Supervisor stefani. Thank you, president yee. Vallie, i first met you, what, in 2007 when we both started as legislative aids, and im not going to name names but theres something about working for elected officials that makes one a stronger person, i believe. Im probably going to say that to my staff as well. It was clear then as it is clear now that you came to this work with a deep understanding, love and appreciation for your community. And you came as a neighborhood activist Getting Started in your neighborhoods, founding the Lower Haight Neighborhood Association and lower haight merchants association, knowing the value of neighborhood activism. And we all heard the stories of you out there picking up trash in the neighborhood. And that stuff matters. That matters to people. For decades, you have worked behind the scenes to bring real results for the neighborhoods and for the city. And youve done it without ever seeking the spotlight, and i think thats something thats absolutely tremendous. I was recently at an event, and i thought of you, with oakland mayor, where the mayor spoke about how there are so many women in every profession, really, but really behind the scenes politics, who are so focused on getting the job done that they really never raise their hands to take credit. And you had to be asked to serve in this capacity as did i. And i understand what thats all about, and you have done it with such incredible grace, class, and honor. Like i said, youve never sought credit for the work you have done. But we all should recognize your successes today, farmers market, Affordable Housing, aapproving the transportation infrastructure, focus on public safety. You are always there for your community. You have worked tirelessly to make sure that your communitys voice is heard here in this room. You have been an incredible colleague, a source of great support to me and a dear friend. You have always had my back. And even when we wisconsin dysagreed on things, you have when we disagreed on things, you have never talked down to me. You realize we come at issues differently, and i respect that more than you will ever know. I have so many stories just in the short time we have been colleagues, but one stands out, and i said it one saturday before we were knocking on doors, but i was the subject in this room of hateful comments by someone who was speaking at Public Comment, and you alongside supervisor fewer, got up from your chairs, i dont even know if you were conscious about doing this but you got up from your chairs and stood behind mine as this one person continued to say hateful things to me. And in that moment, just knowing that you had my back, that supervisor fewer had my back, that i had these two incredibly strong women standing behind me, is something that means a lot and something i will never forget, and its how i think of you, always having my back, standing up for whats right, standing up for people. Im going to miss you so much. I think im very sad that you are not continuing on, no one has right now, for now, no one has the experience that you have, no one has the sincerity, the authenticity, the integrity that you have that you have come to this job with. No one has the heart for the community that you have. You have not, like i said, done this work for recognition or for a title behind your name. That has never been your driving factor, your driving factor has been showing up for your community. Just please know, vallie, that i respect you immensely. Im going to miss you so much. I cannot wait to see what happens next. I know everything happens for a reason, which i know theres something bigger and better. And or maybe youll be back, but i will always be here for you. I will always have your back. And thank you for having the back of all of us here at the board for being an amazing colleague, an amazing Public Servant and most importantly, thanks for being one of my best friends here on the board. I love you so much. Im going to miss you. So vallie, would you like to Say Something . Just a couple words. I know its late. And i hate goodbyes. Im with supervisor walton. I hate goodbyes. I usually do the irish goodbye where you just leave and its like what happened to vallie. I think a lot of it, especially if im in a place that i love and i care about, i hate goodbyes. And i think its because, when i grew up, i was always meeting new people and saying goodbye. So i just quit saying goodbye. And i just started saying hello. But i just have to say thank you to mayor breed who actually had the confidence for me to step in this role. Its not an easy role. Its nothing i ever thought, oh, i want that role, i want to be supervisor. And i had to think about it really long and hard to do it. But i just thought like it was a calling, and it was a calling for me to come. And after ten years of being a legislative aid and two years working in oewd, i felt like it was something i had to do. I feel like i almost didnt have a choice. So i definitely want to thank mayor breed. And i know it was hard for her, because that is the place she grew up, and its her home where she lived so she wanted to make sure she had someone in there that could really take care of constituents. And i really want to thank the clerks office, angela and every one of her staff. I mean, when i came on as supervisor, you made me feel like i came home. I just want to say thank you to all of you. Youve just been amazing. You are actually the glue that keeps us all together. I want to tell you that. You really are. Sometimes we do come unglued. And you keep us together. So thank you for being there for us. And the attorneys office, john, i mean, its almost like, you know, you are like the person that i know so well. You come back to the board of supervisors and theres john. And its just so wonderful to have john to come back to. And first thingishes say to you is im sorry first thing i should say to you is im sorry because we give you legislation and you are like how do we do this. But i want to say thank you from the bottom of my heart, because you have taken legislation that we were told we would get sued and it would never happen, and youve made it legislation that we could actually pass, and it will hold up in court. And i want to say thank you. And to your staff, you have amazing staff. And so thank you very much for everything youve done and all the years you have been here, john. You are right here for me. I want to go really fast, president yee, when we were having decisions about board president , i didnt know you that well, but i knew your staff and i knew the legislation that you had passed. And you always were someone that was doing things from the heart. And i just respected your background and the things that you did. And you really deserved presidency of this board. And you had been amazing. I cant tell you why im so happy in the 16 months ive been here that you were board president. So thank you for stepping up to that role, because i know its not easy. And just keeping us moving along in the right direction. Thank you so much. And thank you so much for being that ear when i want to come to you and talk to you about something and just being open. Thank you so much. Supervisor peskin, thank you fos respected you. Ive always respected everything that you have brought up and brought through legislation. Even when you made me bring my business streamlining three times through land use, yes, three times was a charm. But you know what . It was better legislation because of that. So i want to thank you for that. And ive always respected you, and ive always, everything that youve done, youve done it with such integrity, and you are such a policy, it really cracks me up when you catch those things, but no one else catches. So thank you for being so gracious and being there for me. Hillary, we started as legislative aids. Well, you came in a little bit after. And, you know, we bonded as legislative aids, because we both worked in districts that were really tough, violent districts. And we had to i think during the down economy, and we had to really push to make things happen and to address that. So when i came in as a supervisor, and we all worked with safai and you and i worked on the safe parking, and the things that you brought forward, and the things that you really wantedd to make sure were in there made it perfect. It was like the icing on the cake. So thank you so much for that. Thank you for introducing the American Indian cultural district. Im working with them now to make sure that they understand as it goes forward what that means for them. So thank you so much for stepping up to that. Because i know its difficult, especially in communities that are just so ravaged, getting them to work together. So i will definitely be part of that. But thank you for bringing that forward. So i really appreciate it. And its been wonderful to work with you now at this capacity, moving from legislation aid to supervisor. And even though ahsha is not here and is probably having whiskey in his office, im not sure what hes doing. Its his sons birthday. I want to thank him because of the vehicle navigation center. I will be there tomorrow with him. But that was something that when i approached him, he was going for a ban, a straight ban, and for him to back up, and his constituents were not happy, showed me right there that he was willing to work for what i thought was something that we needed to create a solution Creative Solutions. And i just really appreciate that. So ahsha and i hope your son has a happy birthday today. Catherine, you are another one, supervisor stefani, another one that, you know, we came in as legislative aids, and even though i was on the opposite side as far as then i worked for someone we came in to city hall, we were left of the left. It was the green party. And but it was so you were always so gracious as a legislative aid. And you are also as a supervisor. And i just want to say, catherine, thank you for making sure that we are not numb with all the gun violence, because any time something happens, i feel i just want to be numb, because its so painful. And every time you stand up and shock us out of our numbness, i say yes, thank you. Thank you for doing that and being that champion. Someone has to do that. And you are that electricity that comes through and makes us where we are not numb. So thank you, catherine, for everything you do. Supervisor stefani, thank you for everything you do. Your constituents are very lucky they have you representing them. So thank you. Supervisor haney, you know, we share a border. And i share an opinion of you that is really positive, because one of the things i think we both really agree on is that we disagree with the homeless sweeps. And i know a lot of times you get the homeless sweeps in your community, in your district, and then they come to my district and it goes back and forth. And i really appreciate you looking at lets try to have some new solutions. With the mental health, with you and hillary going for the mental health, and realty digging deep for those Creative Solutions. We need that and the homeless solutions. I just want you to know that i stand with you on that. I will always stand with you on that. And im sure we will be working together on making sure that we do things that address the issue instead of sweeping it away. So thank you. Its been an honor to work with you for a year on this board. Supervisor walton, i appreciate all your support. You have been supportive of everything ive done and everything i have tried to do for the Africanamerican Community in district 5. I have come to you and asked you for your support, and you have said absolutely. And it is so refreshing to have someone just step up and say im there. And ive worked with the Africanamerican Community in district 5 for so long, and the thing that they need is that support. And they need that person thats going to fight for them of my and when you took Juvenile Hall and said im going to fight for this, i said thank god. So thank you so much. And thank you for being there. And i know things will be Going Forward like the heritage center, that will be opening up on friday, again, because that vision of a community thats still there for me, and i funded that, so please be supportive of that, and i know you will be, because it has to have some reparations that way. So thank you so much for everything. I know well still be talking about Different Things and looking for solutions. Supervisor mar, yes, i knew your brother much better than you. And your brother and our office used to get in trouble a lot together. But when i heard his brother was coming on the board, i was excited. And i really appreciate you sitting down and listening to the things that we worked on together, whether it was s. B. 50 or the a. D. U. S. I came to you and said can we increase it to have small property owners, you said absolutely, i really appreciate that, because that was going to cover also my constituents. So thank you for being open, always, and talking through things with me. I really appreciate that openness that you have demonstrated. And we share a border also. So there are a lot of things that we had to really look at together. So thank you so much. Supervisor mandelman, i think we are the pot and the environmental twins. We were always doing the cannabis together or [laughs] we were doing things for cannabis and then also environmental. And i really appreciate that i had someone that we could go back and forth with on different legislation and some things that we thought were really important. I appreciated that you really punished through on that. So thank you so much. And that you really pushed through on that. So thank you so much. Being this person that sits next to me, its always important to have someone that has a smile on their face when i look up when its some issue that i just want to stab myself in the leg with. So thank you so much, supervisor mandelman. Supervisor fewer, i didnt know you when i first came on. And i think we went to coffee and talked a little. And after a few months, i realized i think we were cut from the same cloth. But you have much more of a potty mouth than me. [laughter] but, you know, yeah. But you said things a lot of times i wanted to say and i just smirked in the background. But really jumping in with, like, the office of racial equity, also a lot of the American Indian initiatives that we were looking at, you were always saying why not, hell yes, the family tax credit that we put in the budget, and that when people say it was only some more low income families, but it was a lot for low income families. And i appreciate you saying yes, lets do it and really looking at those equity issues. I cant tell you how much im going to miss you. I was going to say too bad i cant come back and work for the city, i could come work for you as an aid. No. So i just want to say thank you for being that person. And we really need people like you here at the board. So i fullon support with whatever you want to do, im there for you. I also have to thank my aids. I have everybody said i have great staff, and i have amazing staff. Maybe because i was staffed for so long, i knew what want and what i didnt want. So some of them are here. I have a new addition, caleb carwin condition sko. What kind of name is that . Okay, ukrainian. He came into my office like many people that come into your office, as a volunteer, as one of those people that were there and was an amazing volunteer. He came in and said what can i do, how can i do it . And he was always there. And i really appreciate it. And when that fourth aid came up and we actually got it, we were all clicking our heel hells, you were the one i said has to come in and be the fourth aid so thank you for your work. Even though it was short, it was amazing. So thank you, caleb, so much appreciated. My other aid derek remski. Derek is the one that talked tomb making sure that brick and mortar businesses took cash. And i was so impressed, because right there he went into a mode that i would always go into for equity, because when we look at this, people who dont have wash, i mean theres a huge list of people who dont have cash. Its an equity issue. So derek, thank you for bringing those kinds of pieces to me, because you knew thats the kind of stuff i wanted to grab on and run. Also for managing my calendar. Any of us that have a legislative aid that manages the beast of the calendar, thank you for taking that and managing that calendar. Sometimes i would get grumpy and you would just say, okay, so thank you for really stepping up and doing that and you also were so meticulous with the m. T. A. , our t. A. Packets, all those things that just really needed a good reading. And thank you so much, derek, for always being there and sometimes driving picking me up off the couch and driving me home and dropping me off. I appreciate it. Thank you so much. And my aid juan carlos, he was the firstaid i brought in. I knew him from oewd and he was probably the first one i said will you come down with me. And he said hell yeah, and i brought him to the second door. Youre an amazing man. You are very humble. Many people dont know you have a law degree and you were educated at stanford. So many people dont know that because you dont announce that. You are humble. But you are so smart. And you dive into any legislation that we were doing, whether it was building making sure we had a High Percentage of Affordable Housing with those projects coming through, you dove in, and you got exact number that made sure we didnt kill that bill. I cant even believe the kind of thoroughness that you did with that legislation. Thats one of the reasons i you know, and also with business streamlining, i mean, you kept going and kept refining it and refining it. Thats the kind of people we need at city hall. And im so proud that you were my legislative aid, and you were the first one i drug in to take that. And that first week was hell, and im so sorry but you did an amazing job. You still do an amazing job with all the different legislations that you have brought through. And then last but not least, shakira simile. But shes in italy right now. We call her shak. I say to her if i had a daughter, it would be shak. When i brought her in, i knew her from working for buy right community development, also working in the southeast part of the city for p. U. C. , her she is a warrior, a a warrior with a huge heart. When we talked with her about the office of racial equity, she said absolutely, womens rights, reproductive rights, she was there. I am so proud of her. And even though she is not here today, i know she is feeling my love and our love. And i have to say, all my staff are, they all have secured jobs with the city. And the city is so lucky to have them. Shakira will be opening the office of racial equity. So really happy about that. Juan carlos is going up to do policy at oewd and the other two are moving through i wont announce it yet, but they are moving to really amazing opportunities in the in the cit. In this last 16 months, passing 31 pieces of legislation and half of it ordinance is because of my colleagues and doing it unanimously is because of you. I dont say its because of me. Its because i was able to work with amazing people, smart legislators that care about this city. And im so proud to have been part of it, even if it was 16 months. To the residents of district 5, you know im not going anywhere. I was an activist before i came into city hall, before i became a supervisor, and im an activist again. You know im going to be there for you. And you wont have to worry. Im going to be fighting for everything that we believe in and everything that needs to be done in this city. I might not be on this side, but as supervisor peskin said, ill be on that side when i need to be. So thank you, everyone. We have to go home. We need to eat. Take care. Thank you. [applause] so supervisor brown, we cant go home yet. Sorry. We got a few more things. So this particular thing will be a threepart piece, here. First we have to approve this commendation. Then something that i dont usually do, which is to read a few of the clauses. But since its so small, i cant read it. I need my eyes over here, supervisor fewer will do that. And the third part is for you to accept it and hopefully we take a photo. Okay . So we have a different house right now, so madame clerk, can you call roll . Mr. President , we are going to read that, you should do that first before we take the vote. Im sorry. I didnt hear. If you are going to be reading them into the record you should do that before we take the vote. We could do that too okay. Supervisor fewer. Yes, president yee has ad southeast me to assist him in reading has asked me to assist him in reading this. Commending and honoring supervisor brown for her decades of dedicated service to San Francisco and her service as a member of the San Francisco board of supervisors, this is resolution number 52219. Whereas clauses i will read the last three that are of the resolve. That is San Francisco board of supervisors recognizes supervisor vallie brown for her service as the first person of native American Heritage to serve on this board which meets on traditional unseated lands and be it further resolved this board commends supervisor brown for being a model of courageous leadership as well as devotion to Public Service and to the constituents and communities of district 5 and San Francisco and be it further resolved that a suitably engrossed copy of this resolution be tended to supervisor brown as a small token of the esteem, affection and respect in which she is held by this board of supervisors and to express to her their appreciation for her service and high hopes for her future. So madame clerk, call the roll. Is there a conflict of interest . Do you have to recuse her . No, i dont believe so. Item 54, supervisor mandelman. Aye. Mar. Aye. Peskin. Aye. Ronen. Aye. Safai, absent. Stefani, aye. Walton, aye. Supervisor yee, aye. Brown, aye. Fewer, aye. Haney, aye. There are ten ayes. This commendation, the resolution is adopted. Can you please accept it, supervisor brown . [off mic] [off mic] okay. We are getting there, folks. Madame clerk, can you read the imperative agenda item . We have a imperative agenda item, it is a resolution commending the artist, the native Sons Building and the environmental profit one atmosphere for coming together to create the mural depicting environmental activist greta and amplifying a call for action against Climate Change colleagues, we have a imperative item that was received after the deadline, pursuant to 4. 25 that without objection we will proceed with consideration. This item requires the board to adopt two separate findings by eight votes before we can consider unanimous adoption on the resolution itself. The first is the sunshine ordinance finding that this resolution is purely commend tory and the second is the brown act finding that this action came to the attention of the board after the agenda was posted. Can i have a motion to approve these findings . So moved moved by supervisor peskin, seconded by supervisor ronen. And without objection these findings are approved. Then supervisor peskin, would you like to Say Something else . Thank you, president yee and colleagues and madame clerk for your indulgence in this relatively rare matter. And thank you for passing the purely commend tory findings pursuant to the sun commend tory findings pursuant to the sunshine act. This came to my attention last wednesday. Because it is quite important to the native Sons Building and it is important that they be commended, given situations within their organization, it is critical that it happen before next week, so i would like to make a motion for the brown act findings. I made the motion. It was made already. So those findings have been made after the fact and colleagues, i commend this resolution, commending the artist and the native Sons Building and the environmental nonprofit one atmosphere for getting together and creating this mural at 420 mason street in district 3. Thank you for your indulgence. Thank you can you add me as a cosponsor . Okay. Are there any other Public Comments on this item . Seeing none, Public Comment is now closed. And now on the substance of the interactive of the resolution itself, can we take this in call . Without objection, the resolution is passed unanimously. We still have closed session. I believe thats the last. Madame clerk, please call that. Item 53 is a closed session with the board of supervisors to convene for the purpose of conferring or receiving advice from the City Attorney regarding the following existing litigation in which the city is the petitioner and the pacific gas and pacific gas and Electric Company is an adverse company. Okay, colleagues, Public Comment was already taken on item 53 during general Public Comment, so we will now convene in closed session. So members of the public, we ask that you exit the chamber and the sheriffs lock the door behind them. We will reopen the chamber once we finish with the closed session, and the public will be. Okay. We are now back in open session. May i have a motion that the board finds that it is in the best interest of the public that the board aelect not to disclose its closed session deliberations . Motion made by supervisor peskin, seconded by supervisor brown. Without any objection, we will not disclose your closed session deliberations. Can i have a motion to continue the item . I would like to ask this be continued to a closed session on the 14th day of january of 2020. Is there a second . Seconded by supervisor roaning. Without any objection, this item will be continued to a closed session on january 14th. That brings us to the end of you are agenda. Is there any further business before us . Todays meeting will be adjourned in memory of the following individual supervisor peskin. Thank you. We are now adjourned. Good morning. Thank you so much. I am mayor london breed. I am excited to be here today joined by supervisors safai and vallie brown. This, as you all know, is a representation of a lot of the work that we have been doing in San Francisco t to come up with Creative Solutions to address homelessness. We have to understand sometimes it is not one size fits all, and trying to understand exactly the challenges that people who are homeless are dealing with and meeting them where they are and getting them the help and support they need to transition into a more permanent stable housing situation is something that we care about. This is why we have been fighting so hard to build more shelter beds, to look at places that are under utilized space to identify weighs in which we can have temporary or permanent space for shelter to allow for a situation like this where we are taking a parking lot slated for 100 Affordable House anything the near future and using it when it is not being used for a place for people to safely park, get supported services and resources and make sure that we are able to help people transition into a permanent situation. I will say that i am really proud to work with two individuals who have been the leaders in this effort. Starting with the board of supervisors and understanding there are so many people before the Homeless Count was released that showed we had an increase in the number of People Living in vehicles. These two supervisors led the efforts around solutions around safe parking for those who unfortunately are sleeping in their vehicles. As a way to provide a safe place like where we are standing here today. In october of 2019, the city counted over 700 occupied vehicles in San Francisco, both passenger cars and rvs so we know that this is something that we need to provide a solution for. I want to be clear because the first thing you hear from folks it is not enough. It is better than what it was. There was nothing in the past. Now this is an example. This is not from my understanding what we are trying to propose here today is not something that we are familiar with anyplace in the United States where this is happening and actually has a track record of proving successful. We are stepping out to be the first to try something different, that we are hoping could work to support people that we know need support. I want to thank not just the supervisors but i really want to thank urban because they are the ones that you will hear from them in a minute. This program is absolutely incredible in the Civic Center Area and other places throughout San Francisco working with so many vulnerable population of San Francisco, helping to keep the neighborhoods and civic center and downtown area safe and clean and accessible and treating people with respect and dignity. I appreciate the work they are doing. I also want to appreciate the lake view omi community. Mr. And mrs. Harris are here and steve and others. This is not something always popular to do. Not only did supervisor safai lead in this effort to have Community Meetings to talk about this location used for this purpose, he really took a lot of hits from the community and, fortunately, so Many Community members were open and willing to allow this use to take place, and we truly appreciate the neighborhood for allowing us to do this on a temporary basis. This Vehicle Triage Center is something, i think, that can be potentially duplicated throughout San Francisco. Ultimately, the goal is to get people into safe Affordable Housing that is really the goal of this. This is a way to bring people inside, to provide showers, to provide restroom facilities, to make sure that we are doing it in a way that meets people where they are and treatings them with respect and dignity. I am grateful to be here today to kick this off. I do want to say that a lot of work through the Mayors Office on homelessness has gone into identifying all over San Francisco people who are living in their vehicles and trying to create, you know, a way to know what already exists. I want to make it clear that this is not an open invitation to people in other counties to come to San Francisco because the fact is we have a long waiting list of people who we have identified and they will be our priority along with other unhoused individuals who sadly are sleeping on the streets. We, of course, invite other counties to look at this as an example and to do their part in addressing this issue. This is not just an issue unique to San Francisco. This is an issue that impacts the entire state of california. We are hopeful we will partner in the near future to talk about ways to move forward with Solutions Like this and others to make sure that San Francisco is not the only city and county bearing the burden of the expense of doing unique things like we are doing today. With that since the rain is coming down and you guys know i dont like to get my hair wet. We are on dangerous territory here. I would like to introduce the supervisor safai. [applause] we will pause for mayor breed to have an umbrella. laughter you know, i want to say i think this is historic day in San Francisco. I know that people have been talking about doing safe parking in one form or another for over a decade, but truly we are standing here today because of the individuals that stand behind me. We had a situation where i went out and told the story a few time also. I went out on Christmas Day with my daughter. Santa had gotten her a bike and we went to the playground and the street was lined with People Living in rvs. I thought what is happening . So i called s. F. M. T. A. , got started getting calls from neighbors. They were saying they wanted these cars removed. I think that the knee jerk reaction in these situations is to just think about the vehicles but not think about the individuals that are occupying these vehicles. These are folks that are human being just like you and me. They are working, often times students, often times they are veterans, they are people who are productive members of society and want to be respected like you and me. I will tell you, my knee jerk reaction was to call and say where are the signs, we need no overnight parking signs up. S. F. M. T. A. Said we are going to pause, we are not going to keep doing this. It just pushes people from one block to another. Then i got back to my office and there was a photograph of a young woman living in an rv, and it was a handwritten note from supervisor brown that said lets work on this together in a humane way. That really caused me to pause, and i walked into her office and i said dont blind side me like that again. We kind of had a laugh, but the truth was i said you are right. We have to do this the right way. We buckled down, the staff buckled down and wrote a piece of legislation. We went around the bay area and looked at best practices. We crafted a piece of legislation. The reason that this is able to happen is because of that piece of legislation. We also march would into marched into may or breeds office. Mayor breed you walked. There were two of us. We marched. We had an uncomfortable conversation. By the end, the mayor committed money, and she challenged me. Are you going to put one of these in your district . I said i absolutely am. I know where we can go. I called Mission Housing development. They had gotten control of this site. I called jeff and we had a conversation to say can this be the first place where we do safe parking . Fast forward. It looked like once the census came in that there really was a justification for doing this. Out of the increase in homelessness, 70 of the increase and i think it was 13 increase in homelessness, 70 are living in vehicles. If now, was not the time then it would never be the time. We did that. The mayor allocated over 1 million for this effort. We engaged the community. As the mayor mentioned, steve and the reverend. The improvement association, 45 individuals in the room and we took a vote. After that vote it was a unanimous vote to proceed with this. We had a Community Meeting and 600 people showed up. By the end an and mary and i wil tell you we never have 600 people show up for a meeting. It leaned towards support. We wanted to be the first and share in the responsibility of dealing with the homeless crisis. I want to thank the mayor and i want to give a special thanks to the department of public works. We would not have been able to move as fast as we would if they hadnt been able to get this ready you see the solar panels, security cameras, lighting, privacy fencing, restriping, bathrooms, office space and urban will be here on site 24 hours per day, at least two individuals. We have the captain, liaison with the bart police. Wwe are working with s. F. M. T. A. Yes there will be tough loved involved. When we go out to proactively move people out of the streets where they are living in vehicles, we are not going to invite more individuals to occupy those spaces. S. F. M. T. A. Will put up the signs to encourage people to omentalis these spaces. Myself and soon pe supervisor bn called for a meeting. President yee is looking for a location. Supervisor walton is looking for space in his district. It will be a humane way. I want to thank everyone today. I want to thank the individuals that made this possible, and we are going to continue to look to expand and make this model a successful model. As the mayor said, in one year we will break ground on 100 Affordable Housing on the site. We will see what works, what i am provements can be made and how to do it better and how San Francisco can lead throughout the bay area. I will introduce supervisor vallie brown my cosponsor in this effort. Thank you, supervior and mayor breed. It was over a year ago that i did send a photo to his office of me living in a van when i was 13. As some of you know, my mom had odd jobs. She was always struggling to make ends meet. There were times she didnt have enough money for the next arent. She would borrow a van from a friend and we would live in the van until she was able to get money for the next apartment. As a child of 13 living in a van, there is a lot of struggles. There are things you have to wear a bathing suit all of the time. Why do you wear a bathing suit . Because you went to the gas station to rest up. You couldnt be naked. You had to have a bathing suit. You had to do homework before sundown because there was no light only a flashlight. You had nowhere to cook meals. These things that we dont think about are things that you think about when you live in a vehicle. You have to plan your life so carefully when you live in a vehicle. And i have to say the things sometimes are meant to be. As a child i dont have many photographs of myself. We move so much and you lose things. I found this photo of me living in the van at 13. I felt like it was meant to be of me moving forward to say why arent we thinking differently about housing people . Helping people that are struggling . Iit is a thin veil from from being homeless on the street. I never tried t to do a this wih you. You never know who lives in these vehicles. Thank you may or breed for putting the money forward because it was 1 million to say lets try this out. Thank you to this community for stepping up to say let us be the first. I absolutely feel we are going to need more through the city like we need navigation centers, homeless centers, we need more. This is the beginning. Thank you everyone for coming and for sharing and supporting. Lets move forward. Thank you. [applause] the folks that will manage this is urban. They are the wantings who have been doing an incredible job with the civic center, ambassadors of the community. Managing the public toilets or overseeing public spaces in other areas and trying to get people help and support, and in some cases connectedded to the Homeless Outreach team. This are an invaluable resource in San Francisco. The person in charge is lana miller. [applause] thank you, mayor breed. Thank you. I want to thank everybody who allowed us to be part of this effort. It is very, very important. As we see homelessness is continuing to increase all of the time. We are tasked with continuing to find ways to deal with it. A lot of people, sometimes people get frustrated in the city and there is a lot of that. What i see from my perspective because as mayor breed said we are all around the city in every intersection where you see a mix of homelessness and Mental Illness and addiction, there we are. From what i have seen from that perspective and talking with people from all over the country is this situation is only getting worse. We are not in a position to say we dont want to deal with it. We cant deal with it, we must deal with it and we must find creative ways to address people with love, with respect, with dignity. As supervisor brown said, that used to be her. It used to be and is a lot of our family members. It is not going anywhere. It is up to us as human beings to find ways to scale up. What we saw with the fires recently is that a lot of people are now living in their vehicles. I think when we see more and more people displaced through Climate Change we are going to see more and more people who are living in the streets. Now we have to get in front of this. I am really, really honored to be part of the thought partners who arent saying it is somebody elses problem. We need to find a way to get people out of here so people feel comfortable, but people putting their headins together o find creative ways to address this with love and dignity. Eventually we all have to scale. Thank you very much. We are really great full for the opportunity to be part of this. [applause] thank you. Our last speaker today is a person who grew up in San Francisco in the bayviewhunters Point Community and one of the first clients that we will work with here, sandra youth. applause hello, i am sandra hughes. I was born and raised in San Francisco. As a child i experienced a lot of trauma. As a result i have struggled most of my life with trusting anyone. Even those who want to help me. I am currently home less and i live in my rv. The neighborhood around me has changed. Where i used to ride my bike as a child, there are businesses. The Community Members yell at me not to park there, to move away. They treat me as if i am less than human. I wish they could understand i dont want to live in the rv or have to park there either. I want what everyone else wants, safety, dignity and a community. I dont feel safe living in my rv. It has been broken into five time also. I am scared every night when i try to sleep. I dont feel safe around people. Shelters are not an option for me. When the team told me about the vtc opening up and gave me information, i thought the opportunity to move into the Vehicle Triage Center with my rv would offer me safety and security. Maybe i could learn to build trust with people until i can find stable housing. I want to have a key for my apartment, i want to connect with my family. I want safety. This would be a first step in the feeling of safety my allow me to heal and rebuild my life. Thank you. applause thank you again for sharing your story. As you can see we have a lot of work to do in the city. Part of it is the opening of this parking lot as a safe place for people to park, but ultimately it all goes back to housing. You feel like i repeat this over and over again. It is not just the money necessary to build housing. We know San Francisco is one of the most expensive places to build housing in the first place. It is also about having the courage to cut back on the bureaucratic red tape so we dont have to wait years to build housing so that people like sandra and so many others sleeping on the streets have a place to call home. This is what we will continue to work on. Yes, we celebrate a milestone that we have this parking lot for people to park safely, but, ultimately, they nehousing. We have to do a better job as a city to build it. Thank you to the department of public works, the hot team and be the work you do on the streets, thank you to the San Francisco Police Department and the folks who work with us. Wrap it up. It is time to go. Thank you. [applause]. Good morning, everyone. The meeting will come to order. This is the december 6, 2019, special meeting of the budget and finance committee. I am chair fewer.
