And as a result of that, what ends up happening is they have an entire roof over these rooms that could be used for grow facility. Mostly for the seedlings. The project sponsor is an equity applicant by the city of cannabis. No other Cannabis Retailers within 600 feet. The project was originally scheduled for hearing on octobeo allow additional outreach and discussion to the neighbors. Since that hearing the applicant reported very constructive conversations with calle 24 to bring the proposed facility into compliance with the guidelines for the district. He has held multiple outreach events with neighbors. The department has received nine letters of opposition to the project and the petition submittal of 107 letters in opposition. Currently no letters of support have been received. The opposition to the project centers on the perception of the area as primarily residential, concern over increase in crime and the concern the establishment doesnt include parking as part of the proposal. The department initially had concern regarding the small size of the proposed establishment, however maintaining small and affordable spaces is a goal of the calle 24 plan and theres other dispensaries in the city approximately the same size. The project does not include any request for onsite consumption and the space is too small to be able to include onsite consumption in compliance with the health codes requirements. Staff recommends approval to prohibit any onsite consumption. As the project complies with the planning code and the policies of the general plan, staff recommends approval. Weve been approved before the Cannabis Retail at 2934 chavez Equity Program. The building is owned by my family. Has been for over six years. Im a San Francisco native, born and raised in the bayview, spent a lot of time in the mission. Over the last few weeks ive hosted multiple neighborhood meetings and heard many neighborhood concerns. Im going to try to address some of the few concerns that theyve had. About three meetings ive met with calle 24. And weve addressed almost every single one of the meetings so far, every single one of the concerns. One of the main concerns everyone had was parking. In San Francisco we know how difficult it is as a resident, i know how difficult it is myself. We proposed to them that theres an existing out front that we would be trying to convert that into a green zone so we wont be taking additional parking away and have dedicated parking for our customers. Of course a Security Guard is required so that guard will double as a parking enforcer in a way. And then also while that wasnt enough for some of the neighbors, weve also proposed that our team members will double as watchmen during peak hours to patrol the neighborhood if anyone is double parking or blocking a neighbors driveway. Beyond the parking concern there was also a concern of the overall image and crime and whatnot. Working with the Community Members and calle 24, we have agreed to include murals and other things, murals and local artwork by local artists, including cultural aspects of the mission neighborhood. Other than that, no major exterior work is being performed. The way it is, its meant to be that way, and we are going to keep it that way. So you cant even tell really if theres anything there. And one of the other concerns was smell. And i think a lot of Community Members are not very well aware of the smoking aspect. Weve advised that they are not allowed to smoke inside or outside. And it was just lack of information that people dont have. Weve tried to advise and educate our neighbors as much as we can but we can only do so much. Other than that, weve tried to stay involved as much as we can, hosting multiple meetings. We havent had a super great turnout but for the ones that have turned out, theyve acted as community ambassadors. Theyve reached out to other Community Members and told them what the situation is. We continue to host more informative meetings, stay connected with the local neighborhood as much as we can as well as the local organizations. Ive tried to resolve all the Community Members concerns, all the neighborhood concerns, and i feel ive gone above and beyond trying to meet those needs to be a successful business. Its 170 square feet but only 150 square feet are for retail. Its not safe. Its a very small space. The bar next door already had a fire. 150 square feet, you know Security Guard the driving on that street is crazy with the bicycle lane. We need to keep our family together, our children without being exposed to that environment. We dont need people loitering outside this proposed cannabis store. It is illegal to consume a smaln Public Places but people still do, even driving. How are they going to enforce this when the customers decide to use the driveway . They say they will hire a Security Guard. The use of the Security Guard is to guard the location and check id. They are not going to be monitoring the block. Calling the police is out of the question because they wont show up right away. We need to be able to get in and out at any time from my garage without getting out of my car and trying to find whoever is blocking my driveway. As i recall, at one time the applicant himself blocked my driveway. Im wondering if he will use his own company to tow away his customers cars when they block our driveways. While they might be beyond your 600 feet, theres still a bunch of kids on this street, passing this Cannabis Club to get to their schools and come home. I see families all the time coming to and from across that street. These kids are going to be seeing this stuff. Explain to your kid what is going on there and why drugs are still bad, you just get to sell them now and explain to your child why it really is bad and no, these guys are exempt from that. I can tell you as a licensing requirement, ive been working with equity applicants and these two gentlemen have attended my fireside chats where theyve learned about running a cannabis business, ive seen nothing but compliance with them and wanting to learn how to operate a Cannabis Club. I believe this application falls directly in line with the goals of article 16 in the Equity Program in terms of sporting local residents and local business entrepreneurs to both launch businesses and employ equity and local Community Members. One of the things we should have learned from the recent vape crisis is legalization provides testing and quality products to the community and keeps those away from harmful products away from children and adults who would otherwise purchase them on the black market. The other item i wanted to mention is for seven years ive been the neighbor of a commercial building aft same family, and they are a strong member of the community and very family and helpful neighbors. We need to make sure we have party across all neighborhoods and the west side is doing their fair share because its not fair they are targeting our communities and making a profit off it, especially when folks have been marginalized historically for that. Ive been to a few hearings and something that brought my attention more was i use cbd for my pet so when i go to the hearings i can see something that it can be for pets and i know locally theres a lot of pets in that neighborhood that could benefit from that. I can second the fact that these are local businesses that are looking to grow and implement the calle 24 which is not bringing something external into the community. I urge you to not be persuaded by calls of child access as someone under 21 cannot come into a december pry and a dispensary has to record 90 ds of footage. If you want to eliminate crime, we need to legalize more of these stores. The black market would be crushed. So we should be looking at statistics and not fear and misconceptions and statements not based on facts. Facts and statistics are out there. We all have we need to be smarter. Tonight weve heard this dispensary is approved, there will be fights and violence and gunshots. Previously before we have heard if dispensaries are approved that people will die and people will get killed because people smoke marijuana. So thats not happening. On the west side of San Francisco, the cannabis dispensary opened about a month ago. I looked at the neighborhood for months before the store opened and ive been checking it out ever since they opened. This is a completely thriving business. People walk into the store, they buy their product and they leave and they go home and smoke their weed or eat their weed. Its the least harmful business i can imagine. Theres a Security Guard on the sidewalk. Everyone feels safer. Theres no drama. Theres been not one incident. Theres more activity on this block than there ever has been. If you go from 19th and walk down irving, as the numbers get higher, theres less and less people on the streets except for this block on 22 and 23 and the Business Owners nearby are happy, because they are busier than ever. So i just want to tell you that this is a perfect case study that in sunset in a predominantly chinese residential neighborhood, this business is completely succeeding. Thank you.
