And so, theyre able to space them out very far. I mean bart is the same way. When were running short, twocar trains we have to deliver the same number of people. So right now, were running about 42 were scheduling 42 trains an hour and thats a signal of muni to run as many trains to fit into the tunnel. What this graph is showing is that were falling short of that because the tunnel is not able to handle the volume of trains that were scheduling for it. And so we need to provide upgrades to the tunnel in order to increase the capacity of the tunnel. As a comparison, cities like boston are running 15 trains an hour through their most congested corridors and were running 32. So were about double some of the other larger cities with major metro systems. And the result of that is that we run fewer, longer trains, which is something that were looking into. And that is one prong of the strategy and the other prong is increasing the number of trains that we can run in the subway, so looking at this, trying to get that actual number up to the scheduled number and through investing in the train control system, we can run those trains closer together and eliminate the primary bottlenecks at embarcadaro and have vanesse te what were scheduling. So the traincontrolled system is not really the issue in us not meeting the number of scheduled trains and its more the physical issues with the tunnel and so, are there is there also a separate plan to address that. The solution to that will be capitol intensive and more tracks, more opportunities to turn back trains at embarcadaro, its the most effective way to achieve an increase in capacity. I would call that a modest increase in capacity. Were looking at, probably, 20 as opposed to a paradigm shift of changing capacity which would require a major capital expend tour oexpenditure and the train control is not to blame for the situation were in now but more the physical layout of the system, but what were limited in the options that we have with the capital that were able to expend at this time. I have two parts to my presentation and the first is an action item requesting and increase the amount of a consultant contract to enable additional engagement for connect sf. The second part of my presentation is information vertebralal,giving an update on. Connect sf is the longrange planning process with the mta and sf planning to build an effective, equitable and susta Sustainable Program for San Franciscos future. For the contract amendment, last year on behalf of the team, the Transportation Authority awarded a 150,000 contract to civic Edge Consulting for assistance in Strategic Communications and outreach. We would like to increase this by 100,000 for further consultant support. Specifically the additional funding would be directed to various outreach between now and 2021. Those activities would include staffing for general Public Outreach events, staffing for focused workshops alled at youth and southeast neighborhoods of the city and an Online Survey popup engagements and the Transportation Authority cac and board previously approved the additional 100,000 in prop k funds as a part of the connect sf Corridor Study. The action before the board today would enable us to amend the consultant contract to add the prop k funds. And now for a quick update on connect sf outreach. These are the phases of connect sf, phase one, we have completed throughout outreach across the city establishing a vision for San Franciscos Transportation Future over the next 30 years. Phase two is where we are now. During this phase, we will work with the community to determine the project concepts and policies to move us closer to the vision. During phase two, well complete the statement of needs which details where we are in relation to achieving our Transportation Vision and we will also complete the transit Corridor Study and those two studies will outline project concepts to pursue us closer to the Transportation Vision. Phase three will take place in 2021 and this is our citywide long range investment and blueprint for sanfrancisco. Now to the current outreach for sf, we have multiple goals in in current round of outreach to engage the public in a discussion about what works well and what doesnt when it comes to local and citywide travel. We want to learn more about what it would b take to get more peoe into travel by more sustainable modes and ideas for Public Concepts and policies to reach the Transportation Vision. And the outreach will happen during workshops aimed at youth and southeast communities in november. In january, well have two public workshops and an online susurvey that will parallel much of the workshops and we will offer presentations to any neighborhood or Community Groups that request them and we continue to engage with our futures task force which is croiscomprised of over 100 peope representing different perspectives of San Francisco. Many children are spread all of San Francisco and its not i dont think its 100 fair to ask them to rely solely on mta. We see some buses, but i think theres an underfunding for those and i know that during the great recession, the sfusd had to make decisions to cut those buses. I know we have the ability to purchase or allocate or replace, so id ask through the chair, ta to investigate how we can use some of our ta money to work with the sfusd to bring school buses back to sanfrancisco. I did want to say te with your point and, in fact, i started working on a new School Transportation study with the ta, the mta, the School District, dcyf and others and i think expanding our school bus service, you know, is something that will be a key part of that and would look forward to working with you on that, as well. And then colleagues, today, im requesting a presentation and discussion at a future ta Board Meeting on the citys electric vehicle roadmap, which was released in june. To reach our goal our citys ambition goal of Greenhouse Gas emissions, we need an alloftheabove reproach and that means public transit, walking and biking. But it also means expanding the ev adoption and infrastructure so that what car traffic remains in the future is cleaner and greener. My district is among the most car dependent in the city and yet, we have only one publically accessible evcharging station, with a second now on the way. Evadoption rates are improving but slowly and we know we must do better and more to switch to more sustainable options to address our climate crisis. So my hope is that this public discussion and presentation will help to provide insight as policy makes as ta as an agency and the public. Thank you. Commissioner furer. I wanted to mention commissioner safyeys request for transportation of school buses, i would caution you that this is an area that we have no jurisdiction over. Only the school board has jurisdiction over. And net are redoing the Student Assignment process to give more preference and actually assigning students to their neighborhood or their attendance area schools. We should give that a chance first, and also, i think, the full choice, we also know that choice is not equitable and i think the school board has now realized that full choice is not equitable. If you have three children, going to three different schools and you dont drive, you have no choice to get them there. Parents choose to take their kids to schools outside of their district, they should be carpooling with other parents, but actually, theres very little effort to even form carpools at school sites or even in classrooms. I think theres other things we can do as the School District spends about 20 million on transportation. Thanks. I may just also, in a different venue, suggest a hearing at the joint city School District board of supervisors chaired by supervisor hainey may be in an appropriate form. Weve had a chance to form this committee and now weve wasted a year in getting the dtx built, constructed and going. Now what well be doing is were going to study this problem and create a body, somehow or another, to do this. This is next years calendar. Weve wasted another year. It will take us a year, then, to hire the people to implement the program. Guess what . Weve wasted another year. Three years, ira one year down e drain and two more going. This is dtx to the third and were not making this successful. So i think this board has not performed well in bringing the best Transportation Systems possible to the people of sanfrancisco and especially the 60 or 70,000 riders from caltrain. So we would like to express our advocacy in light of the issues that San Francisco faces with exposed needles and unsafe drug use often happening in public sites like muni and bart stations. So i was wondering there was another way change the information on how operators change regarding muni so they can change elsewhere, such as church in dubois where its service trains or farther out, for example, the end line, they could have change at ocean beach, instead. I was wondering if the community could take a look at that, perhaps propose a change in that regard so that congestion coulding fixed, at least in the shortterm. Thank you. Im here to speak just on the overwhelming problem of this city being deforested right now by department of public works and department of urban forestry. We have a huge problem going on right now. 2,500 trees were removed, public trees, in frisk in this past year. There is 100 trees slated for removal by parks and rec over at lake mersed. Its happening all over the city, trees removed. Its the polite way of saying removing and killing. These trees provide a lot of benefit for our communities, especially during the air quality problems caused by the recent fires. Bureau of urban forestry has not done their part in responding to the public. It took almost a year to get them to come into a. D. A. Compliance with notification for these tree removals. It took almost three months to get a reply from them just over email. Chris buck and other people at that department simply reply to the public whenever they feel like it and they dont reply in a timely fashion. Even after i involved the Mayors Office on disability, i still couldnt get a reply from them. A lot of times they say these trees are being removed, but well plant new ones. It took five years to get four replacement trees for 3500 mission street. Thats five years after i wrote numerous emails and spoke in person. The amount of work it takes to get these replacement trees is wild. I dont believe theres been a sufficient budget for replanting of new trees. Also, according to the United States department of agricultures report from 2016, over 17 of urban trees dont live past two years. A lot of the trees that are replanted get sick, theyre not cared for. Theres no budgeting to water them and put proper Irrigation Systems and mulch and pruning and they die. Our city is quickly becoming an urban desert. We have the smallest urban canopy, we fall behind chicago, new york, los angeles, and its getting worse in a climate crisis. Parks and rec doesnt have a successful notification system for people with disabilities, those who cant leave their homes and canvass parks to look for tree notices. Thank you for your time. Im here to present my appeal in opposition to the wireless cell set up. I would like to mention in all the information first of all, i would like to thank you all for being here and letting us talk. Our home is right by this the pictures dont depict it accurately, its closer. And in the information sent to us, it would be slightly defective. Truly, our block has no wires. Thats why families and people live here, moved on the block. Theres families, my neighbors paid hundred thousand dollars, millions in mortgages. My neighbors have families and children and they work at home. This wireless cell in front of our home would really, truly detract when we see other places down the street what it looks like. Also, i just wanted to say some of my neighbors didnt come here tonight because theyre working. Also, they feel defeated. They say no ones listening to us. We had to pay a 300 fee to come here again to ask for someone to listen to us. I just say, if you had your home and you paid all of this and then someone, a Large Company comes along and say they theyre going to put this in front of your home without any say so, i wasnt informed. I do have the date when i got it in the mail, but it was posted on a pole in front of us before we ever heard about this. So i think thats what i wanted to say. You, im sure, read the brief and visited the neighborhood. I will be brief in my summary of what i consider the primary issues with this appeal. They are the assertion that public notification did not occur properly, that the planning determination planning approval determination was made in error and that the planning approval determination was made in error. In each case we believe that they were correctly done. We believe that the applicable agencies correctly approved the proposals. Real quickly, id like to demonstrate how these things were true. Regarding public notice, article 25 requires that we both post notices in a variety of locations around the subject proposed installation. We did that. We actually posted six notices on 17th between lot and maraga. We were also required to mail notices to all owners and occupants within 150 feet of the proposal, which we did. We also mailed notices to all neighborhood groups or all contacts on the neighborhood Groups Associated with the inner sunset neighborhood. We uploaded affidavits confirming that both the postings and the mailings were done correctly. Public works reviewed those and confirmed that everything had been done correctly when the tentative approval was issued. That was protected which is some evidence that somebody received some notification, but in any case we did upload affidavits proving that we adhered to all the elements of article 25. Moving on to the planning approval determination, the Planning Department reviewed and ultimately approved the proposal in its april 5, 2019, memo. They specifically cited that the proposal would not detract from neighborhood character. They actually subsequently rereviewed their approval during the protest stage and reconfirmed that they agreed that it met all the comrapplica standards. We believe the Planning Department has taken all these factors into consideration and correctly approved the installation. Finally, the department of Public Health also approved and reviewed the proposal. Their review is based on a few factors, the operation of the antennas, the proximity to adjacent recipients, residences are about 17 feet away. Daniel roe of hammond medicine which is a third party can discuss the human exposure to radiofrequency. The highest exposure levels that would result from this installation were 2. 5 of the f. C. C. s limit. 40 times below the limit. The exposure levels for anyone on the ground for folks walking by on the sidewalk is less than 1 . Its pretty clear that these levels are well below anything that would be beyond noncompliance with f. C. C. s limits. Barring any other evidence that these determinations were made in error, we respectfully request that this board deny the appeal and uphold the decision. What happened to the regular counsel . That was verizons counsel. Even though weve had quite a few of these cases before us, what is the overall reason of the upgrade on the antenna poles . Upgrade . I mean, what is the purpose of the installation. Oh, what are these for, why are we installing these . Extenet is a provider. We work with all the major providers in the United States. We work with our clients to help them improve our wireless networks. As technology evolves, im sure youve heard this many times, the sites go from being way up in the day, now you need smaller facilities dotted throughout the landscape so all the users have the ability to be able to be using the system at the same time. We helped the wireless carries install those facilities to continue to improve wireless capacity. Are these 5g capable or just 4g . This is just 4g. This particular installation does not include the new technology. We dont know if and when in this case this client is sprint for this particular installation. We dont know when they might want to start looking at 5g technology. We expect it will happen, but we dont know what their plans are. Given the situation that we had recently in kinkaid with the fires, the older Cellular Technology had huge tower backups. These would not be functioning if the power to them is cut. We believe this permit was issued in compliance with the public works code 25 for personal wireless facilities. Article 25 requires wireless application to be submitted to the department of Public Health and the Planning Department. Public works subsequently issued a tentative approval in the applicant mail and posted notice of this approval. Public works posted a public hearing. Following the hearing, the director of public works approved the permit and notice of this was distributed to the public. The Planning Department is in attendance and can speak more about plannings review if it has questions. The Health Department isnt in attendance, but is available to respond by email. Youre getting good at this. So as of june the regulations have changed and a permit like this would no longer be a permit but a license. Is that correct . Yes, our jurisdiction regarding poles, pg e and the other poles, this falls back to the pole owner. And i dont know if youre the right person to answer this, but if for some reason we upheld this appeal, would it have any significance, given that the applicant is now entitled to go and seek a license directly from the p. Weve been told that, my neighbor and i polled the neighborhood. 52 neighbors. 49 signed signatures that they oppose this because it is an obstruction of their views. It is an infringement on their rights for their senses. That is just a sampling. So the majority of the neighborhood oppose this. I think it is gross negligence on the part of the planners and other people for not taking into consideration these our benefit of having a neighborhood that is a beautiful neighborhood and our sense of beauty. San francisco is known about its culture and its sophistication. This is just being obliterated by a company thats installing it. Theyre not even from the United States. Theyre from britain. All right. So esthetic sensibility to them means nothing. Its the bottom line for 5g which they say is 4g. We live at 1567, pretty much outside of the light pole, which is a light pole, not a power pole, for the installation. I bought this place 20 years ago or so because of the location. I was looking for residential, singlefamily area that had a classic, historic look, appeal, views. I found it in the Golden Gate Heights neighborhood. The installation of this antenna would take away of the appeal from the wireless street that we have and also basically it just it looks as if its just a monstrosity put onto a pole. Sure, its dressed up to make it look less obvious than the installation down the street. Looking up at the pole would be a constant reminder that theres radiation coming off the pole. Im concerned about my neighbors and my children, the whole residential character of the whole historic neighborhood of Golden Gate Heights. Its a quiet neighborhood.
