Adel fung. I am one of four coowners of 275 fullsome street. Most of the major rehabilitation work was done from 2012 to 2014 under the previous owners. But we as the new owners are looking to tackle a number of major scope items on specifically of wood deterioration and the curbed wood te deterioration, the compe reroofing and attention to an overlooked slightly inaccessible patch of land that started to grow vegetation. The rehabilitation needs came on our radar as homeowners, wear and tear of the original curved windows and even the mosaic that revealing, especially the turette was older than it looks from the strateg street view. We readdressed the items over the next three years focusing on the wood rot with the upcoming rainy season and curved windows. We hope that the city is able to support us in this investment. I appreciate the opportunity to introduce myself and to give the vote of confidence that the property tax savings from the mills act contract will truly help offset costs as we maintain our fulsome house. Its developed with an eightstory commercial building completed in 1988. Its most modern in design and one of several components of the border westfield centre. Given its construction date and character, its considered noncontribute torory to the district. A previous iteration was brought before the committee in june of this year and in response to comments, the proposed alterations have been scaled back with essentially all aspects of the building that contribute to its compatibility retained and left exposed. The project retained a letter from nordstrom. Given the noncontributory status, it will be in compliance. Based on this ana analysis, staf recommends approval, that prior to issuance the sponsor shall provide final details and finished material samples for review and approval. Were adding an office lobby entry because theres a level seven and eight in order to increase access ability to the usability of those spaces and were also adding glazing in certain areas where we can in order to create more of a connection between the interior and exterior. This shows the proposed changes to the Market Street entry. We are adding an awning, glass and metal, a bronze, light bronze colored metal. Were adding more were making a glass entry wall with more glass doors and larger lights of glass to increase the connectivity between interior and exterior and were creating a light, ri lit space because is rather dark. This shows just the Market Street entry changes. These are drawings showing the two entries. Along Market Street at level 4, behind the or or ornamental scrn wall, we would like to replace that in order to bring daylight into the level 4 at that area and this will occur behind the ornamental screen and keep the framing pattern and well be changing the glass there. There are general manager on our board and an integral part of the community. Were in support of this project. We know retail is evolving and changing in union square and its important to draw visitors to the area to make sure that the westfield and nordstrom is a viable centre drawing people from all over, as well as to union square. This is an investment in our community and we really appreciate that. The design is very attractive and i think it will light up the exterior and invite people inside. Certainly with regard to converting the upper floors, 7 and 8, we know the retail footfingerprints arfootprints a. We would like those spaces filled. The existing building is an oopaque parking lot and were looking for any place to actually get some Natural Light into the space. So based on where we can actually occur, its only in a certain area in this middle bay along fifth street that we can actually have glazing. Otherwise, theres a core elements. I wonder if you want to put it in the slide youre rendering, on page 19 . Were trying to maximize the amount of loot. So if we could do just in the pumpepunched areas. So were working within the existing precast where the panels end and stop and so wherever we can, were trying to maximize the amount of glazing there. Where those windows are replaced. Those are precast panels that are full height and they represent the same panel proportionsoproportions on the r registers and on the lower ones, they are punched openings. Francis mthis is on sound park. It was prepared by Erica Schultz with funding through the National Parks services for the community grant. In i capacity as a local deposit, the city and county of San Francisco will comment on the National Register of Historic Places. Any comments from this commission will be forwarded to the state office of historic preservation. The hotel is at the west side of south park street between jaqueline and third street in the south park neighborhood. The building is a threestory over basement, wood framed structure constructed in 1907. The primary facade features unentry vestibule. Its to the east of the vestibule. The second and third floors are three bay and they consist of double hung windows, linteils. Apple. This is one of several m Masonic Organizations. They provide Housing Assistance and an opportunity to established ties to members in the i in the community. They began leasing in 1935. The hotel offered rooms at affordable rates for those employed in lowwage jobs in San Francisco and provided a hope base in south park in south parks growing community for those working at sea or employed outside of the city. It was one of several Residential Hotel, serving the community during a time when Housing Communities were limited to the Racial Discrimination and housing cov covenants. The immigration act of 1965 and Fair Housing Act of 1968 began to shift as immigrants greatly increased and became possibly to reside in segregated areas of the city. This is based on National Origin and replace edthem with skills and familial relationships. There was a prohibition in the financing of housing through the 1968 act lead to a shift in the settlement from south park and communities outside of San Francisco. The period is 1935 to 1968 and encompasses when they began renting the building in 1948 and follows the passage of the nationality act of 1965 and Fair Housing Act of 1968. Staff agrees that the property is locally significant under criteria a with ethnic heritage and assisting immigrants and the formation of San Francisco. After request the Commission Review the National Register and provide commentses on whether the hotel meets the criteria of significance. The commission may recommend the nomination, not recommend the nomination or recommend the nomination be revised. Comments may be added to the resolution in your packets. Ill give a brief overview on what francis just presented and im happy to answer any questions. Just before i start, i want to say it was an honor to prepare the nomination for this building and pay tribute to dr. Don mapil new york city who is the extraordinary philippino caller and activist who lent her talent and expert expertise and reviewe draft before she unexpectedly passed away. To start, the grand hotel was constructed at 104106 park street as a rooming house in the south park naked i. It was owned by the huskin family and rented to the philippino in 1935 as Japanese American Community was moving out of south park. The grand philippino is a Masonic Organization founded in the early 1920s in San Francisco and extremely source of prude anprideand legacy in the commund beyond. The organization was one of several that formed in the 1920s, as philippino men began coming hear. There were widespread club and organizations, tenuous Employment Opportunities and limited options. The masonic and fra ternalternal organizations became a great source of strength. At this Residential Hotel in south park, the hotel provided a critical source of Affordable Housing to those with menial jobs. For example, we know from the 1940 census, there were 40 philippino men who immigrated from the philippines from 2862 employed in Domestic Work in sanfrancisco. The Organization Began purchasing property in south park, first with the building across the street in august of 1947 and then early 1948, it purchased the subject project and then again later that year, it purchased the third building across the street where it constructed a temple in 1951. While the new Temple Building expanded, the residential building at 104106 remains in the organization. As francis summarized, the building is nominated to the National Register under criteria a, the grand Oriented Hotel stands as a strong bond of community that it forged in the early 20th century in racism and discrimination and it was a critical source of Affordable Housing and the organization occupied the building for over eight decades providing a space toly and celebrate philippino culture. Although the building was sold in 2013 to mission housing, it will remain a force of Affordable Housing and is one of the larger cultural districts. Im happy to answer questions. Im paul barera. It reflects the strength, resolve and commitment to building to philippino life in the city which is the mission. When the monhuhgs established this grand, it was illegal and thats why they incorporated as a Masonic Lodge because that would allow them to purchase the property. So that sort of, you know, clever, positive thinking is something that we like to consider one of our legacies to carry on the work thats been established by our ancestors in this country. Its now a permanent site for Affordable Housing and its a testament to people power in the city and a crown jewel in the community. I would like to note that in one of the photos that francis shared, there was an image of steve arevalo, who was a manila town activist and certainly one of, like, the last ogs from the Hotel Movement and he recently passed as well so it was refreshing to see his face in front. That was a nice moment for me and i think if my colleagues were here, they would have enjoyed that as well. Theyre quite honoured to support this, to the National Register of Historic Places. Its on the east side elevation. Its A Cross Gable flat and consists of wood, multilike casements. One story overraised based from the west elevation. It consists of aluminum windows. The japanese ywca is in the area of japanese ethnic heritage and social history for its associations with the struggles and accomplishments of the women and African American ethic heritage. During world war ii, 1830 subtler was turned over the to ywca. Contact tduring this period, thg was the location of numerous gatherings that advanced multiple, political and social causes, including the state for africanamerican civil rights. Russ continue h. The period of significance from 19321959 encompasses the relocation to another site. As noted, the San Francisco ywca moved into the building in 1960 and programmed it to the late 1990s when he announced the buildings failed. The japanese american redress, a group of japanese americans lead a successful, legal struggle to retain title to the buildings to be kept in use for the benefit of the Japanese Community. It is anticipated that the Community Effort to retain the building for japanese use will be for significance in the future. My name is kathy and im executive director of the Little Friends and with me is karen kye, a former board member and current member of our Capital Campaign committee. On behalf of the organization, we thank you for your consideration of our facility to the National Register of Historic Places. We woulin addition, mr. Hashimoo couldnt make it today but wanted us to state his support for nomination. There was a preschool programme in japan town in 1975. For nearly 44 years, we leased property from the golden gate institute, another historic japan town institution. The organization approached the ywca, the San Francisco ywca to lease space in the former japanese facility to open a second preschool programme and we have operated there ever since. In 2012, there was the owner and steward of the womens building through an outofcourt settlement. We made a commitment for use of the Japanese American Community and we have continued to keep this promise. We hope the recognition of this resource will promote the unique history and significance and allow the womens struggles in overing those struggles. I walkethe first type i walked o 18318301830 sutter, it was so rk bibleremarkable and i had no idf its history and understand why it looked so japanese. I thought some day, this would be great to learn more about. I got that chance in 1996 when the San Francisco ywca announced that they were evicting all tenants in order to sell the building. This moved the Japanese American Community to organize to save the building. There was a glimmer of hope that was offered by vague memories from people who sort of remembered that there was something about a right to purchase the building because the japanese had actually built it. It was soon discovered the San Francisco ywca held paper title to the building and that was due to the california alien land laws which forbid persons ineligible for citizenship, a euphemism for japanese americans, from owning real property. Although it was paid for, they were legally barred from owning it outright. The modernday San Francisco ywca decided to deny this history and the courage of their own predecessors whose sense of justice compelled them to enter into a legal trust and that exposed them to the possibility of liability and even arrest for evading the alien land law. And the Japanese American Community decided having lost so many Cultural Properties through the internment of japanese americans during world war ii, through the destruction and diaspra during the redevelopment and exclusion from je gent gentrification was formed. Aside from all of these wonderful reasons why this building is important for this nomination, i think also just that the architect herself that julian morgan, she did this work for this building pro bono and i think that says a lot. She did it for a specific reason. She believed in the women that were her clients and believed in the cause and community. So shes probably the most important architect from california to this day that a female architect, if not from the united states. So please support this project. Thank you. Thank you. I had the honor to be colead counsel in the litigation returning the building to the community and as karen mentions, the owner who has not only promised but more than lived up to the promise of the steward of the building and perpetuate who were introduced to the history, the National Importance of the history that the building represents. Theres some structures that are important because of the people or the events or both that happen in them. And others seem to take on a character and a life of their own and almost seem to attract those very people and events that make them important. In my mind, the womens legacy building is one of those buildings. Both architecture and cultural history make it eminently qualified in my view for national, local and state, historic recognition and i urge you to approve the recommendation for national recognition. San francisco heritage is dedicated to preservation of the citys architectural legacy but also to sites that have important connections to the diverse cultures, subcultures, emergent social history and political movements that make San Francisco singular and extraordinary. In 1830 sut ter, you have most of the character defined features in tact. But a building which is locally significant to japanese and american ethnic heritage. You have the africanamerican civil rights and lgbtq rights movements. This is a site well detailed prepared by donna graves and the Planning Department and we strongly recommend a resolution to support the nomination to the National Register of Historic Places. And i would like to add, you know, with redevelopment that had gone through the area after world war ii, this is a pretty singular building with japanese style that represents the Japanese Community that was there before internment removed it.
