As such, were required to also we have volunteerly done a workshop for the Board Committee last week and we feel its ideal to do an informational item for the commission, be understanding this is the first of many phases and that we will come through the commission, as well, when we put our budget together pursuant to the citys budgeting process. As a part of the hearing you would be presenting on this item bitem, this would be and public setting so the public can hear what the budget will look like because its going to be extensive review and this is always the higher limit and then, as we work through our budget, which is due to the board, i believe, for the control and the mayor to submit to the board on june 1, may 1, may 1 department because some departments are may 1 and some june 1, you would have an opportunity. So any feedback, well take that into consideration and work through the commission. With that, ill turn it over. Thank you, director. Good afternoon, commissioners. Again, im the financial reporter management analysis for ocii and i am here to present the workshop on the recognised obligation payment schedule for 2021 and ill provide an overview and discuss details of the administrative portion and our project managers will discuss their work plans and their portions throughout the presentation and well take questions at the end. As you might recall, there are five funding rosters. We have reserved funds including prior year, property tax cement foincrement use and theres gras and other Funding Sources and not captured in the four other Funding Sources and we have our Redevelopment Property Tax Trust Fund or rptf, nonadmin and one set by formula. So our total request for 2021 is 422. 2 million. This table shows a breakdown amongst our feature Funding Sources and rbtt admin is the largest followedle by bond at 84. 9. So this table shows a year over Year Comparison to our current year to our requested 2021. Wewere requesting a decrease of 23 million and this is on project areas followed by the reduck hireduction in our pledgr housing. So within our pttf adm nix, we have a housing pledge which is 20 of the gross increment of the past history of taxing entities and in the prior year we requested the fully pledged amount for the nonadmi housing and placed it to spend in future years. In this year, because our 2021 projects are fully funded, were not requesting the pledged amount and no negative impacts because again, our 2021 programme is fully funded. At a high level, you can see the distribution of funds across sources remains consistent with the current year with the majority coming from rbttf nonadmin and proceeds. So this table shows our 422. 2 million request by use type. The majority of the funds are spent on debt service and Affordable Housing and well going into each in greater detail throughout the presentation. So here we have a year over Year Comparison t and a decrease of 23. 6 million, primarily due to the decrease in Affordable Housing. Some other changes are the debt service. We have expected 6. 6 decrease and increase in operating costs and this is largely driven by our Retiree Health and pension cost and increase in cola. This table pulls out the rpttf portion of the request by use type and the total portion is 189. 8 million and the majority of which will be spent on debt service and admission bay. This table provides a comparisof year over comparison to the 1920 and were requesting a decrease of 14. 3 million and due to the reduction of the pledge for housing and the plan decrease in our debt service schedule. With that, i turn it over to the project managers to discuss their portions. Good afternoon. My name is annie wong and today ill be giving a brief overview were requesting for the Housing Programme in the year 2021. Were requesting just shy of 100 million and the majority is going towards 90 million in gap loans. The primary first a fund at 95. 3 million and the rest will come in other funds such as developer fees and nonadmin rtpff. The Funding Authority requested will go to support oci standalone supportable housing projects with the majority going towards Hunters Point shipyard at 56. 3 million and mission bay at 46. 4 million to help fund predevelopment and gap loans in each of the project areas. The remaining funds will be used towards predevelopment funding for two projects in transbay. Here is a breakdown of the individual housing projects by robbs2021. The largest are the shi shipyars which is 112 units rental project and 3 38. 9, block nine,a 141 unit affordable rental project for homeless adults in the mission bay neighborhood. Additional funds is 3pointa 3. G for the shipyard and then 1. 6 million in ongoing predevelopment loans for Candlestick Point north, block 10a, 3. 5 million for cellblock 9a and 4 million for Mission Block 12 west and 3. 5 in redevelopments funds at blocks 2 east and 2 west and the rest will go to 1,218 units in robbs 2021. To put it another way, a breakdown of the number of units in each project area, 7 million in funding to support 250 units in development in transbay, the 46. 4 million in mission bay will go to support 454 units in development and 356 units will go to hunter Point Shipyard and the point project and i will turn it over to the mission bay team to go over their program for robbs 2021. Good afternoon, chair. I work on the mission bay team. This shows some active projects in mission bay and ociis base i bay front and soma hotel and ubers headquarters which are now finishing construction in various stages. So here is our table of forces and uses for mission bay for fiscal year 2021 through source type. The largest portion of funds goes towards infrastructure and payment towards an outstanding bond principle. There are also funds for professional Services Including consultant fees and projected legal and consulting fees to support ocii staff in executing an increase in entitlement of Affordable Housing units. Lastly, there are funds shown for the Mission Bay Art programme which follows the impact fee structure. The slide provides a sense of what the funds will be spent on in fiscal year 2021 and the Infrastructure Spending program is comprised of new parks and maintenance of existing parks and. Construction oconstruction of an public streets. The developer in mission bay will be working on bay front work, p22 across the street from the chase center, which should be finished before the end of this calendar year. As mentioned earlier, we plan to pay down the principle on one of our Community Facility district bonds for mission bay north. We will utilize Consultant Services in the past for reimbursements on infrastructure as well as an entitlement increase for housing for the remaining parcels in Mission Bay South and we will continue to carry out our public art program. That concludes the overview of mission bay and ill pass it to the transa team to speak about their budget. Good afternoon. Im ben brandon, the Transbay Development specialist and this is a schematic rendering of the transbay Redevelopment Area and this is what it would look like at full buildout and im pleased to report that much has come to fre fruition and conting underway. In the upcoming fiscal year were requesting 32. 4 million of activity in the transit project area and aside from the 24 million pledge amount, the bulk is for Infrastructure Development and excluding the tjpa pledge being covered by rptts dollars, the primary sources that were using, were requesting for bond proceeds and other funds which are comprised of parks and developer fees with a third source being rptts. And this slide is an overview of the work program for the fiscal year and the primary activities include completion of the fulsome street improvement project, advancing the development and design of the transbay park and underramp park projects and seeking approval projects for transbay block four which is a mixed use housing development. The details include that 27. 6 million in the Infrastructure Spending authority is being requested which would be used for 9 million for Construction Administration of the fulsome street improvement project, just over 13 million for design and engineering costs related to underramp park and transbay park and 5. 5 million for streetscape reimbursements required in the development agreements. Were requesting authority for nearly 1 million for professional Services Contracts with the balance going to the tjpa pledge and with that, ill turn it over to th the Hunters Point shipyard team. Thank you. Good afternoon, commissioners. Im here on behalf of the senior project manager who is out of the office today so i will do my best to represent her project as best as i can. So the beginning slide is the same image that youve seen through a number of recent approvals for this project. We have the Hunters Point shipyard phase one and phase 2slash candlestick project. And overall, the budget for 2021 is approximately 17 million. The primary source continues to be developer reimbursement through the other column and again, as we have been doing in recent years, the majority of the work revolves around the many different staff within the city and ocii who work to review permits, designs and other things to move these projects forward. And that detail can be seen on the next slide. The work program for the upcoming year includes helping lenar facilitate the completion of public parks, about seven public parks in shipyard, phase one, bringing designs for additional blocks in shipyard, phase one. As you are aware in the fall, the Commission Approved the resign of what was the candlestick retail site into the proposed mixeduse development and now we get into the detailed work of infrastructure, plans and permits and further design so there will be a lot of time working with city agencies to review those detailed proposals. The Community Benefits agreement will be implemented and youll be getting a more detailed update next month, i believe, at a commission workshop, but we will continue that work and, again, be involved as best we can with the ongoing work with the navy and Hunters Point shipyard, phase two. More detail breaks out the differences between things that are purely phase one and purely phase two and things that spread across both. Most of the infrastructure costs actually relate to occi and city staff and permits and we have additional, professional Services Costs that are more specifically targeting Financial Consulting services, Legal Services and other, asneeded Engineering Consulting services. The Community Benefits budget has 2. 4 million allocated over time and i think youve heard through the workshops and reports we work with the Legacy Foundation to program their Strategic Plan so we continue to do that work. And again, we have an ongoing relationship with the navy and that concludes the overview of huntersview and Candlestick Point. Good afternoon. Im the manager of the Development Services division at ocii. In 2021, the Asset Management portion of ocis work plan includes the management of ongoing obligations outside the three Major Development areas. So the Asset Management sources by uses that you see include 7. 8 million, those funds are the remaining balance of grant funds under the 2010 Grant Agreement for the mexican museums, tenant improvements at the 706 project. Thats the largest ke large exp. The authority in that regard is roll up into the operations lines of the ropps that was covered. And activities under that include continuing to dispose of property that the agency has or will have subject to completion of obligations in the major project areas. Ill hand it back to mina. Thank you. So we will spend 111. 9 million on our bond portfolio, largely to Pay Debt Service on our existing bonds and we have other debt payments including a 4. 5 million payment for the Hotel Occupancy tax refunding. We have 1. 8 for the low and moderate Income HousingFund Repayment and were spending 9. 6 on excess proceeds for the Ferry Landing terminal by the mission bay project area for which we received Oversight Board approval in september of 2018. So our operatorring budget is 23. 2 million, the majority funded by nonadmin, followed by other funds which are developer payments and rtpff admin. And our uses are spread among sasalaries and benefits and heah and pension. So 10. 2 of the 23. 2 million operating budget is spent on existing staff salaries and benefits and this covers 54 fte positions which is no change from the prior year including a cola approved by our commission and our mous and we have 6. 4 in nonlabor costs and 6. 5 in retiree obligations, including pension and Health Benefits for retirees and additional benefits towards crude pension and health liabilities. So of the 6. 4 in our nonlabor costs, the majority will be spent on work orders with the City Department partners. This is the largest portion, again, of the nonlabor budget and we have professional services, ibm software and insurance and Legal Services and this is general Legal Services, the Legal Services for our profits are embedded in the project budgets. Of that 3. 7 million of the work orders, the largest portion of 1. 5 is spent on the work order for Affordable Housing services. So again, the rptff admin is set by formula and the cost allowance of the docks distribution less the prior year admin and the table lays out that calculation and you can see the 2021 admin is 4. 5. The next table shows the changes in our roth lines and you can see were retiring a total of 17 lines. This largely reflects transfers of property and completion of projects and we have no new line requests in 2021. Just a reminder of where we are in the process, we presented this workshop to the Oversight Board last week. Were here before you presenting the workshop and well go back to the Oversight Board for their approval next monday and submit our robbs to the department of finance by february 1st. A question, mina. Could you explain to me and define the rpttf . That was the only thing i could not figure out what that meant . So the rpttf, it stands for Redevelopment Property Tax Trust Fund and this is just our funding that comes from property tax increment in the various project areas, so those funds are pulled into this terminology of rpttf but its what our property tax increment funding is. So say it once more. Redevelopment property tax trust fund. Thank you, thank you. Page 2. Its also in the first slide. Thank you. Any other questions . I have a couple of questions. The tjpa pledge, i couldnt figure out, real quick is that a set amount or is it a calculated amount based on some formula . Its a calculated amount. So for all project areas, our three primary project areas, we have a pledge which is the property tax increment governed by a contractual agreement between ocii and the developer and so of that property tax increment in the project area, the gross improve cement is 1 of the total increment and off of that, 20 goes to housing and the remainder to infrastructure. So this calculation is consistent across our project areas that with tjpa, its pretty much a pass through so we collect as funds and pass it on. So that figure could change, though . It does change based on the gross property tax increment. So is this a high figure comparatively to prior years or low figure . It is higher than the Previous Year and typically, we do expect our property tax to increase over time. So it is higher this year. That makes sense. Then on the budget for the oewd, i wanted to know whether the custom census scope that weve talked about. Ill let ray take that. Im the contract supervisor. We have submitted a work request of oewd in terms of the scope of work and we have not gotten a formal response yet but the initial responses that a metastudy might make more sense with the American Community service i think it was the ac, American Community survey, which does break down employment and unemployment by zip codes. Granted, that is a survey as opposed to natural census. The cost is a form of that Service Included in this figure of. 3 million . Yes. So we have enough to cover that expense if. Thats correct. And so my last question on the fte count, are these positions that are not just budgeted but are they currently filled . Do we have room . This item, i wanted to talk about the Hunters Point shipyard testing and wanted to note that on january 17th, on friday, the mayor, the supervisor walton received and uc berkley regarding the review of the appropriateness of the testing protocols for parcels a and g at the shipyard. The report concluded that the California Department of Public Health and safety scan on parcel a was appropriate and they also further concluded that the navys partial work plan and proposed for retesting g was appropriate, so long as epa continues to review the plan. And to the oversight theyre required to do. It further recommends any dissemination for development on g cannot be made until all of the retesting data is available for review. Supervisor walton will be hosting a Community Meeting next week on tuesday, january 28th, at 7 00 p. M. At 441 galvez and experts will give an overview n response to question. Just for the record, there is parcel a resident, private meeting and thats also happening this week. And also, i want to note block 8 has a grand opening end of this month and it a mixedincome Oriented Development and transbay project area and total of 548 residential units, 7,000 neighborhood retail and i know we all had robust conversations about the retail space here. The podium, 80 units of 100 affordable oci units and the market rate with inclusionary housing, 70 out of 350 and a condo out of 118 market rate. So we had cop applicants, two got in and one was waitlisted and one rejected and then, we also had seven cop residents that applied for the inclusionary and six did not follow up and one was over income and i hope to see all of them and we had provided all of these marketing outcome reports to the commission at a prior date and i hope to see you all. Since the exhibition opened about 55,000 visitors have walked through, and many of them attracted to the museum by the free saturdays, free general admission saturdays, that has been jegenerously sponsored by s wilsley. And theres two remaining free saturdays for the exhibition itself before the end of the show on march 15th, on the second saturday of february, and the second saturday of march. And we are also offering a reduced entrance to the Museum Entrance of 10. So theres time for our visitors to still enjoy this important exhibition. With that im going to hand over to the next speaker. Its one of the treasures of this city and county of San Francisco. And i have the great pleasure while serving as the mayor of this city on more than one occasion to visit a place that as a result of the quake of 1989 ended up being the new young museum. And it would not been that way without a fabulous commitment from a woman who more than any other single punish in thi persy who devotes her resources and life to the arts. She devotes those resources and herself to the arts reflective of the incredible, wonderful collection of people that represents the diversity of this extraordinary city. In your capacity as mayor, and im sure that mayor breed shares my view on this, that if we had just four of de dee dee, oh, my god, yes. [laughter] probably. But it was frankly just a wonderful experience to be able to pick up the telephone and to have somebody on the other end understand and offer suggestion and directions on how best to address what needed to be addressed. No one does it any better. So, mayor breed, its my pleasure to introduce you, because i know that you want to say some wonderful words as you often do these days, you know, i london, when she could hardly speak english i knew her. But shes gotten so good, i dont even want to be near where she is for speech making purposes because she did it so clear and so concise and so direct. Having london breed as the mayor and still having dee dee on the side under all circumstances, means that the city is appropriately and richly in great hands and the soul of a nation clearly reflects that. And when the man who heads this museum says this show is to leave in march, thats five days before my 86th birthday. I think that you ought to keep the show here. [laughter] yes, yes. Give me a party here. But, ladies and gentlemen, let me present to you a woman who heads this city and who i think will have a long tenure of doing the kind of things that are reflective in this museum and, believe me, if youre the mayor, this is your museum. Mayor breed, your museum. [applause] mayor london breed thank you. First, of all, thank you, mayor brown, for that introduction. And thank you to everyone who is here today. Tom campbell and the team here at the museum. They do an extraordinary job working to bring some of the most innovative exhibitions anywhere. I love coming here too and i know that so many of these exhibits wouldnt be possible if not for this incredible woman, dee dee wilsey, who not only rolled up her sleeves to help to get the buildings built like the museum and the hospital at ucsf, and other places in San Francisco, but shes committed to ensuring that we have real equity when we provide opportunities like a Deyoung Museum and the soul of the nation and what it represents is absolutely extraordinary. And the fact that miss wilsey has invested resources into making sure that there are days that are free to the public, to ensure access to such an incredible exhibit, is something that typically a corporation or a company usually does, but this lady single handedly did it for this incredible exhibit. And i want to thank you for your work and your commitment. [applause] this extraordinary exhibit, which spans over the course of 20 years during the most i think during the most critical transition of African Americans anywhere, especially here in california, is just absolutely incredible. And i had an opportunity in december to tour the exhibit with the curator and to just really feel like i was stepping back in time and the commitment and how these revolutionary artists chose to take what they knew best in terms of what they created and turn it into something so extraordinary, it is mind blowing. And, up you know, im a big fanf the mayor and the work that hes done and his message is that you have to stare at his work for a very long time to really understand all of the pieces of the collage art work that he does to really just get a feel for how impactful at the time his work was and continues to be to this continuing day. And mayor brown suggested that i used to be an executive director of the art complex and i wanted to put the African American culture complex on the map for performing and visual arts, but i wanted to make sure that larger institutions highlighted the African American artists, both past and present. And we developed an incredible working relationship with the museum hosting nights here at the museum when the current coexecutive director and her sister melanie green served and worked at the center curating and doing everything under the sun and now theyre running the place am so im really grateful that melora is here today with us to celebrate this milestone and how this incredible exhibit, which talks about everything from the black Panther Movement which started right here in the bay area in oakland, to the riots in San Francisco and the significance that the artists played during that time in communicating the message, really touched the hearts and lives of African Americans. And it was not always, you know, appreciated and celebrated in main society. It was our way of coming together and it was our way of communicating muc. Now its the worlds way of showing respect and appreciation for what artists did during that time, during such a Significant Movement that have led to an opportunity for even someone like me or mayor brown to serve as mayor of one of the most incredible cities in the world today. So i recognize the connection. I recognize using art as a vehicle for change and im also excited that we have two of our arts commissioners here, Chuck Collins here today as well. And it is really great to have so many people who care about the opportunities that exist and using this story and this exhibit, soul of a nation, really digs deep into that. And ive got to tell you that if you walk around these halls and you hear about what this exhibit is about and you read what you see, it really will take you back. And it really will make you feel a certain kind of way about how artists and African Americans in this country had to live and chose to put themselves and their lives on the line anyway for justice. And over the span of 20 years it gives you just a glimpse of that. Thats why this is so powerful, and thats why were all here today to see it, to experience it, and to take it in, and to also to share it with other people in the bay area so that they dont miss out on an opportunity to see what to see what i think is one of the most extraordinary exhibits that the museum has had in a long time. So, again, i want to thank you all for being here today. Im really excited about this. Ive actually seen it and really spent quality time here exploring it. And i, again, we wanted more exhibits like this at the museum and more exhibits like there in San Francisco. And i want to again thank dee dee for really shining a light on the need to provide diverse opportunities in arts here in San Francisco. First its always the hardest and when they look back they really wont see you, but its the path that youre paving forward for the next one behind you that counts. Hi, my name is jajaida durden and im the acting superintendent for the bureau of forestry and i work for public works operations. And im over the landscaping, the shop and also the arborist crew. And some tree inspectors as well. I have been with the city and county of San Francisco for 17 years. And i was a cement mason, that was my first job. When i got here i thought that it was too easy. So i said one day ill be a supervisor. And when i run this place it will be ran different. And i i didnt think that it wod happen as fast as it did, but it did. And i came in 2002 and became a supervisor in 2006. And six months later i became the permanent supervisor over the shop. With all of those responsibilities and the staff youre also dealing with different attitudes and you have to take off one hat and put on another hat and put on another hat. And shes able shes displayed that she can carry the weight with all of these different hats and still maintain the respect of the director, the Deputy Director and all of the other people that she has to come in contact with. Shes a natural leader. I mean with her staff, her staff thinks highly of her. And the most important thing is when we have things that happen, a lot of emergencies, shes right by me and helps me out every time that i have asked. My inspiration is when i was a young adult was to become a fire woman. Well, i made some wrong decisions and i ended up being incarcerated, starting young and all the way up to an adult. When i was in jail they had a Little Program called Suppers Program and i supers program, and i met strong women in there and they introduced me to construction. I thought that the Fire Department would turn me down because i had a criminal history. So i looked into options of what kind of construction i could do. While i was in jail. And the program that i was in, they retrained us on living and how to make the right decisions and i chose construction. And cement mason didnt require a High School Diploma at that time so i figured i could do that. When i got out of jail they had a program in the philmore area and i went there. My first day out i signed up and four days later i started to work and i never looked back. I was an apprentice pouring concrete. And my first job was mount zion Emergency Hospital which is now ucsf. And every day that i drive by ucsf and i look at the old mount zion emergency, i have a sense of pride knowing that i had a part of building that place. Yeah, i did. I graduated as an apprentice and worked on a retrofit for city hall. I loved looking at that building and i take big pride in knowing that i was a part of that retrofit. My first for formen job was a 40 Story Building from the ground up. And its a predominantly male industry and most of the times people underestimate women. Im used to it though, its a challenge for me. As a female youre working with a lot of guys. So when they see a woman, first they dont think that the woman is in charge and to know that shes a person that is in charge with operations, i think that its great, because its different. Its not something i mean, not only a female but the only female of color. I was the first female finisher in the cement shop and i was the first crew supervisor, in the shop as a woman. When i became a two, the supervisors would not help me. In the middle, theyd call me a rookie, an apprentice and a female trying to get somewhere that she dont belong. Oh, it was terrible. It was terrible. I didnt have any support from the shop. The ones who said they supported me, they didnt, they talked about me behind my back. Sometimes i had some crying, a lot of crying behind doors, not in public. But i had a lot of mentors. My mentor i will call and would pick up the phone and just talk, talk, talk, please help me. What am a i going to do . Hang in there. It was frustrating and disheartening, it really was. But what they didnt understand is that because they didnt help me i had to learn it. And then probably about a year later, thats when i started to lay down the rules because i had studied them and i learned them and it made me a good supervisor and i started to run the ship the way that i wanted to. It was scary. But the more i saw women coming through the shop, i saw change coming. I knew that it was going to come, but i didnt know how long it would take. It was coming. In the beginning when i first came here and i was the first woman here as a finisher, to see the change as it progressed and for me to become a permanent assistant superintendent over the cement shop right now, thats my highlight. I can look down at my staff and see the diversity from the women to the different coaches in here and know that no one has to ever go through what i went through coming up. And i foster and help everyone instead of pushing them away. Ill talk to women and tell them they can make it and if they need any help, come talk to me. And they com knock on my door ad ask how i move up and how i get training. Im always encouraging to go to school and encourage them to take up some of the training with d. P. W. And i would tell them to hold strong and understand that things that we go through today that are tough makes you stronger for tomorrow. Although we dont like hearing it at the time that were going through all of this stuff, it helps you in the long run to become a better woman and a person.
