Also, last week the committee granted my request for one week continuance. Just to be sure that we had this up and running before filing the ordinances. Oewd has done amazing work and moved to add 1 million to replenish the Small Business grant fund. After the enormous credit on monday evening they went live with the launch of Hardship Emergency Loan Program with 4. 5 million available immediately and 4. 5 million to be added within the month. I am especially grateful that oewd is partnering with Community Bank organizations to get the word out and that district nine as well as mainstream launch and working solutions are participating to get the fundings to the most vulnerable communities. I am so grateful to oewd director and his hardworking staff who made this happen so quickly to help Small Business in crisis across the city. I also want to thank amy from my staff who has been working tirelessly to fight for and on behalf of Small Businesses in the city. Today i asked that these two items be filed. Yes, i can see it now. So today the controller and i will walk through a summary of current Year Spending sorry. Covid19 relating spending by city departments as well as refined numbers from state and federal resources. This is all work in progress at all times. This is the updates since last week. We will also speak to some estimates related to alternative housing and give two funding rereceived to date and walk through the timelines. To begin on city spending for covid to date, departments will spend an estimated 50 to 100 million for core operations related to covid response. Vast majority is anticipated at the department of Public Health related to increased staffing, ppe as well as transportation needed for individuals. To date the departments have gotten money out the door of 15 million, and this includes 10 million for staffing. We have spent, i think there is some accounting here checks out the door for 2 million. Department of Public Health has funding in the cue and pays to spend 10s of millions related to ppe and testing and safety equipment. We have announced the Grant Program which is reallocation of current year funding. Of course, there is a couple Million Dollars for the it needs and additional supplies for our vulnerable populations. We are working and the Controllers Office is leading the reimburse meant to the extent possible for these costs to fema recovery to help us offset those costs. Ben will walk through the next couple of slides. Sure. Good morning. We are working to get our arms around the costs related to the event. We are working with the departments to forecast the number of different expenses. Those include medical staffing by facilities, temporary housing, including hotels there be a significant cost. Inspection and Contact Tracing programs throughout the city. Food service expansion, Emergency Responders support programs including child care and others. Then inspection and hygiene services. We are working on this daily as we speak. A lot of these costs will depend on the ultimate ark of the Health Emergency in San Francisco. We will update you and include full estimated costs in the april projection update from our up the mayors budget office. I know there were specific questions related to costs related to hotels. We did pull together some information related to costs and forecasts of expenses working with eoc in the last several days. The city currently has approximately 2000, 1977 hotel units currently under contract or that the city expects to be in contract within the next couple of days. Our preliminary estimate of the costs for the units for a 90 day period comes to about 35 million. That including the cost of the hotel lease itself, what security, janitorial and other support services at those facilities. Our expectation is that fema will reimburse us for a significant portion of that cost. In particular, fema guidance at this point, which is evolving almost daybyday at this point, is that fema will reimburse for either congregate or nonkong agree gat housinnoncongregate hl reimburse for housing costs related to certain at risk individuals. They are defining for fema purposes over 65 and with certain medical conditions. The ultimate reimburse mat from fema will depend how we filthies units with who and whether or not those individuals are eligible for reimbursement under the fema program. Our current estimate that we expect about 20 million potentially of the 35 million will be fema reimbursesible. I think the two categories here at least under current fema guidance are not reimbursable. First is for any First Responder housing that the local government sets up unless those First Responders are covid positive or exposed. Second broader housing programs that reach to the homeless or other congregate housing not in that Vulnerable Group are not currently reimbursable under currentfina guidance. That explains the difference. The estimate of the balance for the units under contract or will this week comes to 15 million. We would expect that cal will reimburse us for some portion of the fema eligible piece and some sources that we are tracking in the federal stimulus bill we hope to further reduce that. Broader planning goals, Shelter Branch is working on at the moment is to get up to 7,000 units. Well beyond what the city has been able to get contracted to date. Using estimate of cost from 2000 under contract, we would estimate the total three month cost of the larger universe is about 105 million, with about potentially 55 million of that claimable against fema, 50 million yet unsolved. One caveat on the numbers above is these dont yet currently include on site Health Services required at some of these units, depending on population served in different ones. We are estimating those costs but dont have them at this point. The other thing that is not on the page, of course, are other shelter expansion costs in congregate settings as opposed to housing. I will pause for questions. Supervisor ronen. Thank you so much, mr. Controller. How much is the shelter expansion costing . Good question. I dont know that i have that number at my fingertips but i can certainly follow up immediately after the meeting with more information on that. That would be great. Then the only shelter expansion, the administrations plan changes several times each day so it is hard to follow. My understanding right now is moscone west is the only shelter expansion. They mixed the plans for the other two at the tennis club and the palace of fine arts, correct . I am not certain of the status of the tennis club or palace of fine arts. I will get back to you on that. I think you are correct. Other than the fact there is some expansion of hours and services at the existing shelter system in the city. In terms of new shelter beds, the west is the significant one at this point. The major expense thus far is for moscone west . I believe so. I think the state has provided a certain number of trailers at a lesser expense. We can certainly pull together a summary for you of the shelterrelated costs. That would be great. I would appreciate that. Will fema be for 60 or 65 and older . I believe the current fema guidance is 65 and older, which differs somewhat from the citys guidance of 60 and older as the vulnerable population. What are the other categories people that fema will reimburse anyone with out a home that is covid19 positive . Covid positive or exposed. Then i believe those are the two primary categories above and beyond those that dont have the ability to selfquarantine and are over 65 with these health conditions. This is possibly not in your area of knowledge. If someone is sleeping in a congresacongregate area with soe positive would that be someone exposed . I will get back to you on that one. Thank you, ben. There is a pot of money from hud that we did not use. I believe it is in, you know, the tens of millions if not more. Could we repurpose that for the hotel rooms . Understanding all of these different Revenue Streams flowing down from the state and the feds is part of the puzzle we are putting together at the moment. There is an expansion of money through hud. The state itself has allocated funds for shelter and hotel use. We will receive a portion of those funds. There is changes and additional allocations ms. Kirkpatrick will speak to regarding cvg and other funds. We are working to see what those look like and how to maximize the use of dollars for the local response efforts, which includes both public house and what we are talking about. As we alluded to, there will be other moneys available to close some of the gaps you see on this chart. Looking back at my notes. I guess there was a 5 million amount of money from hud that we cant spend now and that hud has issued a mega waiver that we can apply for to then use those funds for this purpose. I guess it is not in 10s of millions. I think it is around 5 million that you could look into reusing that money for this purpose, that would be great. Will do. Ms. Kirkpatrick might have an update later on some of the questions you are asking related to other Revenue Streams. My last question is that i am trying to find we are paying 197 perennities for each hotel room if you divide 1977 by 35 million for 90 days. That is the figure i got, is that right . Let me do that same math. Yes, i get a comparable number. That is not only for the room but also for security, cleaning and other services other than the Health Services provided on site. The reason i bring this up is because, as you know, supervisor preston and haney hav secured hl rooms together with shelter providers and donations they fund raised. Their overall rate is coming to about half of that. The shelter providers that they have emptied are providing the same services that they did to people when they were in the congregate setting so their contract remains the same to provide food and oversight and they have got that number cut in half. I am just wondering if we are doing all we can t to get the bg for our buck here. I have not reviewed the alternated model and i will be more than happy to. I think there would be i see that sidebyside comparison. I would be happy to do so. I do think 197 is really high. I would love to see the breakdown of what we are actually paying to the hotels and for food and staffing, if that is possible if you could get that to me. We can pull that together for you. This is the very forecasting work that we are doing. Getting to a more grand level. As we have more information i will provide it to you and other members of the board. It would be really helpful. I think especially supervisors preston and haney could sit down and show the city how to cut the number in half. That would be great if we could do that. Thank you so much. Supervisor mandelman. Thank you, chair fewer. I have a simple question. You have chosen to use a three month period as the basis for the calculations. I know you have got to start somewhere. I am wondering if there is any basis for picking that three months other than you have got to start somewhere. It could be shorter or longer, right . You are right. We are using this for a model. Two months felt too short. Longer than three months was too speculative. You are right, it is very uncertain. Thank you. Anyone else, comments or questions from colleagues at all . We will move to the next slide, if that is helpful. I promised a short update when we make presentations on philanthropy. As the committee know, the gift was modified by the mayors Emergency Declaration under that fund established to accept the citys response. Emergency donations are accepted by my office and programmed expenditured are recommended by the eoc and then those expenditures are required to be approved by me, the city administrator and the Emergency Management director. Our status on funds raised through april 5th, which is the last report i have from a couple days ago indicates we received 2. 4 million in philanthropic gives there is another 6 million pledged that we expect to received in the coming weeks. No payouts have happened as of april 5th. The committee has approved two allocations for the week ahead of that received money. 1. 3 million for the Small BusinessRelief Program supervisor ronen spoke to earlier and 1 million for food secured. There are two accounts used for this. Funds received into the city fund itself and additionally to encourage gifts from organizations that have bylaws or other restrictions that only permit them to make charitable contributions to 501 c3s with the Sf Foundation and those are included in the totals here. That my short update on philanthropy. With that i can hand it back to ms. Kirkpatrick to talk through other federal and state revenues we are tracking. Any comments or questions for our controller . Seeing none, lets move on to ms. Kirkpatrick. Thank you. As we have been discussing, we believe that many of the costs we are incurring and we work to capture as many as we can will be reimbursesible through fema through the cares act 2. 2 trillions. 45 billion of fema funding across the country is allocated. We will try to capture as much of that as possible and also work with state partners. Also, as part of the cares act there was a Coronavirus Relief fund of 1. 5 billion across the country that we estimate in San Francisco will receive 150 million. The controller and i have walked through earlier, we have significant costs already outlined for various staffings operations dph and ppe and testing depending on the patchwork of costs related to alternative housing. Parameters around this funding are that it has to be for necessary expenditures incurred due to the Public Health of covid19 budget costs unpresident l accounted for and unaccounted for. We are working to better understand the rule making and parameters around this. It is our understanding it is not a an apply for allocation this. Is our best estimate. It doesnt at this time the rule making does not include lost revenue or backfill of lost revenue to city. We are exploring if that would be a possible use given the projected shortfalls we released last week of 1. 1 to 1. 7 billion between the current year and upcoming two budget years. Additional allocations we have better our arms wrapped around from last week i want to highlight. The m. T. A. Estimates they will receive 300 million to 400 million from the cares act. That may be used to cover operating expenses making up revenue shortfalls and ppe and administrative leave costs due to Personnel Service reductions. Airport estimates they will receive at least 200 million from the faa to cover operating expenses and make up for revenue shortfalls as well. We are tracking allocations as supervisor ronen noted for various hud programs. Cdbg homeless assistance grants which look to have eligible uses related to housing. As the controller noted we are working to figure out a variety of sources with the costs we have and this will definitely play apart for these housing needs. Also, we are working with partners. It looks to be funding for Law Enforcement agencies to cover expenses related to covid and we are on the allocation for that, for the aging and Disability Services and trying to figure out the San Francisco allocation for Meal Services and trying to understand support for healthcare system. State emergency funds that has been made available, the governor allocated 150 million for homelessness specific and alternative housing costs. We now know that of is 100 million allocated for homelessness emergency spending, that our flexible dollars to address the homelessness needs we will get a 6 million allocation for that. The governor has included a 50 million statewide funding pot for hotels and alternative housing. It is our understanding they will take in all needs across the state and moneys expended and figure out an allocation plan from there. There is no formula like with the emergency homeless funding which was based on the point in time count and various allocation cost models. 50 million is something that we have to work with the state to figure out how much we would be eligible for across in San Francisco. Finally, looking forward eye eye are working on updates. The controller is working on refining the revenue projections from the updates we provided last week on the range of projected revenue shortfalls as it related to covid in the city. We will continue, i gave you a brief update on federal and state revenues. We will work to provide updates and incorporate those into the april Financial Reporting updates. Of course, the Controllers Office will continue to monitor through the nine month report underlying Department Revenue and expense trends to give a picture of where our financial positioning is better narrowed in on in the coming weeks. My office is working on a current year rebalancing plan to bring the current year short fals between 180 to 280 million into alignment. We will bring those rebalancing plans, i believe, in early may, late april for your consideration. In order to help us develop that current year rebalancing plan we issued instructions which i walked through last week only allowing hiring positions for essential work related to health response, freezing and evaluating new programs which funding has not gone out the door yet. We will pull together a plan to balance those expenditure reductions and potential use every serves to try to balance the current year with an eye to offset together for the significant shortfalls we anticipate for the upcoming budget year as well. As always, this will be a work in progress. We will keep you updated as we move along. Supervisor mandelman. That was left over from the last. No problem. Any comments or questions for the controller or mayors budget director . President yee. In regards to the rebalancing plan you are talking about. I know that a lot of it will be a guesstimate, and are you anticipating that probably a few months after the fiscal year will you do a rebalance of the rebalance once you find out what funding is coming in . Everything is up in the air right now. As you saw, that is a great question, it is a range as well. We will work to come up with contingency planning. My goal would be to do the exercise once and provide enough choices, but i will say we are in an every involving land scape we will keep you evolved should we have to rebalance should something deviate from the anticipated shortfall. Thank you. Supervisor ronen. Thank you. Have you been able to calculate cost savings from the reduction of work that the city is doing during this process . I know there is so much to get to. I wonder if there is any information related to that . The city has made a commitment to maintain city employment for City Employees through may 3rd. We made the same commitment to our nonprofit providers. Those costs are the same, perhaps there might be something due to slower hiring. That is what my team will work on over the next couple works to capture some type of savings related to that for the rebalancing plan. That makes sense. Thank you so much for doing that. What about we had talked about this at one earlier hearing . What about the Capital Projects . Any updates about potential cost savings of Capital Projects we had planned on completing this year but were not longer going to do so . Any updated information about that . No new updated information. My team is issuing instructions to departments this week to have them provide us with a variety of projects and the implications of canceling or pausing those. That is part of the rebalancing plan that we will bring you in the next three weeks. I just had a couple more questions about the 2sf fund. I am not sure if that is for you. I am wondering if we could get some information. Whatever you can share about who is giving with the donations. I know that i have been asking members of the public who want to help to give to this fund. I am sure they are giving, you know, in the smaller range, but given how many billionaires we have living in the city, i am curious who is it that is giving and at what level . I dont have that information with me, supervisor ronen. It is in discussions with the citys attorneys office. Let me add this to the list of things to get back to you with. We can talk about it in future weeks. [please stand by]. Supervisor walton again, these are folks who are not qualifying for other state benefits. As you know, we had these pieces of legislation were cosponsored by supervisors peskin, supervisor haney, supervisor mar, supervisor safai, and supervisor preston, and i just wanted to thank them for understanding that this is a commitment that we have to make here as a city as we have populations that are being left out during this major health crisis. I also want to thank major rosenfeld making sure that there were funds in the general reserve because it is important in fighting for this lem legislation to be passed so 500 families a month would have 500 a month for food, necessities, and basic needs. I had a conversation with the mayor this morning, and she has committed 6 million to make sure that we have the resources to implement the components of whats proposed in this legislation, and shes also committed to making sure that we get to the 10 million, so i am going to move to continue all three items as we finalize the details and the plan and working with the mayor, knowing that we already have 6 million committed to fund the resources for the population. Im excited to know we will be able to get the resources out the door quicker, not having to do this legislatively and working with the executive branch. I do have some amendments that are not substantive for both ordinances, but i know that some other people may want to speak, so at this point, i will wait to propose these amendments. File 200339 and 200340 establish the covid emergency family relief fund, this would be a category 8 fund, which means the fund would be disbursed without an appropriation approval by the board of supervisors. And then file 200341 appropriates 10 million from the general reserve. Three, because this is a new program and new spending, we considered this a policy matter for the board, but we do have two recommendations from the board to clarify the ordinances the in the in the first, the way the propose is written, we recommend the ordinance be clarified it states that the controller can move money into the fund once the fund is formally established. And the other recommended is an amendment to all three ordinances related to disbursement of the funds. Otherwise, id consider it approved as amended to be a policy matter. First, i just wanted to thank supervisor walton for his incredible leadership to look out for undocumented members of our community but has been left out of the federal relief package. You know, i always feel so grateful to live in a city that, you know, the theme of covid19, were all in this together. And whether you were born in this country or born outside of this country, youre a human being who deserves to survive and live with dignity, and i just very, very much appreciate supervisor walton for his perfect, incredible work here, and his staff, tracey brown. I also, you know, want to thank the mayor for creating this fund immediately so that it does not need to be delayed. Thats fabulous news. Thank you for standing up for immigrants, mayor breed. I did learn this morning, which was very surprising to me, from supervisor walton, that there was an effort to combine an effort that im working on last minute with this effort. Nobody it talked to me about it, so it took me by surprise. I just want to make clear to this committee and to the city, mayor breed, joaquin torres, office of workforce development, that groups had approached me many weeks ago that undocumented workers, many of which are individuals who do not live with their families here. Many have been separated from their families because of poverty and the need to migrate to survive, and they said just like families were left out of the relief package, that workers have been left out of Unemployment Insurance at the federal level and at the state level. So as of friday, i had a conversation with the director of oewd, joaquin torres. This was after my Office Hosted a phone conversation between mr. Torres and Worker Rights works, which includes jobs with justice, the colectiva mujeres, the chinese progressive association, the asian law caucus, and countless other groups. I cant even remember all. It was a conversation bilingual conversation with many workers. The result that we worked at the end of that phone call was that oewd was going to come back with a proposal with an amount of money that they used from the Philanthropic Community for the undocumented workers who dont qualify for Unemployment Insurance. I spoke to mr. Torres as late as monday, and he told me i would get that proposal, and ive been waiting for it ever since. The news was that low wage workers were going to be able to weighin on that proposal, and we would be able to solidify that legislation. Then, this morning, i woke up to emails from supervisor walton and his staff, tracey brown, saying that the mayor and others were trying to amend his proposal to include my proposal. Again, i dont have a proposal. Im waiting to get the proposal that oewd comes to us with. So i would ask joaquin torres, the director of oewd to please talk directly to me if the plan has changed. The immigrant and workers rights group that im working with are not dropping it. I havent heard from oewd, and well take it up at the board of supervisors if thats necessary. Im not trying to raise the 10 million fund. Im a cosponsor of that fund, and i believe that immigrant families need and deserve this money, and i will work with immigrant workers to create an Additional Program which will be similar to Unemployment Insurance for undocumented workers. How these two funds work together, if at all, we can talk about, and we can figure that out together, but i would just ask everyone to speak to me directly if working on a proposal that im meeting the effort on. We will, of course, be doing everything we can to try to get philanthropy, trying to get private sector to participate and support, but the reality of it is, in some cases, were going to have to provide our own safety nets as a city, and im just excited to have people who know and understand that and are willing to fight for our communities. We need to balance that with caution so we are not exasperrating that deficit and adding to the concern of organized labor. For the last few days, my office has been working with the Mayors Office to identify another potential source of funds, and im glad that the mayor is in discussion with supervisor waltons office. And i want to be very clear that i dont have any amendments today, and i dont know where this came from, as the mayor has been in Constant Contact with supervisor waltons office. But weve heard that my office has some amendments. I am not personally involved in the design of these programs, and i am not a cosponsor. My staff has been involved in many of these discussions so we can identify a funding support and bring it to a full vote before the board of supervisors. Buying your first home is a big deal. For many of us, its the single largest asset that well own. Thats why its really important to plan ahead for property taxes so that there are no surprises. A typical question new homeowners ask is what is a supplemental tax. So understand supplemental tax, we need to start with proposition 13. Under californias prop 13 law, the value we use to calculate your property tax is limited to a 2 growth peryear, but when ownership changes, prop 13 requires that we set a properties assessed value to market value. The difference in value between the previous owners value and the new value is the supplemental assessment. How does the supplemental assessment translate to the tax you need to pay . Supplemental tax is calculated by applying the tax rate to the value and then prorating it for the amount of time that you owned it in that tax year. In generale, the tax rate is roughly 1 . Lets walkthrough an example together. Here dan is the original owner of a home with a prop 13 protected value of 400,000. With a tax rate of 1 , he pays 4,000. Dan sells his home to jennie at a market rate of 700,000. In this case, jennies home will be reassessed to 700,000, and jennie is responsible for paying property taxes at that level from the time she first owns it. Many times, people might have already paid their property taxes in full by the time they sell their home. In that case, dan has paid 4,000 in taxes already for the full year. Jennie would likely payback dan through escrow for her share of the 4,000, depending on the proportion of the tax year she owns the home. However, shes also responsible for paying taxes at the higher market value from when she begins to own the home. How does that work . Lets say jennie owns the property for nine months of the first tax year, which is approximately 75 of the year. During the escrow process, shed pay dan back 75 of the 4,000 he already paid, which is 3,000. On top of that, she would owe taxes at the higher rate for the proportion of the year she owned the house. In this case, she owes the amount not already billed through dan or 700,000 minus 400,000, multiplied by a tax rate of 1 , and multiplied again by 75 to reflect the time she owned the home in that tax year. Here, jennies supplemental tax is roughly 2,250. Going forward, jennie will be billed at her new reset prop 13 value. Are you still with us . If this isnt complicated enough, some new owners might receive two supplemental tax bills, and this has to do with the date that you transfer property. But before we get to that, you first need to understand two concepts. First, what is a fiscal year . In california, local government runs on a fiscal year. Unlike the calendar year, where the year begins on january 1, a fiscal year begins in the middle of the year, on july 1. Property tax follows the fiscal year cycle. Second, state law requires property be valued as of january 1 every year, in other words, new years day. The value as of january 1 is used to calculate property taxes for the upcoming fiscal year. This means Property Value as of january 1, 2018 will be usedtor fiscal year 18 used for fiscal year 1819 covering july 2018 through june 2019. Similarly, the value of january 1, 2019 will be used for the fiscal year covering july 2019 through june 2020. Now back to whether you should expect to receive one or two supplemental tax bills. The rule of thumb is that if the property transfers happens in the first half of the fiscal year, in other words between july and december, then you should expect only one supplemental tax fill. If the transfer happens in the second half of the fiscal year or between january and june, you should expect two supplemental tax bills. Heres the reason why. Using dan and jennies example again, dans 400,000 value as of january 1 is used to set the tax bill for the following fiscal year beginning july through june of the next year. Jennie buys the property from dan in october. The taxable value is reset to 700,000 as of october, but the bill issued still reflects dans lower value. In this case, jennie would expect to receive one supplemental or catchup bill to capture the difference between her assessed value and begans fr begans dans from october through june. Because of january 1 we already know of the sale, we would have used the following year to set jennies property taxes and no other supplemental bill should be received. However, if dan sells the property to jennie in march, instead, jennie should expect two supplemental bills. Like before, jennie would receive one supplemental bill to cover the time in which she owned the home in the current tax year from march to june. But because as of the next january used to set the tax base for the following tax year, dan still owned the home, the following years entire bill still reflects the values not updated for jennie. In this instance, jennie receives a second supplemental for the following year covering july through june. After the supplemental tax bills, new owners should receive only one regular tax bill peryear going forward. Remember our office values the properties, but billing and collections are handled by another Organization Called the treasurer and tax collectors office. The difference that it made for me is i had a job, but there were other people who didnt have a job, who, unfortunately, needed money. And they were shown to commit illegal acts to get money. Opportunities for all is a program that mayor breed launched in october of 2018. It really was a vision of mayor breed to get to all of the young people in San Francisco, but with an intention to focus on young people that have typically not being able to access opportunities such as internships or workbased learning opportunities. Money should never be a barrier to your ability to succeed in life and that is what this program is about. Theres always these conversations about young people not being prepared and not having experience for work and if they dont get an opportunity to work, then they cannot gain the experience that they need. This is really about investing in the future talent pool and getting them the experience that they need. It is good for everyone because down the road we will need future mechanics, future pilots, future bankers, future whatever they may be in any industry. This is the pipe on we need to work with. We need to start developing talent, getting people excited about careers, opening up those pathways and frankly giving opportunities out there that would normally not be presented. [ ] the way that it is organized is there are different points of entry and different ways of engagement for the young person and potential employers. Young people can work in cohorts or in groups and thats really for people that have maybe never had job experience or who are still trying to figure out what they want to do and they can explore. And in the same way, it is open for employers to say, you know what, i dont think we are ready to host an intern yearround are all summer, but that they can open up their doors and do site visits or tours or panels or conversations. And then it runs all the way up to the opportunity for young people to have longterm employment, and work on a project and be part of the employee base. Something new, to get new experience and meet people and then you are getting paid for it you are getting paid for doing that. It is really cool. I starting next week, i will be a freshman. [cheers and applause] two of the things i appreciate about this program was the amazing mentorship in the job experience that i had. I am grateful for this opportunity. Thank you. Something i learned at airbnb is how to network and how important it is to network because it is not only what you know, but also who you know to get far in life. During this program, i learned basic coding languages, had a had to identify the main components and how to network on a corporate level. It is also helping me accumulate my skills all be going towards my College Tuition where i will pursue a major in computer science. For myself, being that i am an actual residential realtor, it was great. If anybody wants to buy a house, let me know. Whenever. [applause] it is good. I got you. It was really cool to see the commercial side and think about the process of developing property and Different Things that i can explore. Opportunities for all was a great opportunity for all. We were aiming to have 1,000 young people register and we had over 2,000 people register and we were able to place about between 50 and did. We are still getting the final numbers of that. Over several weeks, we were able to have students participate in Investment Banking they were able to work with our team, or technology team, our engineering 20 we also gave them lessons around the industry, around financial literacy. There are 32,000 young people ages 16 and 24 living in San Francisco. And imagine if we can create an opera skin it just opportunity for all program for every young person that lives in public housing, affordable housing, low income communities. It is all up to you to make that happen. We have had really great response from employers and they have been talking about it with other employers, so we have had a lot of interest for next year to have people sign on. We are starting to figure out how to stay connected to those young people and to get prepared to make sure we can get all 2400 or so that registered. We want to give them placement and what it looks like if they get more. Lets be honest, there is always a shortage of good talent in any industry, and so this is a real great career path. For potential sponsors who might be interested in supporting opportunities for all , there is an opportunity to make a difference in our city. This is a really thriving, booming economy, but not for everyone. This is a way to make sure that everyone gets to benefit from the great place that San Francisco is and that we are building pathways for folks to be able to stay here and that they feel like they will belong. [ ] [ ] right before the game starts, if im still on the field, i look around, and i just take a deep breath because it is so exciting and magical, not knowing what the season holds holds is very, very exciting. It was fastpaced, stressful, but the good kind of stressful, high energy. There was a crowd to entertain, it was overwhelming in a good way, and i really, really enjoyed it. I continued working for the grizzlies for the 20122013 season, and out of happenstance, the same job opened up for the San Francisco giants. I applied, not knowing if i would get it, but i would kick myself if i didnt apply. I was so nervous, i never lived anywhere outside of fridays know, andfridays fresno, and i got an interview. And then, i got a second interview, and i got more nervous because know the thought of leaving fresno and my family and friends was scary, but this opportunity was on the other side. But i had to try, and lo and behold, i got the job, and my first day was january 14, 2014. Every game day was a puzzle, and i have to figure out how to put the pieces together. I have two features that are 30 seconds long or a minute and a 30 feature. Its fun to put that altogetl r together and then lay that out in a way that is entertaining for the fans. A lucky seat there and there, and then, some lucky games that include players. And then ill talk to lucille, can you take the shirt gun to the bleachers. I just organize it from top to bottom, and its just fun for me. Something, we dont know how its going to go, and it can be a huge hit, but youve got to try it. Or if it fails, you just wont do it again. Or you tweak it. When that all pans out, you go oh, we did that. We did that as a team. I have a great team. We all gel well together. It keeps the show going. The fans are here to see the teams, but also to be entertained, and thats our job. I have wonderful female role models that i look up to here at the giants, and theyve been great mentors for me, so i aspire to be like them one day. Renelle is the best. Shes all about women in the workforce, shes always in our corner. [applause] i enjoy how progressive the giants are. We have had the longer running until they secure day. Weve been doing lgbt night longer than most teams. I enjoy that i work for an organization who supports that and is all inclusive. That means a lot to me, and i wouldnt have it any other way. I wasnt sure i was going to get this job, but i went for it, and i got it, and my first season, we won a world series even if we hadnt have won or gone all the way, i still would have learned. Ive grown more in the past four years professionally than i think ive grown in my entire adult life, so its been eye opening and a wonderful learning hi mayor. Good afternoon. My name is dr. Emily, the director of the San Francisco department on the status of women, the only department on the status of women in the nation. Since 1975, San Francisco has been the home of the strongest commission on the status of women in the nation. Its my pleasure to welcome you to the annual womens History Month celebration. This year we celebrate the National Theme of valiant women of the vote. We honor the brave women who fought for suffrage rights for women and those who continue to fight for the Voting Rights of others. Im very pleased to say were joined by many members of the family. If you could hold your applause, well give them a big applause after. Carmen chu, board of supervisors norman yee, catherine stephanie, sandra lee fewer, and fire chief nicholson, and police chief william scott. So lets give them a big round of applause for showing up today. [applause] i also like to recognize Womens Commissioner sophia and julie from the commission on the status of women. [applause] also joining us is president linda calhoun, and lisa of the friends on the commission of the status of women. [applause] and i just want to thank my associate director carol for her exceptional support for todays event. We are also joined by many Women Department heads, raise your hand if youre a Woman Department head. [cheering and applause] , as well as many Women Leaders serving on our commissions and boards. Can we have a wave from our Womens Commission and Board Members. [applause] so we mark 100 years since the passage of the 19th amendment. Its important to remember that as the sixth state to ratify the 19th amendment, california has played a major role in the suffrage movement. Newly uncovered historical sources put together by the neighborhood history project indicates that San Francisco was a site of the first ever suffrage march in 1908. Over 100 years ago, suffrage leaders picketed the white house, went to jail, endured intense personal suffering in order to secure the vote for women. I do want to note, this is my last womens History Month as the department head. I will be leaving my position at the end of the month, after 15 years of service. I had the honor to serve former mayor now governor gavin, the late great mayor ed lee, and the first africanamerican women and the second woman to be elected to be the mayor of San Francisco, the one and only london breed. She has made equity for all, including gender equity a hallmark of her administration. Shes working everyday to achieve a vision of San Francisco that is inclusive, fair, and compassionate, one that stands up and supports all its residents. She has a great team and i want to thank two members of her exceptional staff, senior policy advisor nicole and appoint secretary who helped with todays program. [cheering and applause] finally before i bring the mayor out, i want to thank the hard working staff of the Mayors Office of Neighborhood Services who makes these celebrations so special for the entire city. I dont know if you all heard emily say this is one of her last women History Month events as director of the commission on the status of women and she has done an incredible job leading this department for so many years. They are not just women commissioners from the commission on the status of women, they are women commissioners who serve in various capacities in this city that has joined us here today to celebrate womens History Month in San Francisco. We know that there are still a number of inequalities that still exist for women. In fact, as a woman mayor, i still believe it or not, experience some of those when im even in meetings, even today, dealing with the challenges of the city. Questions that i get asked i know if i was not a woman, i would never get asked. The fact is that we made a tremendous number of gains. I look around and i look at the fact that so many of you serve in so many capacities. Even think of the history of our Police Department and we see now deputy chief and the other leading women who are basically running the Police Department in San Francisco. [cheering and applause] we see members of our board of supervisors, our fire chief, Jeanine Nicholson and so many other incredible leaders who continue to lead this city as the director of departments, commissioners, president of the commissions, and we also know that it shouldnt take 30 years to have the second female mayor of San Francisco. So while we come a long way, we know that there is still a long way to go. As emily has said, we are celebrating the 100th anniversary of the 19th amendment giving the women the right to vote. It is time ladies that we exercise that right to vote. We know there is power when we serve on boards and commissions. We know there is power when we are at the table making the decisions that impact our lives. Just think about it. The fact that we are even discussing in the year 2020 a womans right to choose and we have to get out there and defend that, even in 2020 is absolutely insane. It means the work that we do now is important, more than it has ever been. I mean think about what San Francisco has done. Significant policies that the rest of the country is following, including our paid parental leave which people are still excited and talking about today. [cheering and applause] things that address the challenges of motherhood that people who may not have babies understand what mothers have to do in the workplace to of course make a living and take care of their families. There is still work we need to do. Todays honorees represent San Francisco values at their very best because the work they do highlights the need to do more, to get people to register to vote, to get more people interested in causes and policies that impact women, to help understand how our voices are important. When we come together and we vote, we make magic happen. We make change happen. We make the kinds of policies we know need to be here, even when were no longer here. We dont want 20 years from now the next generation fighting for a womans right to choose. We dont want the next generation fighting for the same policy that should already exist in this city that protect and support women. So todays honorees represent, as i said, incredible women who really have focused on advancing the rights of women, who are spending a lot of their time trying to get women registered to vote, to address what we know, even in San Francisco as we see a lower voter turnout, we know disproportionately that it impacts people of color and women. So getting women registered, getting them to turn out to vote is important and having organizations that are dedicated to that cause is also significantly important. Our first honoree is a local American Woman of color who is a child of immigrants who came to the United States. She worked tirelessly to engage women, register them to vote, and connect them with volunteer and civic opportunities. Have you ever come across people who say what do i do . How do i get involved . Whats the next step . People have no idea what to do. Nadia has been doing this work to help motivate and get women, especially women who have not been actively engaged, engaged. She volunteered a lot of her time during the 2018 midterm elections, traveling and california, speaking with people across the state and educating communities on how to get involved and how to register to vote. She has been working to bring women together and to take action. So please ladies and gentlemen, help welcome nadia roman and shes this years woman im honoring for black History Month. [cheering and applause] thank you so much mayor breed. Thank you for being a pioneer and modeling leadership in every way for girls and women in San Francisco, especially for girls and women of color. Mayor breeds work to cut red tape in city hall, take on the citys housing shortage, and end homelessness in San Francisco ensures that this city can truly be a home for everyone. Thank you for everyone who came out to participate today. Its great to see this balcony be full and see many familiar faces in the crowd as well. Thank you for participating in the celebration of womens History Month. 2020 is such an important year in so many ways and there is a lot to celebrate and look back on, including 100 years since the 19th amendment was added to the u. S. Constitution, finally giving women the right to vote. So securing that right to vote, we heard a little bit about everything that went into that. So the formal Women Suffrage Movement start in 1848, 72 years before that amendment was adopted into the constitution. 30 years after that, in 1878 was actually one of the 1st amendments that was introduced and it failed. Finally in 1920, a 100 years ago, it was adopted. Women and their allies secured the right to vote. So as we look ahead into the rest of 2020, were already in march now. I ask that we all be attuned to the time that were in right now. Mayor breed did a great job of talking about how our Civil Liberties are under attack and thats particularly affecting women and also women of color, specifically. So lets be intentional on how we choose to spend our time this year. Its of critical importance that we Pay Attention and do the work of winning elections for people that share our values. San franciscan values of equity, inclusiveness, and radical acceptance. If the suffrage that worked towards their goal for decades, for 72 years in a formal way across multiple generations of women and men, we can commit to eight months to get us to november 2020, right . Yeah. [applause] so im going to conclude my remarks with and ask of you all. Please push yourselves harder this year. Pay more attention, be more informed, push yourself to whatever your personal commitment to Civic Engagement looks like. That can be calling a friend or a relative tomorrow to remind them to vote in the california primary. That can be canvassing for a candidate that inspires you in a swing district in california or a swing state somewhere in the United States. Lets all commit to being as informed and engaged as possible this year and lets hold on to that beyond november 2020 so we dont find ourselves back in this place ever again. If you ever think about tuning out or turns off this year or in the future, please think of those who worked for decades for the right to vote. Thank you. [cheering and applause] thank you. So, the next honorees for today are a group of incredible, Inspiring Women who decided after the election in 2016 when the other 45 was elected, i dont know about you, but that night i was campaigning for my reelection for supervisor district five and i was Walking Around the neighborhood and i ran into a young woman who basically was in tears and so many people were hurt. I mean i won that election, but i was still devastated by the results of what happened as a result of that election. As a result of that, these incredible women got together and they said you know what . Were going to do something because i dont eastbound even want to talk about what we all know that this president has done, that has not only been offensive to women, but continue to roll back many of the gains we have made. They came together and they really started a movement. The womens march has really been a place that has brought so many women together for inspiring speeches, to connect with other women, and yes there are some men that show up too. Theyre always welcome with open arms, but what i notice about the men that show up, theyre showing up with their daughters. Theyre showing up with their moms. Theyre showing up with their family members in solidarity for what we know we need to call attention to the challenges that women continue to face in this country. Its clear that no matter what political spectrum you are on, there is a sincere need for women to come together for the purpose of talking about the things that matter to us the most. So this has created a platform, the womens march has just really taken on a whole other dimension. Its not only expanded to other cities throughout the country, where they even had a womens march in napa. I was thinking because i love wine, i was going to join them. I was already committed to San Francisco. Theyre not just focused on a womens march, theyre focused on advocacy and support year round, in helping to outreach, to get more women registered, to get more people actively engaged, to make sure theyre turning out. So they are all volunteers spending their time in order to provide a platform for women all over the country. The people here in San Francisco. They do it with a lot of love and lot of complaints from other people. [laughter] but they still try to provide the opportunity for people to be heard and to be recognized, and diverse community, and i know its a lot of work, but you still do it every single year, even though sometimes it may feel like oh, i dont want to do it again this year, its a lot of work. Were with you, we appreciate what youre doing and as long as were here in San Francisco, well be there to sported support the work you continue to do. A group of 10 women came together right after the november 2016 election, not knowing the impact that we would have on each other and our communities. Over 100,000 marched on january 21, 2017, in the pouring rain. Pouring rain, yes. To affirm our commitment to womens rights, human rights, Civil Liberties, and social justice for all. Since then, we have partnered with Numerous Community organizations to continue that work through events, marches, and action to keep our communities civicically engaged. Stressing the importance of voting, getting involved in local and national campaigns, and empowering women to run for office and take on more leadership positions. Commissioners, more commissioners, now regardless of the outcome of the upcoming election, we cannot afford to be idle anymore. We need to show up with our votes for our most marginalized, elect more women, especially women of color, run for office, and take on more leadership roles so that women take 51 of seats in local government in the senate and the house, in boardrooms, and in all rooms where decisions are being made. My name is art the owner and chief at straw combinations of street food and festival food and carnival food i realize that people try to find this you dont want to wait 365 day if you make that brickandmortar it is really about making you feel special and feel like a kid again everything weve done to celebrate that. So nonprofit monday is a program that straw runs to make sure that no matter is going on with our business giving back is treated just the is that you as paying any other bill in addition to the money we impose their cause to the greater bayview it is a great way for straw to sort of build communicated and to introduce people who might not normally get to be exposed to one nonprofit or another and i know that they do a different nonprofit every most of the year. People are mroent surprised the restaurant it giving back i see some people from the nonprofit why been part of nonprofit monday sort of give back to the program as well answer. Inform people that be regular aprons at straw they get imposed to 10 or 12 nonprofits. I love nonprofits great for a local restaurant to give back to community thats so wonderful i wish more restrictive places did that that is really cool. It is a 6 of nonprofit that is supporting adults with autism and down syndrome we i do not involved one the wonderful members reached out to straw and saw a headline about, about their nonprofit mondays and she applied for a grant back in january of 2016 and we were notified late in the spring we would be the recipient of straw if you have any questions, well be happy to answer thems in the month of genuine we were able to organize with straw for the monday and at the end of the month we were the recipient of 10 percent of precedes on mondays the contribution from nonprofit monday from stray went into our post group if you have any questions, well be happy to answer theming fund with our arts coaching for chinese and classes and we have a really great vibrate arts program. We we say thank you to the customers like always but say 0 one more thing just so you know youve made a donation to x nonprofit which does why i think that is a very special thing. It is good to know the owner takes responsibility to know your money is going to good cause also. It is really nice to have a restaurant that is very Community Focused they do it all month long for nonprofits not just one day all four mondays. We have a wall of thank you letters in the office it seems like you know we were able to gas up the 10 passenger minivan we were innovate expected to do. When those people working at the nonprofits their predictive and thank what straw is giving that in and of itself it making an impact with the nonprofit through the consumers that are coming here is just as important it is important for the grill cheese kitchen the more restrictive i learn about what is going on in the community more restrictive people are doing this stuff with 4 thousand restaurant in San Francisco were doing an average of 6,000 a year in donations and multiply that by one thousand thats a lot to ok. I know that there needs to be more coordination around Food Security and housing. We have been in Constant Contact with those designated to see how we can be more responsive and to leverage our Community Resources so we can better serve our residents. Today, the city launched a data tracker for the public so we can better gage how we are doing around cases testing and acquisition of alternative housing sites. This should be available on the Sf Department of publichealth website. The department of Emergency Management will be providing standing briefings with the supervisors so that we can get direct updates moving forward. This is something that we started a while back but we it away with it because of concerns with the brown act but we, have since then answered that question so we can do this. This will start happening throwe times a week starting tomorrow and you should be getting an email from madam clerk to give you the information you need to get on that line. I really urge this to be on there or have it staffed to listen in as this is important work that is changing everything. You want to get the latest. This week, we were able to launch an automated Driver System in district 7 so that volunteers from the homes can check on elderly neighbors through the technology. Its an emergency ordinance to temporarily require private employers with 500 or more employees to provide publicHealth Emergency leave during the publicHealth Emergency related to covid19. And mr. President , pursuant to charter section 2. 170 the vote threshold would be eight votes. Supervisor yee supervisor mar would you like to speak . Yes, thank you, president. San francisco was ahead of the curve in sheltering in place and im grateful for the early leadership of our Health Officer and taking action that is saving lives. To keep flattening the curve, we must continue to shelter in place. So while we take shelter, we must also take care. We as Public Officials need to take care to help reach our security guards on furlough and take care of parents trying to work a fulltime job from home and also being full time care takers. We node to take care of seniors and People Living with diabetes and people that are h. I. V. Positive or immuno compromised and im asking we take action to help people stay physically and economically healthy. If we adopt this leave, over 200 san franciscans will access two more weeks of paid leave to take care of themselves and their families as soon as its signed into law. Hundreds of thousands of people who will have more Economic Security when they most need it. Our current economic crisis is something weve long known. Economic justice and publichealth are we are only as healthy as our neighbor, our Grocery Store clerk, our front line essential workers and if they cant afford to stay home when they need to, were all worse off. Under this law, if you work in San Francisco, for a large private employer, any company who nonprofit with more than 500 employees you are eligible. Even if you are the only employee in San Francisco, even if you started working a month before shelter in place, even if you are a temporary worker or furloughed, with publicHealth Emergency leave if you are sick or cant work or need to take care of your kids, or you are over 60 or have a compromised immune system you can take paid leave. I want to clarify the process. I know this ordinance has moved quickly. Why apologize for that because we cant afford to wait to act and we have worked with dozens of stakeholders from unions to businesses to make this as strong as possible. This ordinance will go into effect if passed today and signed by the mayor. Theres also a duplicated version of this ordinance we will be voting on next week. That will additionally expand paid leave for Healthcare Providers whose employers cannot have the current version of this ordinance. We made that substitute amendment to a duplicated file because we didnt want to wait to slow down this benefit for the 200,000 workers who covered by the ordinance before us today. I would like to thank my co sponsors supervisors haney, ronen and mandelman and our drafting attorney who worked latenight, Early Morning to bring this before us. I want to thank the coalition we worked with in writing this legislation including job a justice with San Francisco and the Labor Council and United Service workers and legal aid at work and San Francisco chamber of commerce. Colleagues, today i want to provide an update on our efforts to protect tenants after the current public healing crisis and let you all know about legislation that i planned to introduce. Since the mayors declaration of a state of emergency in february, my office in conjunction with many of my colleagues worked quickly to bring evictions effective low to a halt in San Francisco in that initial effort, weve been successful stopping evictions for nonpayment of rent and most elective evictions having the San Francisco spirit courts suspend eviction proceedings and getting the Sheriffs Office to agree to pause serving writs ex this swift action has put in police a stopgap on displacement during this very uncertain time and i want to thank everyone for coming together on those protections. We all know there remains a palpable anxiety among tenants particularly low income and communities of color. My Office Hosted a virtual roundtable last week on tenant protections with more than 80 attends and one of the most common questions and im sure many of of my colleagues are getting the same questions, were is what happens after the state of emergency. For those that are losing income through no fault of their own, how will they make up a months rent of after a moratorium has end and what is to stop a wave of displacement down the road. This is the question my office has been working on with tenant advocates and the City Attorney office with recent days and weeks and im announcing next weeks Board Meeting will be introducing the strongest protections for tenants to deep folks if their homes, not just during this crisis but beyond and to prevent tenants from being penalized for an ability to pay rent during this time. This will include longterm eviction protection and protections against late fees. I want to thank my colleagues, supervisor haney and ronen for spearheading efforts to call on state to implement rent and mortgage payment moratorium, a resolution i was proud to cosponsor which was passed unanimously by this board last week. I believe it will take a coordinated effort at all levels of government to ensure that no one is left behind. We must do everything within our power to ensure that this publichealth crisis does not add yet another dimension to our housing and displacement crisis. While we work on the rental burdens and obligations i want to acknowledge we are, as is the case in many as respects of this crisis, in our uncharted territory, we want to extend a thank you to monu for his work from the City Attorneys office for his work on this effort and look forward to saying the details of our legislation with you next week. I also wanted to announce that i will be co authoring, along with many of my colleagues, emergency legislation today addressing the issue of acquiring hotel rooms for Homeless Individuals and i believe my colleagues will be speaking in more detail to that during roll call. Yes, colleagues, i want to followup on what supervisor preston just spoke about and together with supervisors haney, peskin, walton and preston, we are introducing emergency ordinance requiring the city to secure 8,250 private hotel rooms by april 26th and anticipated peak of the pandemic to serve as temporary quarantine for people experiencing homelessness, people released from local hospitals with covid19 exposure or infection and frontline workers responding to this publicHealth Emergency. While san franciscans have been ordered to shelter in place its 3,000 people in shelters, 5,000 unsheltered individuals and 19,000 People Living in f. R. O. S are still unable to selfisolate. This is a much greater risk of contracting the virus. We have stood with leaders to urge the mayor and city departments to temporarily place residents of individuals living on the streets and hotel rooms where they could shelter in place safely. There are more than 30,000 vacant hotel rooms in San Francisco right now and Homeless Service providers have told us that theyre ready and willing to staff up these facilities immediately but instead the city had doubled down on its backward policy of waiting for Homeless Individuals to become infected first before placing them in private hotel rooms. Last week, we reached a new level of urgency when the city confirmed the first covid19 positive case in a homeless shelter in my district. Now there are four other confirmed cases within city shelters. With several other shelter residents showing symptoms. When exposed, Homeless People have a much higher mortality risk do you to preexisting Health Commissions and compromised immune systems. As members of the board we have done everything in our power to move unhoused residents out of shelters and off of the streets into private hotel rooms as quickly as possible. Including securing hotel rooms from the city using privately raised funds and offering every resource to us available as supervisors. Every hour we delay in getting people safely sheltered inside puts more Homeless Peoples lives at risk and endangerers our collective publichealth in the city. We have no more time to waste and we will stop at nothing until every person who is able to selfcare is brought into a safe room where they can properly shelter in place. This emergency ordinance requires that the city procure 8200 hotel rooms and provide recovery units for covid19 patients who do not require hospitalization, quarantine units for First Responders and Front Line Health Workers and private units where unhoused can isolate. Its critical in our effort to prevent further transmission of the virus for unhoused san franciscans and our entire community. Right now, in response to both mayor breed and h. S. A. Director reasoning on why theyre not moving people from the streets into safe hotel rooms, weve heard many things but the most recent excuses we have heard is that unsheltered People Living on the street wont want to go in and wont stay and canting forced to stay in hotel rooms and that it wouldnt be fiscally prude ant tprudent to do so. This shelter in place operation for the city and county of San Francisco one could argue is not fiscally prudent. Our entire economy has come to a standstill but we recognize that saving arrives and the publichealth is more important than money in this instance and we should hold that same belief and that same set of standards for people experiencing homelessness. My colleagues and i went out this weekend and this week to talk to Homeless People sleeping on the streets of our district to ask them, would you go and quarantine a hotel room and would you be able to take care of yourself and i wanted to see if i can share their answers with you in this fiveminute video we made. Hopefully you can see it from my home. We are not going to just be able to take over every hotel room in the city and provide staffing for every hotel room in the city and be able to move people into hotel rooms and force them to stay there. Thats just not going to happen and the reality is people who sadly have drug challenge this is Mental Health issues are not going to take a room and stay there. Balancing that need with of course the fiscal prudence we need. Do you believe that you are able to take care of yourself . And sir if you were put in a hotel could you promise me you would not trash this hotel . I swear, ive never done that to any hotel. I always been very. Do you think are given a hotel room you would be able to take care of yourself . Oh, yes, certainly. Youve been sleeping here mostly by yourself although theres another individual that is about 10 feet from you. If you got a hotel room and the city were to put you in a hotel room, you could take care of yourself . That true . Ive done it. They got this new thing and print. If you had a chance to get a hotel room, especially during this coronavirus thing, would you take it . I would take it in a heartbeat. If you were moving inside would you have any difficulties like managing yourself, figure the how to get food or take care of yourself and all that kind of stuff . You are in a warm place and a place where you can lay your head . You can workout the problems that are up on your self . Most of the problems that are upon yourself, they dont get harder they get easier because now, they think. If people are offered a hotel room, would you stay . I would. It would help me immensely. Dealing with my ailment is hard on me. What illness do you have . Di die a bet i di die bet. Would you be able to take care of yourself . Yes, i take care of myself out here but it would be so much better if i could put it in a fridge and keep it fresh. Thank you, supervisor ronen. I think your point is well made. I will just say right now that its very rare that we get to hear from Homeless People themselves and what you dont see from the video unless you watch the whole five minutes, is the age, race, marital status and the people are literally dying on the streets with illnesses and we have no policy in place to put them in the 30,000 empty hotel rooms. The least we could do is listen to what they have to say for themselves, thats all im asking you. Theres no time limit on introductions, im playing a fiveminute video and i would ask for that maud modicum of ret supervisor yee you are so passionate, go ahead. Thank you, president yee. We are not going to just be able to that right there is inaudible over the next two days. Would you be able to take care of yourself if you were in a hotel room . Yeah, because i take care of other people. Right. So i mean, the thing s. I want a hotel for basically two reasons. Number one, a bathroom where i can take a shower, and inaudible . How long have you been sleeping on the streets . Five years. About five years . And if you were offered a hotel room would you move into the hotel room . Yes, right away. Right away. And would you stay there to make sure and would you be able to take care of yourselves if you had a hotel room . Yes. How long have you been unhoused . Well, years over 10 years. All in San Francisco . Yes. And would you rather be living here on the streets or right now or in a hotel room . In a hotel . Yes. Would you be able to take care of yourself in a hotel room. Yes. We have a room for you, you would be able to take care of yourself and take shelter in place . Would you rather be here on the streets or would you rather be in a hotel isolated . To stay safe from the virus . Why would you rather be in a hotel than out here on the streets . Its safer . Theres been dangers out here or the Health Issues . Thank you, president yee. We have talked to our residents in every single district on the eastside of the city. And in the pouring rain, while theyre taking their insulin and doing their best to survive on the streets, they all begged for a hotel room. They said they would go immediately, they said they could take care of themselves and not only that they offered to take care of others. Why, why has it taken five weeks to get people inside of 30,000 empty hotel rooms. Its so deeply wrong and we must fix it and we must fix it now. Thank you. Thank you, supervisor ronen. Colleagues im introducing a resolution urging california governor to use his executive authority to expedite the procurement production and disbursement of p. P. E. Or personal protective equipment and ventilators, which are essential gear and equipment in our on going fight against the coronavirus.
