Id like to update you on the embarembarcadero navigation cen. On november 25th, judge shoal man ruled in the citys favor the approval was not so required and so with that its good news. The Navigation Center is complete and conducted to be hit another benchmark at the end of this week. Five keys hsa contract providers joined the Advisory Group last week and eager to get on site and start working. The first guest are expected to be in the site by the end of the year. The Advisory Group will be invited to tour the site before it opens to guests. Im also pleased to announce that tomorrow night will be embarcadero Community Meeting number five for the ports waterfront resiliency program. The meeting will be in the fisher bay observatory gallery. At th the explore tore yum. Please mark your calender and join. At this meeting, the public will learn about the method odd gee around the seaboard program investigation. Its the multi hazard Risk Assessment by the mhra. Following brief presentations, members of the public will visit station staff Historic Resources, flood risk, life safety and more. This is a familyfriendly event and refreshments will be served. Its a really important part of this program because it is going to end in the spring of 2020 with us having a very clear understanding of a consequences of damage to our water front from earthquake and flood and having a clear understanding of those consequences from damages from earthquake and flooding is a first important piece for us to plan and prioritize interventions. Today its vulnerable to earthquake and flooding from Sea Level Rise. In the november 2018 election, San Francisco voted for in aud anfor inaudible for a general obligation bond. Since then, the port of San Francisco has been busy. The port is undertaking a massive investigation. Officially called the multi hazard risk investment or mhra. The port is using lacers to measure water depth, drilling hopes to better understand soil condition, modeling earthquakes using innovative technology. Its comprehensive. This means that beyond understanding risk due to earthquakes and flooding, its all the way the the embarcadero is deto San Francisco. Support is looking at transportation and utility networks, Disaster Response and recovery facilities, Historic Resources like the embarcadero historic district, economic generators including downtown San Francisco and the many beloved port tenants. And land use. How residents and visitors alike use the spaces by the embarcadero seawall. All the findings from the multi hazard Risk Assessment are key to understanding which areas of the waterfront are at risk. The likely consequences and what areas the port needs to focus on first to protect. The next step is using new knowledge to select the first critical safety projects for construction. Clerk item 11a is an informational presentation on Public Comments, responses, and proposed revisions to the draft waterfront plan and draft project description for the ceqa Environmental Review process. Good afternoon, president brandon, members of the commission and staff and audience members. My name is dianne. Im here to give you an informational presentation on the Public Comments that were received on the draft waterfront plan, which was published in june of this year, earlier this summer. And the response work thats been done, this staff report, is quite lengthy so i maybe apologize in advance but i think that we had a really great engagement with the community to seek their comments and their perspectives and some of the revisions that weve made in the plan to address those. So, in terms of Public Comments that were received, since june 2019, up through october, we received comments in these three key categories. We had an Online Survey and Public Comment opportunity and that was a main entree for people to be able to review the plan as well as leave their comments with us. We had 18 Public Meetings, Community Meetings including a public boat tour, which was very successful t brought a big scope of people that we normally would not see at our Public Meetings. And we also got a number of emails and letters in responses. So the attachment b, there are sub sections one, two and throw that separate these Online Survey comments and responses. The Public Meeting summaries of what we heard in those meetings and then the letters and the responses that the port staff has put together in response to the comments received. So, briefly speaking, in september i gave you an easterly year presentation. We met with all of our port Advisory Groups. A number of Community Organizations and some of our key tenants. Lat night i was at the east cut Community Business benefits district and i think people are very supportive over all for the scope of the plan, policies that are in the plan and many of the comments that weve received are really helping us to clarify and refine some of those policies. The staff report itself tries to give a summary of the breadth of comments. Im not going to go through every single one. They break into these categories. First off, in response to some comments weve got from the public as well as the Port Commission, we do have a executive summary that we prepared thats in the staff report that will be incorporated into the plan. We realize that it is a lengthy document and were doing all we can to try and refine further. We also got comments and responses and revisions that we proposed in the staff report dealing with the embarcadero historic district. There were questions about the conditions where high revenue generated uses could be allowed in those districts in the peer rehabilitation projects within the districts. And so weve added proposed revisions to the plan to hopefully make that more clear about the need for those Revenue Generating activities to be able to finance the kinds of sighs mick improvements and historic rehabilitation and public trust uses and public activities that we are seeking to have in those rehabilitaterehabilitated piers. We got comments regarding the terms under which seawall lots could be considered for state legislation to be able toll get some relief from the trust use restrictions for seawall lots north of market street. Weve added language in there to make it clear that those would occur on a casebycase basis when theyve been vetted by the Port Commission. For fishermans war of, we have comments from one of our tenants pointing out that we needed to provide better clarification for the warfj10 facility to make its clear its a maritime facility and that there are still fishingrelated use interest in that area so we have proposed changes in the plan to make that clear. And we got a number of comments related to making the waterfront accessible and open to the broadest ray of public and people from diverse racial economic backgrounds that point out that there are many people who really dont have the kinds of resources to buy services and foods along the way and that where possible, that we should be incorporating activities that are welcoming to all along with the Economic Impact opportunities that should be available for any new improvement projects along the way. So we have included some additional revision to try and make that point. The equity both economic, social and resilience equity lenses have been integrated through all of the portwide goals and policies through out the plan. We havent concentrated it in one lace but due to the response we received we have incorporated something proposed revisions to further emphasis the point this waterfront is for everybody no matter what your background is. Probably the largest category are related to port environmental sustainability efforts and the resources we manage along the waterfront. This is a new area of center that were hearing from the public from many different perspectives and walks about the role that we play in managing resources and people were very happy and supportive of goal and the policies for environmental sustainability and a bio diversity which really migrate into thinking about adaptation and Shoreline Restoration planning as we move into the seawall and the flood study work as well. So the body of work is really i good flat form from which we can draw those Public Values into as many different ideas for the Resilience Program as possible. There were some finegrained comments about vegetation, native plants that should be incorporated throughout any of our shoreline improvement opportunities and so we have incorporated some proposed revisions to be clear and acknowledge what those values are but we were really heart end by the level of support and the sophisticated understanding that our public has about the importance of our Environmental Stewardship programs. We also received comments from hudson pacific, our new tenant partner here in the Ferry Building. Theyre doing fantastic things already with the plaza planning and activities within the arcade. They point the outside that while theyre very supportive of the proposed Ferry Buildings plaza policies, they are in the plan now they ask their ground lease be recognized in the policies in the plan which we believe was an oversight on our part and completely agree. We have proposed to include those in the draft amendments as well. So i think that were looking forward to a Great Partnership with them. They flagged some other issues in their comment letter about Transportation Safety in the Ferry Building area and programming and park activation for the plaza areas which dont cover they didnt just fade into plan revisions but theyre definitely shared interests that will be working with them further on. Finally, there were some revisions that are not called out on this slide but we added some assignments as well relating to resilience and making more clear our Emergency Response function as the waterfront is a protector for the public as well. So you will see in attachment a of the staff report, that there are some additional revisions related to resilience as well. All of this work, as you can tell from the breadth of the pages, it was quite a body of work to go through all of these comments and to develop responses to all of them. Weve had help from the whole team throughout the port but in particular, i would really like to call out ji jackson and anne cook, who are with us today here in the room. Carole back and shannon and dan have also been extraordinarily helpful but ji in particular, really did the work of going through every single one of those comments and he is relatively new member of our planning staff and probably now has the best knowledge of the waterfront plan of all of us. [laughter] as a result. And then anne cook, i wanted to give her a particular shout out because anne was here with me along with carry killstrom on the first waterfront plan. Im not the only one who knows about the first waterfront plan as well as this one and she has been just the sage adviser and will be wrapping up her second round here at the port helping us out at the end of january. So, i really wanted to recognize all that she has done both for the waterfront plans but also she has been key in bringing the equity lens through all of the goals and policies in this plan and then working with byron on the ordinance integration as well as where the Resilience Team so that the equity values that we heard through the planning process, are really integrated throughout all of our efforts and our trying to respond to the directives that wove gotten from you through the Strategic Plan as well. So it will be hard to move on after she retires in january. Shes been extraordinary in her devotion to this waterfront and i wanted to thank her publicly. The plan is still a draft. It has to go through the Environmental Review process before the Port Commission can adopt it. We have been working with the Planning Department to prepare for the steps moving forward to get the Environmental Review analysis underway. This Public Comment period that we invested in over the summer into the fall was really helpful to make sure that we didnt miss anything or that we got things wrong and that we didnt want to go in with a draft plan that might have had to be corrected while we were in the Environmental Review process. There was nothing that changed the direction of this plan. With that, were going to be starting the Environmental Review process proper. Weve got an attachment c of your staff report is a draft project description used for the Environmental Review process that the Planning Department has asked for us to populate so that people can take an early look at that before we get underway in the new year. Similarly in my last presentation in september, i reported at length on the work that were doing with bcdc to amend the special area plans so that we can have consistency between bcdc and port policies for the waterfront plan. That work continues and weve been working actively with state lands Commission Staff as well as bcdc so our objectives are really to align our public trust responsibilities across the agencies. We will be having more progress on that at a future date and that will be providing those in the future yo updates. Were also continuing our work with the Planning Department to make sure that if there are any reconciliations with the citys general plan and the waterfront plan, we will take care of that as well. And to amend the San Francisco planning code so that we create a Design Review process that incorporates all projects along the seven and a half waterfront that would review the process which today is only extended in the northern half of the waterfront and in the pier 70 and mission rock projects. We want all of our projects along the southern half miles to go under the Design Review procedures. So i think i gotta head of myself. I just explained all of the next steps already. With that, im happy to answer any questions. Its been a really great experience to meet with people to explain what the plan is all about. The work that you are leading on us for the historic pier rfp and the item on 3032 have also been helpful for people to understand how these policies are intended to play out including all of the Community Engagement work around that. So, its nice way to wrapup the 2019 and we thank you very much for all your help and support thank you. Is there any Public Comment on this item . No Public Comment . Ilw local 34. I just wanted to thank dianne. Most people know i was a Committee Member on the waterfront plan Walking Group for three years. It was a very educational and very wonderful committee to sit on. Weve accomplished a lot on that committee with 161, if im correct, 161 policies. Im looking forward to this after the three almost four years wrapping up and being approved later on down the road. Thank you to dianne and thank you to every Committee Member that sat with countless meetings and got those 160 policies done. Thank you. Is there any other Public Comment on this item . Seeing none, Public Comment is closed. No questions. Thank you for the briefing. Commissioner thank you so much. I have a couple of questions since we are doing some row revisions. So first of all, thank you, your whole staff. Thank you to everyone who sat on this Planning Council to come up with this. This is tremendous work and i am is he supportive of this item. I have a couple of questions around throw mai three main buc. And most of my questions are around equity and diversity. So, on attachment a, its page 5, page 141. Were looking to sort of beef up the language around having access on the waterfront and activities that are affordable more inclusive, of bringing a more diverse population to the embarcadero and the warf. Im just wondering, i liked your amendment, im just trying to figure out if theres a way we can make it stronger. I know these are draft recommendations that we need to be broad in our language and not too prescriptive, particularly in the ceqa review. Is there anyway that we can either reference trying to have Community Benefits to help these individuals, these San Franciscos come and participate fully in the warf. Have many businesses on the warf, promoting things for the local community. Such as discounts for residents or free entertainment. I think a great example of someone who i know does a lot of activities, maybe we can specific to you as one of our highest grossing revenues. Pier 23 tries to make sure its integrated in the community. Im trying to keep up this language to emphasize it for our Current Business and when folks are entering our r rs were asking they be in line with our values. Its just a suggestion there. And then, similarly, on the revision to sentence 3 under Fishermans Warf around transportation and a lot of the comments that came out on transportation hub. If theres just anyway that we can really articulate that we want to have our walkways and our streets accessible for everyone. I know its a hard balancing act and maybe at some point we can invite the new m. T. A. Director to come or his staff to have his vision for how we do walking public transport cars and all these mobility devices that were seeing on our sidewalks and on our streets. I think a lot of other cities that are port cities like seattle, vancouver and sydney do a much better job of directing what is on the sidewalk and whats on streets. If there is anyway we can have these modes of transportation. I thought that would be helpful. And i have one question for you. I think i know the answer but i just wanted to call it out in the lengthy comments from mr. Gollinger, he had the concern that he felt in the previous plan, looking for clarification from staff, because im new to the commission, that he believed that we had a policy that front loaded Community Benefits when it came to Development Projects and we were saturday of walking that back. Can you explain to me. I read the staff response but it was vague. Can you explain why its changing if theres no change can you just clarify . So, the old 1997 plan did not pre load Community Benefits. It did identify Public Values. So, i think its somewhat open to interpretation. He didnt give a specific example of where Community Benefit was called out as an up front given in a project. I cant say that i fully understand exactly how he makes that assertion. The waterfront plan originally and still is intended to be a flexible document recognizing the balance of benefits that the Port Commission then as well as now has to grapple with. And that until you have the specifics of a site and the desire set of uses, you are not really in a position to pre define what the Public Benefit is. So, thats the short answer. Im not sure if thats really addressing the core of your concerns. The Public Benefits in a given project are really something that get identified when we do the Community Engagement for a given development opportunity. So for the historic or pier 3032, we have flagged what are those Public Values and priorities that are in context with what we know about that site and where we want to take that site. And there are new updated Community Engagement policies that are guiding wait in which were seeking those public inputs i want today clarify since there are this is for piers 3032 and theres nothing to stop it when were negotiating that with context of that projector deal no thank you. No. If i could just add on your comments on equity, theres a colombia of paper in attachment b3 that is actually an excerpt of all the goals and policies in the plan now. I think your comments on how we can add some additional language to sharpen our focus there would be well supported by content thats already in the plans so i just wanted to bring that to your attention. Its buried in the package there so we can send that over separately i really appreciate it. I really appreciate the demarcation that were going to do on the embarcadero leading up to broadway up to north beach and china town. Two of our most historic districts that should benefit from tourism from the waterfront. I would like that addition and i appreciate your work thank you. Vice president adams clearly we owe you a debt of gratitude. I know the work has went into this and to get a group of people to all the agree on anything is probably like its lead to go on anything and its tough and i think youve worked through a lot of things. I might see things different. Vancouver and seattle and sydney is not supposed to be like San Francisco. One side doesnt fit all and theres no city like San Francisco and vancouver and sydney does and its something about the waterfront that we have here and how its emerging and i like what i find that for a city our size and we punch above our weight and if we have is really fantastic and 30 million tourists and its changing and i have seen the changes because i came to tacoma and ive seen in the waterfront and this is changing and i like the vibe and i love the changes and i think its good and i dont think we ought to be complacent and were moving out and i appreciate what gale said about Community Involvement and i would like to see more commercials or the citys channel highlighted the port more commercials about our port. I wish my good friend would spend that money as its for president to promote our city and our port and its no city like San Francisco, right. Even though we have the third worse traffic in the world and i think weve got so much good going on down here in this port and i think what is happening is, when you look, we got the giants and all these restaurants and we have the warriors on the other side and weve got so many other things, we have uber we have a mixture of anything so theres no city or port like this and were evolving and im just really excited. I can see the next 10 or 15 years and were in a city that is looking for 27yearsold. Were going to leave this city better for the next generation what theyre going to inherit and San Francisco used to be but the old school combined with the new school. Im excited about it. I know that long hours you and your crew have put in, thank you so much, and its worth it. Just like the seawall and people putting input in this. Sooner or later well figure it out and wore going to get it right. And as i said before, theres so much difference between being in San Francisco and being in los angeles. One thing about San Francisco, we might fight and argue among ourselves, but we get the best minds together and we come out with something that is really good. I can only imagine that crew that you had to deal with all the different people. Everybody has their own agenda. We see this commissions all the time. People come and have their agenda and you never see them again. Then people like corinth woods and others that came and they were at every meeting because they cared about this community. They cared about this port. And they were a part of the fiber and the fabric of this community. Thank you so much. I know a lot of hard work has gone into this and i know dealing with the community and the Advisory Community and different sections of the committees and bringing this all together. This is just another masterpiece. So although, you know, you and anne were here when i was here too [laughter] for the first one. And just seeing all the work that has gone into this one compared to the first one. The first one took six years. You didnt in half the time. [laughter] its that workgroup. Right. So i just want to thank everyone work has worked on this. All the Community Groups and our leaders who have just done such a phenomenal job in coming up with the 161 recommendations. You put a lot of this and i think its wonderful. I just have one question. And i know that planning has one set of some areas and real estate has others and i just want to make sure that we are consistent with our sub areas and i know that we have you know, cac for fisherman north and northern waterfront and Central Waterfront and southern waterfront but now we have mission bay. So just wondering, what is the difference between mission bay and the southern waterfront. Because, from what i understand, the southern waterfront starts at china base. So most of the things that im reading here for mission bay, especially number five, maintain close working relationships with sfmta should be a part of the southern waterfront. The little gren way sfmta preserved berthing for maritimes, its all relevant to the southern water fronts so im just wondering why we now have a mission bay . Were a central front. And just to keep it con sit ant to your point, theres work that we can do and really defining our geography. Why a mission bay waterfront is because the waterfront plan, the 1997 waterfront plan had a south beach china basin subarea through mission day. The Mission Bay Redevelopment plan from north of the channel all the way through mission bay down to measure a pose a street. That subarea in that earlier plan was trying to recognize the Redevelopment Area needed to have a place where the people could engage on that. Now that mission bay is largely built out, then we looked at china basin channel as being more of a mile divider because weve got all the embarcadero Historic Resources to the north and you have a very different kind of waterfront to the south and we just kept the mission bay name because of the Mission Bay Redevelopment plan but to your point, the southern waterfront starting from china basin in terms of the blue green way open space so even though like we have many different neighborhoods there are larger knelargergeography down to indin and passes through mission bay, passes through bay view and i think thats where we can be working further to try and refine how we describe these areas and the issues within them. There are many shared communities south of china basin so we actually are working right now to see where we can bring some changes in the way that we engage the community add rise ay groups south of china basin. Ok. So, to keep it consistent, with planning, with real estate, with the waterfront plan, what are we going to do . Can i get back to you on that . [laughter] before we go to press . Well, yes. We have our board Advisory Groups and were talk with our Advisory Group chairs. Now that we have a plan and were seeking public input its provided a Good Opportunity for us to meet with them to solicit their views along the changes along the waterfront and how it can be best be addressed through the Port Advisory Committee meetings and discussions which could include some changes in the way that we organize the committees and the issues that we bring to them. Its a work in progress. I think, you know, ill take that as a live question that will still have to come back and provide more specifics about where these alignments and consistency and so were all speaking the same way so we can all speak the same language. That would be great thank you. Clerk item 11b requesting approval of a fee waiver for revocable license and encroachment per its that allows the aquarium by the way to public spaces along the length of the waterfront for up to nine months. This is resolution number 1947. Dan with the ports planning and environment division. So, two months ago, 30 years and two months ago there was a major earthquake in San Francisco in october of 199. Within a few months of that sea lions began gathering at pier 39. Now ive never heard a theory as to how those two events are related. But i have heard theories as to why they stay there. One its a protected harbor and another theres ample supply of herring and theres a love of having their pictures taken and another is that pier 39 gave them dock space to reside them. Theyre looking to celebrate 30 years of sea lions arriving and theyre looking to do that this january. As part of that, they would like to do 30 sea lion sculptures throughout the city. Most of these being on port property or were excited to say and thats what the proposal today here is to request your approval the fee waiver for this installation. 30 sea lions, they are six feet tall. They are three foot six. They are not bolted down. Theyre filled with sand on bottom. They would be distributed along the length of port property allowing people to see them travel from one end to the other. A couple at bay view gateway. You can see the other and along the northern waterfront as well. Plus there is additional ones at pier 39. Why they didnt put all 30 on port property, well we have representatives here we can ask them. They would provid provide a reao visit port property and see some of these. Theyre fabricated recently. They went out and did a call for a lottists. They have individual artists doing each of these 30 and they received 140 entries and there was a Committee Form that included the form and institutions to select bowl locl easts to painartists to paint t. They were selected based on the quality of their proposals. Theyre from San Francisco, heavily, marin and the peninsula and there might be a couple from the east bay but its a local collection of artists. Each one is unique many of its different and it makes it interesting to go view them. It will be fun to look at each one and get people imagine they will have their photographs taken. You can see a sampling of what this would be like along the waterfront. In addition to the 30, theyve got 3,000 mini sea lions for schoolchildren to color. So making this more of an event. Theyre looking for some type of guiness world book of records piece associated with this. I wont go into that one. They can explain that. They also will be a plaque on each one with a qr code to shoot that on your phone and it pops open to a website and tells you about the artist. A little bit about the sea lions and environmental message as well so it continues to expand their messaging on it. They are part of what the Steam Education Program Science technology engineering, arts and math for schoolchildren that brings them forward to Education Program looking to be the largest of that in california in 2020. Theyre also doing a National Media outreach when they launch this going on in january. The Port Commission had passed the rental rate schedule on juld cry syria for letting art. Some of the within of that and other uses would not be displaced and the port does not the parts and through the public art and a tracks people in the waterfront and you will they meet that criteria and also, the resolution gave the executive director the its going through the standard encroachment on the site and provide insurance and on on that were accustomed to. There are Port Commission, the request here is for the Port Commission to approve the fee waiver and the timeframe and the resolution and they are two members and i know one of them would like to get up. Chris low from ellen saw where it gives a explanation of aquarium in the bay its part of it. Thank you so much for taking the time to hear us today. A few things i want today highlight, and staff if you ex to visit us, you will be talking. The highlights are that the 30 full sized statues and the 2000 mini statues have been painted by locals as well as tourists who are locals on pier 39. Theyve come by and decorate and paint each of these sea lions and we hope to break the Guiness World Record for the most statues in one location. It will take place on january 15th. We also have the sea lion anniversary coming up which is in conjunction with pier 39 and so on january 16th, pier 39 and aquarium of the bay will host a conference with national, regional and local media to be in attendance there. The 30 sea lion statues will be aside from the port of San Francisco and Golden Gate Park and pier 39 so these are part of californias largest steam programs so that science technology, education, arts and math and were really trying to envelop biological messaging and a lot of the artist from our local area have envisioned what the sea lions mean for us in San Francisco and their importance of our base help. Its really exciting to have this art work along our waterfront and in reach to other communities to draw people to it. Again, just on the equity lensing frame i hope next year being the anniversary that the aquarium and pier 39 do in reach to the community that are adjacent to the waterfront doing in reach to the bay view and to northbeat to chinatown to make sure those schoolchildren have an opportunity to participate. I would love a report on when the anniversary is underway and this is a phenomenal project and im supportive of it i am supportive of it. More technical question. If the executive director has the right to wave it forward, wouldnt it be an administrative issue or are you going to bring us all waivers of fees that you have for the commissions approval in the future . There are too many fees that was the second question whats is the fee that would be entitled to this that were waving . The least licensed fee would be about 1500 for the 16 sea lions and port property for this period of time. And in addition, theres encroachment of Building Permits and why have an exact on that. Its probably about that amount as well. So a total in the range of around 3,000 for the entire i would just encourage us to maybe up that delegation. Clerk item 12a is an informational presentation on local higher performance at pier 80. Good afternoon, president brandon, commissions and director forbes. My name is andre coleman, Maritime Division director for the port of San Francisco. Im joined by the maritime Marketing Manager for the port. And sew fee and andy clark, dan rolland and mike cass with with the pasha group. The operation and employment performances pasha auto motive services at Renice Priebus 80 following this presentation, pasha reps will provide a presentation on the local hire efforts. For a little background on the evolution of pier 80, in 2005, pier 80 shifted from container operations to break both cargo such as steel and various other project cargoes. Volumes were strong until the 2008 recession. Following the recession, volumes steadily declined to a point such that break both cargoes alone was not enough to operate the facility. And in 2016, april of 2016, the port and the previous terminal operator agreed to determine innatterminate dueto a decline k cargoes. In july of 2016, the port and pasha agreed to a agreement. The term was 15 years with two fiveyear term options. The premiseses includes 60 acres of paved land, two sheds, and four berths. The primary business at the facility is export autos. With a primary customer being tesla, a free montbased marver. It includes both asia and europe. And we anticipate expansion into other markets. As indicated on the slide, the facility has handled imports. In 2017 and 2018, there was a significant increase in imports. Those were spot Business Opportunities and not necessarily a regular occurrence. However, given the substantial growth in our export volumes the current focus is centered on ex ports. As for auto volumes, since the inception of auto operations at pier 80 the terminal has seen growth in volumes year over year the facility moved 4500 use owed and 2017 is a significant increase to 24,000 and 2018 growth and then 2019 this calender year Significant Growth with 146 autos moved through the facility. Im happy to report this substantial growth sooner than anticipated with vessel to one vessel per week. The substantial growth in 2019 is attributed to both des las release of the model 3 to the International Market and autos being exported directly to europe from the port of San Francisco. Previously, autos bound for european markets were exported utilizing east coast ports. The port pasha worked to facilitate a success in exporting directly from the port of San Francisco to europe. Activation as an auto terminal and to a historic long shore and dung a typical auto operation and employees workers. As you can see by the grass, with the growth and volumes, long shore work hours have increased significantly. Of course with 2019 being our highest year of volumes, the ilw has played a huge role in the success in the terminal success of the workforce is wellversed and very efficient and executing the operating plan at pier 80. In regards to the local hire performance, they employ 14 full time and four managers and 10 full time auto processes and in conformance with the local hire agreement. They are employing 50 of the auto processes are residents of district 10. It should be noted in the staff report, of the local hire percentage was incorrectly reported as 29 . That factored in the manager positions which is not a condition of the local hire agreement. On this slide, you will see captured in the processing hours chart on the left is a sixmonth snapshot of the processing hours during 2019. On the right, you will see a sixmonth snapshot of auto volumes. As you can see, with fluctuations in volume it impacts a processing hours to accommodate these sharp increases and volumes and pasha employs supplemental labor through San Franciscobased temporary agencies with the focus on district 10. This photo was actually shared on social media by elon musk in february of this year highlighting tesla cars being to europe. Ill turn it over to brief presentations on local hire performance. Thank you, andre. Good afternoon, president brandon, members of the commission. Staff and members of the public, my name is sew fee and im with pasha auto motive terminal services. I just have a brief few slides on our brief history at pier 80. So, you may notice that just in case remember the public were a Third Generation familyowned and operated company. We started here in San Francisco in 1947. It was very important and a historic moment for the pasha family to return to San Francisco after 69 years after we had started the business here. We are very proud to revitalize pier 80 in partnership with port of San Francisco and increasing auto volumes as youve just seen in andres presentation. So, the first hiring agreement was signed in 2016 for us to make youre good faith efforts and hire referrals from the office of education and Workforce Development, prioritizing district 10 referrals and provided adequate referrals meeting our minimum criteria, our goal is to hire these referrals to maintain 50 of new hires that are residents of district 10. Theres a photo of the first call at pier 80 when we were terminal operators. We own and operate the vessel and that is with the terminal used to look like. There it is today. So, 2019 in review, we continue good faith efforts. Our Human Resources department has regular collaboration and meetings outreach with city build and office of education and Workforce Development. Beyond that, weve engage in other activities, a series of three Public Meetings that were just completed in recent months and then just outside efforts so we can continue to get to know the Community Better and see if there are other Resources Available to continue our engagement and find good hires from the district 10 community. As andre mentioned, we currently are at 50 for our auto press scissopresspossessor a lot ofn youve seen before in the Staff Reports that were required to send. This is just data thats aggregated from some of that raw data that you probably seen in long spread sheets. This is a snapshot from one Staffing Agency partner. Its not representative of everyone. I wanted to give you an idea of how its been going in 2019. A 35 of those who were invited to interview were hired. That was for a lot of our temporary labor force was our current customers spikes and production. The rest are detailed there as to why they were not hired. 2016 to present, so, there are the blue lines represent percentages of why folks have leftover the laugleft over the a half years. We have 28 who have been hired over the last three and a half years actively employed. I will note that the first source hiring agreement is for the auto processers that are that was signed by auto motive services. We do have two, just to note, its not in the data that you would receive because its not a part of the agreement, but they have two managers that are residents of district 10. One of those individuals was promoted that used to work for pas and they work as a manager on the vessel site. We find it important to hire out of district 10 whether its pas or not. So looking forward, pst is working closely with the unions to increase hiring including a recently established opportunity for an Apprenticeship Program which we think will be great for us to continue to find good talent. Weve also established three new partnerships with local agencies and were also looking to some non profits. The boy and girls club of San Francisco has a Job Readiness Program and wed love to take some of the graduating seniors from the boys and girls club, there are five in district 10. Maybe some of them want to stay around and work in their communities and wed love to engage in that. Theres a trades fair were participate in in early 2020 for that. And we are always looking for new business. So, we have cross divisional collaboration to seek new opportunities with our current customers as well as with new customers and were a part of a community. To note some of the things weve done, weve supported boys and girls clubs of San Francisco particularly the five in district 10 and targeted are our impact and have plans to deepen our impact in that community through the boy and girls club. We worked with kayaks unlimited. A Nonprofit Organization that take kids out in kayaks and the water and 2016 i went to the Ribbon Cutting for this and i was so happy to see. I remembered the family. This is thrilling. Electrifying. And i think this great news is a beacon for the Maritime Mission both present and future. I want to thank the local hires. This idea of the boy and girls club is terrific. Finally, i just want to say that andres comment about the productivity at the pier 80 and the flow back into the Strategic Plan and Capital Investment program, i think this and im map tmap happy to see the futue success of the pasha operations. Hello, everybody. I have been working as the head clerk over at pasha since february. The growth has been amazing. I know the local hire with them working with city build and the office of economic and workforce develop many. No that those 13 individuals are now unionized, a lot of them are looking to stay and retain their positions within their pasha family. Talking to them as well, theyre very excited with the potential that city build has to offer. Theyre excited to keep it alive with psha hire. On the growth of pasha, they have been excited and has much benefited from the 60 jobs they give the alwu. Day and night. An average ship takes about six shifts, day, night, day, night, to fully load and 60 times six is a number of employees that need to come over there we are excited of 2020 and the family within the port of San Francisco. Hopefully they can expand farther than pier 80 eventually and among other things. We are excited and ecstatic and there are many employees that know how important it is for the livelihood of the people who live in San Francisco in that district as well as many of our members who also live in that district. So we thank you for the full support. The ilw has given full support to the pasha terminal and anything or any endeavor they chose to embark on in the near future thank you. So we have a weekly vessel schedule distributed to maritime tenants. Its updated weekly as we receive vessel berthing applications. And it is distributed friday evening. We are in the process of reform ating that vessel schedule to bring it current but yes, we do great, thank you. Commissioner this is all really exciting. I went over there but this is really great. I had just its more curiosity question. Im really support i have of this enterprise but for the pasha group. You showed 30 of folks not accepting jobs due to wages or schedule. What is your starting wage is and if that is tilting more towards like grave do you have any data that shows theyre declining shifts that theyre graveyard versus day . You dont have it, you can accepted it off line. That 15 of people declined it due to wages. Can you tell us what your starting wage is . Ok, yeah. Im curious. Its hard work when you run a 24 7 operation and getting people to work grave and swing is hard. I was curious, this is great work. Thank you for everything you are doing to revitalize pier 80 andre, it was yours first presentation. Your mouth was dry and your hands were nervous. You were looking over there at director forbes. You were looking at the commissioner. Good job. Good job thank you. I personally want to acknowledge someone and thats mike caswell. A Senior Executive for the pasha family. He has been there for a long time. Theyre a family. And it goes all the way back to old man george pasaa and run by george and junior and when they first came in it was john, who ive known very well. I was with him in china and shanghai and stuff like that. Theyre in hawaii, aberdeen, they workout of san diego, long beach and the pasha family and what they believe is a brand of a commitment to the community, to maritime, they understand the industry. They understand people. I would really love to see us get up to half a million vesse vessels. That would be great. Something commissioner gilman said to me, the job abandonment, i was wonder ing that. That was something. In thing is threeyearsold now. Its been a slow growth. Maritime is so important. And what do you think it is and maybe mike, you should get up and say a few words, being a Senior Executive from pasha. Youve been in the induce tremendous 30 or 40 years and you know what it takes. And wed like to hear from you. And i appreciate you giving the youngsters the role. We have to hear from the oldtimers. I like to really hear from you, mike. Thank you for the kind words. We just recently done a couple of things that i think are going to be very beneficial to help the retention of employees. We negotiated a contract about two hours ago. So that is going to help. Weve also contracted two more temporary agencies, local temporary agencies in addition to the one we have. So that will help as well. I think one of the biggest charges we have in the retention piece for the 30 abandonment was the cyclical nature of the auto production. What happens is when they produce autos for export, it will go for three months and then the next month it will go for Domestic Production. We dont see any of the Domestic Production but were trying to get involved in some more of their Valueadded Services like tire changes and polishes and some of those things that will increase and enhance the value of the car. I know that tesla opened up a plant in china or Something Like that and i know a lot of cars go to china. At one time i knew bmw was looking to go into pier 80. What is your plan moving forward that we attract other car carriers, gm or whatever, to go through the port of San Francisco and what would make use tracusattractive that carrio come to the port of San Francisco and Renice Priebus 80. What do you see . What do you think we have to do . Tariffs are hurting us right now and a lot of these things could be hurting because i know shipment is down especially in the port of los angeles and even up and down the coast our cargo is down. Is that something that is hurting us and making our partners in europe and other places not want to go do business with the United States because of the tariffs . That is part of it. Part of testify is the infrastructure that would attract a customer to come into this port. He have the deep water in order to put it up against the dock. It has to come together. Weve seen a lot of support and we appreciate the support what theyve done to help improve pier 80. We have other items that wed like to ask your consideration for pier improvements. Again, quality of the Labor Productivity means a lot. As recently as a couple hours a. We did put in a 40 hour workweek guarantee for those employees. Thats going to help out a lot. Thank you, very much. Andre, thank you so much for your presentation. I really wanted to commend all of you for the Great Success out at renic pier 80 with the expore of it. Its phenomenal we have a working Renice Priebus and i want to thank you so much for the work hours and i think its all phenomenal. Im curious regarding the local workforce and it seems like from your presentations, you have put a lot in place for your presentation. Over the three years, what have you been doing. I saw you had three meetings in the last month and local people that you collaborated with. Im trying to understand, since we had so much hope for this project in 2016, and the 50 hire and putting up to 250 people to work and that whole effort and i understand that the import people is not you want it to be or where all of those want it to be and you are basically but were not really engaging the community in this operation so, i guess at this point, i want to know is what are the financials of this . Are we making a process . Are we investing or paying. S because of the efforts that were supposed to come to fruition. I understand its a growth process and things dont happen overnight. Just wondering where we are with the over all contract. So to answer your question in regards to the revenue at the facility, year over year, as you seen in the growth in ottawa volumes, revenues have increased and currently for autos, the freight is 24 per automobile. Included is auto revenues, labor and then dock age and other opportunities as well as that occurred actually this fiscal year. In dollars and cents . Yes. Im getting to that, sorry. So as far as cargo terminal revenues for the port, fiscal year 16 and 17, the little over 600,000 in fiscal year 1718 1 million and fiscal year 1819 2. 1 and fiscal year 1920 were projecting revenues around 2. 3 million have we made investments . We have talked of strategies as far as investment into some of the. Given the revenue numbers from those years, theres been a little over 85,000k set aside to the southern waterfront beautification fund. A little bit of what were doing currently. I would like to add a comment because i was here when the agreement was approved in 2016 with the concept that there could be up to 150 jobs permanent 40hour a week jobs for the community. What you are hearing from pasha auto motive and andre is that the export is there needs to be work at the facility that is value add to the automobiles. Whether for import or export but for sure import comes along with that value add component which drives jobs permanent job numbers so i guess to continue on president brandons questions, either today or in the future, wed like to understand the strategy for growing those valueadd components of the work because the report is doing very well in revenues from this operation. The iaw is doing well in terms of job hours and the growth is exceptional and thats all wonderful. We dont want to leave behind the community and in terms of those permanent jobs and we know we have 10 now but certainly we were looking for far more so we want to understand what we can do understanding the geopolitical of true of tariffs and what we can do to drive more value add work at pas because its important to the port and in terms of why we approved the agreement and what were looking in the community. Now or with the report that we can look at in the future. Just to add on to that, so, as executive director forbes was just saying, the impact component will have hire level of processing activity. The reason for that is import cars have customization for various regions in the u. S. Market and since these are export vehicles, and they are just in time delivery, and they are both here at pier 80 and overseas, theyre factory installations. Theyre still required processing we have on the facility its just not the parts heavy timeconsumingtype processing work. There are three to five year contracts with other oems. Oem is original equipment and manufacture and those are customers. When those three to five year contracts come up with our competitors is when we have the opportunity to respond to rfps so were kind of start to go see some of those sweet spots right now. Just the nature of this business. We will continue to do our cross divisional collaboration for Business Development and working with some of the Vessel Companies that psts are their customers and any joint marketing the port wishes to do with us we welcome that and any other suggestions that you may have. Just to answer the question or further on, on why theres a lower level of required processing activities that is one of the reasons why. Who are the thro three local agencies you are collaborating with . Our Human Resources does and id be happy to send those to you. And its the office of economic and Workforce Development right. Not education. My mistake. I misspoke no problem. I think youve answered most of my other questions. I was going to ask what temporary agency you are dealing with but you said you were adding two more so you can find more people. Yes, maam i was going to ask the path for the local employees to management but you also answered that. You have managers which is wonderful. I look forward to the followup presentation on this strategy to at least. Its good now that you are guaranteeing the 40 hour workweek. You can find more people interested in the position instead of the temporary but i really appreciate all of your efforts. I really appreciate all of that you are doing out at renice pied its such a success at exporting. [laughter] any other questions or comments . Commissioner im looking at your page 2 and i heard different numbers and what the report says on page 2. Is there a difference for growth revenue 2. 177 for 1718 and you indicated 1. 7 million. Are we talking the same thing . We are not. In the staff report, that was Gross Revenue. In the way the terminal operating agreement is set up its shared revenue. So the staff report you are seeing the total Gross Revenue and the figures i just provided to you, those numbers were net revenue to the port our share of the 24 per car . The total revenues to the port. Excuse me, total revenues to s the volumes increase its favorable to the port. In addition to the autos, theres also labor revenues associated with the agreement as well great. And then, i think what would be helpful as a followup and it can be given to us, one of the charts show that throw meetings taking place in november 2019 for Community Outreach programs. Why dont we just look at all of them since this program started so we can really see what eve done over the three and a half year cycle. And that may teach us something. Well provide that in the followup report. And if i am missing something, i guess its if we have 60 full time employees working here that are union members, are there other employees . Are we filling it any or way or is that the workforce we need and its fully being loaded up . So, the Labor Associated with the pasha side of things so thats the load out vessel currently. Load out operation on the vessel. Thats ilw labor which is dependent upon the volumes loading that particular vessel for that operation. So those numbers may fluctuate given the export volumes for that operation. And as i understand it on the processing side, giving the limited processing that is currently taking place, that number is at 10 fulltime employees but when those spikes do occur, pasha utilizes the Staffing Agency in San Francisco to supplement their fulltime labor. Maybe at least for me, i hope for others, maybe some employment charts showing all of this to us and if it fluctuates, tell us how much it fluctuates which are union and which are non union and i can get a better understanding because there are commitments initially and in a Perfect World we want to meet and exceed our objectives. At the end of the day, rents is a part of that and the concessions are part of what we bargained for so i want to see how good were doing. We can help provide that information. In the temporary workforce, this year it was 60 individuals and they focused their temporary hiring on district 10 of course. And we also want to note that all of those individuals, if they really liked the work that they had during that spike in production, and they want to come back, the staffing agencies ask them how it went and maintained the records of these individuals so that when we have open positions, we want to make sure we give these folks an opportunity to apply for the fulltime roles so would it be accurate for me to conclude that we have a 35 retention on employees collectively . Yeah. If you put up your chart, 28 plus six get promoted yes, exactly. If you are looking at the enterprise holistically, yes that is throughout your experience . Item 13a is requesting authorization to issue a request for proposals for the Development Lease and operation of a mixed use project at pier 3032 and seawall lot 330 located along the embarcadero between bright and brandon streets consisted with the goals and policies of the draft waterfront plan and the ports Resilience Program. This is resolution number 1948. Good afternoon. President brandon, commissioners, director forbes. Pete are albert from the board real estate and development department. So, it was almost exactly a month ago i was here and we did an informational presentation on the proposal for the rfps for 3032 and the seawall life 337. We talked about the background and information developing the rfp and strat dewe have. I thought i would help you get through the important changes in the conversation is highlight what are the updates that weve had since that november 12th conversation that at the same time is helpful to refresh on some of the points here. Ill go quickly through these slides. Focusing on those changes that inshrined what we talked about last november. For example, we made some changes to the background section of the staff report that reflects the conversations we had in november 12th. Theres some specific request from the commissioners such as looking at the criteria that we would change the priority so you would see us ask for the diversity of the Consultant Team up front at the top, along with their Community Outreach history and their successful history with local Business Enterprise programs. Thats one example you will see in the staff report. Another would be clarifying panel that we want to see expertise of the channel that is reviewing the respondents. Including financial expertise. Ill go through those more breadly. Breadbreedly. We didnt let these things go in one ear and out the other. Looking at the recommendations the commission asked us the actions you would take with the results of the Panel Reviews and if you look at the staff report, you will see all the changes and directions that we put into the report reflecting these. If you are wondering about the report itself and i have a copy here. We underline underlined the cha. Knowing what we reflected. We strike through the lex thats were delated. It i want it object easy to go through that report we really appreciate it. On the background, i wont rehash what we talked about in november. Its helpful to point out that we had a lot of informational items with the commission. We talked a lot about the Development History for pier 3032. We talked about you asked us to come back and we provided that an struck youll conditionf the Renice Priebus. This was fairl we were walki. We had three meetings with them in 2019. We had a meeting with the Advisory Committee in 2019 and the Community Groups. What we did in those meetings was we made sure that we got their input to help us shape the Community Value so ill talk about it later on. That was a recommendation from the commission. And of course, when you have these meetings at the community, you ground them and context its helpful for everybody. The waterfront plan has been updated so we looked at the nine port wide goals for helping us shape these community conversations. Specifically in the waterfront plan theres references to the south beach subarea. We included those objectives in the south beach subarea. The acceptable uses. Theres a table for pier 3032 and those were all presented and theres part of the conversation weve had with the community. I have back up slides if you want to go into those. In the interest of moving through, i just wanted to hit the highlights here. We talked a lot about the port Resilience Program. Looking at seismic and the local Business Enterprise goals and the city Workforce Development for working with the developer. That got us to the Community Values. Working with the community specifically. The waterfront plan, the commission adopted, has processed recommendations for soliciting development that asked us to work closely with the community Advisory Groups to get their feedback this is a good snapshot. I grouped them in three groups and the first are the values that are comments about 3032 and the seawall lot. Theres a lot of values that go beyond it. Funding and economics, theres a struggle between we want to get revenue thats an important and so the Community Felt strongly and we should find a sweet spot between those goals. The these are Large Properties unsouth so theres an opportunity to have signature creative arc tell actual and that is important to the community and there was a focus on diversity and access to people who enjoyed the waterfront. To Pay Attention to the transportation impacts. You hear how it was a concern to the community including issues of quality of life, congestion, gridlock, solution and a bick focus on sustainability and looking at how it sort sustainability goals and in transportation, there were three priorities that came out of work. Focus on safety, focus on environmental sustainability for the transportation modes, focus on quality of life because gridlock and congestion are a real concern for the community. Just for the values specific to renic3032, we heard the potentir the maritime berthing of 3032. Its a natural selfscouring facility in the waterfront and at the same time, there could be a opportunity for the it to be open space and viewing access for the bay. The others are part of the embarcadero historic district. Theres a requirement it be compatible with the historic district. That was echoed by the community. Fifth real excitement on the pier. There were two references. One, this is such an extraordinary site, we hope that facility brings attention to this prominent location and at the same time, the users who get to use these should be diverse and accessible to all san franciscans. This is in the enabled. Its right at peoples backyards and it was a real interest how it fits in with south beach, and interest in the hotel because of revenue potential of hotel with a strong caveat and the transportation has to be managed carefully, it cant contribute to gridlock that people suffer with on a daily basis. The Community Feels there can be you see these items adding up and i want to talk about the economic benefit to the port. Its right above the bottom line there. It leads to a successful concept. If there there are factors that make it an interesting and challenging site and its a consideration and we have this opportunity now to look at an rfp for either side or a joint sites facility and its something we talked about before so we could look at it and one and 3032 or one that puts them together and that exciting opportunity between generating revenue and meeting the acceptable plant uses for the plant and the benefits are very important. We would remove a liability and it would be addressed and we would be investing in the port as set and we would look at a reliable stream beyond the Capital Investment and one that the port can participate n on the upside and this is an opportunity for private investment for the seawall and other seismic improvements essential to the port. We talked a lot about last month about minimal qualifications and i dont need to break that down again and its selfexplanatory here. The point that was helpful in the conversation was we dont want to raise the bar so high. That were dismissing groups because we have two minimum qualifications but we do want to be talking to people with strong track records and a good demonstration of Community Support ex the cooing try terria that go along with the panel and ill talk about the panel and the commission, we talk about this 100 point strategy to look at issues like the quality of the design submittal, the strength of the financial proposal, the capacity of the respondents, the experience in the organization to the team and that goes back to that reprioritizing of the good history of Community Outreach and local business enter are prize that would come out of the team. In addition to those 100 points, we knew there might be something important that comes out of a corral presentation for the people so thats what the 30 extra points are. It allows us to ballet written submittal from the Development Proposals along with an oral interview and that allows them to bring out elements of it that we might not look at. In the Selection Process we talked about this and its which of the proposals we received that meet the minimum qualifications and well do that and thats our homework. We contact with a Third Party Consultant to look at financial technical feasibility of the proposals. The scoring panel will convene and it will review the proposals and review the consultant report and score the responses, we come back to the Port Commission twice. The first time is informational item only. Well present the section you tive summaries of the scoring Panel Processes and produce the results of the scoring panel and its an opportunity for the teams themselves to give a short presentation at this informational hearing. Then, the Second Commission meeting will be an action item and we would request the authorization to enter an exclusive negotiating agreement with the recommended proposals. And on that, this is also a snapshot of where we were november 12th. This is a good summary and i hope im reiterating this correctly. At that second meeting, we will provide the following recommendations for commission action. Because they are two sites, with we can look at different rfp sites specifically or together we would ask you to act on one recommendation at the top scoring and combined piers 3032 and seawall lot, we have to say if any because we dont know what responses well get. One recommendation at the top scoring 3032 only project and one recommendation for the top scoring seawall lot 330 only project. President brandon, you also asked us specifically what would be a situation, for instance, if we got one for the seawall lot but not pier 3032. We think you could proceed with one you are satisfied with with the seawall lot and we will come back to you with proposals for opportunities for pier 3032. At that time, then you would be asked to take action allowing us to enter into an exclusive negotiation with one or more of the recommendations or if youd like to terminate and restart the rfp process. If we go with that route, then what we have is a schedule outlined here that in january 2020, we would release the rfp. And were following closely behind the rfp many of theres a lot of good synergy happening between that project what were doing here. In april of 2020 march of 2020, the proposals would be due and we the port staff would use the minimum qualifications to screen them by april 2020, we would convene the scoring panel and in may of 2020 we presented to you the result of the scoring Panel Process including the scoring and it would be an informational item and in june of 2020, that would be that Action Commission here where you could authorization us to enter into an exclusive negotiations. So with that i i would be happy to take questions. Mike martin is also here. And again, if you have any questions about the stuff i breezed over quickly, ive got these great background slides i can rehash too. I wanted to make sure you hit the highlights thank you. So moved. Im curious as to the definitions of this stakeholders in terms of how the Group Defined this stakeholders for this project. Its important that we cannot let our voice whats you talk about sustainability and you so, with your interview you might want to consider looking at that as a way to find some creative proposals that not only look at social side of things but also look at economic and the environmental part in terms of your sustainability. Its important you dont forget in your museum piece. If you have the community participating in your proposal, as opposed to your Advisory Groups, you might be able to get more diversified opinion or diversified view points. When you talk about diversity, equity and inclusion, you cannot just look at your focus on your Advisory Groups because thats the sweet spot. There are also other Community Voices that need to be heard so that you can have a system and a program that is diverse and inclusive and as well as equitable. Those of my questions. Thank you. I think the commenters points were well taken. I think theres a couple things going on here. The work weve done with the Advisory Groups is to set up the competitive process. The rfp for what were looking for. And weve tried to highlight to the potential proposers that very diversity of equity of inclusion and recognizing whats been here both on the waterfront and the city at large is obviously important. I think as we talk about it last time as well in terms of the advisory the scoring panel, i think thats another thing that we want to be reflective of the diversity of interests in San Francisco and that is going to be a way, your way, to understand better the proposals that are coming in and what theyre living up to those values that the community put forward as part the Advisory Group process. We did go outside just the sea wag, the Central Waterfront Advisory Group to look to the Neighborhood Group as well as the Advisory Committee. We see that those values that have been expressed, weve described them here are an invitation to a larger group to show us what they can do and i think part of the r. F. P. Processees challenge is to get our rrf out into as many communities as possible so that they can come together on something that is obviously challenging and hopefully can also lis lift up those things tt were referenced right now. I want to make sure im reading this correctly. Were saying the Community Wants that usage but since were going after developer they cant dictate what they present to us, correct. Theres no guarantee theres a museum on this site in the conversation weve had with the community, one of the advantages are getting their values helps anyone looking at bidding on the proposal. They know theyre entering a community with a receptive open arms because theyre reflecting the values. Thats the most important of the Community Values. I just want to get a clarification. On land use and urban design it talks about parttime use of berth access. Could it be fulltime . Are we limited ourselves to parttime or is that just the way it was written . Right, i hope i can clarify that. If there was an element of access thats only needed sort of to support the berthing access, lets take for example, they might have an access path that goes out to the berthing facility, when its not in use it can be an open space. It could be a viewing opportunity. Much like we zoo with the explore to be yum or the cruise terminal. Its not that its limiting the berthing access but the access its opening up that access to the berthing facility as a multiuse facility when not needed for services great. Excellent. Next, on the scoring, on the written part we have 100 points and on the oral we have 30. Will the written score cards be known all of the people doing the oral interview or will the score be hidden from them . The oral being independent without the knowledge of scores . Away. It will be one panel that will review the written and well do the oral so they will know. I dont know the tabulations but they will be aware of the written elements as well as the oral elements. May i suggest that they dont . As a better way and a more level Playing Field . And then the oral stands on its own and the written stands and you put the two together . If Everybody Knows the scores, you believe one is better, then you will start you may advocate for that knowing the numbers. And i think well get a fair score you are asking to make sure we keep the score at written review separate from the oral so theres a objective approach to looking at those scores . Thats right when all the orals are down thats the only time people interviewing would really know how people know. That concludes my questions. Thank you, very much. Peter, this is a longtime coming. I am really hoping that we get all type of bids. I hope its very competitive. I think the commission should have an open mind. Who telling who may come forward. For years, theyve been wanting to do something at pier 3032 and it hasnt come to fruition. It will take a visionary. Someone thats not only got the money but has the vision and has a certain passion to really make this thing happen. I know the warriors wanted go down there and it wasnt to be. Also too, its got to be something the community can embrace. Its going to be a lot of work. Can you almost get to a point where you have to put it out again because enough people dont step up or you cant find the right person that has the financing and has the vision and can make, that would be a good fit. What would be a good fit . I run by it every morning. I think what would be a good fit for pier 3032 . And i thought a lot of things. I dont know. Im really curious of who steps up out of this shadows and who out is there and what it looks like. I mean, in your mind, you cant say what you think it would be. This is such an extraordinary project. This is very this is going to be a long time coming, right, in developing and stuff like this. So what will you think a couple years down the line even to get, in your opinion, the pier and the investment . I think it was 100 million they were going to just put into the pier. What do you think in your mind, as you see what it takes to make Something Like this work . First of all, i sometimes leave the gate open which is any signal to sneak out on the site and run around it. Im looking at that time from every angle. I was working closely with the warriors and i was working with the americas cup and i could see what information was coming out almost real time that was changing the way people were feeling about the Development Proposal. What is interesting to me though is the economic climate was so different back then. And so theres all these moving targets that are happening around, i think what is interesting is theres already a lot of people interested in the rfc process, ive seen it and i understand that press is interested in that. What i think only helps the conversation is the confidence that the Community President when ipresses whatit cares abou. I would be comfortable talking to people knowing im welcome and what touchstones i have to hit. The second part of it, i am interested in what happens when you allow the flexibility with the different rfp proposals. That can lead to interesting and creative proposals. We werent taken openly when we were bundling them and its obscuring one with the other. That said, i am interested in what comes out of this process. This is why were excited about rfps, you get the best minds on the subject. Hopefully its a very creative team. I do love the urban design opportunity here, its a rare opportunity to transform part of the property. Im eager to get this out and see what we get. Can we get outsider, someone from out of state or locals . Could you see Even International . I reason, you think its that type of a deal where it can have that kind of appeal . Well, yes. I know we were even hearing there was interest in the last hearing and i know you werent able nuke it. Cirque du soleil showed up. Its a separate country theyre from montreal. So im interested in how that plays out for this. You know, when i was working with the warriors, what was so stunning was the reference that the site to places like the opera house, they also are fantastic signature buildings. The community was concerned about traffic and congestion and impacts on quality of life. By marrying their values and a smart g. D. M. Strategy to whatever Development Proposal we get and putting it up very up front and transparent, we would eliminate a lot of the uncomfortable guesswork and get to serious players coming up and talking to us. Also, would it be something that say, it wouldnt intimidate the giants. It wouldnt intimidate the warriors or Fishermans Warf, something the public could go, i can get behind Something Like this. Or im just throwing it out a scenario, right, if she was something that say similar to Fishermans Warf would they feel theres a competition there or where its funny, sometimes were competitors too. Warriors example is great. What works so well with the project at mission bay was they lifted then tier community. Were now talking about the mission bay ferry landing. Its something that will help mission bay residents and even dog patch residents are excited about that. If you look at the r. F. P. Processing and the goals that were articulating, a great project would lift the whole community up and the giants and warriors who are part of this community would say yes, these are the kinds of things that would help us with our fan base, with making our location more exciting. I think theres a winwin out there so you have to view them as members of the community thank you, appreciate it. Repeal the current 2016 port of San Francisco building standards code which includes the 2016 port of San Francisco Building Code or building existing building mechanical electrical plumbing and grown building standards codes effective midnight december 31st, 2019 and three, adopt the 2019 port of San Francisco building standards code which includes the 2019 port of San Francisco building existing building mechanical electrical plumbing and grown building standards codes with an Effective Date of january 1st, 2020. This is resolution number 1949. Good evening president brandon, Vice President adams. Commissioners and executive director forbes. My name is Neil Freedman im the chief building inspector for the port. Im here to ask you for your approval of the 2019 port Building Code i presented as an informational item at the november 12th, 2019 Board Commission meeting. Since that time, we have completed our revision and posted the draft port code on the ports website and i hope youve had an opportunity to look at it. We also created a public notification in the San Francisco examiner for comment on the code for a twoweek period ending december 6th. We did not receive comments on the revisions. Were assuming were good to go. With your approval of the 2019 port code port staff will send what are determined local findings to the state building Standards Commission. Local findings are justifications of variances to the California Building code. Following acceptance of these findings by the state, port code will be implemented beginning on january 1st, 2020. At my last appearance, i noted that among others, there were pending changes in the areas of green energy, structural provisions in the existing Building Code and permit fees. Following is a brief presentation on those changes. First, the ports Green Building standards now encouragen sen ta vice the correction of new all electric residential and non residential buildings. This is part of an effort to eliminate the use of natural gases of fuel source while encouraging the use of an ever growing supply of electricallen gee from sources such as solar and wind. A provision is also been added to the add stray tive portion of the Green Building standards that a louse the chief harbor engineer to grant waivers from these stan standards. Second, the port will follow the guidelines of the 2019 california existing Building Code and no longer requires a fullseismic upgrades of buildings based on an increase in occupant load. And you can imagine what the impact of this will be for development of the port. The previous port code followed the more restrictive standard that was part of the San Francisco Building Code created by the department of Building Inspections. Under that standard, an occupant load increase of 10 for the entire structure that also resulted in an increase of more than 100 occupants for that structure would have triggered a seismic upgrade. To follow state standards, this occupant load increase would no longer require seismic upgrades. A second part to this that remains in the state code, requires a seismic upgrade if an occupancy is introduced in the structure that would trigger an increase to a higher risk categories. And the risk categories are on the screen right now. There are four of them starting with very low hazard to human life and ending in essential facilities such as fire and police stations and water facilities and power stations. Most if not all of the sheds and bulk heads fall into risk category 2, which is considered not very hazardous to human life. Its because the occupant load is relatively low and theres no essential facility that impacts other facilities such as fire. Changing piers and bulkheads to offices with increases occupant loads, would no longer move the structures into a higher risk category and would normally be a trying are for seismic upgrade. Theres one exception to that and thats if we allowed an Assembly Occupancy with more than 300 persons on a pier that would trigger an increase in the risk category from a two to a three. We dont anticipate that happening. Currently, there are special events that have more occupants than that but theyre very short term and theyre monitored usually by the Fire Department for exiting purposes, finally, the 2019 port code will increase Building Permit fees. This slide is a little bit difficult to read. I couldnt fit it all in. Without packing it. For the last, approximately 12 years, the port has not had an increase in building fees. And this is an effort to partially match what the San Francisco Department Building inspection uses. They had a fee study done in 2015 i believe and rationalized their fees and i think it would be safe to assume we can follow them at this point. As not example, i put up here, a 50,000 permit evaluation would actually result in a slight decrease in fees but would then be made up for by a plan review fee that would increase. And so, we would end up for 50,000 project an increase of 500. Our hourly plan review fee will also increase from 80 to 173. And our hourly inspection fee will go from 80 to 158. In summary, with your approval, we will adopt a 2019 port Building Code and repeal the 2016 port code and the Effective Date will be january 1st, 2020. Walk me through net result of some of the Energy Efficiency agreements were making here. Does it preclude gas from cooking . It will not preclude it, no. What were doing is incentivizing use of Electrical Energy and i think the pre conclusion of gas is down the road somewhere but not right now. This wont effect all of our restaurants and all or new restaurants because one of them state codes is pulling out of gas i would like us to get back to you on that question because while neil is correct what he is proposing here would not preclude natural gas from cook tops there is an ordinance in front of the board of supervisors relative to natural gas and to electrification and it raz reached a Municipal Building so lets do some Due Diligence and see if theres other reasons why natural gas may be precluded in the future. Im going to support item. If the net result effects using gas for restaurants and stuff in our operations and i will ask or director to bring the item to address that separately this item doesnt impact natural its not impacting natural gas and prohibiting it. That would also trigger a change in the code and at that point we would have to come back to you to create a new finding that we would send to the state energy code board. Great. Thank you. San francisco is surrounded on three sides by water, the fire boat station is intergal to maritime rescue and preparedness, not only for San Francisco, but for all of the bay area. [sirens] fire station 35 was built in 1915. So it is over 100 years old. And helped it, were going to build fire boat station 35. So the finished Capital Planning committee, i think about three years ago, issued a guidance that all city facilities must exist on Sea Level Rise. The station 35, Construction Cost is approximately 30 million. And the schedule was complicated because of what you call a float. It is being fabricated in china, and will be brought to treasure island, where the building site efficient will be constructed on top of it, and then brought to pier 22 and a half for installation. Were looking at late 2020 for final completion of the fire boat float. The historic firehouse will remain on the embarcadero, and we will still respond out of the historic firehouse with our fire engine, and respond to medical calls and other incidences in the district. This totally has to incorporate between three to six feet of Sea Level Rise over the next 100 years. Thats what the citys guidance is requiring. It is built on the float, that can move up and down as the water level rises, and sits on four fixed guide piles. So if the seas go up, it can move up and down with that. It does have a full range of travel, from low tide to high tide of about 16 feet. So that allows for current tidal movements and sea lisle rises in the coming decades. The fire boat station float will also incorporate a ramp for ambulance deployment and access. The access ramp is rigidly connected to the land side, with more of a pivot or hinge connection, and then it is sliding over the top of the float. In that way the ramp can flex up and down like a hinge, and also allow for a slight few inches of lateral motion of the float. Both the access ramps, which there is two, and the utilitys only flexible connection connecting from the float to the back of the building. So electrical power, water, sewage, it all has flexible connection to the boat. High boat station number 35 will provide mooring for three fire boats and one rescue boat. Currently were staffed with Seven Members per day, but the Fire Department would like to establish a new dedicated marine unit that would be able to respond to multiple incidences. Looking into the future, we have not only at t park, where we have a lot of kayakers, but we have a lot of developments in the southeast side, including the stadium, and we want to have the ability to respond to any marine or maritime incident along these new developments. There are very few designs for people sleeping on the water. Were looking at cruiseships, which are larger structures, several times the size of harbor station 35, but theyre the only good reference point. We look to the cruiseship industry who has kind of an index for how much acceleration they were accommodate. It is very unique. I dont know that any other fire station built on the water is in the United States. The fire boat is a regionalesset tharegional assete used for water rescue, but we also do environmental cleanup. We have special rigging that we carry that will contain oil spills until an environmental unit can come out. This is a job for us, but it is also a way of life and a lifestyle. Were proud to serve our community. And were willing to help people in any way we can. Hi, i doing a special series about staying safe. Lets look at issues of water and sewer. We are here at the San Francisco urban center on Mission Street in San Francisco and im joined today by marrielen from puc and talk about water and sewer issues. What are things we should be concerned about water. You want to be prepared for that scenario and the recommendation is to have stored 1 gallon per person per day that you are out of water. We recommend that you have at least 35 days for each person and also keep in consideration storage needs for your pets and think about the size of your pets and how much water they consume. The storage which is using tap water which you are going to encourage. Right. Of course at the puc we recommend that you store our wonderful delicious tap water. Its free. It comes out of the tap and you can store it in any plastic container, a clean plastic container for up to 6 months. So find a container, fill it with water and label it and rotate it out. I use it to water my garden. Of course everyone has plastic bottles which we are not really promoting but it is a common way to store it. Yes. Its an easy way to pick up bottles to store it. Just make sure you check the label. This one says june 2013. So convenient you have an end date on it. And there are other places where people have water stored in their houses. Sure. If you have a water heater or access to the water heater to your house, you can drink that water and you can also drink the water that the in the tank of your toilet. ; not the bowl but in your tank. In any case if you are not totally sure about the age of your water or if you are not sure about it being totally clean, you can treat your water at home. There is two ways that you can treat your water at home and one is to use basic household bleach. The recommendation is 8 drops of bleach for ever gallon of water. You add 8 drops of bleach into the water and it needs to sit for 30 minutes. The other option is to boil water. You need to boil water for 510 minutes. After an earthquake that may not be an option as gas maybe turned off and we may not have power. The other thing is that puc will provide information as quickly as possible about recommendations about whether the water is okay to drink or need to treat it. We have a number of twice get information from the puc through twitter and facebook and our website sf water. Org. People should not drink water from pools or spas. But they could use it to flush their toilets if their source are not broken. Lets look at those issues. Sanitation is another issue and something people dont usually or like to think about it but its the reality. Very likely that without water you cant flush and the sewer system can be impeded or affected during an earthquake. You need to think about sanitation. The options are simple. We recommend a set up if you are able to stay in your building or house to make sure that you have heavy duty trash bags available. You can set this up within your existing toilet bowl and once its used. You take a little bit of our bleach. We talked about it earlier from the water. You seal the bag completely. You make sure you mark the bag as human waste and set it aside and wait for instruction about how to dispose of it. Be very aware of cleanliness and make sure you have wipes so folks are able to wash up when dealing with the sanitation issue. Thank you so much, my name tom hewitt. This safety fair, we trying to educate the public regarding how to prepare themselves during and after the earthquake and then to protect themselves for next 72 hours. Hi. My names ed sweeney. Im the director of services at department of building inspection, and we put together a great fair for the city of San Francisco to come down and meet all the experts. Weve got engineers, architects. We have builders, we have government agencies. Well, we have four specific workshops. We have the accessible business entrance. My name is leah, and i am the assistant manager with the department of small business. I am leading the new accessibility ordinance that helps existing owners better comply with existing access laws. So all buildings that have places of public accommodation in San Francisco, they must comply with this ordinance. The a. D. E. Was setup by the board of supervisors, and the ordinance was passed about a year ago. One of the biggest updates that we have is that the deadlines were extended, so all of the deadlines were extended by six months. And its really to help the public, the Business Community to be specific, to cut down on the amount of drive by lawsuits. So on this workshop, were going to be covering what the compliance looks like, what business examiand property owne need to know how to comply with the ordinance. Well also talk about the departments that are involved, including the office of small business, department of building inspection, Planning Department, as well as the Mayors Office on disability. Hi. Im marselle, and i manage a team at the building department. Today, well cover the meaning of a. D. U. S, more commonly known as accessory dwelling units. Well talk about the code and permitting processes, and well also talk about legalizing existing dwelling units that are currently unwarranted. This is the department of Building Inspections residential remodelling workshop. My name is senior electrical inspector cheryl rose, and at this workshop, were going to be answering questions such as do i need an electrical permit when im upgrading my dwelling, when do i need to have planning involved in a residential remodel, and whats involved with the coerce process . Were going to also be reviewing inspection process, and the permitting process for residential remodel in San Francisco. Theres always questions that need answers. Its a mystery to the general public what goes on in construction, and the more we can clarify the process, the more involved the consumer can be and feel comfortable with the contractors theyre working with and the product theyre getting in the results. If you have questions that arent addressed in this workshop, youre always welcome to come up to the third floor of 1660 Mission Street, and were happy to discuss it with you and find out what you need to do. The program is very successful. The last piece is already 60 in compliance. Well, we have a very important day coming up. Its sept 15. Last four has to be compliance, which means that the level four people that have to register with us and give us a basic indication of how theyre going to deal with their seismic issues on their building. Im francis zamora, and im with the San Francisco department of emergency management, and today we talked about how to prepare for emergencies in San Francisco. And so thats really importantiimportant. In San Francisco, its no secret. We live in earthquake country. Theres a big chance we will be involved in a major earthquake in the next 30 years, but we dont have to be afraid. These are going to be your First Responders outside of the police officers, paramedics, First Responders, these are going to be the people that come to your aid first. By getting to know your neighbors, youre going to know who needs help and who can help in case of an emergency. One of the great ways to do that is for signing7for nert, San Francisco neighborhood Emergency Response team. It teaches you how to take care of yourself, your loved ones, and your neighborhood in the case of an emergency. Information is just as important as water and food in an emergency. San francisco has an emergency text message alert system, called text sf. If theres some kind of an emergency happening in San Francisco or your neighborhood, it could be a police action, a big fire, a tsunami or an earthquake. All you have to do is text your citizenship code to 888777, and your mobile phone is automatically registered for alert sf. My name is fernando juarez, and im a fire captain with the San Francisco Fire Department. We have a hire extinguisher training system. You want to pull the pin, stand at least 8 feet away, aim it at the base. If youre too close, the conical laser that comes out, its too small, and the fire wont go out on the screen. If you step back, the conical shape on the screen is bigger, and it will take the fire go out faster. So it can tell when youre too close. My name is alicia wu, and im the director of a San Francisco based nonprofit. Since 2015, we go out to the public, to the community and provide training in different topics. Today were doing c. P. R. , controlling external feeding and how to do Perfect Communications in each topic, and also, i hope that they can bring it home and start gathering all the supplies for themselves to. On any given day in San Francisco, were very well resourced in terms of Public Safety professionals, but we all know in the event of a large scale disaster, it will be hours and days before the Public Safety professionals can get to you, so we encourage people to have that plan in place, be proactive. Theres websites. We have a wonderful website called 72hours. Org. It tells you how to prepare yourself, your family, your pets, your home, your workplace. We cant emphasize enough how important it is to be once i got the hang of it a little bit, you know, like the first time, i never left the court. I just fell in love with it and any opportunity i had to get out there, you know, they didnt have to ask twice. You can always find me on the court. [ ] we have been able to participate in 12 athletics wheelchairs. They provide what is an expensive tool to facilitate basketball specifically. Behind me are the amazing golden state road warriors, which are one of the most competitive adaptive basketball teams in the state led by its captain, chuck hill, who was a National Paralympic and, and is now an assistant coach on the national big team. It is great to have this opportunity here in San Francisco. We are the main hub of the bay area, which, you know, we should definitely have resources here. Now that that is happening, you know, i im looking forward to that growing and spreading and helping spread the word that needs that these people are here for everyone. I think it is important for people with disabilities, as well as ablebodied, to be able to see and to try different sports, and to appreciate trying different things. People can come and check out this chairs and use them. But then also friday evening, from 6 00 p. M. Until 8 00 p. M. , it will be wheelchair basketball we will make sure it is available, and that way people can no that people will be coming to play at the same time. We offer a wide variety of adaptive and inclusion programming, but this is the first time we have had our own equipment. [ ]
