity and the weight and importance of the values of the city. This is alarming. The proposed Police Budget has an increase of a percentage that is higher than Human Welfare and neighborhood development. This is a decrease. The city and county budget increases that 1 whereas the total force for Police Protection is at 6 . This is problematic. There were issues with homelessness and Mental Health issues. Clerk the speaker time has elapsed. Thank you for your comments. Next speaker, please. Caller hello, i am Jason Wiseman and im a resident of district 10. We need to defund and abolish all police, including sfpd. Just today it was admitted that the mounted unit is a 2. 2 million p. R. Light item, the honda unit is a unit to the tune of 3. 5 million. And will be reallocated though theres no m. O. U. And at 11. 1 million to homelessness response, a. K. A. Harassment. You cannot reform corruption. Please defund and abolish sfpd so we have the will and the resources to reorganize for society and Center Giving land back, reparations, housing, Public Health and healing, true and whole accessibility, education, joy and leisure and art. Thank you. And turn on your cameras, please. This is really disrespectful. Clerk thank you for your comments. Next caller, please. Caller hi, can you hear me . Clerk yes, we can hear you. Caller hi, everyone. I am sydney and i grew up in San Francisco and i live here in district 11. I would like to reiterate what literally everybody else said, that the sfpd needs to be defunded and not reformed. We have seen time and time again reforms dont work. Something that stood out for me is in 2019, black students made up only 7 of the sfpd student body but accounted for 43 of children cited or detained at school. On top of that black people make up just 5 of San Franciscos population but account for 40 of those killed by police. Black lives are important and thats why we must defund and not reform. Thank you. Clerk thank you for your comments. Next speaker, please. Caller good evening, i was born and raised in district 1. And it is time to defund and disarm and disband the sfpd. As someone who grew up in this city i never felt that police keep us safe, but more importantly, my whole life i have known that the sfpd disproportionately harms black communities. Attempts to reform sfpd have failed miserably. In 2019, 76 of all force were against people of color. We are not asking for reforms and we denounce the 43 million increase in the Police Budget that chief scott was defending earlier today. Reforms dont work. Its time to defund, not reform sfpd, and to refund our community. This is a plea for Public Safety for all. Black lives matter. I yield my time. Thank you very much. Clerk thank you for your comments. Next speaker, please. Caller good evening, supervisors, i am anna goldoff. And im calling to demand defunding of sfpd in this years budget. And imagine what the city would be like if you invested in anything else as much as you invest in police. Police officers trying to respond to people who need drug therapy and rehabilitation, not violence. People who need a place to sleep and feel safe, not violence. People who need food to eat and water, not violence. And those who need counselling and support and not a life within the criminal justice system, and going through the prison pipeline. People are met with violence at the hands of police and end up in jails and prisons where they will experience more violence, dehumanization, and during this pandemic, exposure to covid19 with little or no health intervention. And your view is having armed guards roaming the street and threatening violence. Safety for all. Now is the time clerk the speakers time hashas elapsed. Next speaker, please. Caller hi, supervisor, im julia ferris and im a resident of district 9. I call to urge the board of supervisors to defund sfpd in this years budget and to redirect the funds towards things that truly make communities safe. Public health, housing, Mental Health, housing, transportation, and recreation for communities that have been the most targeted and disproportionately harmed by policing. Supervisors, you have an unprecedented opportunity right now to reimagine what Public Safety for all looks like in San Francisco. And to actively to work to dismantle systems of policing that have been long been rooted in ideas that are antiblack, antiimmigrant and antilatin x, and under racist assumptions about whose safety matters and whose lives matter. We need to truly ask ourselves if we contribute to safety in our society and city and give funds accordingly. Its unacceptable that theres 43 million for sfpd. The time for incremental reform has passed. Clerk thank you for your comment. Next speaker, please. Caller im a resident of district 3. Can you hear me . Clerk yes, we can hear you. Caller oh, hi, i am Lauren Church and im living in district 3, as well as working in San Francisco. Im here to echo and lift up the urgent demand that we have heard from the Community Today and particularly from directly impacted black people and people of color. We demand that you, our elected representatives, defund, disarm and disband sfpd now in this years budget. Funds must be redirected towards housing and reparations for communities that have been most targeted by policing and imprisonment, including black, indigenous and people of color, trans communities and the unhoused. Police dont keep us safe and they harm our communities. We must reimagine what Public Safety looks like for all. We have identified the cuts that you could make right now to defundsfpd. Com. I yield my time. Clerk next speaker, pleas please. Hello . Hello, caller . Caller hi, im ann koch and i live in district 1. We need to defund and disarm and disband sfpd now. And it can only be addressed by completely dismantling the Current System and put in a new way of taking care of our fellow citizens to keep everybody safe. We must reimagine what Public Safety looks like for everybody. Police do not keep us safe. Reform is not the answer. Policing cannot be reformed. I think that putting all of this money into the sfpd and nothing has come out of it but more harassed and killed people in our community. And everyone is supporting their practices of intimidating and torturing and killing people who are already discriminated against, where are your morals . How do you sleep at night . Defund sfpd. I yield my time. Clerk thank you for comments. Next speaker, please. Hello, speaker . Caller hi, hi. Good evening. Thank you for having this hearing. I am malan. And im a resident of district 5. I want to say that black lives matter and the time is now to defund San Francisco police. I want to really draw your attention to gender violence as it relates to defunding. Racial bias and misogyny go handinhand and these biases are endemic to the culture of our Law Enforcement. And in San Francisco victims have repeatedly and publicly decried Law Enforcements incompetence in responding to rape, Sexual Assault and other gender violence. Lawsuits, public hearings, news articles and the department of justice have failed to result in reforms. Sfpd is a total nightmare for our community and 85 of federal funds for Domestic Violence goes to Law Enforcement and the criminal justice system. That money could be used to redistribute it to support survivors. Clerk thank you for the comments. Next speaker, please. Caller hi, my name is freddy. And im a housing organizer at disability action and a native of San Francisco. Im glad that this is being taken seriously now. African americans have been protesting and fighting for this since enslavement began. 150 million is a good first step in reimbursement and repayment. I think a good redirection of police funds would be into housing for all African Americans, and into Community Programs and Decent Health care. That can start to heal and restore our collective and individual voices. Year after year we have seen officer after officer kill unarmed black women and men just for being black. And our cries for justice have gone unheard, unsolved, unpunished and ignored. They have gotten lots of money to kill, maim and oppress us. We need that money, redirect it, back into our African American communities to undo and fix the harm that has been done to us. Clerk thank you for your comments. Next speaker, please. Caller hello, i live in district 5. Theres widespread calls to disarm and disband police. Police reform is not effective against the institutional racism in our system. indiscernible the first step to doing this is to Defund Police and reinvest in our communities and services that treat our citizens and community so they dont become potential criminals. The militarization of police does not enforce justice. You cannot claim to care about communities. And the government should focus on uplifting targeted communities. Comparing the sfpd budget to other cities is not relevant when were trying to address this across america. We have the opportunity to set an example for the rest of the country as a major city by fighting the system that discriminates against oppressed communities and the unhoused. Defund, and disarm and deband the police now. Clerk thank you for your comments. Next speaker, please. Caller i am a sa San Francisco resident in district 8. Defund and disarm and disband sfpd now, in this years budget and give it towards communities most targeted by police, including black, indigenous, people of color and trans communities and unhoused. And they account for 35 of the population, and 30 of people who are killed by police. If black lives matter, lets house black families, not murder them. And 320 million we could house every unhoused person in San Francisco and still have money left for free Public Transit and universal child care and programs to keep us safe. Supervisor mandelman, listen to your constituents like me and disarm and disband sfpd now. I yield the rest of my time. Clerk thank you for your comments. Next speaker, please. Caller hello . Clerk please proceed. Caller hi. My name is alicia and im a resident in district 5. Im a social worker and Pediatric Health care. I have been waiting on this call for hours to add to the demand to disarm and disband and defund the sfpd this year. Its unconscionable that the budget is massive compared to other investments that could increase the wellness of our community such as education, Public Health, Public Transportation and Public Housing, to just name a few. Its unconscionable that we continue to disproportionately fund and arm Police Forces that is never held accountable for the deadly overpolicing of black and other marginalized communities. San francisco likes to believe that it doesnt have a racism issue, that it doesnt have an overpolicing issue. Im a black latino person raised in the southeast and im here to tell you that my experience with racism here in San Francisco clerk thank you for your comment. Next speaker, please. Caller hello, i am calling on behalf of indiscernible who was murdered by sfpd on april 7, 2016. Im also calling on behalf of the family who are spanishspeaking workers who face barriers to participate in this Public Comment call. No less because there was no interpretation available for this crucial meeting. We demand that the board to immediately and significantly to defund sfpd and the racist and violent institution. Transfer the funds from sfpd towards new and alternative Public Health and Public Safety solutions that actually serve the black and brown and poor of this city. In the name of those murdered by sfpd who are disproportionately black and brown and poor, defund sfpd. Thank you. Clerk thank you for your comments. Next speaker, please. Caller hi, i am beth and i live in district 8. Im calling to urge you to defund sfpd and invest in communities most targeted by policing. Including our black, brown and indigenous and trans and unhoused communities. This is the only path forward to truly making our city safer for all of now is the time to invest in housing and health care and transit and Workforce Development programs and child care. Supervisor mandelman referred to his constituents concerns about neighborhood safety. As a district 8 resident i reiterate that policing does not create safety. Its a way of addressing safety concerns, and we pit neighbors against one another indiscernible and we all know that our city cannot be safe while so many neighbors do not have their basic needs met. We must disarm and dismantle sfpd and reinvest in our community. Now is the time to redefine Public Safety to include all of us. Supervisors, now is the time for both action and support of black lives. Your constituents demand it. Thank you. Black lives matter. Clerk thank you for your comments. Next speaker, please. Caller hello, can you hear me . Clerk yes, we can hear you. Caller i am jackson and im a resident in district 1. During the Public Comment i think that the supervisors and sfpd police chief should be required to leave their cameras on and its frustrating that we cant see the reactions or responses to all of these peoples cries for defunding and disbanding sfpd. Sfpd has killed and harmed too many people and we need to invest in social services and support the unhoused populations and black communities and communities of color. This is a moment for radical change and sf pd has to be part of this. We must redirect to schools and services and housing and thats just a start. They uphold White Supremacy and there must be a system to handle issues of social unrest. Police brutality is not the answer. Defund and dismantle sfpd. Thank you. Clerk thank you for your comments. Next speaker, please. Caller hi, i am crystal hadley and i live and work in San Francisco. Like the other 200 callers that are protesting across the city, i call for the city to disarm and disfund sfpd. Theres 294 million in cuts that could be made in year. This is the least you can do to cut the budget this year, but know that we will not rest until theres a full defunding of sfpd. And sfpd is not protecting our citizens. When my brother was arrested for riding a muni bus, and he sad handcuffed on the curb and trying to protect a reaction and they want to pull out their tasers or guns. Police reforms do not work because the police are not about protecting anyone, theyre about protecting their jobs and protecting their power. Sfpd is antiblack, that is not something that you can reform or turn away. Black lives matter and lets protect it. The only way to do that is to get rid of the armed agents that are clerk thank you your comments. Next speaker, please. Caller hello, can you hear me . Clerk yes. Caller good evening, supervisors. I am live in the outer sunset. We must defund and disarm and dismantle sfpd. The board of supervisors, hundreds of us have spent the last six hours to ask questions and to make our comments heard. Before the meeting started you considered cutting our time to one minute, that is fucking bullshit. If you can listen to us, we could speak the two minutes. Its irresponsible to approve of increase in the disproportionate budget. I support the public demand for the defunding of the sfpd in this years budget and to redirect towards housing and reparations for communities. That have been most targeted by imprisonment and including black and brown people of color. I yield my time. Clerk thank you for your comments. Next speaker, please. Caller i live in San Francisco. And i just want to say that theres no good cop in a racist system. Police dont keep us safe. You had mentioned that the police reduce crime. Crime is an invented category. Like it takes more indiscernible and neither of those are considered criminal because theyre not done by poor people or by black people. Also the sfpd crime rate is abysmal. So the ideal version of sfpd is still indiscernible and if you dont throw people in boxes, police indiscernible and hurt black communities by allowing a system defined on society and our world. The cruelty is the point. So defund the police as the first step to abolishing police and the first to abolishing the prisons and defund and allow us to live better lives. Thank you. Clerk thank you for your comments. Next speaker, please. Caller hello, can you hear me . Clerk yes, we can hear you. Caller thank you. Im a resident of district 7 and a mother of two kids in the system. And i want to make two quick points. First is a few people during the meeting, especially supervisor fewer, refers to claiming that sfpd is understaffed. And i want to make sure that she understands that report is based on other equally terrible Police Departments and the only baseline that we should compare ourselves to is the minneapolis Police Department. The second point is that this is not a normal time and indiscernible and to make a nominal cut to sfpd. Voters are watching especially carefully right now because were hearing it in ways that have not been happening recently. When you are not doing things that make a difference to our lives education, health, homelessness, all kinds of other stuff. Theyre so much more important. So please dont make small cuts, make real cuts and reinvest in communities that need it most. So we can all come out of this pandemic healthy. Clerk thank you for your comments. Next speaker, please. Caller hello . Clerk hello. Caller hello. Hi, thank you so much. So can you hear me . Clerk yes. Caller hi. My name is ines beverly and i live in district 7. I think that its clear what the people here want. We are calling to defund, disarm and disband the Police Department. Listening to the entire meeting today, the budget is ridiculous. And we need we need this money going into muni and education. Theres so many things. Theres this money allocated to a gang unit, the biggest gang in San Francisco is the sfpd. So i think that its pretty clear, people have said what im going to say so i allocate the rest of my time. Thank you. Clerk thank you for your comments. Next speaker, please. Caller hi, my name is christine and i represent the San Francisco chan chapter of te aclu and i ask to disarm and defund the sfpd. The brown people are most targeted by policing and incarceration and including black and brown and trans and poor people. And we need to defund the police. And the only way to reduce violence is to reduce Police Presence. And San Francisco spends more on policing, we need that money to go to communitybased programs and for the such. We have a lot to build. indiscernible we have communitiecommunities that haven waiting for support for a long time. This is within our reach. We urge the board to create community investment. Please defund sfpd. Thank you. Clerk thank you for your comments. Next speaker, please. Caller hello. Hello, supervisors. My name is brian and i live in San Francisco district 5 for over a decade. All across the city, the people have spoken. And the entire world has woken up to the bias and danger that police pose. Today i was embarrassed to hear the police chief tout the city of being at the forefront of reform. San francisco needs to set an example for the rest of the country on how to Defund Police and create new departments to better serve the community. This movement is only growing. Change is coming. San francisco should be on the right side of history. The time is now to defund, disarm and disband sfpd. We must reimagine what Public Safety looks like for everyone. Thank you. Clerk thank you for your comments. Next speaker, please . Caller hello, can you hear me . Clerk yes, we can hear you. Caller hi, i am elizabeth and i live in district 8 and i have lived in San Francisco for over 20 years. During that time i have seen a lot of Police Reforms attempted but nothing changes as a result. So im asking like everyone else for you to radically reimagine how we protect and care for people in this city. And im asking to you disarm and disband and defund sfpd in this years budget. I want you to redirect that money for services that will support people instead of brutalizing them. Particularly our black and brown neighbors targeted by sfpd and vastly misrepresented in the citys jails. So i ask all of you, especially supervisor mandelman to listen to your constituents and do the right thing. Thank you. Clerk thank for your comments. Next speaker, please. Hello . Hello, please proceed. Caller the budget affects those in the city and county. But this reflects the contempt for human rights that appears to be inherent part of Law Enforcement, they are accountable to no one as the discussion with the problems during this hearing shows. It seems that the budget of this department reflects the values only of a group of armed authoritarians who are stealing our money and pointing their guns at us in order to keep it. Disarm 100 defund and disband the racist violent contemptfillEd Department. Clerk thank you for your comments. Next speaker, please. Yes, we can hear you. Caller hello, can you hear me . Hi, im a brown youth living in s. F. District 10. And since my time has been cut in half i echo that Police Reform has never worked in sfpd and its ridiculous theyre used veiled reforms as an excuse to ask for more funding and it is ridiculous they should get a 43 million in funding while sfpd is facing cuts. We need to ask ourselves what our priorities are. Police chief just tried to convince us that adults prancing around on horses are more important than educating black and brown youth. And sfpd has shown time and time again that overpolicing black and brown youth is more important to them than their future. We ask for Public Safety for all. We must defund sfpd and reform our communities of color, and race and racism was not mentioned once. Dont fool yourself into thinking that sfpd is changing. Disband sfpd now. Black lives matter. I yield my time. Clerk thank you. Next speaker, please. Caller hi, im phil and a resident of district 4 and i want to say that its laughable that during your pointpoint, chief, you mentioned having the mayors approval, who is early to endorse Mike Bloomberg for mayor and who texted you about the homeless. Strong endorsement, chief. So im calling to demand that you and the city and we all disarm and defund sfpd. I dont even understand how were talking about this now when 40 muni lines have been cut. It targets black, brown and poor and queer people. And that cannot be reformed. We must Defund Police because black lives matter, black trans life matters and if there were any good cops they would have resigned a while ago. Thank you. I yield my time. Clerk thank you. Next speaker, please. Caller hello, can you hear me . Clerk yes, we can hear yo you. Caller i am nina parks. Speaking right now currently as a Community Member and as an activist working to strengthen the communitys damage. Further data and in the equity report we have proof of disproportionate policing and the effects of red lining. Its in the report and thats how we created the program in San Francisco because we know that theres disparities and we have data. So that being said, we do need to protect and be guardians of that, of knowing this. So i support everything that everybody is saying, defund the police, redirect funds into Virtual Health care that you guy are all working on, right. And implement i mean, you guys have a Community Policing order and after you put that in place we saw the most egregious evers and they were clerk thank you for your comments. Next speaker, please. Next speaker. Caller hi, can you hear me . Clerk yes, we can hear you. Caller hi, i live in district 5 and im an immigrant. I encourage everyone waiting on this call to first ask their supervisors to check in at any time during the call. Supervisor, are you still there in say yes at any time during my time. I have not heard a call for anything to disband the sfpd and im demanding the same. I will have tear as a Domestic Violence counsellor here. 40 of Police Officer families experience Domestic Violence because police are violent. The world looks at San Francisco as an example of a progressive city of action and solutions. You have the power to do the right thing and to be on the right side of history. Your decision is beyond you and the city because the impact is nationwide. I hope that you understand the weight of that. Set an example for the world. San francisco can do this. Defund the sfpd and stop their terrorization of black and indigenous, and people of color. And feel our communities. I yield my time. Clerk thank you for your comment. Madam clerk, how many people are in the queue . Clerk yes, madam chair, i believe that there are approximately 116. Commissioner fewer okay, thank you, madam clerk. Clerk youre welcome. Next speaker, please. Caller yes, hello, can you hear me . Clerk yes, we can hear you. Caller hi, i am david chen and im a resident in district 8. Particularly to supervisor mandelman and to all of the supervisors, i think that the will of the people has been made exceedingly clear at this point. We want the sfpd to be defunded significantly this year, in this budget. So, again, to supervisor mandelman and any other supervisors who support the sfpds request for an increased budget to over 700 million, that is a slap in the face to your constituents. It is your job to carry out the will of your constituents and if you fail to do so we will vote you out of office. Defund the sfpd now. I yield my time. Clerk thank you for your comments. Next speaker, please. Caller hi, my name is mel and i live in district 7. Our city spends more on sfpd than the department of children, youth and families, the environment, Homelessness Services and Human Rights Commission and the Public Defenders Office combined. We must invest in care, not cost. I demand justice for alex and the others murdered by sfpd. And i demand that you disarm and defund and disband sfpd this year. Shame on the board of supervisors for not showing their faces, for your constituents its disrespectful and cowardly. And shame on chief scott for calling the murder of george floyd an incident. Black lives matter. Clerk thank you for your comment. Next speaker, please. Caller hi, can you hear me . Clerk yes, we can hear yo you. Wells the intense trauma at the hands of the police. I watch those cops enter our programme and escalated our clients who were in Mental Health crisis and and i also witness our social services as our budgeted about cut leaving highly trained professionals without compensation and they are given from Mental Health budget cuts versus what i heard today with the pd budget cuts. Given this, im shocked to learn how enormous the sfpd budget is at the expense of all these essential services and it shows this is a issue. Not speaker time has concluded. Thank you for your comments. Next speaker, please. Hello. My name is a resident of San Francisco. You are disrespectful for hiding behind this ridiculous. You are cowards. Just in case you didnt know the public caring is meant to the public can be heard. It has been four years since they died since a hunger protest. Absolutely nothing has been done about t im sorry we did deal with six out of the 54 reforms so i guess its something, right. It disgusted me that all of you think what is best for the great city of San Francisco is to have a domestic military and if you think calling the sfpd is a domestic military, he was shot 48 times by the sfpd and alex lived in San Francisco his whole life and had no police records. Apparently just the color of his skin is enough for the police to spray 50 bullets in his direction. Defund, disarm, disband the sfpd remove from their budget if not completely abolish. Thank you for your comments. Next speaker, please. Can you hear me . Good evening, supervisors. My name is janet and i live in district 11. I, along with hundreds of others on this call demand the defunding of sfpd and ask it be roredistricted for communities that have been targeted by policing and inprisonment with communities, indigenous communities, people of color in the city, trans communities and the unhoused. Decades of attempts to reform sfpd have failed. Officers point their guns 2. 4 times everyday and only 14 of those 868 times are in defense of self or others. Thank you for your comments. Next speaker, please. Hello, its ma maxiene. I work as a prostitute for 30 plus years and i live in district 6. Im calling into owe polls any increase in the polices budget. I support defunding the police. You know the San Francisco task force on prosecution recommended in 1996 that the police stop enforcing the prostitution law and the money they spend on arresting people which is an average of 300 a year. Be reallocated into the social safety net so i need supervisors to start listen to go the people and enforcing the will of the people. Thank you for taking my call. Thank you for your comments. Next speaker, please. Hi, excuse me. Hi, thank you to the council members. Im calling into say that the underlining problem is the military industrial comment plex and that arm of the police and o do so in the process. If you dont believe me, think about how police are so powerful while other unions are busted up by corporations so, the culture is imported at the iraq water and its unjust and that that are bringing home so, yeah, we need to Work Together so thank you to all the callers and black lives matter. Thank you. Thank you for your comments. Next speaker, please. Im out here in San Francisco and i think and i like to shout out for all residents for waiting for six hours out here. Im here, just like the other hundreds of speakers asking this arm defund and demilitarize the San Francisco Police Department now. Its ridiculous that you are asking to increase the budget during the time of a pandemic while the schools are being put in half. Theres no need to increase Law Enforcement to enforce masks its unnecessary and its disgusting that you found a need for that. You are all spineless and i give my time. Next speaker, please. Hello. Yes, we can hear you. Can you hear me . My name is marry ole and i live in district 4 and i work in organization for people with disabilities and i fight for the lives i work with. Police do not know how to deescalate and make us feel safe. We talk about reallocating money but what will it do if police are hurting black, brown and trans communities. You need to dismantle the police. Reallocate all the money into education, publichealth, housing, community and reparations. Schools are facing budget cuts and organizations such as mine who work with marginalized communities are facing millions in cuts jeopardizing the services. The city and state should advocate for communities by putting money into services that aid in the community. Instead of putting more money for reform put it in places that are doing their part in the community and know their community. Reforms do not work and defund the police immediately. I yield my time. Thank you for your comments. Next speaker, please. Hello, caller. Hello. Yes, welcome. Hello, supervisors. My name is cam and im a resident and chief scott i dont know if you are still here but, in your presentation you said that San Francisco is leading the nation in Police Reform and Police Reform is not enough and thank you supervisor preston for your words that echo it. Also i have witnesses the sfpd officers treat our unhoused neighbors, despite what you said about police being trained to provide services, supervisor mandelman, too many Police Officers are uni equipped to provide support and black lives matter defund the police. Hi, my name is yes, speaker. [ speaking spanish ] mr. Clerk, is there spanish translation available . Yes, i have a summary. Thank you, very much. Yes, i live in you cut out there. Can you please repeat yourself. Oh, sure. I have been living in San Francisco since 1994. I live in district 5. Its unthinkable for me to Police Department on social services. I think that we need to do something about this and the supervisors need to listen to the people and we look at the budget to social services instead of the police. Thank you. Thank you. Next speaker, please. Hi, my name is marie. Im a social work student d5 residents and our Police Department is not keeping our community safe. Reform is not an option. We need to defund sfpd. We spend more on sfpd than homeless services, courts, libraries, Workforce Development and these are programs that actually serve our community. Reimagining Public Safety would end reliance on police. And the poa black lives matter, thank you. Next speaker, please. Hello. Yes, my name is mall cue clint and i live to district three. Reducing Public Comment to one minute for person is unacceptable. Beyond that i am here as another voice to call for defunding the San Francisco Police Department. A couple of points, first on reform its all well and good as the Police Department has decided to point their guns in sit sense life. They still function to project the interest of the wealthy and to harass those who are not well off. One specifics example is homeless. Providing more funding to police so they dont kill anyone while harassing the powerless and this is the point. To go to publichealth, housing, and reparations for communities that have been most targeted including black, indigenous, people of color, trans communities and the unhoused. Second, the fact there are 6. 6 million worth of patrols in Public Housing is unacceptable. Thirdly, on the airport, for the city to expand expenditure from the general fund by moving airport Police Officers into the city goes directly against the calls were making today. They result in less money from the general fund going to the Necessary Services and more money to the police. Hi, my name is inaudible . Can you hear me. Yes, we can. Thank you. My name is caro line smith and im a resident of district nine and im calling to ask that San Francisco is defunded and the fact it received as much money as it is is completely ridiculous and the fact that the average officer received 188,000 a year is insane. They dont need that money. It should be reallocated to fund our schools, Public Transit and there are so many better uses. With the Current Services the Police Perform should be reallocated across social services and i ask that you defund sfpd. Thank you, i yield my time. Thank you for your comments. Next speaker, please. Hi there, my name is claudia and i live in San Francisco district nine and like others im concerned it focuses on reform whether its doubling on on Police Training or shifting airport responsibilities from the police to the sheriff and theres Significant Research pointing to these types of reforms are not effective for realizing the transformational change that we are all in the streets dough mending, specifically defunding the police in this years budget demilitarizing our communities and investing in schools and community selfgovernance, Mental Health services, housing, the list goes on and in the future, push these conversations to be about transformative change and i really appreciate how supervisor preston framed it and we need to reimagine what Public Safety means to us and how to get there. Thank you for your time and i yield your time. Thank you for your comments. Next speaker, please. Hi, i live and i work in San Francisco. I would have to say the public stance on the consistent and violent dysfunction of sfpd is clear and we want sfpd dough funded. Its a complete insult the Budget Allocation provides additional funding to sfpd and its more disturbing that the proposal is presented alongside cuts to our most Important Community ser visions such as education and housing assistance. The Police Department will never be the correct department and has general Public Safety and it values property over people. Additionally, years of Police Propaganda began da attract violence cowards who join the police force solely to assert power over there peers. The public could be anymore clear on our stance. San francisco has the opportunity to lead true reform and not just within the Police Institution but within our entire community. Please consider if you want to be part of the future or part of the past. Thank you for your comments. Before i call the next speaker, your participation is important to us. Current li there are 135 listens and 85 are in the cue. Please be added to the cue. For those already on hold. Please continue to wait until the system indicates that you have been unmuted and you may begin your comments then. Next caller, please. Obviously its always caller. Hello caller, are you there . Hello, is it my turn . Hi my name is amelia and i live and work in San Francisco. Im a educate error seven years and im demanding we defund, disarm and disband the sfpd now and redistrict towards publichealth, education, housing and reparations for communities that have been targeted by policing. Calls are for violence crimes and decades of reform have not worked and black communities are harmed by sfpd. Police harm our communities. Ive seen the damage policing and schools has done at my majority School Admissions and get police out of schools and off our streets. Why should sfpd get a 43 milliondollar increase while schools face 36 million in budget cuts. What does this say about our values and imagine if we invested inhousing, transit, education and childcare instead. We must reimagine the Public Safety looks like. Were not asking for chaos but Public Safety for all and we must defund and refund our communities. Thank you. Thank you for your comments. Next speaker, please. Thank you for taking my call. I just want to echo what everybody is saying that we should be defunding, defarming and debanding the spfd. Its crazy in this environment were having this discussion and it seems obvious if we coin vest in schools and housing and education and Public Safety it would help protect safety until the city more and im a resident of district 8 in the city and i just think that if folks are being driven by something that is about fear for their own selves, like, take a step back and think about how much safety you are really getting from a police board that is arresting black and brown folks at such a higher rate. I just think, you know, a lot of other people have talked about cuts and i just hope that individual supervisors that you all can think personally about whether this is being driven by your own fear of a reality that wont exist if due have the police, well still be safe walking down the streets. If we have social workers rather than police arresting people, we mighmight be able to help folks. Take a moment and think about how thank you for your comments. Next speaker, please. Hello, caller. Caller, are you there . Maybe next speaker, please. Yes, madam chair. Next caller, please. Hi there, i am a resident of San Francisco and the advocacy lead at the Saint Anthony foundation. I stand in solidarity with all those fighting for justice and that strongly support moving police funds to invest in our communities and especially the lgbtq plus communities and other communities of color. The message of the public is abundantly clear. We must address the least problems from a place of radical compassion and publichealth and that humanizes and seeks to address police be and deepens trauma. Now is the time to actualize our demands and reimagine what a Safe Community truly is and not one status quo of police but rich in social connections and resources that enable human fleur issuing and black lives do matter. We need Affordable Housing, goodpaying jobs and building ecological help in that climate change. Lets prioritize justice and prosperity not violence. Stu so much. Thank you for your comments. Next speaker, please. At the, my name is tommy and im a teacher and resident of district 9. We must defund and abolish the sfpd police. Our Community Needs housing and food not hefty salaries with insufficient training requirements. Our Community Needs justice, not system at ikely racism increasingly militant institution and we need justice and an opportunity for our community. Please save lives and defund and abolish the sfpd. Use that budget to cover tour rent. I controlled my time. Next speaker, please. My name is kobe and a im resident of the Commission Community organizer with the Sunrise Movement and for justice im calling to demand we defund inaudible . The numbers have been and im just going to inaudible . I dont know if theyve black people make up 5 of our citys population and 30 of our Homeless Population and 50 of our jail population. Every year, walking innocent people of color are targeted by police. Are you hearing those numbers . Are you ok with that . Are you ok with that . I dont know how anyone can be proud to live in this city and this is our racist reality. Its shameful. Yall are ready to cut 40 muni lines. The whole world is watching. Which side are you on . Defund sfpd and black lives matter, disarm, disband and defund the police. Thank you, i yield my time. Thank you for your comments. Next speaker, please. Hi, can you hear me . Yes, we can, im a black resident of district 4 living in the outer sunset. Im calling you to urge you to defund, disarm and disband sfpd. There are low income children in San Francisco that are on a wait list for childcare. Over 500 of these children are black. We must completely defund and invest in our communities. Black lives matter mean nothing if you refuse to make the real change necessary to keep my community safe. I have heard you all mention george employed yet you refuse to get rid of the system that lead to his death and is that the message of a system that has slave patrol when you cannot dis fund and disband the police and the police is the only way and you are telling me, and black people that your safety is rooted in my oppression. We will not stand for that anymore. Thank you for your comments. Next speaker, please. Hello, i am a receipt residef district 11 and this is land originally yalomo before all of us took it over and so i just want to say i work at two public colleges and everybody is nailing it on black lives matter so i want to remind you, under friendlies, you work for us. The first line of your mission says you respond to the needs of the people of San Francisco so you better respond to us. Thank you for your comments. Next speaker, please. My name is wyatt and these reforms are thats a fully institutional problem and sfpd stops a division with open hearings and 1979 and it was known then the sfpd has bias against blas, hispanic, queer and unhoused people. Every decade since you can see the sfpd will have a new list of priorities of Community Relations based reforms to target these biases, it happened really consistently. 10 years after that on police the sfpd announced a new community Police Officer program in order to better serve communities of color and the Police Commission stated changes will take seven to 10 years of leadership commitment in 199 they announced reforms to Better Service communities and we have these problems. Why should we trust the sfpd with our taxpayer money. If you cannot see reforms are not Strong Enough actions you are choosing to be blind on this issue. Sfpd has a long way to go and black lives matter. Thank you for your comments. Next speaker, please. Can you hear me . Yes we k. Please, begin. My name is anthony and i live in district 8 and we need to defund sfpd now. I am sick about the sfpd to the sheriff and just because they have a different name does not make them any different than what they are. The presentations in this afternoons hearing are concerning. Reform is not what were asking for. Sfpd tried and failed and were asking to defund sfpd now and when i saw the presentation the increase of police costs i felt my soul leave my body. Those increases were for reforms and this is by reforms are not what were asking for, its beyond reform and we dont want to they go anymore money to sfpd its in a time when the City Departments need money because of covid were asking where is that money coming from . Get that money from sfpd and lets reimagine Public Safety and defund sfpd and refund our communities and do it now. Black lives matter. Thank you. Thank you for your comments, next speaker, please. Hi, can you hear me . Yes we can,. Hello. Hello there, my name is alexis and i live in district 11. Im calling for the immediate abolishment of the sfpd and to relocate the local communities funds. In particular, trans and queer drag artists. Last, as a Health Process that spending money on our wig is a more responsible use of taxpayer money than policing. Not preventing crime and killing black lives in the process. Black lives matter, i yield my time. Before i call the next speaker, just updating everyone there are 126 listens and 82 in the queue so we appreciate your patients and thank you for sticking with us. Next caller, please. Reforms do not work. Five out of five officers who sat mar row woods had undergone crisis intervention training and the reforms have failed. In the Fourth Quarter of 2019, 76 of all uses of force by sfpd were against people of color. More money does not lead to Public Safety. Sfpd is anti black. This is not something to reform a long way and black lives matter and must be protected. Its your job and our representative to support the new reality that San Francisco no longer see policing as solution to our citys problems. Supervisor fewer, this. The leg is bruised and it hurts, you dont look at the color of the bruce and beat it to heal it. The racism and harm done by the Police Department is similar to that beating. Theres an action issue our community we need the investment from sfpd and we are allocating those resources to housing, education, publichealth and other services services. The citys budget is the peoples budget and the Public Comments before me the people have spoken and defund the sfpd and black lives matter and refund our communities. Thank you committee members, you are elected as representatives of the people and heed to the calls of the people you represent and embrace that word through your tactics and reimagining what Public Safety looks like. Thank you for your comments. Next speaker, please. I think the l you hear the pain and understand the very human desire that we are asking for and no other position when you murder someone you just get the city to pay for it and i think we demand better and the only way to do that is because well defund the place and black lives matter and i yield the rest of my evening, my time. Next speaker, please. Hello, my name is jason. Can you hear me . I live in the Mission District and like so many others, i came to ask my leaders to defund the police and instead they have a budge wet no money for schools, publichealth or housing the homeless and the cops get a raise. As if you dont see what is going on . As if you havent heard, clearly, from hundreds of people this evening and from thousands of people in the streets for the last month what we want. As if you are not elected officials. This is the budget you come back with . Absolutely unacceptable. Back to the drawing board. Money away from the cops and back to the community and you either get with the program or you are in the way, i yield my time, f12. Thank you for your comments. Next speaker, please. Hello. Hello caller. Can you hear me . Yes, we can. First of all, its a little rude you are not pretending to be paying attention by turning on your cameras like the lapd and we know mayor bred will have a proposal that will be taken up by you guys. We ask you not policen to your bias and the supervisor mandelman but listen to your community because this is our tax money and we deserve a say in how its spent. The budget was cut so we want a cut of that as we have identified 36 line item cuts that can face 295 million and anything else. You guessed it. Its 2. 2 million you spent on horses and if anyone is wondering we bring 0. 6 million a year and i would yield my time. My name is mary and im resident of district and homeless emergency providers association. They echo the calls to defund the sfpd and redistrict the resources to communities of color and organizations led by people of color who have been targeted by police and the complaintdriven culture that prioritizes removal of resolution over people and our rights. We need to talk about racism instead of reform and how we can deploy public funding to counteract inequality and poverty and racism. We can house and support them all and we redefine and resource publichealth and housing. Thank you. Thank you for your comments. Next speaker, please. Hi, can you hear me . Yes, we k. Please begin. Well, thank you. Im definitely g not going to repeat what people are saying and its clear i really hope you are all listening and i do want to invite you and the basis system and america is still on and i believe that you do have to practice when you face real crimes everyday and what if instead of asking police to cure homelessness, Mental Health being traffic accidents, airport safety and what if we invested in essential unprofessionals service thats specialize those in instead. I cannot accept your system and what it stands for if you still cant see the sense of killing, race sis and to the local organizers and that when we lowered the sfpd budget yall take that money away from the programs that we have been set fourth as a car ot in your car ot and stick game in your own officers know you make the cuts and you talk about want to go gain before we get them. That is garbage. 1,971 officers to meet this is the number of officers you need you asked callers to remain civil. What is civil will murdering and targeting black, Indigenous People of color. What is civil about budget cuts to education, layoffs of teachers and lack of supporting unhoused people. The possibility of 40 out of 68 muni lines being cut permanently and the most vulnerable and citizens and the Police Force Budget is increasing by 34 million. They do not prevent crime, they harass communities of color and police and our unions are bully and San Francisco is a progressive city but a louse this disgusting to exist and im calling to abolish and not just cut from the budget. You work for us, the citizens of San Francisco. You do not care about our priorities and demand and sf deserves better. My students deserve better. All black lives matter, fuck you guys. Before i call the next caller, we seem could be getting a trend of some colorful language. Please, keep your comments appropriate. Thank you. Next caller, please. My name is alex and im a member of the socialist caucus of the sfdsa and i live in district 6. Im calling to defund, disarm and dis end and from public and to reform the sfpd have failed because you cant fix a racist and violent institution. Black san franciscans make up only 5 of the citys population and black people account for almost 40 and yet black people account from 40 of all police searches. The sfpd is antiblack and its something you can reform or train away. Black lives matter and must be protected. Its expensive and defunding the sfpd is free. Its 736 million budget comes to the expense of social housing and social services. Resources that create real Public Safety for all. Our budget reflects our values. Invest in our youth and providing black and indigenous communities is more important than paying Police Officers to harass us. Thank you for your comments. Next speaker, please. This moment has created when i see a 700 milliondollar budget proposal, you ignore momentum and making marginalized for justice and services that have a loose. We know reform doesnt work. You want to build trust with the community but that is cannot happen with the system. Police should be guardians and not warriors and the police have always been guardians of wealthy white people and their property. I seen the way you harass unhoused folks who are people of color. We need new systems that project everybody, not just privileged. And health and communities that have been most targeted by policing and including black, indigenous and people of color and sfpd and we must reimagine the Public Safety thank you for your comments. Next speaker, please . Hello, caller. Yeah, this is David Elliott louis, waiting a long time for my minute. Ive been a longtime member of the Police Department crisis intervention and working group and im not here to call for defunding the police but i am here to call for shifting calls and its a Mental Health and homelessness the police should not be involved. We need to create an alternative way to respond to these calls that dont involve Public Safety but do involve social work. The police should not be doing social work. Community Response Team or a system to Transportation Services on demand and while its needed on the street and that could help reduce the Police Budget and take police out of social work which again they shouldnt be doing and actually most police that i spoken to support this program. Thank you. Thank you for your comments. Next speaker, please. Hello, im, im marion and im a resident and voter in district 9. Im supposed to be talking to ronen. Im calling to dease fund in this years budget and redistrict it for black Indigenous People of color and black people are under resource and staff and its no accident. Police in the United States are a racist institution and the fact that the Police Commission suggests that putting up black lives matter is infewer indicating of what the reforms would be. Superficial and enabling the violence. In the Fourth Quarter of 2019, 76 of all uses of force were against people of color. And 2019, sf Police Officers play their guns at residents 2. 4 times everyday. Allowing sfpd to exist is violence and cutting essential resources like education, transit and housing is violence. And anything short of defunding sfmd and reinvesting into our communities will continue killing the people of the city. Thank you for your comments. Next speaker, please. Hello, my name is marianne and i live in district five. I believe its unacceptable that budget cuts put public transport are being made and this results in permanent closure of bus routes, depriving transports to their jobs and schools and defunding Public Services and education ta proves that city officials are not investing in the people. Theyre promoting systemic racism and over policing of property and unnecessary force and goes against the notion of Public Safety and unless by Public Safety, you mean the prioritizing of property and this is protection and sf needs to invest in social services to exemplifies real inclusion and uphold sanctuary which is what our community represents and expanding Police Budget and not only wasteful but immoral. We must invest in and demand housing for Homeless People and social services. Thank you for your comments. I grew up in oakland and San Francisco so they campaign on the idea of progressivism without doing anything progressive. My friends have been gentrified out of the fill more and targeted by sfpd and have Family Members who are still incarcerated at risk of death due to covid in san quinton. Outside of the bay area the city has a reputation as a city that is hateful. You have the power to change this and now is the time. The sfpd say golden egg for you, defund asking a solution to the budget shortfall. Take the horses off the payroll. Why would the sfpd get 43 million increase while schools face a 26 milliondollar cut. We hold nonprofit in city health and housing agencies accountable to their line items to allow sfpd to say why have the exact number of that during a budget meeting. Everyone calling in has more information on the Police Budget that came out of this meeting. Thank you for your comments. Next speaker, please. Hello, caller. Hi, i have throw thing threeo say. You guys are just shit. You are awesome. Thank you so much for calling in. And secondly id like to address the supervisors. Were all awake right now and were watching you. He need to understand if you do not defund the police we will vote you out. Thirdly, ive been on the line for hours and im so grateful to have a chance to speak. Thank you to everyone else. Thank you for your comments. Next speaker, please. Hello caller. Hi, my name is kaitlyn and i live in San Francisco and im taking the call to echo so many other and well continue to say that it is past time to defund sfpd and they need to do it this year and putting into the things the San Francisco community clearly values and i will also say it is a slap in the face that the life side of the city and for those of us who cant afford you ser facing a serious crisis due to lack of funds that millions of being spent on a Police Department that criminal allieses, murders and imprisons our Community Members. We are demanding to defund and abolish the sfpd because it does not work in this city or elsewhere. We know the problem is theres an over arching violent culture and inthe Police Departments across the country and including sfpd based on their racist history, the techniques and increased militarization. There are a lot of people doing the work in the city and are telling you what thank you for your comments. Next speaker, please. Hi, im a student of city college San Francisco and resident of district 10. As a person of color, ive never felt safe around the police. Its interesting because i didnt understand why until i learned about the historical roots of institution. We cant pretend it doesnt contain the sanctions violence on black, brown, trance and Indigenous People. It cant ignore it criminalizes the poor and it drains our resources. Imagine if it was going to combined. Please, a polish the police and reinvest in our community. Thank you. Thank you for your comments. Next speaker, please. Hello, caller. Hi. My name is charlie and living in district six and im calling in demand inaudible . I dont understand what defunding the police meant but inaudible and i believe this is the best move for the city. And education and the publichealth. Set the stage and show them what the city is all about police. Police help us out. Thank you and i appreciate it. Thank you for your comments. Next speaker, please. Hi. Hello. My name camille and im a resident of sf district nine and im calling on the city to defund and disband the police with a 1. 7 billion deficit its both immoral and logical to continue to increase the Police Budget by 43 million in what our Community Needs is safety Via Community care and restorative service and what echo the sentiments and i want to provide additional scrutiny around specificlow hanging obvious cuts and some Budget Research conducted by the defund sfpd now coalition. First, we should eliminate officers this cost money per year with 40 officers and the police are creating a culture of criminalization and this is happening targeting people of color in our very own homes. We should reduce staffing by 48 million a year reducing Airport Police Division Staffing to 2,018 levels and an additional 50 . Thank you for your comments. Next speaker, please. Hell oh my name is and im an immigration attorney and i live that district three and im calling to ask supervisors to defund disarm and dis pandemic the budget and redistrict its towards publichealth housing and rep ration for communities that have been targeted by police and people of coloring and can we imagine what Public Safety all looks like and the attempt to reform sfpd has failed and i know its scary to try something new and to do something that hasnt been done before in this city or this state but sf has been a leader for progressive ideals and social reforms and its been a first social justice for police take a leap and do the right thing and defund the police, i yield the rest of my time. Thank you for your comments. Next speaker, please. My name is elise and im a Healthcare Worker and in San Francisco and living in district one and it has been decades of failed attempt to reform sfbd and im calling to defund sfpd for this years budget and it should be districted to public heath housing and education and the communities for decades and theyre various racist has to end and black San Franciscos make up 5 of the citys population and they account for 35 of our Homeless Population and 54 of our jail population and these facts are not new and the city is continuing to drive out and hurt people of color and lgbtq communities and our unhoused population. We have a chance to make San Francisco the open and progressive city it claims to be. Im asking for Public Safety for all by defunding sfpd and refunding our communities. Thank you. Thank you for your comments next speaker, please. Hello, can you hear me. Yes, we can, please begin. Hi, my name is lisa and i will eye resident of district 11 and im a social worker. Ill calling to ask you redistrict funds to our community. In my seven years working with social workers with San Franciscos unified School District, ive been assigned for over 1,300 students with their families without overtime pay. Over this time, i have never witnessed police help those children and no other families members. People serving our teachers, para educators, survivor advocates and Grassroots Community based and Police Police cause harm and i have not yet seem them provide support to my students and i have seen them harm and the Police Impact in the Elementary School was two years ago and when the police shot and young Family Member of five of my students. This what the police provide. Deep trauma to the next generation. Why should violent sfpd get an increase while our schools are facing 26 million in cuts. Every dollar given to the police is a resource from our children. Thank you for your comments. Next speaker, please. Hi, can you hear me. Yes, we can. Hello . My name is alexis and this is in district six. For over 10 years, im just inaudible in this city and if you do you should know what we need. We need Affordable Housing, education, we need Public Transportation and healthcare. So, lets keep those funds away from the police who frankly all ive seen do in the 15 years i go here is harass unhoused people and direct them into the youth that will actually help the most marginalized in our communities and in help their city. I hope you do the right thing. I think you guys know what to do so well be watching. Thank you and i yield my time. Thank you for your comments. Next speaker, please. And theres a power house new ideas for the rest of the world and that includes this radical idea to defund the police. I believe in San Francisco. The very philosophy of San Francisco has a city is one of change and it can be now with the Police Department. Lets defund the police and move to Mental Health, housing and bring up our communities not put them down. Reforms havent worked and we dont want to reform a racist system. We want to remove a racist system lets move the funds to education healthcare for informed and happy citizens. Were not asking for chaos and we must defund the sfpd and refund our communities. Black lives matters, thank you very much. Thank you for your comments. Next speaker, please. Hell oh i am a resident and work in district 3. Im in favor of defunding the police and i would also like to add that a week ago, i was harassed by a officer and i approached the coffee shop i noticed him harassing a black man just sitting down outside. He told him to quote go home and the man did because he was threatened. Then he followed me into a coffee shop avoiding social distancing six feet. I asked him to stay six feet away and he verbally harassed me, calling me a racist, and saying he was a christian. When i pulled the phone out to record t. He called me a racist. So i got his badge number and walked out. As i walked across the street and he crossed the street avoiding me, he yelled, you are a racist, im christian, work on your racism. I just saw him again two days ago sitting outside so i crossed the street terrified. This is an example of why cops dont need. Thank you for your comments. Next speaker. Please. Hell oh caller. Maybe we should move on, mr. Clerk, to the next speaker. Yes, madam chair. Next speaker, please. One moment, please. One moment, madam chair. Im having some trouble. Can you please make an nounsmennounsannouncement. Yes, madam chair. To those that are still on the line, please excuse our technical difficulties. We realize that it is a latenight and thank you for your your patients. At the top of the hour we have 67 callers still waiting to speak. Again we a apologize for the technical difficulties, please, stand by. Is this something that can be remedies or fixed . We believe so. Please let me know if we need to call a recess in order to fix this. Well do, madam chair. Hello, caller. Across the city you disarm, disband, defund the police fully in this years budget. The time is now and we must invest in community support. I represent undocumented immigrants and i see how the police and i use clients have been charged with racist crimes and and this is not a conversation about reform and anti bias training and new policies regarding use of force and we invested more resources in the Police Budget without any verified results. The sfpd and and cuts taken throughout the Response Network with Community Members reports of attention a deep lack of medical and Housing Support to the covid pandemic and this is all and and education and in San Francisco were investing in their incarceration. They make up 5 of San Francisco population and 64 of the jail population. Im a vote ner district nine of San Francisco. I would like to say i hate how r treating it like this is something yo you you have to en. Im here to disband the sfpd. We dont need violence and thats all the police is good for. I dont give a fuck about your jobs. If you need a job in a home take a black or brown person and have your labor exacted for free. We need a and we dont need them and i yield my time. Next speaker, please. Im just calling to let you know this is more than just about defunding the police and sfpd has a long history of being racist and killing people and being murdered on the streets so its more about defunding and its about abolish them so and pleaded with you over and over again. Fund the police and the next step is to abolish them completely. How do you inaudible . Defund the police and no justice and no and fuck you with censorship. Were here to abolish the police and defund the police. I am deeply saddened that they cant see the police for actually hearing and i would like to say that everybody has done incredible. My name is deanne and i live in district 5. This is a collective officer and we can defund and ive seen other boards uphold budgets because it was the easier thing to do and they didnt want to go back to the drawing board but do the work and respect our demands and invoke change and there are better and more Effective Solutions that are out there other than the police and around 95 of sfpd calls are about publichealth and complaints we should not row lion ill equipped and Police Officers who threaten and incite violence to handle this session and theyre trained social workers who are qualified and unarmed to hand over the policy instead and the actionable item you can test the people of sf and up lift marginalized and to defund the sfpd, prioritize publichealth, Mental Health and educational and inaudible . Please make change. Thank you. Thank you for your comments. Next speaker, please. Yes, we hear you. Hello. Ill just call eye demand the defunding and the aberration of the Police Department. This is outrageous to me considering not less than 5 of sfpd Service Calls are in response of Violent Crimes. The other 95 of calls that can be addressed by Community Supports that arent police. The sfpd budget is way too huge and its a reflection of our values. They dont deserve a modern the race. We are black, brown, trans and unhoused neighbors deserve better and we must defund sfpd now and the community. We have resources and criminalize, harm and punish. We need a solution that center the wealthy involved San Francisco. Defund and abolish sfpd. Thank you. Thank you for your comments. Next speaker, please. Good evening, supervisors, my name is Larissa Meyer and im a Postal Service researcher and i live and work in district 10. Ill calling to remind us all the Mental Health disorders are a publichealth and not a criminal justice how. Others much, the rational response is particularize youth and possession of current illicit drugs and increase access to Harm Reduction and treatment services, in San Francisco nation wide, black people and people of color have been disproportionately harmed by the war on drugs. Drug policing has no future. Reallocating Police Funding to strengthen our communities is the future. We must invest inhousing and education, that connect people to nature and to each other to reimagine compassionately what Public Safety for all it looks like. Thank you for listening and for considering to defund is the fpd in this years budget. People of the city are hurting and low income people of San Francisco and the city is to invest in our communities and especially the hardest hit by this pandemic and this inequality in our city. And if you think it make substantial cuts to sfpd because money is needed to implement reforms is perpetuates the problems and sfpd cannot be re formed and the budget should be cut to the door over 50 at least and the safe funds should be invested in our communities and this means more than programs to defund and we need a new Public Safety the question is the board listen to the people or move message the pla. The pla thank you for your comments. Next speaker please. Can you hear me. Yes, we can. Please begin. Hi, my name is i live and work in San Francisco. Sorry i was, running. Im also a proud member and i work at a bar in the tenderloin where i see firsthand how police do not keep people safe. Ive seen sfpd harass, and trance people of the streets and they target black and brown people and the lgbtq community. Wife seen sfpd laugh unhoused people to their faces, they do not operate with kindness and theyre dangerous. The hundreds of comments tonight have made it clear what sf has been we demand that you defund and abolish sfpd and it Means Nothing to say black lives matter and the actions of our elected official and the budget of our city don reflect that statement. Take the millions they are using and terrorizing our community with and reallocate and its unto terrorize police. Thank you for your job, thank you. Thank you for your comments. Next speaker, please. Hello. Hi, we hear you. Sorry. Hi, im one of the organizers or coordinators of no justice no peace and im a resident of district 6. As a San Francisco native and student of sfusd schooling im calling on my City Government to defund and abolish sfpd and they are and Violent Crimes and please give operations to black communities and in our city by funding Public Programs that unlike sfpd do not criminalize survival but encourage it. Please check out sfpd. Now for more. Thank you. Thank you for your comments. Next speaker, please. Hello, my name is mur yall and im an organizer with the Sunrise Movement bay area and i live in district 8. Just down the street from where the fresco 5 held their Hunger Strike in 2016. To all the supervisors especially rah yal rafael mand, reject this budget and defund the sfpd and reinvest this money in Non Violent Community services and especially when were facing budget cuts or shortages of essential Services Like education, housing and Public Transit and the proposed cuts to muni lines and its offensive and ab occurred to consider increasing the Police Budget. Its well documents that Police Reforms regardless of Good Intention do not work and to pass this budget would be an act of racism. By contrast, if you reject this budget and instead spend the money on housing Green Infrastructure and investment in reparations in black and brown communities, you would be part of this visionary moment in American History where we start to reimagine what our communities look like, invest in Strong Communities and thank you for your comments. Next speaker, pleasement. Good evening. My name is sarah and i live in the mission and please amend the charter and get away from San Francisco pd and invest in the communities of San Francisco with communitybaits health and Safety Initiatives and Affordable Housing production. Work alongside the bay area associations government to solve homelessness and housing crisis this decade and instead of kicking that ball down the field. Integrate vulnerable communities and into high opportunities, white lines and neighborhoods like forest hill, with affordable, high density multi Family Housing and shelters. We are looking to you for a vision of genuine leadership and black lives matter, trans lives matter, thank you. Thank you for your comments. Next speaker, please. My name is veronica and im an sf native and resident and i wanted to call to look like my support to defarm and disband sfpd as well as defund. Its ludicrous theyre arguing theyre under funded when we know we can all agree for a fact that the sfusd system has been under funded for decades and yet theyre facing a cut and sfpd is asking for more money. We should invest in our future, which is our kids an. Just like they say, im a resident of districts 11 and i just want to remind all of you supervisors right now, it doesnt real see seem like you are getting it and you work for us. What do you think you are doing . Hundreds of calls here tonight and you are doing the opposite of what all of your constituents want. You either get on board with defunding the police and eventually abolishing them, or we are going to eat you up and vote you out. We are tired. We are so tired. If you think you are tired after seven hours, that is nothing. We will find you. We will come to every meeting. You will not get away from us. You will not hide. We will not surrender. Were done. Were fucking done. Dont tell me how to talk to you. Next speaker, please. This is directly impacted by the criminal injustice system. Im disgusted by sfpds presentation today asking for more money to reform. One decent human being get White Supremacy and the plos thin blueline bullshit. Training in Police Commissions dont train a racist system. All five officers who murdered mar row wood had undergone crisis intervention training and still walked free. Sfpd does not keep us safe. They put us there and inaudible at risk. We keep us safe. Every other City Department and they contend to 15 of the budget mean less Youth Programs and housing. Chief scott has the audacity to ask for an increase. Black lives matter more than salaries. Thank you for your comments. Next speaker, police. My name rebeca and im joining the call to inaudible . [please stand by] as a black year woman, i know in a city where the police are not keeping people like me safe, they are there and doing active harm on our communities. In our website our entire team has identified 36 cuts to the s. F. P. D. Budget. Those are a start. We demand 100 defunding of s. F. P. D. We demand you defund now and black lives matter. Thank you. I yield my time. Thank you. Next caller, please. Hi. I am a lifelong San Francisco resident. I have never had a single positive interaction with the s. F. P. D. Every interaction has been marred by rude officers. If you do not actively pursue defunding s. F. P. D. I will vote for someone who will. A fucking takes this on the work phone. They must hang. I yield my time. Next caller, please. I am peter in district 5. Not increasing the Police Budget. 40 million out of the budget and wipe out the hsh. 9 million wipe out the status of women to help Domestic Violence and address workplace gender equities. 90 drop in fare revenue. 158 million this year.
