Ordinance amending the planning code to create the occupancy residential use amending the code to clarify the existing law regarding enforceability and controls to conduct a study to analyze the impact of the units in the city and firm appropriate findings. This is the seventh time it has been to the committee. It is a long road and very complicated. I am not the first supervisor to deal with intermediate length occupancy or corporate rental issues in San Francisco. It dates back to the 1980s and days of Karen Callanan and later at the end of the 1990s with supervisor mabel tang, and we were actually scheduled to have this hearing right when the covid19 crisis went into effect the last set of amendments were adopted on march 9th and as you will both recall, based in a large part on the comments of supervisor preston with regard to land use entitlement project that occurred at the board of supervisors last tuesday, i felt it important to bring this back and get it passed once and for all. I really want to thank my chief of staff who has done the hard policy lifting. We introduced this last year in october. It has been before the Planning Commission twice, and i just want to give you a brief recap. We have met with countless stakeholders from the tenants community, from the short term or the intermediate length Occupancy Committee that comes in a variety of different buckets. Here in short is what the legislation i will remind you although i know you are both familiar does. First, clarifying the law around the prohibition of corporate rentals in rent control Housing Stock with very specific tailored exemptions we have discussed that are subject to earlier amendments. As the legislative digest says, that was already part of chapter 37 of the administrative code but not as clear as it could have been. This will clarify that. We are creating the middle bucket of housing not covered by price controls but covered by tenant protections and creating conditional use process. That planning will have two years to approve up to 1,000 conditional uses for permitted ilos, intermediate length occupancy units based on the cry criteria the Planning Commission and stakeholders offered as guidelines previously adopted in amendments. We are directing the Controllers Office to direct what future controls we undertake as the board of supervisors to regulate and evaluate and monetize future ilo development. I want to thank a host of different organizations ranging from the tenants union, housing rights committee, the tenants association. San francisco apartments association. Senior disability action. Eviction defense, asian law caucus. Local two and representatives of the industry that have met with myself ranging from sander to zoos and any other number every sent entrants into the ilo field. We have also, as i think i joked at an earlier meeting, i dont think i have ever introduced in my 20 years one piece of legislation that has activated every single lobbyist in San Francisco, but i also want to thank them for their time and the suggestions that we have made in part as amendments in february and in march. Then finally, i probably should have started with this. I want to thank my cosponsors, supervisor preston and supervisor fewer who have both been fierce advocates around this issue and around tenant protections and affordable housing. Supervisor safai raised some very good questions about defi defining the 25 cap for less than 10 units. We have long since adopted those, and that is now very clear in the legislation. That will not be subject to Zoning Administrator interpretations and appeals of interpretations. Thank you, supervisor safai. As to buildings of 10 or more and Owner Operator to establish the ilo can do those and for buildings with more than 10 dwelling units, 20 of those units may be permitted as ilos until we deal with the results of the study up to 1,000 unit cap. We have heard from planning and the Planning Commission at several earlier hearings. I did ask Robert Collins from the rent board to be on the line in case we have any questions for him. Finally, i am aware that the San Francisco day school who we met with has expressed interest in some amendments. Because this has been kicking around so long, i do not want to entertain those amendments today because i do not want to kick this can further down the road. I am open to considering amendments and cleanup legislation in the months ahead. I do not want to be in a position to rerefer this to the Planning Commission or to further delay the legislation, but you have my word that we will certainly entertain be reasonable amendments to this, i think, quite important piece of legislation. With that i would like to turn it over to my colleagues for any questions. I am going to press on the chat to see if your name is on there. Thank you, and i do want to talk about the issue you just raised about the San Francisco head of School Michael walker was in touch with our office as well. That is here in district 5. They are looking at some faculty rental of two Small Properties they own right near the school. As you noted they had questions about application of the ordinance. Before i get into that, i want to recognize and thank you, chair peskin, for your work on this ordinance for really talking with such a broad range of stakeholders. I want to thank the bla for the report to lay a Strong Foundation to deal with as much data as we could in terms of shaping the proposal. This is extremely important. I will note. I talked on other issues in committee about my background working as tenant rights attorney for a long time. This issue in a different form has been around a long time looking at the effectively the conversion of a lot of property to different forms of corporate rentals with everyone banking their head against the wall how to tackle this. This is not a problem that is new in the last year or two years or since there was a new website to facilitate this. This is a longstanding issue, complicated to address, and i want to commend you for all of your work in, hopefully, being on the verge of bringing this home to law. I did want to ask around the issue with day school. I certainly do not want in any way to slow this down and fully respect the need and agree with the need to move this forward and if cleanup is necessary, i will do that separately. I am curious for the City Attorney or the chair to address when the situation, my understanding the situation is a rental by a school. To a faculty member, and i think there is a possibility that can be for less than a year if the person leaves employment, basically. They would then be able to use that unit for a different faculty member. That seems like a reasonable request from the school. I am not sure if that is prohibited. I have been trying to wrap my brain around whether that requires an amendment or not. I was curious to hear the City Attorneys view or chair peskin as the sponsor here whether you have any thoughts on the application. The schools are struggling to maintain teachers and wants to offer the units to those struggling to be in San Francisco. I am curious if either to chair peskin or to the deputy City Attorney pearson whether the ordinance would preclude that kind of rental. Thank you for that question. I will take a nonlawyers run at that. In many ways what you just said is akin to the provisions under chapter 37 of the administrative code as it relates to on site Property Managers who have units as a term of employment. Deputy City Attorney seemed to think that was also the case here, and i dont want this to be about one particular school. I will keep repeating the outfit that hired a lobbyist who has been calling all of us. My understanding it is very different when it is a term of employment as opposed to what is set forth here in the ilo ordinance. I will defer a real answer to competent council, ms. Pearson. Deputy City Attorney ann pearson. It would make it unlawful to use it as a nondent use. Nontent use is defined as renting to corporate entity or housing for ones employees or licensees or independent contractors. I do think that to the extent that the concern is raised if schools want to rent housing to their employees and to condition occupancy on continued employment as a teacher in the school, that it would be prohibited by the current draft. It makes exemptions, one of which pair peskin noted which was an exception which they are providing to the employees as condition of employment to assist with maintenance or management of the building. We have made that exception for those types of employees. To address the issue you have raised here, you could make a similar exception for the employees of schools who are providing housing for their teachers. Thank you. Through the chair, would such an amendment require this to go back to planning or delay in any way the proceeding or is that the type of amendment if we were to desire to do that we would be able to do here without delaying the process . That amendment would be to the administrative code. Would not require referral back to Planning Commission. It would not require a continuance. Would that be the language at section 37. 9f 3d 3 where in the d would be submitted where an organization with tax ex emstatus under 26 united code section 501 c3 or 4 providing access to unit for the mission to provide housing . I think that is where we would propose to add the language to address this. The language you could add would be or in furtherance of the primary mission of education by providing housing to teachers. That does not require referral and could be adopted today . Thats right. All right. Mr. Chair, just so we dont think it is about one school. I got a call from the representatives of the school that straddles mine and supervisor yees district. They have housing for teachers they were concerned would not bible to access under this ordinance. I favor that amendment as well to help out. I am sure there is more than just two educational institutions that would be providing housing for teachers to further the mission of education. Sounds good. Do you have any other comments . Actually not on that issue. If we are in agreement, can we ask the City Attorney to come up with language we could do between now and when this goes to the full board so we can addd adopt that. They may have dapted drafted something simple. I am happy to read the proposed language now. As chair peskin said on page 16 at line 21. Amendment to subsection cfd an organization with taxexempt status is providing access to provide housing, or in furtherance of the primary mission of education by providing housing to teachers. Now that i know this does not require a continuance or referal i am entirely happy to adopt those 10 words. Great. I make a motion to adopt those. Would you like Public Comment . Yes. I want to commend you and your team and the interested parties that helped you work on this. This probably dates back to your first time on the board of supervisors. It is years in the making. This is a monumental lift. I just want to commend you on that. I appreciates you incorporating the clarifying terms of dwelling units impacted. One question. It is silent on units of size one to three. I wanted you to talk about that so i understand it clearly. Hold on one moment and i will get the appropriate language. Basically, you can do ilos in one, two, three units. A four unit building would allow one ilo. Eight or nine units two allow two ilos. I just didnt see it. Maybe i have the outdated version. You inkorporated in one through three are okay . If you look at the fourth legislative digest, you will see that is set forth in the fourth legislative digest. I am looking for the exact spot. At the march 9, 2020 Land Use Committee hearing legislation amended to clarify the three buildings nine or fewer dwelling units. Ilo units not permitted. I said it reverse. Buildings three or fewer. Four and nine you can have 25 . That would be one in a four and two in an eight or nine. I apologize for my misstatement. Okay. Still not permitted in three or less . Correct. Okay. We had a few people that came that day that actually had two Unit Properties and they had spent money to incorporate those into their buildings, and i know we had an open conversation about that. What is it . Are you finalized in terms of your position in terms of three or less . That is our a. D. U. Policy which is very clear a. D. U. S we want to incentivize not for Short Term Rentals or for intermediate lent occupancy, permanent housing. That is Housing Stock that lends to longterm membership in a community. That was my thinking. I apologize more my earlier misstatement. I see that. I think is that right. I think that in many ways we have put legislation forward that says we want to encourage a. D. U. S. What i was saying for the ones that are i dont know how many there are. If there are a handful of people operating in that space i guess i had landed on the two or less. If they were operating are they going to be nonconforming, have to stop i wonder if there was consideration for that. After the effective date, 1a ilo occupancy ceases because they are intermediate length, the new tent would have to have a lease of a year or longer. Okay. And remember these are relative to the four to nine they are principally permitted. No conditional uses required. I got it. Thank you. Other than that i think we have done everything we can to make this a really great piece of legislation. I appreciate the amendment for the educational institution. Thank you. I have a problem with this legislation. This is a solution looking for a problem. These intermediate tenant sees are not a problem at all. In the past i had tenants that requested sixmonth leases because of hard times, because they werent sure how long they were able to stay in the bay area after september 11th. I rented out places on six months to give flexibility and peace of mind rather than forcing a 12 police. Some stayed a long time and some didnt. Students only need a place nine months. You are creating a situation only offering on a 12 polic 12 r the lease. I dont see the point of the legislation with people offering something less than 12 police. 12 month 12 months. These are empty units. Regarding the this is going to cause fewer units to be offered actually. As far as noticing in advertisement and marketing. That is off putting to people. Rather than having in the advertising, loo look at the disclosure about rent control in the lease similar to ad1482 rather than in every marketing piece of information. That is it for my comment. Head of the San Francisco day school. I want to thank all of the supervisors and specifically supervisor peskin and preston. I am overjoyed that the amendment passed. I want you to know you just made a group of teachers very happy. I can go to the staff and offer apartments to two teachers. [ inaudible ] Short Term Rentals like a hotel. [ inaudible ] i am not sure how well you protected the rentals. [ inaudible ] when i went to washington, d. C. There were apartments for three or four months or Something Like that on that basis. You know, it is troubling. They are part of the building and instead of the lease for six months for Something Like that, what they do is make it impossible for people to come. I am not in a position to make good comments. I havent had a chance to discuss it. You know, i just want to make sure you dont grandfather in buildings in some way. If somebody is grandfathered in they had nothing as a right. The fact they rented the place and leased it doesnt mean they have an investment to use. [ inaudible ] thank you. I am allen mark. I have a two unit building and i live in one of the units and i do a rental in the other unit. This legislation the way i understand it is proposed would be a big detriment to people looking for hotter term housing short term housing. My primary tenants rent two to six months. They are doctors for Short Term Research studies or traveling nurses working at various hospitals or people divorcing where one of the parties needs to immediately move out of their house on a short term basis. People coming for surgery who need a short term two to three month recoupperation period. I am wondering where all of these people are going to go who dont want to stay in hotel rooms. This is gary briggs, a member of the San Francisco Apartment Association and also member of the San Francisco association of realtors. I am in opposition of this legislation for a lot of very good reasons, some of which have been discussed, others havent been. I live in an Owner Occupied building. We have a lot of people that are seeking rentals for short term, sometimes it is because they are looking to relocate, and they are only needing the rental for three months then monthtomonth, which we allow them to do. They can find more permanent housing. They are searching the neighborhoods they like best. We have traveling nurses. They only need a place for two or three months then their contract is extended. There are a lot of reasons that people seek Short Term Rentals, and it is a natural process. By denying this processor limiting the number of rentals, doesnt make sense. To make owners go through a c. U. To collect their rental units short term is more bureaucracy. That makes no sense. Why would you have owners go through that type of condition to try to get a unit so they can continue to do what they have be denning . I have been doing. I urge you to seek input and guidance from the San Francisco association of realtors and Apartment Association. In the current straight this is not something that they signed up on or have all of the. There are no more callers wishing to speak. Thank you to the members of public who testified on this item. I just want to offer to a number of the speakers some high level suggestions. One is that if you want to engage in the short term rental business and you qualify under chapter 41a of the administrative code, you can rent a unit out as a short term rental and people are welcome to do that under a piece of legislation that the board of supervisors passed and was then enacted into law. The broken leases and i say this as a small land lord my selfs there is nothing the required a landlord to go after a tenant who has moved out short of the term of his or her lease. Finally, i want be to say one of the things that is really important in this legislation is the fact that this differentiates between natural people ancho and and the core people. That is long overdue. In many cases these are not rented out by people. They are rented out by corporations, United Airlines who uses units as Revolving Doors for flight attendants instead of using a downtown class a hotel, i have watched buildings in my district that have been hollowed out that used to have a steady longterm community that now neighbors dont recognize neighbors any more. This has been exploited by a number of online platforms, many of which are actually from San Francisco as we speak. This planning code amendments were to promote new housing and uses in the citys neighborhood specifically this legislation was permitted use on the upper floors and would allow neighborhoods serving offices on the ground floor. No change to any other uses including arts and Light Manufacturing as well as housing which continue to be permitted. The legislation was heard last week at Planning Commission. Several recommendations came out of Planning Commission, and on behalf of supervisor ronen i request today a one week continuance to consider the recommendations and to come back to you with amendments next week. Having the rules throughout the process is critical to creating certainty and more uncertainty in the Development Process to add to the overall cost of building housing in a significant way. Heard of this accidentally. I will leave most of it to next week. We have moders december 8,000 square foot building proposing adding 4,000 square feet of office. I am located there. I humbly as the previous caller said as well ask for you to make a provision for grandfathering projects submitted. We spent a year with the neighbors and negotiating with planning in preapplication with neighborhood associations and we spent a great deal of money on this. I really appreciate the sentiment behind this, but i love my neighborhood. I love the vibrancy in the daytime as well and i dont want to see it go away, but most important i would ask for a grandfathering clause even if you adopt this legislation, please give us the opportunity to continue with our project. If the legislation is for the project the city would preserve offices legal nonconforming use and surface parking lot for many years to come. Is that intended . If the city rejected 3. 5 million fee at the time it is facing a budget blood bath . I believe the legislation would be approved with an amendment to allow grandfathering. In my 15 years of land use legislation i am not aware of a proposal affecting Housing Production didnt include one. I would commend supervisor peskin for the times he has incorporated grandfathering in earlier proposals. The principal is this. Not fair to change the rules when a project sponsor has for several years been in good faith followed the rules and done everything asked of them. The reasonable expectation of getting project approval. I would say that i dont think the sponsor is asking for special treatment of concessions rather requesting what is customary and part of the previous land use legislation before you. Thank you very much. Next caller. I am john. I am one of the sponsors of the project at 2455 harrison street. I agree with the other callers on the need for a grandfathering clause. This would adversely affect the project we have put the Financial Resources in since 2018. The change of the code would be unfair. I disagree with some of the statements or perceptions as it is currently written. As it was introduced by supervisor ronens office, she referred to the code allowing office use on the upper floors. As it stands it is only allowed on the second floor. I could go on and on. I will speak more next week. I certainly support the grandfathering clause. I think that it needs office space and there is a demand for it. To promote more housing we should look at increased height restrictions. That is all. Next caller. Two minutes. Thank you. Is our United States constitution requires every ten years that america counts every human being in the United States, which is incredibly important for many reasons. Its important for preliminary representation because if Political Representation because if we under count california, we get less representatives in congress. Its important for San Francisco because if we dont have all of the people in our city, if we dont have all of the folks in california, california and San Francisco stand to lose billions of dollars in funding. Its really important to the city of San Francisco that the federal government gets the count right, so weve created count sf to motivate all sf count to motivate all citizens to participate in the census. For the immigrant community, a lot of people arent sure whether they should take part, whether this is something for u. S. Citizens or whether its something for anybody whos in the yUnited States, and it is something for everybody. Census counts the entire population. Weve given out 2 million to over 30 communitybased organizations to help people do the census in the communities where they live and work. Weve also partnered with the Public Libraries here in the city and also the Public Schools to make sure there are informational materials to make sure the folks do the census at those sites, as well, and weve initiated a campaign to motivate the citizens and make sure they participate in census 2020. Because of the language issues that many Chinese Community and families experience, there is a lot of mistrust in the federal government and whether their private information will be kept private and confidential. So its really important that communities like bayviewhunters point participate because in the past, theyve been under counted, so what that means is that funding that should have gone to these communities, it wasnt enough. Were going to help educate people in the tenderloin, the multicultural residents of the tenderloin. You know, any one of our given blocks, theres 35 different languages spoken, so we are the original u. N. Of San Francisco. So its our job is to educate people and be able to familiarize themselves on doing this census. You go online and do the census. Its available in 13 languages, and you dont need anything. Its based on household. You put in your address and answer nine simple questions. How many people are in your household, do you rent, and your information. Your name, your age, your race, your gender. Everybody is 2,000 in funding for our child care, housing, food stamps, and medical care. All of the residents in the city and county of San Francisco need to be counted in census 2020. If youre not counted, then your community is underrepresented and will be underserved. Whenever we have Accurate Information and can provide it to the public, we provide it on our tracker and we made a number of announcements about the expansion of our tracker to include a zip code and to look at some of the despairties that exist in our city. The tracker is helpful in that regard and helpful in making sure that we are allocating resources in the places that need it the most. I want to be clear from the very beginning in our Emergency Operations center, we have embedded the office of equity, which is focused on making sure that all of the decisions that we make are looked at through a lense of equity in the communities disadvantaged or left out the larger citywide response, they get the resources and the support that they need. This past monday, cheryl davis here was to talk about an extensive list of things theyre doing for outreach and i want to thank all and all of the city staff that continue to support our most vulnerable residents. Ive just a few updates that i want to talk about and i really want to start give to sf. We have been talking about give to sf from the very beginning because we knew that when this pandemic hit, that it was going to impact people financially. And the city was not going to be able to do it alone. Although weve done a tremendous job, many of our city agencies with reshifting resources that they already have in order to meet needs that we did not anticipate, we know it will be important to get assistance from private contributors. And give to sf, we announced over a month ago and as of today, weve raised over 10 million in private resources to help with give to sf and i want to be clear about the focus of this program. Number one, food security. Number two, housing security. And number three, Small Business support. And in particular, we knew that a few things would happen as a result of this pandemic. There would be people who lost their jobs, but also didnt qualify for unemployment or had no access to resources whatsoever. We knew that food would be a challenge and although weve been able to invest more in programs and also a rent moratorium, an Eviction Moratorium and a number of other things weve put into place, people would need resources directly to ensure that they had food on their tables and that they had access to resources that pay their bills. And again, the spirit of the people of the city has been absolutely outstanding. It just really reminds me of how important it is that we look out for one another and this program, give to sf does exactly that. And i want to just take this opportunity to just talk about what the program has already done. As i said, weve raised over 10 million for this program and already, weve allocated about 5. 35 million to nonprofit organizations and other groups that have distributed the money directly to people that would need it the most, including providing Grocery Store gift cards to low income and nondocumented residents because, again, we know people who are a part of our immigrant community would have the most challenging time getting access to food and we wanted to make sure we prioritize this community as recipients of gift cards so organizations that serve or immigrant community, as well as organizations that serve various lowincome populations throughout the city have been the people that weve counted on to work with us to distribute access to gift cards for grocery shopping. Were providing, as we did early on, grants to Small Businesses, as well as a nointerest loan with flexible repayment schedules because we want to provide not only money that people need in these Small Businesses immediately, but we want to make sure that they have a sufficient revenue to cover their expenses. When i think about the businesses who i know will need help the most and will most likely not be able to recover the cost that the amount of resources that they are losing as a result of these pandemics, i think about the people who do hair, the people who do nails, masseuse, the people who cut your hair, those kinds of services and i know that after were able to move back into a place we can open up those businesses, theyre still going to have some real challenges with meeting the needs of their back rent and other financial issues, as well as their es. Employees. We want to make sure those businesses that do not traditionally qualify for the resources that qualify for the state, that we provide them with some relief directly here in the city. And so, we are also providing funding for people who are at risk of losing their housing. Although we have issued a moratorium on evictions within,w there other challenges besides whats happening with this pandemic that could lead to housing and security and concern about losing not only your housing but your business. So we wanted to make sure that we had a wellrounded network of support as a result to give to sf and we did just that, with the goals of getting the money into the hand os of the people o need it the most. I want to reiterate, for example, if you are someone who has access to other resources, please make sure that you are not reaching out to this fund because there are so many people in need and the fact is, no matter how much money we raise, its going to be difficult to help everybody. So if you need help, we are here to help you, but please dont take advantage of these resources if you dont need them. I want to neighboring this opportunity to also really highlight some of our major contributors to this fund who have been labor been incredibley one, the gershin baker foundation, dr. Erica lawson and jeff lawson, google and stumsky foundation. These organizations have contributed a significant amount of money, not only to give to sf but they also continue to support other nonprofit organizations throughout San Francisco and have been really an important part of the fabric of philanthropic giving. You dont have to have a lot money to give to sf. We have received contributions between 10. 1. 5 million. If this is something youre able to do to help others, please look at our website or call 311. We want to ensure its reaching people who need it the most and thank you all for stepping up to support people in our city to make sure no one is left behind. I want to talk a little bit about testing expansion. From the very beginning, we announced a number of test sites to help some of our First Responders and City Employees, in particular. And as many of you know, testing is very, very challenging to do because we have limited test capabilities available and so, we want to be very strategic about how we make testing available. Of course, anyone exhibiting symptoms should be tested, whether they have insurance or not and the fact that here in San Francisco, weve not only extended our capacities to meet the need of many of our First Responders and Healthcare Professionals and muni drivers and others, but we are today taking it even a step further. The selma location that we opened is available to anyone in San Francisco who exhibits any type of symptoms as it relates to the covid19 virus. Again, your immigration status, your lack of insurance, nothing should be a barrier to being able to get tested and we want to make sure that if you think that you have symptoms, then were able to test you and this will be used for covid19 testing and data. But we wanted to take it a step further and the location were testing First Responders and people who work in our Healthcare Industry that it was limited to that particular group of people, we know there are a lot of other people on the frontlines and when we talk about essential workers, essential workers doesnt only mean people who work in the Healthcare Industry or those Public Safety folks who work for the police and fire departments. It also means our Grocery Store clerks. It also means our janitors and our inhome support services, people who we need to continue to work to support other folks throughout the city and so, if you are in a category of an essential worker, the location where we are testing our First Responders and our Healthcare Professionals, we are extending the ability to test you at this particular site. Dr. Colfax will talk a lot more about the specifics of that, but again, we do not want anything to be a barrier to making sure youre able to get a test now, especially if you exhibit the symptoms. Dr. Colfax will also talk a little bit more about how were limiting the number of symptoms that would allow for testing, p you think youve been in touch with someone with covid19 or in some way, youre infected, we want to expand the number of people that we can test and he will talk a little bit more about that as resources come ind as we evaluate on a daily basis, we will expand our ability to test more people. Last week talked about Contact Tracing and trying to identify not only the person, family members who have contracted covid19, but also others that theyve come in contact with. Our goal is to do everything we can to enhance Contact Tracing, expand testing capacities. Because as we talk about reopening our city and oh region, these tools are going to be critical to our ability to move forward in this direction. So if you are someone who needs tested, please give us a call at 3311 and we will get you to a location to get test results. Dr. Colfax will talk about this more, if youre an essential worker and you think you have symptoms and you get tested today and you find out tomorrow that youre negative and youre back at work and youre working and later on, a week later, you significanexhibit symptoms agait you to get tested again if you think theres a possibility that you may have the virus because you are out there working and being exposed the virus because of your interactions with the public. And so, we want to keep that in mind as we move on about our lives, but especially as we look at the possibility of reopening our city, and these are the things well need to Pay Attention to in the future. I want to thank color, Carbon Health and one medical who are collaborating with us to help provide these Additional Resources for testing and i want to thank the port of San Francisco and the department of Public Health, as well, because it does take a lot of people and resources to put together any of these testing sites and the goal is to, again, to try to test as many people as we possibly can. Were not there yet and were hoping to get there. A couple of weeks ago, i, along with the president of board of supervisors, norman yee, to start a Economic Recovery Task force. That is being cochaired by our recorder carmen choo, the labor council, executive director, rudy gonzalez, and the director of the San Francisco chamber of commerce, rotney fong. And the goal of this Economic Recovery Task force is to work with a number of stakeholders throughout San Francisco and when i say stakeholders thats from the Nonprofit Community and business areas. So, again, i go back to the folks who do hair and nails and making sure theyre represented in this economic Recovery Plan and organizations that serve the community, people who are Community Stakeholders, we want to make sure that we are thinking about what happens after we start to get back to our daily lives. What happens with our restaurants and tourism . What happens with our hospitals and our hotels . What happens with Job Opportunities that may no longer be available and what other industries will be coming increasingly available as a result of this pandemic. How do we repurpose our educational institutions and other resources that we have available to fit the needs of what is our new normal . How do we shift our focus so that those who have lost their jobs and have no access to other opportunities or have limited skillsets, how do we reshift our focus to make sure that they have opportunities . This Economic Recovery Task force is about the future. And just so you know where we stan as istand, as of april 4th0 people in San Francisco have filed for unemployment and we anticipated that another 40,000 people in San Francisco will file for unemployment. The recession that happened in 2008 and 2009, 45,000 people applied for unemployment. And today, in 2020, were already at over 60,000 which means that were going to have some real challenges with our economy and that will not just be the economy here in San Francisco. It will be all over the country and all over the world. And how are we going to redirect our focus on recovery so that people are able to get jobs and take care of themselves and their families . And this Economic Recovery Task force is critical to the success of our future. I mentioned last week or maybe the week before i dont think i can keep up with the days that we anticipate a 1. 1 to 1. 7 billion budget deficit. So the citys budget deficit, a number of Companies Might be going out of business, restaurants, Small Businesses and we have some real challenges ahead which is why this Economic Recovery Task force and the work they do to help with plan for our future is so important. So i just want to appreciate all of the work that they are doing and just remind everyone that this will be a very challenging time. One in which i know that because we are here to work together, that we will get through it. And in that regard, theres a lot that were going to need to do to support our Small Businesses and our Business Community in general. Because of the real challenges that they face. From the beginning, we provided grants to Small Businesses that, basically, were quickly swallowed up and we have deferred the payment of your business tax until february of 2020. We actually deferred the payment of certain fees for a few months with the commitment to defer those fees to a longer period of time and, also, i think its important as a city that we look at all of the fees that we charge our businesses and make some decisions to eliminate fees in general that have a negative impact on the ability for our Small Business community to return and that is something were going to continue to work on. And i want to just talk a little bit about the announcement that was made yesterday by myself and treasurer cysneros to delay the fee for four months until september 30th. This Business Registration fee that businesses pay, the fact that were delaying it until september will be helpful to our Business Community. This will lead up to 49 million in deferrals for at least 90,000 businesses in the city. And were also extending the deadline again for the unified license fee, which is a fee we had initially extended for three months. This fee that includes charges to restaurants, bars, small retailers, hotels, tour operators and other businesses and it has been especially hit hard by the pandemic. Were extending that to ensure that we support our Small Business community and with an opportunity to try to reevaluate what fees we can eliminate entirely. So i want to express the need to continue to make sure that not only are we dealing with the Health Impacts of the coronavirus here in the city. At the same time, there are other challenges and other needs that need to be met and so part of what we have to do in addition to our physical and Mental Health and wellbeing, we have to focus on our economic health. And so that will be a critical focus for us over the next couple of weeks. We will continue to work with our federal and state partners to get even more resources for the people here in San Francisco. But we also know the challenges of how long it can take to not only get legislation passed but to get it through the doors where the resources actually hit the public and we want to make sure that were doing all we can here loyal to support the residents of the city. Yes, the City Government plays an important part in doing just that, but also, the incredible people of San Francisco, so many folks who have been really kind theyre neighbors and others and provided resources, spending money out their own pockets or running errands or the things youve done, that is impactful, as well, and we appreciate all that you continue to do to make sure that we are really looking out for each other because as we continue to say, yes, we are all in this together, what impacts one person impacts us all. And if someone in the city isnt doing well, then it has a tremendous impact on each and everyone of us. So the fact we have so many people in San Francisco that are extending their hands and helping out, it means a lot, so i want to express my appreciation and just end it quickly with a story about my grandmother. You know, when you are at home a lot, it gives you a time to not only clean up and do the kinds of house chores that you probably put off for a really long time. It gives you time to reflect about the people in your life and the value of experiencing youve had. Experiences youve had. I grew up in Public Housing and we didnt have a lot and a lot of the food we received came from the free food program. If any of you receive this food, you know it was a white box of powdered milk or the silver cans of beef or the juice, the grapefruit joyc juice and so ond so forth. We got a lot of the free government cheese and my grandmother was a really good cook. So she would take this free government food and make magic happen. And what i appreciate the most, because people would come to our house, especially when they know dinner was ready, and we knew that they were always coming there to eat. And so i remember one time, i said, mama, why are we always feeding everybody . We dont have anything ourselves. My grandmother said shutup, girl. She was just like, thats what you do. Be quiet. And this what youre supposed to do to take care of your community. You never know what whe when the you. You never know when youll be in that same situation. So just remember to be good to people. And so, she always had a way she said a lot less diplomatic than what i just said, but the fact is, i got the message. And i think that so many people in our city, they have probably at some point in their life have gotten the same message as they grew up to learn that it is definitely a blessing to give and to be supportive of one another and thats the spirit of what this city represents and so, i just want to express my appreciation to all of you for your continuous leadership and support and your compliance with this order. I know its been a long time and everyone is ready to get back to their lives, but trust me, this is for the best. And we are in the process of reevaluating some of the Health Orders and looking at ways in which we can get back to that point safely. And so, as soon as we are able to evaluate that and make good decisions to protect Public Health, you will all be the first to know as ive committed to every step of the way of this process, to ensuring that we are providing you with information and doing whats best and making sure were keeping people safe and thats exactly what well do when its time to reopen our doors and to allow us to begin to gradually get back to the life we all know and miss. So thank you for your cooperation and i want to ask dr. Grant colfax to come up and provide an update at this time. Thank you, mayor breed. Good afternoon. Today, there are 1233 San Francisco residents with confirmed cases of coronavirus. I start out my remarks with this fact to remind you that the data and science continue to tell the story here in San Francisco and will continue to guide a response. Now 21 people in San Francisco have died from coronavirus. This is a loss to our community and i send my condolences to their loved ones. We know that 20 of the people who have died were over 60 years old and all 21 had Underlying Health conditions. This is consistent with what we know about who is most at risk. Our hospitalization numbers for covidpositive patients have been holding relatively steady for the past two weeks. If you look at the graph on the data tracker, you can see that the curve is flat. San francisco, you made that happen. It is an incredible achievement and i thank you. And we must continue to flatten the curve. I remain very concerned about outbreaks that are occurring in the Homeless Population, longterm care facilities and other congregate living settings. As we have known and as i have said from the beginning, that this is where the virus presents the greatest threat. If people affected by these outbreaks get very sick, it could still overwhelm our Healthcare System. That is why we have prioritized vulnerable populations in these settings from the very start. And now, i want to talk in some detail about testing. As youve heard the mayor say, we have made a major stride in offering testing to every healthcare workers, First Responder and essential worker which has symptoms in the expansion of city test sf. This expansion applies to public and private Sector Workers and also to any San Francisco essential worker with symptoms who do not have other access to testing. It is critical to test people with symptoms so that swift action can follow to provide care, contact investigation and isolation and quarantine. These steps reduce the risk of further exposure and slow the spread of the virus. There have been many bumps on this road with getting the right test, a reliable test and a persistent shortage of supplies needed to conduct the test. Let me be clear, our vision, my vision is that everyone in San Francisco has universal access to testing. Let me repeat that. The vision is that everyone in San Francisco has universal access to testing. We cannot get there overnight. But we are certainly headed in that direction. Today people with any symptoms consistent with covid19 will be able to get tested. Today people who have had close contact with a confirmed covid19 case, even if they do not have symptoms will be eligible for testing. As we move towards this vision of universal access for testing, this will be a stepwise process consistent with our Public Health priorities in fighting the pandemic. Our values to promote equity and the feasibility based on Testing Capacity and supplies. And these challenges will continue, but we will iterate and improve and respond. I want to remind you of priorities to litigate outbreaks, protect vulnerable populations, protect healthcare workers, frontline workers, essential workers, including First Responders. Test people as a result of contact investigations that include all close contacts and test people with symptoms who hey nomay not be covered by thee other criteria. We base these priorities on the facts about coronavirus. And by keeping to them, we have been able to test everyone in those groups with symptoms, even in the face of scarce supplies and other challenges. We have been expanding Testing Capacity ever since we started in our Public Health lab on march 2nd. And that lab alone, thanks to the hard work of our public lab staff and director dr. Susan philip. We are committed to continuing to expand that Testing Capacity, both in that lab and other partners across the city. As of today, 12,054 people in San Francisco have been tested and an average of 12 have tested positive. Here are some examples of our commitment to expanding and growing Testing Capacity to date. We have opened two city test sf sites for healthcare workers, frontline workers, essential el workers and other people in San Francisco with symptoms. The Health Department, in addicts taddition to expanding r capacity has opened multiple test sites in the city, including the Castro Mission Health Center and southeast Health Center. And i am happy to report that another communitybased testing site will open tomorrow in the Western Addition next to the maxine hall test center. These Community Sites give patients the opportunity to be tested without leaving their own neighborhood, keeping themselves and others safer. These Health Department test sites are part of a growing capacity across the city to test people. , including 26 sites across the city at ucsf, one medical, kaiser, fedder, Chinese Hospital and dignity help. Health. In addition, we are testing all people coming so the jail who will be housed in the jail, and we will begin to test all close contacts of people with confirmed covid19 regardless of whether they have symptoms or not. As we look forward to our goal of universal access, the next steps will be the testing of more people who do not have symptoms. The focus must be on congregate settings, workers and we must do this work through an equity lense. I want to expand on this a bit, because its very important to understand the connection between testing expansion and the unwavering commitment to our priorities that, again, are based on data, science and facts. The next phase of testing people without symptoms will include testing in congregate settings such as shelters, longterm care facilities and sros. Testing of healthcare workers, frontline workers and other essential workers, testing in geographic and cultural communities that are affected by despairties and the spread of the coronavirus. And in reaching toward our as as spir racial goal of universal testing, we must recognise several points. Question will rely on those in the healthcare sector. The timeline for these next steps is dependent on several factors, multiple factors, including the ability to meet the demands of current work, managing new outbreaks, a growing number of positives, as well as Testing Capacity and supplies. And supplies continue to remain a challenge. We recognise and we all must recognise that not every positive test result can be met with full wraparound supportive services. We will continue to work with our partners as a Human Service agency and Supportive Housing department. But we must take a Harm Reduction approach. We know from experience that most people who know they are positive will take steps to protect themselves and others. And even with the efforts of the Human Service agency and the department of homelessness and Supportive Housing, we must ask people to protect themselves and others. We will take the Harm Reduction approach which has always been a foundation of our Public Health system and an effective approach based on science, data and facts, that most people who test positive will do everything they can to protect themselves, to protect others and to protect the community. And it is very important that we realize that negative tests are only a pointintime finding and should not be cannot be a signal to forego or relax the use of precautions. Therefore, universal testing for people in San Francisco will mean that all individuals have a responsibility to act on the basis of their results to the to the best of their ability, they must take this responsibility by selfisolating, seeking care, taking precautions and continuing to protect themselves, their family and Community Members. And, of course, our systems will do everything that we can to support individuals, their families and the community in this work. We also recognise that science and technology is rapidly evolving and will continue to inform our response and testing strategy. As more rapid tests become available, as we have a better understanding of what antibody tests really mean and whether neutralizing antibodies confirm longterm, medium term or shortterm protection, our toolbox of testing options will likely grow and be implemented as quickly and as effectively as possible. Again, supplies continue to be a challenge, but we are making progress and we will continue to do everything we can to ensure that people in San Francisco have what we need. And it is very important that we recognise the testing is an important piece, but it just one piece of an overall approach to fighting the coronavirus. The mayor emphasized the importance of Contact Tracing and this is a vital component and must be paired effectively and over the longterm with our testing strategies. It is also crucial to continue to do everything we can to prevent people from getting sick in the first place. That includes staying at home, social distancing covering your face around other people and frequent handwashing. It is also important that we continue to ensure that the Healthcare System is on high alert and prepared to handle a surge of cases and to be able to treat everyone safely. And it is critical that we do all of this work with an eye towards equity. The Health Department is commit to the health and wellbeing of all people in San Francisco and to do everything we can to support the health and full recovery of all communities in our city during and after this pandemic. Thank you. Is and now police chief bill scott who has been incredible partner to this pandemic will make a few weeks. Remarks. Thank you and good afternoon. Im bill scott, chief of police of the San Francisco Police Department and i would like to start off as i always do by thanking our mayor, london breed, and director of Public Health, grant colfax to for their outstanding leadership during this ver very challenging time. I want to thank the members and the people of San Francisco for their support and for their compliance. The vast majority of the public are compliant with the measures that are meant to stop the spread of the covid19 virus. With that said, we do have some instances in which weve had to Issue Citations to people and businesses who after being warned continued to flout the order. To date, weve issued 1 16 citations, seven businesses and nine individuals for violating the county Public Health order or the state Public Health order. We admonished or warned 71 people which breaks down to 48 businesses or Business Owners or managers and 23 individuals. Our enforcement will continue and in addition to those figures that i just mentioned, weve informally reached out and contacted hundreds of individuals for warnings to gain voluntary compliance. Weve already received press inquiries about how we will enforce the updated Public Health order regarding the Face Coverings. From the outset of the original Public Health order that was issued in midmarch, the sfpd paid it clear oudmade it clear t has been an option of last resort, but i have stated and continue to state that we will use that option for those who flout the order. That motto has been largely successful and we will continue to use that motto Going Forward in the issuance of the latest Public Health order which requires Face Coverings. Our compliance pathway, again, started with educating the public and asking for voluntary compliance. We then issue warnings and formal warnings come with an incident report that our officers take if they issue a formal warning and as a last resort, particularly for those who continue to disobey the order after being warned, we have cited those individuals or businesses. I want to say that we are working with director cheryl davis, who you heard from during wednesdays press conference. Director davis has mobilized Key Stakeholders in the community and, basically, those stakeholders along with director davis is other city workers plan to distribute Face Coverings thanks to the mayors gift to sf campaign. Those Face Coverings have been donated and we think that will go a long way in preventing the spread of covid19 as well as voluntary combines. Scompliance. Thank you to directd the others who have been involved that effort because we think that will make a difference. For those interested in our enforcement protocols, visit our covid19 website on our departments web page and read the Department Notices that lay out all of our enforcement protocols. As weve stated before, the purpose of the Public Health order is not to arrest or cite. Its about promoting the Public Health practises that will help to prevent the spread of the virus and the San Francisco Police Departments role in that is to help our Community Get through this extremely difficult time in ways that dont make the situation worse. By working with our Community Members and by working with our other city partners, we have been largely successful and we ask for continued cooperation and support to stop the spread of this virus. Now i want to turn to our crimes to give you an update. We saw an 18 update and that was mainly fueled by 11 additional robberies and two additional assaults. There was a 31 decrease in part one property crime, which equates to 154 fewer property crimes this past week. And overall, there was a 25 decrease in part one crime which equated to 142 fewer crimes from the previous week. As weve stated, we have had burglaries and vandalisms of businesses and we want to ensure the public and let the public know and let those wouldbe criminals know that we take this extremely seriously. Weve made progress on several of those investigations and are well on our way to identify the perpetrators so those individuals can be brought to justice is held accountable for those crimes. We want our Business Owners to know that during this difficult time, that the San Francisco Police Department will be out patrolling, particularly during the nighttime, because thats when weve seen many of these crimes occur and our Field Operations bureau chief, as well as our Operations Assistant chief, michael redman, and their teams are working tirelessly to make sure we do Everything Possible so that we dont have people being victimized during this difficult time and in some cases our investigators by working with the District Attorneys Office have been able to get additional charges for looting, which is section 463 of the california penal code and weve had 22 instances where individuals have been arrested and charges of looting have been brought fort anbrought forth. So thank you tot attorney for working with us on that. As always, we encourage people to report crimes but do so in a way that decreases facetoface contract in the midst in the spread of the coronavirus. Call 911 to report Violent Crimes and crimes in progress. We will respond to those crimes as we always do and we will be there for you. As i stated, our motto has not stated from where we started when the first issue was ordered. I want to make something clear. When i talk about progresstive e pathways to combines, admonished, warnings, it doesnt mean were not engaging. Our officers are engaging on a daily basis and engaging with many, many people. And i want to let you know, that, yeah, you might be contacted with a San Francisco Police Officer who might ask questions about either where you are or why you dont have your Face Covering on. Please be patient with us because we are here to help. Our goal is to further promote the public Health Orders. Our goal is not to write a bunch of citations and arrest a bunch of people. Our goals are actually to keep our Public Healthy is safe. Be patient, and understand the orders are there to keep us all healthy and safe and please dont mistake the fact that progresstive enforcement or progressive pathway to compliance equates to lack of engagement. We are engaging thousandsch people and will continue to do so because we want to get to voluntary compliance. In order to do that, it takes engagement. Thank you, chief scott. To be clear, as someone comes from a community who, unfortunately, has a history in thiscallinthis country of not hg access to the voting booth, we, of course, take the ability for people in San Francisco and others to have access to voting very seriously. In fact, weve already started this process over a month ago, working with the department of elections to prepare for what could happen if in november we still are in a very similar situation to the one were in. We want to make sure that this in no way impedes anyones ability to vote. So preparing to have access to more mailin ballots and also more outreach around voting will be critical to ensuring that everybody has the ability to vote in this election and its something weve beesomething wen for over a month and we will continue to do so. The next question is from joyce cutler, bloomburg law. The board of supervisors passed requirements for companies to pay for or reimburse gig workers for protective equipment and sanitizing products. Will you be signing the legislation . I want to be clear that its important that not only does any other company or business in San Francisco provide the appropriate support to their employees, including soap and Hand Sanitizer and protective equipment, especially to those essential workers. Its important that we do so at a city level. The legislation was just passed and so, were still reviewing it, but its definitely something overall that i agree with. Thank you. Also from joyce, what is the proposed level of budget cuts and how many positions will be eliminated to deal with the upcoming 11 billion deficit . As i said earlier, we anticipate based on the controllers report that there will be a budget deficit of anywhere between 1. 1 and 1. 7 billion and i think that what that means in the upcoming budget and next years budget, well have to look at the financial projections and where we could make specific changes in order to cut the budget. We dont have the specifics as to what positions or what programs or anything of that nature might be impacted. Because that is something we will continue to discuss as we move through this crisis based on what were spending and based on what we would receive in federal or state reimbursements, as well as some of the resources weve allocated, some of the revenue loss. Its not as simple as being able to answer a question like that right now to say that definitively something is going to happen. But the fact is, close to 1. 7 billion projected deficit means there will be major shift in priorities and definitely some significant financial impacts on services in our city. Thank you. Thank you, madam mayor. The next set of questions are for dr. Grant colfax. The first question is from kt u. S. Tvu. Are there any measures to address the black latino americans who have been disproportionately impacted by the pandemic . Welling, yes. Yes. These populations have been a focus of our work since the beginning of the pandemic. There are resources to ensure that they have the educational materials, the support and access to the care that they need in order to pi to mitigatee effects and get the testing, care and treatment they need. One example would be at southeast Health Center. We have established a field clinic so that people can get their primary care and urgent care needs met there rather than going to another medical setting. Weve established a testing site there and i mentioned that maxine hall center, we will Start Testing site there tomorrow. And within the mission district, which has a high proportion of latin x residents, zuckerburg San Francisco hospital is right there and we will continue to care for the population, for all of San Francisco, but especially and including the mission. And an example of a collaboration with regard to learning more about what we can do better, we are collaborating with ucsf on a study of a census track in the mission which has many latin x residents to better understand the prevalence of the virus there. So the goal there is to test thousands of residents in that track over a relatively short period of time to better understand the dynamics of the pandemic in that community. But i think beyond that, thats a study and i think the important thing is that we are reasoarereinforcing and buildinh Community Leaders and stakeholders and ensuring everyone in sanfrancisco, regardless of where you live in San Francisco has access to testing and care during this time. And also general healthcare overall. The next question is from dominick from search f chronicle. Sf chronicle. Is the volume of swabs keeping capacity with the Testing Capacity and what is needed for ppe and frontline healthcare workers . So this remains a huge challenge, a challenge locally, regionally, statewide and nationally. Our aspirational goal for universal testing is further complicated in amendmen implemeg because on a daytoday basis, i do not have the metrics needed to plan as intent fullfully as d because its unclear of the supplies will arrive and there is simil simply no centralized m to help local jurisdictions to figure out in a clear way how do we expand. Right now, where we stand, we have enough testing materials and equipment to of course pan to that next set of eligiblability criteria and mean have any symptoms consistent with covid19, close contacts with people who are known to have covid19 and then, as we expand to these broader populations and testing, its going to be an iterative process and it will be dependent on the supply chains stabilizing over time. The next question, based on the facts this was weeks earlier than believed, are there any indications that San Franciscos first death may have been earlier than we believe . I do not have indications of that. It a theoretically possible and we are having conversations with our medical examiner to determine what retrospective analyses can be done. From the beginning of this pandemic, we have been vigilant in testing unexplained cases of death for covid19. But its certainly something given the data that was released yesterday that we will be looking at. Thank you. The next question is from kathy novack. Will essential workers seeking tests at the two sites need a referral . So with regard to this testing program, people can go online and are screened online for eligibility and then they can take the next steps depending on their answers with regard to receiving testing at those sites. Can the city start to reopen before we reach the goal of universal testing for all people in San Francisco . So i think there are a number of factors that will help us determine based on data, science and facts how we will potentially relax the shelterinplace order. Certainly expansion of testing is one important tool and another important tool that is linked to that testing is the ability to do aggressive contact tracying stracing, so that in pg where there are outbreaks, we can quickly response. Then we need to ensure theres a consistent methodology to how we ensure theres capacity in our Healthcare System in the event of an outbreak or a surge in need. There are many other components that will help us to determine relaxation of shelterinplace orders and the number of switches we turn on overtime, we need to be flexible and have the capacity to shut those down if, indeed, we start seeing coronavirus cases increase. Thank you. The next question is from mission local. Dr. Colfax, you mentioned that lab testing has increased fourfoal. Fourtold. Fourfollowed. Whafourfold. What is the Testing Capacity in numbers now . At our Public Health lab, we increased from being able to do 50 a day to 200 tests a day. And thats with regard to the machines that are used to do the tests. The mechanical capacity to actually run the test is generally not the right step here. Its around the supplies and around ensuring that sevenday s are expansive are most at need and the most vulnerable. To clarify, the expanded testing for essential workers can be conducted at two city sf sites as well as those who exhibited positive covid cases. The two testing sites are focused on providing city workers and other essential workers with access to testing if they have any symptom consistent with covid19. And then through our Public Health work and collaboration with partners across the city, we will be testing people who have come into close contact with somebody covid19, even if they do not exhibit symptoms of covid19. Thank you, dr. Colfax. The next set of questions are from Abigail Stewart kahn, homelessness and Supportive Housing. The next question is from the public press. In recent weeks, city officials have discussed the possibilities of opening sanctioned cabinets to help Homeless People better socially distance themselves. Does the city have a time table for opening these incantments . We know living in shelters put you at risk that many experienced before the Global Pandemic. Meal as this became an issue, the healthy streets Operation Center paused their resolutions and began providing under the leadership of just kazitki to work with our unsheltered neighbors to physically distanced while unsheltered. I want to implore those living unsheltered to take heed of our hr stock partners request and to physically distance as much as possible and to continue to ask all partners who are out there how to access the resources that are available. There a isto get to the questie sleeping, we know that it isnt always possible in sidewalk spaces or in tight areas to safely sleep. The healthy streets Operation Center is evaluating the possibility of safe sleeping and weather the Global Pandemic of coronavirus warrants the movement in that direction by the city. I want to note that many cities across the country have had mixed success and safety. And so the city is evaluating whether the coronavirus makes that more urgent now and is working towards plans, towards safesleeping sites for the most impacted neighborhoods and vids individuals in San Francisco. Well be able to provide more information in the coming weeks. The most final thing to note is the reality here. The reality is that the very people who will help us open these safe sleeping sites are the same talented individuals helping us to open hotels and so we cannot, without the help of our providers and all of our dsws and city workers open an of these thing at ths safely. We have to have a conversation how do we bring individuals into hotels in a safe way and weve spent a lot of time talking about the steps required there. As we also consider safe sleeping sites. They are celebrate 20 years of one of the most incredibly unique Artist Residency programs. We are here to learn more from one of the resident artists. Welcome to the show, deborah. Tell us how this Program Began 20 years ago. The Program Began 20 years ago. Our founder was an environmentalist and an activist and an artist in the 1970s. She started these street sweeping campaigns in the city. She started with kids. They had an exhibition at city hall. City officials heard about her efforts and they invited her to this facility. We thought it would coincide with our efforts to get folks to recycle, it is a great educational tool. Since then, we have had 95 professional artists come through. How has the Program Changed over the years . How has the program what can the public has an artist engage with . For the most part, we worked with metal and wood, what you would expect from a program like ours. Over the years, we tried to include artists and all types of mediums. Conceptual artists, at installation, photographers, videographers. That has really expanded the program out. It is becoming so dynamic right now with your vision of interesting artists in gauging here. Why would an artist when to come here . Mainly, access to the materials. We also give them a lot of support. When they start, it is an empty studio. They go out to the public area and we call it the big store. They go out shopping, take the materials that, and get to work. It is kind of like a reprieve, so they can really focus on their body of work. When you are talking about recology, do you have the only Sculpture Garden at the top . It is based on work that was done many years ago in new york. It is the only kind of structured, artist program. Weit is beautiful. A lot of the plants you see were pulled out of the garbage, and we use our compost to transplant them. The pathway is lined with rubble from the earthquake from the freeways we tour about 5000 people a year to our facility, adults and children. We talk about recycling and conservation. They can meet the artists. Fantastic. Lets go meet some of your current artists. Here we are with lauren. Can you tell us how long have been here so far and what youre working on . We started our residency on june 1, so we came into the studio then and spent most of the first couple weeks just digging around in the trash. I am continuing my body of work, kind of making these hand embroidered objects from our daytoday life. Can you describe some of the things you have been making here . This is amazing. I think i started a lot of my work about the qualities of light is in the weight. I have been thinking a lot about things floating through the air. It is also very windy down here. There is a piece of sheet music up there that i have embroidered third. There is a pamphlet about hearing dea nearing death. This is a dead rabbit. This is what i am working on now. This is a greeting card that i found, making it embroidered. It is for a very special friend. While we were looking at this, i glanced down and this is amazing, and it is on top of a book, it is ridiculous and amazing. I am interested in the serendipity of these still life compositions. When he got to the garbage and to see the arrangement of objects that is completely spontaneous. It is probably one of the least thought of compositions. People are getting rid of this stuff. It holds no real value to them, because theyre disposing of it. Were here in another recology studio with abel. What attracted you to apply for this special program . Who would not want to come to the dump . But is the first question. For me, being in a situation that youre not comfortable in has always been the best. What materials were you immediately attracted to when you started and so what was available here . There are a lot of books. That is one of the thing that hits me the most. Books are good for understanding, language, and art in general. Also being a graphic designer, going straight to the magazines and seeing all this printed material being discarded has also been part of my work. Of course, always wood or any kind of plastic form or anything like that. Job mr. Some of the pieces you have made while you have been here. Taught me through some of the pieces you have made while you have been here. The first thing that attracted me to this was the printed surface. It was actually a poster. It was a silk screen watercolor, about 8 feet long. In terms of the flatwork, i work with a lot of cloddish. So being able to cut into it come at into it, removed parts, it is part of the process of negotiating the final form. How do you jump from the two dimensional work that you create to the threedimensional . Maybe going back from the 3f to 2d. Everything is in the process of becoming. Things are never said or settled. The sculptures are being made while i am doing the collages, and vice versa. It becomes a part of something else. Theres always this figuring out of where things belong or where they could parapets something else. At the end goal is to possibly see one of these collage plans be built out and create a structure that reflects back into the flat work. We have art exhibitions every four months, and a win by the public to come out. Everybody is welcome to come out. We have food. Sometimes we have gains and bands. It is great time. We want as many artists from the bay area out here so they can have the same experience. How many artists to do your host here . 6 artist a year, and we receive about 108 applications. Thank you for including us in culturewire. 7 and a half million renovation is part of the clean and safe Neighbors Park Fund which was on the ballot four years ago and look at how that Public Investment has transformed our neighborhood. The playground is unique in that it serves a number of age groups, unlike many of the other properties, it serves small children with the childrens play grounds and clubhouses that has basketball courts, it has an outdoor soccer field and so there were a lot of people that came to the table that had their wish list and we did our best to make sure that we kind of divided up spaces and made sure that we kept the old features of the playground but we were able to enhance all of those features. The playground and the soccer field and the tennis fields and it is such a key part of this neighborhood. We want kids to be here. We want families to be here and we want people to have athletic opportunities. We are given a real responsibility to insure that the publics money is used appropriately and that something really special comes of these projects. We generally have about an opportunity every 50 years to redo these spaces. And it is really, really rewarding to see children and families benefit, you know, from the change of culture, at each one of these properties and as a result of, what you see behind us, more kids are playing on our soccer fields than ever before. We have more girls playing sports than we have ever had before. [ applause ] fp and we are sending a strong message that San Francisco families are welcome and we want you to stay. This park is open. Announcer youre watching coping with covid19. Todays special guest is dr. Steven getnick. Hi, im chris man us and youre watching coping with covid19. Today my guest is the director of the Behavior Therapy Center of San Francisco and Professor Emeritus in counseling psychology at the university of San Francisco. Doctor, welcome to the show. Thank you. Lets talk about managing anxieties during this pandemic. What types of issues are people facing at the moment . There are a number of issues and i really want to point out that this is affecting everyone and has come on very quickly. So it is normal. If you are not experiencing some anxiety, something is a touch off because this affects us all. I think some of the main ones are our health and worried about getting the virus and our developing serious complications. I think for a lot of people who are single, living alone, in isolation, has been very difficult. I think being in close quarters with people who we normally have some space from now are together 24 7. Thats produced a lot of stress and anxiety. That loss of connection with others. We already addressed. And having kids home. For a lot of people. Yes, absolutely. What are the other problems that they might have . I think without that dynamic, the good things are not a problem. It is the difficulties we have. And when were together 24 7, again its like hooking everything up to an amplifier. So, what kind of problems could be created from working home from home, perhaps for the first time in your career . A lot of people are not used to working at home and a working at home just isnt the same. For one thing, there is a lack of social interaction. Some people find that that affects them greatly. Some people are actually finding theyre getting more work done at home without distractions from work. The lack of structure is probably the most common. We see it here with work at the office. People are kind of watching. We know that our schedule is, suddenly youre at home and you are on your own. Absolutely. If those are some of the issues people are facing, what are some of the techniques people can use to overcome their anxiety . Caller i think there are many. One of the first is how managing and keeping track of your thinking, we think and talk to ourselves a lot. Thats normal. We have a dialogue with ourselves often and we need to monitor that a bit. People tend to ruminate versus problemsolve. That is they tend to worry about all the things that might go wrong. And what i suggest is, look, there are things that can go wrong, but ruminating about the worstcase scenario is not going to be very productive. Sit down, figure out what the things are that you have to deal with and try to problemsolve. I think any of the selfcontrol techniques for anxiety can be helpful. And there are dozens of them. The common ones are meditation, relaxation techniques, yoga, for example and another is diaphragmattic breathing. If you google that, you can learn diaphragmattic breathing in about 10 minutes online. Its incredibly simple and it is a really nice way to reduce anxiety in the moment. Selfcontrol procedures, exercise. Whether if youre fortunate enough to have equipment at home, thats great. If youre not, get outside and go for a walk, keep your safe distance, of course. But you need to be active. Thats helpful. I think people marry be dealing with information overload at the moment. How do you suggest people manage that . I was just going to say that. I think it is really important to kind of limit the information you get. Not in terms of accuracy. I think in terms of accuracy, you want to identify a few sites where people are coming with evidencebased information and scientific information so you can form yourself well. Once youve informed yourself, you need to not be watching all day long. Ive talked to people who are mesmerized from the tv and a it keeps that anxiety going so you need to limit your viewing for sure. This can be stress for people who have economic concerns and worried about their family and friends and loved ones who are essential workers. What would you suggest they do to help manage anxiety and stress . There is a number of things. One of major ones for depression is behavioral activation. Simply, it really means that people will tend to not be depressed as a number of reinforcing activities to engage in. Whether it is hobbies, you read, you listen to music, you crochet, you whatever. These kinds of things are very important so you want to make sure that youre engaging in activities that literally make you feel better as opposed to sitting around ruminating, worrying about the worstcase scenarios that might happen. What about trying to do some selfdevelopment . Yeah. Its a very interesting time. Ive talked to a couple of my own clients who are finding, in a very positive way, that this isolation, while at first can generate a lot of anxiety, particularly if youre just not good at living alone. For a number of people, its giving them a chance to sit back and really think about what is important in their lives, what are the priorities. I think that maybe if there is any Silver Lining in this epidemic, its really forcing all of us to kind of rethink whats really important. Indeed. You know, though, at the same time, there are people who are feeling very lonely at home. How would you encourage them to overcome that . You get online. Facetime, skype, zoom, like what were doing right now. You can stay connected. Its very possible. Most connections are important. We are social critters and we need that connection. I think for people who dont have those options, pull up photos, take a look at pictures of family. You need to stay connected. And its very important. And finally, do you have any suggestions that are specifically for families . Yeah. Well, again, i think one of the interesting things thats come about from all of this, is i talked to families on video is theyre obviously spending more time together. While its a bit awkward, particularly for parents who are in the house working a lot. Its a chance to really deepen relationships and spend more good, quality time together. I think parents really need to step back and kind of plan their day a little bit. Not micro manage it, but have some ideas. Can the family play games together . A lot of people i talked to, theyre even together as a family for the first time. So i think there are a number of things that people can do. I think it is qulaouzful for the families to take five, 10 minutes and say how did the day go . I talked to someone in the phone book before we started who said they noticed what time of day all their anxiety kind of comes together and they start sniping at each other. Now theyre taking a few minutes at tend of the day to say, ok, how are we doing . I think they need modeling good behavior, something you can do within the family, too, to try to thats right. I think thats relevant. Very relevant to how children are going to do. Most of the research from crises, particularly things we cant control showed that children do as well as their parents do. So i think it is important for parents to think about how theyre react aing and they stay calm because whatever they do is modeling, coping for their children. So, that can be very useful. It can also be problematic. When we talked earlier, you mentioned that acknowledging that your kids are afraid is important. Yes. I think that ties to your last question. I think modeling you know, its not incompatible with saying, yeah, you know, mom or dad is a little nervous, too. It means a lot of stuff is going on, but were going to be ok. Were going to stay together. We have our time together. Were going to be safe. Well fill in the blank. So you can do both. You can reassure but in a realistic way that once the kids know its normal to be anxious in these times. Thank you for coming ton show, doctor. I really appreciate the time youve given us. As a city, we have mobilized to combat this Public Health crisis. Weve been focusing on our frontline responders, our healthcare workers, and our essential employees and what they need to protect themselves. These are the people who are of course our Healthcare Professionals, our First Responders, and people who are actually our essential city workforce. The folks who are driving the muni buses, the people who are managing traffic. The people who are providing the Grocery Store clerks and others who continue to support the city as we deal with these real challenges. I want to be clear that from the very beginning we knew that it was important to ensure that we were protecting the people that we expected to show up to work in their various capacities. The sad reality is what weve had to deal with around a lack of coordination on the federal level around p. P. E. Has made it really very challenging. Today i want to talk just a little bit about those challenges and what weve faced as we continue to provide the resources necessary to try and protect our workforce, but i want to start by and i want to start by thanking the city administrator naomi kelly and her team and the office of contract administration. Because of their efforts, we have been able to purchase 15 million pieces of p. P. E. Thats the n95 masks, general masks, the gowns, and the other personal protective equipment necessary to keep people safe as they work and as they support our population of people who sadly may be hospitalized due to covid19. The gloves, the gowns, the surgical masks, and those the face shields. And weve received donations from our give to s. F. Program and we truly appreciate the contributions. Our governor, the state, has provided us with 1 million pieces of p. P. E. So we have really been very diligent about getting access to p. P. E. To make sure, as i said, our frontline workers are protected and people have what they need to provide essential services to the city. You hear the conversations that take place not only here in San Francisco but all over the state. The fact that we have declared a state of emergency even in San Francisco as of february 25 of this year, the fact that we have been struggling to get access to p. P. E. Even before then and this has been at the forefront of every conversation that every city has had, expressing a strong need for this personal protective equipment. Yet again, and this is no excuse, but the challenges we continue to face as a result of a coordinated response from our federal government has really put us all at a disadvantage. In fact, i want to talk a little bit about some of the challenges that weve had. Weve had issues of our orders being relocated by suppliers in china. For example, we had isolation gowns that were on their way to San Francisco and they were diverted to france. Weve had situations when things that weve ordered that have gone through customs were compensated by fema to be diverted to other locations. Because again we know that everyone is dealing with a very serious challenge. Even when weve been fortunate enough in some cases to see p. P. E. Get through customs, weve had situations where those items have been taken and put out on the market for the highest bidder, putting cities against cities and states against states. It has been really, ive got to tell you, one of the most frustrating things to deal with. The fact that during the height of this pandemic were still having a conversation about p. P. E. Is it really does blow my mind and it is nothing that has been more frustrating. Because when we talk about the need to get back to opening up our cities and our country, one of the most important things we need is to make sure that people have what they need to protect themselves. That we have p. P. E. And that we have swabs and testing kits so that were able to test more people. So we are i want you to know that we are working tirelessly on this. We are pushing for Creative Solutions to get what we need. In fact, ucsf through their generosity in providing San Francisco general some additional equipment has been amazing. And Dignity Health and having access to their suppliers. Weve all locally here in the Hospital Community have been working together to get everything that we need because we know how critical all of this is now as we go through this and as we have this shelterinplace order. But what happens when we start to look at ways and solutions to get our cities back on track and to get our cities open, its going to be necessary even then because its going to take us a while before we get a vaccine, which means testing and p. P. E. And having not only sufficient supply, but access to get sufficient supply will be critical to the future of this city. We wont give up. We will continue to do what we can to access the equipment and supplies that we need. Dr. Colfax talked about our efforts to expand testing, which is something that we will continue to ramp up. As he mentioned on wednesday, the bottleneck we face right now is often due to the lack of the basic swabs and not necessarily the Testing Capacity. So we just wanted to make sure that as you hear about some of these challenges that youre aware of why they are challenges. I know it seems as though it should be a lot simpler. We have the money to purchase the p. P. E. Why cant we purchase the p. P. E. . The fact is it is clearly complicated. You hear mayors and governors talk about this on a regular basis. We are getting as creative as we can to get what we need to support our city. In many instances, we have been fortunate beneficiary of the generosity of flex port and facebook and sell force and others who continue to be incredible partners in helping to advocate for and get access to p. P. E. To help our cities move forward. So i want to thank them. I want to just talk a bit dr. Colfax will get into the testing and the p. P. E. And some of the things we need to do that are critical to Public Health. Also in addition to the Public Health crisis that we are in the midst of, there is another crisis that has emerged and that is the economic crisis. The fact is this has been a long time for people who have no other means of access to money. This is a long time to be out of work and to figure out what were going to do. Its one of the reasons we felt it was important, despite whats happening with access to unemployment, to have Resources Available so that people can get food through give to sf and to provide support for our Small Business community. In fact, weve been able to add another 1 million to the Flexible Grant Program that we started a couple of months ago to provide some initial assistance to our Small Businesses. And we will continue to raise private dollars and look for other resources to help support our Small Business community. As we think about the future and what this means, we set up a Recovery Task force a couple of weeks ago. They are going to be convening today to talk specifically about where do we go once we reopen. Even as we look at whats happening with other states that are opening now. As far as im concerned, we dont want to move that quickly. We want to make sure that we have systems in place to protect people. This is going to require an approach where we are working hand in hand with our Public Health professionals. When we look at various industries and we analyze what could be done in order to protect people to allow those industries to move forward, we want to make sure that we are thoughtful in our recommendations, but we are also getting the support and the clearance from our Public Health experts to move in that direction. We know that this weekend is coming up. Today is a Beautiful Day in San Francisco. This weekend is going to be a beautiful weekend in San Francisco. And i want to really take this opportunity to caution people about wanting to get back to things that are more familiar. I know your kids want to play with their friends. I know you want to see your friends. I know so many of you want to have interactions with one another in person rather than over the phone or online. I want to just say that we hear about San Francisco and how great San Francisco is doing all over the world and were being used as an example of how to manage this situation right. But i want to just remind you, we have 1,340 people who have tested positive with the virus. It is estimated that about 12 of the people weve tested overall have the virus, which means that theres a possibility clearly that there are others who are asymptomatic in our community that have the virus and have the ability to infect other people. What we dont want to see on nice days, on days like this, out in the communities and infecting other people. They dont have a mask and not social distancing and going back to the habits that are familiar and engaging with one another and not socially distancing and getting comfortable and complacent. And then a week from now we wonder why our numbers from shot up from 1,340 to 2,000 or more with even more deaths. This is what is at stake. As good as it might seem, the situation were in now, the numbers are still going up. The number in i. C. U. Have gone up. The number of people who are who have passed away continues to rise. That means that now more than ever we cant give us and we have to move forward. I know as i say, i know i say every time we have a press conference i know its hard. I know its hard, which is why its important that as we are talking and convening in our Economic Recovery Task force, we are developing ways to make recommendations to the department of Public Health of things that we could potentially make available to the public. So next week well have some more announcements about that, but the goal is we definitely want to work with our Public Health experts and our various industries to figure out are there things we can do. Because the reality is and people are asking about this, will the Public Health order get extended. The likelihood that that will happen is very likely. What that means is another few weeks or even a month of asking you all to comply and to remain at home as you continue to follow the social distancing orders that we put forth. But what it also means is an opportunity for us with our Economic Recovery Task force to start to explore ways in which we can make some things available that are currently unavailable to all of us. So it is a process. Because how we reopen is going to be important to ensuring that we do it responsibly so we dont go backwards. We also have to make sure that we have enough of the p. P. E. And the testing necessary so that if we do decide to allow a particular industry or something to become available that were able to deal with that, that we put the appropriate requirements into place of social distancing and we also have the appropriate p. P. E. So that theyre able to protect themselves. And, more importantly, we have the testing and we have the capacity in our hospitals necessary to deal with a surge at any time. Its a process. Its a process that requires patience. Its a process that requires resources. So i want to thank the people in San Francisco especially for just supporting the process and being responsible and helping us through this pandemic because it is important that as many of us as we possibly can, that we comply with this order and that we continue to do our very best to stay at home, go out and get fresh air if we need it, and keep our distance from people when were outside. The mask does not mean that you can come closer to people. It means were asking you to wear a mask to protect yourself and to protect other people, but were still asking you to keep a distance of 6. The mask does not take the place of social distancing. I also just want to say i also heard of a number of situations where people have been walking and theyre not wearing a mask and theyre just outside walking and theyve had people make comments and threatening comments in some particular instances. I want to be clear. We are not asking or requires that people wear masks when theyre out walking their dogs or taking a walk or theyre doing their jogging or maybe riding their bike. Were asking when you are at the Grocery Store or in line at the Grocery Store or at the gas station or in line at the gas station, at the pharmacy or in line at the pharmacy. Any facility where you are in contact for the most part in line with other people, thats when were asking you to wear a mask. I also want you to reiterate if youre not a Police Officer, please dont ask like you are a Police Officer. We have Police Officers to police our streets. What we dont want to have happen is the continued animosity towards someone who appears to not be following the directive and an altercation occurs and tension occurs and it goes worse. More than ever, we need people to be understanding and nicer to one another. We need goodness and we need kindness. We need you to focus on you. We need people to focus on the fact that they and their family should be complying with wearing a mask or keeping their distance. We dont need people to police other people because that could turn into an even worse situati situation. We understand it might be frustrating to see someone violating the rules, but again i guarantee you if you are following the rules and doing everything that you can, you are setting the example. Others will follow and well be better off for it. I appreciate if we all continue to do our very best, we all continue to put some goodness and positive energy out there in the universe. This is challenging for all of us. It is difficult for all of us. None of us is immune from the physical and emotional impacts that this is taking on our city. Grant colfax, director of Public Health for San Francisco. I would like to express my gratitude and thanks to the mayor for her leadership and the work shes done with regard to to ensuring that our frontline workers, our teams throughout the Health Department, and the patients who we care for has had access always to the necessary personal protective equipment, the p. P. E. , according to c. Dc. Guidelines for them to be safe and for our patients and their families to be as safe as possible. The p. P. E. Continues to be an issue. Our supplies have sometimes gotten quite low, given the challenges across the city, across the region, across the nation. Its taken tremendous amount of work. I just want to express gratitude again for ensuring that people have consistently and had and always have had the p. P. E. That they need that is necessary and in accordance with the science, the data, and the facts. Today i want to provide you with the facts and the effects of the coronavirus in our community. Even as we continue to make progress as we flatten the curve, we continue to see impacts on our most vulnerable population. The story here in San Francisco, the data and facts condition to tell the story here in San Francisco and will always guide our response. Today there are 1,340 San Francisco residents with confirmed cases of coronavirus. Of these, 134, or about 10 , are people experiencing homelessness or living in s. R. O. S. That is, unfortunately, a large proportion. We also know, as we have said from the beginning, that older people and people with Underlying Health conditions are more vulnerable to covid19 and are at greater risks for bad outcomes, including unfortunately, death. Of the people who have died of the coronavirus, 21 of them were over 60 years old and all 22 had Underlying Health conditions. This is consistent for what we know about who is most at risk. So even as we expand testing, add capacity to our Healthcare System, and watch the number of hospitalized patients closely, we know that many members of our community remain at risk of significant harm from the coronavirus. And as we move forward in our response and look at the next steps in terms of reopening, we will continue to protect those most vulnerable populations. We simply must do so. One of my chief concerns and a top priority for the Health Department is mitigating the outbreaks that are occurring in the Homeless Population, longterm care facilities, and other congregate living settings. This is a challenge not only within San Francisco, but across the region and indeed across the nation. In San Francisco, we will continue to work diligently on these settings where the virus presents the greatest threat. In the last few weeks, we have responded to several outbreaks. These are unfortunately, but also unfortunately not surprising. Outbreaks are part of the pattern of this pandemic and they are happening in every place where the coronavirus is spreading in the country and again here in our community. The virus looks for opportunities where people are gathered together. For example, across california there are 258 Skilled Nursing facilities that have reported one or more coronavirus cases among residents or staff. Here in San Francisco, the department of health staff called every Skilled Nursing facility in the city several times a week to check on the covid status of residents and staff. We hold weekly calls with them to provide education on infection control, prevention, and outbreak preparedness. From the start we have published guidelines for longterm and residential facilities that are uptodate with c. D. C. s and the states latest information. We want to support these institutions to be as prepared as possible. When there are outbreaks in congregate settings, we take immediate action based on evidence and c. D. C. And state guidelines. In San Francisco there have been outbreaks at laguna hospital as well as other facilities. We have responded in each situation based on the evidence. We have supported the organizations with contact investigations, testing, and screening. We have provided masks and other personal protective equipment as required. We have imposed quarantines and, in some cases, temporarily closed facilities for deep cleaning and evaluation. We have moved residents to hotels or medical care settings dependant on their needs. All of this work has been done in collaboration with local, state, and federal partners. And in particular, our partnership with the state is highly relevant with the longterm care facilities in the city because the state has overnight on their licensing and responsibility for inspecting them to ensure that they are complying with state guidelines. And i would like to point out that we have outbreaks that have been minimized due to advance planning and quick responses. At laguna honda hospital we asked for experts from the Disease Control center and the state to come in early to support our response. The c. D. C. Remains on site and continues to help and advise our efforts. To date we have had 19 positive cases at laguna honda hospital, 15 among staff and four among residents. And laguna honda hospital is one of the largest, if not the largest, Skilled Nursing facility in the nation with over 750 residents. Is of the four residents who tested positive for covid19, all are in good condition. We have not had a new resident case since april 7, which is an indication that our aggressive efforts undertaken with c. D. C. Guidance, to isolate, quarantine, test, and screen for now have been effective. The c. D. C. Recommendations we recommended at laguna honda are now being and will continue to be applied to protect staff and residents at other nursing home facilities across the city. In our jail system we took aggressive steps to protect inmates and staff. We expanded Jail Health Services to include testing and quarantine of all new bookings that are housed in jails. This allowed us to identify two asymptomatic and related cases of coronavirus to date. This practice combined with enforcing social distancing protocols and masking of all staff has likely prevented an outbreak so far. The two confirmed cases will be released and there are no known cases of covid19 at this time in the county jail. Now, of course this could change and the situation in laguna honda could change rapidly as well, but my point is that we are establishing very specific protocols and taking very specific action and being flexible in our response based on responding to the very specific circumstances under which these outbreaks in vulnerable populations occur. We will continue in partnership with other city departments, Community Members, and other stakeholders that oversee and in some cases run these institutions. Most recently, on wednesday this week, we confirmed a second case of coronavirus at the Division Circle navigation center. Three weeks after the first case was reported there. We are currently conducting a contact investigation, as we do for cases we discover. At this point, it is unlikely that the two cases are linked, given what we know about the virus. Testing of the 59 remaining guests and staff is underway. At Division Circle we moved swiftly and after the first case, in partnership with h. S. A. And h. S. H. To relocate Vulnerable People out of the center and to isolation and quarantine and shelter in place, hotels. So the population there has been reducing lowering the risks. These examples reflect why it is so important to prioritize vulnerable populations in these settings from the start, people over the age of 60, people with comorbid conditions. Here are some of the steps that we have taken to protect vulnerable populations. You know about the efforts to mitigate the spread of the virus, to slow the spread of the virus in the community. Canceling large gatherings, requiring Face Coverings, and issuing the stayathome order. These actions are about protecting vulnerable populations as well as of course our entire community. We have also issued health orde orders restricting people from visiting longterm care facilities and residential facilities. We have required cleaning of s. R. O. S. We have worked in partnership with the Human Services agency and the department of homelessness and Supportive Housing to increase social distancing and other precautions and shelters and to move people into hotels. Outreach teams continue to go out every day to communicate with people who are living on the streets and to provide them with resources and information. For people experiencing homelessness, living in s. R. O. S, or in crowded conditions, we are fortunate to have options like isolation Quarantine Hotels to relocate people safely. As of today, thanks to the partnerships with the other department, 864 people who are over 60 or who have chronic illnesses or Underlying Health conditions have been moved to hotels. And it is very important to realize that in all of these settings we have been able to test everyone who has shown symptoms, all close contacts of confirmed cases. And when mask testing was warranted, we have been able to carry that out. I am proud of this work and grateful to the staff of truly, compassionate, worldclass experts who have been working around the clock since january to accomplish these efforts. And yet, i know and we know that outbreaks are likely to continue as long as the virus is here in our community. I want to ensure you that we are doing everything we can to reduce the spread of the virus, protect vulnerable populations, and healthcare workers and First Responders. We need all san franciscans to keep doing everything you can to protect them as well. That means, again, stay home, cover your face, practice physical distancing. You are not just protecting yourself. You are contributing to the Overall Health of the community in making it a safer place for people who are most vulnerable to the virus. You are literally saving lives. And i want to reassure you that we are planning for the future. Our ability as a community to return to a new normal will rely on everyone continuing to do their part. It will rely on a system to respond to outbreaks, increase testing, have adequate personal protective equipment, and have Contact Tracing to slow the spread of the virus. In San Francisco, i know we can do this and we must do this together. I thank you all for your ongoing hard work and effort to keep San Francisco safe and to slow the spread of the coronavirus. Thank you. Director Abigail Stewartkhan of the department of homelessness and housing will now make some remarks. Hello. Providing safe places for people experienci experiencing homelessness to isolate, quarantine, or shelter in place is a top priority for the department of homeless and Supportive Housing, the department of Public Health, and the entire city. Additionally, the city is working to expand testing citywide with a focus on vulnerable communities, as dr. Colfax just shared in detail, including people experiencing homelessness. As we expand Testing Capacity, we know that we will need more places for people experiencing homelessness who test positive for covid19 to go to isolate, receive care, and to recover. So that end, h. S. H. , in connection with our partners, are opening new facilities. Youve heard about this. To date weve opened five shelterinplace hotels as well as multiple Quarantine Hotels with more planned rapidly. This has been incredibly hard and incredibly a critical expansion. I want to share a story of a voicemail i received from a colleague of someone who moved from the streets to the inside and said he hadnt been near a bed in over many years and that he was going to sleep for 24 hours to try to recover and not get sick with covid. He offered thanks to my colleague and all of San Francisco for this place to be safe. Additionally, were expanding congregate capacity to meet this need. We opened s. M. C. South as postcovid congregate shelters for people experiencing homelessness who have tested positive for covid19 and no longer need medical attention and have cleared their isolation period. This week as dr. Colfax reminded us, a second case of covid19 was confirmed at the Division Circle center. We had already completed shelter equilibrium, meaning the vulnerable individuals had been moved into our shelter in place sites. Through thorough and immediate contact investigation has led us to test all remaining guests and staff and all guests of the center are being transferred to isolation and Quarantine Hotels. Given that this shelter will very soon be empty, it will be reopened as a shelter for people experiencing homelessness who have tested positive for covid19, but who do not require hospitalization. As we expand testing, we anticipate we will have more people who are asymptomatic and living with covid and who will need a resource like this one. In its revised capacity, Division Circle will function similarly to existing isolation and quarantine sites, with onsite department of Public Health support, 24hour staffing and security, meals, and social services. The shelters and hotels do not increase risks for the surrounding community and neighbors, both because we know that many are positive in all of San Francisco and because guests are educated and supported on how to best care for themselves and will remain in isolation in care for the course of their illness. The mayor, the department of Public Health, the Police Department, and all of the city have and continue to implore every san franciscan to practice precautions, such as staying at home, physical distancing, covering your face and nose, and washing your hands. These are important for all of us. Thank you to the partners that have made these expansions possible to open hotels and congregate facilities, including the department of Public Health, Human Services agency, the Emergency Operations center, and all of the exceptional nonprofits who are stepping up to provide that support. Thank you. We will now have remarks from chief William Scott of the San Francisco Police Department. Thank you, director stewartkhan. Good afternoon, everyone. As always, i will start my remarks by thanking our mayor london breed for her leadership and dr. Grant colfax. Their leadership has been instrumental in getting us through this challenging time. I want to again thank the people of San Francisco as well. It was for gratifying for this 4 20 people stayed home and did not come to the parks to celebrate 4 20. I want to thank everyone for working with us on that and your efforts are actually making a difference and saving lives. We are seeing that the vast majority of the public is committed to stopping the spread of covid19. We have had people and businesses who have been warned continuing to flout the order. To date we have 17 citations that have been issued by San Francisco Police Officers. That breakdown is eight businesses and nine individuals. Weve admonished 73 people where incident reports have been taken and, as i have stated previously, there have been hundreds upon hundreds of informal warnings. For the most part, i want to thank the people of San Francisco for complying by and large when officers interact with them. From the outset of the original Public Health order in midmarch, the San Francisco Police Department has made it clear that our focus is voluntary compliance. Enforcement has been an option of last resort and that has been ultimately largely successful in those times when we have had to do that to get compliance. We will continue to use a progressive compliance pathway which starts with education, asking for voluntary compliance, warning, and citations if and when necessary. You can use the covid19 website on our web page to learn about our enforcement protocols, our Department Policies and notices are posted on our website. The purpose of the Public Health order is not to arrest or cite, but its about promoting the health and welfare of our communities and our cities by preventing the spread of the virus. As ive said before, we are here to help. We want to get through this situation in a way that does not make this situation worse for the people of our city. As the mayor said and i will reiterate it, we all have a personal responsibility to help stop the spread of this virus. The people we are working with is Human Rights Commission under the leadership of executive director sheryl davis. The h. R. C. Is providing Community Stakeholders with Face Coverings thanks to the mayors gift to s. F. Campaign. We are out with commissioner davis and Community Stakeholders issuing Face Coverings today as we speak. We were out in the Bayview Community yesterday. We want people to know we understand how difficult this is and there are people in our city who are having a very difficult time most people are having a difficult time through this. There are people who dont have access to Face Coverings. We want to do everything we can as a city to help those who need help. Thats why were out helping, to make sure people have what they need to stay safe and healthy. This is enabling the city to help those vulnerable populations and will go a long way towards preventing the spread of covid19. We see today is a Beautiful Day and the weather is nice and we expect that to continue into the weekend. We know there are people who want to exercise and get fresh air and enjoy the nice weather. If you are going to leave your homes, please follow the advice of the Public Health officials. Maintain a distance of at least 6. Wear Face Coverings when youre waiting in line or shopping as the mayor has emphasized and dr. Colfax and his colleagues have emphasized. As the weekend progressing, youre probably going to see a large group of people out. Be respectful and mindful and do the rest for the people you love. Our volunteers are working with our work program. We will be out in the parks promoting the educational information and reminding people to keep the distance of 6 and wear your Face Coverings. Again, our goal is to help and gain voluntary compliance. Now i want to shift to crime. No update from our wednesday press briefing. Weve had an increase in 18 by Violent Crimes. Weve had a 31 decrease in property crimes over last week. That was a decrease of 154 fewer property crimes. Weve had a 25 decrease in our total part 1 crimes, which is a decrease of 142 total part 1 crimes. Weve had some burglaries and vandalisms as i have reported, and we want the public to be sure we are still out there. We have made several arrests on burglaries in our city. We want to thank the Attorneys Office to add the charges of burglary and vandalism during this time of a state of emergency. Despite our drop in overall part 1 crimes, i want to highlight that we are taking this issue very seriously. And i also want to highlight and remind people about driving. The california Highway Patrol has reported that theyve seen an 87 jump in violations of people driving more than 100 mph. That is completely unacceptable. We want to remind people that this pandemic does not give anyone the license to drive in a reckless and dangerous manner. Please slow down. We know that the streets are easier, but please slow down. We have not had any focus on the deaths since this pandemic started and we want to keep it that way. Personal responsibility, as the mayor stated, we all have a personal responsibility to do what is needed, that means driving at lower speeds. Those folks who are conducting their travel in a safe way, we thank you and hope everyone else does the same. The slow Streets Program has also been rolled out. Please done down. You have to share the roads with pedestrians, bicyclists, and people who are going to be out enjoying the weather and trying to get fresh air and exercise. So please again slow down. As a reminder, we also want to encourage everyone to report crimes. If you see a Violent Crime in progress, please call 911. If the crime has already been committed or its a property crime or a crime you dont need an Immediate Response you can call 4155530123 or you can also call 311 or utilize our sfpd website to make a police report. Also, i want to reemphasize the message about scams and not having the public falling for scams. Unfortunately during this very difficult time there are people who will take advantage of the situation and take advantage of you. Normally they focus on vulnerable populations such as our elderly. We know that the federal trade Commission Says they have received four times the complaints about Identity Fraud this past mant than the three months prior. The f. B. I. Has seen scams online selling things that dont exist. This can take the form of robo calls and people coming to your door. People claiming to be with the centers for Disease Control and our own department of Public Health. Nobody will be coming to your house from our department or the centers for Disease Control and asking to get into your house. Please dont let them in. If you get an individual like that knocking at your door or ringing your doorbell and you think that is suspicious, please call 911. We will respond. Weve heard of this before and we dont want people victimized. People that you know and love, know that the scammers are out there. Please beware. We will begin the qanda portion with questions february dr. Grant colfax. Question our first question is from christian captain. Can the San Francisco department of Public Health provide more details about the four deaths at central garden . Answer so the state is leading that investigation. As i had mentioned earlier, we are working very closely with Central Gardens and the similar institutions across the city, ensuring that they have the most uptodate information, that they have their resources, including p. P. E. , the training materials. I cant comment specifically on those four deaths. Question we understand the California Department of Public Health is spearheading the issue, but is San Francisco launching an investigation . And are other longterm care facilities facing similar risks . Answer so longterm care facilities across the country, including here in San Francisco, are facing risks. As we have said from the beginning of our response, this population is particularly vulnerable. We saw that in the outbreak in the nursing home in washington state, in kirkland. I think the important piece here is we need to ensure were following the best guidance possible with regard to c. D. C. And the state. In terms of how we protect residents and staff, we have Infectious Disease experts consulting with us and with other Nursing Homes with regard to doing the best we can to prevent and slow the spread of the virus in these Nursing Homes. There are vulnerabilities here. We are taking Lessons Learned from the outbreak at laguna honda and the input and expertise from the c. D. C. To apply those lessons to ensure the nurses have every opportunity and the resources they need to apply those guidelines to protect their institutions. Question are all residents at casa casada being tested and how many will be moved into hotels . Answer so as of everyone there has been moved to or has been offered an alternative place to stay, and that includes isolation and quarantine at various sites, depending on their conditions and needs. As of april 23rd, 71 residents and staff were tested. 22 residents and two staff had tested positive. So the bottom line is we have offered testing to everyone. We have offered alternative sites to everyone. People who have tested positive have been offered isolation and quarantine sites if they have not been able to find alternatives to isolation and quarantine. Question how quickly does d. P. H. Notify s. R. O. S of cases . Answer so we notify the person as quickly as possible in a way that maintains the privacy of that individual. We notify the s. R. O. Owners or managers that there is a case. We obviously have to be very thoughtful as how thats done to protect the confidentiality of the case. But we are in Constant Contact with s. R. O. S. We have a task force making sure that they have the information they need, that theyre applying cleaning policies to their hotels. If people who need testing and have access to timely testing. And if they need isolation and quarantine rooms are not able to do it in their current living situations, that they are offered hotel rooms. Question the numbers for laguna honda have not risen for some time. Is it safe to say that laguna honda is out of the woods . Answer i would not say that. I thought this was good news that we havent had a detective error for some time. But this is the largest if not one of the largest nursing facilities in the United States with over 750 residents. We have staff there working to take the best care of our San Francisco residents who need the best care. We are being vigilant and have extra staff to assist us. We are ting we can and hope not only hope, but taking the actions necessary to slow the spread of covid19 in laguna honda as in elsewhere. I dont think we can say conclusively that we are out of the woods. Question have any of the residents been moved out facility . Answer of those diagnosed with covid19, there are several residents that have been moved out. Im pleased to say they have returned to laguna honda and are in good condition. Question are deaths at longterm care facilities, such as at Central Gardens, included in San Franciscos overall covid19 death count . Yes, they are. How many total people have died in longterm care facilities . Answer we have 113 cases in longterm care facilities. I dont have the number of at the times specific to those areas at this time. I also want to correct one pace is the resident has an address near the facility. Question casa casada is criticizing the city for moving slowly on testing cases at their s. R. O. S. Is the government now testing everyone in these environments and making more measures . Answer we are testing people with any symptom or if they are a close contact of a covid case, articles regardless of their symptoms. Were not at universal testing yet, but were increasing our ability to test more people. I understand people are very concerned, as i am, and people are fearful and scared. Its a scary time. Basically, the data are that on april 13 the Health Department confirmed the first case of covid19 at a in a residence of casa casada. On april 15, after a case investigation, a second resident tested positive. Based on that and further investigations, we performed testing on site of all residents on april 19. We moved all residents and have closed the facility for cleaning. So we were responsive. We were following the investigation as we do across the city when there are outbr k outbreaks like this and we were as responsive as we could be. Thank you. Question regarding plans for the citys unsheltered Homeless Population and possible safe places for them to go, two weeks ago today we were told that details on those plans would be provided in the coming days. What happened to that planning and those forthcoming details . Answer thanks for the opportunity to revisit again all of the steps taken around the unsheltered population and to speak to the potential for safe sleeping sites in San Francisco. So as i shared on wednesday and so i will be briefed today, immediately as this outbreak became evident, the healthy streets Outreach Center caused the removal of any tents and pivoted immediately to providing education, access to care and services, and resources for People Living unsheltered in our community. We are aware that many of the policies that have been taking to help People Living in congregate settings have made things even more challenging for People Living unsheltered. That is a difficult reality that we are facing. Those of us out and about in the community see there are many highly vulnerable individuals. We continue to take those steps he here. We are working on all of the steps for very specific and impacted neighborhoods, such as the tenderloin, the bayview, and the mission communities, where we see more density of People Living unsheltered. We need to care and balance People Living unsheltered and the basic needs for everyone living unsheltered in those communities. Safe sleeping is still absolutely part of the conversation. Im not sure what the timeline was that youre talking about, but i know its under deep discussion by many. The issue here is one of resources, and not necessarily Financial Resources, but rather that the very people who can help support safe sleeping sites are the same people who can open hotels. It doesnt happen one and then the other or one faster than the other. We need to look at all options for people experiencing homelessness. Right now we are focused on moving people unsheltered directly into hotel rooms, which is the safest place for them to be when they are vulnerable to covid. And we are simultaneously evaluating safe sleeping sites across the. R city. Thank you, director. That concludes our questions for todays press conference. [ ] hi. Welcome to San Francisco. Stay safe and exploring how you can stay in your home safely after an earthquake. Lets look at common earthquake myths. We are here at the urban center on Mission Street in San Francisco. We have 3 guest today. We have david constructional engineer and bill harvey. I want to talk about urban myths. What do you think about earthquakes, can you tell if they are coming in advance . Hes sleeping during those earthquakes . Have you noticed him take any special . No. He sleeps right through them. There is no truth that im aware of with harvey that dogs are aware of an impending earthquake. You hear the myth all the time. Suppose the dog helps you get up, is it going to help you do something i hear they are aware of small vibrations. But yes, i read extensively that dogs cannot realize earthquakes. Today is a spectacular day in San Francisco and sometimes people would say this is earthquake weather. Is this earthquake weather . No. Not that i have heard of. No such thing. There is no such thing. We are talking about the weather in a daily or weekly cycle. There is no relationship. I have heard its hot or cold weather or rain. Im not sure which is the myth. How about time of day . Yes. It happens when its least convenient. When it happens people say we were lucky and when they dont. Its terrible timing. Its never a good time for an earthquake. But we are going to have one. How about the ground swallowing people into the ground . Like the earth that collapsed . Its not like the tv shows. The earth does move and it bumps up and you get a ground fracture but its not something that opens up and sucks you up into haddes. Its not going anywhere. We are going to have a lot of damage, but this myth that california is going to the ocean is not real. Southern california is moving north. Its coming up from the south to the north. You would have to invest the million year cycle, not weeks or years. Maybe millions of years from now, part of los angeles will be in the bay area. For better or worse. Yes. This is a tough question. Those other ones werent tough. This is a really easy challenge. Are the smaller ones less stress . Yes. The amount released in small earthquakes is that they are so small in you need many of those. I think would you probably have to have maybe hundreds of magnitude earthquakes of 4. 7. So small earthquakes are not making our lives better in the future . Not anyway that you can count on. I have heard that buildings in San Francisco are on rollers and isolated . Its not true. Its a conventional Foundation Like almost all the circumstances buildings in San Francisco. The transamerica was built way before. Its a pretty conventional foundation design. I have heard about this thing called the triangle of life and up you are supposed to go to the edge of your bed to save yourself. Is there anything of value to that . Yes, if you are in your room. You should drop, cover and hold onto something. If you are in school, same thing, kitchen same thing. If you happen to be in your bed, and you rollover your bed, its not a bad place to be. The reality is when we have a major earthquake the ground shaking so pronounced that you are not going to be able to get up and go anywhere. You are pretty much staying where you are when that earthquake hits. You are not going to be able to stand up and run with gravity. You want to get under the door frame but you are not moving to great distances. Where can i buy a Richter Scale . Mr. Richter is selling it. We are going to put a plug in for cold hardware. They are not available. Its a rather complex. In fact we dont even use the Richter Scale anymore. We use a moment magnitude. The Richter Scale was early technology. Probably a myth that i hear most often is my building is just fine in the loma prieta earthquake so everything is fine. Is that true . Loma prieta was different. The ground acceleration here was quite moderate and the duration was moderate. So anyone that believes they survived a big earthquake and their building has been tested is sadly mistaken. We are planning for the bigger earthquake closer to San Francisco and a fault totally independent. Much stronger than the loma prieta earthquake. So people who were here in 89 they should say 3 times as strong and twice as long and that will give them more of an occasion of the earthquake we would have. 10 percent isnt really the threshold of damage. When you triple it you cross that line. Its much more damage in earthquake. I want to thank you, harvey, thanks pat for i love teaching. It is such an exhilarating experience when people began to feel their own creativity. This really is a place where all people can come and take a class and fill part of the community. This is very enriching as an artist. A lot of folks take these classes and take their digital imagery and turn it into negatives. There are not many black and white darkrooms available anymore. That is a really big draw. This is a signature piece. This is the bill largest darkroom in the u. S. There are a lot of people that want to get into that dark room. I think it is the heart of this place. You feel it when you come in. The people who just started taking pictures, so this is really an intersection for many generations of photographers and this is a great place to learn because if you need people from different areas and also everyone who works here is working in photography. We get to build the community here. This is different. First of all, this is a great location. It is in a lesspopulated area. Of lot of people come here just so that they can participate in this program. It is a great opportunity for people who have a little bit of photographic experience. The people have a lot, they can really come together and share a love and a passion. We offer everything from traditional black and white darkrooms to learning how to process your first roll of film. We offer classes and workshops in digital camera, digital printing. We offer classes basically in the shooting, ton the town at night, treasure island. There is a way for the programs exploring everyone who would like to spend the day on this program. Hello, my name is jennifer. My name is simone. We are going on a field trip to take pictures up the hill. Cmon, cmon, cmon. Actually, i have been here a lot. I have never looked closely enough to see everything. Now, i get to take pictures. We want to try to get them to be more creative with it. We let them to be free with them but at the same time, we give them a little bit of direction. You can focus in here. That was cool. If you see that . Behind the city, behind the houses, behind those hills. The see any more hills . These kids are wonderful. They get to explore, they get to see different things. We let them explore a little bit. They get their best. If their parents ever ask, we can learn they can say that they learned about the depth of field or the rule of thirds or that the shadows can give a good contrast. Some of the things they come up with are fantastic. That is what were trying to encourage. These kids can bring up the creativity and also the love for photography. A lot of people come into my classes and they dont feel like they really are creative and through the process of working and showing them and giving them some tips and ideas. This is kind of the best kept secret. You should come on and take a class. We have orientations on most saturdays. This is a really wonderful location and is the real jewel to the community. Ready to develop your photography skills . The Harvey Milk Photo Center focuses on adult classes. And saturday workshops expose youth and adults to photography classes. Shop and dine on the 49 promotes local businesses and challenges residents to do shopping and dining within the 49 square miles of San Francisco by supporting local Services Within neighborhood. We help San Francisco remain unique, successful and vibrant. Where will you shop and dine in the 49 . San francisco owes the charm to the unique character of the neighborhood comer hall district. Each corridor has its own personality. Our neighborhoods are the engine of the city. You are putting money and support back to the community you live in and you are helping Small Businesses grow. It is more environmentally friendly. Shopping local is very important. I have had relationships with my local growers for 30 years. By shopping here and supporting us locally, you are also supporting the growers of the flowers, they are fresh and they have a price point that is not imported. It is really good for everybody. Shopping locally is crucial. Without that support, Small Business cant survive, and if we lose Small Business, that diversity goes away, and, you know, it would be a shame to see that become a thing of the past. It is important to dine and shop locally. It allows us to maintain traditions. It makes the neighborhood. I think San Francisco should shop local as much as they can. The retail marketplace is changes. We are trying to have people on the floor who can talk to you and help you with products you are interested in buying, and help you with exploration to try things you have never had before. The fish business, you think it is a piece of fish and fisherman. There are a lot of people working in the fish business, between wholesalers and fishermen and bait and tackle. At the retail end, we about a lot of people and it is good for everybody. Shopping and dining locally is so important to the community because it brings a tighter fabric to the community and allows the Business Owners to thrive in the community. We see more Small Businesses going away. We need to shop locally to keep the Small Business alive in San Francisco. Shop and dine in the 49 is a cool initiative. You can see the banners in the streets around town. It is great. Anything that can showcase and legitimize Small Businesses is a wonderful thing.
