Item number three, Community Choice aggregation activities report. Chair fewer we have Michael Hyams for a short presentation. Yes, good morning commissioners. Happy friday. Michael hyams, director of the cleanpowersf program for the San Francisco Public Utilities commission. I do have a few slides for you today. Our last presentation was to focus on the Renewable Energy report. I got sort of more of standard update for you. I will cover our enrollment statistics, cleanpowersf enrollment statistic. Ill provide update on key activities from the past few months that we havent discussed in previous meetings recently. Update on items that are coming up, some work that were focused on now. First of all, our service to clean power customers continues successfully. The program opt out rate has ticked up a small amount since our last update where we presented these statistics. Its now at 3. 7 of all enrolled accounts. Thats still more than 96 . Our super green enrollment has increased. Were now serving 2 of our active accounts with 100 california r. P. S. Eligible renewable power. Thats. 2 percentage point higher than the last update. From an energy standpoint, the usage represents more than 4. 5 of annual sales. Thats a 20 increase. The program is showing continued steady progress in this respect were doing a bunch of work to figure out how to bring the numbers up. What has been happening . I wanted to tell you about some Renewable Energy contracting work. Pursuant to our resolution number 18028 and board of supervisors ordinance 0818. The p. U. C. Executed new Renewable Energy contracts. Expanding our commitment to new solar and wind power in california. First in december of the general manager executed an expansion of the voyager 4 wind project. That was initially executed in 2018 for 47 mega watts of wind, power capacity. Increasing the total commitment from clean power up to that project now 110 mega watts. What that means the project will be taking down old turbines that are more than 25 years old and installing new efficient turbines that have environmental benefits to affect Indian Wildlife and theyll be more efficient. That project is going to come online in phases starting in december of this year. Should be fully operational by the middle of 2021. The p. U. C. Executed a new contract for energy from 100 mega watts of new solar from the maverick 6 solar project. That project is expected to start operations in december of 2021. All in all, as this slide shows, thats four longterm contracts of 15 to 22 years in duration to buy Renewable Energy from to be constructed plants in california for our cleanpowersf customer base. That totals 372 mega watts generating million mega watts hours of energy. Thats about one third of our cleanpowersf annual energy needs base the on current enrollment. Were laying the foundation for getting to that 100 Renewable Energy goal by 2030. Just a question on fees reduction about one third of our Current Energy usage. Thats right whats the total just for adding that on to the existing Renewable Energy . These projects are going to be coming oline in a different times over the next several years. We balance those longterm commitments in the market from operating power plants. In the calendar year 2018, we completed for renewable cob tent, we were 48 r. P. S. General renewable for green product. Thats another 15 on top of these contracts. Were procuring more than what these alone represent. Think of it its a portfolio. Each contract is sort of a layer that we add into it. The longterm contracts are really the vehicle that we use to build new projects. Its required for financing. Around these longterm contracts well have shortterm purchases from existing plants. Well be layering in more longterm contracts overtime. This is what weve done to date. We have solicitation that we just brought through the board. Were looking at regional projects right now. With these four new renewable sources, how close does that get to us 100 renewable goal . In terms of capacity delivering in 2030 theres a time element to this. Were at 50 for 2020 in terms of r. P. S. Eligible renewables. That gets up to 90 . Most of those products are acquired under shorter term transactions. The contract expire well before 2030. Thats why were in the market of procuring. These contracts represent about one third of the cleanpowersf obligation for 2030. Ill get to the integrated Resource Plan here in a minute. We can talk more about that. I wanwe reported to about this t fall. Our staff has been working on a cleanpowersf equity project. Actually the lafco executive officer, bryan goebel serves as a member of our steering committee. I want are refresh your memory with the work were doing. Were hoping to wrap it up this fiscal year. The purpose of the project is to develop policy framework that embeds an equity lens across cleanpowersf policies programs and business practices. The idea here is that systematically applying equity lens will help us ensure factors, race, income, gender, language employment status, for example, do not determine access to the quality of Clean Energy Services within our community. We have a working group at the p. U. C. Thats been developing a draft policy framework. They are also planning outreach, an engagement with stakeholders to get feedback on the proposed framework once it is ready for circulation. After incorporating stakeholder feedback, we end to bring the policy to our commission for approval. We talked about this in the past. This duck tails with some of the things weve been talking about here at lafco that are on the lafco work plan related to clean power equity. I want to remind you, we have this going on. This is something our team is working on. This is sort of first of its kind. Were hoping that it will be a model that can be replicated across the p. U. C. Business lines. Also serve as model for other communities. Were excited about this. Whats coming up here . When we presented to you last november, we indicated that we anticipated a cleanpowersf rate action to address impending pg e rate changes. Pg e changes its rates frequently. They typically do it at the beginning of the year but increasingly over the last years its been delayed. We now have more clarity regarding pg es 2020 rate changes impacting is cleanpowersf customers. As a reminder here, we have sought to deliver value to our cleanpowersf rate payers by managing our Electricity Generation rates that are at or below pg es generation rates. After accounting for are the exit fees that pg e charges customers and cleanpowersf customers. That fee is called the power charge indifference adjustment or p. C. I. A. Were now expecting for 2020, 4 decrease in pg es rate. With no cleanpowersf Rate Adjustments we estimate that our customers will be paying 4 to 6 more for their generation cost than we would with pg e. To help our customers manage these changes, we have been preparing a rate action which well be bringing to our Commission Next week on the 25th of february. The action will be consistent with others that we taken around cleanpowersf rate and of course, if approved by the commission, it will go to the board for the customary rate making process. This action will ensure both Cost Recovery for cleanpowersf but also ensure competitiveness in affordability for our rate payers. This is sort of last area i wanted to discuss. Weve been talking about this for quite a few months. Just as a reminder has been working on cleanpowersf Resource Plan. I. R. P. Evaluates demand and supplies over a 20year time frame. To identify supplies that will deliver reliable low cost energy while meeting the citys policy objectives. Cleanpowersf is required under state law to prepare an i. R. P. Every two years. The plan must be approved by our commission and submitted to the california p. U. C. For certification. Weve had some schedule changes since the last meeting where we shared our timeline with you. I wanted to bring to your attention. First the california p. U. C. Extended the due date for the i. R. P. Submission requirement from cleanpowersf from may 1st to july 1st. That will give retail additional times to incorporate final guidelines coming from the California Public over th p. Over the next couple of months. There are guidelines we need to follow in our plan. They provided couple of extra months to account for them and file follofollow the plan. The slide here summarizes key action items over the next several months. The p. U. C. Adopted our budget including cleanpowersf First Capital plan at its last meeting. That was informed by the local Renewable Energy planning work that we presented to you the last lafco meeting. That will next be submitted to the Mayors Office soon for consideration in the development of her Budget Proposal that will ultimately go to the board of supervisors for approval around june. We will be delivering a draft of the written Renewable Energy report to the Commission Later this month. We did share an initial draft with the lafco executive officer prior to last meeting and have been doing some additional cleanup based on internal feedback and editing and thats almost complete. The california p. U. C. Is expected to issue its final guidelines in late march. We will then make any changes necessary to our plan based on those guidelines and are planning stakeholder engagements starting next month through may. We shared some of the plans at the last meeting. The timeline for that, we added another month there to make it as comprehensive as we can. The i. R. P. Will be adopted by the sf p. U. C. In late may, june time frame. We will submit the i. R. P. To the california p. U. C. By the required due date. Which is july 1st. That concludes my update. It will be great to see a slide of the pcia charge maybe since cleanpowersf launched. I know that some years weve had over 100 increase, you add in 20 increase to a few years in the past, that might have been 50 or 100 increases, thats a big 20 . I think it would be great to see i know they have these figures and they sometimes report them to the commission how much money is getting shipped out of San Francisco into pg es coiffures just from this fee. Its enough to make your blood boil. Related to that, theres been drama with c. C. A. Programs currently. Because of the p. C. I. A. Charge, were kind of already paying for Diablo Canyon open. Theres an issue of can pg e give us some of that energy that were already paying for so that they can get some of the nuclear off their power content label and give it to c. C. A. S. I know east Bay Clean Energy and others in the region are considering that. Ive yet to determine whether sf p. U. C. Is interested in that. Advocates do not want Nuclear Energy because of the scam of the pcia, were already paying for it. Last thing, were very interested to see the local Renewable Energy plan and i. R. P. But continue to think that theres a continued need for comprehensive plan. Chair fewer thank you very much. Public comment is now closed. Thank you. Good morning chair and members of the commission. Today im here to present to you a resolution that would authorize your chair to sign an amendment to bryan goebels contract with lafco. His original contract was entered in may of 2018 and allows him to get paid 75 an hour with not to exceed amount of 312,000. There was no Expiration Date in that original agreement but at this point, were running out of the not to exceed fun. Were asking you to extend his agreement to september 20, 2020 and increase not to exceed amount 65,000 which would be total of 377,000 for the total two years nine months hes been under contract. The survey itself which is under way and Communications Plan surrounding the release of the final report in june. We did work hard to secure this grant. Im grateful for everyone who made it happen. I said this at the last meeting, it was a team effort. I like to thank the Ford Foundation for airline their help and support. I would recommend your approval. Chair fewer thank you very much. We can take that without objection. Item number 6. Update on the request for qualifications for Renewable Energy expert. I like to provide a brief update on your r. F. Q. For Renewable Energy expert. Were close to announcing prequalified list in narrowing scope of work if a consultant or consultants. We did receive total of seven responses but got only one response for the service area that will provide general advice to the lafco and Renewable Energy issues. We. Wanted to give all seven firms a Second Opportunity to apply to that service area since it seem like most of the firms were qualified to do it. We reopened that process and encouraged all the firms to apply to that service area. The deadline was yesterday and we now have a total of four responses for that service area. The next step would be to issue a prequalified list of firms for each service area. Again, those Service Areas are providing general advice to the lafco on Renewable Energy issues. Developing programs for communities of concern, the disconnections and equity issues that were working on and studying potential Renewable Energy projects at affordable and Senior Housing sites. Which we discussed. At that meeting, you did approve the scope of work. Im in the process of putting together a more comprehensive scope of work for each service area, i have a meeting next week with cleanpowersf to talk about that. I do expect the process will move quicker. We can hopefully get the consultants in place the next few months. I will be coming back to you with contract proposals. Commissioners for the second year in row, lafco is partnering with the urban and Public Affairs program at the university of San Francisco. A Research Methods class is going to conduct research and provide recommendations again on our study of on demand workers. This class will be led by professor killy mcbride. There are 16 students in the class. They will study the labor, environmental and transportation impacts of on the demand delivery sector. This is going to be very helpful for our survey team as they consider the recommendations to make in their final report. Theyre looking very closely at a report that was issued by the World Economic forum titlely future the last mile ecosystem. Its part of their research. The class will begin in march and theyll report their finds at our meeting here on may 15th. Very excited to be partnering with u. S. F. The second item which is in your packet, is an expenditure update. Nothing out of the ordinary to report there. Hyams, i think in addition to just kind of receiving what sf p. U. C. Would like to present to you. I think it will be good in the commission and as the program has kind of been out of policymakers, theyve been just getting it up to scale for you to submit questions to them for them to kind of answer to help guide kind of what youre most interested in. Couple of things that were interested in particularly our kind of pcia, shipping money out of town that i mentioned. Also you know, were surrounded by other Community Choice programs. They dont have access to a general fund if the political will decided that some money was called. I feel like im a little unclear how they manage to ramp up their programs much faster than yours and some cases the rates are cheaper than ours and some cases they have incentive programs. It did take a village. I was really lucky when i was 14 years old to get an internship. The difference that it made for me is i had a job, but there were other people who didnt have a job, who, unfortunately, needed money. And they were shown to commit illegal acts to get money. That is what i want to prevent. [ ] today we are here to officially kick off the first class of opportunities for all. [applause]. Opportunities for all is a program that mayor breed launched in october of 2018. It really was a vision of mayor breed to get to all of the young people in San Francisco, but with an intention to focus on young people that have typically not being able to access opportunities such as internships or workbased learning opportunities. Money should never be a barrier to your ability to succeed in life and that is what this program is about. Theres always these conversations about young people not being prepared and not having experience for work and if they dont get an opportunity to work, then they cannot gain the experience that they need. This is really about investing in the future talent pool and getting them the experience that they need. It is good for everyone because down the road we will need future mechanics, future pilots, future bankers, future whatever they may be in any industry. This is the pipe on we need to work with. We need to start developing talent, getting people excited about careers, opening up those pathways and frankly giving opportunities out there that would normally not be presented. [ ] the way that it is organized is there are different points of entry and different ways of engagement for the young person and potential employers. Young people can work in cohorts or in groups and thats really for people that have maybe never had job experience or who are still trying to figure out what they want to do and they can explore. And in the same way, it is open for employers to say, you know what, i dont think we are ready to host an intern yearround are all summer, but that they can open up their doors and do site visits or tours or panels or conversations. And then it runs all the way up to the opportunity for young people to have longterm employment, and work on a project and be part of the employee base. Something new, to get new experience and meet people and then you are getting paid for it you are getting paid for doing that. It is really cool. I starting next week, i will be a freshman. [cheers and applause] two of the things i appreciate about this program was the amazing mentorship in the job experience that i had. I am grateful for this opportunity. Thank you. Something i learned at airbnb is how to network and how important it is to network because it is not only what you know, but also who you know to get far in life. During this program, i learned basic coding languages, had a had to identify the main components and how to network on a corporate level. It is also helping me accumulate my skills all be going towards my College Tuition where i will pursue a major in computer science. For myself, being that i am an actual residential realtor, it was great. If anybody wants to buy a house, let me know. Whenever. [applause] it is good. I got you. It was really cool to see the commercial side and think about the process of developing property and Different Things that i can explore. Opportunities for all was a great opportunity for all. We were aiming to have 1,000 young people register and we had over 2,000 people register and we were able to place about between 50 and did. We are still getting the final numbers of that. Over several weeks, we were able to have students participate in Investment Banking they were able to work with our team, or technology team, our engineering 20 we also gave them lessons around the industry, around financial literacy. There are 32,000 young people ages 16 and 24 living in San Francisco. And imagine if we can create an opera skin it just opportunity for all program for every young person that lives in Public Housing, Affordable Housing, low income communities. It is all up to you to make that happen. We have had really great response from employers and they have been talking about it with other employers, so we have had a lot of interest for next year to have people sign on. We are starting to figure out how to stay connected to those young people and to get prepared to make sure we can get all 2400 or so that registered. We want to give them placement and what it looks like if they get more. Lets be honest, there is always a shortage of good talent in any industry, and so this is a real great career path. For potential sponsors who might be interested in supporting opportunities for all , there is an opportunity to make a difference in our city. This is a really thriving, booming economy, but not for everyone. This is a way to make sure that everyone gets to benefit from the great place that San Francisco is and that we are building pathways for folks to be able to stay here and that they feel like they will belong. Just do it. Sign up for it. [ ] [ ] know how hard you have worked to win a state championship. It is an absolutely incredible accomplishment. Dont correct my grammar because i went to galileo high school, and you went to lowell. You did it focused as a team, and it matters. You are going to look back on this time in your life, and you are going to think wow, this was the best time of my life. It may not seem that way right now, but a few years from now, youre going to look back, and youre going to really remember your teammates, youre going to remember the excitement when you played, and yes, the challenges, because we know it takes a lot of hard work, both physically and mentally to get to a place where you can win a state championship, and i wanted you all to know how proud we are in San Francisco that these incredible women that are sitting before me today achieved this incredible milestone. So i wanted to take the opportunity to honor you here at city hall because im really proud of each of you for what you were able to do. You look like youre a student at Lowell High School. You know, not too long ago, i was at lincoln. The hon. London breed lincoln . Too nice. And not too long ago, you guys beat lincoln. Not when i was playing. Come on up, coach, and congratulations to everybody. [applause] good evening. My name is kelly sung, and i am the varsity coach at Lowell High School. First, id like to thank mayor london breed and her staff for inviting us here tonight. Its so amazing to be recognized for all our hard work. Growing up and attending lincoln high school, the aaa teams never made it far in the post season. In the beginning of this season, our goal was to win our section title and to get past the second round of norcal. We were able to accomplish that and so much more, but i will let marie go kind of speak to that. What i wanted to touch on is how proud i am of these girls. Before practice or tournaments, you could find them studying for their tests or getting ahead of homework. It is hard to balance academics and sports at such a prestigious school. Our team held the highest accumulative grade point average of any team at Lowell High School. Telling teams that they are your Favorite Team is sort of bad practice, but in my nine years of coaching, i have to admit this is one of my Favorite Teams to coach. Not only because of the success they had, but because of their love for volleyball and each other. I hope you all remember how much of an impact you have made on not only Lowell High School but in womens sports. You are the first team at lowell and the first team in aaa to win state titles. Continue to lastly, i want to thank the parents for your support this season. Having to leave work early or wake up at 5 00 a. M. For tournaments is not easy, but just know that we would not have accomplished this without your unwavering support, so thank you so much. And next, were going to have our team captain, mari mariko tanaka. Good evening, everyone. My name is mariko tanaka, and i am a senior at Lowell High School. This past Volleyball Season was one of the most amazing experiences ive ever had, and i am so thankful to be a part of this team and so proud to be able to accomplish something even beyond my imagination. At the beginning of this season, winning state was something i never thought my team would get an opportunity to achieve. Our main goal was to win aaa section championships and advance past the second round of c. I. A. Norcal playoffs. The team stayed focused on reaching this goal, and with the hard work came reward to go undefeated in league play and win our city championship. After this, keeping focus was extremely hard, but with the encouragement of our coaches, kelly and j. J. , we won the first and second and then third round against burlingame in an extremely close match, knocking off the number one seed on their home turf to win the championship is indescribable. We are under dogs again in the c. I. F. Playoffs, but we were able to bring back the first state championship in volleyball in San Francisco history. [applause] individually, everyone on this team is very different, but we managed to find a way to gel together in the most perfect way possible. On behalf of this team, i would like to thank mayor london breed for having us and would also like to thank all friends and family for all the support you showed for us this season. Thank you. And again, let me just say, i notice that theres some members of the press here. I hope you get the word out about the incredible students at our school that are achieving great things because we need to continue to shine a light on all the work that they do to accomplish such a great thing here in San Francisco. I know that she was a galileo lion, but now that she is the mayor of this great city, someday she has to be a mission bear or a washington great eagle, but today, i would like to have her as a lowell cardinal. [applause] this was an incredibly exciting season. Every week, we would advance a little bit. I would come back to the office, and they would say, they won again, they won again. And i was there at that burlingame game. That was a very exciting game. There were moments when the opposing team looked like they were set up to get some wonderful spike, and no, didnt happen. So what i could really see was our young women here had the most incredible focus, and they were looking at each other like this; you get it. And thats what won the Championship Team work. I couldnt be prouder of these young women who brought home a championship and on top of that maintained the highest g. P. A. , continued to do so well in their academics. We will say goodbye to the ones who graduate this here, but we have a great young team coming up, and i would love to come back here next year. Food truck for thought is an opportunity to eat from a variety of different vendor that are supporting the mission graduates by coming and representing at the parks were giving a prude of our to give people the opportunity to get an education. People come back and can you tell me and enjoy our food. All the vendor are xooment a portion of their precedes the money is going back in whats the best thing to do in terms of moving the needle for the folks we thought Higher Education is the tool to move young people. Im also a College Student i go to berkley and 90 percent of our folks are staying in college thats 40 percent hire than the afternoon. Im politically to clemdz and ucla. Just knowing were giving back to the community. Especially the Spanish Speaking population it hits home. People get hungry why not eat and give citybe. The hon. London breed well, welcome, everybody. First of all, i was at turkey day, and i didnt necessarily sit on lincolns side to pick sides, i sat on lincolns side somehow. I dont know how that ended up happening, but i think that i was your good luck charm oh, i was with you. Many of you know i mean to galileo high school, and i am a big fan of our high schools and a big supporter and a fan of making sure we continue to uplift young people when theyre doing something great not just as athletes, but we know you also have to keep your grade point up in order to play football in the first place. So to balance that at turkey day, and emerge for the second year in a row as state champions is absolutely an incredible accomplishment. When you came here last year, i was really excited, but this year, im even more excited because ive got a special surprise for all of you. Usually, when you win the super bowl, what do you get when you win the super bowl . Exactly. Were going to make sure that each and every player gets a Championship Ring this year. [applause] the hon. London breed so you get to design them yourself and figure out what you want on them. Its going to take a few weeks for them to get ordered and set up, but we are committed to supporting your Championship Ring so you can wear your rings with pride. And im really excited that you all are here today because we want to make sure that we honor you. And coach, come on up. [applause] the hon. London breed come on up. Thank you. The hon. I would like to say, kerry bader, he said no mayor has been out to flip the turkey coin. So i hope we can make it a tradition and youll be out when you get the chance. The hon. London breed but i think its really important. Its important that we support young people that are staying focused and positive, and the fact that this team has come together as a team and accomplished something so amazing under your leadership is really its a testament to what you do. Because i know they hear from you every day, they hear from their parents, telling them the same stuff every year, to focus and to put on your gear. You know, i was like a lot of young people here, and i would tune it out and tune it out. But today is a great opportunity to let you know that your city supports you, that your city stands behind you, and we wanted to do something really special to make it clear we are proud of each and every one of you for putting in the hard work and getting to this point. And so today is about all of the young mustangs that really put San Francisco on the map in a whole nother way. So thank you for this, coach, for this incredible opportunity, and we are looking forward to you designating whoever you want to coordinate the ordering of the rings and how you pick out what you buy. This is called dedication, discipline, and desire, and weve been running the program for 19 years since ive been here. You have the dedication to run something every day, you have t the dedication to run a program, the discipline to run it every day, and the desire to be a champion. The hon. London breed wow. Thats a lot of years. And so many travels that you go through, this was unreal. Just kind of a Different Team than the year before. I tell everybody last years team was a ferrari. You could do anything with it. This years team was a buick. We had to run it out. Its amazing we did this, and its amazing for them because they bought into what we were selling. The best thing is when we went up to mariposa, its the championship. None of on us kids have been none of our kids have been out of San Francisco. Whats that smell . Well, thats cow smell. We rented a room to sit in before the game. And we went to this game. And here we are, asian, African American, white. Different group against a predominantly white culture. And everyone was thinking we would be the ones who broke down, we would be the ones who pointed fingers at each other. We would be the ones who screwed it up. And you would be proud of us, mayor. We didnt screw it up. Unbelievable. People there, unbelievable. What we did just awe stirring for me. Its just amazing to see the guys pull together and be like that and represent your city so well. So that was amazing, and for that, were going to give you the state championship hat because the norcal championship, we had to win that to get this. The hon. London breed thank you. Im an attorney in the San Francisco City Attorneys Office. I supervise the tax team, giving tax advice to the treasurer, tax collect or, drafting tax legislation. The thing i remember my mother telling me as a child is that you need to be prepared to take care of yourself and i knew that i wanted to be able to do something that i enjoyed. I didnt expect anybody to give me anything because nobody ever gave her anything and i also i always saw her fighting for the things that she wanted in life for herself and for her children. My name is jasmine flores. I am working as an Admin Assistant in the City Attorneys Office. I have always enjoyed the tasks that i have been given. On the days i show up and work on my own is empowering. For me, happiness in being more involved in a persontoperson interaction. My dream jobs includes being a physician, paramedic, firefighter, working with animals with the public. On a personal level with self improvement. My sister is the biggest influence in my life because she taught me to go forward with what makes you happy rather that what makes you the most money. I graduated from law school in 1972 at a time when there was a beginning to be an influx of women in the Legal Profession and tried criminal cases for about 10 years, treatment for delinquent operating programs, government budgets, analyzed fiscal legislation. I came to the San Francisco City Attorneys Office and i have been here for about 12 years advising on tax matters. I did just about anything you can think of. Some things that lawyers do and some things that lawyers dont do. Im from the mission in San Francisco. I have grown up there and i have lived there pretty much my whole life. Living there, i do see other women, some of them older, some of them look just like me like my age and a lot of them work nanny jobs, child care jobs, retail jobs. I dont know, it seems kind of like a reminder that you are kind of lucky to be where you are, i guess. Just when you havent gone so far at all. I want them to go on maybe go on an interview thats more challenging that they think that they cant get that job. You know, just to kind of challenge and surprise themselves when they get that job and feel better. There had been women practicing law for many years, but there were so few of them that a lot of the issues hadnt really come into play and some of them worked out and some are still being resolved like equal pay and women in lawfirms and making sure women get fair assignments and in the Decision Making and working with law firms. I consider myself more of a beneficiary of all the women that fought really difficult battles along the way. Thank you very much for coming. Im going to let some people filter in here while i talk. My name is joanne im a reporter and anchor at abc 7news. Ill going to be your emcee today for this unveiling of this beautiful refurbished court and i know a little later on well have fun on it. So i just want to start off here we are at onetime sports. If you havent been here, this is a newly Baseball Court where the first time weve laid eyes on it, step on it. Its a great feeling. We want to thank the Warriors Community foundation for doing this and being here and making this all happen. [applause] also, for pepsi as well. [applause] and also creative Sports Concepts. Thank you, very much. [applause] so just to learn a little bit about what were on, what all is here today, the renovation work included a resurfacing of the entire court. Also the new booths and the back boards as well. And redesigned banner. We also have if you see this right here which i know the mayor is excited about. These solar powered lights that are going to be working here, which is really great for a really energyefficient city so this is a step in the right direction. Also here, the sport define features of course some key elements representing the warriors here. We have this Hometown Spirit in San Francisco. This renovation project was made possible by pepsi and creative Sports Concept and its positively impacting the community and were going to see it play out for us today. Warriors Vice President of Public Affairs. First up on our speakers list, please give a warm welcome to mayor london breed. Hello, everyone. You know, im really excited to be here today. Earlier today, we were at rosa parks. Many of you know rosa parks and the pink pallet down the street on connects and westbound ser and we celebrated the rehabilitation of over 200 units there just like we celebrated the units that were rehabilitated here at west side court last year in february. When we talked about rad and rehabilitation because of the many Public Housing units in San Francisco were being neglected and they were in need of refurbishing. No one wanted to do hardly anything and when i became supervisor, we were able to make this happen and but over 3600 Public Housing units throughout San Francisco has been refurbished. Its not good enough. This court, work had not been completely up to par. The nets were not up. The back board did not look like this. And we had so many kids who wanted to play on this court and we had kids who wanted to play when it got dark early. And so, at that time, we made a commitment to do something about it and today, were fulfilling that commitment faster than what i would have thought possible and clearly, you know, with the city and the challenge and trying to get things done in timely manner, the warriors foundation, the Community Foundation stepped in and said we would do it. Theyve done more than a dozen court refurbishing through out San Francisco because they know its important to have these fun, recreational spaces that are the places that create tomorrows steph currie steph cl the other nba players we love. We want to make sure west side court has the Community Resources they deserve. This rehab has been absolutely incredible and im so glad to see so many of the residents out here today. We also know that there are a lot of young people here who want to play and theyre also a lot of our elders who want to play as well. This space will do just that in bringing the Community Together. So im looking forward to the first tipoff. I see everyone has their jerseys on and the basketballs are all over the place. We are hoping that today is just the beginning of an opportunity for so many people to use this space to just develop their memories, have fun, enjoy one another, make that Community Connection and then who knows, maybe one of these kids might end up playing for the Golden State Warriors, you never know. I want to thank the city and county of San Francisco, the San Francisco housing authority, related and all of the many others who have opened this possibility up not only for participating as a owner and developer but also from all of the communities to experience the joy of having attention paid to you. The joy of having attention paid to you. We have a simple theme in tabernacle, its seek the welfare of the city for in its welfare you will find your welfare. It is this theme that is driven us over these now nearly 22 years to be involved in seeking the welfare of other communities cities and county of San Francisco from its top to its bottom. This moment is just the further indication that if we join together in seeking one anothers welfare, great things can happen and joy can be experienced. We can come together and feel good about what we have done and said rather than feel disappointment and shame. Thank you, everyone for being out this afternoon. From district 5 here. Speak a little bit more about the impacts of this court. Thank you so much. Im going to move over here so im not looking right into the sun. Its really an honor to be here on this Beautiful Day with all of you and to celebrate this new court here in this community. Also, its an honor to be here with the mayor with our former supervisor vallie brown. We have two prior supervisors and the current so three in total here today, which i think signifies the importance of this investment in the community. As we all know too well, in district and an area of the city that has suffered from really decades of dis investment led by the assault at the National Level on our communitys particularly the African American communities in San Francisco and beyond and it is hardening when we see some of that being reversed through investments like the comments investments in the community and refurbishment of housing here and the refurbishment of this court which is so important as a place for recreation, athletics and as a Community Space to really build community that is absolutely essential particularly at this time so im looking forward to the tip off and to getting to know and i know some of you are looking forward to get to know those of you who i havent met before, i just took office a month ago and its just thrilling to be here as part of our celebration so thank you both to the mayor and our former supervisor and the warriors and to accept se pepsid aquafina. Pepsi values its partnership with the warriors and the Community Foundation which is why i would now like to bring up sean king, Vice President general manager West Division from pepsi co. Thank you, everybody. I think im going to try to move over a little bit myself to get away from the sun. First let me say, i am just absolutely incredibly honored and proud to be here today with the warriors, the local community, and of course most importantly the children that are going to be able to be playing on these brand new courts. Pepsi is proud to be a partner of the Golden State Warriors and it is incredibly humbling to be partnered with such a Great Organization that allows us to do events like this and have such a deep impact on the community. This is the fourth refurbishment we partnered in with the warriors and its part of a larger beautification effort across the bay area led by our brands life water and aquafina. Pepsi has deep roots in california. We have been in this state for over 84 years and have hundreds of employees that work within the bay. This is our community. We work, we live, and we are proud to represent the bay. Projects like this mean so incredibly much to our teams and our people and to this community. Which again, its something that all of us are a much bigger part of and wore so honored and excited to be here with this group. I also think its important to recognize the importance of Affordable Housing. West side courts offer San Francisco residents a chance to improve their quality of life with affordable accommodations and we are honored to help boost their Community Ties with this new basketball court. So again, o mayor breed, the community, the warriors, thank you for this incredible partnership and im very much looking forward to tip off. Thank you. Thank you, we are almost there to our exciting tip off. But first, i want to bring up brandon schneider, warrior chief revenue officer to say a few words for us. Thank you, very much. It is a very exciting day to be here at west side courts. Staring into the sun. As you can tell, we plan today specifically around the trade dead lines. Im sure everybody saw the moves bob myers and team made today. The good news is they spared me, i didnt get traded. Maybe that was just so i could spend the time here at todays events and maybe in the future, we will make sure to plan this after the trade deadline. Thank you to the city of San Francisco and all the residents of west side courts for letting us spend the afternoon with you. And a huge thank you to pepsi for your suppose sort and making this court possible for the community. I also like to specifically thank San Francisco mayor london breed, who we obviously just heard from and her team for their on going Community Impact efforts. This court is another example of her leadership in guidance to include all San Francisco residents access to Community Resources. I would also like to thank and acknowledge supervisor preston for his advocacy and representation of our city and district 5 residents. We look forward to partnering with you. So our goal with the warriors is to compete for championships every year. If joe was here he may not agree with me and the last five years, may tell a different story. Were probably not going to win the championship every year. This year may be an example of that. Well be back next year. I like that. But joes wife, nicole, was a big part of launching the Warriors Community foundation in 2012 and thats to ensure we can be championships in the Community Every year. Our Community Foundation granted over 12 million since 2012 to ensure Educational Equity in both San Francisco and alameda counties and one of the other things were focus on is doing Court Refurbishments threw out the bay area. Today is a huge milestone for us. As its actually our 85th Court Refurbishment weve done here in the bay area. They tell me its 380,000 square feet of playing surface weve done. I wanted to recognize again, lets have another round of applause for mike and his team from creative sports for awful their incredible work on the court tonight. [applause] so playing sports provides such an amazing opportunity for youth and Community Members to create positive change in their community and to build selfconfidence. This court will be an incredible center piece for the west side courts Residential Community and we hope that it instills confidence to those that use and and for you kids here today, we hope you will really take advantage of these new courts. You can truly be anything you want to be. Who knows, maybe one of you will be the mayor of San Francisco one day. [laughter] you stole my line. My other line was maybe one of you will follow in the footsteps of the next speaker who did play in the nba. So you guys may have noticed this tall guy standing over here, i dont know if this podium is going to work for him. The eighth over all pick in the 1997 nba draft Golden State Warriors drafted him. He played for us for 11 years, 1997 to 2007. He actually graduated in 1999 from Colgate University magna kum lad a means he is smart with a history degree. He is founded an Organization Called democracy matters to help deepen democracy and train youth how to run effective grassroots movements. His accomplished career includes his induction to the world sports humanitarian hall of fame first commitment to the community. Its my honor to welcome to the stage this is so awesome. Are you guys ready to hoop over there that doesnt sound con for instancing are you ready to hoop thats much better. I was dropped b drafted by the n 1997 and im still a part of this organization is their undying commitment to our community. As an organization and athletes, we believe that we have a morale imperative to help make our community better. And i think that from the organization from the top to bottom, all of our players embodies that philosophy. For me its a bit more personal. I think that sports is one of those things that give you amazing opportunities to do whatever you want to do. For me, its been about being the first person in my family to go to college. I got an athletic scholarship coming from an island of 500 people. What you guys have is a unique opportunity to learn some of the values that sports presents. Commitment, being selfmotivated, really the desire to compete at the highest level and still be great teammates. Those values are life values. But the thing that i want to leave you guys with before we play some basketball is a few things. One, you dont always have to be an athlete. You can be an incredible student. So the time you just need the opportunity to get into the dough. When i came from the island being the first person in my family to go to college, i played basketball very hard but i also understood that i have an opportunity to become exceptional with my mind as well as my physical body. You guys have that as well. The other thing is, along the way, there would be a lot of people who tell you you cant do things because of where you come from. Dont ever believe them. Theres everything you have within you guys to be incredible, to be great, to be exceptional. Just continue to believe that truth. This court is an opportunity for us to pull our Community Together but more than that, its to mirror values that i believe have been the corner stone of my life. A commitment t to a higher purpe than ourselves. So today, lets get some hoops going lets play i thank everybody for coming. You guys are truly incredible and i thank this community for allowing us to be part of it. Thank you guys so very much. Also thank you to the Warriors Community and foundation and creative Sports Concepts for refurbishing this Beautiful Court that we are all on right now and most importantly thank you all for being here today so kids, are you ready to play baseballbasketball come on inside im going to ask the adults to make your way to the sidelines. We can get these athletes out here when he throws it up jump up and hands on 3, 2, 1 after my fire in my apartment and losing everything, the red cross gave us a list of agencies in the city to reach out to and i signed up for the belowmarket rate program. I got my certificate and started applying and won the housing lottery. [ ] the current Lottery Program began in 2016. But there have been lot rows that have happened for Affordable Housing in the city for much longer than that. It was there was no standard practice. For nonprofit organizations that were providing Affordable Housing with low in the city, they all did their lotteries on their own. Private developers that include in their buildings affordable units, those are the city weve been monitoring for some time since 1992. We did it with Something Like this. Where people were given circus tickets. We game into 291st century in 2016 and started doing electronic lotteries. At the same time, we started electronic applications systems. Called dalia. The lottery is completely free. You can apply two ways. You can submit a paper application, which you can download from the listing itself. If you a plo apply online, it wl take five minutes. You can make it easier creating an account. To get to dalia, you log on to housing. Sfgov. Org. I have lived in San Francisco for almost 42 years. I was born here in the hayes valley. I applied for the San Francisco Affordable Housing lottery three times. Since 2016, weve had about 265 electronic lotteries and almost 2,000 people have got their home through the lottery system. If you go into the listing, you can actually just press lottery results and you put in your lottery number and it will tell you exactly how you ranked. For some people, signing up for it was going to be a challenge. There is a Digital Divide here and especially when you are trying to help low and very low income people. So we began providing digital assistance for folks to go in and get help. Along with the income and the residency requirements, we also required someone who is trying to buy the home to be a first time home buyer and theres also an educational component that consists of an orientation that they need to attend, a firsttime home buyer workshop and a oneonone counseling session with the housing councilor. Sometimes we have to go through 10 applicants before they shouldnt be discouraged if they have a low lottery number. They still might get a value for an available, Affordable Housing unit. We have a variety of Lottery Programs. The four that you will most often see are what we call c. O. P. , the certificate of Preference Program, the dthp which is the displaced penance Housing Preference program. The neighborhood resident Housing Program and the live worth preference. I moved in my new home february 25th and 2019. The neighborhood Preference Program really helped me achieve that goal and that dream was with eventually wind up staying in San Francisco. The next steps, after finding out how well you did in the lottery and especially if you ranked really well you will be contacted by the leasing agent. You have to submit those document and income and asset qualify and you have to pass the credit and rental screening and the background and when you qualify for the unit, you can chose the unit and hopefully sign that lease. All city sponsored Affordable Housing comes through the system and has an electronic lottery. Every week theres a listing on dalia. Something that people can apply for. Its a bit hard to predict how long it will take for someone to be able to move into a unit. Lets say the lottery has happened. Several factors go into that and mainly how many units are in the project, right. And how well you ranked and what preference bucket you were in. This particular building was brand new and really this is the one that i wanted out of everything i applied for. In my mind, i was like how am i going to win this . I did and when you get that notice that you won, its like at first, its surreal and you dont believe it and it sinks in, yeah, it happened. Some of our buildings are pretty spectacular. They have key less entry now. They have a court yard where they play movies during the weekends, they have another master kitchen and space where people can throw parties. Mayor breed has a plan for over 10,000 new units between now and 2025. We will Start Construction on about 2,000 new units just in 2020. We also have a very big portfolio like over 25,000 units across the city. And life happens to people. People move. So we have a very large number of rerentals and resales of units every year. Best thing about working for the Affordable Housing program is that we know that were making a difference and we actually see that difference on a daytoday basis. Being back in the neighborhood i grew up in, its a wonderful experience. Its a long process to get through. Well worth it when you get to the other side. I could not be happier. [ ] food in San Francisco isn just about expensive eat but food for everyone and theres organizations in the city that are doing really good work making sure that healthy food it assessable to everyone. More and more as follows are are becoming interested in upper arlthd they want to joy the open green pace sea know where their food it coming from well look at 3 programs talking ushering agricultural and garden to new heights. So what exactly it, your honor agricultural it the growing food or flowers within city limits traditionally weve been referring to communities gardener that is a raised bed over and over upper argument has a more a farming way of farming. So tell me 0 whats growing in this garden. A really at all plant. In the one of the rare places, you know, people have access to green space 24 is one of the places to grow things like the purple floor. It is sort of recognizing that the more diversity in given space the better not to just have one thing by everything supported each another it provides the community with an opportunity to get their hands dirty and reach 0 out and congressmen with the community in ways they might have not otherwise to engage with one other. Now the dpw urban Planning Program so see how the garden community. So i grew up on a farm in air force base we picked the foods open the trees and share with other families and as i drive around San Francisco i see any trees with apples or mrumdz and lemon trees i can see the food going to waste and brought that idea back to the Department Many of the trees where the fruit would go to waste we origin or crop and pick other fruits and delivery this to food banks or shelters to people who need them. Im here with nang wong hello nang. Hello. I need to understand house this gleaning work. We come and harvest like for example, well come over here this is the lemon and plug it like this. laughter . Made that good, good and ease. The trick is how not to hurt the branches. Like the thing. Im so excited about this. The people are so passionate about where the food goes to the private Property Owners give us the food theyre happy that no of a t is going to waste oh. Thank you. Thank you. Again job aura natural laughter . From backyards to back lots lets take a look at the food and Community Bonding at the free farm. My idea was to start growing food and giving it away.
