The mayor may address the board for five minutes, two minutes for questions and or answers. Okay. Welcome, mayor breed. Do you have any opening remarks . Mayor breed thank you president yee for allowing me this opportunity. I want to acknowledge what we know is the hurt and the pain that so many people are feeling in this city, in this country, and i want to thank you for being an incredible ally and acknowledging some of the injustices that we know have existed in our country for far too long. Both you and supervisor fewer and others have been champions on the board of supervisors around reforms to our Police Department. In fact, you and i work hand in hand to make those changes. I do understand that while this may be a difficult time for so many of us that it is also an Incredible Opportunity to do something that has never been done before. I just want to start by acknowledging there have been protests. I appreciate and demonstrate respect for protesters out of the pain and agony and frustration of so many africanamericans who have just really been discriminated against, disregarded, disrespected even in San Francisco where you think we are extremely liberal, where we have implemented amazing policies. Something is wrong because those policies have negatively impacted the africanamerican community, and i am honored to be mayor at this time because what we are claiming to be and what we need to be are two different things. We cant continue to say we care about black people and we care about change that needs to occur in the africanamerican community, and at the same time the policies we push are counter to that. This is our opportunity. If we dont want to see what happened to george floyd and so many other africanamerican men to continue to happen in this country, then we have to make sure that we prioritize our policies, our decisions, our finances in a way that can be effective for black people. I am grateful to supervisor walton for agreeing to partner with me on the effort to decrease the funding in the Police Department and to specifically direct that city african that to the africanamerican community. There are a lot of people with advocacy groups in the city dictating policy. In the africanamerican community, this is not respected. There is lip service and there are not real results that can actually make a difference in peoples lives. When i am pushing for policies, everything i push for has everything to do with my experience of growing up in poverty, being forced to live that way and getting tired of people who arent black trying to say what is right for my community. That is the lens i operate under, and that is what i will continue to do as mayor. Yes, it is important to take care of the entire city, but when you look at the data and look at what has happened to africanamerican people in particular, we have to do something different. It cant be about being divisive. It is about working together, if you really care. It is not your way or the highway or my way or the highway. How do we Work Together to bring about real change . How do we listen to the community . Just because africanamericans are less than 6 of the population doesnt mean they dont have a voice and dont deserve representation. It is time to change what we do in San Francisco, and my hope as a result of the pain of this movement that it will be used in a way that is productive and effective to make sure that not one more black man dies at the hands of Law Enforcement. It is what i am committed to. Also i am committed to the changes in the outcomes of africanamerican lives in this city. I hope the board is sincere in the willingness to join me in this battle. Submitted by the district five supervisor preston regarding the covid19 homeless response. Thank you, madam clerk. Thank you, madam mayor, for your remarks, also for working closely with supervisor walton on redirecting Police Resources to the african comment. I look forward to work with you both on that. It is absolutely crucial. Up in seattle with police tear gassing protestors, i want to thank you for the curfew last week and the efforts in the last few days to deescalate and allow protests to occur. I see appreciate that. Our response to covid19 has thus far kept the city from living through a curse that could have been far worse and we applaud your early leadership in making that a reality. The covid19 response to homelessness is with conditions worsening for thousands of Homeless People at risk due to age and Health Associated with the tragic burden of homelessness. Every supervisor here can attest to constituents housed and unhoused demanding answers and solutions. People want a plan and they want action. The board passed legislation to house 8250 people in hotel rooms which was not implemented. We demanded that homeless be admitted in this orders that admit them from everything from picnicking to exercise and golf. We see no progress towards the health order. We have had outbreaks in shelters and crisis on the streets is growing. My question, madam mayor, when will you present to the board or public a comprehensive plan to address homelessness during this state of emergency . Mayor breed thank you, supervisor for your question. I want to be clear. My goal has always been to focus on doing what we can as it relates to homelessness. If we are going to talk about homelessness, we need to have an honest conversation about the fact this crisis is not going to solve our homeless problem. The fact we have people suffering from Substance Abuse and Mental Illness who have had serious difficulty in trying to get them to even accept a hotel room when they fall under the vulnerable category. We have been able to place over 2000 Homeless People in hotel rooms. We have helped in the bayview in particular people born and raised in this community who are homeless who basically were able to get access to 120 trailers right now as we speak. We set up safe tent sites. You were agreeable setting up one in your district working quite well. I just drove through that area the other day and noticed many of the tentsen campments were moved to that site. Is it perfect . No. Do we need to do more . Yes. But we also need to be realistic. Lets remember that with the challenges of people experiencing homelessness there is a real need to increase capacity to meet the need. We have to keep the Homeless Population safe that we are accepting responsibility for, but also the people working with this community. It has been very difficult. Rather than making demands, work with me. Work with me on meeting the challenges. Work with me on providing real solutions. Know what is actually going on and talk with the social workers and various agencies and nonprofits out there putting their lives on the line to do this work. Dont you think as an africanamerican woman seeing over 40 population of africanamerican people, many of those in the tenderloin are people i know and grew up with. Dont you think i would want to do everything i can to get them off the streets and get them housed . Nothing is more important to me. I am willing to work with all of you on solutions and deal with this as it relates to the budget. Lets have an honest conversation about so many people not in the system of care and there have been a lot of black people, in particular, waiting years for housing. I am not skipping the line over them for somebody who was given a bus ticket to come to San Francisco for services. It is a lot more complicated. I hope that rather than just being difficult and frustrated and mad like we all are, why arent we working together on this . That is what i am committed to. Supervisor preston, do you have a followup question . Yes, thank you, president yee. I think we are working together and i want to recognize the great work that is being done by many in your administration. You reference project we recently collaborated on with the safe sleeping site in the city. I am not suggesting that good work is not being done. I do want to follow up by asking what sorry. There is somebodys background disturbing. I dont know who it is whistling. Can we all mute if we are not speaking. Thank you. Thank you. I would like to just get maybe a clearer answer when this city takes on complex and difficult issues, and i think we agree tackling homelessness issues within the handdemic or without the pandemic is complex. This city can rise to the challenge. Yesterday we saw the climate plan which is complex. There is a plan in place. I think i just want to reask and would respectfully request a clearance. Can we expect a more comprehensive plan, not a list of things being done unquestionably. There are good things done. There is not a comprehensive plan. L we have one and if so when when it comes to homelessness . I am sorry, president yee. Go ahead and respond, mayor breed. Mayor breed i am sorry you dont believe what we put out for the plan for the tenderloin was comprehensive. I am sorry what we proposed in what we were doing under the covid19 response with a number of details around what the plan is in terms of getting people housed, the staffing and the number of other things. I am sorry you dont believe that is clear enough. I think that from my perspective there is a plan in place we are implementing that plan. If there are things you are looking for or you think are missing from the plan, we are happy to work with your office to try to implement. There is no way if we didnt have a plan we would have been able to get the safe sleeping site up so quickly as well as other sites we have been able to push for around the trailers. Farther of the plans, of course, include working with communitybased organizations to make sure we have staffing and training and other things. I am not certain what more we can provide you with. That is different from an overall citywide plan to address homelessness which we dont have. As we are all aware, the world changed quite a bit since the voters voted on this in november. Im sorry, voted on this in march with over 70 of the voters passing prop d, historic front vacancy tax, at a time when the coronavirus was not yet being discussed in terms of sheltering in place, social distancing, or the shuttering of so many Small Businesses across the city and county. We dont know the full extent of the damage to our neighborhood commercial corridors and we know we are all committed to getting them back on our feet, but i think we all agree the Global Pandemic definitely is in the category of severe unforeseen events that is throwing a wrench into the proper functioning of this voter approved tax. As you all know, the measure itself allowed twothirds of the board of supervisors to amend the ordinance in certain ways and before us today is delaying this by one year and its really important to note that the exact folks that asked us to put this on the ballot and the voters to vote for it, the Small Business Community Supports this oneyear extension in implementation, and also have to note the City Attorneys Office would have needed to develop implementing regulations and they have been extremely busy dealing with all aspects of the coronavirus emergency but i do want to thank San Francisco voters for seeing the wisdom in this tool and i want to reassure everybody that in time this vacancy tax will work precisely as intended when our economy recovers. I do want to offer two minor nonsubstantive amendments which i have distributed to each of your offices. On page 5 and 6, clarifying the timelines by which the controller must submit a report on the tax and also on page six as i mentioned earlier uncodified that sets forth a twothirds vote of the board to pass and with that, colleagues, i commend your vote on this item. I recognize it is not an easy endeavor and to put yourself out there in the job of a Police Commissioner is a volunteer job and very time consuming and so i want to thank mr. Geoffrey gordoncreed for putting his name out there, and willingness to serve the people of San Francisco in this capacity. President yee ok. So i think you need a motion to table this item. Clerk rejecting mayors nomination for the appointment of nancy tung to the Police Commission for a fouryear term ending april 30, 2024. Chair ronen thank you so much. Colleagues i led a rules Committee Hearing on the mayoral nominations to the Police Commission and i think both stefani and another can attest it was a painful experience. The two nominees shed share experiences and took testimony of more than 100 callers. After seven hours i made a motion to recommend the board reject both appointments. I want to make clear that both geoffrey gordoncreed and nancy tung are accomplished and experienced attorneys who care deeply about Public Service. Whi while i disagree on policy with nancy tung, i believe geoffrey and i agreed on quite a bit. I opposed the appointments of both individuals. During this moment in history i believe we must heed the calls of the millions of people in the streets literally begging for radical change, and how this Country Police its residents and especially its black residents. Neither nancy tung nor geoffrey gordoncreed have been significant in the Reform Movement and not leaders. They are investigating discipline and appeals. Four years ago in a response to a series of fatal officerinvolved series and racist and homophobic tests, a review of police practice, resulted in 272 reform recommendations, antibias measures, changes in the use of force and how they interact with community members. Making the changes recommended in the report will make a meaningful change in our department and it is outrageous that four years in only 40 of the 272 recommendations have been completed. I believe that we need every person on the Police Commission to be working with life or death urgency and full commitment to reforming our Police Department and to ending racist policies that are leaning to extreme bias and killings. Board supervisors can act local in a meaningful way. We have the power to see who sits on the Police Commission and only those with a passion in and leading the right for Police Reform. We can make change at the local level. We have a Strong Movement and bold elected leadership can get it done. We need everyone on board and that includes a Police Commission that is rooted in the longterm fight for systemic change. Nancy tung has been a prosecutor for two decades, and ran for San Francisco District Attorney in 2019. During her campaign she consistently showed her approach to policing and criminal justice contrary to the values of most san franciscans. Publicly supported equipping with tassers, unwillingness to fire Police Involved in the killing, opposed reform measures to rein in use of deadly force and losing propsation h would have taken away power the Police Commission to decide whether the department should use tassers. I wont comment any more on geoffrey gordoncreed since he has withdrawn his name from consideration. But i have respect for both candidates, i dont believe they are the people we need to lead sfpd reforms. San francisco has a Strong Community of criminal justice advocates who are committed, active and effective in shaping and implementing reform now. Qualified candidates with clear track records and who are ready to turn our Police Department around and address the deep racism in the force and its policies. Protestors are demanding that any one with an ounce of power to overturn business as usual do so. They need us to make moves that are big, fast and urgent to radically shake up a system that has led to the killing of black and brown people. I will not be voting to any candidate who does not have the record of working and leading reform efforts. I hope my colleagues will join me in rejekting this nomination and look forward to receiving new nominees for our consideration shortly. Thank you very much. President yee thank you. Supervisor walton. Supervisor walton thank you so much, president yee and first i want to say thank you to the rules committee for thoughtful deliberation and thorough hearing around these appointments. I know that there was a lot of work that went into really vetting these two appointments and i want to appreciate the entire committee, especially chair ronen, for the way she conducted the hearing. I would also like to at first take a moment of silence for george floyd and other black people and people of color who have been killed at the hands of Law Enforcement at this time. Thank you colleagues, and everyone for obliging george floyd and his family. This is one of the most important votes, if not the most important vote that ive had to make while on this board of supervisors. And this present time we need dramatic change to Law Enforcement policy and operations, we need people who have a track record of Justice Reform and Justice Reform principles. And this day of antiblackness, and mass incarcerations, and killing of black people and people of color, it is imperative we have people on our Police Commission that understand the need for Aggressive Police reform and who do not have a history of enabling some of their very behaviors that need to change in our Police Department. This is not a time we need people on the Police Commission that are not about systemic change, and not about ensuring that Law Enforcement is communityminded and communityoriented. Those are important qualifications needed for Police Commissioners, especially at this time. The fact that the proposed appointee does not think there should be consequences for the officers who kill mario woods, this is at a very time where black men and black people, and people of color are being killed by members of Law Enforcement without consequence. So that belief in itself was already enough for me to not support this appointment. Then you look at the current climate. The only reason an officer will put their knee on someones neck for over eight minutes and literally kill them is because they believe there would be no consequences for their actions. Like the mario woods killing. This is at a time where there should be no tolerance for this type of Police Misconduct. And we need commissioners that understand that and fight for that. I do not see a history of fighting for Justice Reform, or fighting for community color, communities of color from this panel. That is very problematic for me and should be for anyone who is concerned about the current state and relationships between Law Enforcement and community. There is no way someone who is constantly fighting for Justice Reforms within Law Enforcement and fought for the department of justice recommendations to be implemented. There is no way someone who has fought against the mass incarceration of black people and people of color. There is no way that someone who has fought to close our Juvenile Hall and work to develop a place where young people can thrive, be rehabilitated and successful members of society. There is no way that i am a black man with black sons, black grandsons, black nephews, entire black family can stand by and let this appointment go forward. There is no way that i can stand for all of those principals, and turn around and support when someone who has loudly spoken out against the closure of Juvenile Hall, and against fighting for the rehabilitative traits that exist in our young people. No way i can support someone who fought for tasers, even after seeing oscar grant killed like an animal on the bart platform because of the i was reaching for my taser rhetoric. No way as a black man targeted by the Police Officers association and exposed to their racism and insensitivity and divisiveness that i could support someone who has received money for them while running for an office that has at times totally focussed on locking up black people. Its not about the race of the candidate or ethnicity, but about the beliefs and the historical track record of the candidate not being what is needed for our city and our community, especially at this time. I believe one can atone for their mistakes and past beliefs and you can grow and learn to think differently. That does not happen overnight and we need folks in our Police Commission that had not only condone fights for equity and justice, but will lead the fight for equity and justice. Again, i want to thank the rules committee for their thoughtful and thorough hearing around these appointments and i stand by their negative recommendation on this appointment and i think it will be disrespectful to our community, the black community, if you do support this appointment. And that is coming from my heart, that is coming from me as a black man, and from someone who understands if we truly are about change, and we are truly about making sure that negative policies dont continue in Law Enforcement, then we have to be truly about supporting the communities that we say we want to reach out to and step up for. I just want to mention that i had a long conversation with nancy tung and i think that every one of my colleagues realizes people who keep track of these votes that i have been very consistent on my votes about Police Commissioner appointees. I was the only no vote on many commissioners as i will not vote for anyone who is pro taser. I was a no vote, the only no vote on commissioners that have come before this board because the appointees were pro taser. This is no different. Having said that, i do think that the Chinese Community deserves and needs representation on the Police Commission. I dont think the Chinese Community and the communities of San Francisco need to have a Police Commissioner that is pro taser, and also through my conversations i think that what nancy tung and i disagree on is that involvement of organized groups, Police Reform and the influence that they have, and how we can actually how we can actually have those reforms move forward and actually minimize the voice of some of these opposition groups. I also think that this appointee who i hope the next one that the mayor brings forward is chinese also, is a chinese speaker and in touch with the Chinese Community. As i said before, i have been very consistent on my votes for the Police Commission. I have not waivered, this is completely in line with all the rest of my votes. I think this body knows that i have led the votes against the reappointment of commissioners we knew were not aligned with the people of San Francisco. So i think to thank miss tung for putting her name in and years of Public Service but i will not be able to support her appointment. And i am saying it is because of her stance on being pro taser, not only that, i think that this also, her ideology around Police Reform and whats happening with policing in San Francisco that we just have a difference, and so thank you. President yee thank you. Supervisor preston. Thank you, president yee. I want to thank my colleagues for their remarks and associate myself with supervisor waltons and supervisor and i want to thank the rules committee and chair ronen for really doing i think a very fair and thorough vetting of the candidates. I think we are in a moment as supervisor walton has described in the past few weeks where thousands and thousands of people have taken to the street across our nation to show their outrage and are protesting in disgust at the horrifying acts of Police Violence sparked by the callous murder of george floyd and we have seen more and more Police Misconduct in response to the protests. My office alone, and im sure my colleagues i have received over 7,000 emails, 7,000 emails. More than i have received on any other issue since joining the board in december. Telling me to defund the Police Department. Our mayor and supervisor walton have joined forces to announce their efforts, an entire nation that is talking about the need right now for serious change in how we police our communities. Its in that context that this nomination comes before us, and this as my colleagues said, this is an accomplished prosecutor, this is a candidate, though, who is completely out of step with the Reform Movement that is taking hold and that we need to support by our appointments. This is someone who receives the maximum allowable donation from the San Francisco Police Officers Association Just last year when running for office. This is someone with no connection to the police Reform Movement. Who supported tasers, Arming Police with tasers. Who opposes the firing or prosecuting of the officers who killed mario woods and the officers who killed jessica williams. And as my colleagues have stated, opposed the closure of Juvenile Hall. There are so many incredibly qualified people who could serve on the Police Commission, a body, the body that is tasked with oversight of the Police Department. We need someone who is committed to reform, has a demonstrated history of reform, and very importantly, 100 independent from San Francisco Police Officers association. So i will be voting against this appointment and i urge my colleagues to do the same. Thank you. President yee thank you supervisor. Supervisor supervisor haney i agree with the comments thus far. We are obviously in an unpreden time in our country, and i was out like many were last week and i have never seen a demonstration like that in San Francisco in our own city. Thousands of people, all united, demanding Police Accountability, challenging us to use every power and influence we have as elected officials to ensure a complete and radical change in how we approach policing. Not only in other cities, but here in San Francisco. We as many people have said have a Police Department that has had its own awful, brutal instances of police murder. We have a Police Department that has a department of justice come in and put forward 272 recommendations of which only 40 have been completed. If Police Reform is urgent anywhere, it is here in San Francisco. And we have not been moving fast enough. So to respond to what the people on the streets are demanding of us right now means ensuring that our Police Commission is made up of people who have a deep track record commitment in expertise on Police Accountability and reform. I laid out a set of expectations that i think are foundational and basic in terms of what we should expect of whoever is appointed to our Police Commission. This is true always, but especially true now at this moment when we know we have to go so much farther. And they are very basic. You know, we need someone who has expertise, demonstrated expertise and Police Reform and accountability. They should understand the issues and have demonstrated that understanding in their work. Secondly, they should have actually have a track record of fighting for and winning reforms. One of the most important reforms that has taken place in our state, ab392 as it relates to fatal use of force by police was put into place just a few months ago, and i would expect that whoever we appoint to the Police Commission right now not only supported that, but deeply understands and demonstrates why its needed. And lastly i think it should be somebody who has worked with the Police Commission, who has testified, worked with groups to go in front of the Police Commission and i agree that miss tung has a lot that she has accomplished and a lot to be proud of in her career, i dont think she meets any of those three criteria that i feel should be objective criteria for who we put forward in this most important position in this most urgent and unprecedented moment in our history. So i hope that we can choose from one of the many people in our city who does meet one of these criteria, and i do think its important that we have somebody who represents the Chinese American Community in the city, but they should also meet these criteria of deep involvement, commitment, and background as it relates to the issues of Police Accountability and misconduct, what the Police Commission does. Its not just general safety policy, but its about Holding Police accountable. I appreciate miss tung interested in serving and Broader Service to the city but i think this moment demands of us to put forward someone to this body who can step up to the urgency and the scale of the moment that we are facing as it relates to policing. President yee thank you. Supervisor peskin. Supervisor peskin let me associate myself with the comments of the previous speakers of whom there have been five. Ill be the sixth, which is a majority of the board of supervisors. But all of this has been obvious to everybody for many days now, and the only thing and im positing this, i dont want a response, is why unlike the previous candidate in the previous item number 12 this individual has not withdrawn. That would have been the proper thing to do. I wanted to state that for the record, but i am ready to vote in the affirmative on the motion that would deny this individual a place on the Police Commission and despite her accomplishments in the legal field as prosecutor, i agree with the previous statements of my colleagues. I want to acknowledge what a difficult vote this is and a few words regarding why i plan to vote against the motion to reject the mayors appointment to the Police Commission, along the lines with many of the things of course i said in the rules committee, and i also want to acknowledge i know a lot of people are feeling pain right now, we all are, i mean, if you are not theres something wrong with you. You know, not just here in San Francisco but across this country. We have seen so many images from our own back yard to the nations capitol, so many people have gathered, so many people to make clear that black lives matter and to protest really our broken criminal Justice System and demand change, to make change that is needed. And last week president obama challenged mayors and local leaders across the country to commit to reform. Im grateful mayor breed was among the first to sign on to president obamas pledge and more grateful we live in a city that has already enacted all of the what are called the eight cant wait reform, banning chokeholds, and exhausting all things before shooting, and duty to intervene and stop colleagues from acting improperly, banning shooting at vehicles, establishing the use of force, and requiring all uses of force be reported and its crazy to think thats not that doesnt happen in Police Departments but i know in San Francisco we lead the way on that and on so many things. Of course these are just some of the important steps here in San Francisco and i know there is so much more work to do. And i want to respect all those that have continued to work on this very important issue. Its clear from the remaining Obama Justice Department Reforms that we still have a lot to complete and it is Crystal Clear now that thousands are marching in the streets to demand justice and demand we work at a much paste pace and we should. This moment i think, while incredibly painful, has also been, you know, inspiring, of course, hate for a moment like this to even have to exist to get this many people to wake up and realize something has to change. And its really interesting, of course, for this moment to be presented with this unique backdrop to be considering this mayoral appointment to our Police Commission. And i just want to say, too, what i said in the rules committee and i meant it, i so respect supervisor ronens opinion and supervisor mars opinion, my colleagues on the rules committee and respect every opinion voiced here today. I know that we all bring our own perspective and experiences to this decision and look to different leaders to sometimes help us make our decisions. I just want people to know i do hear you, even though i may not think like you or i might vote differently than you, i hear you and i want to work with you, and i want to work with everyone to move the needle forward quickly on the remaining criminal Justice Reforms that we absolutely need to enact. You know, i look at this from this point of view, and this is where i think we differ. Our charter gives the mayor the responsibility to nominate four members of the Police Commission and san franciscans have elected london breed mayor on two occasions in just as many years. And i really do believe that San Francisco is fortunate to have a mayor who is incredibly knowledgeable about Law Enforcement and reform and from both her not just legislative experience, but from her personal experience and her professional experiences. I know mayor breed often speaks of the violence she witnessed as a kid growing up in Public Housing not far from city hall and its not something i can ignore. And im not saying you are ignoring it, but for me this is how i feel. Many of us know that the mayors brother is incarcerated, and i think fewer know that her cousin was actually killed by the police in San Francisco, thats something i just learned recently. And we also know that mayor breed has led the way for Police Reform in the city and has done a lot on the subject. Eliminated harmful fines and fees, happy to vote on, unanimous vote at the board of supervisors, thought it was necessary legislation and of course authoring prop g in 2016, created our independent, again, this is rare for most places, but our independent department of Police Accountability as we know it today. In addition, and wrapping up, her two appointments to the Police Commissions have been thoughtful, capability additions to the body. And this one remaining appointment of nancy tung, and i understand again why so many people have issues, and this one i thought very hard about, and i voiced concerns to the mayor, some of the current concerns that are brought up by others, concerns i have had that have not been brought up by others that are different than yours, and i had a good talk with the mayor about why she feels that nancy tung would be good for the Police Commission and why she feels based on all of her experience that this would be a good addition to the Police Commission. I just want to say, too, like i said, i understand the points made, and i do know nancy in a way that others have not known her, like through gun violence prevention work with moms demand action where one of our platforms is police gun violence is gun violence, and we fight hard against that, and we fight hard against stand your ground laws in other states and thank god we dont have that law in california. And we argue for more funding for our california violence intervention and Grant Program and we are successful in getting the governor to increase funding for that. I have seen her advocate for things i think would help, not as far as other supervisors would want it to go but i have seen her in a different light. And the one thing that stood out to me about her and understanding the issues brought up, and having been a prosecutor myself, that she is one of the only attorneys in San Francisco actually convicted Law Enforcement officers accused of misconduct and i have no no, like reservation that she wouldnt hold every single officer accountable to the full extent possible if they come before the Police Commission. I know that based on the case that she actually prosecuted, and i know that from talking to her. Also you know, being able to stand up to her colleagues in the San Francisco district Attorneys Office on another issue, i thought showed good judgment in terms of being able to really hold people accountable for the wrong misconduct. So, leads me to the conclusion that i know we, you know, several of you said accomplished, smart, compassionate to issues to the Police Commission and i do have full confidence shes more than capable of carrying out the reforms we need in San Francisco, especially considering the other commissioners on the Police Commission more than capable of doing this work, and together as a body i know they will deliver and i am confident at that. And finally, i just want to say i respect, and i cant say it enough, i think its really important for us to be able to disagree in an agreeable fashion if that makes any sense, i do respect the different points of view on this matter but i think for me personally, and not putting this on you, but me personally, it is a mistake for me to ignore the perspective our mayor brings to the table in putting miss tungs name forward. Thats where i come out on this, without disrespecting the very important things said by my colleagues, i vote today consistent with the vote made in committee and also look forward to working together on all the Police Reform measures that have been talked about and hopefully we can bring an end to the really crisis and the other pandemic that is facing our nation, so, and with that i will conclude. What ive seen in recent days is sort of a moment in time different from what i witnessed certainly this past decade and we, the last few decades. We are all accustomed to seeing marches and demonstrations around the civic center or the downtown area. And so its nothing new, thats what we are seeing on the news. What i have not seen are things that are going on in the city thats never happened before. Even this weekend there was a demonstration oral i, if you may, in the bay view community, in supervisor waltons district, that i dont think really caught much media at all and showing the frustration in that community. But even beyond that the other thing i went to on sunday was another march, and i dont think theres ever been a march along ocean avenue before, and there were several thousand people and it was youthled, and mostly families that went through there. I im not very good at estimating, but to have i was thinking 5,000, it could be maybe less than that, but several thousand, and thats unheard of in district 7. So, what im seeing is really, really much more larger piece of society is saying lets make some changes. You want changes, and i think, you know, this is the moment where we should take advantage of these opportunities and make these changes. Given that, let me give it more focus. You know, i think maybe supervisor fewer mentioned it but there is not a chinese american or chinese representative on the commission, the Police Commission, which i think is really sad. We have not had one for a while now. And yet we are, the chinese American Population is one of the bigger populations in San Francisco. So, and so i want to state that up front. We need a chinese representative on this commission and we need a complete overhaul in the Police Department. Authentic commitment to our immigrant communities, especially those whose language barriers. We have not progressed much during my time here on the board. And over the past few years these tensions have only been exacerbated by the often lack of care we sense from the system itself. I believe nancy has experience but what i want to see is someone who actually has done the work with the community, and who has taken both stands for real change not just incremental reform. I know this is difficult, this is a difficult vote for many asian residents to understand, but we deserve better. We should not settle for nominations just based on their race alone. I believe we need someone invested in the a. P. I. Community and building to fight hard for the changes needed for equity and justice. I had to call in four different times, emailed the board of supervisors and enter the pass code half a dozen times to get through to this meeting today. I dont understand why there is a pass code for a Public Meeting. Its a Public Meeting so anybody can join. I dont know why there would need to be passwords for that. Additionally, on the video channel the names of people speaking in Public Office are removed from the video display so it is very hard to understand who is speaking, and what item on the agenda is being discussed. Most importantly, these meetings have different passwords, different systems for logging in, ive been to three different meetings remotely, all different access barriers, different star three, star this, pound that, its very, very hard for disabled people right now to be involved in important public decisions that affect our lives as high risk people that can fall victim to covid. Colleagues, i am asking for your support of this legislation to provide permanent eviction protections for renters affected by covid19. Item was heard yesterday in land use and discussed extensively, over five hours of Public Comments, thank chair peskin and supervisor safai for listening to the Public Comments yesterday. Absent this legislation there can be little doubt that when the Eviction Moratorium that we have in place that is temporary expires, there will be thousands of filings to give tenants notice that they have three days to pay rent or quit, and what would follow as the New York Times recently predicted is an avalanche of eviction, unprecedented in scale and in harm. We need to do everything in our power to avoid that fate. Thats the intent of this straightforward change to chapter 37 of the administrative code before you today. Add as defense of nonpayment eviction, showing the tenant experienced income loss due to covid19 or expenses. In effect, it would permanently take nonpayment eviction off the table for San Francisco renters struggling to pay back rent due during the state of emergency. In addition, prohibits late fees, penalties, interest or other charges to tenants related to delayed rent. No person unable to pay rent on time because of this Global Pandemic. Something unpredictable and over which they had absolutely no control. No person should ever have to worry about being penalized with late fees or eviction under the circumstances. Thats what the legislation does for the sake of clarity, here what it does not do. It does not waive the rent, the tenants obligation to pay the rent or cancel the debt. It takes it off the table. It would be akin to a consumer debt, which a landlord could elect to pursue in any manner they see fit. A tenant with the means to pay would have every reason to follow through on their obligation in the same way every reason to pay the monthly credit card bill or student loan payment. Colleagues, it has become abun dantly clear the Health Effect haves fallen on low income people or people of color, and the same people that will be kicked out of their homes. Everything to do in our power to offer everything allowed by law. I urge your support and would like you to join the following organizations come out in support of this legislation, and i will read them quickly because the list is long. San francisco tenant union, rousing rights committee, Affordable Housing allowance, Chinatown Community development center, unite local two, sciu, different groups, and local 250a, united educators of San Francisco, harvey milk club, and just cause, senior disability action, gray panthers, eviction defense collaborative, tenderloin development corporation, asian caucus, Richmond District rising, Communities United for health and justice, coleman advocates, Filipino Community center, chinese for affirmative action, Community Tenants association, Public Health justice collective, democrat club, mentioned twice, and jobs with justice. As you said, this is an unprecedented situation that we face and it requires us to take unprecedented measures. It is unthinkable that once the Eviction Moratorium would be lifted that we would see potentially thousands of people in our city receive threeday notices to quit, to be evicted. I get stopped on a regular basis in my neighborhood by people who are terrified of that prospect. We as a city cannot leave them on their own and if they were evict, we would have to come to their support either way. This is a smart change in policy. It is one reasonable, it is proactive, and its the right thing to do. So, i think we will prevent a lot of homelessness with putting this policy in place. We will protect a lot of people so they can stay in their homes and stay in the city, and we will also be able to create clarity so people know the protections available to them, and we dont have massive confusion and panic as people dont know if they are going to be able to just stay where they live. So, again, i thank you for your leadership on this and the many organizations. This is absolutely something that we have to do, and we have a responsibility to do for the many tenants in our city right now who are, who have been impacted by covid19 and concerned about whether theyll be able to stay in their homes. Colleagues, i wanted to remind everybody what i said in committee which is we have actually all voted on this exact language once before, actually twice before on may 19 and on june 2nd in legislation that i introduced, and the moving paragraph is literally identical in file number 200457 which was this exact legislative scheme for individuals and single resident occupancy hotels and direct you to page five of that legislation that has the exact word for word same paragraph that is in file number 200375 and reads as follows. Notwithstanding any lease provisions to the contrary, a landlord of a Residential Hotel unit as defined in 41. 4 may not, the moving part, impose late fees, penalties, interest, liquidated damages or similar charges due to the tenant nonpayment of rent if they can prove its from the pandemic in section a1d, landlord may not recover possession of the unit due to the failure to pay late such charges when subsection a1d applies. Foregoing sentence shall not enlarge or diminish rights with respect to such charges with the subsection a1d does not apply, and that is virtually the identical language that is set forth in file number 200375 that is before us today. I want to say as a landlord and a small Property Owner i have thought a lot about this and understand the concerns small Property Owners have and i agree there needs to be relief for small Property Owners who face legitimate hardship for the loss of rental income. However, its important toerm even if landlords are allowed to evict the tenants unable to pay rent, it would not solve this problem. This legislation does not prevent land lords to recover payment. Does not relieve them of their debt. They will not lose their homes as they struggle to get current. Ive heard landlords say if they cannot be evicted for nonpayment of rent, what do they have to pay raent . It assumes all are free loaders, offensive and completely untrue. Going into debt and taken into Small Claims Court or having credit damaged is more than enough motivation for those who can pay do so. Those unable to pay have every reason to want to work out a payment plan with their landlord. Supervisor preston mentioned the vast majority of tenants, 97 have continued to pay rent during the moratorium, and only applies to the limited number of months covered by the moratorium. If landlords started evicting tenants for unpaid back rents, that would be a loselose for tenants and landlords, landlords would not recover the back rent and tenants would lose their homes. We have decided as a city the eviction is necessary, the only way the rate of eviction should be postponed. I understand the concerns of unintended consequence but the consequence of not acting is far greater. So, i would probably be supporting this legislation today, and then look forward to hearing more about supervisor prestons proposal for the relief fund for small Property Owners facing hardships due to this crisis. I am so grateful to supervisor preston for offering this legislation. The cruelty of this pandemic shows itself in so many ways, but one thing is clear. What you are experiencing depends when you are rich or poor, salary or hourly, citizen or pant, owner or renter, black or brown. And it has never been more glaring. What we have seen is the Health Crisis turned into an economic calamity. Shortterm moratorium was some help for renters while in place. And it will take time to regain full employment and financial stability. Even those who have been able to return to work will not be able to pay off back rent in a short time. When the Health Orders are lifted we cannot have people facing imminent eviction. Stimulus checks are spent and the augmented Unemployment Benefits expire in july. Many people have already drained their small savings and those who dont qualify for federal support are now in their third month of struggling just to put food on the table. We always new the stopgap measure is not enough and so glad that supervisor preston recognized this and has offered this solution. What we need is a soft landing, way to ease out of this crisis. It will not help unpaid back rent but forestall the immediate possibility of eviction and would otherwise be a tragedy citywide. Its a common sense next step and plan for the overall plan for recovery. I hope my colleagues will join me in supporting this legislation. Thanks so much. President yee supervisor safai. Sorry, sorry, i still have a hangover from yesterday, sorry about that. We sat through seven hours of testimony and it was actually very thoughtful, and this is a very, i think this is an issue that people have taken and charged. Unfortunately a lt of misinformation. As supervisor peskin said, very straightforward. This is an attempt to say and to clarify that during this crisis, during this pandemic, we dont want to we dont want to put people on the street. And as supervisor haney said this city would be dealing with this citizenry. So i appreciate the clarity that this is not a rent removal, its not removing peoples obligation to pay rent, this is only saying what the governor has said, what the mayor has said and what the board is reaffirming, that we are not going to evict people for nonpayment of rent. And its clarifying it one step further. For the period during this emergency order in place, we are not going to come back and say you are evicted now because you are in arears, you are behind, you have some way. What i know is almost 100 of landlords are good people. Almost 100 of tenants are good people. And the idea that tenants would find a way to look at this and take advantage of the situation or landlords would turn around in this crisis and take advantage of the situation, everyone is struggling right now in this crisis. And so what i am committed to, and im glad supervisor preston referenced in his remarks yesterday, we need to find a way to do exactly what los angeles did, which is creating a Significant Fund from which people can draw if they need rent assistance, mortgage assistance, los angeles has committed over 100 million to that fund. And we will get an additional round of stimulus money and with that additional round of stimulus money i think the majority of the anxiety around this housing security conversation will be dealt with, and i know San Francisco will put this first. But as supervisor preston said, and supervisor fewer said in a very eloquent way, people are not going to just not pay rent because they will jeopardize the credit report. They can still be taken to court in breach of contract. They will have the burden of proof to show they need this. And for most people, pay stubs, bank statements, stimulus checks a very straightforward coverings. And yesterday, people are already beginning to work out payment plans. [please stand by]. At the end of the day, this is acknowledging the crisis and no way diminishing the crisis and is not overemphasizing the struggle that many of the tenants are facing because these are real struggles and i am happy to support this and we will find a way to work out the fund that will be needed to actually address this crisis. Thank you. Thank you. Supervisor stephanie . Supervisor thank you, president yee. Before i make a few points, i want to recognize supervisor preston for the work on this issue. I know he and his staff want to this to be successful. And thank you, supervisor preston, and i agree with supervisor preston about the need to protect tenants during the state of emergency. Tenants we know are particularly vulnerable during this economic downturn and we should do everything allowable under state and federal law to protect them. However, i do not believe that this proposal will hold up to a legal challenge and cannot in good faith vote for it today. There is a high risk that a court would strike down the prohibition on evicting tenants for missing rent payments covered by the governors executive orred e and i want to briefly explain some of the legal reasons why i have there. First, the takings clause. I can see looks on faces. The takings clause is the u. S. And californias constitution that prohibit taking private property without just compensation and constitute the illegal taking an and the law would be struck down. Also the, contracts clause and regulate any regulation and plaintiffs can challenge the coordinates on the ground and interferes with existing contracts and the preeventive order and recognizes the right to collect rent as a fundamental attribute of any lease. Unfortunately, for these reasons, this is something i looked at into greater than just what i have been told. I looked into this. And for these reasons, i dont believe San Francisco will prevail if sued. And one of our greatest responsibilities here at the board of supervisors is to safeguard the citys finances to ensure basic service like water, sewer, road, fire, and protecting tenants as well, of course, and creating funds as has been said by other supervisors and sheltering in place while necessary to protect health and safety has had a major impact on the citys financial position and in the controller has projected a deficit as large as 1. 7 billion over the next two fiscal years and quite a bit of uncertainty around this number. And could be even higher. I do believe this legislation, although definitely very well intentioned and needed to protect the tenants as supervisor preston has done well and will continue to do, and i do believe, though, this will lead to a costly lawsuit that the city will eventually lose, and while i deeply appreciate the reasoning behind the proposal, it is not one in good fit that i can vote for it is not one in good faith that i can vote for today. Thank you. Supervisor yee first of all, i want to thank supervisor preston for actually bringing this legislation forward. In terms of protecting tenants and making sure they dont get evicted and so forth, and i have struggled to actually come to a conclusion where i want to land on this. And i want to tell you why and i dont want it to be interpreted as i didnt care about tenants an there was an attempt to do this earlier to make sure that during the pandemic crisis that none of the tenants would be evicted. Then there was a period of a moratorium to pay it back. I would have definitely supported a longer moratorium for people to pay it back. The reason why i struggle with this is that we have this traditional sort of pit the tenants against the land lorsd an landlords against the tenants and thises how its being played out. And part of it is i feel like were actually as the government not being responsible for trying to help both the tenants and the Property Owners. And were just saying, okay, we dont want one party to suffer who is suffering from the financial crisis that they are going through to be at this point responsible for the rent and until later when they can pay it back. And then for the time being the Property Owners have to take the burden of whatever comes out of that. And i just feel like the way it is written right now, it is a little tricky for me because on the one hand, i support the moratorium and support a lot of this that is in here. And there is even some clauses in here where we could look at funding in which i think supervisor preston and supervisor safai had alluded to. I would definitely support this fully if the funding was there, and part of what i am struggling with is, can we get that funding or not to unburden some of the small Property Owners that i know that they cant also afford some of the burden. And i am rambling a little bit, and i feel like if there is and hearing more commitment to get this funding. At this point i think its very crucial that we actually get this funding to alleviate the burden of the rent itself. And we as a government and want to make sure that none of the landlords or tenants are hurt from the pandemic itself. And i am actually making my decision as i am talking. So this is a hard one to trust if we can get that if happened from a few months and there is probably a will on this board to find the way to get some of the funding to actually support both tenants and i am convincing myself that this is important enough for me to vote yes. And thank you, president yee and colleagues for all your comments. And president yee, i look forward to working with you and others on strategies to secure the funding that we need for small Property Owners who experience hardship due to lost income and look forward to working on that with you. I do want to briefly respond to supervisor safais comments regarding legality. Just that all of those points raised go through the identical arguments that were made against a piece of legislation that i worked on and very proud of and worked with in 2016 to prohibit the eviction of during the school year and face the same issues and the case that the landlord lobby decides to sue. I hope they dont but they may. And litigated up to the courtover appeal and the takeings clause and same arguments and ultimately the court of appeal ruled our protections and eviction protections were totally within the right of the city to pass and enforce. Im confident that the same will be found if and when there is a lawsuit in this case as well. I think it is worth fighting for defending them in court and to face eviction. And the very proud and we in City Government and city and county of San Francisco have led the way in making sure that this Public Health crisis does not become a displacement crisis and that is not one person that takes credit for that and temporary protections at this board and that is the there have saying that that he was going to not carry out evictions during this period. And that is the San Francisco superior court saying that they would not allow evictions to move forward during this time. That is the mayor working with our office and with others to pass strong temporary protection. And i urge all of you to take this next step to show that unity again to be a model not just standing up for residents of San Francisco but being a model for other cities in california and nationwide on making sure that this Public Health crisis does not become a displacement crisis. Colleague, i have two updated i want to share today and calling for a hearing on work in progress and Housing Affordability and Housing Affordability strategy and the housing recovery strategy and the pandemic and to Public Health and how housing inequity is a matter o f life and death. We need an Affordable Housing frame work that reflects and is responsive to the times and the actual housing units. And it is clear that we cannot continue that they have been and that the status quo must change. Excuse me. The goal of the inventory is to take inventory of the Affordable Housing work of the Planning Department and that is done so far to have informed how pedestrian should be moving forward towards recovery in a more and justice future. Secondly, i am working on an emergency onetime fee waiver legislation to support Small Businesses most impacted by the covid19 in our shelter in place orders. Every business is hurting and we have seen how many have not been able to find relief with bureaucratic hurdles for loan and Grant Programs that leave the most vulnerable businesses out. My legislation would provide direct Economic Relief by waiving license and Registration Fee. Bringing up resources for businesses to purchase ppe and for staff or material necessary to take advantage of opportunities to expand operations through the shared spaces program. It is one less stressor that could mean the difference between opening or staying shuttered forever. If we invest in opening our economy safely, we need to invest in the most impacted Small Businesses and help them follow through successfully so entire neighborhoods can once again thrive. First, colleagues, today i am introducing housing stability package which will articulate a new paradigm for creating more equitable housing outcomes in San Francisco. The premise is simple. As we reel from the worst recession in recent history, we need to demand more from the wealthiest investors and institutions and use the revenue generated by an increased tax to make sure that san franciscans can get back on their feet without worrying about keeping a roof over their heads. The package has three components that i will outline now. First, as i have mentioned, a couple weeks ago and we are introducing a ballot measure for november to double the transfer tax on sales of property 10 million or more. For properties that are valued more than 10 million but less than 25 million, the tax rate will go from 2. 75 to 5. 5 . For properties at more than 25 million the tax rate will increase from 3 to 6 percent. And these taxes are paid by the seller of the properties. In order to deter real estate speculation, the increase tax amounts will be waived if a Property Owner chooses to sell to the city or to qualified nonprofit to create permanently Affordable Housing. The increased tax amount is estimated to generate at least 100 million annually during the recession, and in the range of 150 to 200 Million Dollars after that. Second, half of the funds that are generated by the tax will be directed to a rent resolution and relief fund. We are introducing an ordinance to create that and this will provide grants to Property Owners who voluntarily waive back rent for the tenants due during the covid19 pandemic. This is what was referenced earlier about the assistance for small Property Owners. This program explicitly prioritized small landlords with 10 or fewer units and will cover up to 50 of the unpaid monthly rent. Any funds that arent granted to the landlords will revert back to existing back rent programs. So choosing the ordinance regarding the other part of the fund. The other half of the fund generated by the finance transfer tax to finance the acquisition of property with land banking and with the Municipal Housing and Affordable Housing on site. And by taxing the wealthiest Real Estate Interest funding and covid related rent relief and dedicating resources with the legislative package putting that statement into practice. I want to thank my early cosponsors supervisors ronen, mar, walton, and i look forward to working with Community Stake holders to support this critical package of housing stability measures. Second, today i am introducing a resolution urging the San Francisco federal credit union to have the loan forebearance plan for the medallion holders who have outstanding loans. The taxi industry, as you know colleagues, have introduced since the current pandemic and since the beginover shelter in place, Taxi Services have decreased an average of 80 in San Francisco, and taxi trips have decreased by over 90 due to the reduction in air travel at the airport. What is clear is strict enforcement of loan terms at this time when the crisis impacting driver income so severely creates the risk of further undermining drivers and the taxi industry while both are in distress. And the sfmta wrote a letter on march 20 and requested that the credit union take the worldwide events into account and establish and extend the taxi medallion loan forebearance plan and as a result, the credit union established a twomonth loan forebearance program for the months of april and may. The challenges associated with covid19 have not subside and the taxi industry is still experiencing an unprecedented decrease in business and as a result, sfmta wrote a second letter to the credit union on may 29 requesting an extension of the tax and loan forebearance program for an additional 90 days. On june 8 the president and c. E. O. Rejected m. T. A. s request to extend the taxi medallion loan program and therefore, i am introducing this resolution to urge the San Francisco federal credit union to extend the taxi medallion loan forebearance program for an additional 90 days. Finally, colleagues, i would like to offer an in memoriam for devlin neil oconnor. Colleagues, as you may know, a cyclist was killed recently in my district on frederick street. A car driver doored the cyclist and sending him into an oncoming vehicle. His death is a tragedy and a stark reminder of how much more we need to do to protect the safety of pedestrians and cyclists in our city. The psychists name was Devlin Oconnor and it is in his memory that i ask we adjourn todays Board Meeting. He was born july 26, 1988. At 31 years old, he was a loving husband, son, brother, friend, and colleague. He recently married the love of his life kelly after 10 years together. He was taken on may 29, 2020 from his friends, family, community, and his own future. Devlin is survived by his wife of nine months, kelly oconnor, his parents kathrin and terrence oconnor, and his brother colin oconnor. He was the type of person who would call you out of the blue to check in on you. He made a habit of picking up the phone instead of texting. He was the friend that would show up for you no matter what you needed. He would listen with compassion, empathy, and always seemed to have the answers. If you were lucky enough to be friend with him, he was the number one fan to talk through business scenarios and he always showed up. He was a young man who cherished spending time with family and friend. He made most of what california had to offer and taking trips to anderson valley, tahoe, monterrey, yosemite and frequent drives to see his inlaws. He was an avid cyclist for Mountain Biking and road biking. He loved been outdoors from running the grill at the family home in truckee to picnics with his friend. During the week he and his wife love cooking new recipes together. He had a passion for technology. He was everyones goto Tech Department when they ran into any issue. So many more moments and plans yet to come for devlin. From owning a home with his wife to taking the honeymoon trip this year, one day having a family of their own and advancing his passion for Mountain Biking. He had the kind of energy that lifted all those around him. The loss is deeply felt among his family and friend. May his memory be a blessing. Thank you. And the rest i present. The first is an in memoriam that i offer in Great Sadness to remember a native son of San Francisco whose life was taken suddenly and senselessly one week ago. On tuesday, june 2, sean was shot and killed by police and he was only 22 years old. Sean was dedicated to his family, friends, and community. He attended middle school and graduated from independence high school. He was the child of argentinean immigrants and the middle of three children. He became involved with a youth serving nonprofit in the Mission District focused and providing culturally competent programs and services and Health Employment and leadership development. From 2015 to 2017, he participated in horizons life works program. As a participant in life works, he demonstrated his passion for learning, reading, and mentoring other young people to develop a love of learning as well. His friend and colleagues at horizon described him as compassionate, kind, and thoughtful, and a natural born leader. Shawn was committed to social justice and was involved in the fight to secure justice for others who are shot and killed all of whom were shot and killed by San Francisco police in recent years. It is telling that one of the final messages he shared with his sister was a petition demanding justice for george floyd who was killed a week earlier by minneapolis Police Officers. In the last few years shawn has worked as a Security Guard and more recently as a carpenter. He wanted to give back to his family by buying his mom a home and using his skills to fix it up. He will be so missed by those he left behind including his parents and sisters. I would like to say to the family and friend of shawn, i am so sorry about in inexplicable loss of your son, brother, and friend, and i want to express my deepest condolences. We must continue to stand up for each other, our family and neighbors in the face of the White Supremacy and Police Violence thatnt cos to claim the lives of youth and young people of color. Related to the killing of shawn montorosa, today i am introducing a resolution to require the Police Department to release the body camera footage of the officerinvolved shooting that claimed the life of this man. As i said, he was killed on june 2 at 22 years old. According to the Police Departments own report, he was kneeling unarmed and had his hands up in a surrender position when he was shot five times by the vallejo police. One of the final messages he shared was a petition for justice for george floyd who was killed by the Minneapolis Police one week earlier. Shawns death comes at a moment of National Outrage and a policing system that continues to perpetuate racial injustice. For years civil rights have run up against a Police Department that has disproportionately targeted people of color and rarely held accountable for his actions. Over the past decade, they have shot 32 people, 18 fatally. Over the past decade, no officer has been fired for their role in the shooting during that time. According to public records, the officer responsible for shawns death had fired his gun at a person three other times while on duty over the last five years including two shootings within a sixweek period in 2017. This resolution urges the mayor and the city of vallejo to require the Police Department to release the body cam footage and bring Greater Transparency to the case and help the family obtain justice. And i hope to have your support on this resolution. The third item which i am happy to say i am do with the support of the colleagues is our resolution to voice a strong opposition to an agreejs you and predatory attempt by the state to grab desperately needed local revenue. They have provided provision in the education on the bus trailer bill moving through the state budget process that will severely cut San Franciscos share of our local property taxes. I am introducing this an as an imperative item to vote on it today. I learned of it this weekend after the agenda has been pushed and they are expected to hold a final vote on state budget next monday and along with it, this bill. We must make the governor and state and california has shifted revenue to the state Education Revenue Augmentation Fund not to actually augment, as you might think it would do, but to allow the state to reduce the general Fund Obligation to Public Schools. The way it has worked anns it is tough and any remaining funds are overturned. As a 20182019 budget year, San Francisco and four and in fiscal year 20192020, that excess added 200 million to the city budget to invest in Affordable Housing, Mental Health facilities, child care and Early Education and local property taxes and supporting local need. We have been anticipating about the same amount for fiscal year 20202021 and factor that into this years budget planning. Now the California Department of finance is proposing an unprecedented move to take back the fund. Now while we are in the midst of a Major Economic crisis, and the state is proposing to change the rules and cut off access to local funds to fund essential services and the Department Guidelines are written retroactively to repay Prior Year Fund and there are threatening Civil Penalties that dont comply. It is ugly and we have to stop it. This calls on Governor Newsom and to reject this and calls on the chairs and the senators to strongly oppose the department of finance and vote down for the education omnibus trailer bill. Lets be real. The city and entire state face unprecedented fiscal challenges. We need all levels of government to be working together and it doesnt make any sense to take from local jurisdictions. I want to thank Ben Rosenfeld for his assistance and neighbors in other counties with whom we are carrying a united message in opposition to the measure and the unanimous cosponsorship of my colleagues. We have been talking for the past month about trying to give targeted support in areas where our citizenry needs the most help. And in this particular situation i just would like to thank president yee for his report and leadership and the mayor for supporting our request and our desire to help Family Child Care providers. It was announced late last friday so it was something that went a little unnoticed, but for the people that it will help, it is a really big deal. We were able to work with give to sf and allocate 1 million to and to help pay rent, to help pay their mortgage, and help pay their staff. And if you recall, we put forward a resolution asking and urging Governor Newsom to immediately release the 350 million in cares act money they have that will be released most likely sometime in july or august, but in the meantime, many of the Family Child Care providers that provide accessible, affordable child care are predominantly immigrant and female run and allow us to access child care and in this situation and in most cases going to facilitate people going back to work. So we put 1 million aside and there is a grant and not loans and they will directly help the providers stay in business and provide the valued service. I just wanted to thank president yee and the mayor for their support. And to let folks know if you have Family Child Care providers in your district or if there is those not ling and with the outreach and Childrens Council and another group to thank in particular for working with us on this that we will continue to get the information out. Supervisor yee so i want to thank supervisor safai for actually leading the way to get the 1 million to support our and our providers and for those that dont know what they are and they are licensed facilities that be across every home and while there is nobody going to the centers because of the pandemic, they are they have low income and so it is really hurting them. I also want to say that i was able to get a meeting with a few of them and to educate their staff about the uniqueness of the operations. So again, thank you, supervisor and mayor on this as introduction and i wanted to say a little bit about that. I want to thank supervisor ronen for this item. And the move from the States Office of finance will be damaging to San Francisco and especially impact our most vulnerable communities. I just want to thank controller Ben Rosenfeld and his team for their work in and as we mentioned by supervisor ronen, i have been working with a good voice and sent a fivecity letter and that includes us in San Francisco and marin to basically let the Governors Office know that this is a really big mistake that they are making and doesnt make any sense that they are doing it at this time. On top of that, and moving forward, they will make this with the proposal to make this metro active in terms of the cuts for two years and the previous two years and this is already money that we spent. So i dont know what they are thinking. Maybe they are not thinking. Maybe that is the problem. I just wanted to let everybody else know that theres different efforts to counter what this proposal is trying to do. The rest i submit. Thank you, mr. President. Supervisor fewer. Submit. One is a hearing that i am calling for which will actually be a scheduling hearing that is open but i wanted to say word about it. And as many of you, i am sure, or all of you are aware, yesterday the federal investigation into public corruption in our City Government has led to additional indictments and this now has led to two director level individuals within our City Government being charged with public corruption and both the director of public works and our director of the office of the Mayors Office of Neighborhood Services. And we have also had another director of a department and director of d. B. I. Who resigned or was asked to resign because of corruption. This is three director level positions in four months and it is a huge betrayal of the public trust and huge betrayal of the hardworking employees of the city and especially in the department of public works and a betrayal of the residents. Corruption has a very real impact on the quality of life in our city and the people of San Francisco are suffering from the failures of corrupt Public Officials doing their jobs. The Directors Office of Neighborhood Services and the department of public works are two officials who are most directly responsible for keeping our streets and sidewalks clean. And according to the allegations at the very time that our city was becoming literal International Embarrassment for filthy streets and sidewalks, these two individuals are alleged to have been lining their own pockets. I really cannot think of anything more infuriating when i think about the people who are walking on the streets of my district, across trash and feces at the same time as these two folks are spending their time taking money for themselves and rolexes and other things and using the trust we gave them as Public Servants to enrich themselves. This sort and this requires us to act with urgency and accountability and transparency. We cannot just continue as though this is not happen. This is not normal. It is absolutely deeply to ruhr to the legislators. We have investigations ongoing from the city controller and the City Attorney. I really do want to thank and commend the City Attorney in particular for their offices continued deep digging on this scandal. With that said, we were told that we were going to receive regular updates from the work of the controller to look more deeply into bad practices and to really understand the depth, particularly within public works and other departments, and recommend changes. I know there has been a lot going on. But as far as i know, we havent received any such report and nor have we received any updates. So the critical, essential nature of our oversight function needs to be performed to the fullest and highest level. And so i am going to be calling for alongside supervisor mar, preston, for a hearing to be reopened to provide regular updates on the investigation. We need to shine line on what is happening and most importantly on how were going to prevent anything and i am concerned from having the public trust having three directors in four months going down on corruption. We have to act swiftly and urgently and in a very systemic way to restore that public trust and to prevent this from happening in the future. The second item that i am introducing along with cosponsors supervisorings ronen, walton, and preston is a right to safety protest act. All of us have been watching and most of us it sounds like participating in the movement to ensure Police Accountability, Police Reform, that has swept the country, and our own city. And we have seen across the bay in oakland, san jose, and other parts and protestors who have gone out peacefully and have been met with overwhelming force. In particular, protestors have found themselves sometimes and often face to face with tear gas, rubber builts, flektability and weapons that should have no place in our city or and the youthled protest through the mission, there were thousands of people including many families and children. There were officers who were out there with flexible baton round and some of which in some cases were pointed out protestors. This is unacceptable in our city and we should set a very clear line in terms of what we view as acceptable under our laws including that military weapon, chemical sprays, and should never be used on peaceful demonstrators and some of the types of weapons should be banned completely and never used on anyone in our city. This is something even more urgent and important during a pandemic. Today we had a press conference and we included nurses and doctors o who explained that many of the chemical agents comprise the respiratory system in a way that makes you more vulnerable to contracting covid19 and spreading it to others and the fact that they are at greater risk of covid19 is unthinkable and we have to be clear that it doesnt happen here. I want to encourage the governor to take immediate and urgent executive action. We have legislation that the City Attorney will prepare for what this will look like in San Francisco, but in reality, it shouldnt happen in oakland or san jose and a gentleman was shot with rubber bullets and eye doctors are saying that rubber bullet cans make people blind. And this is absolutely atrocious and we should be protecting people who want to exercise their freedom of speech, not attacking them violently with weapons of war, gassing them or shooting them with dangerous projectiles. We will be drafting this with the City Attorney and bring forward soon and i think will set the standard for how to deal with peaceful protesttors and make sure that weapons that should have no place in our city are banned entirely. And for some reason many of the departments have not done it. They are busy doing things that may be necessary because of the pandemic, but they also have to cater to the taxpayers. And the question is the living room at chinatown is much needed for public thelt and and will provide Economic Development for community thats been hard hit and needs something new for way finding, for tourists and for residents alike. If the elimination of funding is approved, 37,000 californian wills lose their safety net and the costs will be shifted to other parts of the Health Care System due to increased hospitalization. And with the motion and nursing home admissions. As we also know, the covid19 pandemic and Governor Newsom with the programs deemed an essential service that protects the very people most at risk to covid19 due to age and understood lying health conditions. There are 700 frail elders and adults with disabilities being served by adult day and community programs. This proposal is needed with the utilization at this time will be decimated. The first is the provision for the department of Emergency Management and mayors housing to identify the sites to be used as safe sleeping sites and these would be temporary sites for unhoused individuals to camp. The estimated cost provided to us and discussion to city staff and 150,000 for site set up and vary depending on the site location and amenities at the site and then for the purposes of the report and 85 per night for individuals camping on one of the sites. And however, we were provided Additional Information by the department of Emergency Management that gave the range from 57 per site to 194 per night per person on each of the sites. It really has to do with the level of services and the 24hour Services Provided on each of the sites. Our recommendation in this instance is the general fund costs and they have not been currently reported due to covid data in reporting site. And so we recommend that department of Emergency Management report back to the board of supervisors on the actual site cost. The other issue is extending the citys provision for emergency paid leave for city workers. And this was an existing provision that is being extended to june 30. And this provides up to 80 hours of emergency leave depending on the purpose of the leave. This supplement is about 1,000 per day depending on the type. According to the department of Human Resources so far 2,000 employees have taken advantage at the cost of 5. 5 million. And approval of the motion is a policy matter for the board. Today, my guest is claudia gorham. Shes the deputy managing director of the real estate dri division at the city and county of San Francisco, and shes my special guest. Thank you for joining us. Thank you very much. I know that your department is the department for managing and renting properties, and also cleaning for the city. How has your department been preparing for the crisis . Well, because our citizens are sheltering in place and our buildings are closed to the general public, a substantial amount of city staff and city departments are still open and operating and doing city businesses. So we still have to do the cleaning and engineering on the portfolio and things that need to be service. And the other thing is all our workers are Disaster Service workers, so we have been providing the Emergency Operations center with various staffing needs such as drivers of trucks and accounting staff to assist them in this crisis. Have you obtained Additional Space for the city to use during this crisis . Yes. The crisis has actually required numerous transactions, and so we help basically the department of Public Health, the department of human services, and the department of homelessness determine where they can put the services that they need. So, for example, if they need a testing site or if they need a building a vacant building to put supplies or if they need to put some trucks, we will help them locate that Office Building or that property based on their factors that they need. We will then contact the landlord or the Property Owner of the space or the Building Owner decides they want, and then, we negotiate the terms that they need, whether its a permit or a lease, well help the City Attorney draft that agreement. Nice. So can you talk about how some of our iconic buildings, such address the palace of such as the palace of fine arts, has been repurposed during the pandemic . Certainly. The city needs as much space as it can use during this pandemic, and the department had to relocate to Moscone South Convention Center so that we could do social distancing as required by both the city and the state. We have hundreds and hundreds of staff people working on this covid19 crisis. All of the department of Public Health and the departments of homelessness and human services, including several other hundred people, they need several different sites. They need testing centers, they need shelters for the homeless, those with the covid19 virus, those who need a place to stay after they get out of the hospital. So weve been assisting them with places to stay. You mentioned the palace of fine arts. It has over 100,000 square feet of space. It could it we were going to use it as a shelter, but now, were going to use it for different needs. Were going to negotiate a different lease so that the city can use it for this crisis. Were using the bill graham Civic Auditorium and tfor the deployment of ambulances. The Fire Department needed additional supplies, so were using it for that service. Thats great. I also understand you have a staff of custodians, electricians, janitors and other support workers. How are they helping the city . We could not be more thankful for our civic and engineering staff under our real estate division. They have been working 247 since this crisis began, not only doing their daily responsibilities to keep the public buildings open and operating for the city staff continuing to go into the office but also because once the crisis started, several memos came down as to additional cleanings and how to do disinfecting, and we have to do the c. D. C. S recommendation does. So not only do they do recommendations. So not only do they do their regular cleaning, they are also doing deep cleaning and disinfecting in places like the Public Safety building and the haul of justice. But theyre also going in and doing a deep cleaning and disinfecting after we had a suspected case or a confirmed case of a person having the coronavirus. So theyre going in and doing this every night since this started. Our workers are continuing as laborers to make the buildings safe and secure and maintained. I know i speak for all of us when i say the Transportation Authority calls for justice for each of these individuals and all victims of racial violence and police brutality. We recognize our streets, sidewalks, public squares and spaces must be safe and secure for all. And that we have a really long way to go to achieve this for everyone in our community here and around the country. And even as we mourn, i want to note theres hope and solace in the fact that the same streets are where many women and men and children of all backgrounds are gathering to speak up for black lives and demand long overdue reforms. Our calls for justice underscore that even in this time of pain, we have not lost site of where lost sight of where we must go as a city or country. Members also inquired about the ability to conduct Effective Community outreach and cocreation workshops with the continued concern about covid19. And t. A. Good morning, commissioners. Id like to start my presentation with the Financial Information and then i will pass it over to executive director chang to walk you through the threemonth provisional work plan. Chair peskin thank you. Ill pull up my slides. Please let me know if youre able to see the slides. Chair peskin yes, we can. Thank you, chair peskin. As ive indicated last month, i would return with a Budget Amendment for fiscal year 19 20. To reflect the impacts of covid19 on our revenues and expenditure estimates. I its been a fiscal year unlike any fiscal year. Were recommending a decrease of 33. 4 million to revenues. Our agency typically collects the majority of revenues for sales tax. We had collected typically 9 million for the month of march. But estimates came in at only 3. 6 million. This is a decline of approximately 60 . For the month of april, may and june, we are estimating a decline of approximately 73 , as a result of the covid19 and shelterinplace order. Next, i have the Traffic Congestion mitigation tax. This is known as prop d, this is the t. N. C. Tax. As you all remember, we had a ballot measure back in 2019. And 50 of the revenues would go to sfmta and 50 of the revenues would come to the t. A. For the first three months of this program, weve collected 2. 2 million in revenues, while we were expecting 3. 6 million. We also have a shift in our Program Revenues. Program revenues are our federal, state and regional revenues. And the changes mainly due to the commencement delay for the south gate road realignment project. This is phase two of the i80 interchange Improvement Project. There was a longerthananticipated procurement process. And due to the covidrelated Board Meeting cancellation in march, we had to push the construction commencement date by two months. But happy news. We are going to begin construction towards the end of this month. All of these revenue decreases correspond to 24. 1 decrease in investment income. And weve been seeing Interest Rates decline and we expect to earn less interest as less revenues are collected. On this slide, i have a visual of the anticipated decline in sales tax. Here you can see in the beginning of march, while shelterinplace began, we had a dip. Overall expecting a 21. 9 decline in sales tax revenues. In terms of expenditures, were looking at a decrease by 5 million. The majority of this decrease is due to the shifted Program Revenues i just mentioned for the south gate road realignment project. We are also pausing the Environmental Review related to u. S. 101, i80 and bus lane projects. In addition, a portion of consultant related to the peninsula avenue extension, preenvironmental and downtown extension studies will be shifted to fiscal year 2021 as well. Chair peskin, at this moment im prepared to move on to the proposed fiscal year 2021 proposed budget. Are there any questions youd like to ask before i proceed . As you all know, mayor breed has set a timeline for the citys budget to be signed by october 1st. We have aligned our budget process to the same timeline. And in the interim, wed like to budget a provisional Budget Approved to continue our operations. It will be necessary to adopt this threemonth budget. And this action would also constitute a waiver to our administrative code Provision Requiring the adoption of an annual budget by june 30th. The following chart you see on the screen right now is a comparison of revenues for the proposed provisional threemonth budget, with First Quarter actuals collected in fiscal year 19 20, thats the gray bar. We have a blue bar here representing the projected estimates for july through september 2020. Here you can see the sales tax revenues have declined or we apple decline significantly. We are projecting 13. 7 million in revenue for the first three months of fiscal year 2021, thats july, august and september. This is a decrease of approximately 47. 5 . Our prop aa fund. This is our 10 annual vehicle Registration Fee on Motor Vehicles registered in the city and county of San Francisco. We continue to project 1. 2 million of prop aa revenues and this is similar to revenues collected as compared to the prior year. Our Traffic Congestion mitigation tax prop we are projecting 1 million of revenues. This is a decrease of approximately 20. 8 as compared to the actual revenues from the First Quarter, thats january, february and march of 2020. Program revenues for our c. N. A. Program represent the federal, state and regional funds collected. We are projecting 8. 7 million. This is also the shift i just indicated for the Budget Amendments. This is related to the southgate road realignment project. The estimate is at 8. 7 million. We also have a bit of other revenues were collecting from subleases to our represent. Represent. Moving on to expenditures. This is were anticipating 37. 8 million in expenditures. Capital project costs represent 83. 4 of our total projected costs. This is the main expenditure for the Transportation Authority. Here we are allowing some capacity to reimburse our sponsors up to 31. 5 million. Some of the main drivers of the prop k Capital Expenditure program are the sfmta vehicle procurement for motor coaches. The trolley coaches and lightrail vehicles. We also have expenditures for the downtown congestion pricing study, a study that the t. A. Leads. We have expenditures for prop aa programs like the haight street resurfacing and pedestrian lighting project, and the brandon street pavement renovation project. In terms of tfca expenditures, we have costs associated with emergency ride program allocated to s. F. E. , to provide reimbursements for taxi rides home for essential workers due to covid19. This sees expenses relate to personnel costs, administrative expenditures, commissionerrelate,ed expenditures. Due to the anticipated decline of sales tax revenues, we are taking the following steps to reduce administrative costs. Ill walk you through that on the next slide. We also have Debt Service Costs of approximately 4. 2 million. This is related to our 248 million sales tax revenue bond. We have an anticipated Interest Payment of 4. 2 million to be made in october. Im sorry, to be made in august. Now as i was just referring to the last slide, we have a couple of administrative costs, where we are offsetting rising costs, such as rent and health care costs. We are looking to delay the hiring of four staff vacancies. We are curtailing equipment and nonessential purposes and contracting. Of course, were disbanding all travel and training, while we are shelterinplace i. At this time i think its a good time for me to hand it over to executive director chang to walk you through the work program. Chair peskin thank you, ms. Fong. Ill just pick up as to how we have adjusted our work program, in light of the figures that cynthia was just presenting. We have, of course, paused and deferred several projects. Some with your guidance, such as the 101 288 express lanes project, that ms. Wong mentioned earlier. Also the new mobility framework that they were collaborating with sfmta and others on. The barton project we will be reintroduced in the next legislative session we hope by an Assembly Member and commissioner stefani. And various tools that we are constantly improving in house. New assignments and priorities have also emerged over these past several weeks and month. This is the San Francisco transportation reopening group, that is cayed by chair peskin and the director from the sfmta, that i participate in and some of our team members are supporting, as well as the metropolitan transportation commissions blue ribbon transit task force. Which has also been convened during this time, to advise on federal transit distributions, as well as how to make the network more seamless for essential travelers. The covid19 congestion tracker we have sent to your office. Its Available Online for the public to be able to see weekbyweek travel conditions, data that we are processing and publishing. These are cell phonebased sort of vehicle speed data, provided to us by m. T. C. And its quite interesting that even as we are slowly emerging in terms of to you are economy, the congestion is really starting to pick up, particularly in the downtown area. Bridge approaches and central neighborhoods. So that is something that we offer to folks who are interested in tracking conditions in their area or across the city. Next slide, please. Great. Other projects that are featured in our work program during this time. Again we will be back in august and september, ahead of the october 1st date for annual budget, similar to the cities. But work is continuing during this time, include our downtown congestion pricing study. Youll hear an update from collin later this morning on that. The connect and San Francisco Transportation Plan update is moving at pace. We expect to bring that forward by the end of summer with an update on projects on the transit side, as well as on the streets and traffic streets and freeways side. Thats again a multiagency collaboration with our sister agencies at the sfmta, s. F. Planning, Mayors Office and also economic and workforce development. The interchange work led by air air cordova. The neighborhood transportation improvement includes many other things across the city, that our Deputy Director for policy and programming anna laforte will describe later this morning. Of course, our Transportation Network company and other policy work continues as well as legislative work. Next. Core activities that are ongoing. Fun programming allocations, family. You see that the revenues are down. And chair peskin has a grade that we ought to our Strategic Plan. This is sort of the yearbyyear sort of distribution or schedule for how we believe revenues will come in and what we should be doing to program those funds, given the drop in revenues. Its only prudent we believe to take another look at that. So hes also advised us to update the Strategic Plan, based on our consultations with s. F. City agencies and other regional entities, to look at the revenue outlook. But also in the context of the potentially creating a bridge strategy, to the reauthorization and the expenditure plan. Our current sales tax expenditure plan, as some of you may know, does run through 2033. But we are allowed or we are enabled to reset those priorities in the 20th year, which is 2023. So our goal had been to develop the connect s. F. And county update in anticipation of that 20th year happening in 2023. Now with the drop again in revenues, and the opportunity to bridge some of the funding needs, until that time, we are taking a look at a potential for reauthorization proposal for a fall of 2021. Now the next election that were aware of is in fall of 2022. However, if there should be a special election next year, we want to be ready. And so this is the work that we are undertaking to prepare for that. And well talk more about that over the next several months and as we prepare that Strategic Plan update. That will be the resource envelope that we are projecting in that is informed by all of the new data that were receiving. We are also continuing to support statewide, regional and federal planning and advocacy efforts. Theres a lot of work happening. The house Transportation Committee just released a new forecast bill, multiyear bill. So were tracking that and the statewide efforts, as well as efforts at m. T. C. And the region to continue to identify the priors and look for ways that we can boost our infrastructure and other programs, transit programs, bicycle and pedestrian projects so that we can ensure that we keep the region moving forward economically, as well as in terms of accessibility. We are also, of course, continuing to lead our own projects and overseeing and partnering with others on theirs, providing oversight and administration of the prop k and other fund programs. Next. In terms of next steps, we are going to continue developing revenue projections and estimates for expenditures, in consultation with the city and other agencies. The neighborhood program, also known as the ntip ito advance te projects in each district. The program is intended to build a pipeline of programs that are strong candidates for competitive funding sores. The program was created in 2014 in response to an Equity Analysis and the San Francisco Transportation Plan. You can see total applications to date to over 4th planning and capital projects. And here is a map of all of those projects. The packet includes table listing each project and a summary of the reneighborring funds by district. You can also visit the web page listed on the slide for more information. Moving on to the request, the first ntip capital request is from public works for design of bull bouts at the two intersections with golden gate avenue and turk street. These bulbouts were recommended by the ntipfunded Western Addition communitybased Transportation Plan in 2017 and mr. Complement other planned improvements. The request advanced directly to june board to support commissioner prestons directive to implement this safety project as soon as possible. And to facilitate including bulbouts in the design of the golden gate and laguana paving project, which is slated to Start Construction in 2021. The second request is for additional funds for a biking and walking path through the bayshore, cesar chavez, potrero intersection. To cover cost increase due to unforeseen conditions. While digging, the contractor found underground utilities that need to be relocated to lower the slope of the path. And they determined that the volume of hazardous soil that needs to be removed from the site is greater than expected. Missioner ronen and commissioner walton have each committed additionaadditional ntip funds a portion of this. And this request was also, you know, done a little bit too late for to be considered by the c. A. C. , and the funding plan was finalized. Finally, theres an appropriation request for ntip coordination for the Transportation Authority. The request will support implementation into next year. Including working with the offices, implementing agencies, Community Stakeholders to develop and support ntip projects. As i mentioned, your packet includes a summary of the remaining ntip funds by each district. And we do have some project sponsor staff to answer any questions you have. Chair peskin thank you, mr. So prop aa is a voterapproved vehicle Registration Fee, that generates about 5 million per year for transportation improvements. The prop aa expenditure delivers street repair and reconstruction, Pedestrian Safety, and transit reliability. One of the Guiding Principles of prop aa is to focus on highimpact projects that provide tangible benefits in the shortterm. The expenditure plan requires development of a Strategic Plan and a fiveyear program of projects to guide implementation of the program. Prop aa funds can only be used for design and construction and theres a strong emphasis on timely use of funds. Prop aa has funded a range of improvements throughout San Francisco from pedestrian countdown signals to street resurfacing, to the 24th street bart station plaza. The packet includes tables showing all of the completed projects to date and projects currently under way. While prop aa has many benefits in recent years weve also observed a slower pace in allocations and expenditures. Timely use of funds requirements helps us avoid situations where prop aa funds sit unused and the Strategic Plan includes the policy such that the board can reprogram funds from projects that sponsors have the opportunity to reapply for funds through a competitive call for projects. But are not guaranteed priorities. At this time there are four projects that have not requested funds in the current fiscal year. Were recommending the board delay funds into the next year. Public works requested the design phase funding for potrero gate loop and the Western Addition pedestrian lighting project. Which is a sign of progress. We expect them to move into construction. The quick build recently requested funds for construction and were working with sfmta to ensure that the project is ready to move forward. Finally, we pulled out a project thats been significantly delayed in the design pause, due to unforeseen complexities associated with sidewalk basements, accessible building, entry requirements, Staff Resources and other highpriority projects. This will be the third and final amendment that well recommend to delay. If the diminishes to approve the amendments, i just described, well plan to relays the release the call for projects this month. The majority of these funds come from sfmta canceling phase two of the muni metro station enhancements project. The difficulties coordinating with rail operations, poor documentation of the conditions at the station, and a slow process for obtaining permits from bart. Sfmta has, therefore, put phase two of the project on hold to make these prop aa Funds Available for highpriority projects that are ready to go. Because these funds originate in the transit category, projects in that category would be prioritized for funding. Some additional funds are also available from interest and projects completed under budget. And the call of that would be to the board, if they do not approve the proposed programming revisions that i mentioned for the four projects. Heres our proposed call for projects schedule. We anticipate being back to the board in september with recommended new projects. With that, i can take any questions. Again we do have staff from agencies available to answer questions, if you wish. Commissioner yee, specifically to your question, we are in the design phase right for you. And we are approximately 65 complete with design. And i just want to say, just in anticipation of other questions that as the p. M. , i certainly acknowledge that weve had difficulties during the design phase. I take full responsibility for all of the delays that weve suffered thus far. I think more importantly what id like to emphasize today, we have a plan in place to complete design by the end of this calendar year. That plan is fully supported by my office, as well as our partners at public works. So we have staff dedicated and, like i said, a firm plan in place to make sure we achieve 100 design by the end of the year. Chair peskin thank you, mr. Curtis. Commissioner yee. The second it was sword of sort of a second amendment, we amended another time. We amended the the board amended the prop aa Strategic Plan in 2019. In spring. So this is an update on the contract amendment. And, of course, congestion nearly vanished when the pandemic began. But we also know that our economy in the past has been resilient. And that congestion is already, in fact, reasserting itself in San Francisco. And we expect it will likely continue to grow as the economy rebounds. And so we know that having too many cars on the roads is affects everyone. But also the disproportionately impacts people who are in communities of color and lowincome communities as well. So now is an important time to plan and prepare for the kind of future we want to create, after the pandemic. So since the board asked us to start with the congestion pricing study and asked what an effective and equitable Congestion Pricing Program could look like for San Francisco, and we got started last summer, weve completed the first few steps of the study, including the existing additions analysis, identifying goals and success metrics. And beginning the process of screening potential program scenarios. And weve also done quite a bit of outreach so far, including the first several meetings of our policy Advisory Committee, which has a number of stakeholders across neighborhoods, groups and a majority of folks from communities of concern and equity organizations. Weve also held listening survey and oneonone sessions with Key Stakeholders and weve started with our first round of cocreation workshops. Unfortunately timed in february. So we started with the tenderloin before we put had to put these on pause, due to the pandemic. But we were having really Great Success with these. We worked with Partner Organizations in each community of concern. And these are centered around having folks come to the table and help us build an equitable program, using a card game, where people can trade off between different elements of programs. And tell us their priorities. So people are really excited to participate and we got some really great input on what people think is important. Using that and also based on the wide range of different possibilities, we identified a set of for key goal areas and overall target of reducing trips from 2019 by 15 . We think we can do that and make significant progress on these four key goals, which was adopted in april. Those are to get traffic moving, increase safety, to clean the air, and to advance equity. Weve also done some additional Model Analysis of different congestion pricing options, including things like how a fee could work, what Different Levels of transit investments we could accommodate. And what possible discounts and exemptions we could include to protect the folks that wed be most concerned about. This will help us identify which scenarios will best achieve the goals we identified and inform further outreach. We have had 20 adjust our approach in several ways, due to covid, including moving to remote workshops with our communities of concern partners. And we started testing that approach. And it is looking promising so far. Weve also been developing virtual activities like a virtual online version of the card game we were playing in the workshops, that anyone can participate in. We also need to be flexible with our timeline as we go forward, given different stakeholders capacity and availability during this time. And well need to double down really on our focus on equitable Program Developments and how this program could be part of the recovery, as we bounce back. We do have some study scope increases, based on the stakeholder input. And of coursely based on input from our Advisory Committee. They asked for additional opportunities to give input. So weve included more policy Advisory Committee meetings. They also really are excited about the cocreation workshop process. So were including a lot more of that. More Regional Stakeholder outreach an supported by more translation for multilingual outreach. Were so that brings us to wrapping up the study with the recommendation in spring of next year. Number one, i want to state again what are we doing to monitor our environment so we get realtime results. Number two, nowhere in our general remarks that youve made are we focusing on the physically challenged, especially our seniors. Now as i see it, because of the pandemic less traffic, less congestion, so you could have saved some money. But on the contrary, youre asking for more money. And only the dummies will agree to that. Any monies that you ask for, need the Needs Assessment, line item by line item. But in this city, you just have to Say Something and thousands of dollars and millions of dollars are given. Why san franciscans are suffering at every level. On every level san franciscans are suffering. Now we have so many san franciscans that cannot pay their rent, theyre being evicted. And here the San Francisco county Transportation Authority is throwing money into a deep black hole. Chair peskin are there any other members of the public for comment on item number 10 . So i have some reservations about this particular item, similar to what in some ways what the last caller just mentioned. And the way i see this is many of the people that need to be part of this conversation, and that should be part of this conversation, in terms of congestion pricing, will not be reached. My district in particular, there is a Significant Group of people that are mono lingual, that are not computerliterate, that are seniors aging in place. And none of them would participate in something thats online. And so if were increasing the professional Services Contract for this, to do a study on congestion pricing, which we all know drives that would normally take, you know, maybe 30 to 40 minutes in the city is now down to 10, thats not to say that were not seeing an increase and we wont continue to see an increase. It just theres something about this proposal that just doesnt seem right at this particular time. And i think that, you know, from my district, i know many of the southeast neighborhoods, a lot of the families that dont have access to internet, that would never participate in this type of community participation, i just think that this is this is exactly the kind of thing that we should be putting on hold until we can have a better understanding of how we can get more input from people that are not going to be able to participate. This is one of the things that we get criticized the most on. Now if there had been some ongoing and then there had been some consistent engagement, and other things, that might be something to build off. Im not saying that has not happened. It sounds like there was some additional. But im not really clear the justification for all of this additional money in in this particular time, in this particular economic environment. So i have deep reservations about this item today. Chair peskin thank you, commissioner safai. Before i turn it back over, there are two separate issues here. One of which i understand, which is how proper outreach is conducted at this time. And the separate issue which is moving forward with the downtown congestion pricing study. And while i want to hear answers to the first, the second is consistent with the policies that this commission, this body has been advocating and moving forward for quite some time. And resurrected earlier this year. So i very much think this is the right time to move forward with a congestion pricing study. But as to outreach, why dont we turn it back over to staff. Mr. Dentalpost. I cant send a text through the thing. This is supervisor walton. I want to 100 agree with supervisor safai. A lot of things from the department has been trying to jam down our throats during this pandemic time. And not doing proper outreach. And it is very important, particularly when were talking about the continuance of congestion pricing study, knowing how it is going to [phone ringing] we should not be doing this at a time when we cannot do the best forms of outreach in terms of knocking on doors, getting out in communities and having that facetoface contact for folks who dont have the same level of technology. So i could not agree with supervisor safai more on that part. And i dont think that we should be increasing contracts for things like this at this time, until we get a better understanding of who we are fiscally. Chair peskin all right. Why dont we turn it back over to staff. I dont know, kelly, would you like to respond . Collin, did you have something . Yeah. Im also feel free. Im also happy to respond to the concerns about our outreach program. Why dont you we are continuing to work with groups like that as we go forward to make sure that the approaches we use are the are the ways that we can reach people. So we have developed kind of a range of options, depending on the Resources Available to the communities, where were reaching. So in cases where people do have access to video conferencing, we can use that. But we have also developed method in partnership with those organizations to do things like mail packets of hard copies of materials to play the card game and just phone calls with people. We are bringing in translators for any of the sessions where theyre needed. And so we really want to make sure that we are kind of meeting people where they are, just as we were with the inperson versions of this outreach. Thats really the core of what were trying to do and what were trying to increase for, is more of the type of cocreation work. So thats just a little bit about how were approaching that. And tilley, if theres anything else that you want to say or eric young, our communications team. Id welcome that as well. Thank you, collin. Go ahead. Eric . Chair peskin eric young, the floor is yours. Thank you. Are you able to hear . Chair peskin yes. So i just wanted to build upon collins comments. And to commissioner safais concerns about appropriateness of timing, given all thats going on. As collin was saying, we rely on a lot on c. B. O. S to give us guidance and in terms of adjusting our outreach approach, in order before we do that, we talked with a number of representatives of c. B. O. S and put that very question to them. As to whether they thought they had capacity to help us and whether they thought their community members, you know, would be able to participate. And so thats what helped guide our thinking in adjusting our outreach strategy. Chair peskin thank you, eric. Tilley. Yes. Thank you. To commissioners, were hearing you. And want to be sure that were being as thorough as we can in the response for your consideration. What collin and eric just said, i would only add that we consulted deeply our own policy Advisory Committee. This is a Cross Section of communitybased organizations and stakeholders that include over 50 , maybe even twothirds that are social justice and Economic Development organizations, communitybased nonprofits. And they i believe strongly supported the idea of continuing the study. Certainly like everyone else, when we first went into shelterinplace, we questioned whether there was desire and whether it was appropriate to continue the study or just perhaps we should pause. Certainly in the last few weeks, in particular, we have documented a return of congestion, as unfortunately those who want to participate in reopening the economy are tending to flock to their cars. I believe the director may speak to this in the next item. Were seeing the congestion returning. We want to support affordable and safe and convenient means of getting back to work for everyone. Were concerned that the congestion is just going to potentially be worse than it was precovid. How to do it sensitively and thoroughly with the right inclusive participation from folks on the ground. As eric and collin mentioned, we need to rely on c. B. O. Partners to do that. This is what the policy Advisory Committee urged us to do, is to come to you all, look for more funding, increase the scope of the project, do more on the ground outreach. I would also add to that, in language, radio and tv are spots as well as forums. Ways that we can connect with folks where they are. And in culturally appropriate formats. And so these are the newer ways that are not necessarily reliant on just internet and online formats. But we will welcome your guidance. Chair peskin commissioner. Commissioner walton, go ahead. Commissioner walton sorry, chair peskin. I just want to say the resources are for increased outreach, then it still seems to me that theres a problem with the increased outreach, the way it needs to happen during this pandemic. And that is still of concern, because the opportunity to get the same way we would post pres. I. P. Is not available the same way. So that is still a major concern for me. Certainly understand that. And we are open to ideas for how to adjust our schedule. We have included in here an additional three months of study, in order to account for the time it will take to do the new to do outreach in the new ways. But that may not be sufficient, three months. Chair peskin commissioner safai. Commissioner safai so my first question to tilley would be, how long has the study been going on and why are we increasing this study . Right. I would imagine that the majority of the study that you did was precovid. And it probably was really capturing the true congestion that we experienced in the city. So my point is why continue a study, when to add to commissioner waltons point, i can tell you chair peskin sorry, to interrupt you. This is not a study of how much congestion is on the streets. Its a study about how we will implement congestion pricing. Commissioner safai right. Right. I understand how you would do it, get peoples input. You still have to study the current environment. You still have to reach out to people. So my point, and i appreciate that clarification, chair peskin. But my point is, because i talked to people on a daily basis when ill delivering food to them, when im checking in on them, preston and peskin and i sat through a sevenhour hearing about rent yesterday. People are concerned about this pandemic. Theyre concerned about their rent, their jobs, food. And now added to that racial tensions and police brutality. So i just think that the current environment does not lend itself to even have a real thoughtful conversation. And then, two, if were really trying to reach out and talk to people about whats the right way to do it, youre not reaching the people, at least in my district. I can tell you that right now, regardless of conversations with with whomever. You have to have that doortodoor, you have to have that senior center, you have to have that inperson contact that youre not going to get in this environment. So thats my second point. But my first point is why do we even need to extend the study . How long has the study been going on. Right. Do you want to answer that one . Sure. And to be clear, you know, the input to the desire to increase the amount of outreach was prior to covid. But we have also, you know, gotten feedback from all of the communitybased organizations on our policy Advisory Committee as well, that while there are significant capacity constraints right now, they still think its important to be thinking about the longer term. So the threemonth study extension is part of the request to incorporate more outreach and more of the cocreation workshop collin, i want to know how long youve been doing the study . How long . Sure. We kick off with nygaard last july. This study has been going on for one year. Correct . Chair peskin ten months. Close enough. We convened the policy Advisory Committee in the fall, i believe, collin. I dont know if it was december when we had the first meeting. November. November. The 35member policy Advisory Committee. Commissioner safai what is it to hope to gain, that you havent already gained . So what weve done so far is weve done a review of existing conditions. Weve convened the policy Advisory Committee. We identified our outreach approach. We got our goals and success metrics approved by the policy Advisory Committee. And weve started identifying the range of different potential scenarios. But there are a lot of different ways you could implement suggestion pricing. And so right now were looking at a wide range of different options. Were going to share those with our policy Advisory Committee in june. And then the next steps will be to try to marrow down all of those different options to a few more detailed scenarios. And we need to do more work with communities to identify what should be in those scenarios. And then do more Technical Work to identify how they would perform against our goals and metrics. You know, how would they and also ones would do best in not increasing cost for lowincome folks, for example, which is one of our success metrics. Which ones would do best on stacey and Greenhouse Gas emissions and so forth. So theres a lot of analysis left there before we can come up with an actual recommendation, which is the ultimate goal in the early part of next year perform of answering the question, if we were to do congestion pricing in San Francisco, what would an equitable and Effective Program look like. It seems to me as chair peskin said, you dont need to study any more traffic. Youre into presenting the options phase and getting input . Its not the policy phase. Right. Policy phase around discounts, exemptions, use of revenues. Whether thats for more transit or for other types of uses. Commissioner safai is teems when i go back to the original point, if youre intending to do really Robust Community outreach, it doesnt make sense to do it while were in shelterinplace environment, in a Public Health pandemic. And also all of the other things that are really on the minds of the citizenry. So listen, im for studying it. We already allocated the money. Weve been doing it for almost a year. But to add another 800,000 to 1. 5 million in the midst of this environment, it does not make sense to me. And i know supervisor commissioner mandelman has been waiting to Say Something. Im pretty done. I do not support this today. It does not seem like its the right time. Just to clarify. This is not a funding request. This is a contract amendment. One of the reasons that were bringing those contract amendment is because some of the funds that were planned at the time we kicked off and were not in hand, are now in hand. Commissioner safai i get it. It wasnt in hand. Were increasing the scope about a quarter of that is for that, whereas the half of it for increased outreach. And the other quarter is for the length of time that the schedule increased. Commissioner safai i understand it. It just seems to me that this seems to come back and do real outreach in an environment when you can get to people. I would be in favor of pausing this until you can actually do that or go with the current data that you have. And then make some recommendations. Chair peskin vice chair mandelman. Commissioner mandelman thank you, chair peskin. I come at this from a i think very different place from commissioner safai. I am keeping in mind that San Francisco is a has been for decades now a transitfirst city. We have sporadically made and haphazardly and sometimes more directly made progress in that regard. But we were, prior to covid, drowning in cars, drowning in congestion. Our Public Transit system was just notwithstanding significant assessment. And laboring and struggling to maintain, to meet the demand. And congestion pricing sadly is one of the very, very few pools that we have available to us, as a local government to try to reduce the number of automobiles on the street and get Additional Resources for transportation. And it is a policy thats so far this board has been supportive of, at least in setting up the decisions, i hope at some point. I do not want to slow this work down. And nor do i want to have the t. A. In the pox of coming to us with an in the position of coming to us with an incomplete report. I think we should move forward with this. We should get a complete study that looks at the equity issues, that looks at how to ensure were not disproportionately burdening lowincome folks. And get us in a position where we can move quickly. Weve heard from transportation experts, weve turned the economy back on. Were going to see more congestion, not less. People are going to be reluctant to take public transportation. This is a tool we probably need we need this year. Were not going to have it for several more years. And i think this board needs to show that were prepared to continue moving forward, not get bogged down and get this done. Thank you. Chair peskin thank you for those comments, mr. Vice chairman. And i concur wholeheartedly. I say that as the commissioner that represents one of the most congested areas of the city, where congestion pricing would actually be implemented along with the 6th district, thats also, as you can see on all of the congestion maps, including those that the sfcta now has online, are the source of congestion precovid and returning to that level of congestion, as we speak. Commissioner preston, the floor is yours. Commissioner preston thank you. Chair peskin, i agree with the comments of vice chair mandelman. I think that i dont think this is a period when we can pause or wait in moving forward with this congestion pricing. I think we are facing, you know, not only looking precovid on the streets, but i think looking at other cities and other countries, we are getting hit with extreme levels of congestion. And i think this is really would be the last the worst time for us to pause those efforts. That said i think from commissioner safai and also from commissioner walton, are well taken about outreach. And i believe that the appropriate to amend this. I would like if there is a more detailed plan, in terms of how that outreach would occur. And i think this goes to all of us. As we try to respond to the current pandemic and state of emergency, but also make sure that were holding the line on the tools to do our outreach. I am curious if there are, other than what was mentioned in terms of increased reliance on c. B. O. S, where there are any plans to do outreach, to do p. S. A. S, to use other forms of a medium for outreach. I think, commissioners, we also have to recognize that some of the outreach is more expensive and. So i dont think we can have it both ways. I dont think we can stand in the way of some additional expenditures. I think that is part of doing the outreach. I support this. Chair peskin okay. Just finally, i wanted to know. If theres any information on the level of engagements and involvement from district 5 . Or if that information should be provided to me subsequently . This is collin again. I just wanted to add a couple of things. We can certainly follow up offline about specific district outreach that weve been doing. And i would agree that, you know, we do need to be keeping a close watch on kind of how were doing this outreach and how successful it is, as we go forward. And ill ask eric young to fill with the additional Outreach Strategies weve talked about. We dont just want to come back to you with a recommendation at the end of all of this. And maybe an approach we could take is, you know, coming back in the interim to report on how our outreach is going and, you know, what the strategies weve been finding are most successful. And maybe less successful, Lessons Learned as we move forward. Because i think we are all learning and weve definitely gotten the message from a lot of our c. B. O. Partners and communities of concern that we should be moving forward. But we are learning. Wed be happy to share with you as we go forward how thats going and what we are learning. Eric, do you want to fill in with to fill in commissioner prestons question about the additional Outreach Strategies that well be including. Yes. So to the commissioners question, im sorry, its cutting out a little bit. I believe your question was to the point of since we cant do inperson, what are we doing. Chair peskin and whether there are other things, including direct mail, including Public Service announcements, what the plan was. And you dont have to i mean, you can try to answer that today. I think these are all suggestions, positive suggestions that you should take under advisement, as this study moves forward, if that is the will of this body. What were talking about specifically, and this request is about amending an contract to do continued outreach to targeted communities, specifically those that are lowincome, many of which are monolingual okay. Its a very specific request. Its not about whether or not we want to do this. Supervisor i, commissioner mandelman, my district might have a very different way of connecting with their residents. It might be a very different way. But what i would say, if youre going to proceed with this, focusing on inlanguage radio, inlanguage tv, local, particularly chinese and chinese radio, spanishlanguage radio, spanishlanguage tv. And then direct mail and multiple languages and flyers and door hangers. Those are very important aspects of getting to population that im talking about. So we the ridership can count on efficient trips, efficiency also means much less exposure to c19 while riding on transit. Greater than 1300 people and organizations have endorsed our rapid rider network, which calls for grid of dedicated transitonly lanes across the city. Traffic is anticipated, as we heard a few items earlier, to be worse as people may opt for private cars to feel safer. So far the data is showing that transit priority is working. Travel time on routes with the red carpet lanes has changed the least when there was no traffic. We want robust, reliable, efficient public transportation. Cities throughout the world are taking bold steps to expand alternatives to the automobile. We have no other choice. If we take the Climate Crisis seriously. In particular, busonly lanes are necessary to ensure the buses are not mired in car traffic, since the economy returns to life. Buses are crucial for essential workers and the most economically vulnerable members of society. With the pandemic, buses must travel as efficiently and quickly as possible, for the sake of human health and safety. Given the budget crisis, its vital to get as much transit as possible for each dollar spent. Busonly lanes are very costeffective way to do this. Finally, the public process for deciding whether to make busonly permanent wont work much better if people have actual realworld experience with the lanes. Thank you. Chair peskin thank you, mr. Director tumlin and your team, the San Francisco county Transportation Authority is adjourned. [gavel] is our United States constitution requires every ten years that america counts every human being in the United States, which is incredibly important for many reasons. Its important for preliminary representation because if Political Representation because if we under count california, we get less representatives in congress. Its important for San Francisco because if we dont have all of the people in our city, if we dont have all of the folks in california, california and San Francisco stand to lose billions of dollars in funding. Its really important to the city of San Francisco that the federal government gets the count right, so weve created count sf to motivate all sf count to motivate all citizens to participate in the census. For the immigrant community, a lot of people arent sure whether they should take part, whether this is something for u. S. Citizens or whether its something for anybody whos in the yUnited States, and it is something for everybody. Census counts the entire population. Weve given out 2 million to over 30 communitybased organizations to help people do the census in the communities where they live and work. Weve also partnered with the Public Libraries here in the city and also the Public Schools to make sure there are informational materials to make sure the folks do the census at those sites, as well, and weve initiated a campaign to motivate the citizens and make sure they participate in census 2020. Because of the language issues that many Chinese Community and families experience, there is a lot of mistrust in the federal government and whether their private information will be kept private and confidential. So its really important that communities like bayviewhunters point participate because in the past, theyve been under counted, so what that means is that funding that should have gone to these communities, it wasnt enough. Were going to help educate people in the tenderloin, the multicultural residents of the tenderloin. You know, any one of our given blocks, theres 35 different languages spoken, so we are the original u. N. Of San Francisco. So its our job is to educate people and be able to familiarize themselves on doing this census. You go online and do the census. Its available in 13 languages, and you dont need anything. Its based on household. You put in your address and answer nine simple questions. How many people are in your household, do you rent, and your information. Your name, your age, your race, your gender. Everybody is 2,000 in funding for our child care, housing, food stamps, and medical care. All of the residents in the city and county of San Francisco need to be counted in census 2020. If youre not counted, then your community is underrepresented and will be underserved. Now in terms of essential workers and whats available. What we plan to have this summer and what people can do to either sign up or what other programs to do to prepare under the new guideline for the programs that they want to make available to people. So, lets get started. Phil, you we hit the ball running, both you and maria su got together because we knew the schools were going to close. But we also knew that there was an essential workforce out there. People who were driving muni, people who were working at hospitals. They had children. They needed child care. They were concerned about taking their children to their elderly parents. They couldnt leave them at home. Tell us a little bit about the program that you established that is available currently and will potentially be extended once programming starts for june 15 during the summer. Thank you, mayor. Yeah. You asked us as soon as the schools closed to start thinking about our kids and working families, particularly our Health Care Workers and First Responders and people who were needed to help in the citys response. And so the department of children, youth and family and Recreation Park Department are working closely together under the guidance of department of Public Health, set up an emergency child care system that is now in its 12th week. We, over time, served over 475 kids, 19,000 hours of child care offered during that time and we served over 4,000 meals at over 25 different sites. The program runs between 6 30 in the morning and 7 30 p. M. And kids have been involved in Distance Learning and a little bit of recreation and its really been, you know, wasnt what we were used to doing and we had to stand it up pretty quickly, but it has been an amazing experience and im really grateful for my partner in runing this thing, maria, and the department of youth and family who have been terrific. And i want to just add because i know that, you know, sadly, you had these kids and these pods with limited number of social distancing. These are kids coming together on a regular basis. Something similar to what were going to be doing this summer. And, unfortunately, there have been people who have made nasty comments or complained or even yelled at, you know, the kids. And so what i want to say to people is to back off and mind your own business and to leave kids alone. Because at the end of the day, these are kids whose family members are putting their lives on the line to help support this city. So, i cant reiterate enough that its important that folks really just stay in their lane, mind your own business. Were providing essential service. And we want to extend this and make this available to more kids. So, lets talk a little bit about phil, can you just talk a little bit about june 15 . Sure. Were going start programming and were going to extend the number of kids that were able to serve. Not just in our park system, but our overall Summer Program so i want you, phil, to touch on what will be available for our park system, both for our young people and our teenagers and then were going to jump into maria su to talk about programming in general. Sure. So, our child care operation its summer, and child care was intended to operate while during the school year while the School System when the School System was closed and what families and kids are used to during the summer is camp. Youre right. The truth of the matter, it will look somewhat similar in that were going to have pods of 12, but beginning june 15, rec and park between rec and park t private sector camp providers and our nonprofit providers we expect that there will be over 200 different camps available to kids can. We are going to prioritize. Kids of parents who are working in essential businesses, who are part of the citys response, who are, you know, in allowable businesses and, frankly t kids who need us the most right now. Many of our kids in the city have been without their coaches and mentors for going on 10 weeks and we want to reengage and make sure that these kids, above all else, have something to do this summer. So, starting june 15, camp providers will be allowed to operate. Theyre going to need to certify that theyre going to comply with the health order and guidance coming out of Public Health, which means kids still need to be in pods of 12 for older kids. The minimum session for camp providers will be three weeks and the boll rationale behind that is to keep kids from normally during a normal summer kids go to one week of this camp and one week of another camp and the health and our Public Health officials have asked us to keep kids together in a consistent pod. So well have three threeweek sessions beginning june 15. At rec and park, were planning over 25 different camps. We expect there to be another 40 to 50 private camp providers operating in our park system. I believe that maria is estimating nearly 100 nonprofit camp providers will operate around the city and then there are some other muscle private providers that will be operating on, you know, nonpark property in different spaces. Were going to start working with camp providers as quickly as possible, right after were done speaking with you. And for our camps, for rec and park camps, well begin priority registration on may 26 for all of the participants that are currently in our Emergency Child Care Program and our kids in our Scholarship Program who are a little bit more vulnerable and who really, really need us. Were going reach out to those populations first and then citywide, registration for rec and park camps will begin on june 6. All of this information will be laid out on the department of children, youth and familys website, dcyf cares. Org. And ill turn it over to maria to talk about the other providers and program staffing. Thank you, phil. Thank you, mayor, for this opportunity to share with our residents of the work that were doing right now. So, like the mayor shared, we are in the process of expanding the opportunities for families, particularly for summer. Were really excited about this because, as a parent myself who has two children, this is going to be great opportunity for our young our young people to go out there and engage with others and just really address the social isolation issues that we know is happening in our families right now. So dcyf is really excited to be partnering with rec and parks and the rest of our summer providers in the city to stand up all of these programs for the dcyfspecific agencies, which are the nonprofit agencies, that our department provides supports to, we are going to be working with them to open up camps and programs that they will then be made available for all of our families. We are looking at around 100 programs that will be available for families starting june 15. We are asking all of our nonprofit agencies to follow Health Guidelines, which still has shared, restrictive groups of young people in consistent threeweek programming at a minimum. We will also put on our website, dcyf. Org care. More information around the health order, around the drexives and the guidelines, with how private camps are also fulfill all of those requirements and then document that they are going to open up. So look for that website to go live actually the website is live now. But look for the forms to go live soon. Great. And over time, mayor, i think were going to try to inventory try to provide parents with as much information as we can about all of the camp opportunities because we have to think about it as a network this summer because of the Health Guidelines. So, we hope to be able to have a list and some reference materials for not just rec and park camps, but all of the private camps happening around the city, too. Yeah. And i want to touch a little bit because, you know, child care has been important because we have allowed that to continue for essential workers. Can you talk a little bit, maria, what we can expect as it relates to the 0 to 5 age group and what might be available during the summer . Yes. So, were really excited that this new health order that you have authorized with our Health Department to allow the expansion of Child Care Services for more families. So, there are child care programs for children 0 to 5 right now that are providing services for our essential workers and other allowable businesses. Under this new health order, we are now opening that opportunity for more families. We have hear that there are families out there who are working, who need care, who really, really need care for their children. And for children to need to need opportunities to be with their friends. So, this health order will allow more families to have access to these slots, these child care slots. I do want to caution folks that we are still following Health Guidelines and so the slots are going to be limited. We are restricted to a Smaller Group of children per site. So i just want to set expectations for everyone that its not just usual child care as we remember how it was a year ago. Yeah. And i do think its great that, you know, this is providing an opportunity for kids to come together. So were talking about pods of 12 within the course of a summer camp or preschool or in other arenas so that not only can kids can parents get to work, but also it gives these children an tounlts interact with one another because im sure, especially if it is a child who doesnt have any siblings, to be able to play with another kid was like i know everything for me as a kid and i just feel so awful that these kids cant go out there and enjoy one another. This is an opportunity and a great opportunity. But i also, sadly, know it is a very limited opportunity. But do want to touch on, you know, teenagers because i know one of things that happens often times they are always left out. So i am commited to making sure that opportunities for all is available so that we have paid internships for kids during the summer. And that we make that available, especially for our teenagers. Because, you know, already theyre missing their graduations and activities and events. And we want to make sure that they have a productive summer as well and theyre not left out. So, maria, make you can touch on what might be happening with opportunities for all and i know that with rec and park, we have a number of teens that are going to be working and helping with these camps during summer. Lets talk a little bit about, you know, how kids who are teenagers can sign up for some of the programs. Thank you, mayor. So actually a lot of our programs are doing a lot of connections to young people now but theyre doing it remotely. Theyre doing a lot of wellness checks and followup on what academic support these young people need. So, once again with this health order, were now allowed to have facetoface and inperson connections with these young people. So, were going to work closely with our nonprofit agencies to help young people connect to internship opportunities or actual Job Opportunities at some of these Summer Programs or at offices that are slowly opening up. So, theres great opportunities for private sector folks who are now interested who are opening up and would be interested in being a mentor for a young person this summer. That would be amazing. However, if that is not available, our young people are actually engaging in projectbased learning right now. So a lot of our young people in our Workforce Program will be doing Small Projects that are that is remote for the agencis that theyre assigned to. There will be engagement but it is so much better if the engagement is in person and not remote. I do how do they sign up . Like a teenager that wants to participate and have access to a paid internship . For now, were directing everyone to go to dcyf. Org care so they can find out whats available in the community and make sections there. I also do want to say that, for young people and for families who are struggling right now because there are young people and familis who are struggling right now we do have a website that is available and under the mayors leadership, she wanted to prioritize Mental Health services for families and for our essential workers and other service providers. For those who are struggling and who need support, please go to fieldSan Francisco. Org to learn more about different resources for parents, for young people and for adults and service providers. And also can we call 311 and be referred if we dont have access to the internet . Yes. Well definitely make sure that thats possible. Great. Great. We want to make it as easy for people as possible because i know sometimes you jump on a website and trying to figure it out or if you dont have Internet Access but want to ma you are that your friend knows that this might be available for their family. Talk about what some of the teens are going to be doing in your program this summer. Sure. For the last 607 years, San Francisco has had a program called workreation, where we actually fund teenagers, kids between the ages of 14 and 17 to work in our camps. And because of your leadership and focus on getting these camps opened safely and getting kids an experience, were hiring approximately 200 kid this is summer that will be counselors in the camps that we just talked about. I also think there is an amazing opportunity, mayor, for those private camp providers that want to operate this summer to hire teenagers. Heres why. The health order and the Health Guidance requires a minimum of two staff for every pod of 12 kids. And for private camp providers used to operating with a ton of kids and a few staff, you wont able to do that this year and staff wont be able to move around between pods during the camp session. For private camps to operate, they need to be very wellstaffed and we highly, highly recommend that private camp providers hire teenagers to help and provide some support in making sure that your camps operate safely and smoothly and gives these kids a great experience and opportunity to make some money. I want to provide an example because, for example, we have been providing a camp at well, i guess it is called a camp, i dont know what it is called, but we have been providing support for young people whose families are essential workers at Hamilton Rec Center. So Hamilton Rec Center has several rooms that could be used. So, i know that the plan is there is going to be probably two or three pods of 12. And each of those pods have their own rooms and their own activities around their rooms and they are also able to go outside and enjoy the field but not in the same pod, although they have their workers that are assigned to their pods. So, it provides for more opportunity to support more young people. So, the good news is even when theyre in these situations, theyre social distancing, but you know how it is when youre a kid and youre out playing, most likely youre going to somehow have some interaction where you might touch or be next to each other. So that is really why the importance of keeping these pods to what they are is significant in preventing the spread of the virus and giving these kids a chance to have their community of people to hang out with. Yeah. I think that is what were going for. It is super important for kids to first of all get outside and reengage and, yes, there will be indoor spaces. But a lot more emphasis on being outside this summer for children. And as you know, mayor, for them to be together and hang out and a under the Health Guidance to your very early point for those who are concerned about the health of our children, under the Health Guidance, kids within the same pod can play sports. They can do certain activities. So, k they play basketball together . Can they together, within the same pod. They can do those activities. And that is why this whole pod concept is very important. Our Public Health officials have been focused on minimizing risk. It is impossible to eliminate it 100 . But minimizing it. And that is the whole premise of these long threeweek sessions and these pods of 12. Depending upon which spaces a camp uses a camp may be able to have only one pod of 12 kids but may be able to have two pods or even three pods. As you know in hamilton or season seth rec center where the richmond or jolie, some of our buildings have multiple spaces, some schools where camps might operate have have multiple spaces. And then weve got the best park system in the country. So, we have plenty of outdoor spaces as well. For each pod, each pod requires a minimum of two staff people and staff cannot circulate between pods. So, again, for all you private camp providers out there, hire kids to help you this summer. All right. Well thank you all so much for the insight. Im sure a lot of parents are excited about this. I am hopeful that, you know, some of the in addition to the private the public camps that well provide with rec and park and a number of rec centers and nonprofit partners will be able to provide a sufficient number of locations within the Public Sector and hopefully in combination with the private sector, many of our kids can have an enjoyable, effective, fun summer. So, we appreciate that and for more information, make sure that we reach out to department of children youth and families on the website or call 311 and before we wrap it up, i do want to talk a little bit about this weekend because its memorial day weekend and typically everyone first of all, the weather in San Francisco, even today, is gorgeous. And most of the time people want to go out and have barbecues and hang out with friends and family and i really like the idea of what you did in terms of circles in park to make it clear like you have to stay away from each other. We want to be next to each other so bad. But at the same time, were doing so well. We still see the numbers of infections going up. But we see the number of hospitalizations going down, the number of those who are in i. C. U. Going down. San francisco is doing well. And the last thing we want to do is get too comfortable and all of a sudden go backwards so we still need people to keep their distance. We still need people to wear masks. We still need people to wash their hands regularly wash your hands but phil, tell us a little bit about what we can expect with the parks this weekend because we are, as much as we know people would want to use the parks, well be out in force regulating during memorial day weekend. Again, we dont want to shut down any parks but if it comes down to that point where things are out of control and arent following the guidelines, we wont have a choice. We really need people to be on their absolute best behavior. So, tell us about what we can expect with our parks this weekend. Sure. I mean, mayor, you covered it perfectly, which is that, look, our parks are super important right now. They are the one place where people can get outside, get some exercise, connect with nature and you have been amazing at making sure that these spaces are open and accessible. But for them to stay open and accessible, people need to do the right thing and over the last 10, 11 weeks, most people have been. But we need to focus and not ease up so you can be outside but you have to socially distance. We still recommend that you wear a mask. No partying, you know, no big events, no big picnics. Just enjoy nature and enjoy a little time with your own immediate family or your own roommates. We will have park ranger, San Francisco Police Department, Police Officers. Well have sheriffs cadets, fire cadets, Police Cadets and the neighborhood Emergency Response team, all doing education and outreach. There are over 1500 signs in all of our parks indicating what you can and cant do. Just do the right thing so we dont put the mayor in a position where she needs to take more drastic action. It is amazing, mayor, in a lot of cities just threw their hands up and say, oh, parks closed because we dont want to deal with it. You havent done that. Youve kept parks open for people. So, you know, were all asking the public to do the right thing this weekend. The weather will be nice. You will want to get outside. If you have to get in a car, its too far. So go to your neighborhood park, enjoy it. But socially distance. If youre deloris or jackson or the marina green or washington square, weve offered a little bit of popup behavioral art to inspire you to claim your own space. That is the circles that are in some of the parks. And, you know, theyre intended to be joyous and inspirational, but intended to remind everyone that we need to be mindful as we continue to fight this virus. And i just want to say that please dont get offended if, you know, our park rangers or someone walks up to you and asks you, you know, are you guys in the same household just to, you know, make sure that people are following these orders. We have a responsibility. And the other thing is, if youre not the police, then please dont act like youre the police. We dont need you to walk and regulate and tell other people what to do because that creates more drama. It creates more tension. So we are doing the very best we can. We want to make this park and open Space Available to you because we know how challenging this has been. For the most part, san franciscans have followed the order and we are so fortunate that we have amazing residents in the city who are taking this seriously, even though not everyone is complying which has made life difficult in some respects. But please let us deal with that. Were doing our very best to try and reduce this curve to the point of it being nonexistence because i know how badly we want to get back to being out there, to going to work and allowing kids to play. But the fact is coronavirus is with us for some time. It is not about getting back completely to normal. Its about adjusting to our new normal in a responsible way. It is going to take time.
