Permanent occupancy. So that is something we would appreciate further discussion on. It is something that we dont currently do, and it lives outside of our scope of work. Thank you. 819 lombard is actually a perfect example. Part of what sparked that project and part of the benefit was the additional of three adus. So while on the one hand were trying to incentavise the building of new somewhat affordable housing, we are ending up actually losing existing affordable housing. And so part of what i think the community and the supervisor is trying to do is to create some impediments, where bad actors are disincentive vised. Disincent vised. And a some point that tenant is going to be able to come back, there is a financial disincentive for them to keep that unit open as we have taken care of that family for six months or a year or year and a half. And, yes, it is a policy choice because the pie is getting a little bit smaller. There is no question about that. And that means that some folks are waiting longer in line. But it also means that we are saying that that rentcontrolled unit is going to remain a rentcontrolled unit at its previous rent. There are legitimate reasons that people have to temporarily displace a tenant for major work. Some of the mandatory work. I get that. But there is also a group of folks who go about, many of them speculators, keeping units off the market as long as they can, knowing that that tenant is not going to return. To the extent that we a say were going to own it and have a place for them because we actually do have the capacity within our inclusionary and 100 affordable stock, and we have these Additional Findings that the a. L. J. Has to make, and ultimately were in the business of preserving existing rentcontrolled housing at its current nonvacated rates. Which is the whole reason for this. I want to thank the asian law caucus and c. D. C. , and the Tenant Rights Committee for pushing this supervisor on his legislation. I would hope that the committee would adopt the amendments and then we would have to continue it. There are other amendments that are being discussed that might require additional con contuances. Chairwoman im wondering if we should add tenants replaced by fire theyre already in. It includes o. M. I. S, fire, and chairwoman okay. Because sometimes, when the unit when a fire doesnt require demolition, they can come back. But i guess they would fall under the first preference, where it wouldnt be temporary, and they wouldnt have to they wouldnt have to give up the unit once their new unit was offered to them . I now understand, and am happy to talk to your office in the intervening week. Yes, i get it. Chairwoman okay. Great. Thank you for holding this hearing today. Im andy mullen. Im here on behalf of supervisor stefani, who holds the board of supervisors seat on the Mental Health board, and she unfortunately couldnt be here today. And many of the members are here for public comment. The legislation before you today is fairly simple. It makes three proposed changes. Im going to sort of discuss them just in order of importance. The Mental Health board is a fairly unique body in that it has been around since 1956. And it puts a majority of its seats for consumers of Mental Health services or family members of consumers of Mental Health services. Which means it puts people directly in this system in the drivers seat. Because the Mental Health board has been around for so long, some of the language, i think and we would probably all agree is a little antiquated, its conception of what Mental Health is and the services is. The first thing it does is expand the definition of consumer, which are a majority of the members, either directing or through their family members, to in clues include substances abuse treatment services. It also esplanade expands the eligibility of consumers to hold seats. Previously there was pro bingprohibition of ployment. Employment. The consumers are now waived. They could just have to excuse themselves if they had a financial conflict before them. Thirdly, it proposes renaming the Mental Health board to the Behavioral Health commission. That comes because the word Behavioral Health as you all know is an umbrella term that includes Mental Health and Substance Abuse issues. Our conception of this has changed a lot since 1956, before all of us were born. This is now meant to be more inclusive of the work that they do, which is interface with the department of behavioral Health Services under d. P. H. , and report out and advice those departments and those employees on these matters. With that, these changes come to you directly from the members themselves. And many of them are here to speak about the personal importance of these changes to this organization. And im happy to answer any questions. Chairwoman i had a question about and this is for you or any of the members of the Mental Health board, where the term consumer comes from. It brings up the idea of someone who is buying something. And im just wondering why patient or individual isnt used as opposed to consumer. That is such a good question. I have no idea what the answer is. Im trying to remember when consumer came in. It probably has been eight or nine years. It came from clients requesting that. What could say it is consuming Mental Health services and Substance Abuse services, but it was clients not wanting to be referred to as clients or patients, was my memory. And just to give, i gues guess i guess to underline one of the reasons were requesting the change is historically there has been a divide between Mental Health and Substance Abuse disorder services, leaving consumers basically leaving consumers no choice but to choose between cooccurring disorders. If they go for treatment for one, theyre often excluded from one or more programs based on having Substance Abuse for one or Mental Health issues for the other. Again, with Behavioral Health being more inclusive in addressing both, Mental Health and Substance Abuse disorders, the name change would align us not only with other california counties that have transitioned in this manner, but it also helps us when were with programs that are seeking funding. Oftentimes there is that same divide between Mental Health and Substance Use. And when we have these integratitintegrative services,t pushes them to gain funding for those sources. The change has been gradual, i would say, over the last three years. There are now 11 commissions that are called Behavioral Health, and there are 32 boards that have used the name Mental HealthSubstance Abuse. I think that this gives the public more reason to contact our board if there are certain situations that they would like us to look into. It also expands the facilities that we can monitor. Which i think is a good thing. The public needs to know that our board, our new commission, is there to serve them. So i think this is a good thing. I know in the scheme of everything that youre looking at, it is not addressing homelessness, it is not addressing tenants. But even shakespeare said, whats in a name . I am in favor of this change because it improves clarity and consistency for our message. And thats the heat of it. Heart of it. It is not a huge thing. As ive been on the board, i have noticed a fine line between Mental Health and Mental HealthBehavioral Health and then Substance Abuse. Theyve all been put under the same umbrella, and i feel that as we move on and progress, the term behavior would probably encompass, one, similar things that were working with, and i think my colleague just said, we dont do much housing or the things you guys are dealing with, but i feel that the change in name would give us a little more flexibility in the things that we do. I love our resourceful city, it is the most city in this world. We have the best services you can possibly get. You cannot get anywhere else. Renaming our board from a board to a can commission is very important because somehow when it is a commission, it seems a little more important. Im not saying that boards arent important. Please, dont nobody go back and say i said boards arent important. But when youre a commission, people are oh, youre a commissioner, oh, how are you . No, im just kidding. It would be very important. Using one example that i can or one item that comes to mind. I was just wondering, lobbyists sitting on the board as consumers. Chairwoman thank you. As many of you know, ive been working very closely on these issues and on a proposal with supervisor matt haney. We were going to come and speak to you about it at your last meeting, which was unexpectantly cancelled, so ill really looking forward to the opportunity to speak with you all. I will say that Mental Health assess also recognizes the integration of a Substance Abuse illness and Mental Health illnesses as being very similar and oftentimes people have two dual diagnosis. Most providers say it is a rare day when they see someone with just a Substance Abuse illness or just a mental illness, and not a coincurring diagnosis. So this makes a lot of sense to be changing that name. I also have to say that im very excited that you will now have an official role in oversight of our Substance Use programs in San Francisco. You know, most of those are run through health 360, which i think is an incredible organization, but i do believe they need some oversight in terms of both the switch to drug, medical, in terms of Funding Sources for their services, and the number of vacant beds there are in the facility every night. We know there certainly is not a lack of need for those beds in our city. But somehow, whether it is procedures within the organization to get into those beds, or the type of programs that are being offered, there is a mismatch in terms of what is going on there. Because the fact that there has been as many as 70 beds vacant in a night is up to the level of an outrage given what we all see, the suffering we see in the streets every day in San Francisco. So the fact that this board will be soon to be commissioned, and will be overseeing and forgetting out what is going wrong there, and how can the city intervene to make sure that is not the case is a relief to me. I wanted to thank you all for your extraordinary work. I cant wait to meet with you all and talk about Mental Health assess, and how were really going to be hopefully very shortly a model for the nation on how to achieve genuine Mental Health parity in the city. Perhaps we can finally do that in San Francisco and then sprayed it to the state and the rest of the country. There is a lot of work and advancement happening in this field. I certainly hope that San Francisco will be on the forefront of moving that forward and i very much look forward to working with all of you. [meeting adjourned at 1 11 [ ] homelessness in San Francisco is considered the number 1 issue by most people who live here, and it doesnt just affect Neighbors Without a home, it affects all of us. Is real way to combat that is to work together. It will take City Departments and nonprofit providers and volunteers and companies and Community Members all coming together. [ ] the product homeless connect Community Day of Service Began about 15 years ago, and we have had 73 of them. What we do is we host and expostyle event, and we were the very force organization to do this but it worked so well that 250 other cities across the globe host their own. Theres over 120 Service Providers at the event today, and they range anywhere from hygiene kits provided by the basics, 5 to prescription glasses and reading glasses, hearing tests, pet sitting, showers, medical services, flu shots, dental care, groceries, so many phenomenal Service Providers, and what makes it so unique is we ask that they provide that Service Today here it is an actual, tangible Service People can leave with it. I am with the hearing and Speech Center of northern california, and we provide a variety of Services Including audiology, counselling, outreach, education, today we actually just do screening to see if someone has hearing loss. To follow updates when they come into the Speech Center and we do a full diagnostic hearing test, and we start the process of taking an impression of their year, deciding on which hearing aid will work best for them. If they have a smart phone, we make sure we get a smart phone that can connect to it, so they can stream phone calls, or use it for any other services that they need. San francisco has phenomenal social services to support people at risk of becoming homeless, are already experience and homelessness, but it is confusing, and there is a lot of waste. Bringing everyone into the same space not only saves an average of 20 hours a week in navigating the system and waiting in line for different areas, it helps them talk, so if you need to sign up for medical, what you need identification, you dont have to go to sacramento or wait in line at a d. M. V. , you go across the hall to the d. M. V. To get your i. D. Today we will probably see around 30 people, and averaging about 20 of this people coming to cs for followup service. For a participant to qualify for services, all they need to do is come to the event. We have a lot of people who are at risk of homelessness but not yet experiencing it, that todays event can ensure they stay house. Many people coming to the event are here to receive one specific need such as signing up for medical or learning about d. M. V. Services, and then of course, most of the people who are tender people experiencing homelessness today. I am the representative for the volunteer central. We are the group that checks and all the volunteers that comment participate each day. On a typical day of service, we have anywhere between 40500 volunteers that we, back in, they get tshirts, nametags, maps, and all the information they need to have a successful event. Our participant escorts are a core part of our group, and they are the ones who help participants flow from the Different Service areas and help them find the Different Services that they needs. One of the ways we work closely with the department of homelessness and Supportive Housing is by working with Homeless Outreach teams. They come here, and these are the people that help you get into navigation centers, help you get into shortterm shelter, and talk about housing1st policies. We also work very closely with the department of Public Health to provide a lot of our services. We have all types of things that volunteers deal do on a day of service. We have folks that help give out lunches in the cafe, we have folks who help with the check in, getting people when they arrive, making sure that they find the services that they need to, we have folks who help in the check out process, to make sure they get their food bag, bag of groceries, together hygiene kit, and whatever they need to. Volunteers, i think of them as the secret sauce that just makes the whole process works smoothly. Participants are encouraged and welcomed to come with their pets. We do have a pet daycare, so if they want to have their pets stay in the daycare area while they navigate the event, they are welcome to do that, will we also understand some people are more comfortable having their pets with them. They can bring them into the event as well. We also typically offer veterinary services, and it can be a real detriment to coming into an event like this. We also have a bag check. You dont have to worry about your belongings getting lost, especially when that is all that you have with you. We get connected with people who knew they had hearing loss, but they didnt know they could get services to help them with their hearing loss picks and we are getting connected with each other to make sure they are getting supported. Our next event will be in march, we dont yet have a date set. We typically sap set it six weeks out. The way to volunteer is to follow our newsletter, follow us on social media, or just visit our website. We always announce it right away, and you can register very easily online. A lot of people see folks experience a homelessness in the city, and they dont know how they can help, and defence like this gives a whole bunch of people a lot of good opportunities to give back and be supported. Too often we just talk about the problems were facing. This is an opportunity for the board and the members of the public to learn a little bit more about the good work that our departments are actually doing to help make our city a little better. Today we have a short clip produced by our Emmy Award Winning team at sfgovtv featuring the department of environment zero waste grant. We have charles here to set up the clip. The floor is yours. Thank you, supervisor, and thank you seniors of the board of supervisors. Were pleased to a that you allowed us to introduce this video before you today. Im charles from the San Francisco department of environment. The department has a longterm commitment and long history in supporting Community Groups that help the city achieve its environmental goals. To that end, we offer grand making opportunities from our zero waste and carbon Fund Programs and there is usually specific parameters for the funding of the grants, like recycling and composting. And sequestering carbon emissions. But we always want to make sure were ensuring broad cobenefits for our grants. That means were not only using the grants to get closer to the environmental goals, but were also creating jobs, feeding the hungry, building stronger communities. And providing resources to artists and educators who have limited means. This video is a wonderful example of the program. And the funding for our zero waste grants, the goals are very simple. Were keeping excess food out of our landfill. As you know, when you have food waste, food that goes into landfill, it creates methane and this is a Global Climate issue throughout the world. But as youll see in this video, its more than just that. Our impact is bigger than just keeping things out of a landfill. Were able to leverage our projects to serve the community and help some of San Franciscos most vulnerable residents and increase their access to healthy food and healthy produce. And thats kind of the core of what the department of environment does. We like to improve the livelihood of our residents and businesses through environmental services. We want to occupy the space where an environmental outcome, not only reduces emissions, but also feeds the citys most vulnerable. So before i begin, i just want to do a little quick history, because the grant youre going to see in the video is a couple of years old, but in early 2019, we awarded 14 new grants through the program and some of those include garden for the environment, groceries for seniors, and probably many other groups youve heard of. So im going to play the video and then were happy to answer questions you might have i think the audio is on, so im going to hit play. [ ] San Francisco department of the environment is place where big ideas hit the street. We understand the importance of making Climate Action relatable for the everyday person. We know that we dont have all the answers. We need to support our local champions, our local community to find Creative Solutions and innovations that help us get to zero waste. Zero waste is sending nothing to landfill or incineration using reused and recovery and prevention as ways to achieve zero waste. The program is a Grant Program specifically for nonprofits in San Francisco to divert material from landfill. Its important to find the San FranciscoProduce Market because there is a lot of edible food that can be recovered that may need additional assistance from our department to find positions to capture that food and focus on food recovery. San francisco market is a wholesale Produce Market that connects farmers and their produce with food businesses throughout the bay area. I think its a basic human right to have access to healthy food and all of this food here is available. Its a matter of creating the infrastructure, creating jobs and the system whereby none of this goes to race. Since the beginning of the program weve donated over a Million Pounds of produce and that resulted in over 900,000 meals to people in our community, which were very proud of. The produce is always excellent. We get things like broccoli, brussel sprouts, bell peppers. Lots of different produce. Everything we use is nice and fresh. So when our clients get it, they enjoy it. And importantly, to me, to feel good about what i do and working in programs such as ecs really provides that for me. Its helping people. Thats what its all about. I really enjoy that. To work at the Produce Market for me represents the intersection between environment and community. And when were working at that intersection, when were using our resources and our passion and our energy to heal the planet and feed the people, nothing is better than that. And moreover, to actually reach out to the community. As i said last week, not only is San FranciscoArchitectural Heritage not the beneficiary of that advance outreach and collaboration, but a host of other organizations that work in the Historic Preservation field, including the Chinese Historical Society and others were not outreached to at all. And so i think that this is not the right way of going about it. We have not read item 4, but i would like to differentate a little bit, for two reasons, which i spoke to last week. One is that as to item 4, which is an appointment to seat number 5, the qualifications for that seat are by design much more broad and flexible. That is not the case in the next item where which hasnt been called yet, but seat number 2 is specifically for a true preservation architect. As i was saying to staff of one of my colleagues, i dont think there is a wide understanding about the architectural field. When you put it in terms of doctors, people get it. There are doctors and general practitioners and that is very different than the subfield of being a brain surgeon or a heart surgeon or podiatrist, but when you do in the realm of architecture, an argument text is architect, thats not true. Im not here to convince you. Im here to say let this be a learning lesson. Let us not do this going forward. The other difference between the two seats, the fact that at least in my experience, the nominee for the item that is before us, seat 4, took it upon himself long before he was nominated to reach out to the preservation community, to reach out to the supervisor, the author of section 4. 135, whereas in the case of the next item, that didnt happen at all. Thank you. Today im proud to present community request for Indigenous Peoples day here in San Francisco. These edits ensure. As you know, were guests on land of the indigenous. This makes this legislation more inclusive. It recognizes surrounding nations that moved in and out of the area. And acknowledges that San Francisco was a site for relocation poll resulting in native american people, all of whom contributed to the vitality of the city today. These edits removed previous incorrect resolutions while acknowledging the innovation and groundbreaking resolution that our now neighboring city of berkeley that spurred this movement of the recognition of the people of this the country. Item 12 is the contract amendment for Health Comprehensive outreach and Case Management programming. Supervisor haney thank you. I have a few questions from you, director. Im very happy to see that were expanding the hot team. I wanted to maybe hear more. It sounds like were extending it for a short amount of time to reevaluate the contract . Or to sort of look at things that might change about it. What are some of the things we look at when we evaluate the hot outcomes . And are those different in this sort of new extended contract . I think that the previous outcomes from the contract that we inherited from the department of Public Health was process outcomes. Like youll have an Outreach Team. There werent any targets for work being done. And the new interim contract, we have added a number of outcomes related to the number of people who are entered into our coordinated entry system. Mostly targeted goals toward achieving our strategic framework. But i think this requires a longer discussion and a broader discussion which is why weve only requested a short extension. Were going to stand up a working group early next year and have recommendations and discuss this with the board of supervisors well in advance of issuing another r. F. P. In hopes of really looking at some more significant changes to the contract. Supervisor haney is Response Time one of the things we look at or measure . No. I mean i think thats kind of more of a citywide metric you can see on the hsoc dashboard in terms of responding to 311 calls. The hot team this is one of the things we should look at, but the hot team is not designed to be First Responders. The original idea around the hot team was there would be two teams. One that was assigned to various parts of the city and doing outreach to Homeless People there, developing relationships which often times can take time. And then having those individuals handed off or assigned to a case manager and put into a stabilization unit. Theyre looking for individuals who are struggling on the streets, who dont do well in a congregate setting. Over the years theyve been asked to participate in the response to 311 concerns about homelessness. That is coordinated through hsoc, but the majority of the Homeless Outreach team workers are assigned to a district with a different charge. We do have a number of First Responders teams that are out at all times. Seven days a week, during two shifts. The additional case managers will add to our capacity to respond to those calls, but i think we need a broader discussion around the goals, the expectations about when a 311 call is made. How do we best Service People experiencing homelessness with this resource . Supervisor haney you said theyre available at all times . Im, sorry, they work two shifts seven days a week. So roughly available they come on around 6 30 and 7 and 930 p. M. Seven days a week. Supervisor haney no Homeless Outreach at nighttime . We stop at 9 30 at night. Supervisor haney is that one of the things you might look at in terms of recommendations. I see there are recommendations in june 2020. Are there a set of recommendations that will change at all how they operate now . Or theyre just sort of operating the same . They continue to operate now well, actually there has been many changes made significantly the pay has been increased by 13 for all workers. Weve created a pathway for workers and have added a lead position that also not only provides promotion opportunities for hot team members, but also provides better super evacuat n evacuation supervision for the line staff. Those are the two most significant changes. And then we reorganized around sort of what were asked to do. The hot team is four different teams. You have the First Responders team. The Community Responders we call them, that are generally responding to 311 and other complaints. You have the regular Outreach Team that are working in neighborhoods trying to develop relationships with folks. You have special projects like weve been contracted by bart and muni and the library and rec and park to provide services to those entities. And then the Case Management team, which is about 20 case managers that are working with between 510 high needs clients at a time, who are either in our shelter system, or more often than not, in stabilization units, which are single rooms in sros that theyre staying in until we get them into treatment or a pathway to housing. We reorganized how those function. There was a lack of clarity. They were lumped together into one bucket. Weve created clearer i should say he luna health has constructed for the individuals to provide the staff with better support to better serve clients. And the changes to the play and adding the lead position. Supervisor haney there is going to be a shortterm contract, which is basically the same as the one that weve been operating under, and then during the time of the shortterm contract, youre going to put forward recommendations that will impact what they do immediately . Or impact the new contract . Would impact the new contract . So for the next 18 months they operate and you the same structure theyve had. Well not exactly the same structure. Within a better pay structure and i would argue a more clear structure. In this new contract are there five or six Outcome Measures that were expecting the contractor to perform against. So were changing their focus really to focus on making sure that each hot team member is out getting people into our coordinated entry system. So every time theyre engaging with somebody, theyre able to look them up and see if theyre in coordinated entry and if not, provide an assessment so whether or not we do it on the street or whether theyre escorted to one of ou
