Ive started preliminary discussions as to what it would cost should we decide to lease the tenth floor for the remainder of our lease here in this building, which runs through 2024, and that would be a way for us to have the space that we need as we go forward into the next two budget years. And so that is a 630,000 allocation. Thats just an estimate from the building as to what they would charge us to rent that space. That rate is based on what they most recently negotiated with the city with the law library, and it is higher than what were sitting at today. But the rules say they would have the same term of the lease. Were paying 44 a square foot for the space we have in this building, but that was a lease we entered into back in 2014. This represents roughly 60 a square foot for the Additional Space on the 10th floor. And with that, i would be happy to answer any questions. Questions . Comments . I have a couple comment questions okay. I take it that finance committee went through all this stuff already and voted with or without any changes . Right, with no, there was no there was no finance committee. No. Okay. You guys didnt talk about it. No. Theres been no theres been no operations over we dont have a finance committee anymore. Well, whatever the name of the committee is, not meant to have this. I mean, this is being okay. If you didnt meet, you didnt meet. First observation, the plan increase in the deferred compensation program, basically, by hiring another person, thats great. It was done without increasing fees. Theres an important things, since the members do Pay Attention to the fees that they are paying. Secondly, you made the statement about its the 9 million reduction in fees in the investment division. The way the budget works, and how the cash flow works, that number may be true, but our overall fees are not really going down. Budgeted fees are. But only because we have to do other fee reporting, and how weve decided to hire managers with higher fees and other performances, how thats done, the way they are structured, it doesnt show up as a cash flow from us, but in fact it affects our net performance. I just want to get what you said not to be misinterpreted. And certainly, we did not reduce the Investment Management fees to go forward. I think its great to say, you know, this represents overall, you know, over a 6 reduction in approved budget from last year, but weve always left probably 20 to 25 million in Investment Management fees in the trust as unexpended probably on an ongoing basis, but we have to budget for it in the event that assets grow or we change manager. But people who say the fees, hey, they went up, not down, when we thought they would go down. We report out every year in our annual report what our actual investment expenses were, meaning expenditures versus budget. We dont show that necessarily in the annual report, but we report, like you say, did the fees that we paid for Investment Management go up from year to year . That is part of the annual report that will be coming to you, i believe, next month, so you can see that on the only financial statement. Well, then how do we report fees in a commingled fund where theyre not taken off the top . Well, a budget doesnt include any payment. The budget is just for invoices that we receive that we have to process. Right. And so youre absolutely right, on the private equities side, on commingled investments, that is not even part of the budget because thats not something that we have to pay via an invoice. Yeah. I just want to make it clear so people dont think were hiding or misrepresenting how the fees work. Right. Part two, its not on the budget, but the issue on rent in this building, please try to find from the august 2014 memo about real estate. Well write out plans for this. President driscoll, this is probably a very limited shortterm chance for us to say yes, were interested in the 10th floor. Well no well, but what im saying is otherwise, were going to be looking for space as we grow in another building. As much as we dont want to increase our presentation here in this neighborhood or in this building, i think from a practical perspective, we have to plan for it. Yeah. We thought about not doing it. I wanted to provide the update on the coronavirus or covid virus, but basically, weve suspended all travel, Business Travel to china until further noti notice. We are also asking if we have meetings with manager, that we get assurances that none of the folks that will be onsite will have travelled to china within the last 30 days, and that we are encouraging staff to conduct their Due Diligence via skype, zoom, or facetime for the time being until we have more information. And then, there was one other thing, but i forgot oh, a request to attend conferences where theres going to be a large group of folks that will be considered on a onebyone basis to make sure that if it appears there would be a risk of exposure, we might ask people not to go to those conferences. But we have folks here in the department who are expecting children and have, you know, sensitive aging systems, so were trying to be cautious, and these are in line with the guidelines of the city that have evolved as weve gotten more information. But weve been dealing with this for, like, two or three weeks, and i think it should be in your consideration also as you approach conferences you might want to attend. We wont pay for travel to china, so youll be on your own for that. You just popped the idea in my head. Could we get a nice certificate and go to all the staff that have had children while theyre working, a nice certificate that says thank you for coming to work with your mom or something. Oh, while theyre pregnant . Yeah. Some have had two children, so youll need two or three certificates. [inaudible] well, its been frustrating because as weve called the city and d. P. H. , they were not prepared. We thought they would have to be prepared for the plane load of folks, the embassy folks at s. F. O. , but the message is were open for business and we cant restrict people from coming to work. All we can do is encourage them to stay home if theyre showing any symptoms. Again, from our perspective, we have plenty of managers who want to meet with us who might be from china or might have been traveling in china. The date is february 3. Somehow, thats a magical dat anyone who had been there in the last 30 days, before february 3. Hopefully, everybody understands. We posted the signs all over the building, please make sure you wash your hands often. Thats sort of all the information weve gotten from the city actually. Thats all i have. Okay. Valencia has been a constantly evolving roadway. The first bike lanes were striped in 1999, and today is the major north and south bike route from the Mission Neighborhood extending from market to mission street. It is difficult to navigate lindsay on a daily basis, and more specifically, during the morning and evening commute hours. From 2012 to 2016, there were 260 collisions on valencia and 46 of those were between vehicles and bikes. The mayor shows great leadership and she knew of the long history of collisions and the real necessity for safety improvements on the streets, so she actually directed m. T. A. To put a pilot of protected bike lanes from market to 15th on valencia street within four months time. [ ] valencia is one of the most used north south bike routes in San Francisco. It has over 2100 cyclists on an average weekday. We promote bicycles for everyday transportation of the coalition. Valencia is our mission fits our mission perfectly. Our members fall 20 years ago to get the first bike lane stripes. Whether you are going there for restaurants, nightlife, you know , people are commuting up and down every single day. I have been biking down the valencia street corridor for about a decade. During that time, i have seen the emergence of ridesharing companies. We have people on bikes, we have people on bike share, scooters, we have people delivering food and we have uber taking folks to concerts at night. One of the main goals of the project was to improve the overall safety of the corridor, will also looking for opportunities to upgrade the bikeway. The most common collision that happens on valencia is actually due to double parking in the bike lane, specifically during, which is where a driver opens the door unexpectedly. We kept all the passengers the passenger levels out, which is the white crib that we see, we double the amount of commercial curbs that you see out here. Most people arent actually perking on valencia, they just need to get dropped off or pick something up. Half of the commercial loading zones are actually after 6 00 p. M. , so could be used for fiveminute loading later into the evening to provide more opportunities or passenger and commercial loading. The five minute loading zone may help in this situation, but they are not along the corridor where we need them to be. One of the most unique aspects of the valencia pilot is on the block between 14th street. We worked with a pretty big mix of people on valencia. On this lot, there are a few schools. All these different groups had concerns about the safety of students crossing the protected bikeway whether they are being dropped off or picked up in the morning or afternoon. To address those concerns, we installed concrete loading islands with railings railings that channel channeled a designated crossing plane. We had a lot of conversations around how do you load and unload kids in the mornings and the afternoons . I do like the visibility of some of the design, the safety aspects of the boarding pilot for the school. We have painted continental crosswalks, as well as a yield piece which indicates a cyclist to give the rightofway so they can cross the roadway. This is probably one of the most unique features. During the planning phase, the m. T. A. Came out with three alternatives for the long term project. One is parking protected, which we see with the pilot, they also imagined a valencia street where we have two bike lanes next to one another against one side of the street. A twoway bikeway. The third option is a Center Running twoway bikeway, c. Would have the two bike lanes running down the center with protection on either side. Earlier, there werent any enter lane designs in San Francisco, but i think it will be a great opportunity for San Francisco to take the lead on that do so the innovative and different, something that doesnt exist already. With all three concepts for valencias longterm improvement , theres a number of tradeoffs ranging from parking, or what needs to be done at the intersection for signal infrastructure. When he think about extending this pilot or this still this design, theres a lot of different design challenges, as well as challenges when it comes to doing outreach and making sure that you are reaching out to everyone in the community. The pilot is great. It is a nobrainer. It is also a teaser for us. Once a pilot ends, we have thrown back into the chaos of valencia street. What were trying to do is incremental improvement along the corridor door. The Pilot Project is one of our first major improvements. We will do an initial valuation in the spring just to get a glimpse of what is happening out here on the roadway, and to make any adjustments to the pilot as needed. This fall, we will do a more robust evaluation. By spring of 2020, we will have recommendations about longterm improvements. I appreciate the pilot and how quickly it went in and was built, especially with the Community Workshops associated with it, i really appreciated that opportunity to give input. We want to see valencia become a really welcoming and comfortable neighborhood street for everyone, all ages and abilities. Theres a lot of benefits to protected bike lanes on valencia , it is not just for cyclists. We will see way more people biking, more people walking, we are just going to create a really friendly neighborhood street. [ ] mayor breed thank you. Welcome to chinatown. Thank you, supervisor peskin to allowing us to come and hang out with you today. I am San Francisco mayor london breed here with many members of the board of supervisors, state officials, sf travel, wow, a lot of people here. We all know that one of the Biggest Challenges that we are facing not just here in San Francisco but in this country and throughout the world is the threat of the coronavirus and how it has not only impacted people and Public Health but how it has, unfortunately, impacted our economy. When we first heard of this virus in january we launched the Emergency Operations center. What we noticed during that time and supervisor peskin can attest to this. We didnt get support and people visiting our community in chinatown and other places and as we can see as this develops, this virus is not discriminating based on race. This is impacting people all over the world and has impacted a number of people right here in San Francisco. As of today we are up to 14 cases. I am really proud of the work that has been done with the department of Public Health to be proactive and making sure that we are prepared and making sure that we keep people healthy and safe and looking at the vulnerable communities, seniors and people with illnesses answer challenges and providing resources and support and being aware we have a vulnerable Homeless Population and making sure we have places for people to be quanteened and in case there is a situation that we as the city we are prepared to handle it. I want to be clear we cant live in fear. We have to make sure we are doing everything to keep ourselves, our families, our communities safe but we also have to make sure that we are addressing some of the other challenges that have happened as a result of this issue. That brings us to the economy. We are definitely going to feel impact. We are in china town because we know the businesses in this community have probably felt the impact, the Economic Impact more than any other community in San Francisco. We have been working together, my office and the state and, as i said, a number of the board of supervisors, we have worked together to come up with a number of immediate things to do now. We will be coming back with other things that we can definitely do in the future. We want to provide immediate relief to our Small Businesses. I wanted to make an announcement today about some of those things that we plan to do. Working with our treasurer and other City Departments, we have been able to identify a number of ways that the city can provide immediate assistance to Small Business. To begin with, we are allowing Small Businesses to defer the next round of Quarterly Business taxes to next year in february of 2021. I know that is going to provide significant relief for Small Businesses. We will also be delaying a collection of our unified license bill for at least three months. These bills include charges for restaurants, food trucks, bakeries and smal small busines. Our time is to delay those fees. We are actively looking at other ways to delay more fees for our Small Businesses as they deal with this challenge. We also understand that our communitybased organizations or nonprofits wonder what is going to happen to us and our work forces specially those who may stay home to care for a child or sick parent with no sick leave. We will work to make sure all communitybased nonprofits that receive funding from the city continue to receive that funding. We want to make sure that you know that in todays Emergency Declaration that i signed it was a revision to make sure we are able to support our Small Businesses through this situation. We are also establishing a fund to provide immediate relief with 1 million in the fund to provide at least 10,000 grants for Small Businesses and our goal is to, of course, assess the need and provide the support immediately and look at increasing that support as time continues as we are able to determine whether or not more businesses would need that as assistance. Those are just a few things that we are doing here locally to immediately support Small Business community and we know that even though this is a small step forward that there will be more work we need to do to support the Business Community. As you can see with many of the leaders here today we are committed to doing just that. I also want to talk a little bit about our efforts with our state officials, our partners to find relief around employment benefits. In fact, this past monday i was in sacramento meeting with a number of other mayors and the Governor Newsom and state senator scott weiner to talk about expansion of unemployment and disability benefits in a way that will help support people during this issue. We are also working with the private sector in looking to partner with our Financial Partners and identify resources line of credit loans and things for Small Businesses as well and businesses in general. We are asking private sector employers to step up and be as flexible as possible with their employees. Helping the employees take time off if they are sick. In the city and county of San Francisco with all City Employees because we are encouraging people to stay home. If you are sick without enough sick leave we will allow you to advance that sick time. You dont have to wait until you accrue the sick time, we will basically allow you to take the sick time, get paid for the sick time off and you can pay it back after you work for the time you work later on. We in the city are leading by example by making sure if someone is sick and they need time off for whatever reason they are able to do and not worry if they have an income. The office of economic and Resource Development are working over time to develop Innovative Strategies to help the Business Community, employees and employers. There is more to come. This is the first in what will be a number of announcements as they come. At the end of the day we want to make sure that what we promise we will do to support the Business Community and employees and residents of San Francisco, we want to make sure we can deliver on that promise. We got through it by coming together, making good decisions, providing the facts, using data to communicate the message and not living in fear. That is what is going to get us through this. That is how we will be stronger and more resilient. I want to thank all of the folks here today working with us and i want to start by acknowledging some of our elected leaders who are here. Our recorder is here, our treasure is here, and then we have members of the board of supervisors including our president , president norman yee is here along with your supervisor peskin and Catherine Stefani and sandraly fewer and Rafael Mandelman and hillary ronen. That is a quorum. We have been working to deal with these challenges. Along with other leaders from the San Francisco chamber, Chinese Chamber, Business Community, sf travel. We are all here because we are in this together. We are all here because we are working together to make sure that we are providing the city with the resources that it needs in order to make sure we get through this together. I want to start with state senator scott weiner to talk about the work they are doing at the state level to help us address this significant challenge. Senator weiner. [applause] thank you, madam mayor. First and foremost, i want to just say that i have complete confidence i in may or breed and the supervisors and the department of Public Health and the City Government is doing a great job here. We are very focused at the state level on the health of our community. No city or no county is in a vacuum. We are all in this together, and the governor and the leadership of th the legislature are focusd on this every single day. We are going to get through this. We will keep our community as healthy as we can be. There is a lot of pain that this process is causing and it is going to cause with people getting laid off, Small Businesses struggling and potentially shutting down, people losing hours and workers struggling to pay bills. We need to make sure we soften the blow and support the service workers, people who cannot tele commute and take time off and Small Businesses who have very, very little margin. We have a number of safety net benefits. Not everyone knows about. I encourage people to look into it to see if you can be helped. We have disability insurance. When people are sick unable to work, particularly for an extended period of time. If someone has to take care of a loved one, they can file for paid family leave. We have some of the most robust paid family leave in california among the 50 states. There is Unemployment Insurance. In addition for employers and businesses impacted, there is a redoesed work hours benefit where someone whose hours are cut can get partial unemployment you dont have to be completely laid off to get Unemployment Benefits. Businesses experiencing financial hard ship can apply for 60 day expense for payroll taxes. The state we have made sure to wave all copays to make sure people can get tested for covid19 and they are not charged for Hospital Services as a result. This is the beginning. We will see more work happening at the state level to make sure we are having that robust social safety net for individuals who are at risk for workers struggling and Small Businesses and i will close by saying we need the federal government to step in a big way. The federal government is the only level of government that can spend and go into deficit spending, which we cannot do at the state level to make sure we provide a stimulus and not a bad stimulus like what the president is proposing but a stimulus to support workers and Small Businesses. The federal government is in the best position. We are all doing everything we can at the local and state level. We need the federal government to be a Strong Partner here. Lets pull together as a community to get through it. This is the best city and most resilient city on the planet. I am optimistic what we are able to do. Thank you. Thank you. We cant do it by ourselves and we cant do it in isolation. Mayor breed, as you named off my colleagues on the board of supervisors. There are eight of us. We have a majority so whatever you want we will give you. This is not a joke. We have two branches of government, executive and legislative. We do battle sometimes. We disagree sometimes and we agree sometimes. This is one commitment all 11 of us on the board of supervisors are agreeing to. This is not about the legislative branch or the executive branch. We have one government. We are going to Work Together. We are totally committed to this. In terms of solving this issue and also to provide some of the relief that we need to give to businesses to workers and to everybody else impacted with this virus. Now one of the things i want to mention is that the board has not had the opportunity to come together to have a discussion. My colleagues urged to have this type of discussion. Thank you supervisor ronen for spearheading the push. Next week at some point we will have a discussion in which we could be part of the solution and the mayors and Department Heads will be there to help with this discussion. Rest assured we have no division when it comes to the virus. It is going to take all of us to battle this. We will defeat it quicker than people will realize. Thank you very much. Well to to a community that on the business side and residential side has been impacted long before the rest of the city and county of San Francisco, and thank you, mayor breed, and to my seven colleagues for gathering here today because chinatown is indeed suffering. Let me also give you doctor colfaxs advice which is after today none of us should ever stand so close to one another as we are right now. That was bad material, sorry. To ms. Lee and her son here at 150 Waverly Place who are suffering like many businesses throughout the city and county of San Francisco, thank you for making your shop open to all of us. To all of the folks from chinatown, the chinese companies, presiding company, to the Chinese Chamber of commerce represented here today, and to this community, and i have seen it all before. I have been a member of this board during 911, i was a member of this board during sars, and i was not a member of this board during th aids crisis. We will pull through. What the president of the board said is right. We are going to tran send politics and work in the public interest, and we all understand that our number one priority is Public Health. Part of Public Health is economic health. The package that the mayor and the board are announcing today is the first step. There will be many more steps to this. This is going to continue to evolve as the situation evolves. These are extraordinary sometimes. Today the mayor and chief Health Officer took extraordinary actions. This is going to be the new normal until we reduce and then defeat the virus. Wash your hands, wash your hands, 20 seconds, wash your hands. Thank you, madam mayor, and thank you colleagues. Thank you for continuing to be leaders on this issue. I really truly appreciate it. Now, i would like to introduce the president of the San Francisco chamber of commerce rodney fong. Thank you very much. As the mayor alluded to San Francisco has seen many challenges. These walls, this alley has senmany challenges. I want to thank mayor breed for taking fast action, decisive be action to support Small Businesses and working class families in San Francisco. This is the kind of leadership we need. Our Small Businesses and employees are going through a critical time. Small Business Owners in the Tourism Industry understand ho difficult and fragile Small Business is. One bad week or month can take you over the cliff. We know this economic crisis hits the folk the hardest and that is the Small Business and families and front line staff in San Francisco. This will bring immediate relief to Small Businesses and employees suffering from major cash flow for the moment and next several weeks. This will allow Small Businesses to pay rent, continue to pay employees, so important. This is a first critical step towards creating an economic resilient city that may be on the journey but we will succeed. We are proud to work with the electives and mayor to make this a great city to make this a learning lesson for other challenges in San Francisco. We will be strong. Chinatown is very strong. We are so glad that the mayor and supervisor are proactive with action against this virus. To promote the businesses in the community. I hope the Community Around the chinatown and San Francisco we have to do something else. We have to do the business in our part. We come out to shopping, we come out to eat, to support the local business. We are working together, we can overcome this difficult time. Now let me use a chinese word. What you are seeing a united front to say no matter what it is we believe in terms of political preferences this transcendses all of that we will address it appropriately. When we talk about Small Businesses and the people employed by those Small Businesses, this is not something about people once removed. These are neighbors, friends, people who are in our community who are impacted. As much as we are seeing this relief package hit the local Small Businesses it is about helping neighbors and city and our communities. I applaud all of the efforts here. I know all of us before you are committed to ensuring we continue to monitor the situation, continue to take action to preserve and make sure we are healthy and we are going to continue to support our local communities, friends and neighbors. [applause] i am the San Francisco treasure. I am proud to stand with mayor breed and city leaders to deliver help to support Small Businesses, particularly businesses suffering during this time. The Treasures Office we manage the city banking, investments and tax collection. We work very hard to make sure we can do everything to support our local community and the businesses in it. I want to expand on what the mayor announced. There are two important payments that we are as a city deferring in order to provide some relief to thousands of businesses here inen the city. All of the businesses that pay business taxes, many are required to make quarterly payments during the year, and the Small Businesses that we have selected there will be 8,000 of them that will not be required to make first quarterly payment, which would have been due the end of april. They can make that payment on time and in full by the end of february of next year. A 10 month deferral on the time they can have to make that payment of their taxes. Over 13,000 Small Businesses here that pay license fees would normally have an annual payment due at the end of this month of march, a couple weeks from now. The mayor and leaders in front of you have coming together to give a three month extension on that payment for over 13,000 businesses here in the city, most Small Businesses to wait until the end of june to make that payment. We are doing everything we can to support the Small Businesses here to make sure everyone survives these difficult times. Thank you. We will continue to Work Together to make sure that and i appreciate what supervisor peskin said. We have to protect Public Health and economic health. That is what we are committed to doing. It was fastpaced, stressful, but the good kind of stressful, high energy. There was a crowd to entertain, it was overwhelming in a good way, and i really, really enjoyed it. I continued working for the grizzlies for the 20122013 season, and out of happenstance, the same job opened up for the San Francisco giants. I applied, not knowing if i would get it, but i would kick myself if i didnt apply. I was so nervous, i never lived anywhere outside of fridays know, andfridays fresno, and i got an interview. And then, i got a second interview, and i got more nervous because know the thought of leaving fresno and my family and friends was scary, but this opportunity was on the other side. But i had to try, and lo and behold, i got the job, and my first day was january 14, 2014. Every game day was a puzzle, and i have to figure out how to put the pieces together. I have two features that are 30 seconds long or a minute and a 30 feature. Its fun to put that altogetl r together and then lay that out in a way that is entertaining for the fans. A lucky seat there and there, and then, some lucky games that include players. And then ill talk to lucille, can you take the shirt gun to the bleachers. I just organize it from top to bottom, and its just fun for me. Something, we dont know how its going to go, and it can be a huge hit, but youve got to try it. Or if it fails, you just wont do it again. Or you tweak it. When that all pans out, you go oh, we did that. We did that as a team. I have a great team. We all gel well together. It keeps the show going. The fans are here to see the teams, but also to be entertained, and thats our job. I have wonderful female role models that i look up to here at the giants, and theyve been great mentors for me, so i aspire to be like them one day. Renelle is the best. For mortgages this means the principal debt must remain unpaid and mortgage payments would resume after the emergency is lifted. For rents, it would mean the rents would be forgiven and for both, there would be no negative impact on credit scores. I know that everyone of my colleagues, the mayor, every City Department head and every employee is working a peak ungency to save lives and to minimize the demonstrating impact of the emergency. We are examining every logistical and programmatic route to bolster our healthcare capacity and keep people safe and housed. Right now as businesses are shuddered to follow state and local home orders, workers throughout San Francisco workers are reeling from loss of income. 80 or more of workers will lose their job, along with travel, entertainment and sales workers. Some will be eligible for Unemployment Insurance but only at a fraction of what they would otherwise earn, with a maximum of 450 per week. And many workers are not eligible for any Unemployment Benefits at all. Youve probably seen the reports well before coronavirus hit. That 40 of americans did not have cash on hand to cover an unexpected expense of 400 and 78 of American Workers said that they are living paycheck to paycheck. These are many of the constituents and they are isolated in their apartments right now, running out of money for food and prescriptions and knowing that on april 1st, they wont be able to pay rent. The moratorium was an essential step. It took no time at all for the Federal Reserve to find 1. 5 trillion to save banks and the stock market, but were not seeing anything substantial from homeowners and renters. Fha and fannie mac are putting a hold on many and most remain to banks to decide how and if to implement. We cannot wait for this to happen. What we are calling for is a simultaneous halt now on both mortgages and rents. If the banks are required to suspend mortgage payments, landlords will be able to weather a moratorium on rent exposrentsand renters will see t at the end of the tunnel. I have two things to discuss and the first is just to highlight to everyone weve been in conversation with the minioperators as it pe pertaino working conditions and i spoke with their leader there, the union roger moranco and theres a lot of concern about collection and how people are boarding and exiting the train and weve been in conversations with the head of the sfmts and i think those conversations are going well. People are putting together good ideas on how to protect our operators. While at the same time practise social distancing an ensuring we not hurting themuni. Operations. Theres been a conversation of how to limit the number of people on the buses and to protect the passengers at the same time and so the union and muni are continuing the conversations and feel close in coming up with a solution if all parties can abide by that. The second thing is the City Attorney today and ive been in conversations with them to draft a language and legislation that talks about a presumptive injury as it relates to covid19. We worked on a presumptive injury clause as it pertained to our first responder, police and fire last year as it pertained to Heart Disease and we believe under these emergency situations that presumptive injury should be expanded for frontline front responders and were asking that language to be drawn and were expanding that conversation and the most important thing is that this would then no longer be a burden on the employee to prove that they contracted covid19 in the workplace while on the front lines, but it would be presumptive injury that happened in the workplace to protect those workers. The City Attorney will work with us and Human Resources to protect our frontline workers and they shouldnt have to fill out forms and ensure that theyre proving that theyre contracting this virus in a time of need. Residents will include residency card holders undocumented immigrants and independent contract workers, including Online Platform workers, contract firm workers, oncall workers and temporary workers. These are all populations that are not covered under federal and other stimulus plans and do not receive other benefits. Covid19 has created a threat to the economic stability of San Francisco residents and San Francisco families, especially those in our immigrant population requiring immediate Economic Relief to survive the short and longtime effects of the outbreak. The city has an obligation to create a safety net providing direct Economic Relief for families who experience a loss of income during this time of crisis of the covid19 pandemic. Direct Economic Relief will provide immediate assistance for food, rent, childcare and any emergency expenses accrued during this tough time. The legislation sets up a process to develop rules, regulations, guideline guidanced procedures for the income relief fund. I am in communities with the City Controllers Office on identifying resources and funds for this legislation. We will continue to work hard responding in the midst of a crisis to protect all populations in San Francisco and we should not forget to protect our immigrant families and families who are independent contract workers. As of yesterday, we have received over 450 reports of zeno phobic attacks. In 1877, the Health Officer in San Francisco blamed the chinese in San Francisco that was the disease of an outbreak. I realize were in fearful times, but there is no ethnic or cultural biased for the disease. The centre for Disease Control and World Health Organization recommends against naming any disease based on location because it is not proper way it is not a proper way to identify and to stigmatize an ethnicity and locality. As such, we condemn any xenophobia. We must continue to uphold San Franciscos values and be inclusive and safe for everyone if you believe you have experienced a hate crime, please call 911. These are extraordinary times and we are blessed to have an Extraordinary Community here in San Francisco. Today im announcing legislation that will require the city to close jail number four within six months and a deadline for reduction of the jail population within five months in order to say they close a jail while preventing transfers out of county to facilities like santa rita jail. Formans, ive been in discussions with stakeholders to understand the complexities of the jail system and push forward on plans to close county jail number four as soon as possible. City leaders are all in agreement this Facility Needs to be closed with expedience. For both incarcerated people, as well as the staff who work at the jail at 850 bryant. But the health and safety concerns that have long existed at jail number four are more compoundd with thcompounded wit9 pandemic and social distancing is, basically, impossible. Just today, a director of jail health, lisa pratt, advocated for any and all steps that can be taken to reduce the jail population in the face of this Health Crisis to ensure safety for all parties. In 2018, the city of San Francisco received a grant from the mcarthur initiative to commit to a reduction of a jail population in a working Group Includes the district attorneys office, the adult probation department. They set a goal of reducing the jail population to more than 1,044, 90 of the capacity of the jail system without county jail number four. Our legislation echos this goal. San franciscos jail population has consistently been declining for months, reaching the low of 1,065 as of friday, march 13t 13th, prior to the citys jail term place order that was released three days later. Since the sheltinplace order which released the covid19 crisis, the jail population has further and dramatically declined a. As this morning, the jail count is 925. It is clear that under these current conditions, releases are being expedited for those who are eligible and this is absolutely the right thing. I also support the measures put into place so that there are Housing Options for those released so that people are not back on the streets and to prioritize Public Health. The urgency for this legislation now is to ensure that the measures being put into place at this moment can be tracked, evaluated and institutionalized as we move closer to reduce the population across the system and move closer to a deadline for the closure of county jail number four. I cannot accept the idea that San Francisco would rather have people out of county facilities like santa rita that not only present challenges but are a risk to the health and safety to those detained. I cannot accept that when we have people sitting in jail because of bureauic delays or because beds are not available, that we can absolutely accomplish this goal with all of the justice partners at the table, investing in strategies collaboratively. I am working with the City Attorneys office to finalize this legislation and will continue to be in discussions with our justice partiener parte coming days. I urge the president to use the full powers of the defense production act to compel private manufacturers to produce covid19 tests, face masks, ventventilators and provide ventilators and to provide free healthcare. Even now that the economy is headed into a recession and numbed confirmed cases, the government is saying there is no need to use this act. As a number a confirmed cases continues to climb, we are in the shadow of italy where almost 7,000 people have died as of today. With frontline medical staff forced to reuse masks and other personnel projecting equipment, doctors coming down with coronavirus and state officials directing policies, it is abundantly clear that our Public Health infrastructure is not built to support and operate of this fail. As unemployment rises, so will the number of People Living in the United States and that means tens of millions of people without access to healthcare during this Public Health emergency. With the stroke of a pen, the president could compel all private Insurance Companies and Healthcare Providers to provide free healthcare for the duration of the national emergency. Every hour and everyday counts. We cannot afford to give people medical care. It is an acute medical failure that the wealthiest nation is allowing tens of millions of people to go without healthcare during a onceina Century Global pandemic to prohibitive costs. While i do not have faith in the president s willingness or capacity to respond to the situation, let alone this resolution, it is still our role as at a city to continue to push the federal government to provide Critical Resources and terrifying as it will sound, the person with the most power to minimize life is donald trump. Im introducing a resolution, im urging the mayor to require employers in large Retail Grocery stores and Food Delivery Services to offer an expanded workers right package that includes hazard pay, extended sick leave and access to personal protective equipment based on the impacts of covid19 and the Public Health officers shelterinplace order. This industry has been overlooked in many cases as frontline workers and people who are still required to show up to work, to make sure the rest of us can still put food on our tables and have our medication to survive. These Unsung Heroes are the cashiers, deli clerks, pharmacy clerks and food delivery workers who put their lives at risk of potentially getting sick themselves so we dont have to. They help to provide fresh meals to families, replenish grocery shelves with supplies and deliver food and growserie groco our seniors. Many are getting paid minimum wage or slightly above that and it is time to require the employers to compensate them fairly during this crisis. This resolution is calling for the mayor to exercise her authority under the city charter Emergency Powers clause, to develop an emergency order requiring large Retail Grocery and drugstores and Food Industry to provide their workers with additional hazard pay and encouraging them to maintain employment, as well as other protective equipment so that they can ensure that when they are at work, that theyre safe and many of them, ive heard from, including relatives that people who work in my own office, that theyre afraid to go to work and theyre note getting gloves and things that protect their health at this time. We can take action to make sure that the large Retail Grocery drugstore and Food Delivery Services are providing and also that they support their workers. This is something thats been done in minnesota and vermont where the governors of the state have announced just last week that these workers should be identified as emergency frontline personnel and have access to childcare and other benefits. I want to thank the leadership of us leadership w5 and local 648 for the advocacy and partnership on this issue, as well as the San Francisco labour council. I also am joining a resolution with supervisor mar on urging enforcement action in injunctive relief for the misclassification of workers who are being forced to go into work without access to the benefits and paid sick leave, disability, family leave and Unemployment Insurance and many of them just like with the grocery workers are doing work that right now is essential. Theyre delivering food and theyre taking people in the absence of other transit options. But they are not being treated under the law as they should. We are calling on the state to take action as well as our own office of labor standards enforcement to enforce ab5 and for the companies themselves to do better by their workers and provide the benefits and support that they need right now, including making sure theyre able to keep their vehicles clean, that they themselves are able to have the protection so theyre not exposed to the virus. We are introducing a resolution related to homelessness which supervisor ronin spoke about and its clear that it cannot be a solution to leave the people on the streets. Many i see on streets of district 6, its unsafe for them and unhealthy for them and they should have access to the same Health Protections as all of us do who are housed. Its also unsafe to simply put people into congregate shelters who we know are not able to have the same level of social distancing and protection that all of us deserve and people who are unhoused deserve just like anyone else. Were introducing again with supervisor ronin a resolution demanding state and federal government demand a moratorium on residential rents and this is one of the issues i hear about, as im sure you all do as much as anything, where people are terrified of the virus and terrified what will happen on the first of the month when their bills become due, their mortgages come due. There is a statewide coalition with organizations with more signing on that submitted a letter to the government with a demand to the suspension of rent and mortgage payments and these are unprecedented times and these are also a time when we have to step up and let all of our residents know that we have our backs. I went to the airport the other day and talked to the guy who was first in line to go up pick up a passenger and he was there for 10 hours. I understand that the airport has been working on a virtual cue to avoid people sitting in the airport for 10 hours or for one hour. So they can be notified through their phone, the technology is already there for this, and be able to come to the airport from where they are nearby instead of waiting in a lot for 10 hours smelling jet fuel and doing nothing. Maybe some of them can play cards but most of them are just fretting and becoming very depressed. I left, of course, i it not wait 10 hours myself my point is theres not any fares on the street or go to the airport wait for rides. Something needs to be done for the taxis on the streets. I think it goes back to asking people to bring their visions of what it means to honor the dead, and so for us its not asking us to make mexican altars if they are not mexican, its really to share and expand our vision of what it means to honor the dead. People are very respectful. I can show you this year alone of people who call tol ask is it okay if we come, we are hawaii or asian or we are this. What should we wear . What do you recommend that we do . They say oh, you know, we want a four day of the dead and its all hybrid in this country. What has happened are paper cuts, its so hybrid. It has spread to mexico from the bay area. We have influence on a lot of people, and im proud of it. A lot of tim times they dont represent we represent a lot of cultures with a lot of different perspectives and beliefs. I can see the city changes and its scary. When we first started a lot of people freaked out thinking we were a cult and things like that, but we went out of our way to also make it educational through outreach and that is why we started doing the prosession in 1979. As someone who grew up attending the yearly processions and who has seen them change incrementally every year into kind of what they are now, i feel in many ways that the cat is out of the bag and there is no putting the genie back into the bottle in how the wider public accesses the day of the dead. I have been through three different generations of children who were brought to the procession when they were very young that are now bringing their children or grandchildren. In the 80s, the processions were just kind of electric. Families with their homemade visuals walking down the street in San Francisco. Service so much more intimate and personal and so much more rooted in kind of a Family Practice of a very strong cultural practice. It kind of is what it is now and it has gone off in many Different Directions but i will always love the early days in the 80s where it was so intimate and son sofa millial. Our goal is to rescue a part of the culture that was a part that we could invite others to join in there there by where we invite the person to come help us rescue rescue it also. Thats what makes it unique. You have to know how to approach this changing situation, its exhausting and i have seen how it has affected everybody. Whats happening in mission and the relationship with the police, well its relevant and its relevant that people think about it that day of the dead is not just sugar skulls and paper flowers and candles, but its become a nondenominational tradition that people celebrate. Our culture is about color and family and if that is not present in your life, there is just no meaning to it you know . We have artists as black and brown people that are in direct danger of the direct policies of the trump a administration and i think how each of the artists has responsibilitie responded ss interesting. The common my background is in engineering. I am a Civil Engineer by training. My career has really been around government service. When the opportunity came up to serve the city of San Francisco, that was just an opportunity i really needed to explore. [ ] [ ] i think it was in junior high and really started to do well in math but i faced some really interesting challenges. Many young ladies were not in math and i was the only one in some of these classes. It was tough, it was difficult to succeed when a teacher didnt have confidence in you, but i was determined and i realized that engineering really is what i was interested in. As i moved into college and took engineering, preengineering classes, once again i hit some of those same stereotypes that women are not in this field. That just challenged me more. Because i was enjoying it, i was determined to be successful. Now i took that drive that i have and a couple it with public service. Often we are the Unsung Heroes of technology in the city whether it is delivering Network Services internally, or for our Broadband Services to low income housing. Free wifi for all of the residents here so that folks have access to do job searches, housing searches, or anything else that anyone else could do in our great city. We are putting the plant in the ground to make all of the City Services available to our residents. It is difficult work, but it is also very exciting and rewarding our team is exceptional. They are very talented engineers and analysts who work to deliver the data and the services and the Technology Every day. I love working with linda because she is fun. You can tell her anything under the sun and she will listen and give you solutions or advice. She is very generous and thoughtful and remembers all the special days that you are celebrating. I have seen recent employee safety and cyber security. It is always a top priority. I am always feeling proud working with her. What is interesting about my work and my family is my experience is not unique, but it is different. I am a single parent. So having a career that is demanding and also having a child to raise has been a challenge. I think for parents that are working and trying to balance a career that takes a lot of time, we may have some interruptions. If there is an emergency or that sort of thing then you have to be able to still take care of your family and then also do your service to your job. That is probably my take away and a lot of lessons learned. A lot of parents have the concern of how to do the balance i like to think i did a good job for me, watching my son go through school and now enter the job market, and he is in the medical field and starting his career, he was always an intern. One of the things that we try to do here and one of my takeaways from raising him is how important internships are. And here in the department of technology, we pride ourselves on our interns. We have 20 to 25 each year. They do a terrific job contributing to our outside plant five or work or our Network Engineering or our finance team. This last time they took to programming our reception robot, pepper, and they added videos to it and all of these sort of things. It was fun to see their creativity and their innovation come out. Amazing. Intriguing. The way i unwind is with my photography and taking pictures around the city. When i drive around california, i enjoy taking a lot of landscapes. The weather here changes very often, so you get a beautiful sunset or you get a big bunch of clouds. Especially along the waterfront. It is spectacular. I just took some photos of big server and had a wonderful time, not only with the water photos, but also the rocks and the bushes and the landscapes. They are phenomenal. [ ] my advice to young ladies and women who would like to move into stem fields is to really look at why you are there. If you are if you are a problem solver, if you like to analyse information, if you like to discover new things, if you like to come up with alternatives and invent new practice, it is such a fabulous opportunity. Whether it is Computer Science or engineering or biology or medicine, oh, my goodness, there are so many opportunities. If you have that kind of mindset i have enjoyed working in San Francisco so much because of the diversity. The diversity of the people, of this city, of the values, of the talent that is here in the city. It is stimulating and motivating and inspiring and i cannot imagine working anywhere else but in sannnnnnnnnnnnnnnnnnnnnn our United States constitution requires every ten years that america counts every human being in the United States, which is incredibly important for many reasons. Its important for preliminary representation because if Political Representation because if we under count california, we get less representatives in congress. Its important for San Francisco because if we dont have all of the people in our city, if we dont have all of the folks in california, california and San Francisco stand to lose billions of dollars in funding. Its really important to the city of San Francisco that the federal government gets the count right, so weve created count sf to motivate all sf count to motivate all citizens to participate in the census. For the immigrant community, a lot of people arent sure whether they should take part, whether this is something for u. S. All of the residents in the city and county of San Francisco need to be counted in census 2020. If youre not counted, then your community is underrepresented and will be underserved.
