Black people make up just 5 of San Franciscos population but account for 35 of our Homeless Population, 54 of our jail population and 40 of the people who are killed by police. The sfpd is clearly antiblack, and that is not something that you can reform or train away. We need intervention system that is full of well trained experts, not heavily armed Law Enforcement, and we could invest in Service Services that prevent crises in the first place. Meanwhile, sales force is celebrated boosting the profits of whiteowned pharmaceutical companies. Beyond the official bust the last year alone we have had to pay out slr 14. 7 in lawsuits. We can all say a lot of pretty words about San Francisco values, but the proof is in the budget. The top paid in the city are Police Officers and what does it say about our values that the highest paid San Francisco employee in 2018 was former officer claude mor gotta who was fired for racist behavior. Im shocked that the amended budget increases funding for the police by 43 million by cutting 40 million from the homelessness, among with other cuts. This is a betrayal, one that comes in the midst of a pandemic, after weeks of protests from san franciscans. I want the board to consider that the city is wasting the money allocated to them. People are dying. How are these processes a good use of taxpayer money. When the Police Commission last week voted to amend the use of force policy to prevent police from using chokeholds, the p. O. A. Is now planning to sue them. How are these lawsuits an acceptable use of taxpayer money. When chief scott presented data last week on pointing guns at people, the commissioner quickly discovered that the data was being manipulated. How is that an acceptable use of taxpayer money . I wanted to call attention to the arrest of brian comedy this year to make a larger point about the police, brian carmdy was a journalist illegally arrested in his apartment and was illegally searched in order to find a leaker within the sfpd. Officers involved in the arrest were ordered by a superior to turn off their body cameras. This is one of the many examples that shows that police in general and sfpd specifically cannot be reformed. Police know the law and will fully break it anyway because they know they wont be held accountable. There are a whole host of measures that intend to hold Police Accountable and rendered useless because police will cheat and lie in order to avoid accountability. The sfpd must be defunded and disbanded. At this point its clear that policing does nothing to deter violence in the community. If this were true, he would know that reform is not what we are asking for. We know that reform does not work. The budget is enormous, and what it says about our values is disgraceful, with less than half of the the sfpd budget, we could house every unhoused person in San Francisco which would meaningfully address to what is a human rights disaster, disproportionately affecting black, brown and disabled communities and we would have left overs to invest in other social services that keep our communities safe. In my neighborhood, until recently, there was a homeless man named peter who was suffering from the deterioration of his Mental Health, and he had the Police Called on him eight times for verbally threatening people. And sfpd say they offered help, but its hard to imagine what they should possibly offer. What were they going to do . Refer someone who didnt trust them to social services . They are understood funded, overwhelmed and inaccessible. Last month in a state of paranoia, peter struck an elderly man on the head and that man died and honourable now that peter is in a criminal Mental Illness ward waiting to be deemed mentally well enough to a hearing does he have access to housing and something resembling Mental Health supports, that is backwards. I have heard a lot of talk about reform and policy changes in this meeting and to be quite frank, thats not enough. How many times must history repeat itself before you learn . Police tactics are based off fear and oppression and hurt black and t. O. C. They are rooted in racism and cannot be reformed. Further, the sfpd spends time and resources towing cars, and the driver owes the debt to the city for unpaid tickets and unpaid registration.
