To note is there are 11 different design styles that are on this one block of parker, so the notion that theres a consistency or somehow theres a vocabulary that can be identified is just is just not true. I see art deco, classical, edwardian, english, storybook cottage, new england cottage, spanish, and storybook, all on one block. You can go anywhere in San Francisco, and while there may be important people that lived here, architecturally, theres nothing different about this structure than those on other 25foot lots. Thats a standard in the city. What i think is true is that there is a jordan parks file, but it just doesnt happen to be on parker avenue. On commonwealth, the next block over, jordan, and palm, the upper picture shows sort of grand houses developed in the 1920s. Theyre all set back equally, theyre all two stories over basement. They all are set back equally from the street. They all have larger lots. A lot of them have garages in the back, they have side yards. This is completely different than parker avenue, which just adheres to the standard San Francisco model. So what were doing is consistent with the San Francisco model of development. And then just in terms of the massing, the breakdown of the building, there is a bottom level that is the base of the building thats consistent where theres garage doors, where there are entrances to the house above. There is a different material on that lower level. There is an architectural trim band there. There is a twostory semi octagonal bay. While it is a modern vocabulary, the windows and the cornice all are alluding to every other window on the block where these windows are wooden windows. They will have aluminum cladding, but thats just a maintenance issue. The d. R. Requester kept talking about the strange black windows. Well, theyre black in this rendering, but they can be any color, and we certainly have agreed that we can do other colors than were in the original, but again, color is not something that comes up in the code that is regulated. There was there were a couple other things. I want to talk about the back of the building. The design of the back of the building is consistent with the front of the building, but as you know, the backs of the buildings have no discernible style. Theyre just the remnant of the end of the budget, and theres no specific design style to the backs of the houses. And even in Historic Districts where the front of the building might be, you know, of historic character, if someones doing a renovation to that, they can do a modern design style in the back, and thats approved all the time, even in Historic Districts. So the fact that this is modern in the back really has no bearing on you know, on the condition of what people on the next block over, what spruce street, the rear yards of spruce street would see. Thats not even considered in the planning of a project. The thing that i found kind of most distressing about the the second d. R. Was that they were asking the Planning Department and the Planning Commission to not consider the existing context but consider, you know, this design in a vacuum. Often, there was a reference to that building was built before there were residential design guidelines. Well, thats true. Most buildings in San Francisco were built before the residential design guidelines, so the only way the Planning Department can review a project is in context, not in a vacuum. I believe that mr. Winslow made a good case for the fact that this building is very context wal and does f ual, and we hope that you will not take d. R. And note that there are no discrepancies in this design. Thank you. D. R. Requester, you each have a twominute rebuttal. Overhead, please. Again, theres an urban design guidelines, and thats kind of what the building that mr. Pearlman has designed. I know he kind of explains that im the one thats requesting this, but in my packet, you can see a petition signed by members of the jordan Park Improvement district, as well. And as far as variance and yards, in 2010 to 2019, the rear yard open space has been consistent all the way through, as i said. Theres been no variances, and this presentation about a modern building, heres a line drawing. What he proposes and what might fit better, with two entrances and maybe some other work. I showed this to my husband and he couldnt tell between upright and downside. And thats upside down, but any way. As far as varied homes on the block, there are certain Historic Districts that have very many varied homes, and theyre still considered a Historic District as a combination. This block has its history in the back, so i would like you to make sure and understand that this block has not been altered with this kind of design, and its been set as a precedent not to have this kind of design on the block. Thank you. Second d. R. Requester, you have a twominute rebuttal. Thank you, guys. Its been an interesting experience, first time doing this. Just kind of want to reiterate that we think that were making a relatively simple request of asking to bring the back on our side closer to make it more balanced, and it would extend the other side more. I believe from looking at the drawings that there is enough space to balance it out. And we also just want to i dont know how to make back li. I dont see where theres an exceptional circumstance that would require, you know, us to change that. And in terms of, you know, i appreciate that miss hillsen presents an alternate design, but of course, i have a client, and my client didnt want that particular type of design. Given our design meets all those type of requirements, we ask you not to take d. R. Thank you. Thank you. I guess thats it for Public Comment and d. R. S. Commissioner moore . Its very interesting to go back into the history of the block and kind of appreciate the quality of the block and why its not uniform as commonwealth may be. This is theres i think an advantage in the styles that mr. Pearlman identified. But that statement does not obligate us to treat it as a Historic District. Were just designing in context. Correct. The matter as to whether one designs in a historic adaptive style or in a more contemporary style. What were asked to do is look at a code compliant building, and i think thats the first discussion we need to face. Were adding two units here on a vacant lot. The discussion i would like to engage mr. Winslow in is a little bit more different, and that is something to do with policies about privacy and shaping about roof decks and terraces. And i would just like to ask why do we not have a written roof and terrace guidelines . I would like you to go to drawing 8. 2. 1 and look at the second floor terrace which i believe in its current configuration is too close to the d. R. Requesters rear of the building by standing at the edge of the terrace and looking back. I would like to shave that back by 5 feet in order to have that terrace not become an element of view intrusion. The second thing is i would like to talk about the upper roof deck on drawing 8. 1. 1 with a caveat that we have to this house an hshaped building with two large courtyards which i have to assume are unit windows. The roof deck in its current size of 400something square feet seems to be a little bit too large and a little bit too intruding into a multiapartment light well, and i have to assume that echo from that light deck would interfere and create other privacy issues. I would like you to comment on that, mr. Winslow, but i would like to see that roof deck about half the side in order to avoid that conflict. This has been done in other situations where the commission particularly is concerned about privacy on adjoining buildings. I think its really important on this block, as well as anywhere else. Could you comment on those two points on the drawings . Yes. David winslow, staff architect. The ground floor terrace does extend well beyond the existing building to the north. Typically, we do ask we dont have a roof deck policy, but we have a direction thats been voiced consistently by the commission that we look at roof decks on a case by case basis with particular sensitivity to privacy issues. And in reexamining this on the spot right now, i agree that this is a case where that first floor im sorry, secondfloor roof deck such that its not needed for open space, i assume, because its generously sized, as well, and that unit has access to the rear yard. Its not needed for open space, could and should be held back from the Property Line for that very reason, for privacy issues. Similarly, applying the same standards of scrutiny to the upper deck and using other cases in the past that we have as precedents, we you know, or Carte Blanche is our Carte Blanche is 5 feet from all building edges, and that is inclusive of light wells, so when a building indents for light wells, especially when theyre matching light wells, we try to minimize the impacts from people standing on the deck and looking into the rooms that light wells serve. So i would look at incorporating some of those suggestions. I would suggest that theres ample room to move the deck or a portion of that deck forward and still maintain the privacy with respect to those light wells and perhaps set it back from the Northern Light well edge as well as almost entirely removing it from kind of impact to the southernmost light well. That is what you had in mind. I actually would like it to be not extending over the entire surface because it is very, very large. No, what i was suggesting was taking your idea, i guess, of modifying the size and the location so that it removes it as its currently located towards the rear which impacts both the northern and the Southern Light wells, moving it forward, still being kept well back from kind of your solar panels, where they are, and lining it, perhaps the rear edge with the southernmost light well. I could draw it. I dont like to do things on the fly. The solar panels are about 14 feet of space, but the deck is set about 25 feet, so we could easily move it ten or 11 feet towards the street and certainly, you know, readjust from the light well. Thats no problem at all. Might i suggest working with my staff, you can entrust this to staff to get it right, rather than working i would prefer that staff works with mr. Pearlman on that because there are a couple of other issues. I do not want to move it closer to the street, either. Commissioner fung . Question for staff. You know, the context is surprised of multiple issues. I agree with the project sponsor. I think the massing is in context, but context also applies to style, colors, and design aesthetic. Planning staff has a tendency to direct project sponsors to recall the styles of the buildings adjacent to them. They do that all the time. They didnt hear. Is there a reason . Well, i think your correct use of the term recall of style, and ill use a different word than style, patterns and features. Emulating the patterns and features is different than replicating a style. It doesnt replicate. I know you didnt, but i think the shape and form of the building and the proportions of the features of that building built today in 2020 are different materials sometimes, but they can certainly have the same size proportions and relationships as buildings that are found within its context. And yet not replicate, but recall the style or features of the buildings that its neighboring to. And i think thats our thats the line that we draw daily, is we look at buildings and say, is this something thats completely out of place or is it doing the right things with respect to some of those forms and features . And i in this case, rdats view is this is doing those things correctly. Patterns of entrances and garages similarly. Theres patterns to be found where theres recessed entrances similar to whats being proposed here. Is it different to some extent . Yes, but its not out of place. I just want to correct something just for going forward. Rdat does look at the rear of buildings. We look at them with the similar view of features and proportions of windows to solids, and the effects that those have on adjacent neighbors to the rear of buildings, as well. No, im just raising that because its been brought forth time after time that staff directed them to do a certain style. And a lot of times, its emphasizing the design adjacent. Lets just cut to the chase. I dont support a design of that building. I dont think a building has to replicate or match. And thats what we agree with. Were trying to recall the pattern where there have been features and materials in the neighborhood. Commissioner melgar . So i dont really have a problem with this project. I dont see any extraordinary circumstances. I thought i knew where commissioner fung was going, but i guess i didnt. Just in looking at it, the architectures okay, but i feel like in terms of the materials and the colors, it doesnt seem like youre even trying. So, you know, you did mention that you were open to that, and so im wondering if you could talk a little bit about colors and materials that could sort of blend in. And you know, i like what word did you just use . Imitate . Recall . Because i think it would be better with the two buildings next to it. But the black windows, the starkness of the lines do seem a little bit jarring to me. And the fact that, you know, the very top is very modern. It doesnt have something to sort of anchor it to the both it does seem a little bit jarring to me, and it doesnt seem like it would be anything all that big to do. I can suggest that if you go to the other three blocks in jordan park, there are many houses that have shingle style, black painted windows with bars on the bays, trim painted black. Now certainly if this were designed in a style that was a shingle style. It would be out of place on this particular block, but it would be consistent with the you know, it would not only recall, it would imitate, you know, other buildings in the community. That said, certainly, you know, the windows dont have to be block, the material, you know, essentially is, were calling it hardy siding, but its a better material in terms of longevity. The basis is stucco, so certainly, we can do some studies of looking at lighter colors, things that wont be quite as as contrasting between the window frames and the stucco of the bay window, and ive said that all along. Ive said that to the d. R. Requester before she filed the d. R. , were happy, you know, to do that. And again, we could work with staff on, you know, coming up with some color combinations. But again, thats not really in the realm of the Planning Department. But i appreciate that you can put any building into any context, again, as long as its compatible. Okay. So with that, i will make a motion to not take d. R. And approve this project as proposed with staffs modifications. Which would include the modification of roof deck and deck on the second floor . But youd have to take d. R. To do that. [inaudible] sorry. My mics not on. Commissioner moore was alluding to the fact that i believe there was some modifications that were justified. Okay. So lets do this. Lets take d. R. And approve this project with modifications as outlined. So that was the deck the roof deck on the second floor. The exact roof deck location, including the scaling back of the terrace on the second floor by 5 feet from the Property Line. So if you wouldnt mind clarifying a little bit more about your expectations about the roof deck because i was i was going in a slightly different direction that might not be what you were thinking of. I was thinking of moving that roof deck forward to simply avoid the larger light deck to the south, and i think you said you would oppose that. No. No. Okay. Thanks for the clarification. By removing the roof deck, we are also protecting both of them. Correct. And i think thats the most important thing to do here. Correct. Thank you. Clerk do i hear a second . Second. Clerk thank you. [gavel] dprs is our United States constitution requires every ten years that america counts every human being in the United States, which is incredibly important for many reasons. Its important for preliminary representation because if Political Representation because if we under count california, we get less representatives in congress. Its important for San Francisco because if we dont have all of the people in our city, if we dont have all of the folks in california, california and San Francisco stand to lose billions of dollars in funding. Its really important to the city of San Francisco that the federal government gets the count right, so weve created count sf to motivate all sf count to motivate all citizens to participate in the census. For the immigrant community, a lot of people arent sure whether they should take part, whether this is something for u. S. Citizens or whether its something for anybody whos in the yUnited States, and it is something for everybody. Census counts the entire population. Weve given out 2 million to over 30 communitybased organizations to help people do the census in the communities where they live and work. Weve also partnered with the Public Libraries here in the city and also the Public Schools to make sure there are informational materials to make sure the folks do the census at those sites, as well, and weve initiated a campaign to motivate the citizens and make sure they participate in census 2020. Because of the language issues that many Chinese Community and families experience, there is a lot of mistrust in the federal government and whether their private information will be kept private and confidential. So its really important that communities like bayviewhunters point participate because in the past, theyve been under counted, so what that means is that funding that should have gone to these communities, it wasnt enough. Were going to help educate people in the tenderloin, the multicultural residents of the tenderloin. You know, any one of our given blocks, theres 35 different languages spoken, so we are the original u. N. Of San Francisco. So its our job is to educate people and be able to familiarize themselves on doing this census. You go online and do the census. Its available in 13 languages, and you dont need anything. Its based on household. You put in your address and answer nine simple questions. How many people are in your household, do you rent, and your information. Your name, your age, your race, your gender. Everybody is 2,000 in funding for our child care, housing, food stamps, and medical care. All of the residents in the city and county of San Francisco need to be counted in census 2020. If youre not counted, then your community is underrepresented and will be underserved. Good afternoon. We are excited to nows the San Francisco safe 23rd annual Lunar New Year Public Safety and Crime Awareness Campaign press conference in partnership with sfgovtv. I am the captain and i will be standing in for the executive director who was called away on a family emergency. We will give you helpful Public Safety continues to keep you safe during this special holiday and educate you about potential crime risks. We are here with Community Members and city leaders to celebrate Lunar New Year 2020 San Francisco, the year of the rat. We are here for the Crime Awareness Campaign. It is an important yearly collaboration between the chinesespeaking community, Law Enforcement and the community stakeholders. It is a time for celebration and reflection. There are criminals who take advantage of this special time to prey upon our citys most vulnerable citizens, including merchants and senior citizens. Together with San Francisco safe we are working to be sure everyone can celebrate during this time of year through public education, Crime Prevention and Community Engagement we are working to eradicate crime related to the Lunar New Year. We are honored to partnership with our merchants in chinatown and city leaders, media and Community Members working together to increase Public Safety. [peakin[speaking a foreign lang. We will now hear from our elected city officials who prioritize Public Safety. I am proud to welcome our mayor, london breed, a frequent presence in the community with a record of reaching out to build relationships with the diverse communities, responding to needs and working to make the city safe for everyone. Mayor breed. Good afternoon. Very nice to see all of the seniors here today and all of our Law Enforcement officials, new District Attorney, supervisor peskin and carmen, our assessor, police chief. So many people in this city care about the safety of our community. As we embark on Lunar New Year in the next tw two weeks where e celebrate the year of the rat, we want to take this opportunity to remind everyone, especially in chinatown we have to look out for one another, especially our seniors. I want to thank sf safe for their continued leadership and support in helping to make community safe. They are a big reason why we have been able to add along with supervisor peskin. We have been able to add more security cameras, more beat officers, mob more bilingual officers. We want th the folks who live ad shop here to be safe, we want tourists who visit from all over the world to feel good and safe and secure. Today is just really a reminder that we have to be vigilant. Yes, we want to enjoy the Lunar New Year. We want to have a good time. We want to celebrate with our friends and families. We want to support local small businesses. I cant wait until the parade which is the highlight of the celebration. As we enjoy this city and this community, let us also be on the lookout for a number of challenges that we know continue to persist around Lunar New Year. The too popular blessing scam is one that is a problem for so many seniors. We have to remind people that we have to stay focused. We have to Pay Attention, and we have to look out for one another. I also want to thank the San Francisco Police Department for not only stepping up additional enforcement in this community during this very incredible time in our city, but just the office hours and the work they continue to do to make themselves available along with using this Incredible Technology so that if someone seeks mandarin or cantonese or languages not familiar to the officer, they can pull up their phones on an app and communicate with someone on the spot available. I really want to make sure we do a better job, especially with the Chinese Press of getting the word out that it is okay to approach any officer and know that they will try to do everything they can to communicate and to break down those barriers. That is also what today is about is making sure that we have the ability to communicate with one another. Every year we come to remind our community to keep yourselves safe, be alert, watch who is around you, and you see something, you make sure you report it to the police. You make sure you report it to police. They are here to protect us, and we have to work with them so that we can keep our community safe. Every year, these perpetrators try to abuse our community, taking advantage of the situation where we are trying to relate to our relatives, bring prosperity to our friends, and it is time for us to stand up and say no more abusing our community. We are going to stick up for ourselves and work with the Police Department and work with everybody else that stands up here that believes you should have a safe life. Be safe, be alert. San Francisco Police chief William Scott works to ensure that we are working to educate and empower Community Members, the chinese speaking communities abto prevent crime before it happens. Welcome, chief scott. [applause] good afternoon. I am not going to we have had the mayor, the president of the board of supervisors talk about what Community Safety means. I wont repeat what they said. I want to emphasize something. Community safety is about all of us. It takes all of us to do our part to have a safe city and safe community. I want to point out a few things. Because of all of us, i think it is important for everybody to know that you all are elected officials, our command staff and officers are men and women of the San Francisco Police Department. Because of the work we have done in our community, we have the lowest homicide rate that we have had since 1961. [applause] now that is just one thing about Public Safety. For those that have been victims of car breakins or assaulted, we understand that you might not care as much about that as you do about your own personal safety. That is really important to us. As the mayor mentioned, we are the support of a great mayor, support of the board of supervisors, we have the District Attorney here, and all of us are working together to make the city safe. I want to give a couple of Public Safety tips. I want to thank the chinese media. We have had a number of high profile incidents that happened in the course of the past year, and most of them, almost all of them we have been able to bring people to justice and catch the perpetrators. Thank you. Part of that is due to the media. It is due to exposure. When we get a video. The mayor mentioned supervisor peskin is working to get the cameras in the area. Those cameras allowed us to catch people robbing and assaulting people. It is important that everybody has apart in this. Be aware when strangers ask for money. Dont follow strangers anywhere, particularly dont bring a stranger into your home. Dont allow anybody to convince you to take money out of your bank account. Dont take outline wallets when you are not familiar with people. Before withdrawing huge sums of money. Make sure you are not being watched. We have a lot to do to make our city safer, and it takes all of us. We encourage you to get to know your beat officers. They are around here. They are all ways here. Know your police captains. Also, get to know your Public Officials if you dont already know them. Everybody knows supervisor peskin. He is here to make things happen, and he does. Ask for what you need as a community and we will make it happen. I want to point out the mayor mentioned the efforts to communicate better with limited english proficiency. We have apps on the phone. If you have trouble communicating we want to speak to you and understand and we can encourage you to report crimes. If you are driving on the streets or walking on the streets, if you can, have a buddy with you. Make sure you Pay Attention to what is around you, stay an letter. If you are driving slowdown. We lost 29 people last year to traffic collisions. We have to reduce that. Our goal is zero. You can do part. Pay attention. Obey the traffic laws. If you are walking, dont walk in the middle of traffic. It might take longer to get where you want to get but get there safely. If you are driving, please slowdown. Lastly, stay aware. Your own vigilance will keep you safer than you can imagine. We hope this year of the rat and i dont be like rats but i like the year of the rat. We hope this year of the rat will be prosperous and safe for everyone. Thanks for allowing us to be part of this community. Thank you. [applause] [speaking foreign language]. Thank you very much. Mayor breed, president yee, to my colleagues, to our recorder, chief scott, to the command staff of the San Francisco Police Department, to the working men and women of central station, to the new presiding president of the chinese six companies, to the Chinese Chamber of commerce, and everybody gathered, this is my 20th kickoff here at the gate. I want to say that over that 20 years of prevention sf safe and the community and pd have made this community much safer. The old extortion scams that we saw 20 years ago, much, much less of them today. Our District Attorney his second day on the job stopped by a few minutes ago. I talked to him. He is absolutely committed to prosecuting blessing scams as was his predecessor. We will end that. Let me join in the words of the chief and the mayor and the president which is we are only as good as your eyes and ears report, report, report. Thank you very much, supervisor peskin, char men is with us carmen is with us today. She has grown the responsibilities of her office to truly include everyone and meet the needs of our citizens and seniors, families and everyone. Assessor carmen chu. I am pleased to kickoff the new year and really to join with my colleagues standing with us and with the fine men and women of the Police Department to make sure we are sending a message of Public Safety, to remember to report. When you see something suspicious or you have witnessed a crime or you are a victim of crime, please remember to do those three things most important. Report, report, report. This is important because we need to make sure that all of our statistics bear out and show where crime is happening. When they do not, the Police Officers do not go there unless there is a need. We need to report so the need is real. We understand what is happening in the community and our responses can be appropriate to it. Second reason why we need to report is to make sure people understand that we are not going to stand quiet and be silent and become victims. We need to make sure people understand when you hurt or seniors, when you victimize our community we are going to fight back. Make sure you do those three things, report it, report it, report it. I came by today as district so supervisor to let everyone know i stand with the leadership of San Francisco, that i stand with our district 3 supervisor peskin to make sure we do everything to keep our seniors safe, keep our community safe. As chief scott mentioned this is the new year, and we know there will be a lot of celebrations. We know there are people who intend to do harm. There is nothing more despicable than a crime committed against a senior, a crime committed against any of our vulnerable populations. We are standing to let you know we are going to continue to push policies, we will continue to work with Police Departments to make sure we have increased presence, to stop and prevent crimes from happening, to make sure we catch perpetrators of violence in the community.
