About 55,000 visitors have walked through, and many of them attracted to the museum by the free saturdays, free general admission saturdays, that has been jegenerously sponsored by s wilsley. And theres two remaining free saturdays for the exhibition itself before the end of the show on march 15th, on the second saturday of february, and the second saturday of march. And we are also offering a reduced entrance to the Museum Entrance of 10. So theres time for our visitors to still enjoy this important exhibition. With that im going to hand over to the next speaker. Its one of the treasures of this city and county of San Francisco. And i have the great pleasure while serving as the mayor of this city on more than one occasion to visit a place that as a result of the quake of 1989 ended up being the new young museum. And it would not been that way without a fabulous commitment from a woman who more than any other single punish in thi persy who devotes her resources and life to the arts. She devotes those resources and herself to the arts reflective of the incredible, wonderful collection of people that represents the diversity of this extraordinary city. In your capacity as mayor, and im sure that mayor breed shares my view on this, that if we had just four of de dee dee, oh, my god, yes. [laughter] probably. But it was frankly just a wonderful experience to be able to pick up the telephone and to have somebody on the other end understand and offer suggestion and directions on how best to address what needed to be addressed. No one does it any better. So, mayor breed, its my pleasure to introduce you, because i know that you want to say some wonderful words as you often do these days, you know, i london, when she could hardly speak english i knew her. But shes gotten so good, i dont even want to be near where she is for speech making purposes because she did it so clear and so concise and so direct. Having london breed as the mayor and still having dee dee on the side under all circumstances, means that the city is appropriately and richly in great hands and the soul of a nation clearly reflects that. And when the man who heads this museum says this show is to leave in march, thats five days before my 86th birthday. I think that you ought to keep the show here. [laughter] yes, yes. Give me a party here. But, ladies and gentlemen, let me present to you a woman who heads this city and who i think will have a long tenure of doing the kind of things that are reflective in this museum and, believe me, if youre the mayor, this is your museum. Mayor breed, your museum. [applause] mayor london breed thank you. First, of all, thank you, mayor brown, for that introduction. And thank you to everyone who is here today. Tom campbell and the team here at the museum. They do an extraordinary job working to bring some of the most innovative exhibitions anywhere. I love coming here too and i know that so many of these exhibits wouldnt be possible if not for this incredible woman, dee dee wilsey, who not only rolled up her sleeves to help to get the buildings built like the museum and the hospital at ucsf, and other places in San Francisco, but shes committed to ensuring that we have real equity when we provide opportunities like a Deyoung Museum and the soul of the nation and what it represents is absolutely extraordinary. And the fact that miss wilsey has invested resources into making sure that there are days that are free to the public, to ensure access to such an incredible exhibit, is something that typically a corporation or a company usually does, but this lady single handedly did it for this incredible exhibit. And i want to thank you for your work and your commitment. [applause] this extraordinary exhibit, which spans over the course of 20 years during the most i think during the most critical transition of African Americans anywhere, especially here in california, is just absolutely incredible. And i had an opportunity in december to tour the exhibit with the curator and to just really feel like i was stepping back in time and the commitment and how these revolutionary artists chose to take what they knew best in terms of what they created and turn it into something so extraordinary, it is mind blowing. And, up you know, im a big fanf the mayor and the work that hes done and his message is that you have to stare at his work for a very long time to really understand all of the pieces of the collage art work that he does to really just get a feel for how impactful at the time his work was and continues to be to this continuing day. And mayor brown suggested that i used to be an executive director of the art complex and i wanted to put the African American culture complex on the map for performing and visual arts, but i wanted to make sure that larger institutions highlighted the African American artists, both past and present. And we developed an incredible working relationship with the museum hosting nights here at the museum when the current coexecutive director and her sister melanie green served and worked at the center curating and doing everything under the sun and now theyre running the place am so im really grateful that melora is here today with us to celebrate this milestone and how this incredible exhibit, which talks about everything from the black Panther Movement which started right here in the bay area in oakland, to the riots in San Francisco and the significance that the artists played during that time in communicating the message, really touched the hearts and lives of African Americans. And it was not always, you know, appreciated and celebrated in main society. It was our way of coming together and it was our way of communicating muc. Now its the worlds way of showing respect and appreciation for what artists did during that time, during such a Significant Movement that have led to an opportunity for even someone like me or mayor brown to serve as mayor of one of the most incredible cities in the world today. So i recognize the connection. I recognize using art as a vehicle for change and im also excited that we have two of our arts commissioners here, Chuck Collins here today as well. And it is really great to have so many people who care about the opportunities that exist and using this story and this exhibit, soul of a nation, really digs deep into that. And ive got to tell you that if you walk around these halls and you hear about what this exhibit is about and you read what you see, it really will take you back. And it really will make you feel a certain kind of way about how artists and African Americans in this country had to live and chose to put themselves and their lives on the line anyway for justice. And over the span of 20 years it gives you just a glimpse of that. Thats why this is so powerful, and thats why were all here today to see it, to experience it, and to take it in, and to also to share it with other people in the bay area so that they dont miss out on an opportunity to see what to see what i think is one of the most extraordinary exhibits that the museum has had in a long time. So, again, i want to thank you all for being here today. Im really excited about this. Ive actually seen it and really spent quality time here exploring it. And i, again, we wanted more exhibits like this at the museum and more exhibits like there in San Francisco. And i want to again thank dee dee for really shining a light on the need to provide diverse opportunities in arts here in San Francisco. My name is carmen chiu, San Franciscos elected assessor. Buying your first home is a big deal. For many of us, its the single largest asset that well own. Thats why its really important to plan ahead for property taxes so that there are no surprises. A typical question new homeowners ask is what is a supplemental tax. So understand supplemental tax, we need to start with proposition 13. Under californias prop 13 law, the value we use to calculate your property tax is limited to a 2 growth peryear, but when ownership changes, prop 13 requires that we set a properties assessed value to market value. The difference in value between the previous owners value and the new value is the supplemental assessment. How does the supplemental assessment translate to the tax you need to pay . Supplemental tax is calculated by applying the tax rate to the value and then prorating it for the amount of time that you owned it in that tax year. In generale, the tax rate is roughly 1 . Lets walkthrough an example together. Here dan is the original owner of a home with a prop 13 protected value of 400,000. With a tax rate of 1 , he pays 4,000. Dan sells his home to jennie at a market rate of 700,000. In this case, jennies home will be reassessed to 700,000, and jennie is responsible for paying property taxes at that level from the time she first owns it. Many times, people might have already paid their property taxes in full by the time they sell their home. In that case, dan has paid 4,000 in taxes already for the full year. Jennie would likely payback dan through escrow for her share of the 4,000, depending on the proportion of the tax year she owns the home. However, shes also responsible for paying taxes at the higher market value from when she begins to own the home. How does that work . Lets say jennie owns the property for nine months of the first tax year, which is approximately 75 of the year. During the escrow process, shed pay dan back 75 of the 4,000 he already paid, which is 3,000. On top of that, she would owe taxes at the higher rate for the proportion of the year she owned the house. In this case, she owes the amount not already billed through dan or 700,000 minus 400,000, multiplied by a tax rate of 1 , and multiplied again by 75 to reflect the time she owned the home in that tax year. Here, jennies supplemental tax is roughly 2,250. Going forward, jennie will be billed at her new reset prop 13 value. Are you still with us . If this isnt complicated enough, some new owners might receive two supplemental tax bills, and this has to do with the date that you transfer property. But before we get to that, you first need to understand two concepts. First, what is a fiscal year . In california, local government runs on a fiscal year. Unlike the calendar year, where the year begins on january 1, a fiscal year begins in the middle of the year, on july 1. Property tax follows the fiscal year cycle. Second, state law requires property be valued as of january 1 every year, in other words, new years day. The value as of january 1 is used to calculate property taxes for the upcoming fiscal year. This means Property Value as of january 1, 2018 will be usedtor fiscal year 18 used for fiscal year 1819 covering july 2018 through june 2019. Similarly, the value of january 1, 2019 will be used for the fiscal year covering july 2019 through june 2020. Now back to whether you should expect to receive one or two supplemental tax bills. The rule of thumb is that if the property transfers happens in the first half of the fiscal year, in other words between july and december, then you should expect only one supplemental tax fill. If the transfer happens in the second half of the fiscal year or between january and june, you should expect two supplemental tax bills. Heres the reason why. Using dan and jennies example again, dans 400,000 value as of january 1 is used to set the tax bill for the following fiscal year beginning july through june of the next year. Jennie buys the property from dan in october. The taxable value is reset to 700,000 as of october, but the bill issued still reflects dans lower value. In this case, jennie would expect to receive one supplemental or catchup bill to capture the difference between her assessed value and begans fr begans dans from october through june. Because of january 1 we already know of the sale, we would have used the following year to set jennies property taxes and no other supplemental bill should be received. However, if dan sells the property to jennie in march, instead, jennie should expect two supplemental bills. Like before, jennie would receive one supplemental bill to cover the time in which she owned the home in the current tax year from march to june. But because as of the next january used to set the tax base for the following tax year, dan still owned the home, the following years entire bill still reflects the values not updated for jennie. In this instance, jennie receives a second supplemental for the following year covering july through june. After the supplemental tax bills, new owners should receive only one regular tax bill peryear going forward. Remember our office values the properties, but billing and collections are handled by another Organization Called the treasurer and tax collectors office.
