Today, colleagues, supervisor haney and i with others are introducing a resolution urging the department of Public Health to rescind their august 19 letter, notifying severely mentally ill residents at the adult residential facility that they must relocate in 60 days. Last night we heard directly from the staff of the adult residential facility family members and residents that people at the facility are filled with extreme anxiety due to the displacement and that it is having a direct impact on their health. There is also concern that many severely ill and vulnerable residents will end up back on the streets once they are displaced from the facility. The resolution also states that the department of Public Health and the department of Human Resources should meet and confer with all unions connected with the connected communities and that the facility is not relocated and the facility remains open. While we introduced an ordinance last week that these stay open, despite d. P. H. S disrupt announcement to remove 41 of the 51 longterm beds, it will take over a month to move that ordinance through the legislative deadline for residents to access this facility. This measure is a stopgap measure to make sure that residents are not displaced from their homes on october 19 when the time limit is up. As i stated before, these longterm beds are what we need most in San Francisco right now. There are people being held in jail and locked hospital wards because of the lack of availability of these longterm beds. We in the city must retain and expand what we have. I want to thank you for partnering with me and thank you to all of my colleagues who have cosponsored so far. I want to give you a special thank you to the psychiatric workers, the social workers, s. C. I. U. And local 21 representatives who worked with us on this legislation. The rest i submit although, i would like to comment after supervisor walton does comment. Thank you, supervisor ronan. Thank you so much, madam clerk. I just have a few items this afternoon. The first one introduced in a resolution along with supervisors ronan, brown, stephanie, mar, fewer, to chemical condemn a rule change that would create Food Insecurity for millions of people. The proposed rule change by the usda is undoubtedly a move in the wrong direction. In a move of selfsufficiency, they are jeopardizing the nutrition of more than 3 Million People who are already food insecure. We must be clear that food secure is a human right. There is a choice of doing what we can to access the most basic needs like food and water and letting them figure it out for themselves. There is a huge value in selfsufficiency, but the price for not getting there for whatever reason should not be hunger. Data from the usda shows that fraud and snap amounts are less than 1 of its cases. Which means that 99 of snap is meeting real needs of people. Food security as a human right means we need to make sure our families are fed. According to the task force in 2018, 226,520 people in San Francisco are residents with an income below 200 of the Poverty Level and are in risk of foot insecurity. We should be sparing no expense and make sure our community is fed, especially given the material wealth we see all around us in this city. I also, along with supervisor haney, am requesting a hearing on an update of the department of accountability operations and the San FranciscoPolice Departments, implementation of the department of justice recommendations. We want to hear how Many Department of justice recommendati recommendations have been addressed by the d. P. A. Im interested in how its investigations are being conducted and addressed. Also calling this hearing along with supervisor haney in hopes of getting updates to ensure that we are moving towards a more transparent and accountable process. I will be asking for the department of Police Accountability to provide the number of cases referred, investigated, and the findings. Im also asking that we be provided with an update as to how all the departments are complying with sb1421. How does the department increase transparency. I also want to know what the San FranciscoPolice Department has done to address the department of justice recommendations and the continued plans and strategies. Next we also as you remember, the board of supervisors, we passed a legislation on june 18, 2019, directing the closure of Juvenile Hall by december 2021. Since the passing of this ordinance, j. P. D. Has been hard at work trying to undermine the work of the juvenile experts all across the this city, state, and country, who have been calling for alternatives that provide real opportunities for youth to be successful after incarceration, versus continuing to feed the county jail and prison pipeline. We have all been eager to get to work and provide the best services for our youth. Unfortunately, the juvenile Probation Department and its leadership has decided to create programs that are arbitrary to the Budget Approved by this body in june of 2019. Trying to utilize resources in a manner unintended by this body upon approval. Therefore, im making a request, along with supervisors, to prepare an appropriation ordinance, replacing the nonmandatory budget for the juvenile department for fiscal year 201920 on the board of supervisors reserve. La last, im also requesting that the City Attorney prepare an ordinance prohibiting the juvenile Probation Department from using Juvenile Hall to be used to provide any type of programming that incarcerates youth postadjudication. This ordinance will request that any programming that involves the incarceration of youth postadjudication not be housed in the 375 woodside facility. It is not a good use of city resources to create a program that is destined to be closed under our current y. G. C. Ordinance. We have other areas that continue to remain vacant and can be worked to implement such a program that will provide alternatives and opportunities for young folks to be successful. And weve had over a year for that to happen. The rest i submit. Supervisor, walton, please add me as a cosponsor for the first one regarding the food and drug administration. Supervisor ronen. Thank you. I wanted to thank supervisor walton for continuing to be a leader on this. I have to say i was shocked when i read the paper this morning. After the 101 vote at this body, after the struggle at the Budget Committee around j. P. D. s budget. After the task force that is currently ongoing and the one that were about to set up to accomplish the goal of shutting down or the mandate of shutting down Juvenile Hall by december 2021, that director, chief nanz would consider suggesting that they send more youth to this facility. Ive been to log cabin ranch. For whatever its facilities were, a Job Training Program out of town, out in nature, where theres no bars, theres no concrete cells, no shackling of kids, that made a lot of sense. Moving those kids postadjudication into a maximum security jail once again makes no sense whatsoever. During the budget process, chief nanz came up here and was asking for several new positions. When we went and had our back and forth about the fact that despite the declining population at Juvenile Hall and the closure of log cabin ranch, despite the fact that theyve had more employees staffing an empty facility for years on end, how could they possibly be asking for new positions. He tried to make the claim that they didnt have enough staff. So how hes going to, without any budget implementation, now add an entire new program to Juvenile Hall makes no sense. He should at least be consistent in his outrageous claims. Hes not even doing that. So i believe that i believe for a long time now, and i said this during the budget process, that weve been falling asleep at the job when it comes to j. P. D. s budget. That theyve been over budget for quite some time, despite the decline in juvenile crime which is great news that we should be celebrating. Now is the time to put that under a microscope. Thanks, supervisor walton, for introducing his items. Today im going to be introducing legislation to extend the Advisory Committee so it doesnt sunset. Its only september and 22 people have lost their lives in San Francisco due to traffic violence. Annually there are more than 500 severe injuries. These injuries are preventable and not only must this board, sfmta, and the city be aggressive. We must grow our advocacy and Resident Engagement for vision zero. Psac is the only city body specifically focused on pedestrians. Given that pedestrians are often most often being killed and severely injured, it is important that our residents have an opportunity to serve and make recommendations to policymaking bodies. Psac was created in 2001 more than a decade before San Francisco adopted vision zero policy. We now have a City DepartmentVision Zero Task force and a communitybased coalition. But when a 12yearold was hit four days ago, now is not the time to get rid of a communitydriven body dedicated to making recommendations on improving pedestrian safety. There was a time when psac struggled to make quorum, but with new members, attendance has risen and been consistent. City staff must also absolutely and appropriately support this body in being successful. In addition to the support of staff, in order to strengthen the work of psac, this legislation requires that within six months psac will submit to the board recommendations on possible changes to the structure or duties to strengthen their efforts. We must be supporting of this vision and i look forward to collaborating with them in creating stronger policies that will get us to zero. Thank you, supervisor haney, for cosponsoring. I am thrilled that 857 has passed both houses of the California State Legislature and the bill now sits on the governors desk awaiting his signature. This bill will provide a green light and pathway for municipal public banks through a Pilot Program that will allow up to ten public banks in the state. I want San Francisco to be first in line with an application to the state for a public banking charter to provide an alternative to large commercial banks that dont serve our interest and reinvest our public dollars for the public goods. Thank you for your votes, but this resolution is specifically urging the governor to sign the bill into law. I want to thank my cosponsors. Colleagues, i hope that all of you will support this resolution. The second resolution pertains to the 2020 census, and the decision of the u. S. Census bureau to eliminate nonenglish paper questionnaires for a Language Group of 100,000 or more. This will have a huge and negative impact on San Francisco and on california more broadly, as it specifically impacts many Foreign Language speakers in San Francisco. 44 of our residents speak a language other than english and 26 speak an asian language at home. In 2010, the u. S. Census bureau did implement paper questionnaires for these languages. So this decision reverses a prior practice. This decision will likely result in an undercount of limited english position and then a loss of congressional representation, billions in federal funding and access to Civil Services and rights protection. I want to thank my cosponsors. I hope the rest of you will stand with me in support of this resolution in ensuring comprehensive Language Access in the 2020 census. The rest i submit. As supervisor ronen said, we had the opportunity to meet with a number of the workers from that facility who really more than anything were felt incredibly let down that they were not consult or listened to. There are collective bargaining processes in place, where they should have been not just notified but a part of this position. There are attempts to communicate with d. P. H. Have been repeatedly ignored. Theyre asking our support to, at the very least, rescind this 60day letter which can have the impact not just on the workers but, more importantly, on the residents of that facility who and the need for this facility to stay open. But they want us to call on d. P. H. To keep to rescind this notice and to meet with the workers so they can be a part of the solution. D. P. H. Has over a month to make this right and they failed to act and they have not responded to the requests. And by the residents their families and the worker. The resolution is urging d. P. H. To rescind this notice to relocate, and is urging them to meet with all the relevant stakeholders so we can make sure these residents dont end up back on the streets. This is especially urgent because there is legislation that has been introduced. We have a hearing on that which will be on october 17. The 60th day to relocate would be october 19. We need to move quickly on this and support the needs of the residents, the workers, and of this critical facility. I also wanted to comment on supervisor walton and i are calling for a hearing on the department of Police Accountability and also an update on the department of justice recommendations for reform at sfpd. As you all recall in 2016, this was a report that had 272 recommendations and 94 findings about how we can improve here with the San FranciscoPolice Department. Theres since been a change with the California Department of justice taking on that responsibility. I think its beyond time for us to have a full update on the progress towards those recommendations and those findings. Whether we have seen progress, where we may continue to be out of compliance, its critical that for us as the legislative body that we take a more active role in ensuring our progress on these recommendations. To that end i will also call for a hearing at the Land Use Committee to receive feedback from all stakeholders from s. R. O. Operators and tenants, as well as housing advocates and the Mayors Office of housing and our department of building inspection as to this proposal. I probably have lost 2 million in revenue since this happened. The guy on the left is chief faegen who i knew from walnut creek. I know all these people. I triggered something huge. The guy on the right is the son of a state senator, who ive known the family close to 40 years found dead in a hotel room. The guy on the left is your prif police officer. Thats a lot of people. Supervisors, the time has come to have a task, a task force or a team that supervises the subjects on which you supervisors bring to the chambers and talk and talk and talk and talk. Destroying Economic Systems by underselling industries, steeling land and using the back of the military to create a constant state of intimidation. This is what has driven our brothers, sisters, children to flee for their lives and seek asylum in the u. S. Our current Economic System must have a labor force without rights to keep the pockets of c. E. O. S full. Isis is a rogue agency. The actions in the camps are illegal. It is time for San Francisco to demand that i. C. E. Leave our great city. We would need to boycott these agencies by withdrawing services to all these agencies, first and foremost, i. C. E. The next step would be for your staff to generate a list of all companies serving i. C. E. And send a letter to them explaining the resolution and our need to get i. C. E. Out. Good afternoon, supervisors. In the winter of 2000 i was elected to the Restoration Advisory Board of the Hunters Point shipyard. In august 2001 i founded the radioolog radioological subcommittee. I am here in support of a petition signed by 200 members of the bayview Hunters Point community, many of whom are here today on behalf of restoration of the rab. I have a letter i will be submitting to you. Restoration and Advisory Boards were instituted under the National Defense authorization act. They provide an opportunity and forum for stakeholders and Community Members to meet in a democratic setting that upholds open government laws. In fact, the Technical Assistance of Public ParticipationProgram Allows rabs to bring on consultants with regard to to toxic issues. Almost two years ago, september 2016, the navy sent a letter to the e. P. A. Codifying agreement that they will not propose any further transfers at Navy Property at the shipyard without results of investigations that show that the property is sach. I am going to be submitting some documentation that demonstrates that there is a Family Living at the southwestern border of the shipyard which on bio monitoring all four members have a bio marker of Steel Manufacturing as well as a toxic substance and chemical concern called manganese. I am the president of the mothers and Fathers Committee right here with marie harrison. She taught me what i know. Were asking for a cleanup for the shipyard. I know yall know right from wrong, so i know yall know the shipyard is not cleaned up. Were asked for an Advisory Board to get back to government because it was dismembered. We wouldnt have a say. I want to be harder than what i am, but for some reason im not. We have people up here in bayview Hunters Point that are dying. I have friends that have cancer every day that are dying. This stuff is real. Its not a game. Were not saying this just to be doing this. We do this because its a matter of life. Buildings dont come before live s. Thank you. Clerk thank you. This is for the health and wellbeing of children in our community, as well as fixing the pollution, the sea level, the toxins in the air that affect our wellbeing and quality of life. Next speaker, please. My name is sabrina and im a district 10 resident. Im also here to speak on behalf of the shipyard cleanup. We all are aware of the coverup by lenar, the navy, the city of San Francisco, the nusom family, the pelosi family, the brown family. We are well aware of that. But im also here to speak on behalf of the commission of animal control welfare. Given that i am a former member of the hospital, people are not aware that pets get everything we get. I have pets that have asthma. When pets and owners came in from district 10, many times missing their buses, it was transferred or diverted, their pets are suffering from arthritis. Many of these pets are companion pets. When losing a person as well as a pet from toxic waste, they call this mental illness, which many of your supervisors say you are against or trying to fight for. This causes people to go into a rampage possibly in the prison and juvenile, the same thing that, mr. Walton, youre trying to shut down. My concern is youre appointing clerk maam, that item is not being able to be spoken on today. Mr. Walker no, address the board as a whole. The same people are being appointed to the same positions when new faces and applications are being put in. I want everyone here to be aware of that someone needs to oversee you guys because what you guys are doing is illegal to the bayview. The pets need voices, we need voices. A Class Action Lawsuit needs to be done. Mr. Walton, you have failed your residents. I want you to know that. Clerk board as a whole. He is not taking us aware of all of anesthesia task forces. I am tired of it. We are dying over there. We are people. Hello. My name is gloria barren and i am a resident of district 10. I understand the shipyard is not on todays agenda. However, as a navy veteran i was stationed on a Nuclear Weapons supply ship in that very same shipyard and worked as a radioman for 12 years. For the last ten years ive been advocating for the testing and cleanup of the shipyard. Spending my time on this matter does not benefit me in any way financially. However, there are folks that benefit by having nothing done, building the market rate housing within and as one pregnant recent buyer at the shipyard announced at a Shipyard Community meeting, no disclosure to newcomers about the risk they are taking by purchasing a home there. Last year, here in chambers, there was a commendation presented for a shipyard advocate for her work on the issue. The thenpresident of the board of supervisors, london breed, told mrs. Harrison, we will get that shipyard cleaned up. Since then mrs. Harrison died because she could not breathe. I would like to also point out that this affects more people in the community than the ones you see here. For example, the San Francisco p. D. Crime lab is still down there. Theyre given bottled to drink. Why are they given bottled water to drink and the residents are not . Also, other people who think this is not an issue that will affect you. Food trucks that we often eat off of, food is prepared down there at the shipyard to this day. Last but not least, i think it is an insult to have ucsf has part of the reporting agency when they have property there along with their testing site that the public does not know about. The last time i believe its the last time i spoke before this body, some of the new board of supervisors were not here and i am glad you are here. In addition to sharing the concerns of many of our members of the community about the failure to insist on real tising and real cleanup and Real Community oversight of whats going on at the shipyard which is an outrage, the last time my friend was on the board of directors, she stood here with her oxygen tank. She begged the board of supervisors to grant green actions appeal to deny approval of the mixeduse process. The reason was in addition to gentrification and in addition to the refusal to allow Language Access, that e. I. R. Said significant for ever localized protrusion that could not be mitigated. The board voted for it anyhow. I hope you read the letter you received on august 28 from the bay area district. I hope you did read it. That letter told you that the approval of that project approved unacceptable air pollution for bayview Hunters Point. They have real concerns. I ask you respectfully, take two minutes. Read the august 28 letter that the air district sent the board of supervisors. We demand and respectfully request the board rescind its approval. Because if you dont, you will go on record as the previous board did of supporting poisoning the people of bayview Hunters Point. Its up to you. Were going to challenge you on that. Clerk thank you. We are two of the organizers for the recent process that took place yesterday in front of this office. That protest was to bring to light some of the issues that are impacting our immigrant refugee community, and in particular our demands. Many of them before you were are in the resolution that you all are going to be discussing. I want to thank from the top the supervisors who sponsored the bill. Thank you for support. Our biggest concern is that we want these concentration camps closed and we want our children freed. Its inhumane that many of us looked to the past and said never again. Right now that never again is happening. Were experiencing our children who are caged in these camps and we want our people to be immediately freed and we want our children to be reunited with their parents. [yellin [yelling]. Firstly, i would like to thank the board for sponsoring item 23. I am the president of the korean american profession society, also known as kaps. It was founded during the summer of 1992 as a response to the los angeles riots. The estimates of Property Damage were over 1 billion. Many korean immigrants lost their American Dreams in one day. Seeing this, koreans in the bay area wrote letters to each other to discuss a need for a network and a voice in case something similar were to break out in the bay area. Given the lack of a common background, we call ourselves the korean professional society. We still have those handwritten letters from 1992 and beyond until a. O. L. And hotmail. One of the traditional korean holidays is a place where families can pull themselves from the busy lives and give blessing to the harvest and the previous year. I had the pleasure of being a Planning Committee for the chusak festival. We didnt have any money or didnt know how many people would be there. Guess how many people showed up . Over 5,000 people showed up. They celebrated with their food, music, craft. It was such a fun day. I suggest that you support the resolution that supervisor stephanie has given support to. Clerk can you pull the microphone closer. We are both residents of district 2 and we wish to speak in favor of the chusak day resolution. Donald is actually the reason why this all started and we are here today. A few years ago i tried to take him to a festival to expose him to korean culture, but found out nothing of this kind exists in the bay area. I found out that korean women who are victims of Domestic Violence dont have equal opportunities. I thought what if we could bring everyone today to not only celebrate and showcase korean culture, but to have bilingual Community Booths to allow those underserved koreans a chance to find out about Free Services as well. My hope was that this festival could serve as a vehicle on a regular basis to serve for many koreans who need help and support. What started out as a day to expose donald to korean culture became more. The koreans dont have a place where they know korean will be spoken. This day could be that place. S. , and of the 90,000 who are San Francisco resident residents, a number of them are my dearest friends, just like the mom who spoke before me who cares deeply about the elderly and those in the community who suffer under domestic abuse. Chuseok day, in addition to supporting korean food and kpop is an event that can bring attention to the social Service Needs of the koreanamerican society in San Francisco. I support this resolution, recognizing september 13 as korean chuseok day and honoring the Korean Center for its contributions to the koreanamerican society. Hello. I am from district 6. I have been born and raised in San Francisco, and this weekend has been so special for me in my community. With the huge success of the firstever korean chuseok festival, might i add that my parents have been here for over 50 years. They pulled me aside and said they had never witnessed so many korean americans come together at one time. That was huge. Having to stay recognized would be icing on the cake for this great weekend. At their school they celebrate chuseok day every year, an important day for the school and our community and we hope that resolution 23 will be passed so that it can be celebrated more expansively. And my family always celebrated a lot of the korean ceremonies and rituals rituals. That is because of my grandmother. We would only get together because of her, because it was a connection to our homeland. She is 100 now, and many in her generation are passing on. We always celebrated this in our homes. Without the validation of schools, without the validation of cities, so particularly with the next generation coming up, they wont have a connection to our grandparents who are from this place. Last saturday, may 28yearold daughter who was born and raised in the bay area, for the first time she experienced it. She brought so many of her friends and she said, mom, i have such a hard time explaining to my friends about this ritual, but it just happened right there i would like to continue this tradition where she could be proud to be koreanamerican as well as share her traditions to others.
