The minutes have been approved. Next item on the agenda is a report from our director, commissioner weiland . Director weiland thank you, president bleiman. From friday to monday and this past weekend, the two of us with ben van houghton, we attended the president ial cities annual social city conference. We were with folks that do similar work as us from across the United States as well as folks from amsterdam and cancun from outside the United States. President bleiman and i spoke on a presentation sunday, and we were on a panel sunday, and we were on the panel with two people from new york and two people from washington, d. C. A lot of what we did was educate people on having an Entertainment Commission or an Entertainment Office of some kind to promote the economy but also regulate it. We pride ourselves on being oneofakind in San Francisco, and so many people were coming up to us maybe a little bit envious, but also a little bit curious figuring out how they sort out their cities in regards to night life. Did you have anything you want to add . President bleiman yeah. I think its shocking when you realize weve had this Entertainment Commission going on for 17 years now, and the city of new york, they have one director with a couple people, and theyre going on one year, and in d. C. , its even less than that. New york is two years, and d. C. Is one year. President bleiman and we have an insurmountable comparison to theirs. Its amazing to see. Director weiland and although were a Baby Department compared to other offices in San Francisco, were far ahead of where were at, so we should be proud of that just because we weve had so much time to evolve. And so much of the thanks goes to the folks who built out our groundwork and our founding commission and our founding director, and jocelyn cain, who came after him. So we need to just keep evolving our work into the future. So do you have any questions on that . Okay. President bleiman yeah, i did say that our one job on that panel was to make all the other cities jealous, and i think we fully accomplished that. Check a box there. Number 4, which is the report from our Deputy Director azevedo. Thank you, commissioners. Ive highlighted the independent band practice going on. We received 26 complaints since our last hearing. Eight of them were from for the independent or businesses in that area . Our investigators west we we to the area, and they were in compliance during both visits. There was a complaint that the back door was open. When inspector fiorentino went, the door was closed, and there was another complaint with invasive base, and inspector fiorentino went, and they were in compliance. I do want to be responsive to the neighbors and the landlord who is reaching out to me on a regular basis on what we can do. Thank you for that important addition. Aside from that, there were 46 venue inspections that happened over the weekend or rather since last weekend, and the majority of our venues were in compliance . So to director weilands point or im happy to answer any questions. Good evening. L lets start with the independent. Our executive director used the word neighbors. Is it singular or plural. So its anonymous, and its two neighbors who live in the same unit. President bleiman so the volume of calls that were getting, is it primarily these two people. Are we able to ascertain that . For the most part. We also believe that based on the language thats used, its the same complainant even when its reported anonymous. Weve got used to seeing the complaints coming in so frequently, weve gotten used to the language thats used, and its similar to the language thats used when they are not anonymous. President bleiman okay. Director weiland there isnt any way of knowing because theyre either identifying these specific neighbors who are represented by the landlord as i just mentioned or theyre representing themselves as anonymous. President bleiman the 311 trac commissioner falzone the 311 distinguishes between 311 and online, correct . Yes, and these calls are being made through the app. Commissioner falzone okay. I got it. So my sense is im just trying to get an understanding of, is there some kind of person vendetta is this a Community Problem or is this an individual problem with one club . I know theres some conjecture in this, but we dont know . Its we do not know. Commissioner falzone so whats our next step then . Thats a great question. I think thats what director well, yeah, ive got to be responsive at this point . And ive been responsive along the way, but ive got to i guess i would just like to know from the commission if you have any feedback on this or commissioner falzone i have some more questions for this. Have we pulled the Actual Police calls for service for the address . No. Theres no need to. Commissioner falzone im just trying to see what it is, and if theres a lot of police calls for service. That may help substantiate this. On the other hand, if there arent any, that starts to lend itself to a different scenario. That sounds good. I can certainly reach out to northern station for that. Commissioner falzone we take the police calls, and we can get pretty granular there, and if we can match it up to the 311, it might be helpful. Ill defer to our director. Was the star able to contact the residence staff able to contact the residents . Yes, we were contacting them regularly. And they were complaining or not complaining . When they identify themselves, the inspector has contacted themselves and stated ive just responded to your complaint. The venue is in compliance. President bleiman so im just curious. Do we know how long these neighbors have lived in this unit . From my understanding, i believe its been about a year . President bleiman okay. And how long has there been a music venue at this location. Commissioner falzone at least over 20 years. I believe its 30plus in different iterations. President bleiman and prior to these neighbors moving in, were we getting a lot of complaints about this venue . No. Director weiland no. President bleiman and just so im clear, at least two of the calls about a back door and another call seemed to involve an inaccurate description of the venue in that the back door was closed on one of the nig s nights. And i may note in one of our inspections, they noted that the door was open, and two other inspections, it was auto body shop was having practice really loud. Even i, on one of the occasions, when a complaint was coming in, went out on divisadero and heard the live band practice. President bleiman and that would be a p. D. Matter. That would not be our jurisdiction. Right. President bleiman and im just curious. How many times have we visited independent in your best estimate since it starts happening. So ive quantified it since september, and weve visited 15 times, and weve found them in compliance 14 of the times. One time, the rear door was open. President bleiman and thats the first time, if my memory serves me. So the next 14 times, the venue has been in compliance. And weve also been checking emporium because theyre side by side, and emporium has also been in compliance. President bleiman and each visit is taking time . Especially, if its taking time to go to two venues. It depends on what their starting point is, but sure. President bleiman i have real concerns about the use of our resources. The poor venue is not acting outside of its purview at all, and in the meantime, we need to address other concerns at other venues. If the venues complaint and the neighbors still having an issue, one thing that comes to my mind is maybe the building requires some extra sound proofing or mitigation. Where the resident lives . President bleiman where the resident lives, because if the venue is doing something within the code, maybe theres some other issue going on. I dont know if is there any precedent for us having a landlord come before us and speaking with them . I mean, theyre a member of the public. Thats one thing they can certainly do, they can come and certainly address you themselves. President bleiman i think we should offer that, at least. Every case that ive seen up here, you know, every single time that ive since ive been here when theres a repeated complainant, we are finding violations or out of compliance with a venue, so this seems to me to be very one sided in whats going on. But id welcome any thoughts that the rest of the commission has. So they get the complaint 311. Does it get there within 30 minutes or is it, like, an hour or two hours later . So that can vary, and youre looking at a 2. 5week report since thats passed, and some of them are within a 30minute period, and theres some of them where more than an hour has passed just because theres been another complaint elsewhere, but i think in general, its within an hour. If theyre complaining at 11 42, theres not a reason they should be complaining if theyre closed. Is there a time stamp . So there is, on this report in front of you so is this when they show up or is that the complaint . So the first three let me tell you how many pages. The first six pages are the complaints, and then, starting on page 7 are the inspections, and so they coordinate. So they time and you can see they correspond to one another, so if we were to look at the first one, saturday, the 15 february 15, the complaint came in at 11 52 saturday, the 15, and they were there by 11 57. President bleiman so commissioner falzone have we visited the complainants address . Yes. Commissioner falzone and does it have anything, additional sound proofing, windows, drapes, anything . No. Commissioner falzone so i can share my thoughts. If weve been there 15 times, and 14, they had no merit. Looking at it from the Police Departments perspective. At this point, we would stop responding because we have a limited use of our resources. If its 15 visits, and 14 times theyre in complains, i would be incline compliance, i would be inclined to have our investigators stop visiting for a while. I can tell you that some people will just keep blowing up 911, and at some point, the Police Department determines this is not a good use of our resources. Weve responded 15 times. 15 calls, and 14 were no merit. Im seeing an incredibly strong pattern. I can tell you from the work i used to do, the one thing that bugged me the most is when people would try to exploit city resources for their own vendettas. I can tell you one from my experience. People like massage parlors, but the minute they get 86ed from a massage parlor, they start blowing up the phones. Was there a person who was satisfied until they could no longer participate and then just started blowing up the phone. Im just looking at the data, 15 visits and 14 no merit, im inclined that our investigators take a reprieve from responding. I dont think its a good use of our resources. Well, in the back in the day when we were on the street, the a. B. C. Would come so many times. We dont come anything, the number is closed. Commissioner falzone yes, but the number is three. We go three times, not 15. Because there are some people that just i wanted to get a little feedback because especially in cases where we were receiving multiple complaints, and we go out and we visit, and theres noncompliance, and they dont progressively get better, thats when i say, can we bring this business in . Can we bring the neighbors in . I just wanted to bring it to you. If theyre not complying, but youve gone there three times, four times, theyre in complains. You just close the compliance. You just close the file. Commissioner falzone we can literally use that phrase that we close out the case. Because if we cant substantiate it. My feeling is if the investigator felt something, they would be saying that. We picked up on the vibe of the place and the complainants and their willingness to participate and what the under lying issues were, but i really feel like were chasing something that may not exist, unfortunately. So i do have a question. Outside of these outside of this current report, have has have has these callers actually registered complaints in the past . In the past . Outside of it . Yes. Yes. And in terms of your dialogue with the neighbors, are they aware that they moved into a district that provides night life and entertainment . Yes. He wants to get a better sense of the unit there might be and what kind of sound he was picking up from the venue walls when they were operating. In terms of the times that they complain and call, it ranges from saturday to sunday anywhere from 6 00 p. M. To 12 . And that theyre very different he from from a lot of the calls that come in generally, which is ill be generous, 11 00 until 3 00 a. M. , so im just concerned that the time frames where somebody would decide to register a complaint. And the fact that the sound is traced to two, potentially three different venues, and one be being a permitted venue, but a garage, that theres band practice happening, happen. I i actually am very aligned with my fellow commissioners and the majority of their comments. Okay. Thanks. President bleiman all right. No further thoughts on that. I dont have anymore thoughts on the on the report unless anybody wants to bring up any other wanted to bring up any other similar things. Im so glad that we have salt and straw. Weve determined theres no Live Entertainment at salt and straw. President bleiman all right. Is there any Public Comment on the Deputy Directors report . Seeing none oh, there is. It is open. My name is umbra, and this report it was caused in muscle stress it was only, what you call it, recycle, reduce, and it had went to a to a different area. And the area that it went to, i had no idea. The counselors and the missionaries seeing over at [inaudible] needed to be more responded to it was in the hallway, and i knew that i needed to explain this to the Health Department because there is a certain thing that he had to do to stop a lot of these infections thats going in the water, and which its already been in washington, d. C. I used to call the state up and all these departments to, you know, put more you know, substantials on a lot of these informations to, you know, explain to them a more, you know, brief it and the police and deputies. And this was closed because of one reason, i had the evidence that needed to get and all of a sudden, because of the evidence that i had, it was due to what i had said in [inaudible] was that deputies on this president bleiman all right. Thank you, president bleiman. The first matter is at nightingale, located at 239 fillmore street. One of their businesses is located across the street. The applicants are applying for a p. O. E. Permit to host live d. J. S and entertainment in the premises. They reached out to supervisor peskins out, four community groups, and reaching out from the venue. Here to tell you more is brian sheehy. Can you, commissioners, and as always, thank you for your guidance, and to the director, thank you for your guidance on this process. Were very fortunate that there are no residential neighbors on this side of the street. We are a sixdayaweek business, closed on sundays. We just opened in december in this location which, for the previous two years, was a bar, and for eight years prior to that, it was a restaurant called gaetan. Since we opened in december, business has been pretty good. Were a happy hour bar, but by 9 00 at night, people are pretty much moving on their way home. That is basically the reason for our application for a permit. Wed like to offer different types of jazz on weekdays and late night. We do a lot of corporate business in this location, as well, and a lot of our venue events need to have the opportunity for Live Entertainment. Officer matthias came to visit and tour the space two days ago, and he was happy with what he saw at the location. Be happy to answer any questions you have about the location. I have a question about your Neighborhood Outreach . I think you commented that there was no neighborhood in the facility, but you had a Neighborhood Outreach. How did that go . We had to incentivize people to come out. We had 12 of our guests at the neighborhood home that had been neighbors at our wreckhouse bar, so 12 of them joined us for beverages at our bar. That was the attendance. And would you let us know your process, if there are complaints from any people in the neighborhood, how would you address those complaints . Sure. So we have our Good Neighbor policy listed at our business. Our general manager and owner telephone numbers are listed along with the Good Neighbor policy. My cell phone number as well as dougs is available to the commission 24 hours, as well as officer matthias. First, they would call the bar, and the bar manager would take care of it. And the bar manager would offer minor dougs number if they are not happy with the response, and we would work with them to resolve it. Thank you very much. Yeah. How many businesses do you have . As such, Senior Inspector roberts took a sound measurement and is recommending we set their sound measurement at 75 d. B. A. Over 85 d. B. C. Southern station recommends adding the three listed conditions below, and additionally, we wanted to cleanup their existing p. O. E. Conditions as their Current Conditions are all covered by the regular conditions and Good Neighbor policy. To view their existing permit, please turn to the last page of the section. And so they came to an understanding about that although it wasnt further defined within this condition, but she agreed with it after a conversation. No. I totally understand that, but the spirit of a condition is that its enforceable, and i totally get the well intended efforts, but im not sure were being fair to the department let alone the applicant with a condition like this because it sets a condition to the public that we can do Something Like this. The word efficient is too ambiguous. Im just saying i dont know how we would enforce it. Can you just remind me is this redundant . We have a standard fire occupancy. One per every 100 patrons. We may not need this. Well, Deputy Director azevedo, what was the agreement with malia . I think malia would best be able to answer this. President bleiman talk into the microphone. I can look at the email, but i think i have the same question, whats what . I think we can just common sensing. If were having an author come in and do a book reading, our standards are going to be a little bit different than if were having, you know, a busy show. And so it no, i understand that. And its a matter of i guess, i asked to clarify that, and i got sort of a rational answer, and i would hope that, you know, that who was that was working with me, that we would both be, you know, verify understanding about this, and proactive. President bleiman yeah, no, thats okay. Its already in our code that you need to have certain security based on your size. So i think what commissioner falzon was asking, what would you think, based on your size. Commissioner falzone i think it means working collaboratively with the Police Department when an issue comes up. The only thing im thinking is this is unenforceable, so it sets up an expectation that is in the longterm problematic with our commission. Whatever is agreed, i understand completely. Im just trying to work with whoever i need to work with. Commissioner lee can i ask a question, how are these speakers powered . They are powered with one single amp and a tiny mixer. Commissioner lee so the amp has 100 watts . If that. Commissioner lee so youre not going to be using it with a d. J. It would blow the speakers. I mean, its just a patio. To have a Security Guard when theyre turning on the speakers. This is because were also cleaning up all of the conditions that was previously on the place of Entertainment Permit . Because a lot of them were outdated and a lot of them were already unenforceable . Commissioner lee why cant we recommend, like, the one security for commissioner falzone we already have that. Commissioner lee but its only when she has events real events. President bleiman all thats implicit in our code. Its not even implicit, its explicit in the code statute. President bleiman statute. Im in the same mind of commissioner falzon that this may not be enforcement and a recipe of disaster. And they did reach out to southern station with their calendar regarding their events, so that could potentially be the bridge. Commissioner falzone right, and im not suggesting that be removed. This is no suggestion of the department or the applicant or one individual. But i think its the commissions role to make sure that our staff is capable of enforcing these, and i did look at these 16 original conditions which are suitable for framing, theyre so flawed. So were certainly heading in a great direction, but im prepared to make a motion if people want to entertain it. President bleiman you can have a seat again. You can make the motion. I would like to strike southern stations number one, but go with the other two conditions, that the permit holder be responsible for outside promoters, and that southern stations provided a list of events in advance. You threw me off there at the request of director weiland because weve seen an uptick of incidents occurring inside and outside of the address. Ive included a list of the occurrences for your review. We also wanted to modernize their existing permit conditions as many are now covered by statute, the Good Neighbor policy, or the revised security plan. The revised security plan was reviewed by s. E. Plan and sfpd mission. Please note the applicant is also requesting to extend their hours until 2 00 a. M. Daily as their current permit conditions allow them to end at 1 00 a. M. Daily. The easiest amendment is just to strike all the amendments on their permit and adopt the ones listed below. In the back of your packet is their existing p. O. E. Permit to take a look at what their current permit conditions read . And here to tell you more is mark bernie. Mr. President , commissioners, staff, glad to be back. Im here today with william tony mayorago whos the general manager of the past few years of 26 mix. We dont know how long this bar goes back, but it goes back at least 20 years, and the president owner has had it 11 years. I half kiddingly call it the last real mission bar in the mission. Its very interesting. Its primarily a latino crowd, and its really its a fun place. Its fairly large, about 3,000 square feet. Its located on the corner of 26 and mission, and there were some issues. Were trying to clean them up. I think theyve done a good job in the last month or so. I have some feelers out for a good Security Team, and i know one thats interested and is going to come and look at the place. Ive reviewed the weve reviewed the 14 conditions that were outlined by staff, and we have no problem with any of them. We did we did some outreach, even though weve been there forever. I think its a good idea to, hey, go meet all your neighbors, go meet all the people who own stores in the neighborhood. We did talk to james who owns a wig store nearby, the stop and store market, dylan, g. M. Of the fedex office across the street. Knocked on some doors. There were six residents that we talked to. They were very reticent to give out their phone numbers, but we gave them our phone numbers, let them know hey, we want to be a Good Neighbor. Tony is here to answer any questions that you might have. But we went the security plan is fairly robust. I got it back from kaitlyn, and it was all marked up. It was about a twohour fix, but thats all right. Im glad to see that kaitlyn really does hawkeye these things and doesnt miss a trick. We want to be a Good Neighbor out there. We want to preserve whats the last bar of its type in the outer mission, and we would request a grant tonight. [inaudible] i didnt . I did, too. [inaudible] so the manager has been there ever since for the last ten years . That is correct. And so youre changing your security plan, which is great. But at the same time, you know, security plans are only good if you follow the security plans, so what im wondering is, whats the difference between this new updated security plan to what you were doing when theres almost, like, two or three, even four complaints a month . I mean, what were you doing then or what you were not doing then to where its happening now or what you think is going to happen and we went get these complaints on you are on records anymore. Right. Well, our main concern is keep a Good Relationship with our neighbors. Unfortunately, there were some incidents. There was some shortage of personnel management, and weve addressed that. Weve hired an extra manager to address any issues in realtime with the neighbors. We have given our phone numbers to our neighbors so they can reach us at any time so we can respond in realtime and address any issues that we have. A lot of the complaints i think have been more of the patrons have been too loud outside rather than the music. I think for the last month or so or more, we have been really working on trying to get everybody out as fast as we can as soon as possible, even though we have rig, right in f of our door, a bus stop. We usually try to do it by 1 50, i would say by 1 50, the street is clear. Commissioner lee so this is a Security Team that used to work for you, or were you instructing your team to get the people out. Are you on the premise pretty much every day . Yes. Commissioner lee so whos in charge of enforcing these people, you know, to get them on their way or maybe not even let certain people come in, you know, that dont have an i. D. Maybe or Something Like that . Is that you specifically or is that a head of security that you have on staff . Im the person right now that is taking over that. We let the security handle that in the past, but now, im doing it. I direct security to go outside and push people out, tell them, hey, do us a favor and leave. Commissioner lee before that, youd let the Security Guards handle it. Thats correct. I figured theyd do a better job than i do. Commissioner lee and are they still with you . Were in the process of changing them. We gave them a 90day notice to improve or quit, but in the meantime, ive been working with mark to consult with some new security companies, and if we find someone that can we can come to some kind of arrangements, were definitely, were changing because just we want to start over and be able to run our business in a Good Neighborhood manner with our neighbors. Commissioner lee and whats the capacity of your its 198. We get to about 120 on a busy day or on a weekend. Commissioner lee do you impose any dress code . Sk we dont allow, like, gang type of colors and stuff like that, but otherwise, were kind of flexible. Commissioner lee i see. So its a period of about nine months. So were you personally aware that this was going on in your venue . There were some issues, but we really didnt know the amount of it at the time until we were contacted by the by the some of the people in the Entertainment Commission. Ev even though we have a Good Relationship with our neighbors above us, but there was more of a concern with the neighbors across the street. Weve been trying to reach out with them, as well to try to get a communication with one of the ladies its a real concern. We give our numbers, and we have talked to her a couple of times that she feels this theres an issue, and like i said, were not there, take care of it, and she and were right there, take care of, and she seems to be pleased with it lately. Im just concerned because there seems to be a lot of issues, and it doesnt seem like you did a lot of things to rectify the problem. Can you tell us what youre going to do besides the security plan is the plan, but its not going to be enforced by you if youre not concerned about these issues coming up. Its kind of an issue, so can you tell us what will be different moving forward, as far as the management . We like i said, weve been consulting with some people to help us out to control different type of issues and prepare ourselves in the learning process of how dealing with things, like, the different persons that have run out of the businesses. Weve talked to some other cab owners in the area so they can help us out and how to deal with that issue. I think the concern right now is to try to work in our relation with our neighbors, which i think has been the issue that we havent had that closeness to them, and i think that would be the major issue. If we can keep continue being close to the neighbors, any issue before it blows out of proportion, well be able to solve it and are you yourself tracking it down or writing it down in a notebook when it comes in, a complaint. We are starting a log in on a report, which were going to keep in there for whether it be for review or just for personal information, yes. Okay. Thank you. Thank you. Commissioner falzone hi. I think you did a great job of taking our original 24 conditions and condensing it down to 14. By reviewing it, i feel there was a lot of effort and logic that was put into it, and i want to applaud that. Im also appreciative of the owners willingness to drop the limit down to 80. One sentence reads the ratio of security to patrons shall be one Security Guard to every 80 patrons, but the next line reads there will be three to four Security Guards outside at all times. Onsite at all times. Commissioner falzone onsite, thank you. So my only thing im wondering from an interpretation point of view, so that means if the place is empty, youre going to have three to four Security Guards onsite at all times . The commissioner falzone and we can come up with we can fix this. I just want to make sure you understand it. Yeah, the bottom line, yes. The whole idea is to try to get enough personnel to try to keep our patrons going. The reason were asking, as well, for the 2 00 a. M. Extension is so with that 1 00 to either 2 00 a. M. Venue that were going to be able to make, well be able to pay some of the extra costs of security. Commissioner falzone sure, no, im following you. Im just going to make a suggestion, although im okay with leaving this. It might make more sense, and im putting this out to my fellow commissioners, the second condition where it says there will be three to four security outside at all times, it might be helpful if we add when the ratio exceeds one guard per 80, there will be three to four Security Guards onsite. That will at least give you a bit of a buffer, so when staffing, when occupancy is lower than that, you wont be committed to the three to four people possibly. Sometimes i confuse myself. Please jump in. My only thought is the main reason why were here tonight is because of outside patron noise on the outside of the premises. Commissioner falzone yeah, im aware of the complaint. That being said, if theres only one Security Guard onsite, and theyre not outside, the real thing that were trying to resolve is the outside patron noise, and so commissioner falzone well, let me look at this a different way, then, would it be logical that we should consider striking the ratio one per 80 if were going to keep the condition that says there will always be three or four onsite . Commissioner lee i dont think thats viable for a business. Commissioner falzone well, im agreeing. Thats why im bringing it up. Commissioner lee yeah, im agreeing with you. Commissioner falzone im just giving you the letter of the law. Commissioner lee we just say a minimum of two. If our staff believes we should have one inside and one out, a minimum of three to four outside, does that mean i think its a timing concern, too, right . The business opens much earlie three Security Guards when theres 50 people, and thats whats going to have to happen until you come back to us and say i cant afford it anymore. Yes, and like i said, our main issue right now is to try to do that, to accomplish that. The im there five days of the week, and then, we hire the extra person, which is going to be two days of the week, so that way, theres always going to be a manager, and we communicate with kaitlyn basically on every time that there has been a complaint. And i think she acan testify t that, that the complaints has gone down quite a bit since weve been talking. So were enforcing and doing everything within our power to accomplish that. At this time, i dont mind three Security Guards if thats what we need to keep the noise happy and neighbors happy. Maybe, like i said, in a future, we can amend that, but at the time if thats what you guys consider thats what we need, were more than willing to agree to that. Commissioner falzone so let me try this one more time. Let me try this slightly different approach. I think, are we willing to address one Security Guard per 80 . What im actually thinking we should i would propose to my fellow commissioners, we strike and leave the rest, that the Security Guards would patrol a 100foot radius of the property in an hour. My only problem is were getting into a dilemma thats really hard for us to enforce. Commissioner falzone well, you sit out there and watch. How are you going to enforce this . Well, its counting, right . They do commissioner falzone no, no, im still trying to overcome this ratio of 1 to 80, and then, there will be these three to four Security Guards onsite at all times. I guess my intent is we should strike the first condition. If everybody wants the three to four Security Guards at all times then we probably dont need the 1 to 80 because based on occupancy, weve met it. I would agree with that. You guys can take that condition further and amend it, and say the owner agree there will be agree to four Security Guards onsite at all times. Director hs commissioner lee theyre recommending three guards until they mitigate their problems, why dont we scratch the 1 to 80, and we come back in six months and see. Hes willing to try it. We need to reduce these calls for service. I think we keep the 180, but then, we change the timing, and we dont do three to four because a minimum of three to four doesnt exist. Its three is the minimum. Four is not a minimum. If the range is always the minimum will be two. Based on occupancy, the minimum would be two. And again, our main concern is no, we would say, the minimum would be three, not three to four. Yeah, good point. Commissioner lee but then have that on a time. It does not read minimum of three. Commissioner lee there would be three to four Security Guards onsite at all times. Commissioner falzone i think we will say there will e be may i point your attention to the bullet point that starts on monday through fridays from 4 00 p. M. To close . Commissioner falzone let me try this. What if we leave the first condition of 1 to 80, and then, the language we need to work in the next condition is based on the previously stated ratio. Then we go into how staffing gets diverted. Im just trying to go to the president s point, if theres less than 80 patrons. If were going to say the ratio is 1 to 80, then the next thing is based on the previous stated ratio, take out three to four. On weekends, two will be on the inside, and then one to two outside, etc. , etc. , and that doesnt impact your next condition. Im just trying to say if people are comfortable with the 1 to 80, which i think is a positive, given the past history, i just think the next condition needs to follow that same ratio, and that addresses the occupancy issue. With the understanding there will always be one security outside in your recommendation because thats what wed like to see. Commissioner falzone so what youre saying is if no ones shown up yet, you want one Security Guard out front. Thats what staffs recommending . Okay. So we can add that, we can include that so i think, then, the first condition perhaps should read at all times, there shall be one guard onsite during all operating hours. And then go, the ratio of security after that one guard shall be one guard per 80. So weve got one guard at all times. After that, its one per 80. And then, the next one would read, based on the afo aforementioned ratio. I just wanted to restate what i previously stated is its during these pertinent hours of 8 00 p. M. To 9 00 p. M. Its not during all business hours. Commissioner falzone correct, but thats why im addressing this issue because right now the conditions written, theyre going to pick up violations because we are telling them to have three to four. You want to dictate that to me if were going to commissioner falzone so i think the first condition, the one that talks about the ratio. Yes. Commissioner falzone reads in spirit, at all times, there shall be one Security Guard on premise during operating hours. Subsequently, there shall be one guard to every 80 patrons. Then, the next condition, strike the first sentence, and it would say, based on the aforementioned formula, staffing shall be as follows. And then, on weekends, towo, ad then, so on and forth. Okay. My only concern is were forcing them commissioner falzone no, no, we just struck it. So this is totally occupancy driven. Its protecting them. I definitely want them to have adequate security, but paying for three people or four people at all times commissioner falzone so mr. Renne, are you following this . Yes. Commissioner falzone wow. Ive never seen him so in the affirmative. Commissioner lee so are they going to be able to have three or four Security Guards on a friday . If the occupancy requires it . President bleiman i think its simpler than this. We just say theyre going to have a minimum of one Security Guard for up to 80 people, and after 9 00 p. M. Or 9 00 p. M. , seven days a week, right now, they have a minimum of three and one of them is posted outside at all times. Can you redictate that. President bleiman yeah. So they always have one Security Guard for 80 people, and then, seven days a week, after 8 00 p. M. Because there have been major issues, this would be my vote. Commissioner falzone yeah, i agree. President bleiman that they have a minimum of three, and at least one is posted outside during that entire time. So this way, youre not having because i run businesses, too. Paying for three people all day at 3 00 p. M. And 4 00 p. M. , its not economically viable. Its not going to help you. Are you then recommending to scratch the entire condition that reads, there will be three to four security onsite at all times, that whole condition . Im okay keeping it, i just think that first sentence should be changed to what you just read . President bleiman yeah. Obviously, with these conditions, we want to be specific on what we want them to be doing just so they can be compliant with the plan and we can enforce it and were not forcing the poor business commissioner falzone can i just make one comment. Let me just try this. We leave the first condition the way it is, and maybe the all the next condition has to say is regardless of occupancy, at 8 00 p. M. , there shall be three guards or more but a minimum, actually so regardless of occupancy, there shall be a minimum of three guards onsite at 8 00 p. M. , and then, the rest continues. President bleiman i think thats enforceable. Commissioner falzone i like that. Im with you. So regardless of occupancy, there shall be three. Commissioner falzone a minimum. So the 1 to 80 will always be in play, but come 8 00, there shall be three guards, one posted on the exterior. And i think thats picking up the essence of both what the president is saying and what im trying to ferret through. Commissioner lee so basically, the inspector shows up at 8 30, and there better be three there. Were still actually reducing your experience. Just so for my clarification so i can understand commissioner falzone mr. Renne apparently completely understands. So it would happy to help y okay. President bleiman yeah. Okay. Anything else . And then, the security can explain to the guests that you cant hangout outside because we, as part of our condition, we had to put a no loitering sign up like that. Thats what it sounds like where its at. And the other thing is, you know, mark can get a better Security Team. Its not the number of the urt sko security, its the quality of his team for the patrons, and i think thats going to work. President bleiman thank you very much. Hello. My names rebel. So im just speaking about the condition that you proposed to commissioner falzone the one that follows the one to 80 ratio. Regardless of occupancy, beginning at 8 00 p. M. Daily, there shall be a minimum of three security onsite, one of which must be outside. On weekdays, and that goes into the remaining of the sentence. Commissioner falzone okay. And the other part we want to get in there is during all operating hours, there always shall be at least one guard, and that can possibly go in front of the ratio one. Sure. Yes. Commissioner falzone and that was the point. There was always one guard, regardless of occupancy. There will always be one guard onsite during operating hours. Commissioner falzone a minimum of one guard. And with that amendment and the remaining 13 conditions, i would recommend approval the 13 conditions from staff. Commissioner lee i second. Moving onto the last agenda item, which is commissioner comments and questions, i believe, the coronavirus issue, i know were all being cautious and theres major hysteria going on, but all the businesses, please come and patronize. Theres no disease or virus going on in chinatown or any neighborhoods, San Francisco at this point. And so right now, businesses are really, really hurting, and even the ones that are related to me. Were forced to layoff or have some unfortunate forced vacations until this crisis is over, so in the meantime, it would be great if people would just, you know, relax and look around and notice its business as usual and come to chinatown or any of the communities that dinner or lunch. Jump in. I do want to jump in. This issue is a moving target, and so we are involved, so just wanted to give you all a heads up that we should have substantial updates as we go. Weve also just been asked to staff the Emergency Operations center for 10 or 12 hours a week from our staff so we can be helpful and responsive to large scale events in the city. And well continue to take the guidance, leadership and messaging thats coming from the c. D. C. , department of Public Health, and department of Emergency Management. President bleiman all right. The only thing i was going to add was we all should be washing our hands. Just having visited seattle this week for the conference. I think we need to remember how good we have it, the synergy between our community and the night life. We are the Gold Standard maybe in the entire world, and everybody let us know that every single time we spoke with them. I worked in the library for a long time. When i started working the San Francisco history centre, i noticed they had the hippie collection. I thought, if they have a hippie collection, they really need to have a punk collection as well. So i talked to the city archivist who is my boss. She was very interested. One of the things that i wanted to get to the library was the avengers collection. This is definitely a valuable poster. Because it is petty bone. It has that weird look because it was framed. It had something acid on it and something not acid framing it. We had to bring all of this stuff that had been piling up in my life here and make sure that the important parts of it got archived. It wasnt a big stretch for them to start collecting in the area of punk. We have a lot of great photos and flyers from that area and that. That i could donate myself. From theyre, i decided, you know, why not pursue other people and other bands and get them to donate as well . The historic moments in San Francisco, punk history, is the sex pistols concert which was at winterland. [ ] it brought all of the punks on the web west coast to San Francisco to see this show. The sex pistols played the east coast and then they play texas and a few places in the south and then they came directly to San Francisco. They skipped l. A. And they skipped most of the media centres. San francisco was really the biggest show for them pick it was their biggest show ever. Their tour manager was interested in managing the adventures, my band. We were asked to open to support the pistols way to that show. And the nuns were also asked to open the show. It was certainly the biggest crowd that we had ever played to. It was kind of terrifying but it did bring people all the way from vancouver, tee seattle, portland, san diego, all up and down the coast, and l. A. , obviously. To San Francisco to see this show. There are a lot of people who say that after they saw this show they thought they would start their own band. It was a great jumping off point for a lot of west coast punk. It was also, the pistols last show. In a way, it was the end of one era of punk and the beginning of a new one. The city of San Francisco didnt necessarily support punk rock. [ ] last, but certainly not least is a jello be opera. They are the punk rock candidate of the lead singer called the dead kennedys. If we are blaming anybody in San Francisco, we will just blame the dead kennedys. There you go. We had situations where concerts were cancelled due to flyers, obscene flyers that the city was thought that he thought was obscene that had been put up. The city of San Francisco has come around to embrace its musicians. When they have the centennial for city hall, they brought in all kinds of local musicians and i got to perform at that. That was, at in a way, and appreciation from the city of San Francisco for the musical legends. I feel like a lot of people in San Francisco dont realize what resources there are at the library. We had a film series, the s. F. Punk film series that i put together. It was nearly sold out every single night. People were so appreciative that someone was bringing this for them. It is free. Everything in the library is free. It it is also a Film Producer who has a film coming out. Maybe in 2018 about crime. What is the title of it . It is called San Francisco first and only rock n roll movie. Crime, 1978. [laughter] when i first went to the Art Institute before the adventures were formed in 77, i was going to be a painter. I did not know i would turn into a punk singer. I got back into painting and i mostly do portraiture and figurative painting. One of the things about this job here is i discovered some great resources for images for my painting. I was looking through these mug shot books that we have here that are from the 1920s. I did a whole series of a mug shot paintings from those books. They are in the San Francisco history centres s. F. Police department records. There are so many Different Things that the library provides for san franciscans that i feel like a lot of people are like, oh, i dont have a library card. Ive never been there. They need to come down and check it out and find out what we have. The people who are hiding stuff in their sellers and wondering what to do with these old photos or old junk, whether it is hippie stuff or punk stuff, or stuffestuff from their grandpar, if they bring it here to us, we can preserve it and archive it and make it available to the public in the futur adjourned. I am london breed. I am the mayor of San Francisco. I am joined by the president of the board of supervisors, norman yee along with other members of the board of supervisors. The director of the department of Public Health, our police chief, bill scott, and the department of Emergency Management director mary ellen care ron. I want to thank everyone for joining us today. As you know. The city has been working to prepare for what we know would be a significant Public Health challenge here in the city, and we are seeing it play it out all over the bay area and all over the world. As the city prepared its response, we explained to the public we would be year every step of the way what the challenges are and the steps we need to take to protect Public Health. Some of the challenges we have, of course, faced from an economic standpoint as well. Every step of the way i want be to thank not only members of puckly for your understanding. I want to take this opportunity to thank so many Public Health staff as well as the Public Safety people who rose to the occasion to help us through what we know is an evolvingation and a challenging one. I want to say that San Francisco has, as we know, experienced challenges in the past. Because of those challenges, we have become more of a resilient city. That is why we took the step before any other cities to declare a state of emergency so that when this happened in our city we were prepared. We are prepared. But we also know that there are some very, very significant things that need to be done, some significant steps. Even more so than what was announced by the governor to ensure Public Safety. Today we are announcing those steps and what we need to do, and part of what we are also seeing definitely a change in behavior, a change in what people do in our every day lives, many are calling this is new normal. It is term por temporarily to pt Public Health. We appreciate your cooperation and those folks on the front line to combat what is continuing to be an evolvation. The new Public Health order that we are announcing will require those in San Francisco to remain at home with exceptions only for essential outings. These measures will be disruptive to daytoday life, but there is no need to panic. Essential government services, like our police, fire, transit and sanitation will continue. Your garbage will be picked up. Police officers will be out there on the front line. Fire and safety firms and others. Also Grocery Stores and pharmacies and banks and gas stations will remain open. Restaurants will be open for theout only. Nonessential stores like bars and gyms will close effective midnight tonight. My fellow San Francisco, we ask you to remain at home for all but the most essential outings for your safety and the safety of those around you. Doctor colfax will provide more details, but i want to also be clear, this is not a time to panic. We are not closing Grocery Stores. When you need to go pick up prescriptions, please practice social distancing. Maintain at least 6 feet of distance from others. Continue washings your hands and cleaning high touched surfaces. We know that this will have an even larger impact on what we have already put into place, and we will continue in this city to do everything that we can at the local level to support those who will continue to be impacted. I also want to express that this directive is coming from our county health experts. This is not just happening in San Francisco county. It is happening as we speak in Alameda County and in Santa Clara County and marin county. The bay area is coming together, understanding the significance of the impacts of the coronavirus for the purposes of making sure we keep people safe because we know in San Francisco we cant do it alone. We have to work together, and our Public Health experts are some of the best in the world. Our advising us to take these additional steps to ensure Public Health. We will continue as we have done in addition to protecting Public Health, taking into consideration the impact of decisions on our economy. We will do everything we can to protect residents and workers and businesses through challenging times. This morning we announced the 10 million paid sick leave package for workers impacted by the coronavirus who are not City Employees. We provide advanced paid city sick leave for City Employees as well. We are deferring business taxes and licensing fees, launching a relief fund for impacts businesses. Supporting nonprofits so workers dont lose their income. Working with partners and advocating for state and federal funds. Moratorium on residential evictions. We know that there will be more that we need to do, and we all clearly along with many of the Department Heads with me, a number of city leaders, elected officials are coming together to put forth the kinds of initiatives to help us get through this very difficult time. Thank you, mayor. Good afternoon. I am doctor grant colfax, director of health for the city and county. As the coronavirus continues to change rapidly in the city and region, i want to make sure all those in San Francisco understand we are entering a new phasein our response. Our response has always been grounded in data, science and facts. That continues to be the case today. As we look at the patterns in our country, state and region, we are seeing rapidly escalating cases and serious illnesses due to coronavirus. This requires an escalating response. The evidence tells us that now is the time to implement this step. Today we are ordering that everyone in San Francisco who can remain at home until april 7th. This is a critical intervention that we know can reduce harm and save lives. The coronavirus is spreading in our community, and we need to slow it down. Over the weekend, the Health Officers from six counties conferred and agreed this step is needed immediately. Based on what we can predict, now is the time to do everything we can to prevent the situation from getting much worse in a matter of days or weeks. Every hour counts. With everyone cooperating with these orders, both locally and regionally, we will be able to adjust to the new rules over the next few weeks. We know that there will be a lot of questions and concerns at the beginning of this. We are committed to providing the most clear uptodate information you and everyone needs. We will have frequently asked questions on the sfgovtv and department of Public Health web site, bus shelters and radio ads and update the public through the media. And, please, do not rush to urgent care or Emergency Rooms for covid19 testing or nonemergency needs. Do not overwhelm the Health System or the Emergency Response systems at this time. We need these services to care for those who are seriously ill. If you are sick or concerned you may have coronavirus, please contact your healthcare provider. In fact, i urge us not to rush anywhere. With this order in place, you will still be able to get food, care for relatives, runness errands and conduct the essential parts of your lives. You will still be able to walk your dog or go on a hike alone or with someone you live with or even with another person as long as you keep six feet between you. Grocery stores, gas stations, banks, laweddr laundromats and l services will continue to remain open. Restaurants will continue to do takeout or delivery. Please be patient and kind to one another. Stay informed with the facts and dont propagate rumors or miss truths. Together we will get through this and our families and Communities Health will be better protected. During these next weeks, the Health Department, department of Emergency Management and all city agencies will continue to respond to the coronavirus outbreak. This work is essential and must go on. For the Health Department and partner we will focus attention on the top three priorities to fight the spread of the virus. To decrease harm and save lives. The First Priority is to reduce community spread. The virus is here in San Francisco. We must practice social distancing to slow it down. This order escalates that response. Another priority is doing everything we all can to protect vulnerable populations. That means people who are 60 or older or who have certain Underlying Health conditions. These are the people most at risk forgetting seriously ill and dying if they get coronavirus. The condition covid19 caused by the coronavirus. Third, we must protect Healthcare Workers. Across the city, Health Care Workers and First Responders are on the front lines keeping our Community Healthy and safe. We must provide them with the support, protection and supplies they need to respond to coronavirus. This is the work of Public Health. Nothing is more important for our community today. We greatly appreciate the way the city is coming together during this emergency. Under the leader hip of mayor breed, city agencies, businesses schools, Healthcare System and individuals are stepping up to do their part. All those in San Francisco please do your part. Abide by the new health order. If you do have to go out, practice social distancing. Stay six feet apart from others and wash your hands frequently. Check in on your neighbors. Do not leave children who are out of school with elderly relatives if at all possible. Do not go to Emergency Rooms unless you have a true emergency. Take care of yourself and loved ones and make a plan to manage the changes upon us. I know this is a lot to take in. I and the department are committed to providing all those in San Francisco with as much information and guidance as we can to help you do your part. Todays decision was reached collectively and the entire region is acting as one. We will be developing more detailed information as soon as it is available. Before we open it up to the questions i will introduce the president of the board of supervisors, norman yee. Supervisor yee thank you, mayor breed. I thank you for your leadership and the leadership of all six counties coming together to fight this as a joint effort. It cant be isolated. I acknowledge my colleagues. Supervisor walton, mandelman, stefani, supervisor peskin, mar, ronen and preston. We are here standing together with the mayor, and i want to thank all of them working in unity with the Mayors Office to respond to this. I want to thank the mayor to be aggressive about this effort. This is not a game at all. I want our seniors, in particular, those most vulnerable to take this seriously. We can give orders if you dont follow it, it is use less. We all must do our part. That is what we need to do. Now, the mayor has rolled out many initiatives to the press, public. These are some of the things we are doing as a city to help the Small Businesses, to help people that are residents in San Francisco. Those are great ideas, great ideas generated by all of us standing behind me, and i want to say two other things. Those ideas are not the only ideas. We will continue to find policies to help our population in San Francisco while we are all sitting and being impacted by this one way or another, economic or emotional. On tuesday, we are going to continue that discussion to see what else we can do. What other ideas we can come up with, and i am happy that we will take that initiative to work together. The other thing i want to say is that during this emergency it is so important that the board of supervisors membership, my colleagues are well informed. As you know many of the residents come to our offices for information. We need to communicate back both ways to the department of Emergency Management or eoc to make sure this strong communication that goes on between us. We are going to work on that, also. I want to thank, once again, mayor breed, for your leadership in this. Thank you. Mayor breed thank you, president yee and to all members of the board of supervisors for joining us here today. As i said, from the very begin, the priority in making these decisions is Public Health. I know this has been very difficult for so many people. We will continue to do everything we can with a number of initiatives to mitigate the impact on our vulnerable community, not just the vulnerable communities of people we know are at risk of contracting the coronavirus but the people we know might be suffering financially. We have a lot of work to do and we will continue to do that every day to provide initiatives we know we can deliver for the people of San Francisco. I thank you all for being here, thank you for your patience and cooperation. This order will go into effect at midnight tonight. Do not panic. The Grocery Stores and gas stations will remain open. The bankings will remain open. The pharmacies will be open. There is no need to rush out to do things at these particular locations because they will be available to you. At this time we will open it up to questions. Again, our goal is to try to mitigate the impacts as we have said time and time again, provide essential services to the public to the fullest extent possible, provide mitigation around the Economic Impacts on what we know impact peoples lives on a regular basis, especially those who sadly have already been laid off because of the lack of business for various restaurants and other places. We know there is more to do. I will say that i am really proud of the leadership here in San Francisco because we are ahead of the curve in comparison to so many other cities throughout the state, throughout this country. They are not even close to doing many of the things we have already put in place from San Francisco. There will be more to come. I thank you for your cooperation and thank you to the Public Health officials and others who have stepped up and provided the most meaningful support during a very difficult time. I am happy to open it up for questions. I am going to let the chief scott answer some questions around enforcement. Thank you, mayor breed. I want to thank mayor breed for her leadership. Enforcement. We will take a compassionate common sense approach. Number one, education. The mayor is clear to the Leadership Team we need the information out to the public what this is all about. Dont panic. We have frequently asked questions published to the public. We are looking for voluntary compliance. We are asking the public to voluntarily comply. This order by law is enforceable as a misdemeanor or fail year to comply with it. That is a last resort. I want to be clear. This is not about criminal justice approach to a Public Health issue. This is about educating the public, this is about social distancing and practicing safe protocols. We are part of that. If we get called we will educate the public to point out why we are doing this. We are asking for voluntary compliance. Yes, by Law Enforcement is an option. That is not our desire, not what we intend to do. We intend to add here to the spirit what this is about to keep people safe and keeping this virus from spreading. We will do our part. Thank you. [ inaudible ] we are not putting a ban on food delivery. We are still working with the Governors Office to not only make sure that we have places for people who are homeless to selfquarantining but we also know in this challenging time that the homeless along with other vulnerable populations fit into a vulnerable population. Our goal is to provide some Additional Resources that we are working on now. We do have locations just in case there is someone who is diagnosed and may not need Hospital Service but may need to selfquarantine. It is something we are continuously working on, and we will provide more information when we have all of the details. What about travel . Under this order all but essential travel will be restricted. Your first question was about media role. It is essential to communicate effective information, Accurate Information and push back against rumors. This is a radical step. Essential services will continue. Ensure that people understand that they will be able to support themselves and their families to get the vital resources that they need during this time and that this is an evidencebased intervention to make sure that people stay at home as much as possible to prevent the spread of the virus. This is an evidencebiased, science based intervention. Thank you. At this time in compliance with the order, people who leave the county during this time would not be except for essential travel would be out of compliance coming back between now and april 7. People out of the county currently would be able to return at this time. Going forward to april 7th essential travel is only allowed under the order. Thank you. [ inaudible ] as i said, protecting Healthcare Workers and First Responders one of the top three priorities at the Health Department. I dont have the numbers to share in terms of number of Healthcare Workers quarantined. They are at high risk for exposure. We are working with Hospital Systems across the city to prepare for the potential for a substantial portion of the work force to be under isolation or quarantine. One of the key things we are working on is insuring there is adequate protective equipment in keeping with the cdc guidelines to keep workers safe so they can care for the people most vulnerable for this disease. Do we not have enough healthcare wore concernings. We have a robust Healthcare System and everybody is stepping up. That will be posted on the frequently asked questions. What services at city hall are going to continue . Essential services will be continued. Essential City Services will be continued both at city hall and a cross the city. That will be provided, absolutely. Are you short equipment right now . Every local jurisdiction needs more personal protective equipment. I cannot emphasize how important that is. Given the need to protect our Healthcare Work force. We asked at the federal level for more in terms of what is availability. All local jurisdictions that i have talked to and i am aware of are working under a short supply. This is a key gap in our ability to collectively respond to the epidemic. We are working locally, regionally and state level to develop more uptodate guidelines with regard to what is the necessary protective equipment and also to make sure that we have a clear sense of what is available going forward. Personal protective equipment is a vital part of this response, and i want to ensure we are able to keep our Healthcare Workers protected with the best evidence possible so they can do their job. Under the order, take out will continue and coffee take out as long as social distances is maintained under the order that would be permissible. We will post essential activities on the website. Cleans is especially important for all of us during this period of time. Front line workers include the janitors who are keeping us all protected. What is the plan for the [ inaudible ] we have an ad campaign on the radio and tv and print media. Today we are switching all messages as we speak. You will be hearing and seeing and be able to read those as of today. All of that is out. You can either go to sf72. Org and find all of that material ready to print and share. I want to add also there are a lot of nonprofits we partnered with to distribute information in various languages all over the city. That information has already been going out. Thank you. Hand cleaner. What are you doing . Thank you for your question. Greg, it is not just hand sanitizer. Regular soap works just as well. I will let doctor colfax answer the details about supplies. I reinforce what the mayor is saying about soap and washing hands. Hand sanitizer we are working with our supply chain operators to ensure as much is available as possible. We work with what we have and we are trying to get more. We have been in preliminary conversations with a company. I dont have specifics to share. They are working with us and a couple other counties to try to i would emphasize this is pilot intervention at this time. We want to make sure given the national limitations of test Kit Available that those tests are reserved for the people who need the tests the most. If i could give that to you i would. I dont have that timeline that is not established yet. Mayor breed we cant sit back to wait for the federal government to do anything. Unfortunately, they have not been as proactive as they should in recognizing this is a crisis throughout the entire world. As you know, i sent a letter to the Vice President two weeks ago around the lack of support for test kits, around protective equipment, around the very terrible response in dealing with this. Sadly, now is not the time to point fingers. It is the time to come together to provide as many resources as we can locally to protect Public Health and we hope that people will cooperate with us. [ inaudible ] so the Public Health officers for the counties that i listed are all in constant communication and are the ones who put forth this specific directive. They are definitely in touch. I will let doctor colfax talk about what that entails. We as leaders of the city are in Constant Contact along with the Governors Office to provide coordinated responses for the suggestions or the mandates coming down from Public Health officers. There is a coordination that is happening around the region as a result of this particular situation, and we are working together, and we are working directly as well with the Governors Office, who is very supportive in our efforts. I will let doctor colfax talk about the Public Health officers and their coordination and response. Thank you. I think it is key to emphasize how important this Regional Response is. From the data that we are receiving from other countries, we know our regional approach must be taken, particularly with regard for social distancing, to have an optimal impact. Over the weekend the Health Officers from nearby counties came together and shared Data Information what we were doing and made a commitment to working regionally and collaborating and working lock step towards this order. While the order released today is specific to San Francisco, the order reflects the concepts that are being implemented and executed in all six counties, and the timing of the order and effect of the order, the date and time that the order is effective is consistent across the six counties. There will be a press availability with the director of m. T. A. At 3 00 today to provide details on muni and our Transportation System here. We unfortunately cant speak on behalf of bart. [ inaudible ] well, the first thing is if we are practicing the social distance requirement, the likelihood of somebody being stopped is extremely low unless they are doing else. If they are called in as a Disaster Service worker, they would need to have the regular credentials on them. That is explainable. We are taking a very common sense compassionate approach to this. We understand certain things have to happen, we have to have essential services in our city. Our officers will be very thoughtful about that. If social distances is being practiced there is no reason to stop anybody. Mayor breed we said this information is online. We realize that not everyone has access to the internet. 311 is also a tool. I want to reiterate this is not the time to panic. If people have questions, concerns, they can call 311, look at the department of Public Health website for any questions or any other concerns. We are here to provide as much information as we possibly can to help every resident of the city get through this very difficult situation which is something that again we have experienced maybe not in this magnitude but we have had challenges before, and we have become a more resilient city as a result of those challenges. We will emerge stronger and better because of this. Please cooperate with the order. Please continue to work with us to comply so that we can get through this sooner rather than later. There is an old tradition of an irish stick, thush shillelag. It was something that a welldressed man had as a walking stick. Then it became sort of a weapon because we only have weapons of love and not of fighting in San Francisco. Then it was a sporting vehicle to use. Now you can buy them with a flask at the top with christi. Whiskey. We thought you would need this. As you know this is march 6th. I always thought the irish day was the 17th, right . Our Irish Americans in San Francisco want to celebrate early. We thought that this irish stick, shillelagh, would be helpful to keep people in order. It is a stick of friendship. We cant shake hands. The first person i get to bring up is our mayor. We will tell you she is having a difficult time today because she is now no longer grand marshall. Her term as grand marshall has ended. There have been moments when we had a number of long boring meetings in the office. She gets frustrated and tells us stop telling me mayor, i want to be called grand marshall. She pulls out the sash. Here she is for paps th perhe last time. Grand marshall london breed. Mayor breed my merchandising is once a grand marshall always a grand marshall, right, director . That is why i pulled it out today for this special occasion. I want to take this opportunity to also acknowledge the president of the university of San Francisco, paul fitzgerald. Thank you so much for continuing to coordinate all of these incredible events to bring so many communities together. Many of you have known shawn for a long time. I work with him every day. I never hardly see him leave his office. I am glad you convinced him to be the mc today to welcome you all here. The fact you serve whiskey has something to do with it. Today we are celebrating what is just an amazing friendship that continues to exist between the Irish Community and San Francisco. In fact, we know that the legacy of this city has everything to do with our incredible Irish Community, many who i am grated here to San Francisco often running from discrimination in the east coast, and many settled here and started their businesses here, raised families here and created what we are so very proud of. Who has the best water anywhere . San francisco. It is because the dam and the water and power system created here many, many decades ago that we enjoy what is some of the best water anywhere in the world. We also know that many irish men served as mayors of this city. It is time for an irishwoman to step up for a change. We know that the rich history and legacy is why in 1984 then mayor Dianne Feinstein established the sister city relationship between San Francisco and cork, ireland. Thank you for continuing your leadership as one of the cochairs for that sister city relationship. So much history and so many incredible people, and, yes, i have the privilege of serving as the grand marshall. When i committed to being the grand marshall of the parade last year, i committed to showing up to every event, mr. Lions, now that you are the grand marshall, if i as mayor can show up to all of the events and do all of the vo volunteer k required to wear the sash, i want to be sure you are filling my footsteps with pride. Congratulations. We know that you immigrated here to San Francisco, met your wife on geary street, raised four Incredible Church and have a rich history and legacy in San Francisco. And finally to commemorate this moment, yes, the parade is amazing and all of the dance performances, all of the volunteer activities. Since they just arrived, San Francisco has a great history of a number of Department Heads of Irish American descent. I would like to recognize mickey callahan, department of human resources, and bill scott from the San FranciscoPolice Department, and his assistant chief mike redman over there. Thank you for being here, gentlemen. It is now my privilege to recognize the Council General of ireland Robert O Driscoll who has a tremendous connection to San Francisco because his son was born in San Francisco. No matthe matter where his cares him, San Francisco will always be his sons home. Thank you very much. I think he is here today. This is his first st. Patricks day event. I am excited. If you see a green ball, that is mine. Distinguished guests, mayor breed, and supervisors and Department Heads and everybody, very happy t to be here today. Looking back for this event wondering what to say. It is 169 years since the first st. Patricks day parade. 170 years since the first mayor got appointed. How in the fliers year of a mayor was there not a st. Patricks day parade . The first mayor was appointed in may 1850. In january it would have been a parade that year, too. I have been reflected on my thoughts about the parade and first parade, and what were they doing . They were celebrating irish heritage. These are people who left under huge duress, typically in famine times and reached the east coast and no overly welcome home. California offered the promise of prosperity and good life for them and their family. They were celebrating they would never go back to ireland but never forget ireland. There is a grave yard from 1854. All of those had the names of people there and names from ireland but what county in ireland is listed. I thought that was in the last days when they were thinking how to be remembered. It wasnt enough to be from ireland. They had to be from cork and dublin. That connection to home was still as strong at the end of life as it was when they left. I am proud of that. I think the other thing they were doing that day, they were looking forward to what they would achieve because they had achieved a lot to get that far but they had a lot of work to do. The theme of this parade this year serving our communities, i think probably reflects the greatest achiev achievement of t community. That is what we do. That is the irish story in the city. The police in the city administration, politics, in the Fire Department, in the schools. Marry mckeever is here, principal of saint phillips, or all of the people who take leading roles. Our community serve. We should celebrate that for the next week over the course of the parade. Particularly they are so reflective of that. They are all some part of the story of service. As grand marshall you reflect the sense of community, that ethos. Look at the story. It is not just service to the community but the Irish American community through youth gaa. When we look back at your legacy, and i said this at the grand marshalls dinner in your honor. What a legacy for our culture to be passed to the next generation. It is very special. You have had a huge role in that. Everyone in the community here wants to celebrate on your special day. Please give him a huge round of applause. I want to thank shawn. You cannot have just the murphy dancers performing without having the wee land dancers. I would like to invite them up to do a little dance for us. [applause] applause thank you very much. One last announcement if you get a chance to drive by city hall tonight, the mayor instructed the building be lit up in green. That is tonight and i believe the mayor is saying green, white and orange. Okay, mayor, whatever you say. Also on st. Patricks day as well. Thank you, mayor breed. Roughly five years, i was working as a high school teacher, and i decided to take my students on a surfing field trip. The light bulb went off in my head, and i realized i could do much more for my students taking them surfing than i could as their classroom teacher, and that is when the idea for the city surf project was born. Working with kids in the ocean that arent familiar with this space is really special because youre dealing with a lot of fear and apprehension but at the same time, a lot of excitement. When i first did it, i was, like, really scared, but then, i did it again, and i liked it. Well get a group of kids who have just never been to the beach, are terrified of the idea, who dont like the beach. Its too cold out, and its those kid that are impossible to get back out of the water at the end of the day. Over the last few years, i think weve had at least 40 of our students participate in the city surf project. Surfing helped me with, like, how to swim. Weve start off with about two to four sessions in the pool before actually going out and surfing. Swimming at the pool just helps us with, like, being, like, comfortable in the water and being calm and not being all not being anxious. So when we started the city surf project, one of the things we did was to say hey, this is the way to earn your p. E. Credits. Just getting kids to go try it was one of our initial challenges for the first year or two. But now that weve been doing it three or four years, we have a group of kids thats consistent, and the word has spread, that its super fun, that you learn about the ocean. Starting in the morning, you know, i get the vehicles ready, and then, i get all the gear together, and then, i drive and go get the kids, and we take them to a local beach. We usually go to linda mar, and then occasionally ocean beach. We once did a special trip. We were in capitola last year, and it was really fun. We get in a circle and group stretch, and we talk about specific safety for the day, and then, we go down to the water. Once we go to the beach, i dont want to go home. I cant change my circumstances at home, but i can change the way i approach them. Our program has definitely been a way for our students to find community and build friends. I dont really talk to friends, so i guess when i started doing city surf, i started to, like, get to know people more than i did before, and people that i didnt think id like, like, ended up being my best friends. Its a group sport the way we do it, and with, like, close camaraderie, but everybodys doing it for themselves. Its great, surfing around, finding new people and making new friendships with people throughout surfing. It can be highly developmental for students to have this time where they can learn a lot about themselves while negotiating the waves. I feel significantly, like, calmer. It definitely helps if im, like, feeling really stressed or, like, feeling really anxious about surfing, and i go surfing, and then, i just feel, like, im going to be okay. It gives them resiliency skills and helps them build selfconfidence. And with that, they can use that in other parts of their lives. I went to bring amy family o the beach and tell them what i did. I saw kids open up in the ocean, and i got to see them connect with other students, and i got to see them fail, you know, and get up and get back on the board and experience success, and really enjoy themselves and make a connection to nature at the same time. For some kids that are, like, resistant to, like, being in a Mentorship Program like this, its they want to surf, and then later, theyll find out that theyve, like, made this community connection. I think they provided level playing fields for kids to be themselves in an open environment. For kids to feel like i can go for it and take a chance that i might not have been willing to do on my own is really special. We go on 150 surf outings a year. Thats yearround programming. Weve seen a tremendous amount of youth face their fears through surfing, and that has translated to growth in other facets of their lives. I just think the biggest thing is, like, that they feel like that they have something that is really cool, that theyre engaged in, and that we, like, care about them and how theyre doing, like, in general. What i like best is they really care about me, like, im not alone, and i have a group of people that i can go to, and, also, surfing is fun. Were creating surfers, and were changing the face of surfing. The feeling is definitely akin to being on a roller coaster. Its definitely faster than i think you expect it to be, but its definitely fun. It leaves you feeling really, really positive about what that kids going to go out and do. I think its really magical almost. At least it was for me. It was really exciting when i caught my first wave. I felt like i was, like it was, like, magical, really. When they catch that first wave, and their first lights up, you know their face lights up, you know you have them hooked. I was on top of the world. Its amazing. I felt like i was on top of the world even though i was probably going two miles an hour. It was, like, the scariest thing id ever done, and i think it was when i got hooked on surfing after is our United States constitution requires every ten years that america counts every human being in the United States, which is incredibly important for many reasons. Its important for preliminary representation because if Political Representation because if we under count california, we get less representatives in congress. Its important for San Francisco because if we dont have all of the people in our city, if we dont have all of the folks in california, california and San Francisco stand to lose billions of dollars in funding. Its really important to the city of San Francisco that the federal government gets the count right, so weve created count sf to motivate all sf count to motivate all citizens to participate in the census. For the immigrant community, a lot of people arent sure whether they should take part, whether this is something for u. S. Citizens or whether its something for anybody whos in the yUnited States, and it is something for everybody. Census counts the entire population. Weve given out 2 million to over 30 communitybased organizations to help people do the census in the communities where they live and work. Weve also partnered with the Public Libraries here in the city and also the Public Schools to make sure there are informational materials to make sure the folks do the census at those sites, as well, and weve initiated a campaign to motivate the citizens and make sure they participate in census 2020. Because of the language issues that many Chinese Community and families experience, there is a lot of mistrust in the federal government and whether their private information will be kept private and confidential. So its really important that communities like bayviewhunters point participate because in the past, theyve been under counted, so what that means is that funding that should have gone to these communities, it wasnt enough. Were going to help educate people in the tenderloin, the multicultural residents of the tenderloin. You know, any one of our given blocks, theres 35 different languages spoken, so we are the original u. N. Of San Francisco. So its our job is to educate people and be able to familiarize themselves on doing this census. You go online and do the census. Its available in 13 languages, and you dont need anything. Its based on household. You put in your address and answer nine simple questions. How many people are in your household, do you rent, and your information. Your name, your age, your race, your gender. Everybody is 2,000 in funding for our child care, housing, food stamps, and medical care. All of the residents in the city and county of San Francisco need to be counted in census 2020. If youre not counted, then your community is underrepresented and will be underserved
