Providing will do just that. Eco blitz, i dont know who came up with that name, but why not, it is an effort to invest even more resources into cleaning and greening the downtown area so that people who visit this area, so that people who shop in this area and people who work in this area have a clean, safe, green place that they can enjoy their experience in. Today is about the enhancement that we need in order to make San Francisco a better place. I dont know about you, but im tired of people talking trash about our city. It is time that we continue to do whats necessary to create a different environment, a different way in which how we take care of our city and it starts with more investment in areas where we know we have lots of people who are walking, who are catching munimobile, who are working, who are shopping. We are going to make San Francisco better now during the Holiday Season and in the future because of our new investment. We are excited about what this is going to do to enhance the experience in our downtown community. Thank you all so much for being here. At this time, i want to introduce our city administrator , naomi kelly. [applause] thank you for the love our City Campaign. Thank you to mohammed and the public works crews and teams. It has been 20 years since we have been doing this. I cant tell you how important it is that we love our city and keeping it clean. Thank you to karen from the Union Square Business Improvement District for partnering with us. I go out once a month with my family to the Community Clean team. We hit different neighborhoods. I cant tell you how important it is because a, not only are we upping our loving our city and giving back to our city, but im bonding with my family. I am meeting different neighborhood associations, merchants associations, different public works crews, different downtown streets, everyone is coming out. It brings everyone together for common cause keeping our city clean, keeping it sustainable, and giving civic pride. This is why these events are very important. I also oversee the citys 311 call center. It is a 24hour operation where we have folks taking phone calls from different residents and many of the phone calls are about graffiti removal, illegal dumping, downed trees and encampments. Theyre very much a part of working with everyone here so that we know where the areas are that we need to focus and keep clean. I want to thank everyone again for being here today and taking pride in keeping our union square, our Market Street corridor and all of San Francisco clean. Thank you. [applause] all right. Before i introduce our next speaker, theres quite a number of people to acknowledge. The echo blitz is coming together of everybody. It is like a village. It brings all types of city departments, the community, the businesses and everyone together so that is what an eco blitz is and rec representing the port is byron matz. Please give him a hand. Tom maguire from m. T. A. Is here. The police department, chief bill scott, all of the officers making sure we are safe. Recreation and parkas here. The department of environment is here. Give them a hand. Our fire chief is here. Give her a hand. Our office of Economic Workforce Development and our partners at recology. [applause] we are also joined by several Community Leaders and these are partners that we are working yearround year in and year out. They have stepped out for the Holiday Season. They have been part of this campaign. A few weeks ago we went to all these various neighborhoods and we did a punch punchlist. Now we are all out of work with all the agencies and community works, making it able for the city to shine. I want to thank Randall Scott from the fishermans wharf, captain marvin from the Community Benefit district, Andrew Robinson from the east coast Community Benefit district , and speaking on behalf of all of those Community Groups , i will ask karen to come up and say a few words. [applause] thank you, mohammed. Good morning, everyone. I am the executive director of union square. As mohammed mentioned, we are here at the historic cable car turnaround, also known as the gateway to union square and to San Francisco. Here in union square all of our merchants and hotel owners are getting ready for the holidays. They are putting the finishing touches on the holiday windows. The ice rink has opened, the tree is up and it will be lit the day after christmas. We are getting ready to have an even cleaner and safer and festive Holiday Season down here we are looking forward to this. This is our most favorite time of the year. I would like to thank madam mayor for suggesting that we bring back the eco blitz. It is sort of like when you have family and friends over for thanksgiving. You have to clean up the house and clean up the living room, but visitors are coming and that is what we are doing. Thank you so much, mayor breed forth adjusting the eco blitz, and also for making it making it a priority. It is really so important for us down here. Thank you to mohammed newer with public works and for sending us all of your team. We spent last week with them. A big round of applause. Absolutely. Here they are. Easily recognizable. And we walked the district. We developed a punchlist and we will get some curbs painted. We needs some help from m. T. A. On that. We will build potholes, we will plant flowers. I heard that was already done. We will shine of up these bricks right here. We are going to do a deep clean and we really appreciate it and a comp went all the work that our team here has done. Thank you so much. Also to add another round of applause. Yes, yes, yes. Good job. And this service has already enhanced with the Property Owners down here just recommitted to. We recommitted to the bid for 10 more years which means committing assessments to the tune of about 6 million. This is a 60 increase. You will see more of these folks in red out and about, especially in the afternoon and evening, keeping the area cleaner and safer. We will be upping our Pressure Washing of the sidewalks to weekly. We are excited to have a new toy we have this new machine right behind you. It is super cool. It is a vacuum. We are getting our vacuuming done here. It works really well. It helps with the morning crew. [cheers and applause] absolutely. So as mohammed mentioned, a lot of the other communities are also getting an eco blitz. Theres big events down there, too. I know the auto show is happening. Join us for that. If you havent been down to union square in a while, please come down. Theres so much to do. There is a harry potter show going on. I mentioned the tree lining, and shopping. Lots of shopping. Thank you. We have some really nice shops here. Make sure you stop by. Finally, stockton street is open central subway has cleaned up stockton street. You can drive down and we are going to move the winter walk over to grand avenue. Please doing us there. That is a level of cleaning that we will get down to. We have a long punchlist and we will work hard and make sure that our city continues to be clean. This is the most beautiful city in the world. We started two weeks ago. We are starting today in tenth city. When you visit these neighborhoods, you will see crews getting ready. We are bustling and getting ready and cleaning for the winter. Please say hello to them and thank them for the work that they are doing. Again, this program will be in full force. Many of the neighborhood commercial areas, please visit them. Spend some money and make sure people who come to San Francisco have a great experience. Are we going to make sure that happens . [cheers and applause] this is part of our love our City Campaign. And the eco blitz will be there for public works reminding people and Property Owners to do their part. The mayor said it, the agencies alone cannot do it. All the businesses and everyone has to do their part. Right . We will be out there reminding them to do their part and love our City Campaign is on. I want to thank you all for coming. Im jane a Program Director for the state of california i have the privilege of working on special Technology Projects for the depth of the technology a passion for helping people and a passion for doing work that makes a difference and makes me feel good at night and i think about what i did today and helping every Single Person in the city as. A Technology Professional a need for more women and more women in leadership roles the diversity and the leadership pipeline is an area that needs a little bit of love. A lot of love. A whole lost love. Ill contribute for the change for womens equality by showing up and demonstrating that the face of success schizophrenia came come in a variety of corresponds. Theyre a lot of roadblocks for San Francisco when it comes to our proposition and finding a play for information that has how to start and grow management so we started to build the San Francisco business portal not just consults or the taxpayers and voters theyre actually customers we are the government serving the consumers in our neighborhood i point to at least one best that i personally touched with one way or another and makes me feel good about the projects like the business portal and in embarking on this new exciting journey of finding better and efficient ways to deliver services to san franciscans i sit through a lot of Senior Management meetings im the only woman in the room i know that our c i o is tried to recruit for women and a male dominated environment. Ive felt unbounded and inspired to pursue a lot of things over time i recognize to be cricked in ways i didnt anticipate you know ive followed the calling but now put me in a position to spend most of my time doing things i love this is the whole point; right . You ought to feel inspired in our work and found opportunities to have youre work put you in service for others and happy doing what youre spending so much time. My father was a journalist lift and my mom a teacher when we finally decided to give up their lives because of me and now i actually get to serve the city and county of San Francisco it makes me feel really, really good not this didnt happen overnight ive worked my entire life to get to this point and much more to learn and i have a lot of changes ahead. Really think about what moves you what youre pats about and trust that you are sufficient and enough where you are to begin and then is her that you are being tenacious about getting to the next place in the evolution but by all means start with you are and know thats enough once i got the hang of it a little bit, you know, like the first time, i never left the court. I just fell in love with it and any opportunity i had to get out there, you know, they didnt have to ask twice. You can always find me on the court. [ ] we have been able to participate in 12 athletics wheelchairs. They provide what is an expensive tool to facilitate basketball specifically. Behind me are the amazing golden state road warriors, which are one of the most competitive adaptive basketball teams in the state led by its captain, chuck hill, who was a National Paralympic and, and is now an assistant coach on the national big team. It is great to have this opportunity here in San Francisco. We are the main hub of the bay area, which, you know, we should definitely have resources here. Now that that is happening, you know, i im looking forward to that growing and spreading and helping spread the word that needs that these people are here for everyone. I think it is important for people with disabilities, as well as ablebodied, to be able to see and to try different sports, and to appreciate trying different things. People can come and check out this chairs and use them. But then also friday evening, from 6 00 p. M. Until 8 00 p. M. , it will be wheelchair basketball we will make sure it is available, and that way people can no that people will be coming to play at the same time. We offer a wide variety of adaptive and inclusion programming, but this is the first time we have had our own equipment. [ ]. Good afternoon, everyone. Hi, there. [applause] so my name is jackie flin, im the executive director of the a. Philip Randolph Institute, San Francisco. I want to thank everyone for taking the time to gather with us as we prepare for the thanksgiving holiday. Thanksgiving is a time when families reflect on the hard work and sacrifices made throughout the year. Traditionally we celebrate a harvest, one nurtured by our elders, gathered by hard working parents and gathered by people who care. All year we make sacrifices so our children can play, learn, grow grow, and this thursday, enjoy the feast. In San Francisco, we are putting families first. Im humbled to lead an effort in leading the largest turkey giveaway in San Francisco in which 5,500 families in need will receive a turkey. [applause] im honored, supporting the citying across the city. Its an honor to introduce someone who works tirelessly. Shes creating a city where no families and no children are forgotten or left behind. Shes realizing the dream of the city with opportunities for all families to thrive. Please welcome the mayor of the city and county of San Francisco, mayor london breed. [applause] hello i love coming here. Every time i go here, i get more and more excited. Im excited about this community and all the Amazing Things that continue to happen here. And i want to start by thanking a. Philip Randolph Institute for all their incredible work. [applause] thank you. And also a special thank you to the folks at bayview station and all the officers. [applause] our police chief bill scott is here. Our fire chief, Jeanine Nicholson is here. And let me tell you, it does take a village. I know we got today is really about giving. And let me just tell you, it is really a blessing to be a blessing. And i know that in so many ways, we are going to be handing out turkeys here, thanks to foster farms and whole foods, but we also know that many of you who are cooking those turkeys are going to be sharing them with your family members and neighbors and friends. [applause] so i want to take this time to acknowledge and thank the folks who are here volunteering. Your supervisor watson is here as well. [applause] but i also need to pause and explain to all of you why the mayors of san jose and oakland are in the house. [applause] let me explain. See, what had happened was we had a bet and a couple months ago, we had a bet, first it started as the battle of the bay, we are battling for the bay. To clean up the bay, to clean up our city, to love our cities, to show love and respect to our community. And let me tell you, first the bet was between me and oakland mayor libby schaaf. [applause] and then at the last minute, mayor liccardo was like hold on, i want a piece of that. So he joined in. [applause] but guess who won, San Francisco. [applause] but let me explain, mayors. Let me tell you. We had not only the most volunteers, we had the most volunteers from the Bayview Hunters Point Community in the citys history. The bayview showed up and showed out. That we have more volunteers but oakland collected more trash. So they won in the trash collection, because we couldnt find stuff to pick up. [applause] we cleaned up our city. But the fact is, let me explain, let me explain, mayor, let me explain. The fact is we are all one bay area. We are all one community. We work as partners to address some of the most challenging issues that you all know we face around homelessness, around housing affordability, and we know that the only way that we are going to get to a better place is not if we work in isolation but if we come together. And this was an opportunity to come together and have a little fun. [applause] so im wearing my giants, even though they was losing and stuff. I still love them. I still love them. Im a giants fan. I still rep, even when they losing. Im going to still rep the warriors even when they losing. We share the warriors. But them niners though. [applause] so just i am just let me tell you, and im going to let our mayors have a chance to say a few words, but im so happy to be here. I feel the love. I feel the energy. I feel the excitement. And thats what makes this an incredible community. You all make this an incredible community. And as we continue to address some of the challenges, we are here to make better decisions so that future generations who grew up in what we know followed the conditions that existed when we were younger or when you were at the old one, we cant let that continue to happen in our city. And thats why were changing things for the better. [applause] yes. You all know im from o. C. , but i love double rock, i love hunters point, i love this city. And my plan is to continue to work with you all to make it a better place for all of us to grow and to thrive and to be safe and to prosper. So with that, i want to turn the mic over to the mayor from oakland who is going to talk a lot of mess. Oakland mayor sam. [applause] thanksgiving. I cant talk mess on thanksgiving. No, im not putting that on. [laughter] [off mic] to come together. Maybe at the end ill put it on. All right. You know, like london was born and raised in San Francisco, i was born and raised in oakland. [applause] we say in our house, we never ate blueberry muffins, we only ate vita blueberry muffins. Thats why the battle for the bay was a reminder to everyone that, you know, the environment doesnt care whether its in San Francisco or san jose or oakland, right . It doesnt care. We have to Work Together to take care of our precious resources. And thats why, really, everybody was a winner in the battle for the bay. Because we got together like 6400 volunteers in one day in our three cities, caring for our environment. [applause] now, the reason im not putting on that janky orange hat. You may not make it out of [off mic] [laughter] like i said, the reason i am not putting on that janky orange hat. [jeers] is because while San Francisco had more volunteers, oakland picked up so much trash, literally more than 109,000 pounds of trash. [applause] it was more tonnage than these two cities combined, okay . Okay. Now, and sam said, oh, you must have dumped out the dumpsters. I said i wish that were true. We actually had that much trash to pick up. But here we are in thanksgiving. And this was a fun bet because part of the bet from the beginning is that the three of us are going to be going to each others cities, and i look forward to seeing you in my city and yes, you are going to wear that orange hat, but we are going to be volunteering together around issues that matter to all of us. Because poverty does not care about municipal boundaries. Income inequality, homelessness, housing insecurity, housing shortages, they dont care about what city youre in. We know that just like challenges dont stay confined to municipal boundaries, neither do solutions. And that is why the three of us here, hold my hand. Hold it. [applause] we are here to Work Together. Together. All right . And this beautiful region of the bay area is going to have some opportunities to start thinking of ourselves as a united family. The holidays are a time when we think about family. And its our job to make sure that you feel like you are a member of my family. All right . [applause] [laughter] [cheering] all right. [cheering] all right. Im going to step away from this microphone. So that bay area, we are one bay area. We have to see every person here as a member of our family. And we are going to be working together more and more and more to make sure that the bay area sees its own family and that we take care of our family members a little better than weve been doing. He said he jumped in there like less than two weeks, i think, and pulled some stuff together. And then he not only came with me here to hand out turkeys, we hit two other locations before we even got here, so, ladies and gentlemen, san jose mayor, sam liccardo. Thank you, mayor breed. Well, thank you all and happy thanksgiving, everybody. Mayor breed, you are absolutely right. This is an incredible community. And thank you all for welcoming me so warmly. I appreciate it. [applause] yes. You know, it wasnt like this all the way. The first place we stopped at, the occur turkeys were late coming in and they were all looking at me. And they were looking at me saying hey, the turkeys are late. And i thought they were talking about the politicians. [laughter] but in fact the turkeys really were late. So i just wanted to say im a lot happier to be here because the turkeys are here. It is great to be with all of you. I love coming to San Francisco. And i really appreciate both my [off mic] thank you very much. Thank you. [applause] i appreciate what both my colleagues have said about the fact that we need to Work Together. Around affordable housing, transportation challenges, deal with poverty, all the challenges we know we face, together. I will point out, however, that mayor breed, although we got in late, we did get more than 1300 volunteers out there. [applause] so you can be sure that next year, we will be ready. [applause] and i am glad that mayor schaaf said they picked up more trash in oakland because you know how hard we have all been working to decrease trash, specifically here in bayview. We got a long way to go but i think this means we are starting to get some things together, because theres less trash on our streets. We did a response from d. P. W. , we get a response from ecology. Long way to go, working on legislation to address illegal dumps, but we are going to do everything we can to make Public Housing the place to be in San Francisco. [applause] i know weve had some real tough conversations around parking here. To make sure our safety, to make sure our communities are safe. We are working on a plan with sfmta to increase more parking off the property while we continue to work towards other solutions. We are hard at work for this Community Every day because we love you. You all know i live right around the corner. I see you every single day. So thats not going to change. But when is the last time we had three mayors come and hang out on double rock . [applause] so there will be no isolation, we will be working together to make sure the heaviest comes to our cities and community and of course our focus in district ten. I love all of you, happy thanksgiving, thank you so much for showing up. A wonderful community. It is very important. [applause] one last thing, im sorry, mayor. A lot of you showed up at rules Committee Last week, because you know the mayor and i and my colleagues, we are pushing preference legislation so that folks who used to live in all our hope sf Housing Communities get to come back home. They get to come back home. [applause] so as we continue to revitalize, continue to rebuild, brand new housing, some of your family members, some of my family members that have been pushed out of the city will get to come back and live at home in the community. So i want to thank the mayor, most of my colleagues for helping to make that happen. [applause] and all of you. All right. The president of your tenants association. Come on up [cheering] shes like a cheerleader back here like go, go, go. I dont know how you feel but i feel so blessed. Thank you. This is a great event. We have three mayors coming out to our community. And thank you so much, mayor london breed. Thank you all of you, for sticking together. Thank you officers, thank you so much. To god be the glory. Now as we think about the Holiday Season, let us remember one another in this community. We are one community. We are one city. And it is our responsibility to do a better job of taking care of one another. Thats what creates a better community. So during this Holiday Season, when you know if there is a senior who may not be able to cook, make sure you look out for the seniors. Make sure you bring them a plate or do something nice to support your neighbors, because thats what having an Amazing Community is about. My grandmother who raised me passed away in 2016. And i would do anything to spend this thanksgiving with her. And so when i spend time with the community, it makes me feel really connected to what she used to do when we grew up in plaza east, o. C. And ms. Brown, we didnt have much. We had that free food are coming in the white box and the government cheese. The macaroni and cheese and everything. And let me tell you, people would not knock on the door. And im like mama, we dont have that much. And she would give food to people, and she said so what, girl, you big enough. Here, share. [laughter] lets share, lets come together, lets remember why the holidays are important. Its about community, its about family, its about love, and its about being a blessing. So thank you all so much. Lets get these turkeys handed out. [cheering] so thank you, everyone. Just a few more thank yous before we get out of here. To our San Francisco housing authority, we couldnt do this without you guys. Thank you tonya. [applause] i also want to thank bill of our California Poultry Association that worked with foster farms to include an additional donation. And last but not least, our rec and Park Department for also helping the distribution of the 5,000 turkeys across the city. So why dont we go ahead and move out the way and let our residents come on in and get these turkeys. Thank you. [applause] [applause] [ ] i just wanted to say a few words. One is to the parents and to all of the kids. Thank you for supporting this program and for trusting us to create a Soccer Program in the bayview. Soccer is the worlds game, and everybody plays, but in the united states, this is a sport that struggles with access for certain communities. I coached basketball in a coached football for years, it is the same thing. It is about motivating kids and keeping them together, and giving them new opportunities. When the kids came out, they had no idea really what the game was. Only one or two of them had played soccer before. We gave the kids very simple lessons every day and made sure that they had fun while they were doing it, and you really could see them evolve into a team over the course of the season. I think this is a great opportunity to be part of the community and be part of programs like this. I get to run around with my other teammates and pass the ball. This is new to me. Ive always played basketball or football. I am adjusting to be a soccer mom. The bayview is like my favorite team. Even though we lose it is still fine. Right on. I have lots of favorite memories, but i think one of them is just watching the kids enjoy themselves. My favorite memory was just having fun and playing. Bayview united will be in soccer camp all summer long. They are going to be at civic centre for two different weeklong sessions with america scores, then they will will have their own soccer camp later in the summer right here, and then they will be back on the pitch next fall. Now we know a little bit more about soccer, we are learning more, and the kids are really enjoying the program. We want to be united in the bayview. That is why this was appropriate this guy is the limit. The kids are already athletic, you know, they just need to learn the game. We have some potential collegebound kids, definitely. Today was the last practice of the season, and the sweetest moment was coming out here while , you know, we were setting up the barbecue and folding their uniforms, and looking out onto the field, and seven or eight of the kids were playing. This year we have first and second grade. We are going to expand to third, forth, and fifth grade next year bring them out and if you have middle school kids, we are starting a team for middle school. You know why . Why . Because we are . Bayview united. Thats right. I want to welcome you all to the Salvation Army light center for the annual turkey carving event. And we are so glad that you are here today. Because we didnt want to have to carve all this turkey by ourselves. Its always better when theres many hands. Thank you so much. I want to thank the metro Advisory Board and Advisory Council members. We appreciate and thank you. Thank you for being here. The Salvation Army doesnt run without our Advisory Board and councils. We would like to thank our harbor light staff and all the volunteers that make this possible. We are here to serve, and we appreciate everything you contribute to this Salvation Army. Roasted turkey, stuffing, gravy, sweet potatoes, beans, cranberry sauce, a lovely juice box, some fruit cups. You cant go wrong with grandmothers cookies. Hot cocoa mix and hot apple cider. The reason why we are doing it is continuity of service. This is the 60th anniversary of the Salvation Armys participation in serving our seniors. Ive met people that this is their fourth generation. They are teaching their great grandchildren. And thats the continuity of care that our city and everyone has for one another, that when we can, we serve. So we are welcoming you here. The captain is going to come and give a brief announcement of the holidays activity hes going to do. And then we are going to have the courtesy of introducing our civic leaders. For this army of ammunition is love and compassion. Thats what we do. Thats what we are here to do without discrimination. We love people and we serve them. And in order to do a lot of things we do, it does take money. Youll notice we have a lot of red kettles. We ask you when you step by, put some money in there. We have a new online giving thing, you put your phone up there, check it out. Theres celebrity bell ringing event is going to be at macys on december 6, between 12 and 3. I dont think theyve made it today but we will keep ongoing. Lets start with San Francisco Fire Department chief, thank you for being here. [applause] and of course its my great pleasure today to introduce to you the mayor of the city of San Francisco, the honorable london breed. [applause] if you would like to share a few words, please do. Come on, please. All right. I know we came to get to work. I came to get to work. Unlike some other folks, i showed up on time. Along with the chief and deputy chief from the police department. Really happy to be here with so many amazing people who do this every single year. The work that you do, of course, you know how important it is and what it means to the people of San Francisco who just need a hot heel during the Holiday Season. And sometimes we also have to keep in mind that the holidays can be depressing. And this might be the only time that someone has even contact with another person when these meals are delivered. So it does mean so much. And thats why we all took the time out of our schedules to make sure this was a priority. We want to thank the value vacation army because we all know the Salvation Army because we know this is an Incredible Organization that for 140 years has been doing the amazing work to provide this kind of support for people all over the country. I want to basically thank the people who cook the turkey that we are going to carve so we didnt have to spend time doing it. So thank you. We know that it is a blessing to be a blessing to others. And thats what San Francisco does best when people meet us, we roll up our sleeves, we come together and we make magic happen. My name is carmen chiu, San Franciscos elected assessor. In our seven mile by seven mile city, we have over 210,000 properties and close to 90 of their are residential like the homes you and i live in, so you might ask, how can we possibly value all these properties . Well, to better understand our work, we need to explain the states proposition 13 law. In 1978, california voters passed proposition 13. Under prop 13, we value your property at market value when you first buy it. Every year after, that value goes up by the c. P. I. Or the California Consumer price index. But if the c. P. I. Is more than 2 , prop 13 caps the increase at 2 . Well walkthrough the maximum increases prop 13 would allow. Lets take a home with initial value of 400,000. In the second year your assessed value grows by a maximum of 2 , growing from 400,000 to 408,000. In year three, that 408,000 is increased by 2 to roughly 416,000. Every year, the value grows by the maximum rate of 2 , and that is called your prop 13 value. Keep in mind as time goes by your prop 13 value may not be the same as market rate. What do we mean by that . Lets say over the last ten years, home prices in San Francisco have gone every roughly 10 every year. Despite that, your prop 13 value is capped at 2 growth creating a difference between your market value and prop 13 value. Know that the value recessed when theres a change in ownership. A change in ownership means that the property has a new zoner. Maybe through a new owner. Maybe through a sale, a gift or adding or dropping names through title. At that time the home will be assessed a new market rate. That value becomes a new starting point for the property. Just like before, the Growth Continues to be limited at 2 until the next transfer happens. Remember, the new owners are responsible for paying taxes at the new level from the first day that they own it. Value might also be added when construction happens on your property. That would be another instance when growth in your value might exceed 2 . Here, we would add the value of construction on top of your existing prop 13 value. Every july, well let you know what your assessed value is by sending you a letter called a notice of assessed value. You can use that information to estimate your property taxes early. Please note that a separate office called the treasurer Tax Collectors Office will send you a letter in october and theyre responsible 230r collections.
