And on military installations across the world. I want to start off by saying thank you, supervisor walton, and to all of you guys having me here today and for all of your messages of support throughout my youth of the year journey. Your encouragement has truly meant so much to me. This journey is not something that happened overnight. Throughout this process, i spent many weeks away from the city, spent many nights working 12hour days, doing my come and coming back just in time to get to class. By the time i finished Elementary School i saw the beast of poverty. I ran out of fingers to count the youth in my community that lost their lives to gun violence. The club made sure to stay open the nights of shootings, making it so we would have a caring and dependable place to go when it wasnt safe to go home. The club gave me a place where i could be my authentic self. The club showed me the power of a good education and encouraged me to go into private school. It wasnt easy. I found my sense of self slipping away as i switched between environments, but i could always find myself back at the club, a place i didnt have to alter who i was. Every tragedy and piece of divert that i went through in my community, the club was right there to help me through it. When everything in the world seemed hopeless and motivation was hard to find, the club was a place i could find positivity. The club gave me the tools i wanted to foster to see the positivity in the world. They taught me how to be a leader and gave me the space to show other kids what to look up to. The club did so much for me and does so much for other kids. Boys and girls clubs of San Francisco is an incredible force. I honestly wouldnt be the person i am today if it werent were the club. Thank you again for this honor to speak to you today. And i look forward to recognizing sfrik with great pride over the year and as the 201920 youth of the year. [ applause ][ applause ]. All right. Congratulations to all the honorees receiving commendations today, great choices. Thank you. That concludes our special commendations for today. Madam clerk, lets go to the 3 00 p. M. Direct your remarks to the board as a whole. If you are utilizing interpretation assistance, you will be allowed twice the amount to testify. If you would like to use the projector, place your document under it. The first speaker. The righteous shall rejoice so that a man shall say there is a reward for the righteous. V verily he is a god that judges in the earth. If you go to duck, duck, go and type in warroom and go down to project veritas, you will notice that there are people threatening to murder tomorrow morning the evidence that Jeffrey Epstein was murdered in prison. Its going to come out tomorrow. You know when trump mentioned its going to be interesting how many times clinton was on that airplane, he was on it 26 times, 26 times, 26 times. Truth is truth. You know, jesus said theres nothing covered that will not be revealed and that will not be made known. Roger stones trial was today. The man has done nothing wrong. Hes actually a hero. Thats who that guy is. And theyre stacking, okay, the jury against him. I was glad that alex jones released the names of the jurors because theyre so proobama, its incredible whats going on in this nation, this obamaappointed communist judge. 26 seconds, well truth is truth and eventually truth will come out. We are at the time of the end and god is a god of justice and truth. He sees and hears everything. No one can hide from him. In jeremiah god said, am i not thank you. Next speaker, please. I come to city hall once in a while so that i can checkmate because theres a game of chess going on. Its important on a day like today that many people have to think hard and act right. I was on san bruno today where our mta, the municipal transportation agency, without having any meaningful meetings is depriving san bruno avenue of over 46 of their parking accessibility rights. Whats happening today all over San Francisco. If you go to union city not union city, union square. If you go to the castro, if you go on inclement street, go anywhere, nobody gives a damn about the businesses. Small businesses employ the most people in San Francisco, and we have some in this chamber wheeling and dealing, giving awards, saying some good things to some, while acting in a bad way, an evil way, is totally wrong. Thank god there are some, i call them the last of the mohecans who will fake truth to power. Next speaker, please. I voted today. I was sitting at home and said, hey, i created these tshirts, why not go and try to get rid of them. Ive got San Francisco history tshirts. I have the first lady mayor on here, the first black lady mayor, london breed, the first asian mayor and the first black mayor. I will be at the elections outside. Please come support the bayview. Thank you. Next speaker, please. Hello, i live three blocks from the proposed proposal at 3333 california street. Im a transplanted from los angeles clerk mr. President , im pausing the speakers time. Maam, that hearing is actually going to be held next week, november 12. Okay. I have a medical procedure that day and i cannot attend. Clerk the president opened Public Comment on this item and asked if anyone wanted to speak at Public Comment. That was your opportunity. I see. Clerk or anyone elses opportunity to come and let us know. Okay. I thought Public Comment was available for the colleagues, how many of you are confused with this one . Just you . Clerk if you have something in writing, we can make sure its included in the record. Thank you. Next speaker, please. I work at the mission pharmacy. As a specialty pharmacy, mission hill serves patients who have h. I. V. , hepatitis, substance use. The pharmacy has been located in the Mission District since 1978 and has a longstanding history in the community. Recently the department of Healthcare Service sincere reimburses pharmacies across the state for specialty medications. This reimbursement has had a devastating impact on Mission Wellness pharmacy and other pharmacies in San Francisco and across the state. Communitybased pharmacies represent the most accessible Healthcare ProvidersHealthcare Access to vulnerable patients. We provide bubble packages. If this policy is not changed, Mission Wellness cannot continue to serve wellness patients in the county. We have to make sure the wellness patients have access to these important medications. I would like to thank supervisor ronen for introducing this important legislation. I would ask that the board of supervisors support this solidifying San Franciscos position as a leader in healthcare. Good afternoon. Im here from the aids foundation, again in support of the resolution. Thank you to supervisor ronen to call on the department of Healthcare Services to reexamine their new policy for future Service Reimbursement rates. This has an outcome of disadvantaging our communitybased pharmacies who are a key part of our response in the city. It would be unfortunate to see them go out of business. We urge your vote. Thank you. Hello, im the ward nurse at the positive wellness program. We are a primary clair clinic servi serving 2,300 Patients Living with h. I. V. The pharmacy reimburses medicines at a lower rate than it costs to purchase them. Our safety net clinic serves the most Vulnerable People living with h. I. V. In our community. We depend on local Community Pharmacies to provide specialty medications to our patients. Not only do these pharmacies provide the medications for our patients, but they also place them in adherence packaging, making it easier for the patients to take their medications as described. These Community Pharmacies deliver the medications to the patients homes. If we lose these Community Pharmacies because they can no longer afford to stay open or stop providing services, we will lose our fight to keep patients on their medications. Thank you. Next speaker, please. Thank you, supervisor ronen, for bringing this important issue forward. I am the Vice President for the center of advocacy for the california pharmacists association. The drastic reduction in the medical reimbursement rate for pharmacists have been devastating. They have already resulted in numerous closures of Community Pharmacies all over california. The patients who need these medications the most are those suffering with h. I. V. , aids, Behavioral Health issues, et cetera, just to name a few. As the former speaker stated, Community Pharmacies dont just stand behind the counters, we know that these are the individuals going out to the homeless camps in the county and providing the medication to the individuals. We know we have a Mental Health crisis in the state of california, and without these pharmacists who are willing to go into those communities to make sure that those individuals are getting their injections, taking their medicines as prescribed, the situation is only going to grow worse. We want to thank you for bringing this issue forward. San francisco is truly a leader being a healthcare advocate, and we hope we can count on your support. Thank you so much. Thank you, next speaker, please. I am a nursepractitioner and worked on ward 86 for over 20 years and i serve as the deputy clinic director. I want to echo all of the work of the pharmacists who sup superseded me. We do not want to go backward. The patients who need medications for their Mental Illness s and many other issues. We urge you to assist us in rescinding this resolution. Thank you. Next speaker, please. I am a representative for Citywide Council for seniors disabled, also for phta which is Public Housing tenant associations. Im here because of notice number h201909pih201923ha. I was told by a director over at moma that that certificate is no good, that we dont go by that anymore. I showed her the rad guidance and the Mayors Office has told us we dont go by that anymore. This is the new fourth rescission that weve been working on. Were constantly given false information from them. Notice that also in the mayors this draft here, that they when they dig sewage, they send everything out to the neighborhood and that informs them whats happening. This draft, nobody in Public Housing received that draft or saying that theres a draft being done. We are not getting information out of anyone from the Mayors Office. Right now under the rad program is at washington now. We need help trying to slow it down, stop it, because any of the information were getting from the Mayors Office has been nothing but lies to us. Thank you. Thank you. Next speaker, please. I got some bad news for you people. I got a judge fired right down the street. This is my copy of the u. S. Constitution. I was assaulted by a guy wielding a piece of iron. I didnt go to the police because i had a bad experience with the police. My neighbor got his collar broken twice. The police couldnt do anything because they didnt have any witnesses. I was groped in the street by a woman. I went to the police and the police told me they couldnt do anything because his hands was tied by police procedure. If hes being paid, why cant he provide the protection. When i first got here in 1982, i was on market street. This guy got mugged in the alley. This guy had a gash as long as my finger on his eye. I walked out and this cap car turned a corner and i flagged him down. I told the Police Officer that a guy is in the alley and he needs your help. He asked me if these were white people or black people. Now, i want you people to take action. Everywhere i go in this town, im accosted by Homeless People looking for a handout. I was walking home from see that, thats my arm hurting me now. I was walking from the Grocery Store and three of these god damn immigrants are sitting inside the door where i pay the rent waiting for me. I carry a piece of iron everywhere i go. The reason i didnt crack him in the head thank you very much. Next speaker, please. Im here from Mission Health center. Im here to talk about item 48. So the department of Health Services reimburses the medications for less than the cost it is to purchase them. Communitybased pharmacies are forced to choose between discontinuing services and losing their businesses. Communitybased pharmacies represent the most accessible healthcare to vulnerable patients. Who often need a greater level of service thats provided greater than chain pharmacies. We would also like to thank supervisor ronen for introducing this legislation. Sncht thank you. Next speaker, please. Tom gillbert. My mother did turn 95. Right now she is deciding whether to do another medical intervention or hospice. Pg e should be a regional public organization. Our fires and smoke are coming from part of our region. We need to be part of that region solution, part of a region. Moderate air can be surprisingly pretty bad. Ive kind of noticed that for the first time this time around. Tv stations again. Local news should not be banned or blacked out because of cable providers. The people up north that were having the fires, a complete lack of what was going on. We need as much Information Sources as possible. A petition to ban assault rifles and semiautomatic weapons, people killers. I dont want to ban them in San Francisco. I want the federal government to ban them. So what i would like to do is to create a petition for other cities to sign to send to washington, d. C. , to let our voices be known. I dont think were the only ones here that want to ban these weapons. Theyre people killers. The republicans in North Carolina and georgia do whatever they want to create their politicians to win the prize. Here in San Francisco, we have a group that decides we can place people ahead of an election and give them a head start. That is our scandal. Its time to change that. Thank you. Is there any other speaker for Public Comments . Seeing none, Public Comment is now closed. There is a request to rescind a vote. Thank you, president yee. I would like to move to resend the vote about items 31 to 35 to allow Public Comment. I think there was some confusion there. I would hate for those that came down not to be heard. If we could do that, i would greatly appreciate it. Supervisor stefani, i believe its 31 to 42. We dont need to go beyond 42 for Public Comments. Im sorry. I meant 42. I just wrote it down wrong. So this motion to rescind, is there a second . Seconded by supervisor mandelman. Any objections . Then the vote is rescinded. Is it okay to reopen the Public Comments . Public comment is now reopened. Thank you. I live three blocks from the proposed project at 3333 california street. Im a transplant from los angeles, from hollywood, and like many transplants, ive grafted onto San Francisco and i love it. The hills, the green space, and National Park on our doorstep have made it a magnet for visitors and businesspeople for well over a century. I never thought i would live to see the day when San Francisco would approve a project or for a project to get as far as it has gotten for everything that ruined my hometown city. L. A. Bulldozed over parks and replaced them with freeways and that continues to this day. That is what this project and the plans drawn by this group represents to me. It will bulldoze the hill, cram in a walkway. And as a large Retail Complex where it does not belong at the intersection of four family neighborhoods. If this is truly about housing, then we need to build housing on this site, only housing. The Community Alternative achieves the objectives that the city says that it wants, housing. Not only that, but it is done without defacing the very things in that site unique, the trees and hill, which this group will remove and pave over. Any other Public Comment on these items . Seeing none are you coming up here for 3333 california. I just want to add on to my friends statement. The developer could get around Affordable Housing to paying the optout option back to the city. We are being treated as if this is a done deal, even though we are a strong voice of reason for our neighbors. We hope that you soften your hearts about this. The developer finds our plan does not include chopping down 200plus Magnificent Trees inside and outside of the property. I had my office at 3333. I am a neighbor. I forgot to mention that. We want to use our green spaces and breathe the air. The canopy is 32. 5. It would be chopping down like a whole urban forest that doesnt need to be chopped down. Our Community Variant plan to you provides 558 or 744 invariant Housing Units with senior and Affordable Housing and Daycare Centers and cafeteria. The building of it would be about five years less time the developer, 15 years our Community Variant plan does not include adding an overwhelming amount of commercial and retail space, allowing businesses to run from 6 00 to 2 00 a. M. The developer insists that we will harm our Neighborhood Community by anyway our plan does not venerate 15,000 tons of Greenhouse Gas and construction over 15 years. We have to hope and pray that you know we are not against Affordable Housing. Four neighborhoods depend on this thank you very much. Any other Public Comments on the continuance on these items . Seeing none, Public Comment is now on a madam clerk, give me the right wording. Clerk yes, mr. President , Public Comment is now closed on item it is 39 through 30. You would keep items you would keep the items for the tentative map which are items you would keep the tentative items open which are 39 through 42. We have a bifurcation. Can i have a motion to continue items just gavel down that you would close Public Comment on the first two special orders, 31 through 39 38. Then you would keep the items on the Third Special order open and then you would continue all of them to november 12. Before i do that, deputy city attorney. Just along the lines of what the clerk is suggesting, the board can close Public Comment for the purpose of this meeting and continue and clarifying on the record that you should continue the one item as an open item. Because of a special deadline in the law that authorizes the tentative map appeal, we recommend that you continue that item as open. I need a motion to continue items 41 through 42 and the public hearing is open on a tentative map appeal. So moved. Motion made by supervisor ronen. The items will be continued. Madam clerk, lets go to the adoption of the reference calendar. Unanimous vote is required for the resolutions today. Alternatively, a supervisor may request or require a resolution to go to committee if its on first street. Can i please severe item 48. Okay. Then can we take items 49 through 51, same call. Well, objection then, items 49 through 51, the resolutions are adopted and the motions are approved. Madam clerk, please call item number 48. Clerk item 48 is a resolution to urge the state of california to rescind or amend the new department of Healthcare Services policy regarding the pharmacy reimbursements for covered specialty medications. First i just wanted to thank all the individuals, pharmacists, and organizations who came out to speak on behalf of this resolution today. When i first learned about the situation, it made no sense to me. But i also learned a lot about Community Pharmacies. We have an Extraordinary Community pharmacy in the Mission District called Mission Community wellness. Maria, the pharmacist and founder, spoke today. Ive been a lifelong keizer patient, so ive had no relationship with pharmacists whatever. You go in and get your meds, and may have a brief consultation. Thats not what Mission Wellness does. What it does is it everybody serves as a confidant, someone to help the patients stay current and take these specialty medications for complicated diagnoses like h. I. V. , aids, like severe Mental Illness. And often their clients are h e homeless or barely housed. The pharmacists go above and beyond. They package medications in a way that its obvious and easy how to take them each day. They often hold the medication at the pharmacy so that individuals who are afraid of losing their meds because theyre experiencing homelessness know that they can come there every single day and take it and not miss a dose. It seems like something of the past that hardly exists anymore. Here we have a nonsensical decision on the part of department of Healthcare Services that cuts these services for these lifesaving specialty meds that is making it impossible for these pharmacies to continue and stay around. The amount that these pharmacies are losing on every prescription that they fill is going to make them obsolete in no time. The least that we can do is pass this resolution today, urging this state to reverse its nonsensical decision to improperly reimburse for these medications. Please also know that our office is working with senator weiner who will have a meeting with Health Care Services urging them and explaining how important it is for them to reverse their decision here. Hopefully we will make some headway there. In the meantime he will be planning on introducing a bill during the budget process next year if we cant make the headway with the department itse itself. This is something i wanted everyone who came out know that we didnt just pass these resolutions, but worked with the state representatives to work on this important issue. I hope you will be joining us to vote on this important issue. I wanted to thank supervisor ronen for bringing this resolution forward. Thank you to everyone from the public who spoke out in support and educated us about this really important issue. I would like to be added as a cosponsor. Supervisor safai. Thank you, mr. President. Yes, i too would like to be added as a sponsor. If you all recall, last year we did a piece of legislation that had to do with surplus medication from Nursing Homes and other places rather than throwing them away. We were able to work with our city pharmacists and have these medications distributed to patients through many of our neighborhood clinics and pharmacies. Without the survival of neighborhood pharmacies, were not the able to get to patients who dont have access to cheaper medications. So that legislation was married to these neighborhood pharmacies and clinics. This is an important resolution and were hopeful that senator weiner is successful at the state level as well as the rest of our state delegation. To you to supervisor ronen and all the advocates from the neighborhood clinics and pharmacies who talked about the importance of keeping this. So i thought i had already asked to be added as a cosponsor. If that hadnt happened, i would like to be added. Okay. Thank you very much, supervisor ronen. Colleagues, can we take this item without objection . This resolution is adopted unanimously. Madam clerk, please read the in memori memoriums. This meeting will be adjourned in the name of one of our residents. We are ending early to our residents can go and vote. Madam clerk, is there any other further business before us today . That concludes our business today. Thank you. Have a wonderful election day. The polls close at 8 00 p. M. We are adjourned. Valencia has been a constantly evolving roadway. The first bike lanes were striped in 1999, and today is the major north and south bike route from the Mission Neighborhood extending from market to mission street. It is difficult to navigate lindsay on a daily basis, and more specifically, during the morning and evening commute hours. From 2012 to 2016, there were 260 collisions on valencia and 46 of those were between vehicles and bikes. The mayor shows great leadership and she knew of the long history of collisions and the real necessity for safety improvements on the streets, so she actually directed m. T. A. To put a pilot of protected bike lanes from market to 15th on valencia street within four months time. [ ] valencia is one of the most used north south bike routes in San Francisco. It has over 2100 cyclists on an average weekday. We promote bicycles for everyday transportation of the coalition. Valencia is our mission fits our mission perfectly. Our members fall 20 years ago to get the first bike lane stripes. Whether you are going there for restaurants, nightlife, you know , people are commuting up and down every single day. I have been biking down the valencia street corridor for about a decade. During that time, i have seen the emergence of ridesharing companies. We have people on bikes, we have people on bike share, scooters, we have people delivering food and we have uber taking folks to concerts at night. One of the main goals of the project was to improve the overall safety of the corridor, will also looking for opportunities to upgrade the bikeway. The most common collision that happens on valencia is actually due to double parking in the bike lane, specifically during, which is where a driver opens the door unexpectedly. We kept all the passengers the passenger levels out, which is the white crib that we see, we double the amount of commercial curbs that you see out here. Most people arent actually perking on valencia, they just need to get dropped off or pick something up. Half of the commercial loading zones are actually after 6 00 p. M. , so could be used for fiveminute loading later into the evening to provide more opportunities or passenger and commercial loading. The five minute loading zone may help in this situation, but they are not along the corridor where we need them to be. One of the most unique aspects of the valencia pilot is on the block between 14th street. We worked with a pretty big mix of people on valencia. On this lot, there are a few schools. All these different groups had concerns about the safety of students crossing the protected bikeway whether they are being dropped off or picked up in the morning or afternoon. To address those concerns, we installed concrete loading islands with railings railings that channel channeled a designated crossing plane. We had a lot of conversations around how do you load and unload kids in the mornings and the afternoons . I do like the visibility of some of the design, the safety aspects of the boarding pilot for the school. We have painted continental crosswalks, as well as a yield piece which indicates a cyclist to give the rightofway so they can cross the roadway. This is probably one of the most unique features. During the planning phase, the m. T. A. Came out with three alternatives for the long term project. One is parking protected, which we see with the pilot, they also imagined a valencia street where we have two bike lanes next to one another against one side of the street. A twoway bikeway. The third option is a Center Running twoway bikeway, c. Would have the two bike lanes running down the center with protection on either side. Earlier, there werent any enter lane designs in San Francisco, but i think it will be a great opportunity for San Francisco to take the lead on that do so the innovative and different, something that doesnt exist already. With all three concepts for valencias longterm improvement , theres a number of tradeoffs ranging from parking, or what needs to be done at the intersection for signal infrastructure. When he think about extending this pilot or this still this design, theres a lot of different design challenges, as well as challenges when it comes to doing outreach and making sure that you are reaching out to everyone in the community. The pilot is great. It is a nobrainer. It is also a teaser for us. Once a pilot ends, we have thrown back into the chaos of valencia street. What were trying to do is incremental improvement along the corridor door. The Pilot Project is one of our first major improvements. We will do an initial valuation in the spring just to get a glimpse of what is happening out here on the roadway, and to make any adjustments to the pilot as needed. This fall, we will do a more robust evaluation. By spring of 2020, we will have recommendations about longterm improvements. I appreciate the pilot and how quickly it went in and was built, especially with the Community Workshops associated with it, i really appreciated that opportunity to give input. We want to see valencia become a really welcoming and comfortable neighborhood street for everyone, all ages and abilities. Theres a lot of benefits to protected bike lanes on valencia , it is not just for cyclists. We will see way more people biking, more people walking, we are just going to create a really friendly neighborhood street. [ ] [ ] i really believe that art should be available to people for free, and it should be part of our world, you shouldnt just be something in museums, and i love that the people can just go there and it is there for everyone. [ ] i would say i am a multidimensional artist. I came out of painting, but have also really enjoyed tactile properties of artwork and tile work. I always have an interest in public art. I really believe that art should be available to people for free, and it should be part of our world. You shouldnt just be something in museums. I love that people can just go there, and it is there for everyone. Public art is art with a job to do. It is a place where the architecture meets the public. Where the artist takes the meaning of the site, and gives a voice to its. We commission culture, murals, mosaics, black pieces, cut to mental, different types of material. It is not just downtown, or the big sculptures you see, we are in the neighborhood. Those are some of the most beloved kinds of projects that really give our libraries and Recreation Centers a sense of uniqueness, and being specific to that neighborhood. Colette test on a number of those projects for its. One of my favorites is the oceanview library, as well as several parks, and the steps. Mosaics are created with tile that is either broken or cut in some way, and rearranged to make a pattern. You need to use a tool, nippers, as they are called, to actually shape the tiles of it so you can get them to fit incorrectly. I glued them to mash, and then they are taken, now usually installed by someone who is not to me, and they put cement on the wall, and they pick up the mash with the tiles attached to it, and they stick it to the wall, and then they groped it afterwards. [ ] we had never really seen artwork done on a stairway of the kinds that we were thinking of because our idea was very just barely pictorial, and to have a picture broken up like that, we were not sure if it would visually work. So we just took paper that size and drew what our idea was, and cut it into strips, and took it down there and taped it to the steps, and stepped back and looked around, and walked up and down and figured out how it would really work visually. [ ]
