Sheesh. Chair fewer president yee, are you done with questioning, because i see supervisor ronen in the queue. President yee yeah, i have a few more, but go ahead. Chair fewer okay. Supervisor ronen . Supervisor ronen i dont want to cutoff president yee. I actually have a similar version of a question, so maybe you can finish up because i very much agreed with everything you had to say. Im wondering and this is sort of a similar question to president yee, how decisions are made specifically on timing and use and selection of awardees for nofas, r. F. P. S, and r. F. Q. S. And the reason im asking this is very similar in line to what supervisor walton and president yee were saying is often times, it feels like the same Large Developers get awarded and selected time and time again, and im just wondering what mohcd is doing to improve capacity in smaller organizations led by black and brown folks so that theyre able to compete with the large, Nonprofit Developers who are awarded pretty much every single contract. This is news to me, but members of the community are on these panels, as well. I had no idea. Ive never heard of that before, so that just i would love to hear more about that, as well. So supervisor, there was 3 million in capacity rebuilding money that was just awarded to smaller, communitybased developers to support staffing, process reform, and build the capacity of those respective organizations. Supervisor ronen sorry. Not to interrupt you, but i believe that was supervisor fewer who insisted was that you, supervisor fewer . Chair fewer yes. Supervisor ronen who insisted on that money. The board of supervisors this is before your time, obviously, but the board of supervisors has had to intervene to make that happen. Sorry. Okay. Well, no, no, no. So i mean, i think theres two cases on that. I think theres a healthy relationship between the Mayors Office and your constituents which include these sponsors to find those spaces. I think that in addition to that, the conversations ive had, i think ive had a chance to talk to almost all the small developers, that they are also sharing the fear theyre working with each other to build each others capacity to build a team, and then, i think in talking with some of the larger developers, i think the staff can weighin on that, weve been trying to build capacity with some of the smaller organizations, larger organizations, to get the larger r. F. P. S. Its not a process that happens overnight, but i think its happened with the mayor, that weve invested the funds to make sure that that partnership is substantive. So i think ongoing, ill maybe share with you that i want to work closely with each of the respective smaller organizations just to understand what theyre coming from. I can tell you that even in the eight weeks that ive been here, ive gotten four calls with four deals. I know that the mayor is pushing four more density in all spaces, so those are conversations that my team and i need to have with with these respective organizations. I would just say that you know that the Deputy Director for housing is also open, and this is an expectation that i have in hiring them around establishing a substantive relationship and understanding not just the pipeline but the strategic relationship of respective organizations and where we have resources. If i may jump in just to add to supervisor ronens question, i think a lot of the funding programs, like the Tax Credit Program that we rely onto build our projects requires a certain amount of experience for the developer to have under their belt to be competitive, so our strategy has really been to try to invite kind of a joint venture, a partnership agreement, so weve done that in some cases. Theres been projects, like the corner of 24 and harrison, casa d de la mision, they partnered with the neighborhood center. Bernal probably would not have been able to be competitive on their own, so we do kind of try to encourage that. We could do more, i believe. Sometimes those partnerships hamburg happen organically because a missiondriven organization wants to get that going, and they dont have the funding inhouse. But i do think we could get that going and something that we just dont encourage, but that we get moving forward. Supervisor ronen thank you. That is very true, and i appreciate all of those partnerships. I think the continuation of all of those partnerships, the money that chair fewer put in for project funding that organizations want to put together but dont have the funding will help. I think some of the frustration that you help us from and from you, director, being brandnew, it comes from a history of decisions being just lacking transparency. There was a failed effort to put a measure on the ballot, a charter amendment, to create a commission over mohcd so that there was some transparency in how decisions are made in determining these projects. But it failed, and so i think that having more transparency as you leave this organization is going to be an important step as you lead this organization is going to be an important step as you move forward, but i did appreciate what you had to say. Thank you. Thank you. Chair fewer president yee, did you have a few more questions . President yee yeah, i wanted to shift gears a little bit. This is about the local operating programs subsidy loss. Do you know that comes mostly from general funds and it fully covers the gap between the tenants, what they can pay and what the rent is . Whats your thinking now in trying to because i think that that number, if you were to continue serving the same people, will continue to grow, which means that there will be some intention to try to get that money from the general funds. Have you ever had any discussions about that . So president yee, the loss program that youre highlighting is one of the key ways that we are able to provide permanent housing to people who are leaving homelessness. It is the way to, in our Affordable Housing portfolios, as we build those projects, whether they are for formerly housing or a percentage are, its the only way we can make the building workout because the tenants, being formerly homeless, have extremely lowincomes and cant even afford the affordable rent that the building is required to have for the tax credit regulations. And so as we youre correct. The only real exit strategy options that are easy, one is creating more units for formerly homeless people, and the second would be something that we did successfully a few years ago, which is mentioned in the e. L. B. L. A. Report, whic working with the San FranciscoHousing Authority to access federal vouchers that can be applied to those units and those buildings. And once we apply the federal vouchers to those units, then it takes away the burden from the general fund. The challenge in that is that theres not vouchers to go around at this time, but perhaps at some point in their future, there may be an to use some of those vouchers from the Housing Authority to relieve general fund expenses. And president yee, the first option is not an option. President yee i was going to say, what are you talking about . I will put that on the record. I agree. [inaudible] and secondly, the mayor and i signed off on the heros act, and there were other requests for vouchers and other that came out of there. So thats why we said there may be future funding that comes out of this. Its why weve asked at the state level and federal level for specific. President yee yeah. Lets push the state as much as possible because they havent done much. If i may add another response to that again, this is lydia ely. There are other subsidies through the continuum of care, called the spectrum of care, and we are ambitious to bring those in every year so we dont have to fund as many lost units. As benjamin mentioned, a few years ago, we converted about 400 lost units to section 8. In the heros act, weve asked for another 1200 vouchers. Theres also going to be a hud note this fall for more section 8. Our authority is negotiating with hud as to whether those are developer based or tenant based. Were working on housing vouchers for homeless veterans, and were putting those into projects whenever we can, so were always looking at ways to take the pressure off of developments whenever we can because theyre so constrained. President yee i hope we can do that because what weve seen what we sorted through last year when we created the s. O. S. Program, the senior operating subsidies for the same reason th, that basically lot of seniors cant even qualify to get the Affordable Housing at what is it . Whatever a. M. I. 50 of the a. M. I. Because theyre below, and they eventually will become homeless, so its a cycle that we need to stop, and im actually hoping that we can find some Funding Sources to pull that a little bit this year. Its going to be tough, but i think its probably money well spend because at the end of the day, you probably are going to spend more if you dont do it. And so then, i wanted to ask the question, we asked for looking at whats in the pipelines for our senior housing, and at the time, nobody really knew or at least it wasnt organized in a way that it could be presented, so we asked for a way to study it or to assess it because we made the argument last year, a substantial portion of the Affordable Housing bond to go towards seniors because we realized weve been lacking in that area for quite a few decades, actually. Is there any plans of looking at the pipelines . I can check on that, too. I know weve made some initial investments in that, as well. I think one of the things that i raised when i first got here was a change in the theory change of the office, and making sure we have an alignment in that theory, as well, just an alignment for the Community Development side, as well. Were we able to generate a list on that . Well, i can tell you that the three r. F. P. S or nofas that we issued, one was laguna honda. President yee yea yea some of the bond funds that were approved by voters in the fall, and 42 geary was approved as a senior site, so two of the fee. So we are understanding the need to push forward as many senior projects as we can. We can look quickly at the pipeline and get you what will be planned in the shortterm, the next two years and get it to you as soon as we can. President yee okay. Appreciate that. One more thing. The b. L. A. Report indicated that theres a couple policy decisions that we can chew on, i guess. A lot of them are decisions made for funding for Community Housing grants, and then, the last thing as an option, which is, you know, consider amending administrative code to require mohcd, in its quarterly reports on Affordable Housing and development, to include the detai details regarding how developments have come to them for approval and so forth. So when i already had a preliminary look over this report, i already asked my start to start looking into this, whether we needed to pass any legislation to make this happen, so my question to you, director shaw, given these recommendations, the best way, in my mind, to sort of atddres these issues is for you to do it sort of as a matter of practice, and then, can you have a little bit of control on things that get reported and so forth. Otherwise, were going to sit, you know, on our computers and makeup a lot of things for you. Thats definitely not an option. Im coming at this with fresh eyes, which i think is hopeful, but how does this piece fit in with this piece, and its really about how do we communicate information to yourself, to the Mayors Office, and the public, as well. I saw those recommendations in my draft, as well, and so noted. President yee would you forward those onto my office so were sort of confident that this is going to get taken care of, otherwise, well do it. Maybe you would agree that we need to do it through legislation. Thank you, chair fewer. Chair fewer thank you, colleagues, for your questions and comments. I had one question about the awards. Will there be reductions, and will there be reductions across the board. We heard that 15 reductions and oneyear contracts instead of fiveyear contracts. Is that true . So yes, i think there will be oneyear contracts. We have been looking at three things in picarticular. Covid did affect our ability to ma and then finally, the mayors been clear about this, and i said in my remarks, that we are taking a hard look at organizations and their outcomes, their Racial Equity outcomes, and so i think as my staff and i look at those, to really make sure we have the alignment, were trying to make sure theres two things. That we have the appropriate investments to advance in Racial Equity, and then were also putting the appropriate conditions to ensure that were meeting the outcomes for that. So im pushing on that right now, but yes, therell be one. We are trying to make sure we have the cuts that there will be cuts, and third, that we are making sure that the cuts do not exacerbate existing Racial Equity issues that weve seen and have been discussing in this hearing. Chair fewer but so are they going to be awarded this friday . Because what weve heard is that its been held up for months, and the funding deadline is july 1, which is just around the corner. And as you can imagine, all of these nonprofits are sort of in limbo. So are they going to be awarded this friday . They will be i cannot guarantee that, but they will be were working our best to make sure that theyre awarded before the end of this fiscal year. So this friday, i cant guarantee that because were still doing the final consultation with the Mayors Office and doing our analysis around Racial Equity. But we have but our team sorry, chairman. Chair fewer but its been held up for months now, and if we think that the funding will start july 1, its just next week, so were coming up to this deadline, and i think nonprofits have been waiting to hear, and so i think its a little disturbing to hear that this is wednesday already, and that next monday, the money is supposed to be available to them. Its a little unfair to the nonprofits because theyre figuring out their budgets, too. And then, i also want to say on the housing side, that personally, that i have found that there is little transparency about and communication about why the funds dont go out. So when i met with the director of housing, the funds, oh, they havent gone out. So what is the hold up, and why is there no transparency . It seems as though and the b. L. A. Report also mentioned is that theres a lot of discretion in the Decision Making at mohcd, and also, just about the transparency. So i know you just got on board, but i just want you to know that this has been an ongoing issue, and i just wanted to bring it to your attention. And also, the b. L. A. Had a recommendation of quarterly reports, and would you be open to this recommendation . So i believe its you that called the hearing, and you invite me, so i will accept the invitations that you extend. But i think once again, president yee has taken a hard look at the recommendations in the b. L. A. Report, and if we need to adjust those, adjust how were communicating that information or put in additional information, then i have a commitment to do that, as well, to make sure we have as much transparency and communication on our end. Chair fewer yeah. I just wanted to say that its frustrating. Eventually, i called the mayor myself personally, and she says shes going to look into it, and then, it doesnt happen. So i would say that it is frustrating, and it is also i just dont understand i see that supervisor walton has a comment or question. I just want to make sure that director shaw knows that we have a Healthy Group of Strong Developers here in San Francisco, so i want you to know, and im pretty sure youve had conversationed already with a lot of our Nonprofit Developers, but we do rely on that force, and they are ready and prepared to do a lot of those that we have here in San Francisco, so i just wanted to make sure that i put that on record. Ive been concerned that we have been writing off Homeless Individuals as unemployable. We must deploy strategies, and its concerning that our outreach efforts have not historically included referenced to [inaudible]. We have a previous presentation today from the b. L. A. , h. S. A. , the office of economic and Workforce Development, and the office of employee collaborative. Lets start off with fred russo from the b. L. A. Thank you. So linda, ill just ask you to advance the slides, then, is that correct . Clerk yes. Okay. So im going to present a quick summary of our work on workforce delivery programs targeting homeless and other populations. This was prepared for you, chair fewer, and distributed yesterday. The first question that we were asked to address is is there a link between homelessness and unemployment that we can add to sort of set the context for this topic . So heres some results from the point in Time Homeless count that was sent in in 2019. You can see the top reasons for the homeless. Lost job was the most frequent response. And then, on the panel on the right, the question was what are the top obstacles to permanent housing . Rent was number one, but next on the list was no job and no income. So we can conclude, and i think the survey bears out the link between homelessness and unemployment. Next slide, please. The survey also asked some questions of the chroniclealal homeless. It amendme while they identified job loss also as a primary reason for their homelessness, a higher ranking issue was substance addiction, at 24 of the respondents, and then, the job issue was lower right. So its clearly an issue for all homeless, but it gets more complicates complicated is our conclusion. As identified in the first slide, issues like substance addiction or Mental Health issues or physical Health Issues also affect the homeless at large, but more pronounced for the chronically homeless, and well come back to this issue a little bit later in the presentation. Next slide, please. The quick snapshot of the Workforce DevelopmentServices Program in San Francisco. This is from fiscal year 201819. There are 294 programs citywide, so its a very wide ranging and diverse set of serves. A program generally represents a contractor, but in some cases, theyre provided by inhouse staff, also. 17 departments are involved. There was a budget of about 150 million for all of these programs in fiscal year 1819 of which 64. 8 million was general funds, about 43 . I will be an up and down meeting. We have a meeting with the school of the arts and a reading from school of the arts. Commissioner collins, did you want to chime in here . I just want to say that even though this has been a very difficult time, i think its also showing us ive been getting a lot of hope from youth and from what im seeing and so a senior with the school of the arts and i think that she excepexemplifies the intelligen, intellect and just the leadership that we see in so many of our youth, including those who are serving on the board with us. And i just really appreciate that shes willing to share her talent with us and i think she serves as an example for adults who should be doing everything we can to support youth. I think that gives me hope and inspiration when im looking at just what our next steps should be. And i just really appreciate jara and im glad she can be here. Thank you, commission collins. The little black boy looked up to him and said alive and in that moment, my eyes traced every letter that word intricately because that word was so common, a rare to me. As a little black girl, i was taught to live in fear and taught to stay in my place. I was taught to play dead so i wouldnt end up dead. When the animation popped up, i thought, i dont want to live in fear. I dont want to be silent or played dead any more. Whats the point of death if youre already living dead. Thank you so much. We have a short video from two students, as well, kyle and julian. Thank you. This was actually played during the michelle is barack obama ceremony. I wish the point of the past has been easy, but since we started high school, this road has been changing under our feet. We faced hurricanes, floods and wildfires, violence in our neighborhoods and on our campuses. Weve lost icons we admired so much and loved ones we miss so dearly. We have believed and sometimes, we walked out of school for our beliefs. Then 2020 came, our year. Well, we all know whats been happening, but fellow graduates, maybe we werent made to walk that easy path. These crazy challenges in high school have been our mountains and were learning to climb. If these years are supposed to prepare us for life, maybe what were figuring out is not only how to hunker down and deal but how to get involved, to do our part, to do extra so we face our challenges headon. We have to remember, we are not alone, our families, teachers, mentors and communities, theyve helped us to get where we are. Plus, we have each other and together, well always find our way across the stage. So fellow graduates, as we turn this page in our lives, lets step into the moment. Let us each find how we will give back and make post quarantine life safer, kinder and more sustainable than before. Because were not just ready to be in a world of change. This june, the San FranciscoUnified School District is proud to honor the lesbian, gay, bisexual, queer and transgender. During this historic moment of social protest against Police Violence towards black youth and adults, we remember the first pride events were not parades but protests often lead by black lgbtq leaders. The work of solidarity is an important legacy with the Lgbtq Community and cultures. San francisco Public Schools celebrate and strive to support our lgbtq studentse students ev. We welcome all experiences including race, class, culture, gender, gender identity, Sexual Orientation and ability, all of which shapes our dynamic classroom and school community. We work to ensure that schools celebrate learning environments where every student is welcome and actively responding to discrimination and largesment based oharassment. Yesterday, jul Summer School began. We will be hosting limited Summer School. Those students who are eligible have been notified. The year San FranciscoUnified School District colleagues, Funeral Services for george floyd are being held today in houston, texas. Mr. Floyds murder at the hands of the Minneapolis Police has set off a massive Inspiring Movement demanding systemic change to the institutions that have disproportionately killed black people in the united states. It is also a call for us in Public Education to do our part to create a system that delivers the promise of Public Education for our black students. George floyd is but one of the many black lives lost to police brutality. If you are able to, i invite you to join me and others across the city today for a full eight minutes and 46 seconds at 12 noon to mourn the killing of george floyd and so many others. This is the same amount of time a minneapolis Police Officer pressed his knee to mr. Floyds neck murdering nym m in broad daylight. Yes, i agree. I didnt realize there was a 500person limit. But i did know that the city prioritizes its own commissions over ours. And theyve been doing us a service by televising and streaming. So this evening, we just are going to have an update on the status of the mou and the mou is our memoranda of understanding with the San FranciscoPolice Department and it actually guides how police will interact if they have cause to enter our schools. So it says what they will and wont be able to do. Were in the middle of the process of reaching an agreement on the mou and we have not reached an agreement and presenting this afternoon will be our chief of student Family Community support department, miss smith, who will give you a brief update on that status. Thank you. Thank you, commissioners and thank you, dr. Matthews. Just briefly, this outlines our shared expectations and agreements to Police Presence in our schools. For example, updat the mou provs the report to the education as requested and this outlines the process and expectations for student interviews and arrests that occur at our schools and lists the enoug number of circumstances that must be considered before the police decide to enter or schools and it also lists the circumstances where the police would be called by a School Principal or other school site staff. The mou has no information if thats related to money being exchanged for the mou being implemented. And can i have the next slide, please. And currently, the previous mou was signed in 2014 and expires this year in 2019. The former chief, concern shrewitt completed a review process and that information was relayed in a Board Meeting on november 12th and i leaked the presentation so the folks can see the process. The mou was updated based on comments from that presentation and constantly, sfuc has sent this so the sf Police Department for review of the City Attorney and Police Commission. At this time, we dont have a schedule of when the Police Commission will hear it. Their schedules are a little bit off schedule and so thats what i can till about the update on e are with the mou. Can you clarify, so the presentation, when they got the mou, our edits were in november . Well, the edits were the presentation was in november and the edits were made and they were actually sent to sfpd, probably in april. There were delays because we were working on the edits and then we had shelterinplace and that got delayed and we sent it to the Police Department and early april. Is that the presentation . Yes. Were here to ask that the board of ed and board of supervisors work to reallocate 50 of sfpds budget to promote and to support healthpromoting services. We know that we need a transformative restorative approach. That its focused on wellness and health to support our young people whenever we are dealing with behavioral issues. Theyve done it in the past and i been a topic of conversation i know at past meetings and would like for there to be policies that have actual that can actually be in true solidarity with our young people when this happens. And the resources that have been going to sfpd are not supporting our young peoples education. I just wanted im an educator and i wanted to share a quick story of something that happened in march. One of my black students was kicked in the stomach and no one at the school informed her parent. When her parent came in to voice her concern about her daughter being harmed in our school, she was met with six Police Officers. Our entire school went into lockdown and she was forced off the premisses, simply for voicing her concern for her child. We have police in our school, it brings a culture of terror for so many kid. Kids. I hope this doesnt happen again. My student didnt come back for a week is that the community could heal. She missed a week of school because she was kicked in the stomach and the police were called on her mother. This cannot happen again. That was a first grader because of policing in our school. I looked through the mou and not only do i see a need for police in schools but it actively traumatizes our youth. When all you have is a hammer, everything looks like a nail. So having police on our campus asks us to solve issues that we caconsider safety issues. If were actually interested in investing in the safety of our students, real safety comes from investment in traumainformed social emotional learning, from the arts, Restorative Justice, from Mental Health services and so, we need to not only discontinue our mou with sfpd with the School Resource officer program, but that you as Board Members need to use your positions of power and publically take a stand to defund the sf Police Department. The Community Feedback provided by students is parents and other Community Organizations was entebbe into account in the mou edits. I think this can show how the sfpd takes concerns of community, especially students and how this can affect the relationship between sfusd d and sfpd. Im an educator with San Francisco unified and as we look at breaking ties with sfpd, we must keep at the forefront our own values and regulations to the black and brown children. Its most enough to remove one racist institution like the police from our schools, but important and an essential start but we have to work to reform our own racist institution Public Education. When i look at the current budget, i dont see how we can continue to work. Weve devalued many programs to lead us to ending oppression for black and brown students and there are no staff to train and restore practises. Weve taken funding from peer resources, cut funding to supports like Wellness Centers and support services which are our social workers and health outreach. We have never fully implemented a program that could bring about systematic change needed to lift our students out of oppression. We cannot rely on suspension and outof class punishments. During the time i was president , i supported sfusd and school with the transition and the director of the school and ensured the schools pta was registered with a californias apta. Some of the things im proud of is ensuring 60 of population was low and we laid a foundation to support children and families and deaf and hard of hearing to move on to the preschool programs. My now 12yearold attended the preschool program for two years and my 9yearold started and made its way to the toddler programs. Presidio is an important place for children who have needs that are academic, physical and emotional and these needs are met by being immersed in an environmental with loving and supportive staff and families. The school is an oasis with families with children of disabilities and families like mine barely making it in the city and had an option just five minutes from our home to send our children to an affordable preschool in the city. If it were not for presidio, my family could not stay living in San Francisco. We urge you to renew the lease. Thank you. If we want to show our students were down for them, we should cut these ties. Theres no reason at all why armed officers should be in an Elementary School. You know, this is also a school that doesnt have a fulltime nurse and a school whose social worker is pressed to the max and so, yeah, theres no reason to have police there. The first is we close sfpd off from one space which they have done and can do immense harm especially to black and brown students and families. Second, we help set a precedent by demanding better for our children and by doing so, we demand better for ourselves. The truth is, we deserve better. The equitable and just system many of us have dreamed of, that brought us into teaching is closer than we think and so we are asking you as our school board to not own represent our concerns but to dare to dream as big as we are dreaming. Im a mother of two children in sfusd is i want to echo most of what was said today already and especially urge the board to pass resolution soon folks calling for defunding of police and putting money towards our schools and particularly all of the programs people have spoken so passionately about needing, Restorative Justice has worked for my children and i have seen how powerful it is. And i just want to say that i see with my own eyes our policing after school in front of our high schools in particular, how that quickly escalates into something that is completely inappropriate in terms of interacting with children. And we dont need policing, discretionary policing from the sfpd. We need more afterschool programs that help our children do the things they are interested in after school. Im demanding sfusd that the city defund sfpd and support our communities of color. They have a disregard for black is brown citizens, running parallel to the systemic and equities that underserve parents and teachers in black and brown communities as evidents in disparities and health and various other areas. As a district, it is contradictory for us to have equity as goals while collaborating with the Police Department as to have vast racial disparities. If we want to serve black and brown communities, we cannot align that are contrary to these goals and we must divert towards programs to replace the role of sfpd to resolve conflict as well as reinvest in Restorative Justice, antiracist and biased training and afterschool programs and momentu mental heah resources. As i am a former alumni and i have cousins and siblings who are attending sfusd and social justice is a core value, then we need to not only work on that, but to cut ties with sfpd and that budget and that money needs to go to our youth and be invested in our youth because that is the reason why we have school. So, like, our schools need new textbooks and we need to fund Wellness Centers because i know of countless students just like myself where Wellness Centers and social workers and councillors so we need that. We need to address, like, problems that go back to, like, our homes, like food and housing and Restorative Justice, like we need therapists and more nurses and the schools mentorship programs and we dont need more police that will criminalize black and brown youth. Sfpd caused ptsd on our students. Im friends with some of those students and they experienced trauma over 20 years ago. The city calls this sfpd and we know its wrong tor cops to respond to Mental Health crisis. We need a mobile health unit. Please end the mou and divest from sfpd. Thank you. Thank you. My name is nicola, born and raised in the bay area and current sf resident and im calling to end the mou with the sfpd. According to a report, we came to learn a call for action by the advancement project and the alliance for educational justice and indigenous and latina are more likely to be arrested. In the school, black students accounted for 31 of those arrested or referred to Law Enforcement. This isnt limited to boys and black girls accounted for 43 and this is expulsion and arrests that funnel those into the criminal justice system. And i would like to yield metime. Thanmytime. Thank you. Jessie . I stand with everyone else t too away with sfpd support. Im calling into demand to remove presence from schools of the sfpd. Mou seems to be a piece of paper that doesnt actually represent the traumatic experience that black and brown students are experiencing with Police Presence in their schools. So its not enough to edit this piece of paper and hope for the best. Studies show that young kids of color have higher anxiety when having contact with police. This relieves ptsd, depression, Poor School Performance and School Suspensions and expulsions and knowing this data, how can we place police in a place meant to be safe and one of learning if there are actual alternatives which people have mentioned on this call . If there was proof that any other thing, like a drug or a pill or a textbook had this federal government on the learnineffect on students safei feel like the immediate decision from the school board would be to remove that factor from schools. It should be just as easy to remove police from sfusd schools. Its easier because the board has full control . Will that be to maintain the racist Environment Police creates in schools. Student delegate sandibaugh . There was over 500 participants which shows the importance of this item and i want to thank everyone who is here advocating for their community. On behalf of my peers who would have wanted more than a minute to speak or to those who didnt get to speak at all. I say enough is enough. In these times, especially, we need to listen to our students, to our Community Members who are, like, advocating right at our doorsteps. Our community does not feel safe with the police who are supposed to protect which we sadly havent seen and i know this is an information item, but we should listen and take action to discontinue the mou with the San FranciscoPolice Department. You know, i got voted to be the student delegate because a lot of my peers believed that i was the right person to advocate for young peoples needs and right now, it is my duty to be the one to strongly highlight and urge sf usd to cut ties with uspd. You know, theres a lot of conversations going around that not all cops are bad and that not all cops are racist, but the truth is that the system is racist in itself. If the system wasnt racist this is such an emotional topic for a lot of young people. Students dont feel safe and if were always advocating for equity is social justice, it is our duty to stop all work with sfpd and we need to give all of this money that were defensiving tgivingback. Resources work directly to create change as well as restorative changes in our communities. And how is this possible were giving this money to sfpd instead of our schools, helping our students, were cutting Wellness Programs and get rid of nurses and healthcare workers. Just to support this racist institution. So i ask everyone and i urge everywhere that this is not the area that we want to follow. We want to do better. We live in one of the most progressive cities in the world and how is it that this will be a conversation . This shouldnt be a conversation. This should be a straightforward answer. And for everyone who decides that its a no that we need to continue doing this work, i ask you to really, really focus on yourself and question why you want to work with this program. And how come this mou i is only worked on every four years. This mou should have been looked over a long time ago. Im deeply saddened and struggling with just dealing with all that weve been seeing on the media, all that is going on in our country and all of the violence that were seeing in our streets. And as just a young person, i cant imagine what that would feel like to be graduating into this world right now with that, you know, as your future. And so then it calls on all of us to take action. I think as adults and young people, we all feel called upon to take action and we want to do something and im heartened by what i see in the shift that im seeing. My family is from st. Louis. I have family, you know, with ferguson. I watched video of those rebellions and did not see this type of response. I want to open this conversation up that we are not funding the vast majority were not funding the Police Department and we fund a very small portion of the sro, the School Resource officer program and so, i want to clarify chief smith, how much do we spend on the sro program . So we have an agreement thank you, commissioner collins for asking. We have an dream agreement thaty 20 of the salary for the person who is the liaison for the sfpd program to sfusd and thats 45,000. We can do another check, but neither one is aware of anything beyond the 45,000. And then additionally, i want to make it clear, we are facing a budget deficit in our district and we were facing this before covid19. And were looking at proposed cuts to social workers, nursing and site support staff that existed well before covid and now were looking at increased budget deficit and were hearing from the state that we may have to consider a 10 cut on top of that for next year. And i just want to make it clear to the public that i agree, we agree, im speaking for my colleagues that it is unacceptable that we dont have more support and resources for families and students in our schools and 45,000 isnt going to cover what we need what folks are demanding and what i think we should be demanding. Ill hold my comments, but i want us to frame or conversation because i want the public to understand that we get funded from the state and we get a set budget. The city gives us additional monies to support some of our work but does not fund the majority of our work and we are currently facing a budget deficit that could not be filled by transferring our own dollars over to other programs.
