[agenda item read]. Chair fewer thank you. We have the Youth Commission. You may begin. I am here wito present on t Youth Commissions upcoming budget in the next two fiscal years. This is both laid out in the charter and also reflects the importance of having youth voices at the table when we are making decisions concerning the city. So our formal budget and policy priorities report will come out in may, as usual, but we are here today to report our preliminary budget recommendations while you are still narrowing down the boards Budget Priorities and the mayor is presenting her budget. The commission has three committees, and i am now going to turn it over to my colleagues to present on the specific recommendations. Thank you, commissioner. Good afternoon, supervisors, and thank you for your time. I am a mayoral appointee on these commissions, and i serve as the delegate on Civic Engagement. Its about 16 campaign which urges to expand Voter Registration in San Francisco and allow 16 and 17 year olds to participate in the election. The 16 looks to amend the disparity by bringing a level of equity and inclusion into the San Francisco democracy, however the vote 16 campaign depends solely on education and infrastructure in place for young people so should they enter the electorate, they have the experience and authority to make politically respective decisions. Therefore, wed like to thank the supervisors who have agreed to sponsor the campaign, especially president yee, whos the main sponsor for the vote 16. Thank you so much, and ill pass it onto the transformative Justice Committee. I represent district four, and im here on behalf of the transformative Justice Committee to share our views with you. Were tasked with forming radical views on certain laws in our cities. Weve already presented to a variety of Different City Department advisory groups such as j. P. D. , the police commission, human rights commission, and now were coming to you all with our recommendations. So first of all, for the department, the adult probation department, we have an urge to maintain and expand the Young Adult Court especially in terms of hours and accessibility for youth. For the department of children, youth, and their families, while we do want to fund a lot of programs for justice that impacts communities, we also want the c. B. O. S that are providing the programming to be held accountable in providing the citys money. And we want to make sure that these departments are, like, being held accountable and the programs are serving the residents. Weve seen really great models of this. The young womens Freedom Centers town hall last december, which i believe supervisor walton attended, and thats a great example of young people coming together to figure out what they need, and we would urge the board to put more money aside for that. They already provide great know your rights materials online and on paper, however, we urge the board to allocate funding for them to actually be able to do targeted outreach in the schools and other after School Programs and community organizations. As a student in my senior year, ive never had a know your rights training, and this would be incredibly beneficial so all youth in San Francisco could be educated on their legal rights. And finally for the department of homelessness and youth housing, were asking for 100 beds for youth shelters. We presented before Juvenile Court. A lot of girls are having to stay in the home longer or go out of county or even, like, out of state placements because there arent enough shelter beds in San Francisco and we want to make sure that girls have the same experiences and opportunities that boys do, and with that, ill pass it onto my colleagues. Good afternoon, commissioners. I am rocky versace, and i am a mayoral appointee to the Youth Commission as well as being a vice chair of our youth committee. The transformative Committee Recommends that the Juvenile Court department collaborate with other agencies on lgbtq inclusive programs. We also request that the San FranciscoPolice Department incorporate Youth Brain Development through an equity formed lens. Supervisor ronen, you have previously advocated for the cultural competency of officers, but currently less than 100 officers are train index this strategies for youth, and this becomes a problem in the case of the after math of the Balboa High School incident when Police Officers were not equipped to deal with youth in the after math of the incident. The Committee Also wants funds to be allocated towards know your rights training and Community Advisory groups to foster fair interactions between the Law Enforcement and youth as well as more consistent and timely implementation and responses to the Community Oriented action plans. Finally, the transform atiff Justice Committee urges the Public Defenders Office to raise money for bail reform initiatives, Case Management for reentry programs, and services for the children of incarcerated parents. This is incredibly important in our current Political Climate because right now we need our citys immigrants and our citys undocumented people to have accessible and Free Services that are culturally competent. Thank you, and now ill pass it over to our land use committee. Good afternoon, commissioners. I am the vice chair of the land use committee, and i represent district 6 on the Youth Commission. We are here today as the housing and land use committee, and we have identified two agencies that we would like to look at for our budget for fiscal years 20192020 and 20202021. [inaudible] in the city of San Francisco in the next two years . So these 400 units of t. A. Y. Affordable housing will be a great hope in this. We also propose for suitable housing for t. A. Y. Because they seem to be inadequately funded . We also want to make sure that t. A. Y. Experiencing homelessness are equipped with basic first aid and basic needs such as food and transportation, which is we have heard from money constituents that there have been issues on these issues and not being able to have some of these resources completely, and theyre highly underfunded. Wed also ask h. S. H. To collaborate more fully in order for youth to come out of the homelessness realm in a more smooth transition. For our next for a Second Agency that we wanted to look at was sfmta. We asked sfmta to allow more funding to build an effective equitable and Sustainable Transportation program for s. F. Youth and students and make sure that s. F. Youth and students are making it to school on time and not having overcrowded buses skipping stops. We have seen an inaccessibility to signing up for the free muni for Youth Program and youth across the city arent getting the benefit of free muni. And we wahave held a town hall and we talked to many students that ride the 29 bus, and there have been many issues with the bus skipping stops, the bus being crowded, and the bus being late at times. This has been an issue for many years, considering the bus falls within 15 schools, a mall, and we also have a college and the b. A. R. T. Station, as well. And it also passes through many diverse neighborhoods with many people coming in and out of the neighborhood and going to different places. So we believe this is a bus that needs to be focused on so that the improvements will be there and make sure that studen students get to school on time and safely, as well. So we also have two asks that are related to the board of supervisors own budget. These have been before you before, but im just going to reiterate them. First, we support raising Youth Commission staffs salaries to or above the a. M. I. Level to help with our longstanding retention program. Our longstanding director is our longest serving staff member currently. She has served around four years, which is less than 20 of the longevity of the Youth Commission, which has been around since the 90s. Our staff are very valuable institutional members as you know because a lot of us dont serve more than two or three oneyear terms, so having longevity is important in terms of stability. And then finally, last year, supervisor fewer, you asked for costings numbers on how much these acts would cost to implement. We said then that we would work on that for this years set of recommendations, and we have been communicating with the Controllers Office about our options, however, if we cant find a way forward that does not overburden our staff and our already rather strained resources by the time of the b. P. P. Report by may, it would help to get some direction from the board to the Controllers Office or the b. L. A. To take on a heavier responsibility for future budget seasons if that is what the board would like to see. That concludes our presentation. We are able to take any questions. You have a lot a lot of priorities here, but did you was there any discussion on which ones are the higher priority versus versus things that are maybe not as high . So, you know, we get we get we do we have gotten this question asked of us before. So i think our position is that we are the body chartered by the city to just provide the recommendations on unmet needs of youth throughout San Francisco, and this is our report. Certainly, there are some issues where we are more advanced than others towards meeting these goals than others, but i think our role as we see it is to bring you the recommendations as we see it, what we hear from constituents, and thats sort of our chartered duty to represent the interests of all these youth and all of these issues. So i i hesitate to single out anything particularly important as compared to others. President yee okay. Now and thank you for your response. Just about everything that was spoken about inspect terms of your priorities are probably things that many of us also think are priorities. But we also have to go through a process that we may not be able to fund everything. Thats why i asked a question, is there a particular order or particular things that are much more important so at least for me, i can weigh it in my mind as we go through the budget deliberations. Thank you. Chair fewer supervisor ronen . Supervisor ronen yes, thank you, and thanks so much for your presentation. It was really thorough and really impressive. I was a big fan of the vote 16 campaign, and i wonder if theres any plans at all to put it back on the ballot . Thank you, supervisor ronen. Actually, we are in the process of support with president yees office to put that back on the ballot. We are putting that back on the ballot in may and thats to garner up as much Financial Support as we can until may prior to it being based on the ballot because us with the Civic Engagement committee cant technically meet on the campaign. Once we meet the deadline, we can meet outside of our roles as the Youth Commission. Supervisor ronen oh, i see. I thought you were increasing funding from the department of elections to do outreach. But in addition to that, youre putting together another bat initiative for november. Right. So the idea behind the allocation of money, weve looked at the Scottish Independence referendum because they had an insanely high turnout to allow people younger than 16 to vote in the referendum. That was approved, and the two years between when it was approved and young people were actually voting, there was a National Movement to put civics in the classroom to make sure that young people are getting the proper education. Thats what were doing so that vote 16 should vote 16 pass in 2020, the soonest that theyre voting in 2022, they already have that education in place. Supervisor ronen fantastic. Thank you for that clarification. No worries. No worries. Chair fewer supervisor mandelman . Supervisor mandelman yeah. I want to add my thanks to the Youth Commission for analyzing these needs and priorities and your presentation, to bring it to us today. Having grownup in San Francisco, ive been thinking a little bit about how these issues might have been similar or different 30 years ago when i was young. And definitely, you know, we see the sort of changing reality of housing in San Francisco and how thats impacting youth and your recommendations. And i take the point about the placements for folks coming out of the juvenile Justice System who need a place to be as well as the need for permanent housing recommendations for t. A. Y. That seem critically important. But also, some things never change. I remember riding the 28 and the 29 myself all those years ago, and they were crowded then and didnt come enough, and theyre still crowded, and they dont come enough, so. Chair fewer yes, supervisor walton . Supervisor walton thank you, chair fewer. Just a quick question because i definitely think its important to have know your rights trainings, and im glad you brought that up. Have you had conversations with the board of education or School Leadership to make sure that these are happening throughout the district . So we havent really. I mean, just by nature of us being the San FranciscoYouth Commission, sfusd is sadly not in our sphere of influence, however, i think this is something we could definitely take up with the student advisory contact which did directly interact with the board of education. Its definitely in the works. Supervisor walton well have some communications. Ive got some ideas how we can get it in the school and into our educational institutions, as well. Thank you. We would love any support that you can give. Chair fewer thank you. I just wanted to say thank you also. I do have a couple of comments, and one is that having sat on this committee for three years and having heard the budget commissions priorities for three years and not seeing actually, quite frankly, a lot of action materializing after and i see i think that you can all agree that probably theres little action from this board, right . So although its not in your mandate charter mandate to prioritize, i think its to your benefit to prioritize. I think when you look at this whole list there are things that i would say could be low hanging fruit, and then, next year, another commission, there will be things that theyll be able to follow up on. So i think what i would appreciate also is sort of a so what you might be able to gain in this budget cycle in this year, and then see the processes of, for the long game, what do we hope to accomplish . And what are the steps that you might gain this year so next year you are one step closer, right . So another thing, i love vote 16 myself, but i think it would be great to have some analysis on how well sfusd is doing because Rachel Norton and i actually wrote the resolution to require our School District to register young folks to vote a year before they can vote. So whats happening on that . Do you have data right now . And do you see an increase on that now that its being implemented . Do we see more young people registering to vote . Thank you. Thats a great question, supervisor fewer. I just received an email today from one of our stakeholders letting us know that as january 30, 2020, San Franciscos seen a record high of 16 and 17 y r 17yearolds that have registered to vote. Speaking to constituents who are students, were not seeing formal infrastructure from sfusd, were seeing students taking action. But the limited Financial Resources and the scheduling time of the student just doesnt allow many young people to mount a Citywide Initiative or all of sfusd. Chair fewer and i dont think youre mandated to do. If this is the one big thing that you think you want to pass in november, then i think it is your responsibility to work with the Student Advisory Council and the representative that is on the school board that is the Student Advisory Council that represents the whole Student Advisory Council. They can actually work with Board Members to call a hearing on this, and i think you need a deep analysis of this. Because actually, if we want vote 16 to work, were going to need to have the School District have an Implementation Plan and then also have an infrastructure to support that. If they dont have the infrastructure to support the resolution that was passed over four years ago, youre going to have an even harder time. So i would say working with this body, the Student Advisory Council, which seems like a natural fit for you, they can actually and i know probably supervisor walton and president yee have coauthored many of these things with Student Advisory Council members to hearings and resolutions also. I think that, you know, we had great hope that people would preregister. You know, the fact that we the School District or us even as a legislative body would not take an initiative to actually a step to help or encourage people to participate in our electoral process is its, like, their responsibility. I think its part of the School Districts responsibility, too. Its part of a civics curriculum, it is part of engaging. And actually, it helps Public Schools in general because more people that vote that are products of our Public Schools will vote to support Public Schools, so it is in their best interests. Its a natural ally for you. I think it would be great if you could reach out. And they have the mechanism in order that they can actually go to the board. They sit at the board, and theyre its their responsibility, and they can actually call these hearings for real data; why isnt it working . What can we do to make it work. And then even gathering some anecdotial resources, because youre right. It isnt on just the youth to do it. It is on these institutions that are educating the youth to do. And also, i just want to say if there are Budget Priorities that you want to see i know that you had said you dont have the capacity to look up what the budget would be for everything, but you do have the capacity on some of these things to look at the budget and for example, on some of your Budget Priorities, that there has already been a budget for it, and how much do you think you would want to expend it by . I see that some of your recommendations are expand the know your rights, right . So what is it currently funded at, and what would you like to see it increased . Is it a 20,000 increase . Is it 3 million for Domestic Violence to expand it, blah, blah, blah. They know they wont get the 3 million, when their real target is 1. 5. Looking at your mindset, i would love to see what your priorities are. Vote 16 might be a Civic Engagement priority or political priority, but your Budget Priority to this committee should have a number attached to it so that we actually know what we could fund and what the impact it can do. Yeah, and just to touch on that, we had actually weve talked to the Controllers Office, and were working on contacts in each like, all of the departments. So for know your rights, department of Police Accountability and their finance contacts to try and sort of take, as you said, what we already have, extrapolate from that, and what wed like to see. So we are hoping to have that when we do our full report in may. Chair fewer yeah. And then, i would just say, too, in the know your rights, there are funding for many, Many Community groups in know your rights, and they are in community language. So would you want this through the office of Police Accountability or would you want more funding to go to nonprofits to actually reach out deep because they have these ties already deep into the community . Many of these communities, quite frankly, are the ones that most likely need to know your rights the most and dont have access to it because many of them are undocumented, and we know that many of our black and brown communities are the ones that are most targeted. Oh, yeah. We know that. Were kind of concerned that if were funding know your rights services, maybe these c. B. O. S are overlapping in their spheres of influence. So centralizing it, like, under schools or the d. P. A. Is our priority. Were keeping kind of all options in mind but we just want to make sure if were giving out resources, money to the community, that theyre actually putting resources into the community. Chair fewer and then, my last suggestion would be, you know, San Francisco is experiencing the largest wealth gap we have ever had. And i dont know if among your Youth Commissioners or not that people are talking about their families struggling to put food on the table, and we are looking at our youth that are being severely impacted by this, and the lack of opportunity to living wage jobs, quite frankly, and also the lack of opportunity of being about the networking to actually get jobs. So and also the lack of economic stability for some of our communities, especially our African American community. So im wondering whether or not and i dont see anything about your Budget Priorities at all. And i completely respect that you had a process, and these are the things you picked, but i would encourage you to think about economic stability especially for our youth. Because i am learning, as i go around and actually being on the school board for eight years, what we actually discovered is that a lot of the youth do not know about finances or economics or how to build economic stability within their own communities or themselves, and the lack of opportunities to do so. And we want our next generation to actually be able to survive here in San Francisco, and i firmly believe that every child that we are educating here in San Francisco should have a place to live and thrive in San Francisco. Then, many times, these our youth are going to be the ones that bring their families out of poverty and give them economic stability. And so ive seen it time and time again with immigrant communities. It is this generation of youth that are actually helping their parents and navigate this very sophisticated way of getting economic stability in a city that is one of the hardest cities to survive in. Yes, and we fully agree request that. We see that, we with that. We see that, we hear that, too, from our constituents. Thinking about that, we do definitely make sure that that informs what were thinking about when were doing our Budget Priorities, so we appreciate you for singling that out. Chair fewer sure. The 2015 Budget Priorities ask was based on the 2010 census, so the demographic has changed, if youd like us to send those to your offices. Were trying to find ways to make those numbers more accurate, whether that involves canvassing or polling, but we do have monetary asks similar to what they would be should the 2020 campaign pass. Seeing none, we are adjourned. Hi. My name is carmen chiu, San Franciscos elected assessor. When i meet with seniors in the community, theyre thinking about the future. Some want to down size or move to a new neighborhood thats closer to family, but they also worry that making such a change will increase their property taxes. Thats why i want to share with you a property tax saving program called proposition 60. So how does this work . Prop 60 was passed in 1986 to allow seniors who are 55 years and older to keep their prop 13 value, even when they move into a new home. Under prop 13 law, property growth is limited to 2 growth a year. But when ownership changes the law requires that we reassess the value to new market value. Compared to your existing home, which was benefited from the which has benefited from the prop 13 growth limit on taxable value, the new limit on the replacement home would likely be higher. Thats where prop 60 comes in. Prop 60 recognizes that seniors on fixed income may not be able to afford higher taxes so it allows them to carryover their existing prop 13 value to their new home which means seniors can continue to pay their prop 13 tax values as if they had never moved. Remember, the prop 60 is a one time tax benefit, and the Property Value must be equal to or below around your replacement home. If you plan to purchase your new home before selling your existing home, please make sure that your new home is at the same price or cheaper than your existing home. This means that if your existing home is worth 1 million in market value, your new home must be 1 million or below. If youre looking to purchase and sell within a year, were you nur home must not be at a value that is worth more than 105 of your exist egging home. Which means if you sell your old home for 1 million, and you buy a home within one year, your new home should not be worth more than 1. 15 million. If you sell your existing home at 1 million and buy a replacement between year one and two, it should be no more than 1. 1 million. Know that your ability to participate in this Program Expires after two years. You will not be able to receive prop 60 tax benefits if you cannot make the purchase within two years. So benefit from this tax savings program, you have to apply. Just download the prop 60 form from our website and submit it to our office. For more, visit our website, sfassessor. Org, is our United States constitution requires every ten years that america counts every human being in the United States, which is incredibly important for many reasons. Its important for preliminary representation because if Political Representation because if we under count california, we get less representatives in congress. Its important for San Francisco because if we dont have all of the people in our city, if we dont have all of the folks in california, california and San Francisco stand to lose billions of dollars in funding. Its really important to the city of San Francisco that the federal government gets the count right, so weve created count sf to motivate all sf count to motivate all citizens to participate in the census. For the immigrant community, a lot of people arent sure whether they should take part, whether this is something for u. S. Citizens or whether its something for anybody whos in the yUnited States, and it is something for everybody. Census counts the entire population. Weve given out 2 million to over 30 communitybased organizations to help people do the census in the communities where they live and work. Weve also partnered with the Public Libraries here in the city and also the Public Schools to make sure there are informational materials to make sure the folks do the census at those sites, as well, and weve initiated a campaign to motivate the citizens and make sure they participate in census 2020. Because of the language issues that many Chinese Community and families experience, there is a lot of mistrust in the federal government and whether their private information will be kept private and confidential. So its really important that communities like bayviewhunters point participate because in the past, theyve been under counted, so what that means is that funding that should have gone to these communities, it wasnt enough. Were going to help educate people in the tenderloin, the multicultural residents of the tenderloin. You know, any one of our given blocks, theres 35 different languages spoken, so we are the original u. N. Of San Francisco. So its our job is to educate people and be able to familiarize themselves on doing this census. You go online and do the census. Its available in 13 languages, and you dont need anything. Its based on household. You put in your address and answer nine simple questions. How many people are in your household, do you rent, and your information. Your name, your age, your race, your gender. Everybody is 2,000 in funding for our child care, housing, food stamps, and medical care. All of the residents in the city and county of San Francisco need to be counted in census 2020. If youre not counted, then your community is underrepresented and will be underserved. You. When i first moved here people come to San Francisco to be the person you want to be can be anyone you want. The community is so rich and diverse that im learning every single day San Francisco is an amazing photoy town historically been base on evolution and that applies to every single professional field including philanthropic arts today what i do is photo based art manifests traditional forest and some colonel lodge and other frames of Digital Forest is a meeting that has been changing like super rapid and the quality is not extended by the medium if you took forest in school or you get a job in a newspaper theyll give give you a list of how to create a philanthropic story my goal to break down that model and from a to b that is unique and allows the ability to incorporate different types of i believey about propels someone through the rise and a fall of their own experiences one of the main things im trying to contribute it unconditional narrative form the narrative art of photograph the in between of photos how does a group of photos come together as how to use the space between photos to alight emotional responses from the audience and bring innovation and create bodies of work that narratively function the way that photos do San Francisco as the commission came out and you visited me and one of their prerestricts was to find an art with enough work to fill a large says that a quad down the hallway downstairs and we hung that quad to feel like a train station that constant sensation from all Different Directions some of the major characteristic of the landscape festivities the blur of the train their 70 Miles Per Hour and theyre not perfect as opposed to to what landscape will look like it creates a dichotomy for people insides the train not just the story of the subject it is not just the visual design the composition juxtapositioning, etc. Not just all autobiography boohoo it creates pictures with meaning within them and then some of the portraits feel awkward some of them feel welcoming and the person that mime making the picture is really comfortable and other ones feel awkward and weigh i didnt and tense that sensation is counter to what we feel like makes a successful portrait that sensation makes that work it is hard to be an artist in a city is 100 percent focused an business the cost of living is expensive and to value your success not scribble on financial return creates a conflict between the paramount egos in San Francisco today. You see a lot of artists leaving for that reason because you need space to make work my ultimate goal to make work that firms people firms this gift and just the experience of life and of their worst and of the amazement the wonderment of everything around us one more statement. We are the one. That is our first single that we made. That is our opinion. I cant argue with you. You are responsible please do not know his exact. [ ] [ ] [ ] i had a break when i was on a major label for my musical career. I took a seven year break. And then i came back. I worked in the library for a long time. When i started working the San Francisco history centre, i noticed they had the hippie collection. I thought, if they have a hippie collection, they really need to have a punk collection as well. So i talked to the city archivist who is my boss. She was very interested. One of the things that i wanted to get to the library was the avengers collection. This is definitely a valuable poster. Because it is petty bone. It has that weird look because it was framed. It had something acid on it and something not acid framing it. We had to bring all of this stuff that had been piling up in my life here and make sure that the important parts of it got archived. It wasnt a big stretch for them to start collecting in the area of punk. We have a lot of great photos and flyers from that area and that. That i could donate myself. From theyre, i decided, you know, why not pursue other people and other bands and get them to donate as well . The historic moments in San Francisco, punk history, is the sex pistols concert which was at winterland. [ ] it brought all of the punks on the web west coast to San Francisco to see this show. The sex pistols played the east coast and then they play texas and a few places in the south and then they came directly to San Francisco. They skipped l. A. And they skipped most of the media centres. San francisco was really the biggest show for them pick it was their biggest show ever. Their tour manager was interested in managing the adventures, my band. We were asked to open to support the pistols way to that show. And the nuns were also asked to open the show. It was certainly the biggest crowd that we had ever played to. It was kind of terrifying but it did bring people all the way from vancouver, tee seattle, portland, san diego, all up and down the coast, and l. A. , obviously. To San Francisco to see this show. There are a lot of people who say that after they saw this show they thought they would start their own band. It was a great jumping off point for a lot of west coast punk. It was also, the pistols last show. In a way, it was the end of one era of punk and the beginning of a new one. The city of San Francisco didnt necessarily support punk rock. [ ] last, but certainly not least is a jello be opera. They are the punk rock candidate of the lead singer called the dead kennedys. If we are blaming anybody in San Francisco, we will just blame the dead kennedys. There you go. We had situations where concerts were cancelled due to flyers, obscene flyers that the city was thought that he thought was obscene that had been put up. The city of San Francisco has come around to embrace its musicians. When they have the centennial for city hall, they brought in all kinds of local musicians and i got to perform at that. That was, at in a way, and appreciation from the city of San Francisco for the musical legends. I feel like a lot of people in San Francisco dont realize what resources there are at the library. We had a film series, the s. F. Punk film series that i put together. It was nearly sold out every single night. People were so appreciative that someone was bringing this for them. It is free. Everything in the library is free. It it is also a Film Producer who has a film coming out. Maybe in 2018 about crime. What is the title of it . It is called San Francisco first and only rock n roll movie. Crime, 1978. [laughter] when i first went to the Art Institute before the adventures were formed in 77, i was going to be a painter. I did not know i would turn into a punk singer. I got back into painting and i mostly do portraiture and figurative painting. One of the things about this job here is i discovered some great resources for images for my painting. I was looking through these mug shot books that we have here that are from the 1920s. I did a whole series of a mug shot paintings from those books. They are in the San Francisco history centres s. F. Police department records. There are so many Different Things that the library provides for san franciscans that i feel like a lot of people are like, oh, i dont have a library card. Ive never been there. They need to come down and check it out and find out what we have. The people who are hiding stuff in their sellers and wondering what to do with these old photos or old junk, whether it is hippie stuff or punk stuff, or stuffestuff from their grandpar, if they bring it here to us, we can preserve it and archive it and make it available to the thank you very much for coming. Im going to let some people filter in here while i talk. My name is joanne im a reporter and anchor at abc 7news. Ill going to be your emcee today for this unveiling of this beautiful refurbished court and i know a little later on well have fun on it. So i just want to start off here we are at onetime sports. If you havent been here, this is a newly Baseball Court where the first time weve laid eyes on it, step on it. Its a great feeling. We want to thank the Warriors Community foundation for doing this and being here and making this all happen. [applause] also, for pepsi as well. [applause] and also creative Sports Concepts. Thank you, very much. [applause] so just to learn a little bit about what were on, what all is here today, the renovation work included a resurfacing of the entire court. Also the new booths and the back boards as well. And redesigned banner. We also have if you see this right here which i know the mayor is excited about. These solar powered lights that are going to be working here, which is really great for a really energyefficient city so this is a step in the right direction. Also here, the sport define features of course some key elements representing the warriors here. We have this Hometown Spirit in San Francisco. This renovation project was made possible by pepsi and creative Sports Concept and its positively impacting the community and were going to see it play out for us today. Warriors Vice President of Public Affairs. First up on our speakers list, please give a warm welcome to mayor london breed. Hello, everyone. You know, im really excited to be here today. Earlier today, we were at rosa parks. Many of you know rosa parks and the pink pallet down the street on connects and westbound ser and we celebrated the rehabilitation of over 200 units there just like we celebrated the units that were rehabilitated here at west side court last year in february. When we talked about rad and rehabilitation because of the many Public Housing units in San Francisco were being neglected and they were in need of refurbishing. No one wanted to do hardly anything and when i became supervisor, we were able to make this happen and but over 3600 Public Housing units throughout San Francisco has been refurbished. Its not good enough. This court, work had not been completely up to par. The nets were not up. The back board did not look like this. And we had so many kids who wanted to play on this court and we had kids who wanted to play when it got dark early. And so, at that time, we made a commitment to do something about it and today, were fulfilling that commitment faster than what i would have thought possible and clearly, you know, with the city and the challenge and trying to get things done in timely manner, the warriors foundation, the Community Foundation stepped in and said we would do it. Theyve done more than a dozen court refurbishing through out San Francisco because they know its important to have these fun, recreational spaces that are the places that create tomorrows steph currie steph cl the other nba players we love. We want to make sure west side court has the Community Resources they deserve. This rehab has been absolutely incredible and im so glad to see so many of the residents out here today. We also know that there are a lot of young people here who want to play and theyre also a lot of our elders who want to play as well. This space will do just that in bringing the Community Together. So im looking forward to the first tipoff. I see everyone has their jerseys on and the basketballs are all over the place. We are hoping that today is just the beginning of an opportunity for so many people to use this space to just develop their memories, have fun, enjoy one another, make that Community Connection and then who knows, maybe one of these kids might end up playing for the Golden State Warriors, you never know. I want to thank the city and county of San Francisco, the San Francisco housing authority, related and all of the many others who have opened this possibility up not only for participating as a owner and developer but also from all of the communities to experience the joy of having attention paid to you. The joy of having attention paid to you. We have a simple theme in tabernacle, its seek the welfare of the city for in its welfare you will find your welfare. It is this theme that is driven us over these now nearly 22 years to be involved in seeking the welfare of other communities cities and county of San Francisco from its top to its bottom. This moment is just the further indication that if we join together in seeking one anothers welfare, great things can happen and joy can be experienced. From district 5 here. Speak a little bit more about the impacts of this court. Thank you so much. Im going to move over here so im not looking right into the sun. Its really an honor to be here on this Beautiful Day with all of you and to celebrate this new court here in this community. Also, its an honor to be here with the mayor with our former supervisor vallie brown. We have two prior supervisors and the current so three in total here today, which i think signifies the importance of this investment in the community. As we all know too well, in district and an area of the city that has suffered from really decades of dis investment led by the assault at the National Level on our communitys particularly the African American communities in San Francisco and beyond and it is hardening when we see some of that being reversed through investments like the comments investments in the community and refurbishment of housing here and the refurbishment of this court which is so important as a place for recreation, athletics and as a Community Space to really build community that is absolutely essential particularly at this time so im looking forward to the tip off and to getting to know and i know some of you are looking forward to get to know those of you who i havent met before, i just took office a month ago and its just thrilling to be here as part of our celebration so thank you both to the mayor and our former supervisor and the warriors and to accept se pepsid aquafina. Pepsi values its partnership with the warriors and the Community Foundation which is why i would now like to bring up sean king, Vice President general manager West Division from pepsi co. Thank you, everybody. I think im going to try to move over a little bit myself to get away from the sun. First let me say, i am just absolutely incredibly honored and proud to be here today with the warriors, the local community, and of course most importantly the children that are going to be able to be playing on these brand new courts. Pepsi is proud to be a partner of the Golden State Warriors and it is incredibly humbling to be partnered with such a Great Organization that allows us to do events like this and have such a deep impact on the community. This is the fourth refurbishment we partnered in with the warriors and its part of a larger beautification effort across the bay area led by our brands life water and aquafina. Pepsi has deep roots in california. We have been in this state for over 84 years and have hundreds of employees that work within the bay. This is our community. We work, we live, and we are proud to represent the bay. Projects like this mean so incredibly much to our teams and our people and to this community. Which again, its something that all of us are a much bigger part of and wore so honored and excited to be here with this group. I also think its important to recognize the importance of affordable housing. West side courts offer San Francisco residents a chance to improve their quality of life with affordable accommodations and we are honored to help boost their Community Ties with this new basketball court. So again, o mayor breed, the community, the warriors, thank you for this incredible partnership and im very much looking forward to tip off. Thank you. Thank you, we are almost there to our exciting tip off. But first, i want to bring up brandon schneider, warrior chief revenue officer to say a few words for us. Thank you, very much. It is a very exciting day to be here at west side courts. Staring into the sun. As you can tell, we plan today specifically around the trade dead lines. Im sure everybody saw the moves bob myers and team made today. The good news is they spared me, i didnt get traded. Maybe that was just so i could spend the time here at todays events and maybe in the future, we will make sure to plan this after the trade deadline. Thank you to the city of San Francisco and all the residents of west side courts for letting us spend the afternoon with you. And a huge thank you to pepsi for your suppose sort and making this court possible for the community. I also like to specifically thank San Francisco mayor london breed, who we obviously just heard from and her team for their on going Community Impact efforts. This court is another example of her leadership in guidance to include all San Francisco residents access to Community Resources. I would also like to thank and acknowledge supervisor preston for his advocacy and representation of our city and district 5 residents. We look forward to partnering with you. So our goal with the warriors is to compete for championships every year. If joe was here he may not agree with me and the last five years, may tell a different story. Were probably not going to win the championship every year. This year may be an example of that. Well be back next year. I like that. But joes wife, nicole, was a big part of launching the Warriors Community foundation in 2012 and thats to ensure we can be championships in the Community Every year. Our Community Foundation granted over 12 million since 2012 to ensure Educational Equity in both San Francisco and alameda counties and one of the other things were focus on is doing Court Refurbishments threw out the bay area. Today is a huge milestone for us. As its actually our 85th Court Refurbishment weve done here in the bay area. They tell me its 380,000 square feet of playing surface weve done. I wanted to recognize again, lets have another round of applause for mike and his team from creative sports for awful their incredible work on the court tonight. [applause] so playing sports provides such an amazing opportunity for youth and Community Members to create positive change in their community and to build selfconfidence. This court will be an incredible center piece for the west side courts Residential Community and we hope that it instills confidence to those that use and and for you kids here today, we hope you will really take advantage of these new courts. You can truly be anything you want to be. Who knows, maybe one of you will be the mayor of San Francisco one day. [laughter] you stole my line. My other line was maybe one of you will follow in the footsteps of the next speaker who did play in the nba. So you guys may have noticed this tall guy standing over here, i dont know if this podium is going to work for him. The eighth over all pick in the 1997 nba draft Golden State Warriors drafted him. He played for us for 11 years, 1997 to 2007. He actually graduated in 1999 from Colgate University magna kum lad a means he is smart with a history degree. He is founded an Organization Called democracy matters to help deepen democracy and train youth how to run effective grassroots movements. His accomplished career includes his induction to the world sports humanitarian hall of fame first commitment to the community. Its my honor to welcome to the stage this is so awesome. Are you guys ready to hoop over there that doesnt sound con for instancing are you ready to hoop thats much better. I was dropped b drafted by the n 1997 and im still a part of this organization is their undying commitment to our community. As an organization and athletes, we believe that we have a morale imperative to help make our community better. And i think that from the organization from the top to bottom, all of our players embodies that philosophy. For me its a bit more personal. I think that sports is one of those things that give you amazing opportunities to do whatever you want to do. For me, its been about being the first person in my family to go to college. I got an athletic scholarship coming from an island of 500 people. What you guys have is a unique opportunity to learn some of the values that sports presents. Commitment, being selfmotivated, really the desire to compete at the highest level and still be great teammates. Those values are life values. But the thing that i want to leave you guys with before we play some basketball is a few things. One, you dont always have to be an athlete. You can be an incredible student. So the time you just need the opportunity to get into the dough. When i came from the island being the first person in my family to go to college, i played basketball very hard but i also understood that i have an opportunity to become exceptional with my mind as well as my physical body. You guys have that as well. The other thing is, along the way, there would be a lot of people who tell you you cant do things because of where you come from. Dont ever believe them. Theres everything you have within you guys to be incredible, to be great, to be exceptional. Just continue to believe that truth. This court is an opportunity for us to pull our Community Together but more than that, its to mirror values that i believe have been the corner stone of my life. Item number three, Community Choice aggregation activities report. Chair fewer we have Michael Hyams for a short presentation. Yes, good morning commissioners. Happy friday. Michael hyams, director of the cleanpowersf program for the San FranciscoPublic Utilities commission. I do have a few slides for you today. Our last presentation was to focus on the Renewable Energy report. I got sort of more of standard update for you. I will cover our enrollment statistics, cleanpowersf enrollment statistic. Ill provide update on key activities from the past few months that we havent discussed in previous meetings recently. Update on items that are coming up, some work that were focused on now. First of all, our service to clean power customers continues successfully. The program opt out rate has ticked up a small amount since our last update where we presented these statistics. Its now at 3. 7 of all enrolled accounts. Thats still more than 96 . Our super green enrollment has increased. Were now serving 2 of our active accounts with 100 california r. P. S. Eligible renewable power. Thats. 2 percentage point higher than the last update. From an energy standpoint, the usage represents more than 4. 5 of annual sales. Thats a 20 increase. The program is showing continued steady progress in this respect were doing a bunch of work to figure out how to bring the numbers up. What has been happening . I wanted to tell you about some Renewable Energy contracting work. Pursuant to our resolution number 18028 and board of supervisors ordinance 0818. The p. U. C. Executed new Renewable Energy contracts. Expanding our commitment to new solar and wind power in california. First in december of the general manager executed an expansion of the voyager 4 wind project. That was initially executed in 2018 for 47 mega watts of wind, power capacity. Increasing the total commitment from clean power up to that project now 110 mega watts. What that means the project will be taking down old turbines that are more than 25 years old and installing new efficient turbines that have environmental benefits to affect Indian Wildlife and theyll be more efficient. That project is going to come online in phases starting in december of this year. Should be fully operational by the middle of 2021. The p. U. C. Executed a new contract for energy from 100 mega watts of new solar from the maverick 6 solar project. That project is expected to start operations in december of 2021. All in all, as this slide shows, thats four longterm contracts of 15 to 22 years in duration to buy Renewable Energy from to be constructed plants in california for our cleanpowersf customer base. That totals 372 mega watts generating million mega watts hours of energy. Thats about one third of our cleanpowersf annual energy needs base the on current enrollment. Were laying the foundation for getting to that 100 Renewable Energy goal by 2030. Just a question on fees reduction about one third of our Current Energy usage. Thats right whats the total just for adding that on to the existing Renewable Energy . These projects are going to be coming oline in a different times over the next several years. We balance those longterm commitments in the market from operating power plants. In the calendar year 2018, we completed for renewable cob tent, we were 48 r. P. S. General renewable for green product. Thats another 15 on top of these contracts. Were procuring more than what these alone represent. Think of it its a portfolio. Each contract is sort of a layer that we add into it. The longterm contracts are really the vehicle that we use to build new projects. Its required for financing. Around these longterm contracts well have shortterm purchases from existing plants. Well be layering in more longterm contracts overtime. This is what weve done to date. We have solicitation that we just brought through the board. Were looking at regional projects right now. With these four new renewable sources, how close does that get to us 100 renewable goal . In terms of capacity delivering in 2030 theres a time element to this. Were at 50 for 2020 in terms of r. P. S. Eligible renewables. That gets up to 90 . Most of those products are acquired under shorter term transactions. The contract expire well before 2030. Thats why were in the market of procuring. These contracts represent about one third of the cleanpowersf obligation for 2030. Ill get to the integrated Resource Plan here in a minute. We can talk more about that. I wanwe reported to about this t fall. Our staff has been working on a cleanpowersf equity project. Actually the lafco executive officer, bryan goebel serves as a member of our steering committee. I want are refresh your memory with the work were doing. Were hoping to wrap it up this fiscal year. The purpose of the project is to develop policy framework that embeds an equity lens across cleanpowersf policies programs and business practices. The idea here is that systematically applying equity lens will help us ensure factors, race, income, gender, language employment status, for example, do not determine access to the quality of Clean Energy Services within our community. We have a working group at the p. U. C. Thats been developing a draft policy framework. They are also planning outreach, an engagement with stakeholders to get feedback on the proposed framework once it is ready for circulation. After incorporating stakeholder feedback, we end to bring the policy to our commission for approval. We talked about this in the past. This duck tails with some of the things weve been talking about here at lafco that are on the lafco work plan related to clean power equity. I want to remind you, we have this going on. This is something our team is working on. This is sort of first of its kind. Were hoping that it will be a model that can be replicated across the p. U. C. Business lines. Also serve as model for other communities. Were excited about this. Whats coming up here . When we presented to you last november, we indicated that we anticipated a cleanpowersf rate action to address impending pg e rate changes. Pg e changes its rates frequently. They typically do it at the beginning of the year but increasingly over the last years its been delayed. We now have more clarity regarding pg es 2020 rate changes impacting is cleanpowersf customers. As a reminder here, we have sought to deliver value to our cleanpowersf rate payers by managing our Electricity Generation rates that are at or below pg es generation rates. After accounting for are the exit fees that pg e charges customers and cleanpowersf customers. That fee is called the power charge indifference adjustment or p. C. I. A. Were now expecting for 2020, 4 decrease in pg es rate. With no cleanpowersf Rate Adjustments we estimate that our customers will be paying 4 to 6 more for their generation cost than we would with pg e. To help our customers manage these changes, we have been preparing a rate action which well be bringing to our Commission Next week on the 25th of february. The action will be consistent with others that we taken around cleanpowersf rate and of course, if approved by the commission, it will go to the board for the customary rate making process. This action will ensure both Cost Recovery for cleanpowersf but also ensure competitiveness in affordability for our rate payers. This is sort of last area i wanted to discuss. Weve been talking about this for quite a few months. Just as a reminder has been working on cleanpowersf Resource Plan. I. R. P. Evaluates demand and supplies over a 20year time frame. To identify supplies that will deliver reliable low cost energy while meeting the citys policy objectives. Cleanpowersf is required under state law to prepare an i. R. P. Every two years. The plan must be approved by our commission and submitted to the california p. U. C. For certification. Weve had some schedule changes since the last meeting where we shared our timeline with you. I wanted to bring to your attention. First the california p. U. C. Extended the due date for the i. R. P. Submission requirement from cleanpowersf from may 1st to july 1st. That will give retail additional times to incorporate final guidelines coming from the California Public over th p. Over the next couple of months. There are guidelines we need to follow in our plan. They provided couple of extra months to account for them and file follofollow the plan. The slide here summarizes key action items over the next several months. The p. U. C. Adopted our budget including cleanpowersf First Capital plan at its last meeting. That was informed by the local Renewable Energy planning work that we presented to you the last lafco meeting. That will next be submitted to the Mayors Office soon for consideration in the development of her Budget Proposal that will ultimately go to the board of supervisors for approval around june. We will be delivering a draft of the written Renewable Energy report to the Commission Later this month. We did share an initial draft with the lafco executive officer prior to last meeting and have been doing some additional cleanup based on internal feedback and editing and thats almost complete. The california p. U. C. Is expected to issue its final guidelines in late march. We will then make any changes necessary to our plan based on those guidelines and are planning stakeholder engagements starting next month through may. We shared some of the plans at the last meeting. The timeline for that, we added another month there to make it as comprehensive as we can. The i. R. P. Will be adopted by the sf p. U. C. In late may, june time frame. We will submit the i. R. P. To the california p. U. C. By the required due date. Which is july 1st. That concludes my update. Thank you chair fewer and commissioners. I guess in addition to just kind of being the representative here decry the fact that our fees going up another 20 . It will be great to see a slide of the pcia charge maybe since cleanpowersf launched. I know that some years weve had over 100 increase, you add in 20 increase to a few years in the past, that might have been 50 or 100 increases, thats a big 20 . I think it would be great to see i know they have these figures and they sometimes report them to the commission how much money is getting shipped out of San Francisco into pg es coiffures just from this fee. Its enough to make your blood boil. Related to that, theres been drama with c. C. A. Programs currently. Because of the p. C. I. A. Charge, were kind of already paying for Diablo Canyon open. Theres an issue of can pg e give us some of that energy that were already paying for so that they can get some of the nuclear off their power content label and give it to c. C. A. S. I know east Bay Clean Energy and others in the region are considering that. Ive yet to determine whether sf p. U. C. Is interested in that. Advocates do not want Nuclear Energy because of the scam of the pcia, were already paying for it. Last thing, were very interested to see the local Renewable Energy plan and i. R. P. But continue to think that theres a continued need for comprehensive plan. Chair fewer thank you very much. Public comment is now closed. His original contract was entered in may of 2018 and allows him to get paid 75 an hour with not to exceed amount of 312,000. There was no Expiration Date in that original agreement but at this point, were running out of the not to exceed fun. Were asking you to extend his agreement to september 20, 2020 and increase not to exceed amount 65,000 which would be total of 377,000 for the total two years nine months hes been under contract. The survey itself which is under way and Communications Plan surrounding the release of the final report in june. We did work hard to secure this grant. Im grateful for everyone who made it happen. I said this at the last meeting, it was a team effort. I like to thank the Ford Foundation for airline their help and support. I would recommend your approval. Chair fewer thank you very much. We can take that without objection. Item number 6. Update on the request for qualifications for Renewable Energy expert. I like to provide a brief update on your r. F. Q. For Renewable Energy expert. Were close to announcing prequalified list in narrowing scope of work if a consultant or consultants. We did receive total of seven responses but got only one response for the service area that will provide general advice to the lafco and Renewable Energy issues. We. Wanted to give all seven firms a Second Opportunity to apply to that service area since it seem like most of the firms were qualified to do it. We reopened that process and encouraged all the firms to apply to that service area. The deadline was yesterday and we now have a total of four responses for that service area. The next step would be to issue a prequalified list of firms for each service area. Again, those Service Areas are providing general advice to the lafco on Renewable Energy issues. Developing programs for communities of concern, the disconnections and equity issues that were working on and studying potential Renewable Energy projects at affordable and Senior Housing sites. Which we discussed. At that meeting, you did approve the scope of work. Im in the process of putting together a more comprehensive scope of work for each service area, i have a meeting next week with cleanpowersf to talk about that. I do expect the process will move quicker. We can hopefully get the consultants in place the next few months. I will be coming back to you with contract proposals. Commissioners for the second year in row, lafco is partnering with the urban and Public Affairs program at the university of San Francisco. A Research Methods class is going to conduct research and provide recommendations again on our study of on demand workers. This class will be led by professor killy mcbride. There are 16 students in the class. They will study the labor, environmental and transportation impacts of on the demand delivery sector. This is going to be very helpful for our survey team as they consider the recommendations to make in their final report. Theyre looking very closely at a report that was issued by the World Economic forum titlely future the last mile ecosystem. Its part of their research. The class will begin in march and theyll report their finds at our meeting here on may 15th. Very excited to be partnering with u. S. F. Hyams, i think in addition to just kind of receiving what sf p. U. C. Would like to present to you. I think it will be good in the commission and as the program has kind of been out of policymakers, theyve been just getting it up to scale for you to submit questions to them for them to kind of answer to help guide kind of what youre most interested in. Couple of things that were interested in particularly our kind of pcia, shipping money out of town that i mentioned. Also you know, were surrounded by other Community Choice programs. They dont have access to a general fund if the political will decided that some money was called. I feel like im a little unclear how they manage to ramp up their programs much faster than yours and some cases the rates are cheaper than ours and some cases they have incentive programs. [ ] i just wanted to say a few words. One is to the parents and to all of the kids. Thank you for supporting this program and for trusting us to create a Soccer Program in the bayview. Soccer is the worlds game, and everybody plays, but in the United States, this is a sport that struggles with access for certain communities. I coached basketball in a coached football for years, it is the same thing. It is about motivating kids and keeping them together, and giving them new opportunities. When the kids came out, they had no idea really what the game was. Only one or two of them had played soccer before. We gave the kids very simple lessons every day and made sure that they had fun while they were doing it, and you really could see them evolve into a team over the course of the season. I think this is a great opportunity to be part of the community and be part of programs like this. I get to run around with my other teammates and pass the ball. This is new to me. Ive always played basketball or football. I am adjusting to be a soccer mom. The bayview is like my favorite team. Even though we lose it is still fine. Right on. I have lots of favorite memories, but i think one of them is just watching the kids enjoy themselves. My favorite memory was just having fun and playing. Bayview united will be in soccer camp all summer long. They are going to be at civic centre for two different weeklong sessions with america scores, then they will will have their own soccer camp later in the summer right here, and then they will be back on the pitch next fall. Now we know a little bit more about soccer, we are learning more, and the kids are really enjoying the program. We want to be united in the bayview. That is why this was appropriate this guy is the limit. The kids are already athletic, you know, they just need to learn the game. We have some potential collegebound kids, definitely. Today was the last practice of the season, and the sweetest moment was coming out here while , you know, we were setting up the barbecue and folding their uniforms, and looking out onto the field, and seven or eight of the kids were playing. This year we have first and second grade. We are going to expand to third, forth, and fifth grade next year bring them out and if you have middle school kids, we are starting a team for middle school. You know why . Why . Because we are . Bayview united. Thats right. My name is dave, and i play defense. My name is mustafa, and i am a midfielder, but right now, i am trying to play as a goalkeeper, because they need a goalkeeper. Soccer u. S. A. Is a nonprofessional organization. We use sports, soccer in particular to engage communities that can benefit from quality programs in order to lift people up, helping to regain a sense of control in ones life. The San Francisco recreation and Park Department and street soccer u. S. A. Have been partners now for nearly a decade. Street soccer shares our mission in using sport as a vehicle for Youth Development and for reaching people of all ages. Rec and park has a team. Im been playing soccer all my life. Soccer is my life. I played in the streets when i was a kid. And i loved soccer back home. I joined street soccer here. It was the best club to join. It helps me out. The tenderloin soccer club started in the summer of 2016. We put one of our mini soccer pitches in one of our facilities there. The kids who kpriez the club team came out to utilize that space, and it was beautiful because they used it as an opportunity to express themselves in a place where they were free to do so, and it was a safe space, in a neighborhood that really isnt the most hospitalable to youth hospitable to youth playing in the streets. One day, i saw the coach and my friends because they went there to join the team before me. So i went up to the coach and asked, and they said oh, ive got a soccer team, and i joined, and they said yeah, it was he for everybody, and i joined, and it was the best experience ever. A lot of our programs, the kids are in the process of achieving citizenship. Its a pretty lengthy process. Here, i am the only one with my dad. We were in the housing program, and we are trying to find housing. My sister, shes in my country, so i realize that i have a lot of opportunities here for getting good education to help her, you know . Yeah. Thats the one of the most important things that challenge me. My dad was over here, making some money because there was not a lot of jobs back home. I came here, finish elementary in San Francisco. After that, i used to go back to my country, go to yemen, my country, and then back here. Last time i went back was a couple years ago. I came here six months, i know nobody. Now i have the team has a family, the coaches. Amazing. Im hoping for lifelong friendships, and im super inspired by what theyve been able to achieve and want to continue to grow alongside them. I love my family, i love my team. Theyre just like a family. Its really nice. Street soccer just received a five year grant from the department of children, youth and family, and this is an important inreflection point for street soccer u. S. A. Because their work in our most important communities is now known beyond just San Francisco recreation and Park Department, and together, were going to continue to work with our citys most vulnerable kids and teach them to love the beautiful game. I want to tell everybody back home, i hope you all make it over here and join teams like this like street soccer u. S. A. , and live your life. Get a better life.
