I have been serving as acting director while Elaine Forbes continues to do important work for the citys covid19 experience starting from tomorrow ill step away for family leave and we will have an acting executive director role. And over to katie. Todays report has two items. First is an update on the citys covid19 response. Significant progress has been made at the seawall lot 344 backlands, trailer r. V. Site that we discussed with you at your last meeting. I want to extend great thanks to all of the hard work put in on the infrastructure which was managed by the maintenance and engineering divisions in collaboration with our city agency partners. Port staff has negotiated final terms of an m. O. U. That incorporates the results of last weeks discussion or two weeks ago discussion. And we expected that document will be executed and residents will take occupancy later this week. And Community Outreach has begonbegunand they will work wif with interested neighbors and members of the port southern water advisory committee. At piers 32, 33, the sfgov site has continued to operate and has walkin appointments, but testing is extremely critical to emerging from the shelterinplace orders successfully and were proud to see the success of that site and the number of tests performed. As of today the port has seen 63 deployments of Disaster Service workers on a range of tasks. And due to repeat deployments this represents 51 staff. That is 20 of the ports workforce that have answered the call to combat the impacts of this crisis. And i am extremely proud of the port engagement and we look forward to answering further calls as we battle the effects of the pandemic. And the second item of my report, i wanted to update the Port Commission on the Farmers Market operated by qoisa. The Food Distribution system is greatly challenged by the crisis but providing opportunities for people to obtain fresh foods but keeping themselves and their immune systems healthy has rarely been as important as it is now. And one response to this challenge, a popup pantry for seawall lot 377 is on todays agenda but the Farmers Market is a longstanding opportunity that many depend on for fresh food. This is a time of transition generally are the appeal to customers included the opportunity to sample merchandise and linger while browsing. As with many retailers its taken type to ax adopt to the protocols. And qoisa is taking their practices very seriously and working with the department of Public Health and the department of food and agriculture to make sure theyre meeting restrictions and are making it easier for San Francisco residents to access fresh food. And they have published and implementing rules for sellers that minimize the contact among the people and the produce and its triple the number of handwashing stations and offers contactless Curbside Pickup for produce boxes. In response to new San Francisco department of Public Health guidance issued last friday, staff have worked with licensing Additional Space to allow operators to spread out further. A strategy that we have been hearing a lot from a number of food purveyors. We have regulatory reviews and negotiations and expect the license to be issued so that the space can be used this saturday, may 16th. Port staff will continue to work with qaisa to have all adapt to new rules over time and so we can avoid outbreaks while avoiding food to residents and businesses to keep farmers afloat. Id like to talk to you about the processors and the first receivers and the distributors down at pier 45, and it says in my lease that i cant sell to the public. Because im a wholesale fish buyer. And i dont really want to change that because whenever this virus thing is all over, id like it to go back to the way that it always was where i would sell to the distributors and theyd sell to the restaurants and the markets and Everything Else. And i just service the boats. You know, we take care of the ice machine and wed like buying hundreds of thousands of pounds in a normal year. And to take care of that and let the other guys who do distribution. And i think that its so important what how important you guys think that the Farmers Market is that you consider that proteins that the fish guys are doing at the other end of the dock, and you talk about deferring and deferring isnt going to help us out. Most of us lost, you know, 70 , 80 of our business. I mean, i watched the crab prices go from 4. 50 down to 2. 550 when this thing first started. Im watching a lot of the boats arent going to their buyers and theyre going to the Farmers Markets and stuff, you know, trying to make a living. And i dont blame them. Because the food pipeline is broken. And, you know, you have seen on the news that its broken for the farmers. Well, the distribution is broken for the fishermen too. So if we could get consideration like we got during the crab disaster now, that would really help people to sleep and all of the distributors down on 45 to be kept alive. Good afternoon president brandon, Vice President adams, commissioners. My name is brad finson, im the ports waterfront resilience director. Im here on behalf of the court staff and Consultant Team that is working on the army corps of engineers Flood Resiliency study. We have a new member of the team, kelly capone is the project manager for the flood study. And she comes to us by way of San Francisco Public Utilities commission. Kelly worked at the port during the 34th americas cup, helping the port to obtain the very complicated permits for that effort. So shes quite familiar with the port. She joins lyndee lowe, the lead planner for the flood study, and matt wickens, the engineering lead. And on the Consultant Team we have summer bundy, who is the task lead. And its a very talented team. Next slide, please. So we acknowledge the impact of covid19 and the new challenges faced daily by San Franciscoians, including the disproportionate impact to some key Waterfront Resilience Program constituencies, including Small Business owners, port tenants and bay residents and families with Young Children as we often see on our zoom meetings. The waterfront is a source of strength for the city. Were very grateful at the staff level for voters having approved proposition a which is the primary Funding Source for the program. And were keenly aware of our fiscal responsibility. I want the commission and the public to know that work has continued unabated on the program during shelterinplace. And we think that resilience planning remains vital to San Franciscos future. This is the draft vision statement for the Resilience Program to create a safe, equitable, sustainable and inspiring waterfront. Next slide, please. The focus of todays presentation is the army corps of engineers flood study. That study is governed by an agreement between the army corps and the port, that the Port Commission approved in 2018. When the agreement was entered, we considered that this would be a typical Army Corps Flood study. The federal rules are to have 3 million in three years with three levels of federal review. Weve learned that this is a very complicated urban waterfront and were studying the entire 7. 5 miles of the port. The port and the army corps staff think that this study will take five years and 20 million, including a 10 million federal contribution to complete. That requires a waiver from the assistant secretary of the army. And it also would require an amendment to the feasability costsharing agreement, and i will return to this later in the presentation. Next slide, please. And the ports resilience efforts are nesting within the citys broader efforts. The commission had a presentation about the hazards and the Climate Resilience plan. That includes a port chapter and that plan is headed to the board of supervisors for approval in the coming weeks. The department of the environment is leading the citys very aggressive Climate Action strategy, and the San Francisco Planning Department has just completed and published a Sea Level Rise vulnerability and consequences analysis, which has been very helpful to this study. Next slide, please. The adaptation for the Waterfront Program is to convey the phased nature of the work over the ports jurisdiction. We refer to it as strengthen, adapt and envision. The strengthen phase is really the focus on how the commission will determine how to spend proposition a bond funds to address life safety projects and improve the citys disaster response. Really focused on seismic risks and flood risk where we can as well. Weve heard from the public that they want to maintain the current waterfront for as long as possible. So staff intend to develop a plan and adapt a plan for the Port Commission review that looks at how the gap occurred in the waterfront for as long as possible, addressing those seismic and flood risk port wide. And we also need to envision what a future waterfront would look like, what a future shoreline would look like that is resilient to water levels that we expect in 2100 and beyond. Next slide, please. Weve been very active with community and Stakeholder Engagement. We had our last Bayview Committee meeting on january 30th at the southeast facility with a focus on Program Goals for the waterfront. On march 4 at atwater tavern we had a mixer for mission bay and Mission Creek area. That was our last inperson engagement before shelte shelterinplace and so we paused inperson meetings and the team is focusing on Online Engagement through a variety of modes. Its a very creative effort to keep the public informed about whats going on in the Resilience Program and to make sure that were continuing to garner public feedback. Next slide, please. So weve been documenting that feedback from the public. All of the neighborhoods along the waterfront express their love of the waterfront. And its such an iconic structure and people have a deep attachment to San Francisco bay and its marine life. And, obviously, rely on the Public Infrastructure along the port. Weve been checking in about goals to get feedback and the goals and the objectives for the program so that we can bring the principles and goals and objectives to the Port Commission for your review and modification. And were also developing evaluation criteria for seismic and flood Risk Management projects that consider multiple benefits for the public and the environment. With a focus on equity and prioritizing subcontracting opportunities and Workforce Development opportunities in these projects. Next slide, please. The commission regularly requests updates about lebc participation in our contracts and the main contract is the hill engineers planning and engineering contract. And theres an amendment to that contract including the scope to facilitate the army corps study last september. At the time, we had 12 l. B. E. Participation in the contracts, largely due to the Technical Work that was ongoing at the time. Since that time, weve approved approximately 5 million in task authorizations under that contract with 33 l. B. E. Participation business and raising the total to date to approximately 18 l. B. E. Participation. Its a good trend. And we want to continue on that trend line. So that staff can meet the Port Commissions expectations in this area. Next slide, please. To provide a brief overview of the flood study, it really is a partnership between the army corps and the port to analyze current and future flood risk over a 50year period from 2040 to 2090. Were very appreciative of the staff and the experts that the army corps is bringing to us, Patrick Mckinley is the project manager. Hes with us today. The study is looking at five Sea Level Rise curves. We intend Robust Community input along the way. If the army corps finds a federal interest in the project and Congress Authorizes the project, that opens up the door to very significant federal funding, 65 federal, 35 local. Next slide, please. Were looking at the entire port plus aquatic park, the National Park up there and looking at five neighborhoods. Weve identified what were referring to as four areas in the study area separated by high grounds where you could have independent flood risk mitigation. And were drilling down into an even finer level of detail in 1o varied and unique in locations. Next slide, please. We start by flood modeling. Using those Sea Level Rise curves, looking at recurring flood damages over the 50year study period. The army corps is the lead in this effort through their Economic Modeling and they can calculate flood damages for that 50year period in todays dollars. And thats important as it inputs to determine federal interests through a benefitcost ratio. The basic principle is that a proposed project to mitigate flood risk has to be less expensive or equal to the avoided flood damages and other federally recognized benefits of a project. Next slide, please. We think that the work through the multihazard Risk Assessment and the sea rise vulnerability and consequences assessment led by city planning, categorizing all of the public and private assets and buildings in the current and future floodplain for the project so that we have the value of all of that public and private infrastructure and assets. That will help to calculate the flood damages. Next slide, please. And were developing sub area profiles that include mapping of key assets in infrastructure that should be protected from flooding. Next slide, please. Were working with the army corps to develop a comprehensive set of flood measure fact sheets. These are flood mitigation measures used around the country and around the world. They include structural measures like rip wrap, nonstructural measures such as Building Code requirements to flood proof buildings and naturebased measures, including living shorelines. Next slide, please. All of those Building Blocks are going into the Alternatives Development process. Were looking at a variety of scales of study, to these smaller sub areas. It will be guided by objectives, considerations, and Asset Inventory within each of those sub areas. This is looking at pier 80. And you can see that through our flood mapping that were able to identify entry points for water and where the flooding will come from. And then we would apply flood adaptation measures to address that flood risk. Next slide. The goal is to come up with a range of alternatives. Were right at the starting point where were going to be coming up with initial alternatives over the next few months to be able to present to the public and the Port Commission later this summer. With the goal of then incorporating that input and the direction from the Port Commission in the fall of this year and by summer of 2021, we would have a final range of alternatives that include a federal plan which is the most economically Efficient Plan to address the flood risk. And an optional local plan that can have additional benefits paid for by the local sponsor. Next slide, please. We are going to need guidance from the commission all along the way. From policy guidance such as the Building Code policies that i mentioned earlier. Obviously, review and comments and the selection of flood Risk Management strategies. Its a gorgeous waterfront, all 7. 5 miles of their urban design considerations. So we hope that later this summer we can start that dialogue and get that guidance from the commission. Next slide, please. Returning to the costshare agreement, first we will need by a 3by3 waiver from the assistant secretary of the army. The army corps is preparing that waiver for submittal late augu august. We hope to come back to the Port Commission on may 26th meeting to request the authority for spending up to 3 million now, because the federal government has now appropriated 3 million to this study. And we also in a fiveyear study want to cover the circumstance where there may be no federal appropriation in the given year and wed like to give the Port Commission and the board of supervisors the discretion to supply half then to keep it going in the event that there is no federal funding. But that is purely discretionary for the commission and the board. And then if the waiver is approved, the authority to match federal spending up to 10 million. Next slide, please. And so i absolutely support it. I think that its a wonderful idea. And since we have been touching this elephant of both the seawall and the Sea Level Rise and ricel resiliency and i wanto ask a couple questions to put in a larger context so as we understand as we hear bits and pieces of what were doing and finding the right partnerships at the federal level and perhaps also the state level. So i guess that and, obviously, were worried about the San Francisco waterfront and its our purview, but there are other waterfronts in the bay area. And i just wanted to know whether some of the approaches that were taking here and that the federal government is trying to help to organize that to be consistent with other cities, or are we so in the forefront are we being a pioneer and doing this first, so are we out the gate first on this, in this project and study . And i think that is there also begin that w given thatn talking about, i guess Sea Level Rise and the seawall for a long time and the bond money, etc. Are there any differences in the federal approach because im sure they have a standardized approach how they want to go about it and versus some of the things that we might be nuancing, particular to our waterfront. If you could point out where some of those differences are so that we do understand going forward. So, and then my last question is really related to as i said its the elephant in the room is there a way eventually, not today to have a broader strategic roadmap. You know, there was this study and there were other little studies that we did. So if we could see the whole strategic roadmap on how were addressing the whole issue of the seawall and the Sea Level Rise so we can see how all of the pieces are coming together. Of course it has to be piecemeal and were looking for funding and we know that its a huge number and we dont have all of the funding in place. But its great to hear that were getting out of the gate and we do have some matching fund coming in from the government, from the federal government. But its like can we put it in a bigger context so that we understand both the progress that were making and that the commission has a very good idea of the challenge that we have ahead. And im assuming that a lot of the things that were doing in this study were sort of also kind of standardizing in anything else that were doing that is somewhat related to this. So that were not trying to use different criteria or different methodology or whatever. So im asking a lot of questions and its more on a strategic level. But just so because we know that this is an effort that we have to do for a long, long time. So how to make all of these pieces make sense and if you could help us in the future to keep educating us so that we understand how this will come across. Okay. There were a number of questions there. And commissioner, i would ask if i missed one of them if you would prompt me again. But i think that the first question was, are there similar studies going on in the area or are we first out of the gate. And there are quite, quite a few efforts like this happening around the bay area. Theres adapting to rising tide and acting as a guide to local jurisdictions around the bay. And we have the programs. And the army corps of engineers has been in agreement with local partners around the bay. Theyre doing very big study in the south bay area. Which is more focused on the metro Bay Solutions and eclogical restoration in that area. I think that this will end up being one of the most robust efforts of this type and we are early on the leading edge of things. Were very hopeful that not only can we learn from other similar efforts around the country but that we can provide an example of the bay area. So thats the first question. I think that the next question went to just how do all of the pieces of work in the Resilience Program thread together. And thats something that we very much want to present to the commission. Were here today to talk about the flood study because we need this feasibility costsharing agreement. I think that our hope is that were able to come back this summer to provide an overview about the whole Waterfront Resilience Program so that we can explain how it fits into a broader planning strategy. And then sorry, i know that i missed one of your questions. Can you tell me what that additional question was . I asked whether were finding if theres any differences in the federal approach yes. And the local approaches. So that we understand you know, wile probably theres whie theres more commonality than differences but its good to know the differences in approaches. Theres one big difference and it went to the federal interest finding is really driven around a benefit cost ratio. What are some of the projected damages of flooding. You know, is a project less expensive or the same cost as those damages in todays dollars . And so thats thats a focus of the federal effort. I think that we have been pleasantly surprised that the army corps has a keen interest in the naturebased solutions. So thats a similarity. The army corps process is rigorous in terms of going through a set of alternatives. First the focused array and then a refined array and a final array of alternatives. So its a very driven process to land on a final project. I think that the big thing that is a focus of our program that is not a policy of the army corps is seismic safety. You know, were obviously dealing with the sal seawall, ad thats not a focus of the army corps in their mandate. They can count seismic benefits of a project. If youre building a flood risk project and it provides for seismic protection because of the way that you build it, you can count those benefits. But you cant design the project just to deal with a lateral spread risk as an example. So there are some approaches in the federal approach to what were trying to accomplish in this project. Okay. Then i guess in terms of obviously, we will help to fund the cost in this indiscernible and when you do all come back and you give us the bigger context and the strategic roadmap, i know that we dont know what the total cost of what it will take to execute the resilience plan in total. Because theres so many pieces to it and its very long term. But as much as we can keep getting more refined in our numbers and i think that weve always said, you know, that we have to keep looking for more Funding Sources. And, obviously, this is a Funding Source or one piece of it. So is this something that you think that has been an efficient way for us to find a Funding Source . And what is your prognosis for trying to figure out both the state and federal level, whether there are other Funding Sources to help us . So just in terms of cost estimates, you know, i know that the whole team is very excited because weve been studying the problems through the multihazard Risk Assessments and through the flood modeling of the army corps for quite a while. And were moving into this space, this solution space, where were looking at mitigation strategies for these risks. And part of this early effort will be developing very high Level Planning cost estimates to address those seismic risks and flood risks. So were eager to do that cost estimation and well report back to the commission on what were seeing. In terms of other funding opportunities, first, i just want to thank president brandon and Vice President adams for making multiple trips back to washington, d. C. , to help us to line up this army corps effort. And to move it along. Its great to have that advocacy from the commission. In terms of other opportunities that are upcoming, you know, we had been looking at a resilience bonds that looked like it was headed for the November Ballot before covid19. It had an emphasis on wildfires but it included some flood projects. And we were advocating for inclusion in that. Things have changed a little bit and were not sure if theres going to be a state bond or what it will focus on. We have heard, given the Economic Conditions that were all experiencing right now that Infrastructure Spending is one way that leaves economies out of, you know, and into a recovery. And so were keeping an eye on that infrastructure discussion, and the project in both washington, d. C. And in sacramento to just try and to position ourselves for that funding. So does that answer your question . Yeah, that sounds right. Absolutely. Were expecting that especially in washington that the next phase of what they want to do for the economy is to invest more infrastructure. Its been delayed for several years already. But now is probably a good time and there seems to be probably support on both sides of the house. Or the congress, i should say, not just the house but in order to do that because that would help the recovery in terms of jobs and Everything Else to get everything back on track. And if needed i mean, everybodys infrastructure is so worn out across the country. Yes, and a number of port staff remember the 2009 american recovery and reinvestment act leading out of the 2008 financial crisis. And so is a strategy that is very effective. Okay, thank you, brad. Thank you, brad. Im really happy and in support of this moving forward. I think that resiliency, now more than ever, is something that we need to be laser focused on. Four months ago we didnt think that wed number a pandemic. While we can watch our seawall and Sea Level Rise in a different way, i think that it just shows how much and how critical this is. So two things for staff to note to possibly track. The house did release today, leader pelosi released a 3 trillion package. The bill i is 180 pages and we n figure out if theres anything around infrastructure that is applicable for us to do. Something for the port staff to think about. And folks should know that theres conversations in sacramento on a statewide infrastructure bond. So i think this to encourage the staff and the commissioner adams is aware that the conversations have started with labor. I think that we should make sure that were tracking that to see if theres any way that we could use any of those bond funds at the state level or any of this to move our projects forward. But im very excited for the study and the work that youre doing. Thank you. Thank you, commissioner gilman. And, brad, thank you so much for that report. This is a huge effort and i really want to thank you and the team. You have done an amazing job. I think that this project is so huge. And i think that the commissioner hit the nail on the head about the future growth. And how to make sure that with, you know, with resiliencies and earthquakes that were looking at everything. And indiscernible to have policies and strategies to move forward. And so i want to go back to our last indiscernible where you recommended that the commission have their own control to make sure that because this is a huge project. And this is not, you know, come back once a year and update us type of project. I think we have to be involved and to understand throughout the process. So im just wondering and i know that were going to meet, but i will talk to those who would lead to actually looking at everything. But im so happy that we have such a Great Partnership with the army corps and that they are working with us on these particular efforts. I think that its absolutely wonderful. I think that we have a great team working on this project. As far as the l. B. E. Participation and it would be really great to see who is participating. So it would be great if you could give us a list of the l. B. E. S that are actually working on this. Or all of that, so we can see that going forward. That would be absolutely wonderful. Informational presentation on proposed extended tenant release Deferral Program. Thank you, amy. Good afternoon president brandon and commissioners. Im the Real Estate Development team. Id like to thank Michael Martin and rona stanler and dimitri maura to help me to craft and prepare the data for this presentation. I will be providing an informational presentation on considerations for extended rent deferral and further tenant release. Next slide, please. My presentation will cover the following Background Information to date, the april revenue that we have collected. The proposed program. Our analysis of that program. And discussion with you, the commissioners. Next slide, please. The following key events of covid19 have led us up to this point in time. The mayors Emergency Declaration on february 26th, and the initial shelternovemberplace order on march 16th. And the moratorium on march 17th. And the statewide shelterinplace order, and the departmental orders on the 27th. Many of these orders have been extended or modified during shelterinplace to adapt to the fastchanging conditions of covid19. Next slide, please. As of today, the port has implemented the following relief efforts. We have launched a broadbased rent Deferral Program on march 27th. Which was subsequently ratified and extended by the commission through the end of may. In april, we cohosted with the office of economic and Workforce Development a 60minute webinar for port tenants that provided an overview of the existing Small Business relief programs. 76 people participated in that webinar. Of those, 10 tenants contacted oewd for more information and now two tenants are receiving oneonone Technical Assistance from the department. As the situation continues to evolve, many of our staff, in particular our hardworking Property Managers engage in ongoing individualized outreach and discussions with tenants about their Current Operations and plans for reopening. Real estate staff are system atatically tracking, and 35 of our tenants are operating under normal or limited conditions. Next slide, please. In terms of our rent Deferral Program it covered nearly all of our tenants with a few exceptions. It does not modify any lease provisions. It has default interest on payments from march 1may 31st if paid by june 30th. And it establishes the policy for forbearance and eviction proceedings doing to the impacts of covid19. And on or after april 1st are not eligible for release. This does not apply to m. O. U. S and the agreements for small vessels at south beach harbor. In any scenario where a port tenant has subleased some or all of his space, such relief is only available to the extent that the ports tenant has equivalent relief to the subtenant. And an extension of the broadbased Deferral Program to july 3july 31,2020. Next slide, please. As you know, april was the first full month of shelter in place. And the next series of slides will provide a complete picture of april revenue. The table on this slide which is in your staff report outlines the performance by revenue type. Key highlights of this table are that, one, of the 541 invoices, the port received 251 payments with a 48 payment rate. Secondly, revenue is down across all types with parking seeing the largest decrease in payments received. Next slide, please. Of that approximately 6. 1 million invoiced, 3. 3 million was paid, a 52 collections rate. Next slide, please. And in looking across our portfolio geographically, revenue shortfalls were spread throughout all portfolios. The fishermens wharf was uncollected at 8 0rs 80 . And when we return on may 26th we should be able to see a better picture of april and may combined. I should also note that in march, upon the issuance of the shelter in place order the port had an Economic Impact survey. The survey asked 13 questions aimed to understand the impacts that tenants have been taking in light of the pandemic. 127 tenants participated and reporting losses of over 9 on million with an average loss of 67 in tenant revenues. Jobs impacted were just over 3,500 and 49 businesses reported they were certified l. B. E. Needless to say that the impacts of covid19 are significant to our organization and to our tenants, requiring us to partner with our tenants in ways that we have never done before. Next slide. Therefore, we are seeking feedback on the following extended rent Deferral Program for port tenants to provide relief beyond the expiration of the broadbased policy. And for your consideration the proposed rent Deferral Program does the following it moves from the broadbased programs to an Optin Program. It waives late fees for march 1december 31st if paid by the end of the calendar year. It also requires that tenants continue to comply with all lease obligations during the deferral period. Id like at this time to reemphasize that this proposal moves away from our current broadbased application of deferrals and to the Optin Program that would be conditioned upon the submittal of key documents. Next slide, please. The discussion at the april 28th Port Commission meeting included the idea of limiting eligibility for extended deferral beyond the current policy. Based on the criteria, reflective of a business that is likely to recover. In considering the feedback, the staff reached out to public and private landlords to understand their strategies. As a general matter, the landlords are more willing to have broadbased relief for a range of reasons including public equity concerns and the mission to look at the broader impacts to the leasing portfolio. Based on that research, port staff recommends a hybrid of that process. We recommend that any extended rent Deferral Program remain broadly available to tenants and that qualificationbased approaches to be reserved for targeted dialogues regarding forgiveness of rent. Therefore, we have proposed to have the final requirements to be put in place. A statement from the tenant which describes the impact of covid19 and their need for relief. And the statement should also describe their Business Plan to get back to normal operations, provide current revenue projections in light of the current Economic Conditions and to project anticipated crash caw that demonstrate the rent payments on or before december 31st. Additionally, proof of submittal to federal, state and or local relief programs and a summary of their current status. If no applications were filed a statement explaining why they could not submit would also be requested. Port staff recommend that this program that takes an optin Information Collection approach. With the requested submittal documents port staff can utilize the information to further frame the tenant relief strategies. Next slide, please. So it is apparent that when shelterinplace orders from the state and the city are further relaxed there will be significant change in how the business is conducted. New guidance from the state was just released today and the staff is beginning to review that guidance and to see how it applies to our tenants. What is certain is that in order to allow our tenants to regain their footing, we and our tenants must nimbly adapt to the new normal. Theres no onesize fitfitsall strategy. Many tenants may have difficulty with a credible projection of their operating profile over an extended period of time and engaging customers appetite for being out and about along the portfolio. Further, some tenant categories may not have the expertise to navigate the challenging approval processes for relief programs. In learning more about the Payment Protection Program its highlighted the inconsistency in how the process is being conducted and the disparity in how the funds are distributed to Small Businesses. While we want to know that our tenants are doing all they can to stay afloat, it would be doubly penalizing if rent deferral were conditioned on the successful submission of an application. Port staff believe that the collection of this Financial Data can be illuminating our path. This data can guide what further relief we can provide in order to stabalize our portfolio. Next slide. Therefore, in digesting the feedback from the april 28th Commission Meeting and for the Deferral Program it was clearly needed to pair the Optin Program with an optout process. In conducting research, the City Attorney recalled that the Port Commission adopted 0904 which can be a tool for those who wish to opt out. The resolution authorizes the executive director to terminate leases and licenses with the term less than five years and monthly rent less than 10,000. And where the executive director finds a lease or license is no longer in the ports best interest, and where port staff can negotiate the return of premises to the port on terms and conditions that are beneficial to our organization. For those tenants who opt out of the Deferral Program because they do not see a future for their business at the port, a mutual termination could provide significant benefits in terms of certainty, control and limiting costly legal action later. Port staff believe that the proposed extended rent Deferral Program and the utilization of the tools to be the most advantageous set of relief measures to deploy next. It will allow the Port Commission and staff to develop further relief strategies. Next slide, please. Now transitioning to the horizon of future relief strategies. Port staff continue to identify ways to facilitate the Port Commissions ability to manage rent forgiveness which requires lease amendments. Currently charter section 9 9. 188918, has anticipated revenues of one million or more or a term of 10 years or more must be approved by the board of supervisors. Providing deeper and broader relief such as rent forgiveness or a restructured payment schedule would trigger a lease amendment. And this presents a challenge to the implementation of an Efficient Program and while this does not impact our entire portfolio, it does cover many of our major attractions in real estate establishments. With some limitations the board of supervisors may delegate the Emergency Authority to departments, and concerns with specific circumstances that otherwise require approval under this charter. The port staff is working with the city administrator and other landlord agencies to develop legislation that if submitted and approved would delegate the authority to the city departments like the port to amend the existing agreements without seeking approval by the board of supervisors first. This delegation would greatly improve the ability of the Port Commission and the staff to manage strategies across our portfolio. Next slide, please. So in the coming months, port staff anticipates the following next steps. On may 26th to come back to the commission to seek authorization for the extension of the current broadbased deferral through july 31st. On june 9, we would come back to the commission seeking approval for the proposed extended rent Deferral Program. If approved, we anticipate that the application period of the extended Deferral Program to be between june 15july 15th. And on july 31st, the closing of the broadbased Deferral Program and on august 1, launching of the extended rent deferral period through december 31st. With that said, the likely that before the end of may that the current shelterinplace will be amended and it may affect the timeline shared with you. And the actions that we take as an organization moving forward. Next slide, please. You know, since this whole thing started, things have since the virus and the shelterinplace and its just been a completely different reality down there. Things have been changing slowly over the last couple years. I have watched a number of companies down on 45 go under. And this is just, you know, throwing gasoline on the fire. And although i appreciate the deferral option, i mean, mine is about 5,000 a month, and im not making that right now. And i havent since this whole thing started. And i do really appreciate you guys to help, you know, and giving us, but, you know, ive gotta pay all of the 5,000 a month, you know, to the end of the year or something, thats going to be all of the money gone. Because i run a coop down there and we run the ice machine, and we put 30,000 to 50,000 a year to keep the ice machine running. Its not our ice machine, its the ports ice machine. And i think that, you know, things are really changing, even without this pandemic. The fish business is nothing like what it was when i started fishing, you know, 35 years ago. And the fact that you have this protein coming into San Francisco is Food Security. And a lot of places in this country dont have the kind of Food Security that we have here with, you know, salmon in the summer and the crab in the winter and everything that comes in here. We need to keep this safe and so it can be unloaded. If theres an 8 earthquake, our guys could go off [buzzer] and we need to we need to cherish this local ability that we have to feed our local population. And its going to make more than a deferral for most of these companies down here. Its going to take a forgiveness because everyone is going out of business. Thank you, larry. And i appreciate the thoughtfulness that the port staff have put into the Optin Program and the optout program and i think that is a really clever way to approach this program. I just have a couple questions. One question was in developing the opting in, and i dont know if theres a way to go back to that slide but i can find it in my staff report i just wonder if we did any Stakeholder Engagement about whether were providing the sorry we went way too far back, but its okay. Providing the statement of how covid impacted our business, our projected Business Plan, a proof of whether or not theyve applied for any state, local or federal stimulus funds. I wonder if we went to any of our stakeholders in a focus group or to get feed back from them whether thats a barrier or something simple for them to provide us. Right there, thanks. Thats one question that i had. And the other question that i had is that looking at the chart which we dont need to go back to where were seeing the biggest loss in revenue is around which we should know its around percentage rent on those businesses and around parking. Im wondering if the staff has done any kind of analysis, if this trend continues as is, what the total loss of revenue would possibly be at the close of the calendar year 2020 . And i say that only because while we go through the stages of reopening and you indicate in your proposal that the staff are looking at this, the reopening guidelines for the most profitable tenants from a port perspective have some of the most restrictive guidelines. And it may not even be opening up this calendar year. So i was just curious if we had done projections, if the trend continues on our Participation Rate and what that would be to the port . Those are my main two questions. Im overall very supportive of rent deferral and at a later date i might even be raising rent forgiveness versus seeing empty storefronts and shuttered businesses along the waterfront. You know, commissioner and president brandon is the only commissioner who in my understanding has been part of the port when there was a massive downturn, and im sure that she can reflect what it was like when we didnt have a vibrant waterfront from both, you know, north and southsides of our port. And it concerns me that so many of our businesses are going to be facing barriers to reopening. Commissioner gilman, so it sounds like that you have three questions. And your first is whether the tenant engagement on the submittal requirement. But, first, no, we did not. In our survey we did ask for our tenants and what type of relief they were looking for and rent deferral was one of them. And then in terms of other outreach, we did engage pretty heavily with the airport to understand what their process looked like and to understand, you know and i dont our tenants and our tenant and portfolio is extremely different from the airport. But, you know, we are the port is a very special when it comes to being a commercial property landlord, its really hard to draw comparisons there. But i do know that several of our Property Managers spend countless amounts of time with our tenants to understand their what theyre going through. And i do think that they are i dont want to say all, many are conducting these projections now. But the consideration is for this body. So if you felt that it was a big ask of a tenant, we have opportunities to change. Yeah, on that note i would since im not a tenant on the port and i dont run a business like that i dont want to make an assumption that it is or isnt. I was just more curious if you had done that. Sorry commissioner gilman. So i do think that what weve done is, you know, weve created it to be or our thinking is that it would be more of a statement. And so wouldnt necessarily be a hard you must show us like your financial projections and your methodology etc. So, again, we convened on how we structure this program. And then you had the question on percentage rent and parking loss revenue for the 2020 calendar year. I know that we with this presentation to this commission there is a team of port staff across all divisions that are looking at financial projectio projections. [no audio] and to seek action. I know that its hard to balance the fact that we still need to sustain ourselves financially as well as we want to help our tenants to succeed in the long term. So its a delicate balance and its hard to find a right balance. And to find a way so that were working successfully together. And i think that generally i would say that the outline of the program is good. And while i dont think that we want to have an onerous process, but i do think that we want to know, i guess, that we having a Business Plan that we do know whether the tenant has gone through how they can succeed. And to not have a deferral and only to find out at the end of the year that theyre not going to be able to succeed. I think that we want them to have more than just hope. And for many businesses, depending on what the guidelines come out at the local and the state level, that some of them may find it extremely difficult from an economic model to succeed because it wont be the same parameters they have used in the past. Im thinking in particular of restaurants because they cant have full capacity, what capacity can they continue to survive at . And theyll have to figure that out. And wed rather have them figure it out sooner so that we can move on. And we also should be thinking not knowing at this point until our tenants tell us what would some of the space that i assume that we will be taking back at some point because i think there will be some tenants that will see this very difficult to succeed and they may want to terminate their leases early. We should be thinking not just to say, okay, well put another restaurant in. It may not be that will be a model that we can continue. So we need to think through in our real estate portfolio what are the space what can the space be used for in the new norm. Because it is going to be a new norm going forward. Its not a temporary norm and its not just for a few months or x capacity. Its probably going to be for much longer. So i think we need to have that as a contingency plan strategically how to utilize the space if the space is offered to us and its not the same purpose anymore. If the existing tenant cant make it work well take a greater risk with the new tenant. And if theyre afraid they cant make it work under the new rules, we should know that and we want them to let us know. And the fact they can terminate their lease early which normally is not in a normal Business Condition is not allowed. And i think that victor can probably speak to that. That well let them to say now tell us if you dont think that it will work. To ask them to think it through with us and to let us know and to not drag it out to the end of the year before they tell us, well, its not working. So i think and i think that commissioner gilman also asked the question and i think that at some other Commission Meeting you gave us the baseline rent that were not receiving payment. But i guess that were missing the percentage rent and any other parking revenues so were missing some other revenues that are not in this calculation that you gave us today. So we should just know how much revenue were losing and understandably i mean, theres no percentage of rent if theyre not operating, but we should know what that number is so were informed not only if were losing the base rent but how much on the overall revenue. And, again, to just have the picture in front of us. But other than that i think that there is no onesizefitsall and we have to work proactively with our tenants and to figure out if theres a way forward with them and if they have access to all of the possibilities. I think that the reason that we want to have a business statement is really to understand, you know, how committed they are. Because i think that some people will be committed and to make this work whatever way they can. And others will say, well, ill try. I think that it helps us to see what a little more commitment not the numbers but to understand their commitment to make this work, because it will be a lot of hard work. So thank you. Ill be sure to include the percentage rent and the parking information at the next presentation. I did want to speak to your comment about ensuring that, you know, we dont get to december 31st and, you know, were left with an enormous outstanding amount of debt. I do think that what were thinking is that well use this application period and really encourage 1 10 tenantsencourageu dont see december 31st as possible, that you should consider your business operations. And we should have a program threshold that clearly say if youre in it with us, were in it with you and dont leave dont leave us emptyhanded. Like, we are extending quite a bit to you in partnering on this and we want to be partners on december 31st and continuing into the future. Thank you. Thank you, commissioners. Thank you, madam president. I support all of the key terms that you have outlined with the exception that i believe that everybody should be eligible for the relief. I dont think that we should have a cutoff date of an april 1, 2020 to make those parties ineligible. And i would just caution how we approach and how we look at early terminations. And we would not want to give people a way out of their lease and then we find out that theyre applying for another spot on the port, wanting to be our tenant in a different location, negotiate a different rental rate. Or go somewhere close. And i think that terminations of leases should be a very high bar before we would terminate. And offline ill share some of my thoughts with the Real Estate Team so they can consider those in their thought process. That concludes my comments, madam president. Thank you. Vice president adams . Under 16417 for the San Francisco marine food banks use of a portion of seawall at 337 for popup events from may 8, 2020, to no later than the termination of the mayors Emergency Declaration as a component of this citys public response to the covid19 crisis. Good afternoon again, commissioners. Michael martin, the Deputy Director for real estate and development before you to talk about the proposed popup food pantry that would be instituted at seawall lot 337. Next slide, please. Item regarding waivers for covid19 activities. Food insecurity is one of the things that we have been hearing about and hearing interest in using port property to address. Many are faced with hunger for the first time due to a loss of wages and due to the sharp increase in unemployment. And seniors have been reduced to less trips and lack of access for peoples options to access food pantries, etc. , that have closed temporarily due to the shelter in place orders. Next slide, please. And the San Francisco marine food bank distributes free fresh seasonal produce and protein and shelf stable items to anyone struggling to buy food. Theyre serving currently 20,000 more households per week than before the pandemic. So, obviously, the issues that i just described are very much in evidence there. And 90 of the organizations food programs have closed due to social distancing and other [no audio] we have lost audio. Next slide, please. Can you hear me now . Yeah, but we didnt hear the last comment. My apologies. I was just running through the bullets on this slide that the San Francisco marine food bank is evidence of the challenges that the food system is seeing. Currently serving 20,000 more households per week, but also down 90 of their 275 regular pantries. Next slide, please. They proposed a popup food pantry at seawall lot 337. And to operate it as a drivethru site to facilitate the deliveries of large quantity quantities of food safely. It would initially operate on fridays from 9 00 to 1 00 and serve 300 to 1,200 families and ensure that all operations are in accordance with applicable orders addressing the pandemic. Next slide, please. Seawall lot 337 is currently under lease to seawall 337 associates l. L. C. In conjunction with the mission rock project. The parking lot operation does allow for special events which are allowed under that lease as a permitted use. And the port generally receives rent for those events and the popup pantry qualifies as a minor event which under the terms of the lease, if we assumed that two two popup pantries per week, that would generate approximately 1,260 in fees per month. So a very limited amount and that would be expanded use profile than what theyre proposing here. Next slide, please. So staff has come back to propose a rent waiver for your consideration. The conditions of that rent waiver would be to ensure that the services are being provided to the public at no charge. The tenant is not collecting rent. The tenant provides detailed site layouts of activities and the calculation of waived rents so they can calculate that later. And this is pursuant to the mayors Emergency Declaration. Obviously, i think that we are all very supportive. Its wonderful to see that there is productive use of our facilities since that parking lot is probably not used at all and to use it for the purpose that we really need during this during this pandemic. And so i totally support the item. The only thing that i wanted to ask about and having watched it on tv, all of these horrendous lines of cars across the country lined up for hours to go to a food pantry. And im just wondering if theres Lessons Learned for them and since they have a limit of how much they would be able to distribute, and how are they going to direct traffic. And how are they going to let people know so that you dont have people who said i waited three hours and i got nothing. So at least to have some better system of managing the queue. And also we dont want to have unexpected congestion in the neighborhood as well. So theres no reservation system so theres no way of knowing how many people would show up. But they need to know when they show up that theres a system of managing the traffic. And also to let the people who are waiting, if theyre not going to be able to get any, they should be told early on and not to sit there for hours. All good points, commissioner. This is mike. I just wanted to respond and say that were definitely working closely with them on those issues. The transportation laws and a consultant on their staff who help with the mission rock project design and is helping with thinking about those queuing questions. The plan is evolving. I think that on some level well have to get out there and were expecting the need to be great and well have to sort of work with those, you know, to work with those outcomes a little bit. But your considerations are very top of mind for everyone and we want to make sure that this is not a problematic process for the people trying to access the food. Okay. Thank you. Thank you. I just have a couple questions. What is the population that are doing outreach and how will they know that this is available . They have their own network of people accessing their services. So i think that theyre using that as a way to push out their information. Im not aware of a broader Communications Effort beyond people that have expressed need to the food bank already. My hope is that once we start of get this off the ground and it becomes more available that well be able to sort of use word of mouth and our own channels to communicate it. But i think that their goal is to serve as many people as possible. Item 11c, informational presentation and an amendment to the pier 70 specialty use district design for developments to allow residential buildings with a height limit to contain up to nine stories as approved on february 6, 2020. Christine im the project manager for the development project. Can you talk louder . We cannot hear you. Can you hear me now . Yes, thats better. Christine maher, with the pier 70 development project. Before we launch into the item before you today for consideration, i wanted to share with you the good news that construction at pier 70 has continued with the citys Public Health order as a mixeduse development with 10 Affordable Housing. Id like to note that through the end of 2019, that our Development Partner brookfield, has awarded 107 million in contracts, 39. 7 million or 37 to l. B. E. S and exceeding the 17 project goal. 17 million or 16 have been awarded to l. B. E. Firms located in the three zip codes nearest the project. Namely 94 94107. And now to the amendments, ryan watson, the senior planner for the port in mission rock will be presenting this item and ryan, myself and rebecca will be available to answer any questions on behalf of the port. Also available for questions from the brookfield team are Katherine Riley and consultant dwayne jones. Finally, id like to note that the proposed amendment will not impact the two Development Parcels that were appraised earlier this year. With that ill turn things over to ryan. Thank you, christine. Good afternoon, president brandon, and Vice President adams and fellow commissioners. My name is ryan watson. Im the planner with the port planning and environment division. And im going to walk you through the informational presentation for the proposed pier 70 special use district. And like christine said, the port staff and the Development Team are here to answer any questions that you may have after the presentation. And to provide a brief overview of the pier 70 development, well focus on the first phase of the development out of the three phases. Phase one is a total of seven buildings. Nearterm buildings include building 12, and building e2 and building a. And building 2 and building d in the midterm, and parcel c2a and c2b, with phase one. And next slide, please. And pier 70 development was adopted by the Port Commission and Planning Commission in 2017. It establishes vertical and horizontal design controls and requirements with the special districts. The amendment request, which was recently approved by the Planning Commission in february would allow residential buildings with a 90foot highlight limit to build up to nine stories versus eight stories as outlined. It could be achieved by effectively reducing the scaling heights on all floors except for the ground floor which must contain a minimum height of 15 for the d. U. D. And it allows for multiple benefits, including flexibility, design and development for residential parcels. And had upons to max nice the Development Path by allowing the additional floor of units. And also financial feasibility for Residential Projects. Next slide, please. And to provide visual context, heres a guide for a residential parcel with a 90foot height maximum. At the top of the screen you can see that theres an optional ninth story that could reduce the floortoceiling heights for residential floors. In particular, this example shows an average floortoceiling height around 8 feet, 8inches for residential floors. Next slide. And its important to note that only residential and flex parcels with a 90foot height limit is affected by the proposed amendment. This includes parcel d cqa and cqd for phase one and for later phases this includes parcels e1, parcel qia to c1c, and parcel ff and parcel g, and parcels h1 to h2. Next slide, please. And staff would like to highlight the proposed amendment does not change or alter overall mapping, bulk or building enveloped as described in. The Building Heights and the maximum Building Height still remains 90 feet. And the requirement around the scaling height of 15 feet. Overall Development Capacity for the pier 70 final e. A. R. And nor affect the capacity for parcels e2 or a as christine earlier described. And e2 has a 70 feet maximum and not 90 feet. And parcel a is limited to office uses and not residential. Next slide, please. And in summary, staff is supportive of proposed amendment because of the modification implements the pier 70 mixeduse development for residential parcel and improves the feasability of 90foot residential buildings within the project by increasing the number of units that can be built. And its consistent with all requirements of section 249. 79 of the planning code and with the San Francisco general plans and also the d. D. A. And, lastly, it does not alter the capacity of the site or the project previously analyzed in the final a. E. R. And its consistent with the final e. A. R. Commissioner mackris . Yes. In principle im good with raising the height limit. A couple of questions first. How many more units is it going to produce in the project . I can go ahead and take a stab at that question first. So it will allow an additional story for these residential parcels specific to a 90foot maximum, however, we dont have an estimated total because of we dont have the specific plans yet for some of the parcels coming in down the road. But we do know that it cant go above and beyond what the e. I. R. Analyzed. I dont know indiscernible . Then if you cap out the unit count by the e. I. R. , you will still pick up the Square Footage so youre basically going to get about 12 more real estate by adding the floor. Would that be accurate . And the developer for the parcel d projects and so happy to chime in. As is mentioned it is a little difficult to prognosticate how many Additional Units will be generated by this because of the individual building massing and the uncertainty around future building plans. But to give an example for parcel d which is a project currently undergoing Schematic Design and adding an additional ninth floor while still remaining within the 90foot height limit allows the number of residential units to increase from approximately 134 units to approximately, call it 148 uni units. So it depends. Yeah, so either youre going to get the extra floor, either in unit count or Square Footage of enlarging units, as long as you stay within the cap of the e. I. R. . Umhmm. Is that a yes. Oh, yes. Sorry. With electronics i cant tell. Yeah. So does the e. I. R. Cap out on Square Footage of the project . Or just unit count . Because, you know, theres an inherent inconsistency between the two. This is Christine Maher from the port. And i can take a stab at answering that. I believe that the way that the e. I. R. Does is that for residential, its the number of units. And then for commercial, its Square Footage. Okay. How many approximately the ninth floor that we would add across the project, how many square feet does that total . How much bigger is the total real estate count in a square foot . Can you maybe answer that for parcel d . Yes. So similar to the Square Footage question, i think that its a bit difficult to predict exactly how the Square Footage would increase across the entire across all parcels because of variation uncertainty around project design. Well, im aware of that but youre coming to a proposal to increase it so obviously you have done your schematics and you understand what youre targeting because the ask is in front of us. So how many square feet larger is this project by adding the additional story . If you could perhaps give me just a second to i dont have the specific Square Footage of each individual floor in front of me at the moment but i can pull that up. And. Commissioners, any other questions while shes looking that up . Yes. What compensation falls now to the city if we approve this change . This is Christine Maher from the port. Presumably what would happen is that we would have a higher appraised value because there would be additional Development Capacity. So that would the port would get a higher land value. That didnt go too good for us on the last round for higher land value. So theres no compensation for this decisionmaking . Its just the formula of the underlying transaction . Thats right. And our next question is to our staff. Do we have the valuable between the current proposal versus the increased and the square foota footage . We have not. The additional the additional Square Footage is generated by adding the additional ninth floor and is approximately 18,000 gross square feet. 18,000 for the entire site . Specifically for which is for parcel d which is the project that is currently undery and aunderSchematic Design, theg parcels have not commenced design. This is Catherine Riley from brookfield. We would have to provide for the project overall but wed need to make assumptions on what the flex if were doing commercial or residential because the extra floor only applies if the property is used for residential. Does it count or it will be a Square Footage announcement but its a 13 larger building. We go forward with what is proposed. Would that be accurate . For parcel d it would have a larger Square Footage with the proposal, yes. That concludes m initial questions and ill speak to the commission about it. I think that from where my question maybe is coming is that id like to have the commission to explore the economics of expanding the transaction and participating from a monetary perspective because the project will be a larger project and i believe that the port should participate in the revenue of that. Thank you. Commissioner gilman . Thank you for the presentation. And commissioner mackris and i are okay with increasing height. And i have one question and i apologize if i missed this in the staff report. So since you will be having higher unit counts, and i understand that it will be within the envelope of the e. I. R. , im curious how that is affecting the Affordable Housing requirement. I wasnt here in the negotiations when they took place and i have been remiss of the Affordable Housing component is in stage three of this project overall. So id like to understand how unit counts can go up and how that interplays with the Affordable Housing requirement . This is Christine Maher again from the port. And i can jump in on this one. So for the parcels that are rental parcels theres a 20 inclusionary requirement so if theres more units in those buildings there would be more inclusionary units as well. And theres a number of Residential Projects that were talking about today are condo projects and its based on the numbers of units and with the higher number of units it would be a larger e. I. C. So id like to understand from the port staff on what calculations that have done and what additional indiscernible is given to the city or in the rental parcel how many more units on the affordable side. A bit to commissioner mackris line of questions, im sure that theresy antheres schematics ay more units will be achieved and the market resale. So id like to understand what that equates to in both categories in Affordable Housing units. I think that well have to get back to you with that information. And and that is the only parcel with schematics at this time and wed have to do do it. But thats something that we could and back with. Okay. Thank you very much. And that concludes my questions. Thank you. Commissioner . Yes, following up on some of the questions and i think that i need claire iks. Clarification. You have the 90 feet that is the permissible height. And my understanding is that you got an extra floor by reducing the height of the other floors, other than the ground floor. So you werent increasing the height from your original design but you were reducing the height in each of the other floors to be able to get to an extra floor. Am i not understanding this correctly . That is correct. Okay. So 90 feet is 90 feet, but you had higher ceilings before and youre taking some feet off of each floor to get to another floor. So did we get the extra Square Footage or the extra unit. So my question was to just understand i think that you said that it would be like eight feet something now. What is the standard height in apartments and condos these days . So to know how it compares to what the standard that people are using in new construction. Yes, the floortoceiling height on the floors above the ground floor still remain at 15 feet, is 8 feet 8inches clear. And per our research and per our marketing and the permissible height or marketable height is 8 feet, 6inches so were within market for a condo product. At an 8foot, 8inch clear ceiling height. So your original height was what . The original height was approximately 10 feet. I see. Okay, so you dont quite a bit off. A good bit. But still within what is acceptable and marketable in the San Francisco condo market. Its very gracious for the market. And just following up i had assumed along the lines of commissioner gilmans question that you would have to also increase your fee or the number of units and i guess that i guess that commissioner mackris is trying to understand if this extra floor was going to allow you to perhaps to offer this, with the design or whether it would be another floor with the same Square Footage of i dont remember exactly, but i think your units are one, two or three bedrooms, right . We have studios, one, two and three bedrooms. And currently where we are with schematics, its intended that the top floor to be similar as the lower floors but we are in Schematic Design and were still working through what the finish package is and the Product Differentiation will be. Okay. Okay, will this building have at the ground level the community space. You know, all of these New Buildings now have a lot of community space. Is that part of the design . So the ground floor will include some sort of loftstyle units so theres residential units on the ground floor and amenity spaces and as planned, we intend for there to be sort of a gym space, a fitness space, as well as various lounge spaces on the ground floor. As a result of this extra Square Footage and with the final design, and how that impacts the land value and i dont know whether that will be determined and will the staff tell us when that is determined so we can understand that. This is Christine Maher again. We will look at trying to get something for you for when we come back for an action item. We can put some information into the model. Again, were not really going to know until we have a value for these parcels but we can come back toow that. Okay. I think that in concept, yes, that is probably the primary benefit that the port will have as a result of this. And as you as a developer feel that youre able to accommodate and to get extra Square Footage under the height limits, but i think that we want to make sure that we understand if the port is equally benefitting at the same time. Either through Affordable Housing as well as, obviously, better economics for the port. Certainly, commissioners, its rebecca. Apologies, ive been trying to chime in. That is exactly what we can do and we were anticipating beginning appraisals on the first parcel that would be affected by this change, should it be passed in august. And were now looking at working with the developer to determine when that should go, given the economic uncertainties that we have. So well come back with a fuller picture of all three phases and how this will affect parcels, keeping in mind that phase one and phase three are primarily affected. And then we can really key in on parcel b because that is the building that is more has advanced or has enough design at this design, but perhaps in the next staff report well give an overall total phase estimate and then well key in on the one example that we have most information on. So, obviously, we have to get through that phase. So im i dont know if mike can provide us with a report right now or whether we come back again at the next meeting. But i think that its just part of our journey here to reopen. And how we are participating from the port standpoint. So mike is going out on hes out on leave but somebody else so maybe in your executive directors report you can report on all of our port and so that we know what is going on. I honestly dont know. But my floors are cleaner now. When i get to the gas station, i get out of the car, remove the gas cap and put the big plastic bag on my right hand and secure it with a hair tie. There are three main share surfaces here im concerned about touching. The p. I. N. Pad, the pump handle and the button to select my gas. After i use my card, i put it into the smaller bag and stash it. Most gas stations have a paper towel dispenser or maybe there is a piece of paper already in your car that you can use. Once i fill my tank and replace the pump, i walk to the trash can, roll the hair tie up my arm and let the plastic bag fall into the can. On my drive home, im careful not to touch my face. I leave my outside shoes on the porch and as soon as i get through the door, i wash my hands for at least 20 seconds. Next i wipe down my credit card, i. D.
