There is no signage on the outside indicating what is going on there. I think it requires more investigation of what is going on behind that door, and it wouldnt be fair for you to make a judgement today without knowing that information, and unfortunately i cannot present as much as i would like to because i just got this case this morning. So i apologize to joey that it is last minute, but it is an important situation in our neighborhood to know what is going on behind to those doors. It is certainly not production, distribution, or repair. It is partying. If you went on his website, you will see all sorts of entertainment of how you can rent the place for corporate parties. That is not what the p. D. R. Usage was approved for. I would actually like the Planning Department to investigate what exactly are the permits that he has pulled. It is a big item for our small neighborhood. Shotwell is a very small street. This is not the kind of usage that any of us had ever heard of , and they taking down the sign. I received several calls, actually about half a dozen from citizens with their hair on fire because apparently the email that has been going around last monday they discussed Additional PartyDevelopment Areas in the source of a handout that he had. I believe he was supposed to be speaking on an a. D. U. , but i think it is a promising, interesting development. I think the department should have a hearing on this and tell us what pdas are so we can put the fire out on everybodys here about what will happen to their neighborhood because we are already just jumping to conclusions about dystopia. Commissioner koppel . I attended a seminar this morning where we were talking to the building owners and Managers Association downtown about bringing their buildings up to compliance with Climate Change goals and sustainability goals. As you know, transportation and buildings are the two largest causes of Greenhouse Gas emissions in the Climate Change situation we have and it is starting to take motion. The city is targeting to be a net Net Zero Energy by 2050. We have about 31 years to get there, but architects, engineers , designers, when you are designing these new buildings, they will not have gas in them. Everything will be electric. Please adjust everything accordingly because this is where things are going. Thank you very much. If theres nothing further, item 10, planning director recruitment and hiring process. This is on your agenda for your endorsement. Thank you. So im going to prevent present an update to us about what has transpired since our last open Public Session where we solicited the publics input to us about the vacation the qualifications, the vision, our dream for the next planning director who will come, but never replace, director ram who is leaving us early next year to retire. So in september you may remember we had an open hearing and we had hours of comment. Subsequently i received, and we all received comments from the public, you know, just being more thorough about the qualifications that we wanted to see. At the hearing i stated to the public and committed that we would incorporate the feedback into a job description, which i did. And then i started working with our department of human resources, and we do have a couple of representatives here from d. H. R. Who i have been interacting with and been supported by who have been amazing and wonderful. Thank you so much for all your support, d. H. R. So what we did is, working with d. H. R. , the description was posted. It was posted for 21 days and closed on october 18th. We had 19 applicants, of which 18 were qualified. Two not as qualified, but 18 qualified in total. I just want to pause and compare that to last time when we hired for your position, recruited for your position where we hired a search firm and we have six qualified applicants. So i think we are doing okay. There is a lot of excitement and interest in this position and i think it is due to the wonderful job that director ram has done in elevating this position and the importance that it now carries. Thank you so much. There was a request that was made by aaron hyland who is the president of the Historic Preservation commission to be part of the process. Now the charter gives this commission the charge of taking the process through and recommending the top three candidates to the mayor. The charter does not say anything about the Historic Preservation commission, however , because this position will be working closely with the Historic Preservation commission , i have reached out to our City Attorney and asked if that was okay. So it is. After pulling my fellow commissioners, we decided to include commissioner hyland, although he will not be voting. He will be included in the process going forward. In the proposal going forward, we will read through the resumes that have been submitted. I have not yet seen them, nobody has seen them, after we all sign a confidentiality agreement, and that we take the fairness in hiring Training Provided from d. H. R. By november 14th, fellow commissioners. And then on november 14th, november 12th, november 14th we will have a closed session starting in the morning at 9 00 a. M. , and we will look and at all the resumes, deliberate according to the qualifications that we have agreed upon, and decide whom to interview. We will come up with questions on that day and then we will schedule interviews on the second closed session which is december 5th in the morning as well. That is the proposal. On december 5th, after we do the interviews, still in closed session, we will deliberate as to the most qualified applicants that we want to send over to the mayor for her review and decision. So that is the proposal, and the report of what has happened so far. We have been advised by the City Attorney that we need to act on this proposal formally, make a decision and say, yeah, this is what we are going to do, and make that transparent to the public, even though, for obvious reasons, this is an h. R. Issue and we will hold interviews in closed session. We carefully considered these dates, commissioner fung, based on the fact that were down a commissioner, and theres a commissioner missing and pretty much every meeting from now until then, and we have both thanksgiving, and then after december 5th, christmas and new years holiday. So i think that we can talk about another closed session on another date. Just be mindful that this was after looking at the calendar and the crew requests formally for leave for several commissioners. Commissioner moore . I just wanted to support the idea that distributing the resumes ahead of time is essential. When you really carefully go over the hiring training, which i already did, you really have to figure out how you approach this whole thing. It is not just, okay, turning a couple of pages. You have to be very thoughtful on that. The instructions are quite specific. They are rigorous in a certain way. I do think it takes a large table for anyone at home to spread this out and spend time on it. Commissioner fung . Just a last point on the day. Having recently gone through the Selection Process for the director of the board of appeals , it was an important step that we had where the commissioners were able to meet and discuss because the viewpoints, perhaps are a little bit different, the commissioners could be bringing up things that one wouldnt have necessarily seen in a resume, and thereforeo discuss the resumes is an important action. Sasha question four commissioner fung. You had an issue with the 14th and im looking at the advanced calendar here online, but you are out to the 21st. Am i missing something . That is correct. So you will be here on the 14 th. I will not be here on the 14 th. These do not reflect that. That is why i am asking. Commissioner moore . I want to pick up on the comment of having 16 resumes, which is a very large number. A number of years ago, over a decade ago when, among others, director ram was being considered, the number of resumes we looked at was far larger than 16, actually. The only thing is we narrowed it down to six for consideration, and not im not trying to debate you, im just trying to point to the fact that the discussion to narrow it down from a large number, over 10, 26 , took more than one discussion and one meeting among the commissioners at that time. Those should be rigorous in support of what commissioner fung is saying in his own expands with the director director. Those discussions should give a time, and we are all notch that versed talking freely each other in critical matters, but i would give it potentially more than one meeting given the number of resumes that you are identifying to be heard. Commissioners, to reiterate the point that mr. Sherburne made, we will receive the resumes when we have all completed the training. So it is really up to us when we will receive them that there are several outstanding certificates that are being waited for by jonas. So we could all, as part of the process, proposed a date by which everyone commits to doing the training and forwarding the certificates to jonas. If you feel that november 12th is too late, that only two days is not sufficient for people to look at the resumes and then come to discuss them. So we could, one of you could propose an earlier date, and then we would all have to commit to getting it done by that date. Commissioner koppel . Just a thought to keep the timeline of this where it is at right now, we all know things take time and continuances can lead to other continuances, and i was just throwing ideas out there. Is there a way people can participate in this remotely . Commissioner fung . I will check into that. A point of clarification for us for d. H. R. Is does everybody have to have completed this before any information is released or can it be released to those who have completed it already . Mr. Sherburne, please . The mayors directive is quite clear that any panel would need to have completed the training. So as i understand it, the training is about 15 minutes long and, about 15 to 20 minutes long, and then the certificate can be forwarded to the Commission Secretary and we would be happy to present the materials, which are already prepared. First, i would really like to thank you, president mel garre, for all the work you have done in collaboration with staff, with the department of human resources, and for the transparency of this process that is happening in realtime fr all of you watching at home and also for all of you in the audience. I am really appreciating this conversation. I think given the information that it will take 15 minutes, i for comfortable too committing to finishing the training by friday so that we can get resumes out as soon as possible so people can have time to review them. I would love to hear if my fellow commissioners feel comfortable with that. I hear a question about whether or not we might need to meet more than twice to be able to complete this process. So i think we should, if we have specific comments about that, just to be clear about whether or not we want to meet more than that. And then finally i also heard that there was a potential need of some sort of motion or decision making. So clarity about how we initiate and move this process. They would need to be a motion. There actually is no resolution or motion, written motion, but an endorsement why the commission will need to occur, but we should also take Public Comment. Yes. Commissioner moore . I can only assure everyone who has not taken it that it is easy to take. It is very thoroughly done. You just need to Pay Attention to what you are being asked to consider. Sometimes that requires going back by a slide or two because certain things seem to kind of okay, ive got it, and then you realize you havent got it. We are proposed to meeting closed session on the 14th and then december 5th. And it is like 10 in the morning until noon . Is there a time box we . We are targeting a 9 00 a. M. Start because you have regular hearing scheduled on both of those days but i would expect that the closed sessions would run longer than noon or even 1 00 p. M. And what impact the start of your regular hearings. There is no hard time. Im glad because this is a big decision. To say we have to do it within two hours and come up with somebody, i dont feel comfortable doing that. I do feel the need to have all commissioners voices heard and i do support commissioner fung too desire to weigh in. I dont know whether there is a way he can get the resumes in advance and do a selfselection and get them to the president in order to speed things up, but i do definitely want to hear your opinion, commissioner fung. Let me just clarify what i have heard. So the two issues that have been raised was one about having enough time to look at the resumes, and we have all committed to getting the certificate in by the eighth, in the morning . Tomorrow, and so that mr. Sherburne can forward the resumes through jonas. So thats the first issue. I hope that thats okay. The second issue is about participation from all members of the commission. I heard commissioner fung saying he will not be here the 14th or the 21 and i know that commissioner johnson and commissioner johnson will be gone on the 201st. The following are meeting week is thanksgiving so we will not meet and the week after that we already have a closed session that has been proposed for interview, but we could have that be or a second closed session to look at the review and discuss the resume, which would then push us back an additional week for interviews, which would be the 12th. I just want to be clear that if we are going this way, you know, that it just pushes the timeline and by this time, folks have been waiting for a month who have applied for this job. Did you want to Say Something, mr. Sherburne . We have reached out many of the candidates. Many of them who have to travel. We would just want to communicate in advance whether a decision can be made here or shortly thereafter so we can continue to engage them. As we push closer to the december holidays, travel plans can very much become a factor for all of them. I would like to share my own experience. I sit on the board when Board Members call in. I edevastate that to commissioners and it is an absolute disaster because the ability to stay in a conversation by eye contact and know whats in the room makes those things extremely difficult no matter how accommodating were to the people on the phone. I would strongly recommend against it because you need to participate in a three dimensional conversation. Commissioner fung. If theres no other options, then i will have to do my review and forward my comments to the Commission Secretary. But i would raise one additional point and that is, there is a potential seventh commissioner and if it all possible, we should integrate the next commissioner as a part of this discussion. This is the biggest decision youll make for the commission. The city has a real housing problem, a Real Development problem and people need to be assured that the candidates that youre interviewing really understand the context of this city, not only the Development Pressures but the pressures on the real people that live here. And so, im not really secon san about what im hearing. Im not kidding you if you will swear that you read them, academy of art, you have to read a couple thousand pages of documents in the next two weeks. Youre going to read those and all of the resumes and consult them yourself and im not sure youll get a good candidate through this process. So i would urge you to think through, to slow down just a tad, the fact that mr. Fung has been in the process for hiring the ed at the board of appeals and miss moore was involved in the process that resulted in mr. Ram is reassuring because they have experience in doing this. I dont know how much experience the rest of you have had with hiring a bureaucrat thats really important for the governance to see. Since we are shorthanded and have experienced kind of what we want, and im not saying we uniformly agree, im saying we find every possible avenue that we are together, do it encouragely and do it with just the right pacing that we consider to be sufficient to make a highly, responsible and longterm decision on who is next and do it all with a full understanding that we are only making recommendations, nothing more than that, but those recommendations have to be as thorough and as thoroughly vetted as we possibly can. And i do hear the public saying, dont rush it. I myself feel that there has been a tendency to rush it and obviously reasons why because we are still shorthanded in adding another new commissioner who does not know us, has not worked with us will not help us to make a better decision.
